We are trying to make sure that some of the very best graduates in STEM subjects go into teaching. Our bursary schemes help to encourage that. Some fantastic teachers are now coming into the profession, which will help us to further build the STEM pipeline.

Research from the Institution of Engineering and Technology shows that science, technology, engineering and maths-based toys are three times more likely to be targeted at boys than at girls. I should declare an interest as a chartered engineer in the IET. Will the Secretary of State declare her support for the Let Toys Be Toys campaign, which aims to give girls and boys, in the run-up to Christmas, a real choice about the kinds of toys they can enjoy and the careers they can have?

The hon. Lady is right to highlight this. There are no boys’ careers and girls’ careers anymore—these careers should be open to all children. A person’s gender should not matter. As we have said, part of how we fix this challenge is by working in schools. I was very proud last month when one of my own schools, Ashcroft academy, won a STEM inspiration award for its Tuesday lunchtime STEM club. Such initiatives might seem small, but they have a profound effect on improving children’s interest in taking STEM forward.

The hon. Lady is absolutely right to point out that maintained nursery schools provide some good and outstanding care in the vast majority of their settings and in some of the most deprived parts of the country. That is why we have said that we are going to protect their funding for at least the next two years. We will say more about that funding shortly when we respond to the early years national funding formula consultation.

20. Yesterday’s British Chambers of Commerce survey concluded that childcare should be considered part of our national infrastructure for keeping people in work. Nursery schools provide that service in some of our most deprived areas, while promoting social mobility, so why on earth are the Government stripping their resources away at this critical time? In two years’ time, we will still face the same challenges in terms of social mobility and education, and we will need nursery schools to be properly funded.

I challenge all the things the hon. Lady said. We are not stripping funding from nursery schools; the supplementary funding of £55 million a year is part of the record investment in childcare of £6 billion a year by 2020. That is more than any Government have ever spent.

The purpose of the grade descriptors is to give an idea of average performance at the midpoints of grades 2, 5 and 8. The descriptors are not designed to be used for awarding purposes, unlike the descriptions that apply to current GCSE grades A* to G. The descriptors were, of course, developed with the input of subject experts.

T2. Last week I visited Tech for Life in Newcastle. It provides science, coding and electronics sessions for teachers, but schools say that they do not have the money or the time to take up those opportunities. We currently have a huge, devastating digital skills gap. What are the Government doing to provide, incrementally, additional funding and time so that teachers can become digital champions?

It was, of course, this Government who transformed the computing curriculum in our schools. We removed the ICT curriculum, which had become outdated and dull, and replaced it with a computing curriculum. We have also provided funds for the training of a whole cadre of teachers who will be able to teach that very difficult subject.

The Crown Prosecution Service has this very month published guidelines on crimes involving social media, and it will publish a broader cybercrime strategy and guidance for prosecutors this autumn. All CPS prosecutors already have access to training on how to deal with cybercrime.

Last week’s internet of things bot attack, which brought down Twitter and Spotify, among other sites, was the result of tens of millions of household devices, such as baby monitors and televisions, being hijacked by cyber-criminals. This Government have been perilously slow to recognise the real harm that online scams and viruses do to our constituents. What is the Solicitor General doing to ensure that the CPS can respond to internet of things attacks?

I absolutely agree with my hon. Friend; I will visit Telford again and again with her. She will know that unemployment in her constituency has fallen by 60% over the past six years. Despite the Secretary of State’s complacency, this is a very difficult time for British business. Over the past 24 hours we have lost our triple A rating and £150 billion has been wiped off the value of the FTSE 350. Will he reassure the many worried workers and businesses that, unlike with Tata, when he was on the other side of the planet, he will be in the boardrooms of Nissan in Sunderland, Hitachi in Newton Aycliffe, Jaguar Land Rover in Solihull and other businesses across the country to share his plan for a secure economic exit as they make investment decisions in the weeks and months to come?

I was hoping to welcome the hon. Lady as the new shadow Business Secretary, but I understand that she is not in that position yet—if her leader is having problems filling it, I am happy to make some suggestions. I assure her that, yes, because of last week’s decision, there are of course some short-term challenges for businesses, but we must also remember that there are medium and long-term opportunities as well, including for the auto industry.

It is clear that the Secretary of State not only does not have a plan, but does not even have a plan for a plan. He cannot say whether he personally wants to retain access to the single market for goods and services. Is it not true that the only plan he has is for his joint leadership bid, and that British businesses and the British job market stand to lose from the economic uncertainty that his party’s divides have unleashed?

I hear what my hon. Friend has to say, but I wish the leave campaign would stop running this terrible fear campaign. I am confident that we are going to stay in Europe and continue to attract investment. I am pleased to hear that our Canadian trade envoy, to which I gather my hon. Friend had access, shows us how even as members of the European Union, we can still negotiate and engage globally with many other countries. Being a member of the European Union does not prevent us from working with countries outside the EU, and the leave campaign’s fear campaign has to stop saying it does.

On Sunday, the European Union slashed roaming charges by 75%, and they will be abolished altogether next year. That is a huge boost to British businesses with European ambitions as well as to Leicester City fans, now with Champions league travel to plan. The UK is Europe’s biggest digital economy. We buy and sell more online than any other country. Would the Minister like to estimate how long it would take him, even with his fabled charm, to renegotiate all our international digital agreements in the event of a Brexit, and what our £118 billion digital economy would do in the meantime?

I think it would take ages—it would take absolutely years to renegotiate. I recently returned from a G7 meeting in Japan, proving again that the leave campaign’s fear campaign is completely wrong. I was able to spend some time with the European vice-president, talking about the great opportunities that the digital single market presents. It was a lot of fun. We want to be part of that digital single market—growing for Britain.

I do not want to labour the point, Mr Speaker, but I do not think you understand fully the effect your words have on me—you have absolutely made my day. However, in answer to the question, let me say that the Secretary of State recently announced that we will have a review of business broadband, because we do understand how important broadband is for businesses. Ofcom has also recently published its digital communications review, which will impose minimum quality requirements on Openreach that are much tougher than currently exist.

The Government claim to champion the critical contribution that small businesses make to our economy, but Ofcom’s latest figures, which the Minister did not mention, show that half of small businesses in business parks cannot get 10 megabits of broadband, a quarter cannot get 5 megabits and one in 10 cannot even get 2 megabits. My local chamber of commerce tells me of businesses where staff have to go home if they want to send an email. Responding to me in a debate last week, the Minister said that the Government’s broadband roll-out had been “an unadulterated success”. If that is success, what would failure look like?

Failure—[Interruption.] As usual, my hon. Friends have anticipated my answer: there, on the Labour Benches, is the picture of failure. We have had to write off £50 million from the failed Labour scheme to deliver broadband in South Yorkshire. If a Labour Government had been elected, they would be two years behind us in the roll-out of superfast broadband; they had a target of 2017 to get to 90%—we have already reached it.

Yes, I will. It is a good example of how local colleges are taking the lead, not by just putting on courses that they hope people will come to, but by working with employers to ensure that the courses they offer are needed by young people and adult learners and by local businesses. This might be an old-fashioned thing, but in our region, the colleges and the education sector are raising awareness that careers in engineering and manufacturing are a way forward and not a thing of the past.

My hon. Friend raises an important point: further education colleges in the north-east already work together and are forward-looking. Newcastle College is engaging with new industries, such as the aeronautical industry and the energy industries. Does he share my concern that the area-based reviews may take the focus away from what is best for our industry and our young people? Too much time may be spent focusing on how to respond to the review. I would like to see more work on adult education in the north-east, particularly given the cuts to local services.

I agree with my hon. Friend, because one of the important points is collaboration between colleges. Looking back, one of the problems in the further education sector was where we had competition between different colleges. That network of working together, which provides opportunities for young people and adult learners, is important. Speak to anyone in the industry and they will say that the 16-year-old leaving school today is unlikely to be in the same job when they retire at 65 or 67 or whatever the retirement age will be when they come to retire. They will need constant on-the-job training and will need to re-access the education system, so the further education sector is vital.

I chaired a meeting last night at an event organised by the Industry and Parliament Trust to talk about the aerospace sector, which has huge potential for growth not only in engineering skills, but in the soft skills of process management and other areas as well. All our colleges, certainly in Durham, are encouraging not only engineering apprentices, who are vital, but the growth sector of tourism in the north-east. I know that Houghall college and also Northumberland deal with land skills and agriculture, which people might think are industries of the past, but they are very important to rural communities in the north-east, and certainly the tourism sector is a growth area across the north-east.

I understand that the Government will want to tackle bad performance, and I support that. If a college or any institution is failing its learners, it needs to be dealt with, but I am not sure how the review will fit in with the rest of the education system. For example, I have already mentioned New College’s sponsorship of two academies, because it saw a clear need to link back into education. The sector is not separate from the rest of the education system, so I want to know how local schools and suchlike will be involved in the process.

My hon. Friend the Member for Bishop Auckland mentioned travel, which is a stark issue in my area and many rural areas. Many young people have to travel quite long distances to access courses. It might be easy in large cities such as London or Birmingham where there is a choice of providers close together, but in my constituency and in hers—for example, in Northumberland—people have to travel long distances, so the issue is not just about the number of colleges, but where they are. I totally agree with her that the abolition of the education maintenance allowance had a huge effect on young people’s ability to access courses.

It is a pleasure to serve under your chairmanship, Sir Edward. I congratulate my hon. Friend the Member for Bishop Auckland (Helen Goodman) on securing this important debate, and I am grateful for the opportunity to contribute.

I am not opposed in principle to area reviews, and it is right to assess from time to time the post-16 education on offer to young people and adults in any locality. We need to do that now because resources are scarce and colleges have been under immense pressure—more than they have ever been—in the past five years.

As a result of the environment the Government have created in recent years, I have seen some quite sharp practices taking place between colleges. In my area, we have the ludicrous situation that students have been enticed by offers of free travel to study at colleges further from home, when they could just as easily have studied the same courses in their home towns. That is not a sensible use of public money. Colleges are incorporated, but they are funded by the state, and taxpayers would expect such practices to be discouraged. My fear is that area review actually encourages such a lack of co-ordination and collaboration and that, once colleges agree whatever they agree with the area review team, the situation will deteriorate. I want to know what area review will do to cement collaboration between colleges.

I am all for student choice. I have no objection at all to Darlington students travelling further afield to access courses that are not on offer in the town or that are offered to a higher standard elsewhere. In fact, I would encourage that, and a small number of students from my area travel to Hartlepool to study on the courses mentioned by my hon. Friend the Member for Hartlepool (Mr Wright). I am pleased that they do that, and it is great that they can, but the lamentable state of public transport in the Tees valley is becoming an ever bigger obstacle to that happening more often. However, I do not like the gimmicky enticement of students who have not had the benefit of independent, well-informed advice about what is best for them.

College funding mechanisms certainly need to be looked at. Currently, colleges can do well as long as they can attract enough students on to their courses and keep them there, but they are not held to account adequately for the destinations of course leavers. Colleges operate in a market, but that market does not work sufficiently well for students.

My hon. Friend the Member for Hartlepool was absolutely right to refer to social mobility. There is a lack of quality advice and guidance for young people. Students are therefore not savvy consumers able to shape the market in the way that I am sure the Minister would wish. The Social Mobility and Child Poverty Commission put it well:

“There is a jungle of qualifications, courses and institutions which students find hard to penetrate. Quality is variable and there is little or no visibility about outcomes. Nor is the system working as well as it should for the economy with skills shortages in precisely those areas—construction, technical and scientific skills—that vocational education is supposed to supply.”

In the north-east, we have seen thousands of older potential students lose their jobs in the public sector—and now in steel, too. How will area review take account of the needs of older learners? I ask that because I looked at what happened in Scotland, which undertook an area review—indeed, I was expecting a Member from Scotland to be here. The number of colleges in Scotland fell from 37 to 20. At the same time, there was a reduction of 48% in the number of part-time students and of 41% in the number of students aged 25 or over. That is deeply concerning to those of us from the north-east, given the job losses I referred to.

My hon. Friend makes an important point about adult education and the capacity of our further education colleges to meet a growing demand for which there is less support. As the chair of the all-party group on adult education, I hope that the Minister will be able to give us some reassurance that the destruction of adult education will not continue.

My hon. Friend makes an important point. The review could do serious damage if we are not mindful of the impact on older learners, given the experience north of the border.

One of the real problems is the confusion about courses, funding streams and where courses lead. A UCAS-style website could be created for vocational education, so that any learner can see for themselves what progression they are likely to undergo and what employment and earnings opportunities they are likely to have, as a consequence of choosing any course.

It would be remiss of me not to refer to my two local colleges—Darlington College, which is ably led by Kate Roe, and Queen Elizabeth Sixth Form College, which is led by Tim Fisher. The heads of both colleges are fantastic individuals, but they are both grappling like mad with how on earth to take their colleges forward, given the context that we are likely to see. Colleges in Darlington are really struggling with what Darlington needs to look like in the 21st century. What should the course mix look like? Who are the students of the future? What will they want? What will the skills needs be not just in our local area, but in the region, in the country and internationally? I want students in Darlington to get the same opportunities as students in the Minister’s constituency, because that is not the case now. That is what we are meant to be aiming for. Those are the right questions for my colleges to be asking, and the Government should be focused on helping them to find answers.

Many of our colleges collaborate well, but there are too many examples of competition. I fear that the area review process will cement that counterproductive behaviour between colleges. As well as three-year funding security, colleges need external leadership. Unless we cement in some form of governance change—I do not know whether that should be done through city deals or some other means, but we do need strategic leadership on a wider scale—and force colleges to accept a direction that builds in employers’ needs, it is inevitable, given the likely future funding context and the competition for students, that different institutions will embark on wasteful enterprises and use novelty gimmicks to remain viable. That is in nobody’s interests: it is bad for the economy, bad for taxpayers and, worst of all, bad for our students, who need well-informed advice that is given without prejudice and based on a sound knowledge of the jobs market.

I am afraid that so far area review has been conducted away from the gaze of students and parents, and away from employers. That has to change. The colleges are our colleges. They are vital local employers and community resources, and they undertake a vital task. We all feel great ownership of our colleges and do not want that to be lost. As I have said, I am open to change, as are my colleges, but the Minister needs to understand that the rationale for that change must have the students’ best interests at heart.

Like many other colleges, the hon. Lady’s college wrote to the Prime Minister before the spending review in response to the shroud waving by the Opposition, who predicted a 25% to 40% cut in the adult skills budget. If the hon. Lady had taken the trouble to attend my right hon. Friend the Chancellor’s spending review statement, she would have heard that he was protecting it in cash terms while increasing the funding for apprenticeships, which her college and others could bid for. If she spoke to her college, she would discover that, like all other colleges, it is pleasantly surprised by the funding settlement.

Any credible long-term economic plan would recognise the critical importance of adult reskilling, but the Government have systematically cut adult skills by 40% since 2010, including a 24% cut in February this year in non-apprenticeship funding. That is probably why the Chancellor ducked out of making any reference to the further cuts in his autumn statement, leaving it to his Blue Book to talk about £360 million of efficiencies. Will the Minister say precisely what the £1.5 billion of core funding that he talks of is made up of? Does it include loans to over 25-year-olds, 50% of which we know will not be taken up?

I speak as someone who went to an FE college, and no one needs to tell me about their huge importance up and down the country. My priority is to make them stronger, and one way we are going to do that is through local area reviews, which will look at local need.

The video gaming industry contributes more than £3 billion to our economy and supports skilled jobs across the country, including in my constituency. Representatives of the industry tell me that the biggest barrier to growth is a lack of skills, yet there are no employee-led level 4 higher apprenticeships in video gaming, and the NextGen Skills Academy, which was working with employers to develop such an apprenticeship, is said to have lost its funding. We cannot allow the Government’s lack of a digital skills strategy to make it “game over” for Britain, so will the Secretary of State give me a guarantee now that the video gaming industry will get the apprenticeship standard that it needs? Yes or no?

The hon. Lady should be reassured, first, by the fact that I have met representatives of the video gaming industry on a number of occasions to discuss several issues, including skills. She will know that it is important that apprenticeships are employer-led, and it is up to any industry to come forward with proposals. We are already working with more than 1,000 employers on more than 140 apprenticeship programmes that they are helping to set up, and we will work with the video gaming industry, too.

I would be happy to meet the campaign, and I know that the hon. Lady has campaigned effectively on the issue of school trip safety for school pupils, particularly, as she said, on long-distance school trips and whether coach drivers are given sufficient time for sleep. As I said, British standard 8848 provides useful and important guidance on the risks of driver fatigue, and we recommend that schools and tour operators follow it. I would be happy to discuss these issues further with the hon. Lady and her constituent.

Since the last time the House met for Education questions, thousands of students across the country have taken key stage 1 and key stage 2 tests, GCSEs, AS-levels and A-levels. I congratulate them all—and I am sure that all hon. Members, including the new shadow Education Secretary, would want to do so—on their results and thank the teachers and families who supported them. It is one year since the workload challenge was launched, and I would like to thank all those involved in our three working groups, which are making excellent progress on marking, lesson planning, resources and data management. I am determined to work with the profession to tackle these issues.

I, too, would like to congratulate all those who took their exams over the summer. Their success is often due to the hard work of teaching assistants who perform a vital role in the classroom, yet recent House of Commons Library figures show that they could lose up to £1,800 per year as a result of the tax credit cuts. Will the Secretary of State stand up for those working on the frontline who are enabling our children to get the best education possible?

The hon. Lady will be aware of the earlier questions asked about the state of school funding and funding for education. She will know that it is essential for schools to be properly funded and that those countries that have not brought their economies under control have sacked thousands of teachers and closed thousands of schools. She will also be aware that, because of the rise in the income tax threshold since 2010, 12 million women pay less income tax and 2 million women pay no income tax at all. We are also offering help to hard-working people with council tax freezes, fuel duty freezes and additional help with childcare.
