I whole-heartedly support what the Secretary of State said today. Does she agree that degrees should provide value for money and lead to better employment prospects and career development, as thankfully happened with my studying politics at Nottingham Trent University, not just a certificate and a debt, as developed under the previous Labour Administration who introduced fees and then did their best to devalue them?

My hon. Friend is right. Labour has flip-flopped on fees, with several different policies in that area. We are fully committed to building up our university higher education sector and we continue to do that. It is admired across the world, but it is most important that every degree is a quality degree that leads to good outcomes.

Q Good morning, everyone. One thing that might be introduced as part of this new credit-based method is the move away from the academic year to the course year. A number of advantages have been outlined, but do you foresee that there could be any problems with it?

Alun Francis: I think all these things will take a little getting used to. The FE sector, certainly, is a very flexible, agile sector, and I think people will get used to it. The more important questions will be about the standardisation of the credits, which Ellen has already talked about, so that learners know what they are getting and paying for. That needs to be absolutely transparent.

It is also important to say that in these technical areas there is a big difference between what learners pay for here and in a traditional degree, because some degrees are positional goods—they are paying for the credential as much as the content—but in these qualifications they are paying for the content. Learners therefore need to be clear that what they are getting is what it says on the tin. The other aspects, I think, we will just get used to.

Liz Bromley: I think it is going to be tricky. You will all be aware of industrial workforce relations at the moment, and one of the biggest gripes of the University and College Union is about workload. While we in management and leadership roles might say, “This is something that we can work through—we can make it work and we can make it student first,” I think there will be significant resistance from some elements of the workforce, who see the downtime in the summer as part of their right, dare I say.

Yes, technically, it absolutely can be done. Universities in the country are offering multiple entry points during the year and delivering them perfectly effectively, but I think there will have to be a cultural transformation which, given that further education has been reclassified, may well be more of a hill to climb than we might wish.

Ellen Thinnesen: You may be aware that colleges currently submit their data via something called the ILR—the individualised learner record—which is a piece of software that we use across the sector. That software allows us to submit data returns in an academic year. Obviously, with the implementation of credits, and a course year, that would require a change. The college systems will enable that to happen because we are able to adjust the years of start and end dates within our academic year returns.

The consequence of that, around the course year, will be in relation to the greater requirement regarding data management and monitoring, which is quite substantial. There will be hundreds and thousands more entries for students studying on credit-based provision on a college’s ILR data return.

Q Thanks very much; it is good to have you all on the call this morning. Thanks for joining us. This is really aimed at Liz and Alun: how might employer demand be measured in deciding what courses should be initially rolled out under this new system? We will start with you, Liz.

Liz Bromley: I think that employers are learning that they have a much more proactive role to play with the further education sector now, as we have moved towards local skills improvement plans and working with employers to deliver the right qualifications to deliver the skills that they need. I think that that is another conversation as part of this journey.

I am a great supporter of the principles of this Bill in its entirety. Flexibility for the learner, lifelong learning and smaller bites of learning? Absolutely. However, as I think you would expect, I am almost always focused on, “Well, where is this going to be difficult to implement?”

I suppose that my nervousness is about employer engagement. The good employers will see it as a real opportunity to enable their workforce to better themselves educationally, to give them time off to help them do that, and perhaps to co-fund some elements of the module. It will be great. They will work with the colleges and the universities, and it will fly. Where you have less scrupulous employers, I can see this as a really good opportunity to shift the burden of paying for continuing professional development from the employer on to employees, who may wish to better themselves and therefore take out a loan.

Again, it goes back to giving IAG—information, advice and guidance—to the student but also to the employer, to ensure that nobody is exploited and the qualifications that come onstream in the pilot phase will demonstrably have an impact for the employer and for employees who are developing themselves while working and learning.

My hon. Friend is absolutely right about diagnosis. Autism is one of the areas in which need has most risen. We will work with the NHS on new autism diagnostic pathways, as well as increasing the overall number of educational psychologists in the system so that people can get a diagnosis as early as possible. I would be delighted to meet him about his local specialist school.

As another dyspraxic MP in this House, and one whose handwriting closely resembles Guy Fawkes’s confession note, I warmly welcome the Minister’s statement. In Bassetlaw we have some outstanding specialist provision at St Giles School in Retford, as well as many excellent examples of mainstream provision and some very dedicated and hard-working staff, but SEND support for pupils varies across the country. Does the Minister agree that working to equalise that support and ending the postcode lottery is vital to levelling up SEND provision and increasing parental choice?

My hon. Friend is absolutely right. I have seen some areas and schools doing unbelievably brilliant work, and some areas that are not doing so well. We want to reduce that variation and ensure that we use the best possible evidence all the way through the system so that there is much more consistency and choice for parents.

I start by expressing a belief that I hold and that many other Conservative Members hold, which is that education is a necessity, not a luxury. What we have today is all about ideology. It is not a pragmatic approach and it fails to understand how our school education system actually works. To stick VAT on school fees and end charitable status would have a devastating effect on the independent sector. This is very much an attack on aspiration itself.

My experience, like that of my hon. Friend the Member for North Dorset (Simon Hoare), is of going, back in the day, to what one might call a bog standard comprehensive. I became a teacher. I taught in the state system and in independent schools. For a short time, I was also the principal of a small independent school. Many parents were not super-rich people, but they all had something in common: they wanted to give their children the very best opportunities and a better life. Whatever their income and situation in life, that is what parents want for their children. Many parents make huge sacrifices—some working second jobs—to put their children through these schools, and we need to recognise that.

Today seems to be all about money, so let us look at the point that private schools actually save us money. The Daily Mail reported that they add about £16.5 billion to the economy—an alien concept to the anti-growth coalition, as we would call them—and that there are 328,000 jobs in independent education. To put that in context, that is as many as Asda, Sainsbury’s and the Co-op combined. Private schools pay £5.1 billion in tax contributions—enough for about 150,000 nurses, I believe —and save the Treasury about £4.4 billion in state-funded places. Of course, if children were not in independent schools, they would need to go to state schools. We could end up with a situation where we have 90,000 children leaving and having to be accommodated in the state system.

We have two outstanding Outwood academies in Worksop in Bassetlaw, which I represent. We have deprived areas where children are given great opportunities due to our academies programme—something else the Labour party opposed. Both schools are heavily oversubscribed. Outwood Academy Portland is being expanded, which we really welcome, but that is happening without an extra influx of people coming in from the independent sector. Imagine if, all of a sudden, all the extra kids came in from the independent sector. What would happen? It has already been mentioned: we would need to find extra school places. All that would happen is that local children would not be able to find a place in their local school. There would be far more competition for the available places, and we would need to find somewhere for those children as well.

The Opposition motion would benefit nobody. My Labour council’s local plan includes building 12,000 houses, but it does not really have any plans for infrastructure and it does not seem to know how to collect money off developers through the community infrastructure levy. We were already concerned about the impact on school places, even without Labour’s plan. If a Labour Government were to introduce what the Opposition have suggested today, it would put further pressure on people who want an outstanding academy education for their children.

Independent schools do a huge amount for our community. The Independent Schools Council’s “Celebrating Partnerships” report highlights the work of Worksop College, a large independent school in my constituency that does wonderful work with 11 local state schools. It does chemistry roadshows, park runs and all sorts of activities; I praised its work in the House to the former Minister for School Standards, my hon. Friend the Member for Worcester (Mr Walker), who was very kind in his remarks about it.

A report commissioned by the Independent Schools Council suggests that if charitable status were removed, many schools would be able to reclaim VAT on their capital and building works. That would benefit larger and wealthier schools more than small, single-sex junior or all-age day schools, and it would potentially mean the Treasury having to write cheques for millions of pounds. I am sure that that is not the intention behind the motion, but I am afraid that it is a possible consequence.

Approximately 200 private schools with 26,000 pupils could be forced to close, and hard-working parents on lower incomes would be hardest hit. There would be a negative effect on bursaries and scholarships. Independent schools would become the preserve of the super-rich, who would be the only people who could afford to send their children to any of them. The schools, of course, would simply fill their places, where possible, with children whose parents were paying full fees. The damage would be to aspirational parents—the ones who are trying their best and the ones whose children are on bursaries and grants.

I am sure the Opposition believe that private schools are simply for posh people who want to send their children to Hogwarts to train as wizards or whatever, but the reality is that independent schools take all different forms. It is about parental choice. Private schools also sponsor academies, which is a great way of ensuring that all children, whatever their background, get an outstanding education. Improving education for all does not have to come at the expense of others. It should be about aspiration, opportunity and partnership, not the envy, ideology and bitterness that we see on the Opposition Benches.

Today I am providing an update following a consultation undertaken by my Department to consider access to the two-year-old early education entitlement for children from families with no recourse to public funds (NRPF). The purpose of the two-year-old early education entitlement is to provide early education and support to the most disadvantaged two-year-olds in England.

Some families with an irregular immigration status have a NRPF condition designated by the Home Office. This condition restricts these families from drawing on welfare support and other passported Government support, and previously this has meant that their children, regardless of their own circumstances, have been unable to access the early education entitlement for disadvantaged two-year-olds.

The Department announced on 24 March 2022 that we would extend eligibility for free school meals to children from all families with NRPF subject to income thresholds and that we would consult on whether there are any additional groups of children from NRPF families who should be eligible for the two-year-old entitlement that we have not already identified.

I am pleased to confirm the publication of our consultation response on gov.uk. This confirms that the additional groups that have been identified are:

(1) those with a UK ancestry visa

(2) those with temporary protection status under Section 12 of the Nationality and Borders Act; and

(3) those with pre-settled status with no qualifying right to reside.

We have now permanently extended eligibility for the two-year-old early education entitlement to children from all families with NRPF, subject to the income thresholds as follows:

£26,500 for families outside of London with one child.

£34,500 for families within London with one child.

£30,600 for families outside of London with two or more children.

£38,600 for families within London with two or more children.

A maximum capital threshold of £16,000 applies in all areas.

These thresholds were developed to create comparative thresholds with broad equivalence with families with recourse to public funds and who qualify for the early education entitlement due to being in receipt of welfare benefits.

This permanent extension begun on 1 September 2022. We have published guidance to support local authorities in implementing these changes.



This will help to ensure that every child gets the best possible start and receives the right support, in the right place, at the right time.

Of course, Mr Sharma, and may I say what an absolute pleasure it is to serve under your chairmanship? I congratulate the hon. Member for St Helens South and Whiston (Ms Rimmer) on securing this important debate on a subject that she is passionate about. I share that passion and I thank her for bringing her extensive knowledge of local government to the table as well.

I thank our children’s social care workforce: the child and family social workers, our children’s homes teams, our family support workers, and all those with whom they work. I pay tribute to every single person working in children’s social care and striving to offer life-changing support to children and families day in, day out.

I am sure the hon. Member will be pleased to know that I will chair the first interim meeting of the national implementation board tomorrow, bringing together experts to deliver the kind of transformational change that we want to see in children’s social care. I also met Josh MacAlister today to discuss our ambitions, so I am equally keen to progress this as quickly as possible. I hope that I can address the concerns of other hon. Members present; I believe we share a great deal of common ground on a number of issues.

Children’s social care is central to our mission to level up the country and enable all children in the country to make the most of their abilities. I was in Worksop in Nottinghamshire on Monday where I had the opportunity to speak with social workers on the frontline. I want to capture the good news stories that are all too often overshadowed by the tragedies. I saw the excellent services and dedicated professionals that the hon. Member has focused the debate on. I applaud her work on ensuring that we have the opportunity to talk about this vital workforce that we so value and am pleased to be doing so in my first Westminster Hall debate as a Minister, which I hope will not be my last.

As my predecessor, the hon. Member for Colchester (Will Quince), said on World Social Work Day in March, there are few professions that can claim to transform lives as much as child and family social workers. The Government are dedicated to ensuring that there is an excellent child and family social worker for everyone who needs one. That is why there are more child and family social workers than ever before: 32,500 such social workers were employed by local authorities in England in September 2021, which is the most recent data we have at a national level. That is 14% more than in 2017.

We invest over £50 million each year on recruiting and developing child and family social workers to ensure that the workforce continues to have the capacity, skills and knowledge to support and protect vulnerable children. We train an average of 800 new social workers annually through our fast-track programmes Frontline and Step Up To Social Work. The Frontline programme alone plays a fundamental role in our recruitment strategy, with approximately 3,000 new social workers due to graduate and enter the workforce by 2024 since the programme began in 2013. In addition, each year almost 3,000 newly qualified child and family social workers are supported through our assessed and supported year in employment, and around 750 social workers go through one of our leadership development programmes.

I am delighted that just last week we announced our new leadership programme, which will run from this August to July 2024, called social worker leadership pathways. It will provide consistent and high-quality leadership development throughout a social worker’s career. That will run alongside the upon future leaders programme launched in 2020, which gives aspiring and new directors of children’s services the skills they need to thrive in such a challenging and pivotal role. However, I absolutely recognise the challenges that colleagues have described today. I know that local authorities face increasing challenges with their workforce, and I am grateful to everyone who has brought those issues to the fore. As I say, we share a lot of common ground on the issues.

The Government recognised the need for children’s social care reform in our manifesto, as has been rightly stated, and we announced our intention for an independent review of children’s social care. As the review sets out, and as we have heard, social worker recruitment, retention and quality are not consistently at the levels they need to be across the country. Sadly, that inevitably has an impact on the outcomes for our most vulnerable children. That is why, in addition to continued investment in our programmes, we intend to publish our children’s social care reform implementation strategy by the end of this year. As we develop the strategy, it is an absolute priority to work with the sector to ensure there are sufficient numbers of child and family social workers with the skills and knowledge to meet the needs of the families with whom they work. We are currently considering the recommendations from the independent review of children’s social care and the national panel review.

The independent review comes as a package and holds together as such. Is the Minister committing that the Government will accept the package and make the level of investment that the review calls for?

I thank the hon. Member for her question. When we come to the implementation board, those are exactly the things we will discuss and I share the view that there is a lot of good stuff in that report, and I would like to see us do as much as possible. That will obviously come when the board meets, and those are things that we will discuss. I can promise that we will look seriously at all the recommendations that have been made there before making any decision. That is something that certainly want to put across as the Minister. It is a passion that I equally share, and I will do my best to make sure that we have the best reform possible based on the information and resources available to us.

Some of the ideas we are considering in the review include regional staff banks, national pay scales and memorandums of understanding to help to reduce the cost of agency social work, which I agree is a problem and something that needs to be addressed. As my predecessor, my hon. Friend the Member for Colchester set out on the day of publication of the independent review,

“Providing more decisive child protection relies on the knowledge and skills”—[Official Report, 23 May 2022; Vol. 715, c. 33]

of all those in the workforce, and in particular our child and family social workers. That is why we are keen to support the principle of the review’s proposed early career framework.

We intend to set out plans to refocus the support that social workers receive early on, when the Government publish their implementation strategy later this year. The plans will have a particular emphasis on child protection, given the challenging nature of that work. I am particularly delighted to share with the hon. Member for St Helens South and Whiston that yesterday I signed off £250,000 of improvement funding for St Helens and the Liverpool city region. That will go towards a staff bank pilot, with the ultimate aim of reducing the region’s reliance on agencies.

It is not right that social workers feel their work is undervalued and overlooked. It saddens me to think that those working to protect our most vulnerable children are stigmatised in such a way. Unfortunately, the public only hear about social workers when something goes terribly wrong. They do not hear about the hundreds of thousands of cases where children and parents are empowered and supported to create a better life. Those are the stories that we should hear continually, to remind us of the crucial role that social workers play in protecting the lives of vulnerable children.

Importantly, it is because most social workers do their jobs so well that we are able to overlook them in such a way. That is a national scandal, because dedicated social workers are essential to keeping children safe. It is impossible to quantify the number of children’s lives that social workers have saved, the number of families that they have helped or the harm that they have prevented. When children are in need, social workers work hard on their behalf to ensure that they receive the love and care they deserve. When families are in awful situations and children are in danger, social workers help to make things better. When a family is able to stay together, a social worker is behind the scenes helping to make that happen. Throughout the pandemic, social workers have continued to meet families in person, helping to turn lives around. That is why the Government have invested heavily in training and support for child and family social workers, and will continue to do so.

The quality of a work environment is key to recruitment and retention, including effective professional supervision, wider support and case work levels. Our programme seeks to address a number of those points directly. We are supporting the recruitment of social workers through our investment in initial education and our fast-track programmes. Our investment in continued professional development programmes has a leadership focus, precisely because there is such a strong relationship between leadership, retention and quality.

There is great practice out there, with local authorities driving down agency rates and stabilising their workforces. We see the fruits of everyone’s labour in the number of child and family social workers increasing every year, up 14% from the number in 2017 to 32,500 in 2021. Average case load numbers have fallen from 17.8% in 2017 to 16.3% in 2021, something that we continue to build on.

We recognise that that may not be the picture that some local authorities are seeing on the ground. We are working closely with local authorities, using central programmes and funding to respond to their needs. Informed by the recommendations in “The Independent Review of Children’s Social Care” and the national panel review, we are aiming to stabilise and strengthen children’s social care as we transition out of the pandemic. We want the best possible outcomes for children and young people and to provide a strong foundation for longer term reform.

In addition to our £50 million investment every year in social worker initial education and professional development programmes, the Government have set up a brand-new regulator just for social workers. It is called Social Work England and has been running since 2019. Social Work England’s role as a specialist regulator for social workers is a fundamental part of our reforms to improve the quality of social work practice. Social Work England ensures that people who have a social worker receive the best possible support whenever they might need it in life. Its regulatory framework allows the organisation to adapt to emerging opportunities, challenges and best practice.

We introduced clear post-qualifying standards in 2017 to strengthen the social care system and improve social work practice and safeguarding across the country. They set out the knowledge and skills expected of child and family social workers. We remain committed to assessment and accreditation as key elements of improving children’s social care. We also continue to engage and collaborate with stakeholders and subject experts as we develop the long-term future of post-qualification training and development for child and family social workers.

This year, local authorities have access to more than £54 billion in core spending power to deliver their services, including those for children and young people. That is £3.7 billion more than in 2021-22. It is right that councils should be able to make spending decisions based on their local needs.

The Conservative-led Local Government Association has recently published figures about the funding pressure. Of course, that was based on a settlement, with inflation around 2%. We are looking at a shortfall of around £3.4 billion for local government, and 60% of local council finances and budgets go on social care. The system is broken; the current situation is not sustainable.

I thank the hon. Member for his point, and I agree there are considerable pressures on local authorities. The hon. Member for St Helens South and Whiston mentioned agency rates earlier, and the spiralling cost of those. What the Government believe—and I have spoken with the LGA about this—is that the early intervention in some of the things that we are looking at putting in place, and this implementation, will help us to cut some of those costs. I fully recognise that there are significant challenges at the moment, but I hope that what we are doing will drive down some of those costs for local authorities and allow us to provide them with the support that I accept local authorities certainly need.

On a similar theme, there has been a real increase in demand for services. Many of the figures the Minister gave predate the pandemic, and after the pandemic we have seen a real spike in demand for children’s services. How is the Minister compensating that with the investment in local authorities?

Coming out of the pandemic, we face significant challenges in the workforce across the country, not just in the social care sector. Regarding funding, as I said, that is why the implementation board will be so important, because these are the things that we really need to focus on. I can assure the hon. Member that this is something that I do take seriously, and we will look at the points she raised as part of this review.

I am enormously grateful for the time we have had today, and to the hon. Member for St Helens South and Whiston for bringing this debate. This is a subject I share a passion for, and I hope the steps we have taken underline the importance of this and our commitment to getting this implementation done. I hope the pace at which we move towards that goal reflects the importance of the issue.

The hon. Gentleman is absolutely right to say that the success rate at tribunals is symptomatic of a system that is failing, which is why this Green Paper is long overdue, as I said earlier. We are keeping a close eye on school budgets, because energy prices are volatile and transport costs are going up because of energy costs. Energy costs are about 1.4% or 1.5% of the budget—the big spend is obviously on wages—but nevertheless, if energy costs are going up by 100%, that will put on additional pressure, so I will keep that closely under review and ensure that we work with the schools system. We have the £7 billion funding, of which £4 billion is front-loaded for this year and next, but I assure him that I will keep a close eye on this.

As another dyspraxic Member of Parliament, I wholeheartedly thank the Secretary of State for his excellent Green Paper today. My constituency has many excellent mainstream schools, and also specialist schools such as St Giles in Retford. When parents choose a school for their children, they generally look not only at reviews from other parents but at the Ofsted reports. Can my right hon. Friend assure us that Ofsted will continue to play that key role in transparently assessing the performance of our schools, including SEND provision, so that parents can make an informed choice on what is right for them and their children?

My hon. Friend is a great champion of those who have dyspraxia, and he has real in-depth knowledge of the sector, as was discussed yesterday in the statement on the schools White Paper. He is right to say that Ofsted will continue, and from early years, all children will be taught a broad ambitious knowledge-rich curriculum and also have access to high-quality extracurricular activities. A school cannot be outstanding unless it is outstanding in its SEND provision as well.

I am grateful for my hon. Friend’s question. He will, I hope, see in the annex to the White Paper the evidence that strong, high performing multi-academy trusts really do deliver the best outcomes. That is my vision for the whole country.

The parent pledge, yes, is about children who fall behind in English language and maths, but teachers who I have seen in those high performing multi-academy trusts also look at other subjects as well as pastoral care and curriculum work. That makes the difference.

I thank the Secretary of State for his excellent statement today. I also endorse the words of my right hon. Friend the Chair of the Education Committee on the importance of oracy skills in schools; I went to see an excellent initiative in Serlby Park Academy in Bircotes, in my constituency.

The Government have a commitment to getting 90% of primary school children up to reading, writing and maths standards by 2030. Does my right hon. Friend agree that driving up those standards in primary schools improves outcomes not only at that stage, but throughout a child’s and young person’s entire educational journey and beyond?

Absolutely, and I thank my hon. Friend for that point. It is precisely the motivation behind the amendment, which we will get the opportunity to vote on. I think his point is incredibly important. Many young people in cities such as Birmingham look at the future and find that jobs are very thin on the ground. Even thinner on the ground are careers, rather than jobs. I am talking about opportunities to develop skills and get involved in a long-term career, as opposed to a casual job where they go to work, come home and are still living in poverty. That is why skills are so important, and why this investment is so important.

I thank the hon. Gentleman for being so generous with his time. To go back to a point that has been made in previous interventions, does he recognise that although getting younger people into employment will always be an issue, the fact that this country’s rates are so low compared with those of many of our neighbours on the continent, such as Spain and Italy, represents a roaring success story?

I think the hon. Gentleman will find that funding levels are considerably higher than they were in 2010. We were also delighted to deliver real growth in funding over that period, which many of us have long campaigned for.

The Government are committed to cross-sector partnerships across England. We are aware of the partnership in Bassetlaw between Worksop College, an independent school, and 11 local state schools. We continue to work constructively with them to encourage more schools to engage with such partnership working.

I thank the Minister for his answer. He mentioned Worksop College, an independent school in my constituency, which offers chemistry roadshows for local state primary schools, hosts a weekly parkrun for local junior school pupils and does a lot of other community work. Does he agree that such independent/state school partnerships can be a key part of educational recovery? Does he welcome the forthcoming “Celebrating Partnerships” report from the Independent Schools Council, and will he therefore encourage all schools to get involved in cross-sector partnerships?

The short answer is that I will, and I welcome another question from another former teacher on the Conservative Benches. Such partnerships can form a key part of economic recovery, and I welcome the forthcoming “Celebrating Partnerships” report. I am very pleased to note that my noble Friend Baroness Barran has written the foreword for that important publication.
