My right hon. Friend makes a very good point. With Christmas eve and new year’s eve falling on Sundays this year, the team at GWR had to approach the Department because drivers were requesting additional payments for driving trains on those Sundays, as Sunday is still not part of a working seven-day week on the railway. We have delivered on that commitment, but the fundamental reform point remains: we need ASLEF and other trade unions to ensure that we have a modern railway that works seven days a week. I can give him an assurance that everything is being done, but a lot more could be done if we could reform with the unions’ co-operation.

The Government have said that every penny that would have been spent on HS2 will now be reinvested in local and regional transport infrastructure. To be clear, and so that South Yorkshire can get organised, may I ask the Minister to confirm that the city region sustainable transport settlements round 2 uplift for South Yorkshire will be £543 million, and that he will work with the Mayor and others to maximise the benefit of that investment?

Yes, I can give the hon. Gentleman that assurance. It is indeed £543 million of extra funding for the South Yorkshire mayoral combined authority. We have already had conversations with the South Yorkshire Mayor about the funding and his plans. I and my team will continue to do so, and our officials will work with his to make sure we can deliver those plans.

I know that my hon. Friend and others in that area of the country have campaigned in favour of the airport. Of course, the thing about devolution is that Mayors are able to decide to use their resources, which they now have more of, on what they think are their local priorities, representing the people they are elected to serve. It is a decision for the Mayor, and of course my hon. Friend and others will campaign for that decision to be taken.

The hon. Member for Don Valley (Nick Fletcher) said that South Yorkshire will get £900 million as a consequence of the decision made by the Secretary of State and the Government to cancel HS2. Will the Secretary of State confirm that it is the case that in South Yorkshire we can expect £900 million for our region that we would not otherwise have received? If that is the case, over what timeframe will we receive it?

It is extra money going to the region, capital funding over the next phase of that capital budget. It is over the second phase of the city region sustainable transport settlements scheme. I have already had a discussion with the South Yorkshire Mayor to talk it through, and his officials and mine are working through the details so that he can look at the relevant schemes that he wishes to invest in over that period.

I thank my hon. Friend for his question. I was delighted to visit Stoke with him and my hon. Friend the Member for Stoke-on-Trent South (Jack Brereton) to see what is going on. I urge the council to use that flexibility to work with First Bus to deliver a solution for all his constituents. We have put that flexibility in there and I hope that it uses it to protect his constituents.

T4. The Government’s response to the Transport Committee’s report on the integrated rail plan was published at midnight, and the terms of reference for the study on the high-speed rail link to Leeds are expected imminently. Will the rail Minister tell us what this will mean for the railways in Yorkshire?

I thank the hon. Member for all his work in this regard, and he is absolutely right. With regard to Bradford, the Transport Committee’s report made a recommendation that better station options should be considered under the integrated rail plan. That work with Bradford will now commence to try to find a better station option and to improve transport links for the city. With regard to Leeds, the station capacity can be looked at and potentially unlocked, and the HS2 route options all the way up from Sheffield to Leeds will also be part of that study.

If I give my station as an example, we have one member of staff, who is in a ticket office. Most people already have their tickets, for the reasons I have given; only one in 10 buy them from the ticket office. They access the platform through a gate and do not see any members of staff. If there are delays and problems, it is better for passengers to be alongside the member of staff on the platform to get that information, rather than trying to find them behind glass.

There is a problem with the Minister’s point about looking to the future. Back in 2021, Transport for the North, of which I was a board member at the time, was forced to abandon its integrated smart ticketing programme after the Government pulled the funding. I am sure the Minister will remember that from his time on the Select Committee. That work would have helped to digitise transport and create multi-modal, multi-operator pay-as-you-go travel on rail, light rail and bus. We thought it was a deeply flawed decision at the time, and recent events have shown that to be the case. Will he work with TfN and others to see whether any of that work can be reinstated?

I have the greatest respect for the hon. Member and I will certainly look at what more can be done. We are keen to roll out more pay-as-you-go. There will be 400 stations by the end of the year that will have pay-as-you-go in place, where people can tap in and out. That tends to be the future, as we see with London Underground. Those pilots are in place for the end of the year in the west midlands and Manchester. I recognise that does not cover the area he mentions, and I am happy to work with him to see what more can be done.

Coming back to London Underground, this system has been in place for some years. London Underground does not have staff behind ticket office counters, and I believe it works well. It has freed those staff to come out into the station area as a whole, where they can give much better advice and understanding to passengers. It works really well, and that is why, I believe, no Labour Mayor has asked for it to be reinstated.

We remain committed to delivering the integrated rail plan, which, as the Chancellor confirmed in the autumn statement, includes HS2 and delivering the Northern Powerhouse Rail core network. We are also delivering on the multibillion-pound TransPennine route upgrade between Manchester, Huddersfield, Leeds and York, which represents a bigger central Government commitment than Crossrail in London.

The Department set up the Northern Transport Acceleration Council to put rocket boosters on rail upgrades in the north, but three years on we are no closer to high-speed rail services between Sheffield and Leeds, there are no more trains on the Hope Valley line and NTAC has not met in full since May 2022. Does the Minister think that the appropriate governance arrangements are in place to enable effective decision making?

Yes, I do. The delivery speaks for itself in terms of what is being done. In recent months, I have been up to visit the team on the TransPennine route upgrade. With 76 miles of rail line, 23 stations, 6 miles of tunnels and 285 bridges or viaducts being upgraded, it is a vast engineering project. From next year, electric trains will be able to run between Manchester Victoria and Stalybridge. I remind the hon. Member that there was a grand total of nine miles of electrification under the last Labour Government in 13 years. We are also delivering the Northumberland line, HS2 all the way to Manchester and various other projects. It is about delivery rather than talking.

The line of route remains the same. There is a two-year rephasing of the section up towards Crewe, but the line of route remains the same as when it was announced. My hon. Friend is right that many constituents have experienced issues as a result of the impact on HS2. The process in place with HS2 ends up in appeals in the Department for Transport. I look at those individual cases, as does the Secretary of State. In some cases, although those constituents may not be strictly entitled to the cost of moving, we have looked at them and decided that their health impacts necessitate a payment and assistance from the Department. I will continue to work with my hon. Friend and all hon. Members to help their constituents.

Another day, another delay. Does the Minister understand the huge frustration of colleagues across the north of England, who have lived with countless Rail Ministers and iterations of the plan? It is beyond frustrating that the Treasury does not seem to appreciate the huge value that this infrastructure will deliver for the north of England. The Minister will know that I have a particular interest in the high-speed rail study between Sheffield and Leeds, which was announced back in 2021. To be clear, it is not a study; it is just about agreeing the terms of reference to do the subsequent piece of work needed. I ask the Minister again: when does he think that the work on the connectivity between Sheffield and Leeds will be completed?

The hon. Member has been persistent in asking those questions, and I have just signed off another written ministerial response to him on that. The answer remains that we intend to publish the options for Leeds soon. As I said at the beginning, that has been cleared by the Department and we will now work with colleagues to get that out there, so that we can get the responses quickly and then make the decisions to allow the options to be delivered.

I welcome that question. I am clear, and have made it very clear to TP, that the current service is unacceptable. That company has delivered a detailed and measurable recovery plan aimed at building back a reliable service, but any substantial improvement to that service requires the co-operation of the trade unions, which is yet to be forthcoming. I have weekly meetings to monitor TP, and both I and the Rail Minister, my hon. Friend the Member for Bexhill and Battle (Huw Merriman), have recently met that company to discuss performance improvement. TP’s current contract expires on 28 May this year. The Department, in partnership with Transport for the North, will make decisions in due course and, of course, update the House accordingly.

At the past two Transport questions, I have asked about Yorkshire’s railway network. In November, the Minister, the hon. Member for Bexhill and Battle (Huw Merriman), said that assessing options for a new station in Bradford was “an incredibly high priority”, and in January he told me that the Sheffield to Leeds route study would be out “shortly”. I have not heard anything more about either since. When can we expect some good news in Yorkshire?

As a user of Southern for many years before I switched to Southeastern, I understand my hon. Friend’s points. I thank him for standing up for his constituents who use the services. The Department remains committed to working with Govia Thameslink Railway and Network Rail to address performance issues. Peak service provision for Carshalton and Wallington users is at pre-pandemic levels, although passenger numbers remain lower. I take his overall point about the entire service. I also share his desire to see improvements delivered for rail services in the south-east. For this reason, we have recently implemented upgrades to the track and signalling north of Gatwick airport, which will deliver journey time savings and improved reliability across the Brighton main line.

Back in November 2021, the integrated rail plan confirmed that there would be a study on running high-speed trains between East Midlands Parkway and Leeds via Sheffield. Fourteen months on, not only has the work not been done, but the terms of reference have not even been agreed. Ukraine and Romania have just reopened a train line in six months during a war. I ask the Minister to look carefully at what more can be done to expedite this work so we can get this vital rail corridor working in the way we all want.

I am aware that the study needs to get out so we can look at how to get High Speed 2 trains up to Leeds, and so we can look at the other impacts on Leeds. There have been discussions in the Department this week about how to move that forward. I expect the report to be out very shortly.

My hon. Friend raises some important issues. The important thing from the Government’s point of view is that we tackle air quality. He will know better than me that how we do that and which schemes are run is devolved to local government, so it is devolved to the Mayor of London. I know that the Mayor has recently consulted on proposals to extend the ULEZ and is expected to announce the outcome, but those are matters for him. I know my hon. Friend will continue to campaign vigorously on them.

T3.   Decisions on Northern Powerhouse Rail will shape the railways in the north of England for generations to come, so we need to be ambitious and we need to get it right. Does the Rail Minister in particular understand the concerns of so many of us in the north about the downgraded rail option for Bradford as part of the core plan? Will he look at that again, please?
