The hon. Lady seems to be arguing for significantly higher levels of legal migration than those that we have today. Given that 235,000 work-related visas were issued last year, which is a substantial number, I do not think it wise to advocate a significant further increase. We want to see the numbers coming down.

The Minister has already accepted that we need immigration in this country to fill the skills gaps. Over the last 15 years, we have heard a number of vague promises about bringing immigration down—for instance, as we were reminded by my hon. Friend the Member for Slough (Mr Dhesi), the former Prime Minister David Cameron wanted to bring it down to the tens of thousands—but that has clearly not been achieved. I am not trying to score political points, but may I ask the Minister what level of migration he considers to be right for this country, whether he can give a specific figure, and whether it is achievable in the next decade?

We have made a clear manifesto commitment to see numbers falling sustainably, and this week we are taking action that will have a material impact. As I have said a number of times this morning, net migration is far too high, and I worry that that is placing intolerable pressure on public services, on housing supply and on our ability in this country to integrate new arrivals. Those are the reasons why we need to take action, and if we need to take further steps we will do so.

There has to be a strong deterrent when these criminal gangs are found people smuggling. As my hon. Friend the Member for Newport West (Ruth Jones) has said, there were only four prosecutions per month against 46,000 crossings last year. How is the Home Secretary going to target the criminal gangs? When they are caught, they have to know that they are going to be punished for their evil trade.

I actually joined a dawn raid with the National Crime Agency a few months ago as it was going to arrest a people smuggler. There is a huge programme of work ongoing to ensure that there is proper intelligence sharing, proper resource and adequate funding to take a tough line against the criminal, evil people-smuggling gangs.

Many people will have been enjoying the recent warm spell. The summer should be a time when people can appreciate their garden, walk their dog and enjoy the countryside. Sadly, for many of my constituents, that has proven impossible.

Many people have had their peace ruined by motorbikes or run for cover as these bikes tear up the mountainside, bringing misery in the summer months. Anyone who has been near these vehicles will recognise their deafening hum, intruding on people’s right to enjoy peace in their own homes and scaring animals, including horses, dogs and other wildlife.

I know that the issue is not unique to my constituency. It is not even a rural or an urban issue. Anyone with a patch of countryside in their constituency will be plagued by these bikes. The matter has been raised in the past year by the hon. Members for Stoke-on-Trent North (Jonathan Gullis), for Darlington (Peter Gibson) and for Redcar (Jacob Young) and my hon. Friend the Member for Coventry North East (Colleen Fletcher). My hon. Friend the Member for Easington (Grahame Morris) recently raised a Westminster Hall debate about the issue, and a ten-minute rule Bill stood in the name of my hon. Friend the Member for Bradford South (Judith Cummins).

There is clearly a wide range of support for getting to grips with the problem. In Islwyn, it is particularly acute. For those who do not know, Islwyn comprises a series of small towns and villages scattered along the mountains and valleys of west Gwent. It is lucky to have a beautiful natural habitat including areas such as Cwmcarn forest drive, Gwyddon forestry, Twmbarlwm, and Mynydd Machen. It is that nature and mountainous terrain that attracts off-road bikers, whose vehicles are tearing up our beautiful landscape. The bikes rip up footpaths and undo the conservation work done by so many excellent volunteers in the area.

Last year, I presented a petition to the House from the residents of Abercarn that received more than 100 signatures. Signatories told me of the true destruction caused by scramblers and quads. The petition said:

“The Gwyddon Forestry in Abercarn…has, until recent years, been a safe haven for wildlife to flourish and for cyclists, pedestrians and horse riders to enjoy the rights of way and footpaths afforded to them”,

but the use of

“off-road vehicles has caused and continue to cause irreparable damage to the environment”

and is

“destroying the natural habitats of wildlife”.

It continued:

“Residents have been threatened when confronting these illegal vehicle users and have concerns for their own safety when reporting these issues to the police.”

Furthermore,

“the off-road vehicles are driven…recklessly by uninsured and unlicensed individuals.”

It is therefore inevitable that accidents will take place.

With these reckless, uninsured and unlicensed individuals comes antisocial behaviour. They know that they are not allowed to be riding on public land, or sometimes private land, without permission, but they continue. Residents are being left intimidated by some off-road bikers who become incredibly aggressive when challenged. One constituent told me of an incident when she was simply enjoying a walk on Mynydd Machen. She said:

“It was gorgeous, and the views were stunning. This was spoilt by the hordes of off-road unregistered motorbikes, which hurled past me at great speed. Some shouted obscenities when I failed to move out of the way quickly enough for them to continue at their breakneck speed. On my return…on this walk yesterday afternoon, I was assaulted and robbed by a chap on an illegal off-road motorbike…I feel these hordes of off-road motorbikes are becoming far too brazen and aggressive when riding the mountains above our communities. I also feel they are aware Gwent Police have limited resources to curtail their illegal off-road activities and are under the misguided illusion they have free rein to cause havoc on our mountains.”

That is just one example of the havoc caused by those who think they are above the law. I have so many more in my constituency postbag that I could fill a whole debate just reading out the terrible experiences of my constituents.

This is completely unacceptable. Residents should not be afraid to do things as simple as walking their dog or enjoying the stunning scenery that our valleys have to offer. When incidents are reported through the 101 service, constituents are often left frustrated by the waiting times. The delay stops accurate reporting and enforcement of these and other incidents of antisocial behaviour. I have heard accounts of members of the public being left waiting for 30 minutes, as well as calls being dropped altogether. When calls are answered it is often too late for police to attend. I believe we need to improve the resources attributed to the 101 number, and as a matter of urgency the Government should look into this issue and ensure that the phone is answered on time and in a speedy manner. It is crucial that we make such changes so that my constituents, and members of the public from across the country, can enjoy the amazing landscapes that Islwyn has to offer without fear or intimidation.

There are, of course, people who enjoy off-road biking responsibly. They go to designated tracks or use private land with permission. Unfortunately, those who do not respect the law ruin the reputation of the sport for everyone. I pay tribute to my hon. Friend the Member for Blaenau Gwent (Nick Smith), who has done so much on this issue, including bringing stakeholders together. However, the legislation is clear: this behaviour is illegal. The difficulty comes when police try enforcing the laws and preventing repeat offences.

Gwent police have worked incredibly hard to tackle this issue, and I pay tribute to them for their work on Operation Harley, in which they have seized more than 135 illegally driven off-road vehicles. However, several issues are making enforcement difficult, and changes to the law are needed to tackle this issue. There are three areas in which I believe we can make progress in ending the scourge of illegal off-road bikes. First, it is often not safe or indeed feasible for the police to chase culprits, especially in the mountainous landscapes of my constituency. Often, those bikes are extremely fast, and police cars cannot catch them. The riders have helmets on, which makes them difficult to identify, and they currently do not even need a registration plate. We need to make it more difficult to own such vehicles, and we need to make sure they are registered so that they are identifiable. Someone who is not doing anything wrong has nothing to fear in registering their vehicle. Every sale of an off-road bike should be registered, and when ownership is transferred that should be registered too, or the previous owner will be held accountable for its illegal use.

The Government should give the police powers under section 59 of the Police Reform Act 2002 to punish those who drive vans transporting bikes to the mountains. We should also increase the minimum cost of recovering those vehicles after they have been seized. The current fine of £160 is far too low, and it is not enough of a deterrent to prevent future law breaking.

There are those who always say there is a simple solution to this problem. Why not provide a place for off-road bikers to enjoy their pastime freely, and create a circuit for them to go to? However, illegal off roaders have little or no interest in such schemes, and would much prefer to go off on their own, tearing up our countryside.

Considering the interest in this issue right across the House, I hope the Minister will listen to my points tonight, and agree to meet me and other interested MPs to hear how much of an impact this issue is having on our communities. This is a cross-party issue, and I hope we can work with the Government to bring an end to the matter. Illegal off-road biking may not draw massive amounts of attention in the press, but for those affected, it has an enormous impact on their day-to-day lives, from the noise to the intimidation. People should be free to enjoy their communities without fear of noise or intimidation. It is time to drive these illegal bikers off the road once and for all.

I congratulate the hon. Member for Wealden (Nusrat Ghani) on a rather succinct speech. There are many things that divide us in this House, but the subjects that she was talking about bring us together.

It is a pleasure to follow my right hon. Friend the Member for Barking (Dame Margaret Hodge), formerly a formidable Chair of the Public Accounts Committee, of which I am now a member. I know that her studs have been felt by many a civil servant and many in the private sector. A lot of people are pleased that she is no longer the Chair of that Committee, but I am not one of them.

For too long, law enforcement agencies have had to fight organised crime and terrorism with one arm effectively tied behind their back. It is simply not possible to counter organised crime and terrorism as effectively as is necessary without the power to investigate properly, and to confiscate criminal property and the proceeds of crime. Like many other speakers in the debate, I broadly support in principle most of the Bill’s measures. It is right that those who have gained assets in suspicious circumstances should be asked to explain where those assets came from. Where it is found that they have been involved in crime, and that those assets are the proceeds of crime, law enforcement should be able to confiscate and seize assets beyond cash. That is the only way to ensure that justice is done and for the proceeds of crime to be returned to the system and used for the public good.

Information sharing between banks is key to the investigation of financial crimes, so I am pleased that the Bill includes measures to improve that. Perhaps the Minister will tell us whether the banks have made any response. When I have talked about the sharing of data, they have been reticent, citing reasons of competition. I hope that concern has been overcome and that the Bill will provide good law.

Following the shocking revelations earlier this year in the so-called Panama papers, I am pleased that the Government are fulfilling their commitment to be tough on the middlemen involved in tax evasion and other financial crimes. Corporations and their employees who are involved in facilitating tax evasion and other financial crimes in the UK and internationally must be held to account. I welcome the fact that investigations into terrorist financing are covered by the Bill. If we are to clamp down on violent extremism, it is vital that such groups do not have access to the resources that they need to commission their acts of evil.

I believe, however, that some elements of the Bill are vulnerable to being undermined. Although its measures would apply in the United Kingdom, it does not appear that they would extend to British overseas territories and Crown dominions. This problem must be addressed, otherwise there is a risk that the Bill and law enforcement agencies’ ability to investigate crime will be weakened. In particular, British overseas territories such as the Cayman Islands and the British Virgin Islands have lamentable policies on transparency. I know that the former Prime Minister was desperate to change the situation and pay tribute to his work in that respect. Those islands literally harbour money, as they are the registered home of some of the largest and most valuable super-yachts in the world. Anybody can walk across any harbour in Spain or Italy, or see at sea, the Russian oligarchs’ huge super-yachts that are registered to the Cayman Islands. One has to ask why a Russian oligarch finds the Cayman Islands such an attractive place to register his rather large boat.

It could be the weather, although I wonder whether the reason is something a little more sinister.

These islands have not agreed a timetable for introducing public, or at least central, registers of beneficial ownership of trusts and other companies, which are often used to launder money and hide assets. If the Government indeed intend to use the Bill to tackle money laundering and corruption, to recover the proceeds of crime, and to counter terrorist finance, their aim might be undermined as, by moving money between secret trusts and offshore companies, some of the most serious and organised criminals, including those who commission acts of terrorism, could still operate.

While the need to tackle organised crime and terrorism is important from a domestic standpoint, it is also important that we play our part in tackling international corruption. A review by the World Bank found that in more than 70% of 213 serious corruption cases, secret company ownerships were relied on to facilitate the corruption. The UK, alongside our overseas territories and Crown dominions, provided the second largest number of those companies. That situation demands urgent action.

It is sometimes hard for us to understand the serious effects of corruption, as corruption is largely under control in mainland Britain and Northern Ireland and is swiftly dealt with whenever it emerges. In developing countries, however, the misuse of public funds has a devastating impact. The Africa Progress Panel found that $1.35 billion had been stolen from the citizens of the Democratic Republic of the Congo due to the sale of mining contracts for just one sixth of their commercial value. Those contracts were sold to five anonymous companies based in the British Virgin Islands. To give some perspective on the scale of that loss to the people of the Democratic Republic of the Congo, $1.35 billion equals twice the country’s health and education budgets combined. That devastating loss is another sad chapter in the country’s long and tragic history of corruption, murder, death and executions, with many women, girls and children having become victims of a tyrant.

It might be unwise, for constitutional reasons, for the UK Government to use the Bill to force British overseas territories and Crown dominions to introduce more transparency, but it is clear that they must take action. Earlier this year, the former Prime Minister laid out a welcome commitment to transparency and urged all British overseas territories and Crown dominions to make changes. We can all agree that that was an important step forward, but the momentum has been falling away and more action must be taken. Real people are losing out every single day as a result of international corruption, organised crime and, yes, terrorism. If the Government are serious about countering that, and meeting our duty not only to ourselves but to others around the world, they must now stop dragging their feet on this very important issue.

As I said, I welcome the principle behind the Bill, but I fear that it will not do the job that is intended. I look to the Government and the Opposition to table amendments that would improve it. The Government are not covering all the bases, especially with regard to British overseas territories and Crown dominions, and I fear that that could lead to some of the Bill’s measures being circumvented. The Government must match their words with actions and commit to putting far more pressure on British overseas territories to embrace transparency. Only once transparency has been achieved will the Bill be able to meet its aims of ensuring that UK-based and international criminals and terrorists are stripped of their resources, and that our citizens are safe, wherever they live.

Mr Caton, thank you for allowing me to speak so early. I am glad I arrived early, because otherwise I could not have done so.

I called for this debate because everybody cares about police numbers. Everybody wants to feel safe in their homes and safe on the streets, and everybody wants to walk the byways free of antisocial and other nuisance behaviour. I am concerned that, as a result of decisions taken by this Government, Wales in particular has lost 500 officers from its service: North Wales police has lost 92 officers; South Wales police, 154; and my force in Gwent has lost 226 officers. The reductions in police numbers across Wales is the equivalent of Gwent police losing a full third of its officers. The fall in numbers is having a dramatic effect not just on our police, but on our constituents and businesses. In fact, police officers have said unequivocally, “Public safety is at risk.”

Last Wednesday, public safety was in the minds of people in Newbridge, when I attended a public meeting there. We talked about problems relating to antisocial behaviour in particular. I felt sorry for a police officer who told me that, unfortunately, due to cuts he could not bring in the CCTV they wanted and could not cut down on the antisocial behaviour, and that there was a real problem that impacted on public safety throughout Newbridge.

Research by the Police Federation has found that crime is not falling. Instead, it is not being reported or is being recorded incorrectly. In Wales, overall, crime has risen by 3%. Violent crime is up a fifth, with 38,000 violent attacks and 14 murders. Sexual offences are up by a shocking 30%. It is not as though Ministers can claim they did not know this would happen. Back in 2011, the Welsh Assembly launched an inquiry into the impact of policing cuts. The evidence taken during the inquiry came from a wide range of civil society. The advice was compelling and the outcome clear. The cross-party committee in charge of the investigation stated in its report that cuts to police numbers would be damaging, would impact on communities and would reverse progress made in the past decade. Equally, the Welsh Local Government Association said that reductions in police numbers would present a

“huge challenge for community safety and in continuing to tackle and reduce crime and disorder.”

It is clear that the loss of police officers has had a dramatic effect on the safety of our communities. The Government have claimed that officers have been lost only in respect of back-office functions. Although this may be so, it is shocking that Ministers do not recognise how important so-called back-office functions are to combating crime. Back office is more than just admin and human resources: it is, among other things, anti-terrorism intelligence, child protection, domestic violence units, family liaison, witness services and, crucially, 999 call handlers. Can the Minister honestly say that these functions are not vital to tackling crime?

The reduction in police numbers is not just making our communities more unsafe; it is harming their prosperity. It is making it more difficult for businesses to succeed. This is especially true in retail. I know so many shop owners in Islwyn who tell me of youngsters outside their shops who cause nuisance, and whose antisocial behaviour makes people fearful of going into the shops to make purchases. When they send those youngsters away, they usually get a mouthful of abuse.

Equally, large supermarkets, including Tesco and Asda, tell me that there is an increase in the number of shoplifters. In fact, shoplifting cost retailers more than £600 million last year, with an average incident costing companies £241. Now who is anti-business? That sum is a 36% increase on previous years. This is happening against the backdrop of police in Wales being forced to prioritise some crimes over others.

Her Majesty’s inspectorate of constabulary has recognised that police forces with reduced numbers of officers are having to make very difficult decisions. As a result, businesses are suffering, including from the unchecked increase in online and credit card fraud. I raised this matter with the Prime Minister. We are talking about gangs putting together nuisance mail, tricking older and elderly people into giving up their life savings through letters coming in the post. What is happening about that crime? People are suffering from that as well.

This damage to public safety and the impact on businesses will only get worse if these plans continue. In my own area, as I said, Gwent police has already lost 226 officers and 175 civilian staff. With £22 million more to be cut by the force, a further 200 officers could lose their jobs. That would take the force—policing one of the most deprived areas in Europe, covering a geographical area of over 1,500 km, with a population of 556,600—to just over 1,000 officers. I give the Minister the opportunity to guarantee here and now that this further reduction will not harm public safety.

I fear that the increases in crime we have seen in Wales, and particularly in my local area, are just the beginning. To put it bluntly, the police in Wales, including in Islwyn, Gwent, and all over the country, are being stretched to breaking point. Many forces are now at critical mass level, meaning that police numbers going any lower would put the public in serious danger. This Government’s approach to policing has been described by the Police Federation as chaotic and foolish.

Such aggressive reduction of police budgets is putting the public at serious risk of crime. Ministers should take the advice given to them by HMIC. Worst of all, these cuts to budgets and police numbers have been done without any consultation. For a Government who talk about localism, that is absolutely amazing. The Welsh Government were not asked for their view on what policing should look like. The people of Wales were not asked what they would like from their police service. It is a disgrace that wide-ranging funding changes, impacting our communities, were made without consulting either the people of Wales or their representatives.

The scale and pace of police cuts in Wales is greater than that of any other public sector cuts in Wales or England. Ministers are right that in these times, we face difficult situations and have to make hard choices. However, I believe that government has only one duty, and that is to ensure people’s safety. The truth is that by choosing to reduce the numbers in our police services, the Government have failed.

In 2010, the Home Secretary was publicly warned that a reduction in police numbers would damage public safety. Sadly, this warning was proven correct. For more than four years, our communities have been becoming less safe. In the dying days of this Parliament, will the Minister, who is a Liberal Democrat, admit that the Government simply got it wrong? Will she apologise to the victims who might never have experienced crime if there were more police? Will she commit the Government to changing course? I look forward to her responses. Our dedicated police officers deserve that change of course, as do the people of Wales.

I have been clear publicly about what I think Shaun Wright should do, but we set up police and crime commissioners with accountability to the electorate. I remind the House that, prior to PCCs, we had police authorities that had no accountability to anyone.

One of the most shameful aspects of the report is the fact that victims were not believed because they were not seen as significant enough, and that they were labelled as prostitutes although they were the victims of vile abuse. What guarantee can the Home Secretary give that if, God forbid, there is a further abuse scandal in another village, town or county of this country and the victims have the courage to come forward, they will be believed and their allegations will be properly investigated?

I have mentioned that cultural issue several times today. The CPS has issued new guidance and new guidance is being issued for the police. The guidance sets out that this is not about where people think a victim has come from or their believability. The message that is clearly being given is that a victim’s allegation needs to be investigated properly. I would say to any victim, “Please come forward and bring any evidence and allegations you have to the police so that they can be investigated.”

Thank you for your patience this afternoon, Madam Deputy Speaker. I have had to be in and out of the Chamber, trying to balance my attendance with my duties on the Finance Bill.

The Queen’s Speech contains three new Bills that relate to criminal justice. For a Government who argued while in opposition that the Labour party over-legislated in this area, these Bills join seven others on criminal justice since they came to power in 2010. The previous seven Bills have created in total 619 new criminal offences, many of which carry custodial sentences.

With our prison population stretched to maximum levels, now is the time to question the role that prison and criminal justice play in society. In the past year, the prison population in England and Wales has reached record levels and stands today at 85,228 prisoners—a 90% increase since 1993. In 2012-13, the overall resource expenditure on prisons in England and Wales was just under £3 billion. Each inmate costs the taxpayer an average of £36,808 per prison place a year—money that the general public would no doubt think better spent on health, education, improving the roads and many other projects that hon. Members have mentioned.

With the UK having the second highest incarceration rates in western Europe and the prison estate suffering from overcrowding since 1994, we are facing a crisis that needs to be addressed sooner rather than later. There is no doubt that prison works for some people. For the victim of crime and those who live in fear of it, prison gets criminals off the streets, reducing the risk they pose to the rest of society because they cannot commit an offence when they are locked up. Sadly, we all know that some individuals pose such a threat to other people that there is no option other than keeping them under lock and key for a very long time. However, prison is not the answer in all cases, and I want to concentrate on that in my speech.

According to the executive summary of the latest figures on releases, about 590,000 adult and juvenile offenders were cautioned, convicted or released from custody between July 2011 and June 2012, and 25% of them reoffended within a year. According to the “proven reoffending” tables, the reoffending rate among persons released from a custodial sentence was 45.5% for adults and 67.4% for juveniles. Those statistics should be balanced against the fact that between 1997 and 2010, under a Labour Government, crime fell by 43%, and violent crime fell by 42%.

Although I represent the Labour party, I will say that it seems that when in government we were very good at locking people up, but did not address the inherent problem of reoffending. Now, as more criminal justice Bills appear before Parliament, I see that we are still not tackling that problem. If Governments have a duty to society to protect their citizens from criminals, that means they also have a duty to ensure that those who are released from prison do not drift back into a life of crime.

The National Offender Management Service manages 17 public prisons in England and Wales and the contracts of 14 private sector prisons, and is responsible for a prisoner population of about 86,000. However, it must make cuts of £650 million in its £3.4 billion budget by 2015. Now, with the prison population reaching almost unmanageable levels and the Government intent on making cuts in the resources available to prison staff, it is of the utmost importance that rehabilitation be looked at seriously. That approach needs to begin in the prisons themselves. Just 36% of people leaving prison go into some type of education, training or employment.

People often leave prison ill equipped to deal with day-to-day life. Statistics show that 43% of offenders have numeracy skills below GCSE standard, while 37% have reading skills below the same measure. Moreover, no one can agree on the number of offenders who have learning disabilities such as dyslexia. For many prisoners who are released, unemployment is a familiar scenario: 67% of the prison population were unemployed before being locked up, and many will face the same situation when they are released.

My hon. Friend is absolutely right. There have been many severe cases in which the probation service has been stretched to the maximum. I am thinking of one in particular, in which an extremely violent crime had been committed. I do not want to mention it, but it was reported in the national press. That violent individual was released, and the probation officer never reached him because of the extent of the work load.

Is it any wonder that people who leave prison only to be faced with the unemployment that they experienced before should return to the way of life that sent them to prison in the first place? I think that that problem is more acute in the case of short sentences, which many of the 600-odd new offences will attract. At present, 60% of prisoners serving sentences of less than 12 months are reconvicted within a year, which is a sad reflection on society. Those who are in prison for less than a year have no access to offender management programmes, and are not subject to supervision by the probation service following their release. The Offender Rehabilitation Act 2014 seeks to address that by ensuring that all offenders are supervised in the community for 12 months after their release. Given that the probation service is already strained, we must await the outcome of the Act, but in the light of my experience of membership of the Justice Committee, I do not hold out much hope. Thank you, Madam Deputy Speaker. I was aware of it, but I was trying to block it out—but that sort of thing happens a lot in this job.

The lack of education available in prison to short-term offenders makes gaining employment after prison difficult. Having a criminal record is an obvious stumbling block for someone trying to get their life back on track. The Institute of Leadership and Management published an article in April 2014 on employing ex-offenders. It states that fewer than 50% of businesses would interview someone with a criminal record, despite 80% agreeing that ex-offenders should be given a second chance. Those going into prison often suffer from the disadvantage of a lack of any formal qualifications. Over half of men in prison have no qualifications. Upon release, the situation is often unchanged, despite the availability of prison education. Even those who serve longer sentences and gain well-recognised qualifications while inside are damaged by the perception of prison education. How can we expect somebody with no previous work experience and no formal educational qualifications outside the prison environment to turn up to work on time every day and conduct themselves appropriately? It is my belief that a prison education system designed in conjunction with businesses and employers may help to change the perception employers have of the worthiness of education inside prison, and in the process reduce the likelihood that people will reoffend.

Of course, even talking about this issue will leave any politician open to the charge of being soft on crime. On particularly slow news days there is always a journalist with a case up their sleeve, telling the world how criminals are again living the life of Riley. However, as I said at the beginning of my speech, we are at crisis point, with a prison population that is simply running out of control. With public finances stretched, it is obvious that the increasing prison population, together with high reoffending rates, means something has to be done urgently.

This is not an easy debate to have, especially when we have a media intent on peddling the myth that criminals get away with it. In this age of austerity we now find ourselves living in, we have an opportunity to talk candidly about the future of crime and punishment, and I hope we will begin to do so in the coming months and years.

I am grateful for the opportunity to raise this issue. I speak on behalf of the alleged victims of care home abuse in south Wales and their families. This debate is timely and of great concern. This matter deserves scrutiny for my constituents, the south Wales region and, indeed, UK colleagues.

We cannot underplay the significance of Operation Jasmine. Spanning seven years, it is the biggest investigation into care home abuse ever undertaken in the UK: 75 police officers and staff worked on the case; more than 4,000 statements were taken; 10,500 exhibits were collected; 12.5 metric tonnes of documents currently lie in a Pontypool warehouse; and it cost £11.6 million, including £500,000 for 11 experts to advise the police.

I commend my hon. Friend and parliamentary neighbour on his efforts in this campaign, and the work of Gwent police in putting together the investigation. Is he not concerned, as I am, that the case has taken seven years and cost £11.6 million, as he mentions? At a briefing, he and I saw harrowing photographic evidence of some of the alleged abuse. Is he not worried that that situation has caused more pain and anguish to the relatives, family and friends of those who suffered the abuse?

As my hon. Friend will be aware, this Government’s approach to cyber-security has included a commitment of £650 million to our cyber-security programme. We in the Home Office are focusing on the criminality aspects, for which £63 million has been identified. We also work with our colleagues across Government, including in the MOD, and the Cabinet Office co-ordinates the overall approach. There is a joined-up approach across Government, therefore, because we recognise that this issue must be addressed in that way.

Alcohol should no longer be the driver of crime and disorder that it has been over the past decade. That is why we have legislated to give the police and local communities more powers to tackle late-night drinking problems and to crack down on those selling alcohol to children. I do not accept any of what the right hon. Gentleman has said. We believe that police forces can make significant savings in line with the report of Her Majesty’s inspectorate of constabulary, which said that they could save more than £1 billion a year without impacting on the front line. The settlement that we have announced will enable them to protect the visible and available policing that is so important to the public.

Fears over the cut in the number of police mean that there are real concerns that small forces such as Gwent police could disappear in forced mergers. I remind the hon. Gentleman that the previous Government proposed compulsory forced mergers. We do not intend to go down that route. Where forces wish to merge, if there is a sound business case and the merger has the consent of local people, we will not stand in the way. We believe that forces can make significant savings by sharing services and collaborating, without having to merge.
