Commons ChamberThe legion of tributes today, the international response and even the distasteful celebrations of her sad death mark out Margaret Thatcher from all other politicians in this country. The remarkable fact that she was only the second woman on the Conservative Benches to serve at Cabinet level makes her achievements even more impressive.
Margaret Thatcher was a woman of great contrasts. It may be said that she bestrode the world stage like a colossus, but she was also capable of great empathy and compassion. She was not only a politician, but proud of her role as daughter, wife, mother and grandmother. Our thoughts in this House should be with her family and close relatives today.
I came into this House just as Margaret Thatcher left, so it is a great sadness that I never got to serve on these green Benches alongside her. For me, she was a cross between my mother and my headmistress. She was a woman to be loved and admired, but also to be feared. She was a woman to hold up as an example for others, but who would expect people to follow her.
For someone with a reputation of wanting to be the only woman in the Cabinet room, I found Margaret Thatcher both inspiring and personally encouraging to other women, particularly those who wanted to enter politics. As a direct result of her comments to me back in 1979, when I sat next to her at a dinner, I believed that I, too, could serve my country as an MP. From some of the speeches that we have heard today and from some that will follow, we will know that she had that effect on many people and empowered them to achieve their potential.
It was Margaret Thatcher’s clearly defined philosophy and stubborn adherence to her own beliefs that fashioned the opinions both of her admirers and her detractors. My predecessor in Chesham and Amersham was one such detractor—he entitled his book on the Thatcher years “Dancing with Dogma”, to reflect her often intractable views and approach—but even he praised her attention to detail and her mastery of the brief, while perhaps not admiring her footwork on the political dance floor.
Although, almost unbelievably, she had moments of self-doubt, she reserved those for the private arena, mostly to be shared with her devoted and doted-on Denis. On public platforms she always appeared sure-footed, and brave with it.
Politics takes no prisoner, man or woman, and being Prime Minister is no sinecure. I think that, as an individual, she was braver than many men. She took on the vested interests, the dictators and the misogynists, and triumphed. She engineered the end of a cold war, and, against all odds, won a distant one; she curtailed the powers of the unelected unions, and restored it to elected representatives; she removed the dead hand of the state from enterprise, and helped people to improve their lot and their lives through hard work and home ownership; and she established the United Kingdom’s ground, quite clearly and uniquely, in a Europe that had its own grandiose ambitions to usurp our British sovereignty. Any one of those feats would have been enough to mark out an individual, but they, and many more, reflect a politician of substance whose like we may not see again in our lifetimes.
She will be missed in very many different ways by all who knew her, but especially by those who received her encouragement, kindness and protection. She has left an indelible impression on this country and on countries abroad, and on all future generations.

Commons ChamberWe are in favour of further expansion of the EU to the countries of the western Balkans and others, as the hon. Gentleman says. Obviously, there is room in the budget for cohesion and other payments, but the fixed amount of payment ceiling— €908.4 billion—cannot change.
May I add my congratulations to my right hon. Friend on returning from Europe with a very good deal for the United Kingdom? [Interruption.] I see him wincing. The ongoing, long-term reductions in staff of the European institutions has been close to his heart. Does he now expect to see a reduction in staff, as well as a return to perhaps less generous remuneration and retirement packages than EU officials currently enjoy?
I reassure my right hon. Friend that I was wincing at a piece of paper I was passed, not at all at anything she said.

Commons ChamberThe hon. Gentleman needs first to explain why youth unemployment went up 40% under the Labour Government. The facts of the future jobs fund are these: the figures show that 2% of the placements in Birmingham under the future jobs fund were in the private sector, but the rest were in the public sector. The cost of the scheme was 20 times higher than the work experience placement, which is doing just as well.
My right hon. Friend is aware that the Government are consulting on the compensation people will receive if High Speed 2 goes ahead. This is critical for people in my constituency. Will he give me a personal undertaking that he will study the proposals for the final packages for compensation and ensure that those people whose homes, businesses and lives will be totally disrupted by the scheme if it goes ahead are both fairly and generously compensated?
I absolutely give that undertaking that I will look carefully at the scheme. As my right hon. Friend knows, we are consulting at the moment. The proposals we have put forward are as good as the scheme for HS1 and better than the compensation scheme for previous motorway developments. As she also knows, there is an advance purchase scheme for property purchase to simplify the process for property owners in the safeguarded area. There is also a voluntary purchase scheme to allow home owners outside the area to have their homes purchased. I am very happy to discuss with her and others how we can ensure that the scheme works properly for people.

Commons Chamber2. What discussions she has had with her ministerial colleagues on inward investment in Wales.
I am keen to attract more inward investment to Wales, as that is crucial to the recovery of the Welsh economy. I am working closely with ministerial colleagues, the Welsh Government and business to create an environment where companies choose to come to invest. One of our best adverts for Wales is our fantastic Welsh rugby team, and we all wish them well for their game at the weekend. They are a powerful advert for inward investment in Wales.
Inward investment can be materially helped through enterprise zones. Does my right hon. Friend therefore regret the Welsh Administration’s delay of six months in making a decision on enterprise zones?
My hon. Friend is right, and echoes what I have said on many occasions. I work as closely as I can with the Welsh Government and I encouraged them to introduce enterprise zones, but we had six months of wasted opportunities. There is every indication that the enterprise zones might look similar to those that have been announced across the border in England. Two tranches have been announced in England and just the one in Wales, but I am delighted that the Welsh Government have finally announced enterprise zones for Welsh businesses.
The Secretary of State is right to mention the Welsh rugby team and the way that it can highlight Wales. When the Prime Minister of the United Kingdom comes in and sits next to her later, for Prime Minister’s questions, will she ask him to put the Welsh flag up over No. 10 Downing street this weekend, as he did with the cross of St George for the England football team during the World cup? [Interruption.]
Order. Hon. Members wish to hear the Secretary of State’s reply to this probing question.
I can heartily endorse that recommendation. Whether the powers that be will be able to fly that flag I do not know, so I cannot give him that guarantee, but it will be flying proudly above Gwydyr house.
When I meet businesses in Wales, I am always impressed by the resilience they are showing during these difficult times. One issue that they always raise with me is that of business rates. What discussions has the Secretary of State had with the Assembly to build on the excellent work that local authorities are doing to reduce the burden of business rates to companies that wish to expand?
As the hon. Gentleman knows, that is a matter for the Welsh Government, but I think the Welsh Government must carefully consider the conditions on the other side of the border in England, and ensure that inward investing companies and other companies in Wales are not disadvantaged in terms of taxation or non-tariff barriers. I encourage the hon. Gentleman to make his representations to the Welsh Government himself; I am sure that they will be interested in what he has to say.
As the Secretary of State will be aware, at least two coal mines in south Wales, Aberpergwm and Unity, have been in receipt of inward investment that is growing their employment and output. May I thank both mines for voluntarily helping to resource the rescue and investigation work following the terrible tragedy at the Gleision mine in the Swansea valley that caused the death of four experienced colliers, my constituents Charles Breslin, Philip Hill, Garry Jenkins and David Powell? May I also thank the Secretary of State for her support over this tragedy, which has included ensuring that the Government have agreed to provide the 25% uplift—equivalent to the charitable gift aid that could have been claimable—to the total raised by the Swansea Valley miners appeal fund, which is now rising towards £400,000, which shows an extraordinary and heartfelt public response? May I also thank the mines rescue service, the principal inspector of mines and the South Wales police for their dedicated and at times heroic work at Gleision?
Like the right hon. Gentleman, I pay tribute to those who so valiantly led the rescue efforts in the immediate aftermath of last month’s tragedy at the Gleision mine, and I pay tribute to the right hon. Gentleman for his work in his constituency. He and I saw those efforts at first hand, and I know the impact that that event will have had on his local community. As the shadow Secretary of State says, I have agreed that the Government will contribute to the Swansea Valley miners appeal fund to cover the amount that the fund would have been able to claim back as gift aid while its application for charitable status was being processed. I am pleased to say that charitable status has now been secured, and we in the Wales Office are working with the fund organisers on the details of the Government payment.
I am grateful to the Secretary of State for that. I believe that there are a number of important lessons from the Gleision tragedy for the future of mines safety and rescue. Will she therefore ensure that the Government delays the report of Professor Lofstedt, due by the end of this month, on regulations covering mining, among other sectors, so that account can be taken of a submission that I plan for her and her Cabinet colleagues?
I understand that Professor Lofstedt is conducting an independent review of the overall regulatory framework covering health and safety legislation and its effectiveness. He issued a call for evidence in May and is now in the process of writing up his report. As this is an independent review, it would not be appropriate for my right hon. Friend the Minister with responsibility for employment or the Government to intervene in the timing of the report. However, I am sure that any lessons that can be learned from the investigation into the tragic events at the Gleision mine will be incorporated into any recommendations from Professor Lofstedt’s report that are taken forward by the Health and Safety Executive. I look forward to receiving the right hon. Gentleman’s submission on this subject.
4. What recent discussions she has had with her ministerial colleagues and others on job creation in the private sector in Wales.
I have regular discussions with ministerial colleagues and other interested parties on ways in which we can stimulate job creation in the private sector in Wales. We must create an environment in which the private sector can grow and prosper in order for businesses to create much-needed jobs in Wales, and we will continue to work with the Welsh Government to achieve that aim.
I thank the Secretary of State for that answer. Will she look at the Bristol channel and the Severn, where there is the second highest rise and fall in tide in the world? A great deal of power could be produced there and a great number of jobs could be created to harness that power through tidal pools. May I ask her what we are doing about that?
I think my hon. Friend knows that we have looked at this, and we do not intend to review the Severn tidal power situation before 2015—but it would be irresponsible to rule out such an important source of renewable energy for ever, as circumstances are likely to change down the line. As I have said before, to the shadow Secretary of State for Wales, if private funding for this project comes forward, we will consider it particularly seriously.
As my right hon. Friend will know, under the previous Government there was far too much onerous employment legislation, much of which served simply as a brake on the growth of small and medium-sized enterprises both in Wales and throughout the United Kingdom. Does she therefore welcome, as I do, the fact that the Government will be doubling the period to qualify to go to an unfair dismissal tribunal, and that fees will also be charged thereafter to stop—
I think my hon. Friend knows that we are trying very hard to create the right conditions to encourage private sector growth, and particularly to make life easier for SMEs. He will know that we are also exempting them from audit requirements that will save SMEs in the UK up to £200 million a year. It is particularly important that we are exempting micro-businesses and start-ups from new domestic regulation until 2014. The point that he has raised is just another way in which we are trying to help private business to grow in the UK.
A Sheffield Hallam university report published over the summer estimated that 30,000 people in Wales could lose their incapacity benefit as a result of the Government’s welfare changes, and could therefore be looking for work. How optimistic is the Secretary of State that the private sector will be able to create that level of employment?
The hon. Lady makes a valid point. I know that the labour market statistics today have not brought good news, but I am pleased to report that there are 90,000 vacancies across the UK at the moment, including 12,638 in Wales. With the excellent job that is being carried out by Working Links and Jobcentre Plus, there are going to be many opportunities for people to find their way into work.
This morning we have seen a shocking increase in unemployment, with 16,000 more people in Wales desperate to find work—a massive 13.5% increase over the past three months—as a direct result of this Government’s policies. Given this huge rise in unemployment, plus the squeeze on household incomes in Wales as a result of the Government’s increase in VAT, the reduction in the real purchasing power of pensions and the cruel slashing of the winter fuel allowance at a time of rocketing energy and food prices, can the Secretary of State explain how her Government’s policies will stimulate consumer demand in Wales and get growth going? How on earth will they stem the spate of high street shop closures and put some sparkle back into—
I think we have got the thrust of it; we are grateful to the hon. Lady.
May I extend a warm welcome to the hon. Lady, who is now on the Front Bench? She and I have had many conversations, and I wish her well. I am sure that she will complement the right hon. Member for Neath (Mr Hain) in her new role, and the Under-Secretary and I would like to extend our good wishes to her.
I take no joy from the figures this morning, but I do take joy from the fact that we have announced sector-based work academies. I hope that the hon. Lady will use her good offices with her party, and explain why the Labour party and the Welsh Government are cutting the enterprise budget, rather than using the money to freeze council tax in Wales, as it is being frozen in England.
5. What assessment she has made of the effects of the Government’s economic policy on employment levels in Wales.
6. What recent discussions she has had on promoting economic growth in Wales.
I have regular discussions with ministerial colleagues, the Welsh Government and other organisations on promoting economic growth in Wales. My business advisory group is meeting for the fourth time later this month. We discuss a wide range of issues affecting the Welsh economy, and that is fed into the Prime Minister’s own business advisory group.
I thank my right hon. Friend for that answer. Does she agree that as well as exempting small businesses in Wales and the rest of the UK from domestic regulation, the Government must continue their radical approach to reducing red tape and regulation from Brussels?
I agree with my hon. Friend. It is extremely important in this day and age, when we are up against such huge economic barriers, that we ensure that it is easy for businesses to start up and thrive in the UK, so that the UK becomes the best place to do business.
Will the Secretary of State update the House on how the Wales Office is supporting economic growth in the newly announced enterprise zones, and will she meet representatives of my council, possible employers and me to talk about that? In Blaenau Gwent in the past 12 months, unemployment has gone up by a shocking 11.7%.
I need to remind the hon. Gentleman that the enterprise zones in Wales are a devolved matter that falls to the Welsh Government. I would ask him to make his representations, as I did on his behalf and on behalf of many other Members of the House, to the Minister for Business, Enterprise, Technology and Science in Wales. Let me tell the hon. Gentleman what we are doing. We are increasing capital spending on roads and railways, creating a superfast broadband network, and cutting corporation tax and regulation. We are doing an awful lot to support businesses, and I want the Welsh Government to rise to the challenge, too. [Interruption.]
Order. There are far too many noisy private conversations taking place in the Chamber. I want to hear both the questions and the answers.
10. What recent representations she has received on the proposed Calman-style commission for Wales; and if she will make a statement.
Yesterday I announced in a written ministerial statement to the House the terms of reference and membership of the commission on devolution in Wales, the Silk commission. The commission will review the present financial and constitutional arrangements in Wales. It will look first at the financial accountability of the National Assembly for Wales and the Welsh Government and will aim to report in the autumn of next year. Following that, the commission will examine the current constitutional arrangements and will report in 2013.
Mrs Bone, I am sure, is absolutely right when she says that the economy of this country was left in a complete mess by that lot over there on the Opposition Benches—but my hon. Friend has asked a fairly complex question about the Barnett formula. The Barnett formula is not being examined by the Silk commission; it is the subject of bilateral communications involving the Treasury and the devolved Administration Governments, because it is a matter that concerns the whole of the UK. The Silk commission is focused on matters affecting Wales directly.
I very much welcome yesterday’s announcement on the commission on devolution in Wales. That was a commitment of the coalition Government in Wales. Why are the Holtham recommendations specifically not being considered by the commission? If all those recommendations are going to be dismissed there will be difficulty in ensuring cross-party support, which is very important for the commission.
I thank the right hon. Gentleman for giving me the opportunity to correct him, because I think he has misunderstood the terms of reference, which were agreed across all four parties. I am delighted to see his party taking part in the work of the Silk commission. What the Silk commission will be looking at is the second part of the Holtham report, which I know the First Minister is not keen on because it is about taxation powers. What is excluded is merely the Barnett formula and something called the “Holtham floor”, which is part of the subject of the bilateral communications. May I reassure the right hon. Gentleman that I want to move forward, if I can, on the basis of consensus? I am delighted that his party has worked with me on the commission so far.
The right hon. Gentleman has enough experience of legislation in this House to know that that is not something I can commit to, but let me tell him that the report will come in two parts. The first report will, we hope, come at the end of 2012, and the later report on the shape of powers between the UK Government and the Welsh Government will come towards the end of 2013. I will bear in mind what he has said.

Commons Chamber8. What recent discussions she has had with the First Minister on the proposed referendum on law-making powers of the National Assembly for Wales.
May I also echo the words of my hon. Friend in recognising the tremendous work that the right hon. Lord Walker of Worcester did in this House as one of my predecessors as Secretary of State for Wales from 1987 to 1990? I am sure that all our thoughts are with his family at this sad time.
I have had regular discussions with the First Minister on the proposed referendum on the law-making powers of the National Assembly for Wales.
Given that so few people in Wales actively voted for the National Assembly in the first place, will my right hon. Friend consider having a turnout threshold for any referendum on whether to give the Assembly more powers so that at least a respectable number of people vote before we make any constitutional changes?
I do not know whether my hon. Friend is aware of it, but there was a threshold of 40% for the previous referendum. I am afraid to tell the House, however, that I am bound by the Government of Wales Act 2006, in accordance with which there is no threshold, but a simple majority. It is therefore important, I believe, that the electorate in Wales uses its right to vote on an important issue. I hope that when the referendum is run, they will turn out in numbers.
What progress has the Secretary of State made on the question for the referendum?
No work was done in the Department on the question prior to the general election. I am pleased to tell the House, however, that the project board has produced a question and a preceding statement for the referendum on law-making powers for the National Assembly for Wales, and I am sending it today to the Electoral Commission for the 10 weeks that it needs to carry out its work in proving that question. In the short time I have been in the office, I think I have achieved more than my predecessor did in the time from 17 February, when notice was given to him that a referendum was required.
May I congratulate the right hon. Lady on her new job? Despite what the London commentariat say, it is a very important job indeed. She will know that, during any referendum, the question of Members of Parliament from Wales will be an issue. Will she confirm that she agrees with her previous statement that there should be 40 Welsh MPs?
I thank the right hon. Gentleman for his warm welcome. When I dealt with him from the other side of the Dispatch Box, I always found that his courtesy was unfailing. He refers to the potential boundary changes and the reduction of the number of MPs—I am sure that no one outside the House will be arguing for more highly paid politicians. However, I take very seriously the representation of Wales in the House, and nothing will be done in reducing the number of MPs that will disproportionately affect the share of voice that Wales has in the House and at Government levels.
Would the Secretary of State like to campaign for a yes vote in the referendum, or will she consult the electorate of Buckinghamshire first?
I am very proud to be the first woman to occupy the position of Secretary of State for Wales, and I was born and brought up in Wales. It is singularly important that the people of Wales decide on the referendum and the outcome, and I will campaign for neither a no vote nor a yes vote. I and my Minister will remain neutral, which is the proper thing to do. The hon. Lady needs to familiarise herself with her own party, as I believe that there are split views in the Labour party as well.
The Secretary of State will be aware that some of us on these Benches will campaign with great enthusiasm for the referendum, and were disappointed that the referendum that we hoped for in October did not come about. Does she think the fact that it did not occur reflects on the inactivity of the previous Government? Furthermore, in welcoming her news about the question, may I ask whether the Government will make a speedy commitment to a referendum in the spring of next year?
I thank my hon. Friend for that question. As we said in the coalition agreement, and as I said before the election, I am determined to allow the people of Wales to decide in a referendum. It is only polite to accede to the request of the Assembly, which, after all, voted unanimously for a referendum, and I am sad that the previous Secretary of State commenced no work on the question and confined himself to work on the order that we will eventually lay before the House. I am pleased to confirm that I am sending the preamble and question to the Electoral Commission.
May I just gently ask the Secretary of State to face the House rather than having her back to the Chair? That would be very helpful.
May I join in the commiserations to Lord Walker’s family on his death?
May I congratulate the right hon. Lady, especially on being the first woman Secretary of State for Wales? However, as accounts given to the media have traduced the truth, I must ask whether she is aware that as Secretary of State, on Monday 10 May, in the Wales Office, I specifically asked and received an assurance from senior officials that work I had put in train months before would have enabled a referendum to be staged this October. Before she answers, may I remind her that whatever she has been saying to the media, she must not mislead this House, especially as she will not have seen the official papers detailing my preparations for the referendum?
I thank the shadow Secretary of State for his welcome. I cannot comment on the advice received by the former Administration; however, I do have access to documents that have indicated to me that no work was done on the question before the general election. If the right hon. Gentleman wishes to have a discussion with me about the matter, he is quite able to do so, but no work was done by the Department. The only work carried out was on the order that was to be laid before the House. This was the first question that I asked when I walked into the Department.
3. What recent discussions she has had with the Chancellor of the Exchequer on the findings of the Independent Commission on Funding and Finance for Wales.
4. What discussions she has had with the Secretary of State for Defence on marking Armed Forces day in Wales in 2010.
Let me begin by paying tribute to the brave Welsh men and women serving in our armed forces throughout the world, particularly in Afghanistan. They are doing a very difficult job, and I am sure that all Members present will join me in thanking them for their bravery and dedication.
I am delighted to be attending the national Armed Forces day event in Cardiff this Saturday, along with my right hon. Friend the Secretary of State for Defence, His Royal Highness the Prince of Wales and the Duchess of Cornwall. My hon. Friend the Minister will also be attending the north Wales event in Caernarfon in July.
The Secretary of State will know that the whole country is looking forward to Armed Forces day. Last week we were delighted when the Prime Minister and the President of France met veterans at Royal hospital Chelsea, in my constituency. Can the Secretary of State tell us what specific proposals there are to involve veterans in the ceremonies in Cardiff on Saturday?
We should be very proud that Cardiff was chosen for this year’s Armed Forces day celebration. On Monday, when I attended the ceremonial Armed Forces day flag-raising event at Cardiff castle, I was privileged to have several conversations with some of our veterans who were present, representing veterans from all over the United Kingdom. I understand that they will play a prominent part in the ceremonies on Saturday.
May I ask the Secretary of State to reflect on the impact of yesterday’s Budget on us in Wales, and in particular on public sector workers? Already 250 jobs have left my constituency. How many public sector jobs does the Secretary of State expect us to lose during the current Parliament?
Well, I thank the hon. Gentleman for that question, but I find it hard to make a linkage to—
I am sure it will not be beyond the ingenuity of the Secretary of State somehow to respond in order, although I accept that this is a testing one.
I am not sure how I will make that linkage to Armed Forces day, but I would say that for those who are low paid in the public sector I was delighted to see that the Chancellor had chosen not to freeze their pay for two years and to give them an increase of £250 in each year, which I am sure the hon. Gentleman would welcome. I also welcome that our Prime Minister went to Afghanistan and announced the doubling of the pay for our brave soldiers when they are serving on our behalf overseas.
Does my right hon. Friend agree that one of the best tributes we could pay to the armed forces would be to offer them the best training—world-class training—and that the proposed defence technical college for St Athan could well offer that training? What discussions has she had with the Secretary of State for Defence about this project, and about the delays caused by the last Administration?
May I welcome my hon. Friend to his rightful place in the House, representing the Vale of Glamorgan? He knows what a strong supporter I am of the case for the training college at St Athan, and all I can say is that this is yet another example of how the Labour party did not stand up for Welsh interests. Labour did not get on with this project when it had the opportunity to do so when it was in government. May I also remind my hon. Friend that planning permission for this project was granted by a Conservative-led local authority back in 2009?
6. What recent discussions she has had with the Prime Minister on the representation of the interests of Wales in Cabinet Committees.
I have regular discussions with the Prime Minister and Cabinet colleagues on a range of issues affecting Wales.
May I add my congratulations to the right hon. Member for Chesham and Amersham (Mrs Gillan) and her ministerial colleague on their elevation to the Government Front Bench, but will she confirm that the previous Secretary of State sat on as many as a dozen Cabinet Committees and his ministerial colleague sat on up to a dozen as well, and in the light of that—and of the delay in the referendum date, as well as the appointment of a lovable rogue whom I like very much indeed but is an arch devo-sceptic as Chairman of the Select Committee on Welsh Affairs, and the attack on Welsh MPs—will she tell us why this is not telling the Welsh that they—
Oh dear me. I think the hon. Gentleman needs to catch up with the procedures of the House because I believe Select Committee Chairmen are now elected. That has nothing to do with the Government. Perhaps if the hon. Gentleman had spent less time sitting on Committees he would know about the changes that were made in the House. I must remind him that what impresses the electorate is not the number of Committees a Member sits on, but what they do for Wales. We have already done more for Wales in the five weeks we have been in office than the previous Administration did over 13 years. The hon. Gentleman might also like to note that we have reduced the number of the Committees that he sat on in his ministerial capacity to 11. It is better to have a small set of fully functioning Committees where relevant people continually discuss related issues than for Members to be able to boast that they are sitting on a lot of Committees.
May I also give a warm welcome to the Secretary of State for Wales and say, as somebody who might well be chairing a Committee, that I am sure that the vast majority of people in Wales will want us out and about in Wales trying to put right the problems that the Labour party created rather than sitting around in Committee Rooms?
May I congratulate my hon. Friend on securing his new position on the Welsh Affairs Committee? I wish him well, and I hope he will bring education about devolution to this House, because I remember reading the last Select Committee report, which said that it was disappointing that, even after 13 years of the previous Administration, the Welsh Affairs Committee had found that
“Whitehall has not fully engaged with the complex nature of the devolution settlements.”
The ignorance of devolution arose under the last Government, and I hope my hon. Friend will, through the good offices of his Select Committee, put that right.
I congratulate the right hon. Lady on her appointment as the Secretary of State for Wales. As my right hon. Friend the Member for Neath (Mr Hain) has said, she is the first woman Secretary of State for Wales. However, she follows a time-honoured tradition of Conservative Welsh Secretaries who represent English constituencies. She represents Amersham and Chesham, or is it Chesham and Amersham? Anyhow, it is somewhere in Buckinghamshire. Could the Governor-General, or should I say the Secretary of State for Wales, tell me how many times she has visited Wales since her appointment?
I do not know whether I should welcome the hon. Gentleman’s remarks or just feel sorry for him. I have lost count of the number of times I have been in Wales since I was appointed, but I think it is about nine or 10 already. If that is the best he can do for a question—to ask how many times I have been on a train—when we are facing such economic troubles in this country, then I do feel sorry for him, which was my first emotion.

9. What recent discussions she has had with the Secretary of State for Defence on the proposed defence technical college at St Athan.
This proposal is being considered as part of the strategic defence and security review, which was debated in the House on Monday. The review is due to be completed by October and I will ensure that the Secretary of State for Defence is made fully aware of the importance of our armed forces to Wales.
I do not feel sorry for the right hon. Lady; I welcome her wholeheartedly to her post. However, she gave a rather partisan answer to the earlier question about the defence technical college in St Athan, and I urge her to recognise that this issue has involved a cross-party alliance in Wales. All the political parties in Wales have been supporting it, so will she meet a cross-party group of MPs so that they may put the arguments strongly? This is about protecting our armed forces, particularly the soldiers from Wales, who deserve the best training they can possibly get.
I congratulate the hon. Gentleman on having raised this matter not once but three times in the past week or so. I have read the replies to him from both the Secretary of State for Defence and the Prime Minister. The Prime Minister said:
“Everyone who has spent time in south Wales with the military knows that there is an incredibly strong case for the St Athan defence training establishment.”—[Official Report, 2 June 2010; Vol. 510, c. 430.]
I would be delighted to meet a cross-party group to discuss the future of St Athan. The hon. Gentleman will know that it was one of the first things that I signed up to when I was appointed as shadow Secretary of State for Wales. I will not demur from that support.
