We want the UK to be a prosperous country again, with a proper industrial strategy to improve our productivity and ensure that we buy, make and sell more in Britain, and that we equip people with the skills and opportunities to contribute to that.

Let me take my hon. Friend back to the BBC point. Does she not find it rather perplexing that while the Government will not deal with the increased costs of energy or food prices or tackle inflation, the Secretary of State for Culture says that saving people a few pennies every month—a few pounds every year—will somehow deal with the real problems faced by many constituents in Wales and across the UK? It is truly absurd that the Government think that will solve the cost of living crisis.

My hon. Friend is right. As my colleague the shadow Culture Secretary said yesterday, it is focusing on red meat rather than the dead meat of the Prime Minister.

The example of the BBC—vandalising an envied British institution in its centenary year—is a pathetic attempt to divert attention from the Prime Minister, whose premiership is hanging by a thread. Did the Secretary of State not tell the Culture Secretary that the BBC’s role in our creative industries in Wales is a huge success story? Every £1 of the BBC’s economic activity in Wales generates £2.63 in our economy. Growth in the number of creative jobs and businesses as a result of the BBC’s integral role in Wales has outstripped growth in the sector across the whole UK. Was the Secretary of State even consulted before the Culture Secretary was let loose on her Twitter account over the weekend? I know he will say that S4C is getting £7.5 million a year to support its digital offering, which is welcome. However, in 2010, S4C’s annual budget was nearly £102 million. This year, it is £81.3 million. That is a real-terms cut of £51 million by this Government.

I used to drive that road regularly when I was working in north Wales years ago. I met the Transport Secretary this week. Cross-border connectivity and this particular road came up in the conversation. We are very conscious of the economic impact of making sure that these things are looked at in a holistic, cross-border way. It has not helped that the Welsh Government have decided to introduce a moratorium on road improvements in Wales. That has slowed down the whole business of economic recovery quite considerably.

I am hoping to meet the First Minister with the Secretary of State for Levelling Up, Housing and Communities in Cardiff later this week to discuss how we can best support jobs and economic growth in Wales, including through the various initiatives announced at the autumn Budget.

I am glad that the Secretary of State is with us and awake; that is always nice to see.

Let me return to the shared prosperity fund, rather than levelling up, because the Secretary of State did not actually answer my question. We have seen months and years of dither and delay, and today we have heard questions from the hon. Member for Wrexham (Sarah Atherton) and the right hon. Member for Clwyd West (Mr Jones) about when the shared prosperity fund will be delivered and when we will have dates for local authorities so that they can plan. Will the Secretary of State simply set out when the shared prosperity fund will be confirmed, when the dates for bidding will take place and when local government will get the information it needs in order to bid for this long overdue funding?

In my conversations with 22 local authorities, they take a much more benign approach to the funding streams than the hon. Gentleman. He obsesses about the UK shared prosperity fund. We have been clear about when that is coming through, with further announcements this year and into next. He deliberately ignores the levelling-up fund, the community renewal fund, the community ownership fund and all the other funds that have been such a success in Wales. I say to him what I said to the hon. Member for Llanelli (Nia Griffith): it would be a whole lot better for future investors and job creation if he spent a little more time championing Wales and a little less time criticising it.

As my hon. Friend knows, it appears that this sort of trolling habit is, sadly, not exclusive to the bishop; Professor Lloyd Llewellyn-Jones has also been busy dishing out abuse, with his most recent contribution being to describe Conservative voters as the “lowest form of life”. I cannot help but ask what the professor would have done and how he would have reacted if any of our colleagues had described university academics as the lowest form of life. It would have been as outrageous for him as it is for us, and I very much hope that Cardiff University will follow the example of the Archbishop of Canterbury and deal with this promptly.

We have committed £2 billion to Network Rail for the current control period, and close to £60 million has been committed to upgrade Cardiff Central station and £76 million to electrify the Severn tunnel route. More locally, the Cambrian and Wrexham-Bidston lines and stations at Bow Street and St Clears are also set to receive additional funding.

In a previous answer, the Secretary of State said that the UK Government’s priority was investment. That clearly is not the case with Welsh railways: we have more than 11% of the track but have not had even 2% of funding over the past decade. It has been a lost decade for Welsh railway infrastructure. The Secretary of State needs to set out quickly with Department for Transport officials how he is going to address the lack of investment and ensure that Welsh railway gets the investment it deserves.

It is all very well the hon. Gentleman shaking his head in disbelief, but the reality is that there has been more investment in all the infrastructure projects than at any stage in recent history. That is largely thanks to the energy of this Government and our commitment to levelling up in Wales.

I am grateful to the right hon. Lady for raising the cultural and linguistic significance of S4C, not least because it is headquartered in my constituency. I have a very warm relationship with all the individuals who have been making their case very powerfully to Members across the House in the last few months. I can confirm to her that the Wales Office has of course made some very strong submissions to DCMS. The decision has yet to be made, but I urge her and other colleagues to continue to do that. We recognise the importance of this and we want very much to get to a speedy and correct conclusion.

One of the ways in which the Government could improve transport connectivity is by figuring out what they are doing with their much-lauded levelling-up fund. Given the performance of Business, Energy and Industrial Strategy and Housing, Communities and Local Government Ministers at the BEIS Committee yesterday, which can be described as confused at best—not knowing how the fund will work, how it will be delivered or whether funding will continue into levels 2 and 3—can the Secretary of State confirm that there will be funding available for the second and third funding bids, and that it will be at the same level promised by Ministers just at the beginning of this year? Will he also commit to a further meeting with all Welsh MPs of all parties and MHCLG officials, so that they can clarify the confusing situation for those Members who have more than one county in their constituency and constituents do not lose out on this much-promised money?

Certainly as far as meetings are concerned, I am more than happy to confirm that we will put those in the diary. Whether they are with the MHCLG or others is a matter for discussion. I am very happy to do that; we have done it on a number of issues. I have found that to be quite a constructive and collaborative experience.

As far as the levelling-up fund is concerned, this is, at the end of the day, a good news story. I recognise that there are lessons to be learned from year one, but the levelling-up fund, in whatever shape or form we like to describe it, is here to stay. I am very keen to hear the lessons from the hon. Member, his local authorities and other stakeholders on how we can make it even better than it already is in years two and three.

We have provided £2.75 billion in direct support for businesses in Wales during covid. The job retention scheme has been extended until September, and we are introducing a new super deduction to cut companies’ tax bills by 25p for every £1 they invest in new equipment.

I draw the right hon. Gentleman’s attention to the additional £5.2 billion we have provided to the Welsh Government and the £2.75 billion to businesses in Wales, with £1.5 billion in bounce bank loans and £503 million in coronavirus business interruption loans. This is all about jobs and livelihoods in the part of Wales that he represents so vigorously, and he should welcome that, as he should welcome the £20 million announcement this morning for the south Wales industrial cluster. There is good news, and he cannot dwell on the past in order to make political capital.

On 10 February, the Prime Minister said from the Dispatch Box that there would be a world-leading battery plant in Bridgend, but I think he meant the Vale of Glamorgan. It has been moved to Blyth because of investment from the Tory Government. The Secretary of State then decided to take to Twitter to praise the Prime Minister for announcing that the mythical battery plant was going to be in Bridgend. Could the Secretary of State set out when he will deliver a world-leading battery plant for the Bridgend county borough or, indeed, for the neighbouring Vale of Glamorgan, and when he will start bringing inward investment into the Bridgend borough? That would all be very welcome, because my constituents deserve a lot better than what the Secretary of State is currently not delivering.

I think that the hon. Gentleman’s question was probably intended for the First Minister in Cardiff, but I will do my best to answer it anyway. As he well knows from the Prime Minister’s statement, there is considerable investment going into Wales. There are some really encouraging job prospects, particularly around gigafactories and the like.

The answer to that is no, no and no. The reason is that when it comes to testing the temperature and mood of the people of Wales, I rely on public consultations and my engagement with businesses—employers—north, south, east and mid, and none of them make the claims that the hon. Gentleman has made. They see this legislation as a perfectly natural transition from EU rule to UK and Welsh Government collaborative operations in Wales; that seems to them to be perfectly sensible. It seems to me to be perfectly sensible. It seems that the objection is about politics and power, rather than about jobs and livelihoods.

We all know the interest with which the Secretary of State listens to the No. 10 chief adviser, like every other member of the governing party. The Brexit Minister in the Welsh Government, Jeremy Miles, has been very clear that there are no new devolution powers; the measures are within the existing rules of devolution. Members on the Government Benches may pontificate all they like; the reality is that they are trying to roll back devolution because they do not like what the people of Wales do by electing Labour-led Governments in Welsh Government elections. This is a reversal of 20 years of the Tories’ not liking who is elected to Government in Wales.

The hon. Gentleman needs to remind himself that there was not a single seat in Wales where Labour did not lose votes at the last election. He needs to be a little careful—[Interruption.] With respect, he needs to be a little careful about making accusations, based on the political reality. The economic reality is that the people of Wales do not share his enthusiasm for defining the next stage of our post-covid and post-Brexit evolution purely in terms of political one-upmanship. They want to see jobs and investment, and that is what we intend to deliver.

My hon. Friend makes a really good point really well. There are so many examples of where this is the case. In Wales alone, the armed forces have done one fifth of our ambulance shifts and decontaminated more than 2,000 ambulances, without seeking praise, reward or recognition; it is just part of what the armed forces do, and they do it in a fantastically clear, brave and professional manner. The idea that that service could be provided in a broken-up United Kingdom is a complete fantasy. I wish that some of the separatist noises we occasionally hear in the Chamber would recognise that.

There can be no doubt about the importance of the military in terms of supporting the people of Wales during the pandemic, so can I press the Secretary of State to do all he can, in his discussions with the Secretary of State for Defence, to ensure that the base in Brecon is kept in Wales?

Indeed, the military footprint, as it is called, is incredibly important for lots of reasons, economic reasons being high amongst them. I have regular conversations with the various brigadiers and individuals based in Brecon and elsewhere across Wales, and they are as enthusiastic about the hon. Gentleman’s comments as I am. It is a shared ambition to ensure that we deliver on our military footprint.

Not at the moment, thank you. It is nothing personal, obviously.

At this time, I just want to mention the potential for landslides, which, obviously, has caused almost as much concern as some of the flooding risk. In the past few days, that issue has become particularly significant, and I wanted to update colleagues by saying that I have met the First Minister to discuss it. We have brought all the relevant stakeholders together, either by way of conference call or in person on Monday this week. Just so that those co-signatories know, I should say that we have also received a letter from the hon. Member for Rhondda which asks some of the questions that I hope to be able to answer now.

The First Minister and I have asked for an up-to-date database of the sites involved—it may surprise some to learn that no such thorough document exists—as we want to know precisely who owns them. We have asked for a risk assessment to be undertaken as a matter of urgency as to the integrity of these sites and what exactly the legal liabilities are and where they lie. We have also asked for an outline of a potential timescale and cost for addressing problems associated with these sites, bearing in mind that it is difficult to get on to them at the moment because of the weather conditions that caused the problems in the first place. I also assure colleagues in the House that we will update them just as soon as we have information that we think is viable and useful.

I am extremely grateful to the Secretary of State for giving way; he knows that this issue is of huge concern to those of us who represent Rhondda Cynon Taf constituencies, as I do. May I press him a little? He spoke about the liabilities, but will he assure me and other Members that no matter where responsibility lies, the UK Government will provide funding to ensure that the coal slips are safe? He will agree that we do not want a repeat of what has happened in the past, when Governments have argued over maintenance, controls and safety, and we have had situations like Aberfan.

The hon. Gentleman makes a good point. My referencing liability was not to pre-warn him that we will somehow try to excuse ourselves from liability; it is just so that we understand exactly what the legal position is regarding ownership, because there may be things such as access issues, which we need to understand. These things are always frustratingly complicated.

I wish to use this opportunity to be positive about Wales, because there is much to be positive about. This discussion is about opportunities, jobs, growth, culture and identity—

It is a privilege to follow the hon. Member for Montgomeryshire (Craig Williams). I fear that I am going to break the consensus on cross-party working—something that he knows that I am keen on—but I am afraid that I need to highlight some of the inequalities as I see them, because they come within matters that are the responsibility of the UK Government. It is a privilege to speak in this debate, and I wish all Members across the House a happy St David’s Day for Sunday.

We are just two months into a new decade, and the start of a new decade should be a time to reflect on the past 10 years and think about the progress we have made. It is the aim of every Member of this House to ensure that, as the decade rolls on, the lives of the people in our communities improve, there are more chances for our children, better services for our families and an ever-increasing number of better, well-paid jobs, enabling people to live secure and satisfying lives, but it is not that simple, because the UK has had a decade of Tory rule at Westminster. We have had 10 years of relentless cuts and Tory disdain for communities such as mine. Sadly, my party’s failure to win the general election means that we are set for more of the same, or indeed worse, because behind the bluff and bluster of the Tories harping on in 2020 about levelling up our country, the Prime Minister and his now rather famous adviser are among the most divisive teams we have had in Downing Street since Mrs Thatcher—and we all know how that ended for Wales.

What is different now, though, is that since the advent of devolution in 1999, delivered by Tony Blair’s Labour Government, we have had a devolved Labour Government in Cardiff Bay. Over the past 10 years, they have strained every sinew to protect our communities from the brunt of austerity, but in the face of the savage cuts to funding from Westminster, there is only so much the Welsh Labour Government can do. I will outline a few areas for the Chancellor to focus on in his upcoming Budget, and a few of the things he could deliver in Wales, in return for a few Welsh cakes to go with his Yorkshire tea. Failing that, I am happy to drop the Welsh cakes off at No. 10 when Mr Cummings redrafts the Chancellor’s work.

First, I want to talk about infrastructure. Since Christmas, we have had talk of bridges to Ireland; HS2 was given the go-ahead; and dead cats about moving Government Departments across the country seem to have been flung about on a daily basis. One thing has been missing in this apparent funding frenzy: yet again, as has happened ever since the Tories came to power, we have had nothing —not even a crumb—for Wales. But should we even be surprised by this? The UK Government scrapped rail electrification to Swansea. They put to bed the idea of delivering the world’s first tidal lagoon in Swansea bay—although I am glad to hear that the Secretary of State is U-turning on his predecessor’s decision on that—and they completely and utterly fail to give Wales fair funding to improve infrastructure.

Contrast this with the Welsh Labour Government, who are investing a whopping £5 billion in our rural rail network through Transport for Wales, and providing a £1.8 billion investment to ensure that all trains are replaced with new rolling stock by 2023. Half those trains will be built in Wales. This is bringing skilled job opportunities for workers across Wales and ensuring that we have a transport system that is fit for the future. Meanwhile, despite our having 11% of the track across England and Wales and 20% of the level crossings—yes, I am back on that complaint again—over the past 10 years Wales has received only 2% of the available funding from the UK Government. The Government’s great train robbery is a scandal and shows just how little the Conservatives care about investing in the future of the Welsh economy or the communities who support it.

Whether it is transport infrastructure, digital infrastructure or renewable energy infrastructure, the Tories are failing Wales at each and every turn. Looking to the economy more widely, Members across this House will be all too aware of the low pay crisis we face across too many of our industries.

The Silk commission identified the issue about rail infrastructure development. Following that, we had the so-called St David’s Day process, in which Labour and the Conservative party agreed to take measures on that recommendation out of the Wales Bill. The failure therefore falls on the hon. Gentleman’s party as well.

The failure falls on the Government. The hon. Gentleman knows that. His party has been in government as well. My party created devolution—something that Plaid failed miserably to do, despite all its years of campaigning for it.

Unemployment is at a historically low level in Wales, thanks to the hard work of the Welsh Labour Government, but sadly, for too many, this work is not paying. I am pleased that Welsh Labour is delivering on, and surpassing, our promise to create 100,000 all-age apprenticeships to give our young people skilled and well-paid jobs long into the future. It is also great to see Welsh Labour’s commitment to make Wales a fair work nation, which means that companies wanting Welsh Government support must sign an economic contract helping to boost the number of people who are being paid the real national living wage. What have we seen instead from the UK Government? A fake living wage that people under 25 cannot even be paid, a backs-turned approach to the future of our steel industry, and a “couldn’t care less” attitude to the universal credit crisis that has plunged thousands of people into poverty across Wales.

While the Prime Minister and Chancellor are busy making No. 10 and No. 11 a joint office, perhaps they could take just a moment—I plead with the Minister—to stop and think about what a grave impact their party’s policies have been having on communities in Wales since 2010. Ogmore cannot take another five years of the same old stale Tory policies, and he has heard that from those on his party’s Benches today. Ogmore needs a pay rise.

More widely, Wales needs a pay rise. The Welsh Government’s budget is around 5% lower in real terms than it was in 2010. If the Welsh budget had risen in line with the long-term trend of public expenditure, it would be £6 billion higher than it is today. That is around £1,800 per person. Just think what we could spend that on. It could build on the Welsh Government’s work to tackle homelessness; it could be pumped into local government, which has been pushed to breaking point because of Government austerity; and it could save lives in our NHS.

I ask the Minister to impress on the Chancellor the need for reinvestment in Wales, because levelling up our country is not about trying to buy the trust of the so-called red wall seats the Conservatives won in the north of England; it is about providing a fairer future for everyone across our United Kingdom. I stand here as a proud Unionist; I will staunchly defend our Union while I am in this place and long into the future, but under this Tory Government, Wales is too much of a tick-box exercise that does not even matter; the box often does not get ticked at all. The people of Wales do matter. I plead with the Minister to reverse these 10 years of austerity and start investing in Wales.

My right hon. Friend makes the important point that Europe faces similar challenges. I have already pointed to the 5,000 jobs that have been lost in the automotive sector in Germany, and we are seeing similar challenges in Spain and elsewhere. Many of these issues are being driven by consumer demand, but some are being driven by regulation, and I think every regulator needs to reflect on the demands from the climate change challenge together with the risks that it poses in the short term until the technology catches up.

I should like to start by welcoming the Secretary of State’s statement, and I thank him and the Business Secretary for the constructive way in which they have engaged with me as the Member for the neighbouring constituency, in which a large majority of the workforce actually live, and with my hon. Friend the Member for Bridgend (Mrs Moon). We have been meeting the workforce and the unions over the weekend, and I welcome the way in which they are working with the Welsh Government.

It is reassuring to hear the Secretary of State say that he is willing to work in the taskforce and to do all he can to help to support the workforce, but can he set out here and now what he will do if there is a need for UK Government fiscal intervention to protect those jobs and possibly to make Ford change its mind? I believe that Ford still has questions to answer, given that just three weeks ago it was talking about the Dragon line being the most efficient of any of the plants across the world, including in Mexico.

My priority will be the families in my constituency who will be left devastated by this and the communities in my constituency that have not recovered from the de-industrialisation of the 1980s. This really will be a hammer blow to so many of them right across Ogmore, Bridgend, Aberavon and many other constituencies. We need a fiscal stimulus package and an automotive sector deal so that we can protect these jobs and these workers and ensure that these families have some security beyond September 2020.

I am grateful to the hon. Gentleman for raising those points and for his comments and contributions in the call that we had earlier today. He rightly points out that this is a consultation from Ford, and we will therefore work closely with the unions in challenging the assumptions and statements that Ford has made where we believe them not to be the case.

The UK has a good record of investment in this sector. According to the latest available data, there is a 20% uplift in investment in the automotive sector, which demonstrates that we still remain attractive. We will of course work closely with the Welsh Government on attracting investment to the area, to serve the hon. Gentleman’s constituents and the employees who come from a much wider field than just the community of Bridgend. We remember that there was a Ford plant in Swansea not so long ago and that people travelled to that. The effects therefore stretch much further west, east and north than just the Bridgend site.

The Welsh Government clearly have a responsibility under the devolution settlement for economic developments, but we will continue to work closely with them, as well as with the Department for International Trade, the Department for Business, Energy and Industrial Strategy and the whole might of Whitehall to support the employees by attracting investment to that site.

I congratulate the hon. Member for Gower (Tonia Antoniazzi). I also extend my sincerest condolences to the family of Paul Flynn, and to all Paul’s colleagues in the Labour party. I had known him for well over 30 years. He used to be my MP, and he used to come to my school when I was a sixth-former. I would try, and utterly fail, to catch him out with difficult questions. History seemed to repeat itself when he joined the Welsh Affairs Committee. He was an inspirational Member of Parliament, a true Back Bencher, who worked incredibly hard. He turned up to every Committee meeting, even when his health was making that difficult for him. We were both Council of Europe delegates as well.

I think that the best compliment I can pay comes from one of Paul’s constituents, who described him as “a damned good constituency MP” who would always take up people’s concerns. That comment was actually made to me by a member of Newport West’s Conservative association. I think I need say no more than that.

Let me also thank all members of the Welsh Affairs Committee, past and present. In the nine years for which I have served on the Committee, it has been an absolute pleasure to work with everyone. We certainly have a wide range of political opinions, but most of our reports have featured a strong measure of unanimity in their recommendations to the Government. I think that that is because, outside the Chamber and the hurly-burly of politics, most of us—indeed, all of us—will always want to put the good of Wales first, and look for ways in which to support Wales and the Welsh people rather than dividing on political issues.

In the four minutes that I have left, I will canter through a couple of the issues with which the Committee has been dealing. The issue of the Severn Bridge was the first that I took up as Chairman, and there were various inquiries, reports and follow-ups on the subject. With the support of my right hon. Friend the Secretary of State for Wales, we continued to maintain that the tolls were unfair, and were creating a brake on the south Wales economy. I was delighted when, earlier in the year, they were finally scrapped. If we are to see the full benefit, however, it is vital for the Welsh Government to get on with building an M4 relief road. Otherwise, we will simply see further congestion in the area of the Brynglas tunnels.

The hon. Gentleman has paid tribute to the Secretary of State. Will he join me in also paying tribute to my hon. Friend the Member for Newport East (Jessica Morden), who has campaigned for the abolition of the tolls since 2005? Should she not be congratulated on her achievement?

In fact, the hon. Member for Newport East was a member of the Welsh Affairs Committee when that first report was produced some nine years ago, and I think that it was at her instigation that the abolition went ahead. I pay full tribute to her for that.

As I was saying, the advantages that will accrue from the abolition of the tolls will be greatly increased if the Welsh Government now get on with building the M4 relief road. I know that was the policy—or it certainly seemed to be—of the Labour Government in the Welsh Assembly, and I am sure the Government here will want to support them in that.

To be slightly more parochial, the booming south Wales economy, for which my colleagues in government can take much of the credit, has meant that there is a demand for housing in south-east Wales, which is causing further problems. I hope Ministers will be doing everything possible to get the local authorities together to build the Chepstow bypass, which is also urgently needed.

The Select Committee on Welsh Affairs obviously cannot do much in the way of culture, media and sport, which is a devolved matter, but there are areas where we can offer support, not least in cheering on the national side as we all did on Saturday, but on S4C too. We have produced numerous reports to try to ensure that there are no threats to S4C’s budget.

I am also delighted that the Select Committee now enables anyone who wishes to do so to give evidence in Welsh. Debates can also now be held in Welsh in the Welsh Grand Committee, and I do not see why this cannot be extended further. I know that many Committee members would be quite supportive of it. There is no technical reason why we could not have debates on Welsh matters in Westminster Hall in Welsh, and I do not think there is any technological reason why a St David’s Day debate in this very Chamber could not also be held in the medium of Welsh. Perhaps we could look at that over the next few years.

We have looked on many occasions at the issue of powers for the Welsh Assembly. I was on the losing side of a referendum: I campaigned against the Welsh Assembly but quickly realised it would be utterly wrong to stand in the way of something the people of Wales had voted for. That is why I am glad the Conservative party, rather than trying to overturn the result of that referendum in 1997, embraced it and realised we would simply have to go along with what the Welsh people wanted, because that is democracy.

It is a pleasure to speak in today’s debate at a particularly happy time for all Welsh Members, following Saturday’s sensational try by Josh Adams that propelled the Welsh team to the top of the Six Nations table. I have fingers, toes and, frankly, everything crossed for a Welsh grand slam, and I know the whole country is firmly behind our team and cheering them on.

I will be brief, and perhaps disorderly, in thanking the choir in the Public Gallery, Only Boys Aloud, for giving us a wonderful performance earlier today.

As others have done, I pay a personal tribute to our late friend and colleague, the former hon. Member for Newport West, Paul Flynn. His loss is a painful one, and it will continue to be felt on these Benches and across Wales for some time to come. Paul truly was a giant, both of Welsh politics and of our Welsh Labour movement. He leaves an unfillable space in this place, just as he does in the communities he served with such wit and passion across Newport West. We will miss his courage, his keen sense of humour and, above all, his determination to do what he believed was right for the people he served, however unpopular or unfashionable that may be.

Sharp, often outspoken, always articulate, occasionally contrary and of peerless intellect—Paul was all these things. This House, and our country, has lost a compassionate, independent champion for his constituents. I would argue that the term “honourable gentleman” could have been coined with Paul in mind. Even as his health was failing, he fought for his people and his principles with the zest, tenacity and effectiveness that were his trademarks. At a time when the public’s trust in politicians and our political institutions is so low, it is an even greater blow to lose someone whose ambition and achievements soared so high. My thoughts and deepest sympathies continue to be with his wife, Sam, and his friends and family at this difficult time.

Likewise, I know that colleagues from all parties in the National Assembly for Wales are still coming to terms with the immeasurably sad loss of Steffan Lewis. I first met Steffan when we were both young Assembly researchers and, although we were serving politicians of different political colours, he was unfailingly courteous and engaging, and even then he showed the gentle effectiveness that became his hallmark.

Steffan’s passing at such a terribly young age must remind all of us who are still fighting to improve the lives of our constituents that, through our common beliefs, passions and ideas, we can achieve so much more than through the “Punch and Judy” theatrics that too often typify our politics. That is the style of politics Steffan embodied in life, and it should stay with all of us in his passing. My thoughts continue to be with Steffan’s family, friends and Plaid Cymru colleagues in this Chamber and in the Assembly.

This year has seen a significant amount of change in Welsh politics, most notably with my friend and constituency neighbour Carwyn Jones stepping down as First Minister after nine years in the top job. Carwyn was that rarest of political beings, someone people not only trusted to run their country but with whom they would also happily enjoy a pint. An outstanding leader of Welsh Labour and the Welsh Government, his legacy is a strong one, rooted in Labour values and delivered against almost a decade of unremitting Tory austerity. I place on record my support and good wishes to our new First Minister and Welsh Labour leader, Mark Drakeford, in continuing the work of delivering for the people of Wales.

Members on both sides of the House will know that one of the issues I am particularly passionate about is rail infrastructure—I often bore Members to death with my constant talk of rail infrastructure—and one of Carwyn’s greatest legacies is the massive investment being pumped into the new Wales and Borders franchise through Transport for Wales.

The Welsh Labour Government are investing a whopping £5 billion in our rail network, with £1.8 billion invested to ensure that all trains are replaced with new rolling stock by 2023. Crucially, these are Welsh solutions, designed in Wales to benefit Wales. Half of these trains will be built in Wales, providing skilled employment opportunities and delivering a world-class service of which passengers can be proud.

This bold, innovative and well-resourced approach stands in stark contrast to the ongoing rail disaster being overseen by the UK Department for Transport and the Wales Office. From the scrapping of rail electrification to the meagre amounts of money being allocated to Wales for rail safety improvements and network upgrades, their “great train robbery” shows how little respect the Tories have for Wales.

My hon. Friend makes a valid point about train services in Wales. I look forward to that new investment, particularly in services to Penarth and throughout my constituency. Will he join me in welcoming the fact that a brand-new station will be built in St Mellons in east Cardiff? That is the sort of investment we need, instead of the Department for Transport’s shambles on the Great Western main line.

I agree with my hon. Friend, and one of the most frustrating things is that the Secretary of State makes bold announcements about railway infra- structure investments and plans for Aberystwyth and Carmarthen without putting any investment into the railway infrastructure that currently exists. [Interruption.] He can shake his head all he likes, but he has made those statements publicly.

On that very point, the Secretary of State must recognise and accept that investment in infrastructure in Wales is the UK Government’s responsibility, and there has been historical underinvestment in the railway infrastructure in Wales. He should be there to argue Wales’s case.

I agree with my hon. Friend, and I would add that Wales has 11% of the railway infrastructure and has had only 2% of the funding since 2010, which is a shocking failure of the Conservative Government and, indeed, of the Conservative-Liberal Democrat Government before them.

While the Welsh Labour Government are building a transport network fit for the future, the UK Government seem intent on flying a white flag and accepting the status quo where Wales is concerned. I will not dwell on this for too long, as Ministers and the House clearly know my views, but let me pose this question: if austerity really is over, when are we going to see the investment in the non-devolved parts of our rail network for which many Labour Members have been calling for years?

To give two small examples—Members have heard these examples many times—I have long campaigned for the closure of the dangerous level crossing at Pencoed and for much-needed improvements to the Tondu loop on the Llynfi Valley line in my Ogmore constituency. Although Wales Office officials, after three years of my complaining, are at last engaging, both I and my predecessor, Huw Irranca-Davies, have witnessed a laughable passing of the buck as to where the responsibility for this vital work lies. I fear that this buck passing has suited the Government’s continued austerity agenda. If Ministers are true to their words about ending the spending squeeze, let us work together and get these vital works done at the earliest possible opportunity.

Of course, the most significant issue facing Wales in the immediate and long-term future is Brexit. I have spoken previously of my fear that no single Brexit scenario will deliver a better future for Wales or the many wonderful communities that make up my Ogmore constituency. When the UK Government’s most positive analysis of the various Brexit scenarios is that Wales’s gross value added would be moderately lower than it is today, it appears to me as though we are setting a very low bar for ourselves and failing to clear even that. With the real threat of a no-deal Brexit or further pandering to the European Research Group, the Welsh Secretary and the Prime Minister should have the courage of their convictions to go back to the people to seek their consent for this course of action. When the facts change—or, in the case of the 2016 referendum, when the endemic falsehoods are exposed—it is only right that my constituents and the wider British public get to rubber stamp our next course of action. To the people who say, “Wales has spoken, Wales has voted leave”, I simply say this: what do you have to fear from being asked to look at this question again? I completely respect the many, many reasons why people voted to leave, and if one message comes from today’s debate it should be this: we must start addressing the real concerns many leave voters had with our political system, because nearly three years after the referendum I fear we have yet to scratch the surface.

It feels as though Wales, like the UK as a whole, is at a turning point. This is not a crossroads or a simple T-junction; there are multiple paths Wales can take in the near future, and it is essential that we choose the correct one. It is fundamental that we continue to be an outward-looking, internationalist nation that looks after its citizens and is welcoming to others who choose to make their life in Wales—without exception. Where we see injustice, where we see our communities suffering, we must continue to be the positive and outward-looking nation that Wales has always been.
