I am pleased that my hon. Friend raised the case of Gilad Shalit; he is well on his way to a Nobel peace prize for the instant result that was achieved on that. Yes, the pace of settlement activity, which is illegal and which is on occupied land, is wrong. It is also one reason why it is an urgent issue, because a two-state solution will become impossible in a few years’ time if it is not arrived at in the near future. That means Palestinians returning to talks, but it also means Israelis returning to them ready to make a decisive offer to Palestinians.

Does the Foreign Secretary recognise that very many Palestinians—I would imagine the large majority—believe that the western Governments, including the British Government, are much more on the side of Israel than of Palestine, and that therefore the question of a vote in the United Nations, if there is to be one, is of crucial importance regarding the line that Britain is going to take?

I am grateful for the wisdom and advice of colleagues on all sides and at all different stages in their parliamentary careers. I welcome it from those who, like me, have been around for a while and from those who are new here. My hon. Friend gets to the heart of it when he says that there are dangers and risks that come from people taking established positions at a very early stage, when the truth, as we all know, is that negotiations proceed on a parallel track, sometimes in private and sometimes leading to a different outcome. We all need to keep our counsel calm and wise over the weekend, and I am absolutely certain that those most closely involved in negotiations would entirely fulfil my hon. Friend’s requirements.

That last intervention from the Conservative Back Benches could have been more appropriate in the Israeli Parliament. Is the Minister aware that if there is a vote at the United Nations, what we do will be seen as how far Britain is genuinely committed to the Palestinian cause and to the creation of a sovereign, independent Palestinian state alongside Israel? Time and again British Governments have said, like today, that they are in favour of a Palestinian state, but so far there has been little action to bring that about.

It is because we are well aware of the implications of the United Kingdom vote on any resolution that we are being so careful and working so hard to ensure that a resolution is not couched in terms such that it either leaves one side completely dissatisfied and adds to the frustration or indefinitely extends the chance of reaching a settlement to deal with the frustrations that the hon. Gentleman very properly articulates.

The case advanced by my hon. Friend is mounting all the time, as is apparent to many in Egypt and outside. We must respect the sovereignty of the Egyptians—it is their decision—but we will certainly be making the case, as the United Kingdom, that they would be wise to delay the parliamentary elections. In fact, there would be merit in their holding a presidential election before the parliamentary elections, which I believe would allow the most orderly transition to a democratic system. We will make that case, while respecting the fact that the Egyptians must make their own decisions in Cairo.

Does the Foreign Secretary really believe that his remarks about the killing of Palestinian demonstrators by Israel—it was Israel, by the way, which was not mentioned by him—were sufficient, and that remarks that he made urging restraint were enough? Would it not be far better to condemn absolutely what happened over the weekend? I thoroughly agree with my right hon. Friend the Member for Blackburn (Mr Straw) that it is time that the British Government made it clear to Israel that certain actions, such as what happened over the weekend, are totally unacceptable.

Obviously we condemn anything that leads to unnecessary deaths, and I have made a strong appeal for avoidance of the use of lethal force. Israel’s response is certainly one that should be criticised, but Israel is not the only country that may be criticised in this regard. The area on the other side of the Golan heights boundary is under the direct control of the Syrian Government, and the access that people have gained there leads one to speculate about the motives of the Syrian Government in this matter. So the responsibility may not be all on one side, and trying to cross the borders is not the way to resolve the problems of the middle east.

I think we are all absolutely clear about the fact that the use of lethal force should be avoided whenever possible.

Securing peace in the middle east must of course be done on the basis of the Quartet principles, which is why we will judge any Palestinian Administration by the conditions I have set out. As I have often said, we look to Hamas to make concrete movement towards the Quartet principles, which remain of central importance.

I have lost count of the number of Foreign Secretaries who have told us that every effort would be made to bring about a solution to the Palestinian-Israeli conflict. Time and again that promise has been made, and I am sure with every genuine wish that it should be brought about, but it has not been. The situation of the Palestinians remains precisely what it has been since the occupied territories were taken in 1967. Is there any possibility that the United States—to a large extent it is the United States alone that will decide this—will move more than it has done so far, which in fact has not been much?

It is no discredit to my predecessors that they have worked hard on this, and it would be wrong to desist from doing so just because we have not been successful so far. I believe that President Obama will make a major speech this week on these matters, including the middle east peace process. The United States of course plays a central role in pushing this forward.

We certainly ought to be concerned about that; my hon. Friend highlights another significant concern. Because of the vast array of countries across a wide and diverse region, our debates focus on certain countries. Inevitably, today’s debate will be focused primarily on Afghanistan and Libya, along with maybe one or two other countries. I am concerned that some of the countries that have been making some progress might start to slip off the radar, and it is important that we do not allow that to happen.

We must not allow our level of interest in the countries that are making progress to fall. Development there must be sustained, because there will not just be a steady path towards a democratic society. There will be pitfalls along the way. To make a comparison with eastern Europe again, the involvement of the secret police networks can be a considerable factor in the development of those countries, as I described earlier. We ought to be alert to that problem, but we should also take the positive way and build the capacity of democratic parties so that they can take the best advantage of democratic elections when they come.

I hope that Members of all parties will consider the role that the Westminster Foundation for Democracy and other such bodies can play in building capacity for democratic parties. The Foreign Secretary has announced substantial cuts in the Foreign Office programme—the sum will go down from something like £139 million to £100 million. We did not get details, but we need to know whether the cuts will have an impact on those organisations and their programmes.

In the Foreign Secretary’s statement last week, he talked about increasing our presence in a number of missions across the world. Interestingly enough, only one of those, Pakistan, is in the area that we are discussing today. There was, understandably, mention of a reduction in Afghanistan and Iraq, but in none of the other countries concerned did it seem there would be an increase in our local involvement despite the considerable interest that we need to be taking in them. On the face of it, that seems a slightly strange decision, and it would be helpful to have some explanation.

We have to recognise that not all of the liberation of eastern Europe went smoothly. Ethnic tensions rose to the surface, and in one case, Czechoslovakia, were resolved by a—fortunately peaceful—division of the state. Catastrophically, however, in Yugoslavia they led to vicious civil wars, appalling violence and the necessity for NATO intervention. Some states in north Africa and the middle east are fairly homogenous, but others are riven by ethnic differences and, in some cases, considerable and long-standing ethnic feuds. The international community must use all its endeavours to ensure that the outcome of the Arab spring is more like Poland than Yugoslavia. In that context, I welcome the Foreign Secretary’s comments about Tunisia and hope, as I said to my hon. Friend the Member for Islington North (Jeremy Corbyn), that we will not focus only on countries where there is conflict. We must also provide assistance to those that are making a more orderly transition.

I shall move on briefly to the middle east and the Israel-Palestine issue. I am sure that everyone in the House and internationally is frustrated by the failure to get engagement in substantive talks leading to the creation of a new Palestinian state, living peacefully side by side with Israel. We echo the Foreign Secretary’s statement yesterday, which he repeated today, when he expressed Britain’s concern about the violence on the border and the loss of life, and called on all parties to exercise restraint. We should be persuaders for peace, to ensure that Palestinian aspirations can be realised alongside Israel’s equally legitimate desire for a peaceful existence within secure and recognised borders.

I certainly do not question Israel’s right to exist—I have made my views about that clear over the years. It was brought into existence by the international community and has as much right to exist as any other state, but not in the occupied territories. How can Israel genuinely say that it wishes to bring about a two-state solution at some stage—not that it has put much emphasis on that—when so much of the occupied territories has had settlements built on it? On what site is the second state, the proposed Palestinian state, going to exist?

I say to my hon. Friend and near neighbour that in all the discussions on the middle east, and particularly on Palestine-Israel, there is a danger of what David Ervine of the Progressive Unionist party in Northern Ireland, who went from terrorist activities to a very significant role in the peace process, described as “whataboutery”. I could equally respond to my hon. Friend’s valid points by asking, what about this, that and the other? What about the failure to implement the Camp David accord? What about the terrorist activities?

At the end of the day, the international community and the parties concerned have to get back to the basic fundamental principle of ensuring the establishment of a two-state solution on borders agreed internationally and between the parties, with the states living together in harmony. I cannot put it better than UN Security Council resolution 1850, which said that

“lasting peace can only be based on an enduring commitment to mutual recognition, freedom from violence, incitement, and terror, and the two-State solution”.

I very much hope, as I am sure we all do, that the visit of Israeli Prime Minister Netanyahu to Washington this month will intensify that process and involve a relaunch of the peace initiative by the Obama Administration. I am sure we all look forward to the President’s address on that subject.

I listened to the speech made by the right hon. Member for North East Hampshire (Mr Arbuthnot) with much interest, but there have been many civilian casualties on both sides and innocent people have been killed; indeed, that happened over the weekend, as many of my hon. Friends, including my hon. Friend the Member for Islington North (Jeremy Corbyn), have said. What is required is a genuine peace settlement.

I was not going to speak about the Israeli-Palestinian conflict until the right hon. Member for North East Hampshire provoked me. There are only two Members in the House who were here in 1967, when the war took place, and I am one of the two. I expressed my point of view on the situation at the time. With respect to the right hon. Gentleman, it is not a question of Israel now fighting for its very existence, but of the absolute refusal of Israel to come to any genuine agreement for a viable and independent Palestinian state. The Israeli settlements that have been built on the west bank surely demonstrate a lack of commitment on the part of Israel to what the international community—including, of course, the United Kingdom—would like to see: a two-state solution.

We can disagree about Hamas and the rest. Obviously, what Hamas stands for, being basically an Islamic fundamentalist concept, to say the least, is totally alien to everything I believe in. That goes without saying, but in negotiations one deals with one’s enemy. After all, if anyone is says that it is impossible to reach agreement with Hamas, we know that the IRA argued for years that there could be absolutely no solution in Northern Ireland until Britain decided to leave, yet a very different situation emerged. Those who, like the right hon. Member for North East Hampshire, take the Israeli point of view very strongly would do far more good if they could pressurise Israel to recognise that there needs to be a wide-ranging agreement.

If it was right, in the circumstances of the extermination of millions of people, for Israel to be created by the international community in 1947 and 1948, let us not forget for one moment the tremendous injustice that was done to the Palestinians as a result. The Palestinians were not responsible for what happened to the Jewish people during the second world war.

I now turn to the question of Libya. I made it clear in my speech on 21 March, in the previous debate on Libya, that I could not support the Government. I hesitated about voting against the motion, and in fact I abstained. I had hesitations during that debate, not because I did not want to see humanitarian action taken—obviously, I wanted help to be given to civilians in Libya who could be at the mercy of Gaddafi; that goes without saying—but I had the feeling that resolution 1973 would in practice result in an attempt at regime change. All that has occurred in more recent weeks, since that debate, has persuaded me that in spite all the denials we heard today from the Foreign Secretary and the rest, at the end of it all what is required is that Gaddafi should abdicate, that there should be regime change and that, if necessary, Gaddafi could be the subject of an assassination attempt.

I am no apologist for Gaddafi; heaven forbid. I have opposed the regime ever since he took power 32 years ago, as it was obviously based on tyranny and was much involved in international terrorism, as we know. Why on earth should I in any circumstances wish to defend or justify such a regime? But international law does not permit regime change or the assassination of a leader. The remarks of the Army chief, General Richards, over the weekend are bound to cause added worry. What will happen is an escalation of what has been occurring in the air strikes of the past fortnight or so. It is interesting that so many of the Members on both sides of the House who have spoken in this debate, most of whom voted with the Government on 21 March, have expressed the same reservations and concern about what is happening in Libya that I am expressing now.

The right hon. Member for Tonbridge and Malling (Sir John Stanley) made a very good speech about the selling of arms to authoritarian states. There was hardly a word he said, even in his criticism of the previous Government, with which I could disagree. As he pointed out, it is interesting to note that however despicable the Gaddafi regime has been, Britain was selling arms to it right up to the moment before the demonstrations when opposition emerged in Libya. Why did we do that, and why do we sell arms to other states that are based on tyranny? Syria, which the right hon. Gentleman mentioned, is a good example of that. I certainly hope that there will be far greater concern about that in future, and that more attempts will be made to ensure that Britain is not involved in selling arms to countries such as Gaddafi’s Libya.

Turkey has put forward certain proposals regarding Libya that I should have thought it would be useful to try. It has urged an immediate ceasefire and has emphasised the need to start a political process leading to Gaddafi’s leaving office. The Government say that there is no wish on Gaddafi’s part to engage in a genuine ceasefire, but let us test that; let us see. Let us use Turkey’s proposals, which seem worth trying at least, and in so doing save lives.

Had there been time I would also have discussed Afghanistan and the wish to end as soon as possible the use of British military forces there. In the absence of time, I will simply say again to the Government that although they received support from the overwhelming majority on 21 March, that majority did not support regime change, and that resolution 1973 should not be used for that purpose.

I am not so sure about that. Nevertheless, it is fortuitous that I find myself following the hon. Member for Islington North (Jeremy Corbyn), whose speech I listened to with great interest, because I hope to shed some other light on the situation. I should start by declaring two interests. First, I do some work with the Britain Israel Communications and Research Centre. Secondly, and perhaps more important, I very recently tied the knot with my Israeli partner.

I am afraid that it is with sadness, but not surprise, that I find myself speaking a day after another depressing turn in the wheel of futility and violence that characterises the conflict between Israel and the Palestinians. All Members of the House—from the hon. Member for Islington North, the right hon. Member for Manchester, Gorton (Sir Gerald Kaufman) and the hon. Member for Walsall North (Mr Winnick) to all Government Members—want to help them break out of this morbid cycle, but we will do so, as the hon. Member for Islington North said, only if we understand the fears and motivations of all parties in the dispute and grasp the way they perceive their situation, not how we perceive it.

Other hon. Members are more qualified than I am to shed light on the Palestinian point of view—the hon. Gentleman has done so, as I hope and trust will other hon. Members. I want to try to contribute a little understanding of the Israeli point of view. I will start by asking the House a question. Why is it that young Israeli men and women, such as my partner, are willing to do three years’ military service at a time when young men and women in Britain are working, studying, travelling and having fun? They are not compelled to do so, as they can choose a civilian form of service. It is not possible to say that Israel is some latter-day militaristic Prussia. Anyone who has been to Israel will have to testify to the fact that Israelis are a remarkably individualistic, even hedonistic, bunch of people. It is not even possible to say that somehow they are all brainwashed into thinking that this is something they must do. Israeli politics is one of the most disputatious and argumentative politics one can find, and there are many groups in Israeli politics preaching peace and arguing for a change in the pattern.

So why are they doing it? The reason is simple. There is nothing more important for my partner and people of his age, and for his parents and grandparents, than the security of the state of Israel because it is the first place in 2,000 years that Jews have been able to call home. The key to understanding Israel’s actions is this: what will it mean for their perceptions of their long-term security? In this place, such an obsession with security may seem overblown, but we are an island, we have water all around us, we have been here for thousands of years, and I remember that about 70 years ago we seemed to take threats to that security pretty seriously indeed.

The hon. Gentleman, although I disagree with him, is making the most interesting speech. I now understand the personal factor involved, but there is no criticism in what I have just said. Is not the best security for Israel—I have already indicated my support for Israel as a state, pre-1967 borders—to find and be willing to reach an accommodation with the Palestinian people, who are not going to go away?

I am very grateful for that intervention, and I agree with the hon. Gentleman and share his analysis. The vast majority of Israeli people also think that a two-state solution is the long-term source of their security, but they will grasp it only if there are guarantees that that state will not threaten the long-term security of Israel.

It is not unreasonable to ask for that when only five years ago Israel withdrew from Gaza and Gaza immediately fell into the hands of an organisation that is directly sponsored by Iran and wants to wipe Israel from the map. It is not unreasonable when Lebanon’s Government have been brought down and the new Prime Minister has been put in place by an organisation whose leader only yesterday said that we need to drive Israel into the sea, and that no treaties, no borders, no agreements will stop that happening. It is not unreasonable for the Israeli people to have that expectation. I wish that they might be willing to make more of a risk, but my wishes, and our wishes, carry no weight.

We must provide guarantees of security, which means, first, that the Palestinian state cannot have a military force, because if it does there will be no agreement, ever, not in our lifetime, our children’s or our grandchildren’s; secondly, that the neighbours of Israel will have to agree to recognise the existence and legitimacy of the state of Israel; and thirdly, that we in Europe and America will have to provide the kind of security guarantees that we have provided each other over the past 60 years.

That, in my honest judgment, is the only way in which we will bring the Israeli people to a table where we will be asking them to make an enormous compromise for their security. It is a compromise that, I agree, is necessary and vital to the interests of the Palestinian people and the interests of justice, but if we want to achieve a result we have to recognise what it will take, and deal with that.

These are early stages for the deployment to which my hon. Friend refers. What I can say is that we are confident that that military liaison advisory team is giving real and worthwhile assistance to the transitional national council for the objectives of helping with headquarters operations—how to organise headquarters and logistics—which I set out in my announcement. That is beginning to have some effect, but it is too early to give a definitive account.

Considering the killing of one of Gaddafi’s sons and his very, very young grandchildren, is it not the case that, despite the denials that have been made, the policy of NATO is now first and foremost regime change, and secondly to kill Gaddafi himself?

We want Gaddafi to go, and virtually the whole world wants him to go—let us be in no doubt about that—but the incident to which the hon. Gentleman refers was an attack on a command and control location. NATO has increased the number of air strikes against the command and control functions of the Libyan regime, which in our view is wholly legitimate within the implementation of resolution 1973, and such attacks will continue.

Given the previous question, it is important to recognise in this context the strong and, it seems, successful efforts of Saudi Arabia to bring mediation to Yemen. The hon. Lady is right to say that Saudi forces are in Bahrain—at the request of the Bahraini Government—but I think that Saudi Arabia, like other states in the region, is very anxious that there is a successful national dialogue in Bahrain. I have no reason to doubt that at all, having discussed the situation at some length with Prince Saud, the Saudi Foreign Minister, over recent weeks. Of course, we do ask all Governments in the region to respect the right to peaceful protest and freedom of expression.

No one disputes the brutality of the Gaddafi regime, which of course we were selling arms to, along with other western powers, right up to recent events, but may I urge the Foreign Secretary to resist the calls that we have heard today from what I would describe as the “war party”, which wants to escalate the conflict? Some of us believe that what is really required is a genuine effort to bring about a ceasefire. I am aware of all the difficulties—I know that Gaddafi cannot be trusted—but if there is a chance of stopping the bloodshed on both sides in the civil war, that opportunity should certainly be grasped.

Of course we all want a ceasefire. One of the stated goals of resolution 1973 is a ceasefire—a genuine end to violence—but it would have to be a genuine ceasefire in which the regime’s forces pulled back from the populated areas they were attacking and really ended the violence and stopped the suppression of all opposition in the areas that they controlled. Although it is important, as the hon. Gentleman says, to resist calls to change the nature of this conflict and go beyond the resolutions, it is also important to resist any temptation to weaken in our implementation of the resolutions. That is why we must continue carefully and persistently with the strategy we have set out.

Yes, there is no viable future for the country as long as Colonel Gaddafi is in power, and my hon. Friend is absolutely right that Gaddafi should go. Virtually the whole world thinks that Gaddafi should go, although let me be clear that our military objectives and activities will be strictly in accordance with the United Nations resolution—let no one be in any doubt about that. But, of course, what is required for any viable future for Libya is for Gaddafi to leave, and of course we recommend to other figures in his regime that it would be right to follow the example of Musa Kusa and desert a regime that has done such violence and damage to the Libyan people.

However much we despise Gaddafi and everything that he represents, does the Foreign Secretary understand that there is no wish for Britain to become actively involved in a civil war, and that resolution 1973 should not be interpreted in any way as Britain being involved in any way whatever in what is, after all, a civil war, although we know which side we would like to see win?

The hon. Gentleman is getting involved there and taking sides, but I hesitate to call it a civil war. It is an uprising by people who started with peaceful demonstrations against a despotic regime that then waged war, using heavy equipment, artillery and air power, against them, even at the stage when all they were trying to do was to demonstrate and to ask for the rights that we take for granted in so many other parts of the world. I hesitate to call that a civil war; it is a Government waging war on their own people. Nevertheless, I think I can give the hon. Gentleman the assurance that he looks for: we will implement the UN Security Council resolution, and that is what we are there to do. If it had not been for that resolution and the legal authority that it provides, we would not be engaged in what we are doing in Libya. We rest on that resolution, but we will continue to implement it.

I can assure my hon. Friend that we will not be engaged in imposing any solution on Libya. We will carry out necessary operations to implement the UN Security Council resolutions, but we are not in the business of imposing a solution, or a Government, on Libya. Indeed, if we were, we would lose that wider Arab and regional support, of whose importance he rightly reminds us.

Everyone would like to see the end of Gaddafi and his regime; that is not in question. It is a murderous regime, and has been for 42 years; that is not in doubt. However, has the Foreign Secretary noticed that there have been more critical voices today than at any time since the situation in Libya started? There are such critical voices both here and on the international scene because, despite what the Foreign Secretary has been telling us, there is a growing impression that the coalition forces are, in fact, involved in regime change, which is totally outside the terms of the resolution—and, indeed, outside international law.

I would defy the hon. Gentleman to find any action taken by the coalition that is not in line with the UN Security Council resolutions. Everything we have done is in line with those resolutions. That was endorsed by everybody at the conference yesterday, and that will remain the case. The extreme care being taken to avoid civilian casualties is very clear, and a great contrast to the behaviour of the Gaddafi regime. It is important that we constantly underline these points in order to get that message across to the wider world, as well as in our own country, and the Government will continue to do so.

No. I have urgent discussions every hour or so with my right hon. Friend the Secretary of State for Defence, but it is important to implement the strategic defence and security review and to bear in mind that fundamental to our national security is the restoration of our national finances. Yes, we have had to do some things that in an ideal world we would not have done, and the defence budget has had to be controlled, but we have been able to do, and continue to do, what is necessary in Libya without the equipment to which my hon. Friend refers. Our operations are conducted by Typhoon aircraft and, for ground attacks, by Tornado aircraft. These are flying from land bases in the Mediterranean and are able to conduct the operations very easily without, in this case, the need for an aircraft carrier.

Like everyone else, I deplore Gaddafi’s continued military offensive, which undoubtedly is costing the lives of many civilians. Will the Foreign Secretary tell us whether any diplomatic efforts are being made by countries such as Russia, China, and particularly Turkey, to see what can be done to persuade Gaddafi to stop the fighting?

I think that the whole world is pretty much united on urging Gaddafi not only to stop the fighting, but to leave the scene. That is the view even of countries that did not support the UN Security Council resolution. This is a worldwide view. However, Colonel Gaddafi is clearly not easily persuaded to engage in a dialogue to reach out to the opposition. We hope he will see that the situation is such that it is necessary for him to go, and that is the only way forward for the Libyan people. The countries to which the hon. Gentleman refers are certainly of that opinion as well and certainly do not want the Gaddafi regime to continue.

I am conscious that many other hon. Members wish to speak, so perhaps I should continue. I want to talk about the instability in Bahrain, Yemen and, of course, Libya. I shall then conclude my speech so that others can speak.

As we speak, there is continued unrest in Bahrain and deep instability in Yemen. In both cases, our immediate priority is the welfare of British nationals as well as the need to support dialogue and political reform. In Bahrain, the situation is serious and deteriorating, and the whole House will deplore the loss of life and the escalation of violence. The Prime Minister spoke to the King of Bahrain two evenings ago to emphasise that violence is unacceptable and counter-productive—whether it be from protesters, vigilante groups or the security forces. I spoke to the Foreign Minister of Bahrain along the same lines yesterday.

We call on all security forces in the country not to use violence against the demonstrators, and on the demonstrators not to engage in provocative or intimidating actions. It is essential for all sides to take steps to calm the situation in Bahrain. We are extremely concerned by reports that opposition figures have been arrested. We do not want to see a reversion to the days when Bahrain routinely held political prisoners. The Government and the security forces must respect the civil rights of peaceful protesters, the right to freedom of expression and freedom of assembly, and must uphold their obligations to ensure that wounded protesters get immediate access to medical treatment. We also call on opposition groups to enter the dialogue offered by the Bahraini Government and to desist from violence themselves.

We advise against all travel to Bahrain until further notice and we recommend that British nationals who do not have a pressing reason to remain should leave. The first option for British nationals should remain commercial routes, which continue to fly to and from Bahrain international airport, which is operating normally. In addition, the UK Government are chartering planes to supplement those commercial flights. That will assist the departure of British nationals from Bahrain to Dubai today and further flights will be provided as needed.

I have absolutely no illusions about the thuggery of Gaddafi, which has been evident since 1969. If we had already intervened in Libya—I mean western intervention or British intervention on its own—would not the response inevitably be, including from myself, why not intervene in Bahrain?

It is important not to think about the issue—I am coming on to Libya in a few moments—in terms of western intervention; it is about the responsibilities of the wider world, including the Arab world. That is why we have said that whatever we do in Libya—it applies to other nations as well—it must be legal; there must be a demonstrable need for it; and there should be broad support for it within the region. Any action that appeared to be “the west” trying to impose itself on these countries would be counter-productive, as has been suggested.

I want to comment on the Israeli-Palestinian dispute, but first on north Africa I want to say that I, like everyone who has spoken, welcome the popular uprisings that started in Tunisia. The hon. Member for Mid Sussex (Nicholas Soames) gave us the background to it: the suicide of the person involved and what followed in Tunisia, Egypt, Libya and now Bahrain. However, I disagreed with him when he gave the impression that all along Britain has been on the side of those in Arab countries seeking freedom, dignity and respect. That has not been the position—I only wish it had been.

One of the few advantages of age is that one can remember what has happened in the past in one’s own lifetime. Sixty years ago, there was a reforming Iranian Government with Mossadegh as Prime Minister. In no way was he ever accused—it would have been farcical had he been—of being an Islamist or connected with terrorism. The truth was far from it. However, that reforming Government was overthrown by Britain and the United States, and of course a few years later came the sad and tragic Suez episode. We do not have an honourable record, and I only wish that we did.

It came as no surprise to anyone—certainly not to me—that Gaddafi’s murderous regime refused to give way, as happened in Egypt and Tunisia. Gaddafi was determined to stay on with his cronies. What is happening in Libya now is deplorable to say the least, and the International Criminal Court should certainly keep a careful record and prepare the necessary indictment of Gaddafi and those responsible. However, as I have argued in the past fortnight, I am not persuaded that western military intervention in that country would be the right course to pursue, let alone any unilateral action by Britain. It would be interpreted in most parts of the Arab world—if not by the Governments, then by the population—as an attempt once again to control a country because of its oil resources, and would be looked on as a colonial or imperialist intervention. As I said in an intervention on the Foreign Secretary, if we were to intervene in Libya, why not in Bahrain? What would be the argument for intervening militarily in one country, but refusing to do so in Bahrain? There would be absolutely no logic to it.

May I politely suggest to the hon. Gentleman that the answer depends on the difference between Bahrain and Libya? We cannot adopt a world view that assumes that all those countries are the same; it is the specificities of those countries that are relevant.

Yes, of course there are differences, and no matter how non-democratic Bahrain is, I am not suggesting that it is on the same level as Gaddafi’s regime, but there has already been a foreign intervention in Bahrain. What I am saying—and I do not see how it could be contradicted—is that if we were to intervene in Libya, there would be no less of an argument for doing so in the case of Bahrain. However, if the United Nations Security Council agreed to a no-fly zone, it should be supported by the international community at large. That would give legitimacy if any intervention was to take place, but without such a resolution, there would be no legitimacy whatever.

One or two hon. Members who have spoken—including the hon. Member for Cheltenham (Martin Horwood), who spoke a few moments ago—have rightly deplored arms sales to Libya, but there was an arms fair in Libya last November. I am not making a party point now—if my side had been in government, that arms fair would obviously have taken place and we would have participated as a country—but is it not deplorable? We read of France and other countries deploring what is happening, but information published by the Library shows that

“Bombs, torpedoes, rockets, missiles…other explosives”

were all sold to Libya by France and Germany, including some no doubt sold by us. They are being used now against the Libyan people, so I ask the question: when we sold that ammunition, who did we believe it was going to be used against? I think the answer is pretty obvious.

Let me say a few words in the time I have left about the Israel-Palestine dispute. My remarks will be somewhat different in tone from those of my right hon. Friend the Member for Manchester, Gorton (Sir Gerald Kaufman) and my hon. Friend the Member for Liverpool, Riverside (Mrs Ellman). It goes without saying that I deplore the murder of the Fogel family which occurred last week. There could be absolutely no justification, no matter what policies Israel had pursued, for that murder, which was absolutely deplorable. I totally agree with every single word that my hon. Friend the Member for Liverpool, Riverside said about anti-Semitism, whether from Hamas or sources in this country. I recently had a letter in a newspaper where I again made it clear that there should be total condemnation of every aspect of anti-Semitism, and I doubt whether anyone here would disagree.

Similarly, what I am about to say should in no way be interpreted as any kind of justification for the murders, but some 1,355 Palestinian children have been killed as a result of Israeli military action in the occupied territories since 2000. There is obviously a difference. However much we deplore the military action, there is a difference between what I have just described and the deliberate murders that took place last weekend, but can anyone imagine what the parents of those Palestinian children must have gone through as they watched their children being killed? A book has been published recently about a Palestinian surgeon whose three daughters were killed. He has no desire for revenge; he wants reconciliation and a settlement. This is all part of the ongoing tragedy of a dispute that continues year after year. At the end of October last year, 256 Palestinian children were in Israeli detention, including 34 between the ages of 12 and 15.

I respect my hon. Friend the Member for Liverpool, Riverside, and I respect the way in which she defends Israel at every opportunity, but I did not hear one single word of criticism of Israel in her speech. I have already said that I endorse her condemnation of anti-Semitism. As far as the occupied territories are concerned, however, there seems to be no recognition by Israel that the settlements are completely illegal under international law. Such settlements now occupy 42% of the land area of the west bank. Indeed, that was the figure last June; a large amount of construction has taken place since then. What justification exists for that? It is being done in defiance of international law.

I am very pleased indeed that the British Government supported the resolution deploring such settlements, although the resolution was unfortunately vetoed by the United States. I am not in the habit of congratulating this Government, but I am also very pleased that the Palestinian delegation here has now been upgraded to a mission. That is the right course of action, and I am sure that it is fully supported by those on my Front Bench.

Israel, and those who support it, often refer to their wish for two states, but I do not see how that can be taken to be genuine if, at the same time, they use every opportunity to build further settlements in such a way that makes it almost impossible for a viable Palestinian state to come into existence.

If, as we all now recognise, there is a wish in the Arab world for a new life, for dignity, for the rule of law and for being able to work and to hold a similar position to those in the western world, why cannot the Palestinians have those things too? Do they deserve any less? How long must they remain under almost military colonial occupation? The Palestinian people have a right to a land and a state of their own, and I only hope that that will come about in my lifetime.

This is a very important and valuable debate, in which a wide range of opinions have been expressed. I was disappointed that the hon. Member for Hendon (Mr Offord) should make such an unpleasant remark about my hon. Friend the Member for Walsall North (Mr Winnick), who had expressed a perfectly legitimate and well thought-out point of view. Remarks of that kind do no credit to the debate.

One of the reasons we need to have this debate today is that recent events have shown that Government policy toward the middle east has failed lamentably in recent years. It has been inconsistent, because on one hand we played realpolitik, appeasing certain regimes, and on the other hand we have said that dictators are evil and that we must take action against them. It has been ineffective, because we are friendly with a number of repressive states, particularly those in the Gulf, hoping for low oil prices. However, as current events have shown, this appeasement has not led to the stability we hoped for. More significantly, the policy has been intolerable, because it has had a very limited effect on stopping human rights abuse or promoting democracy, with exceptions that I will come on to later.

It is often said that the measure of a man can be found by looking at his friends. In the same way, the measure of a country can be found by looking at its allies. Honour killing is still legal in Iran, Jordan, Syria, Saudi Arabia and the Palestinian Authority. Homosexuality is still punishable by death in Iran and Saudi Arabia, and by three years’ imprisonment in Syria. The events of recent years in particular have shown us that our middle eastern policy has been wrong.

I am not ashamed to admit that I tend towards the neo-conservative view of the world, as someone who believes that freedom, human rights, property rights, the rule of law, equality towards women, religious tolerance and rejection of terrorism are all inalienable human rights and should be spread all over the world. They say that a neo-conservative is a liberal who has been mugged by reality. While I am not talking about my colleagues on the coalition Benches, I prefer to use the term “muscular enlightenment”.

It seems to me that realpolitik involves appeasing or collaborating with unsavoury regimes in order to achieve certain foreign policy objectives. It is as far removed from an ethical foreign policy as it is possible to be. Let us examine how realpolitik has failed. With the Saudis, the deal seems to be that we work with them financially, and in exchange they are allowed to promote their strain of Wahabi Islam throughout the world, a branch of Islam which many orthodox Sunni and Shi’a groups consider extremist and heretical. On top of that, the Saudis are allowed to pour millions into our universities. What has been the result? There has been terrorism at home and abroad; Islamist extremism in our universities has increased; and we are no closer to a two-state solution in Israel and Palestine.

Nowhere is the failure more true than in our relations with Libya. My family knows something about that country, as my grandfather lost his home and business to Gaddafi, and my father was born there and even remembers shaking Gaddafi’s hand sometime in the 1950s, before he took power. With the release of al-Megrahi, the Lockerbie bomber, the previous Government hid behind the fig leaf of devolution to help facilitate the release of a mass murderer. In return for stability and curtailing Gaddafi’s alleged weapons of mass destruction, Tony Blair and the right hon. Member for Kirkcaldy and Cowdenbeath (Mr Brown) went far beyond what was necessary to build relations with Libya. Appeasement became collaboration, and we saw that Government boost business links with Libya and facilitate university contracts with the Libyan authorities.

As reported on the website of Liverpool John Moores university, dated 3 May 2007, the British ambassador to Libya, Sir Vincent Fean even said:

“My vision for Libya…is”—

for—

“a closer and more productive relationship with the UK than with any other country.”

Let me repeat that phrase:

“a closer and more productive relationship with the UK than with any other country.”

If hon. Members think of Libya, they will find that that statement is quite astonishing. It is a totalitarian state which murdered our own citizens in the Lockerbie massacre, yet our own ambassador says that he wants deeper relations with Libya than with any other country. Truly, the fish rots from the head down.

It was wrong for universities in Britain to do deals with Libya, but we cannot blame them completely. Yes, the London School of Economics and other universities signed contracts worth millions of pounds, but the Government urged them on, and, as written answers have revealed, the previous Labour Government met at the most senior levels to push those issues forward with the Gaddafi regime. We have to ask: why was this happening, what were we selling and what were the Libyans buying in terms of influence and acceptability?

John Kennedy said that foreign policy should be idealism without illusions. The realist school says, “You can’t just drop democracy from a B52 bomber,” but that was always a misrepresentation of muscular enlightenment. It was never just about military invasion; it was about winning hearts and minds and supporting throughout the globe those democratic movements that share the ideals of freedom. I reiterate the point that has been made this afternoon: democracy is not just about elections. If it is only about elections, we have the situation of 2006 in Gaza, where Hamas sent its militia on to the streets, attacking members of the more moderate Fatah party and throwing them off the rooftops.

Those who oppose freedom in the middle east, however, are exactly like those who opposed the end of slavery in the southern states of America in the 19th century. They always said, “Yes, we want to end slavery, but not yet,” and the realpolitik of the middle east says, “Yes, they should have democracy and human rights for women, but not yet.” So, what can we do to help freedom spread throughout the middle east?

Does the hon. Gentleman condemn the settlements in the occupied territories and agree with the UN resolution, which was voted for by Britain but vetoed by the United States?

No, I do not agree, actually. I believe in a two-state solution, and I believe that some of the west bank will obviously be given over as part of a Palestinian state, but I did not agree with my Government when they voted for that motion.

I accept that popular uprisings, such as the waves of protest throughout north Africa and Arab countries, might lead to Islamist fundamentalist rule, and we are not sure yet whether this is eastern Europe 1989 or Iran 1979. Arguably, indeed, Iran is living through its own version of the terror that followed the French revolution in 1789, with a despotic and brutal regime. That is why we have to divert aid into building democratic institutions and nurturing them where they exist.

I want to turn to Iran as the elephant in the room. Through Hezbollah, Iran has huge influence in Lebanon. In Gaza, Iran supports Hamas. Iran also has close relations with the President of Syria. We know that Iran supports activities against British troops in Afghanistan and Iraq. It may soon have more influence in Bahrain. And, of course, it is about to have nuclear weapons. Iran is what Reagan once described the Soviet Union as—the new evil empire. Using the example of Iran, we must not let the middle east fall out of the frying pan of dictatorship into the fire of Islamism.
