Over the weekend, I saw on social media that a number of Labour Members had the good judgment to visit the beautiful Bishop Auckland constituency, and while I am grateful to the one Member who gave me notice of their visit, that was in stark contrast to the four Members—the right hon. Member for Ashton-under-Lyne (Angela Rayner), and the hon. Members for Washington and Sunderland West (Mrs Hodgson), for Blaydon (Liz Twist), and for Newcastle upon Tyne North (Catherine McKinnell)—who did not have the good judgment to follow your advice, Mr Speaker, and notify me as the sitting MP. I have let them know of my intention to raise this issue in the Chamber today. Could you advise the House once again on how we can ensure that Members give notice of a visit to another Member’s constituency?
I am grateful to the hon. Member for giving me notice of this point of order and informing the Members concerned. The courtesies apply to any visits made in an official capacity. I know that election fever has taken over, but I remind the House once again that, as I said on 29 November and 22 January, when a Member intends to visit another constituency other than in a private capacity, they should make every reasonable effort to inform the Member representing that constituency. Boundary changes do not take effect until the next election, and in the meanwhile we must observe the convention of not involving ourselves with other Members’ constituencies. I have had complaints from Members on both sides of the House. Please do the right thing and stick to the conventions that we expect each other to follow.

Commons ChamberMy hon. Friend has done a great job of highlighting the incredible level of support going to Mansfield and the wider east midlands. A lot of that is down to great local leadership from him and his colleagues. That will have an enormous impact on the people living in the east midlands and on their opportunities to get on in life, which ultimately is what levelling up is all about.
My hon. Friend continues to be a fantastic champion for Eastbourne. We will be announcing full details of levelling-up round 3 in due course, but we are taking on concerns, from those who have previously received funding and from those who have not, to make sure that we get this third round absolutely right.

I call the Chair of the Levelling Up, Housing and Communities Committee.
The Committee recently produced a report on levelling-up funding, which I hope the Minister has had a chance to read by now. Commenting on the current arrangements, we said that despite the Government’s commitment to reducing requirements for competitive bidding, we had seen no evidence that it had yet been implemented. We were also shocked to discover that the Department did not know how many
“pots of money across Government contribute towards levelling up”.
Does the Minister accept the Committee’s finding that the policy currently lacks
“a long-term, substantive strategy and funding approach”,
and does she agree that the Government need to sort this out if levelling up is to be delivered—given that, in principle, there would probably be widespread support for that on both sides of the House?
I disagree with the Select Committee Chair, in that we do have a long-term vision for levelling up. Indeed, our White Paper “Levelling Up the United Kingdom” set out our 12 core missions. I have engaged with the hon. Gentleman in the past about the funding point. I have also told the House that we will be publishing a funding simplification plan; that is coming soon, and I shall be happy to meet him to discuss it when it has been published.
Nearly 18 months after the publication of the levelling up White Paper, instead of meaningful levelling up, all that we have is disorganisation and disappointment. The levelling-up directors were supposed to cut through the dysfunction to help areas obtain the support that they needed, and it was announced with great fanfare that there were nearly 600 applications for those roles. But as with everything this Department does, it was all smoke and mirrors, because the roles have now been quietly dropped and no levelling-up directors are to be appointed. Will the Minister come clean? The Government have given on levelling-up directors because they have given up on levelling up, have they not?

Commons ChamberI thank the Minister for that answer, but it was for the wider Medway. I think Gillingham received £2 million with regard to the Britton Farm skills hub.
Having worked very closely with Medway Council to put forward an outstanding bid for Gillingham Open Lines, covering an area with high levels of deprivation, I was disappointed to see that application turned down. It raises real concerns about fairness and a merit-based system of government, which the Prime Minister assured me would be the case. Will the Minister visit Gillingham with me and meet stakeholders to look at—
Order. Please, there are a lot of people on the Order Paper who I want to get in. Let us help each other. If somebody does not want to get in, please tell me and then we can help each other.
I will, of course, visit my hon. Friend’s constituency again, after a fantastic visit just a few months ago. I should really reiterate that all the funds in the Department are distributed fairly and objectively, and that different allocation methods are used for each fund to ensure that funding reaches those who most need it, but of course I will meet him to discuss his own project further.
My hon. Friend is a fantastic champion not only for the east of England but, in particular, for coastal communities. We know that coastal communities add unique value to our country and offer significant growth potential, which is why 22 coastal areas are benefiting from more than £673 million of investment via the towns fund, why eight English freeports are in coastal areas and why coastal areas such as Ramsgate continue to benefit from the levelling-up fund, but of course I will be happy to meet him to discuss this further.
It was not just councils that put time and money into these bids; local people put their heart and soul into developing their community’s submissions, only to find that their bid would never have been allowed to win, that their time had been wasted and that they had been taken for fools. The Minister does not seem troubled about wasting Members’ time, and certainly not local authorities’ time, but surely she will apologise to those volunteers.
I have already expressed my admiration for the incredible work put in by local government officials, volunteers and Members across the House, and I have apologised—the hon. Gentleman can read the Select Committee transcript for himself.
I need to make the point that we had £8.8 billion-worth of bids for round 3 of the levelling-up fund and only £2.1 billion to allocate, which unfortunately means difficult decisions had to be made. We are not a Government who shy away from making difficult decisions, and my own county council unfortunately faced a detriment, too. Ultimately, in line with the decision-making framework outlined in the technical note, we were keen to ensure geographic spread so that the most areas possible benefited from the levelling-up fund across rounds 1 and 2.
The Minister gave assurances in Westminster Hall less than two weeks ago that unsuccessful local authorities would receive feedback and their scorings. Local authorities are now being told that they will not receive their scorings. Why has that decision been taken?
I thank my hon. Friend for staying vigilant on the creation of socialist power bases, which those of us on the Government side of the House take incredibly seriously. I believe that levelling up this country by devolving power is the best way to champion the Conservative values and principles of entrepreneurialism, innovation and individualism. As I have already outlined, this will happen alongside a deepened accountability framework.

The trailblazer deals in the West Midlands and Greater Manchester imply that everyone else will have to sit and wait, and not get extra devolution. Will the Minister disabuse me of that by setting out a timetable—nothing in her response indicates a timetable—for when the Mayors of other combined authorities will be given the same powers as Greater Manchester and the West Midlands?

Conservative failure to tackle regional inequality is just one in a long list of let-downs. Thirteen years of Tory rule, and parts of the UK have plunged further and further into poverty. Local authorities spent over £27 million applying for levelling-up bids, only for many to lose out—places such as Barnsley and Knowsley, which have been denied multiple bids with little transparency, leaving many colleagues in the dark and resorting to questioning Ministers about local bids, with no answers at all. Will the Minister please clarify the lack of transparency and the financial costs of these bids to cash-strapped councils, particularly during the cost of living crisis?
With zero VAT on new build, demolition and greenfield development would seem to be the smart choice for developers, while empty buildings such as the former Debenhams in Eastbourne town centre, which would carry 20% VAT for renovation, are overlooked and year on year move towards dilapidation. Has any assessment been made of the number of new homes that could be delivered should different VAT regimes be levelled up? And, as there has been a great deal of negative campaigning—[Interruption.] I will come to that point next time.
I thank my hon. Friend for her question; she is a fantastic champion for levelling up in her community. Questions on VAT would be a matter for His Majesty’s Treasury, but we are of course committed to reviewing incentives around brownfield development and will announce further details on the scope of that review in due course.
Pitch for Lowestoft heard loud and clear! The Chancellor announced at the time of the autumn statement that the existing investment zones programme would be refocused to
“catalyse a limited number of the highest potential knowledge-intensive growth clusters”.
Our Department will work closely with key partners on how best to identify and support those clusters. My officials have read the APPG’s report; we will respond in full in due course.

Commons ChamberI had best keep my comments about Arsenal to myself in this House, but my right hon. Friend is right: levelling up is not something that can be simplified purely by region or by north and south, and there are pockets all over the country that need to benefit from funds such as the levelling-up fund. I know how much of a passionate advocate he is for the Andover bid, and we will be announcing the result in due course.
I am grateful to my hon. Friend for his passionate plea. As a former Parliamentary Private Secretary in the Department —and a very successful one, if I may say so—he will know that at this stage I cannot comment on individual bids. I am delighted that Devon County Council has put in a bid to the levelling-up fund, and we will be announcing the results of that bidding process in due course.

Thank you, Mr Speaker. I will try not to make this one a waste. I was grateful to the Minister for meeting me to discuss my ongoing campaign to restore the A&E to Bishop Auckland Hospital. Many of my constituents face a long drive to get to Darlington or Durham, and given that swift treatment can be a significant factor in outcomes for conditions such as strokes and heart attacks, does he agree that having A&E services spread geographically rather than just in strong population centres is an essential part of keeping our community safe?

I was really delighted to see the ban on conversion therapy appear in the Queen’s Speech, but, as we know, conversion therapy is an issue not just in the UK, but right around the globe. Does my right hon. Friend agree that these practices should not just be outlawed in the UK, but that we should work with our global partners to support LGBT safety worldwide?

Member for Southampton, Test (Dr Whitehead) was deep geothermal. I am working with stakeholders across Bishop Auckland to explore making Bishop Auckland a centre of excellence for geothermal energy. Will my right hon. Friend visit me in Bishop Auckland to discuss that in much more detail?
