As I was watching this debate, sitting in this beautiful Chamber, I was thinking of my constituency of Harlow. Not so long ago, I was campaigning outside a Lidl supermarket, which I did regularly, handing out leaflets. One time—this is genuinely a true story—a lady came up to me and said that my leaflet had come through her letterbox that very morning. She said how handsome I looked, but followed that up by saying, “You look bloody awful in real life.” I tell that story not just because it is true, but because, however wonderful this place is and however incredible it is to be an MP, our constituents, especially in a place like Harlow, bring us back down to Earth with a bump.

That is very good for us, because we go back to our constituencies and do our community days every Friday and Saturday, and often on Sundays, and our constituents tell us what is going on. Almost every Saturday, I go to a wonderful sandwich café serving incredible coffee in the centre of the town, and my goodness, the constituents in that café tell me what is what. They tell me what is really going on, whether it is someone whose child cannot get special educational needs support or somebody who cannot get a house, or whatever it may be.

I was driving through Harlow one day, and to my shock, I suddenly saw my right hon. Friend sitting by the dual carriageway under a bloody great big sign reading “Vote Halfon”. You could not miss him, and I thought, “My God, there’s someone who knows how to campaign.”

I thank my right hon. Friend—my truly honourable Friend—for his intervention. It is true; it is going to be a strange election. I have done six from 2001 onwards, including in 2005 when I lost by 97 votes, and at every single election I have stood by the roadside with a massive sign, usually “Please cut fuel duty”, from 6.30 am to 9 am or from 4 pm to 7 pm, waving at all the cars. One time, there was a van that used to pass every day, and they used to scream obscenities at me. They even brought an inflatable “up yours” sign to wave at me, and a few days before polling day, they threw a mild water bomb at me—just a balloon; it was fine. On the last day, on polling day, with this having gone on for almost six weeks, they got out of the van. I was thinking, “Oh my goodness, what are they going to do to me?” They slapped me on the back and said, “Good on you, mate. We’re voting Conservative.”

As I have said, Parliament is an incredible place. An Essex MP came to my school, although I was brought up in north London, and said that the Houses of Parliament had over 1,000 rooms. I demanded to go and see those 1,000 rooms—I had to see every single one of them—and I came here on a tour, but sadly I did not see all 1,000 rooms. To this very day, I still have not seen all 1,000 rooms, but I decided on that day, at 10 years old, that I would be a Member of Parliament, because I thought this Parliament was so beautiful. I thought Central Lobby was so incredible. I loved history, and every single one of us in Parliament is part of living history.

I wanted to be in Parliament for another reason. Although I very rarely talked about it, because I did not want to be known as a disabled MP, when I was a child I could not walk. I used to walk on tiptoe—perhaps I should have gone into ballet at Covent Garden—and I was told that I would never be able to walk. I was told that I should go to a special school; the doctors wrote to my father saying so, and I remember seeing the letters, even at a young age. Then my father found this incredible professor at Great Ormond Street Hospital who understood what was going on, and I had operations throughout my childhood, right through to adult life.

What is being an MP about? It is about giving public service, looking after your constituents and serving the public. Professor Lloyd-Roberts at Great Ormond Street Hospital, the person who started it off, was the man who changed my life, and I felt that being an MP was my chance to help change other people’s lives for the better. I should say that I was in another hospital and then moved to a nursing home, and none other than Nadine Dorries, the former MP for Mid Bedfordshire, was a nurse while I was in that hospital—so she tells me, and I think I sort of remember it. She is perhaps the only MP who has seen me in my birthday suit—less “The Plot”, more the pot, as it might be.

As an MP, you do things for your constituency and you also champion causes, and as my right hon. Friend the Member for Wyre and Preston North (Mr Wallace) said, you sometimes have a chance to govern. When I came in, I wanted to do three things: the first was to build an even better Harlow, and the second was to champion the cost of living. We think a lot about the cost of living now, but the cost of living in constituencies such as mine has always been tough. I have constituents where often, one partner works in the day and the other works in the evening, and people say to me, “We work for 48 hours and still find it hard to keep our heads above water.”

I started the fuel duty campaign because my local McDonald’s had started charging for parking if people stayed beyond a certain time. I asked the franchise owner why he was doing this, and he said, “People are parking overnight because they can’t afford to drive back home.” People were parking overnight and sleeping in their car because they could not afford the cost of fuel, which I realised was the central issue. It was also why, as a Conservative, I campaigned for the living wage. I was proud to attend Cabinet when George Osborne, the then Chancellor, announced it.

I was also proud to be George Osborne’s Parliamentary Private Secretary. PPSs are usually known as “bag carriers” but, because of my legs, the Chancellor sometimes helped me to carry my briefcase, so I think I was the first PPS in history whose bag was carried by the Secretary of State, rather than the other way around.

The other most important issue to me has been championing apprenticeships and skills. Way back in 2008, when I was a parliamentary candidate, I went into a building in my constituency and met some young kids who were being looked after by the Prince’s Trust, which is an amazing organisation that I love with every fibre of my body, and Catch22. They talked about apprenticeships, and about wanting to do skills, but there were no offerings for them. These kids were from very disadvantaged backgrounds, and I said to myself on that day that, if I were elected to Parliament, I would champion apprenticeships and skills. My first speech in the House of Commons was about trying to get more schools to encourage their children, pupils and students to do apprenticeships, as well as go to university, by transforming careers advice in our schools so that people understand the apprenticeship offering.

I am very proud of what this Government have done. We often talk about successes in education and reading, but I am very proud of what this Government have done on skills. I believe that history will show huge apprenticeship reforms. People can now do an apprenticeship in everything from aeronautics to zoology.

Degree apprenticeships were introduced by my right hon. Friend the Member for West Suffolk (Matt Hancock), and there have now been more than 200,000 degree apprentices. People can take one in every subject, and they are now regarded with prestige. Our T-levels are prestigious vocational qualifications. We have more than 20 institutes of technology teaching prestigious tertiary education. I love Harlow College, which I have visited more than 110 times since becoming a Member of Parliament, because the college, the staff and students have taught me everything I know. They helped me along the way when I was championing apprentices.

I was twice the Minister for Skills, Apprenticeships and, latterly, Higher Education, for which I am hugely grateful to the Prime Minister. It was a huge moment for me, because Select Committee Chairs and Back Benchers can campaign, and I got apprenticeships for prisoners and more careers advice for students in schools through, but Ministers can make policy. It is an incredible honour to be able to do that, and some of our reforms over the past couple of years, such as the lifelong learning entitlement, which will revolutionise adult learning, the improved apprenticeship levy and the £2.7 billion being spent on apprenticeships by 2025 will make a huge difference.

We stand up and get the credit for all these things, but I could not have done one thing without—without—

I am very sorry to have to follow such a speech, and I feel sympathy.

It has been a real privilege for me to be here. Fourteen years have gone like a flash. In my 28 years in the Army, I never thought for a moment that I would come to this place. After all, most of the rank and file in the Army view politicians with deep suspicion. When, a few years after I had left the Army, I told my Army colleagues that I was trying to be a Conservative MP, they accused me of having smoked dope. In truth, for 14 years I have felt that I have still been in metaphorical uniform. All of us are in metaphorical uniform, because every single Member of this place serves their country. They may not wear a uniform but, my goodness, they could easily do so.

I have never sought advancement; I like the Back Benches. I never wanted advancement. I told this to David Cameron when he was Prime Minister, and he said, “You won’t get it either.” I have made my share of mistakes in this place. [Hon. Members: “No!”] I will mention one malapropism. I once intervened on my hon. Friend the Member for Tewkesbury (Mr Robertson) and stood up to say, “I would like to thank my hon. Friend,” but what I actually said was, “I would like to spank my hon. Friend”. I then corrected the mistake. Hansard very kindly suggested that they could amend their transcript, but I said, “By no means do that. It’s far too good.” If they remember me for anything, it is for spanking the hon. Member for Tewkesbury.

May I end by thanking colleagues for putting up with me? [Hon. Members: “No!”] I have made some pretty decent friends, considering they are not in the Army. I like the staff. I particularly like the Doorkeepers, many of whom are ex-military. I thank my office staff, particularly Dr Reza Tabrizi and Neil Cropper. I also thank my wife, Claire Podbielski, for putting up with me for 30 years so far. After all, she has given us four children. [Interruption.] I think that should stand, whatever it was—I am sure it was very rude. I would like to thank my wife for bearing four children: Julie, Delphine, Ophélie and Xavier. I have to say that at least two of them are inn the military. Hooray!

Old soldiers are not meant to die. Apparently, they just fade away. Well, to hell with that—I do not want to fade too quickly. Thank you, Mr Deputy Speaker.

The key point I would make, which I set out in my introductory statement, is that there is a significant alignment; people receiving the disability cost of living payment are also receiving various other parts of the support package. Eight-five per cent of those who qualify for the disability cost of living payment are also receiving a mean-tested or the pensioner cost of living payment. They are receiving various parts of the package of support. We continue to keep those matters under constant review, as Members would expect. I have a meeting later today with a Minister in the Scottish Government and no doubt matters relating to the cost of living will come up. As a Minister in the Department for Work and Pensions, I am committed and determined to visit all parts of the United Kingdom and I will take away the hon. Gentleman’s suggestion about where I might go.

Can I re-emphasise the point made by my right hon. Friend the Member for Rossendale and Darwen (Sir Jake Berry)? Huge numbers of constituents are coming to me about the mortgage changes. They are absolutely terrified. I know that the Government are doing all they can, but can I ask them to redouble their efforts because this is going to have a huge impact on the cost of living?

I thank my right hon. and gallant Friend for his question. This is a significant issue in his constituency and a challenge in constituencies across the country. Ministers across the Government are mindful of it. It draws focus back to the key, overarching mission of this Government and the economic plan that the Chancellor and Prime Minister are advancing. That is why it is so critical that we tackle the inflationary pressures. We must not add to those inflationary pressures. If we can deal with that root cause, that is the best way to help people in that situation.

It is a pleasure to speak in the second day of the Budget debate.

This Budget has one overriding aim—to kick-start our economy, which shrank by 10% last year. We are now set to borrow a peacetime record of £355 billion this year. This is jaw-dropping, I agree, as is the fact that 700,000 people have lost their jobs since the pandemic started. The Government’s primary duty is to do what they can to help the people and our economy. On the face of it, such huge borrowing does not look Conservative in any way, but it is. What is proposed by the Chancellor is pragmatic, sensible and bold. He has accepted the reality of the situation and has taken realistic action to remedy the problem. Needs must, and such action is crucial now. This is a very Conservative approach. Such pragmatism is why the Conservative party has been the most successful political party in history. Conservatives are not ideologically driven to the extent that they do not adapt to a situation that requires change, and that is certainly the case at the moment.

Now is not the right time to hammer the economy or the people, who are already on their knees. Today is the time to succour and support our recovery after the traumas we have had to sustain over the past year or so. That is our top priority. Luckily, borrowing is at its cheapest rate ever, and we should use that situation as a tool to help us in the recovery. I totally support this rather canny Budget. I agree with the Government that they are determined to do their best for everyone in the country—everyone, whether in Northern Ireland, Scotland, Wales or England.

Let me turn to a few matters coming directly from the Budget that I am very pleased to mention. I like the fact that the furlough scheme has been extended to September. I am also delighted that the benefits for the self-employed have been extended. I am particularly happy that about 600,000 more people who are self-employed will be able to claim assistance. This has been a matter of great concern in my constituency, where a large number of people determine their living very much on their individual wits and hard work. Some of them have had a really hard time. Far too many of my constituents have fallen through the gaps in the support that has been extended to date. Lots of them have been unable to demonstrate, in particular, that they were self-employed on their tax returns, and I hope this anomaly has now been resolved. It is also good news that the £20 uplift in universal credit, worth £1,000 a year, has been extended. It saddens me, though, that the Budget does not seem to help leaseholders with the remedial costs of cladding. I reckon the Government are going to do something about that in due course, but it is not part of the Budget; in a way I wish it was.

In truth, I consider this to be a very professional, necessary Budget in these extraordinary times, and I am delighted to say I fully support it.

I am grateful for that intervention. The Minister will find that one of my requests at the end may make reference to that point.

Let me follow up on what has been said about those who suffer acquired brain injury, as there are many instances where people feel that the person in front of them is drunk and has not suffered an injury. People who have fatigue syndromes are accused of laziness when they ask for a seat. In employment, people with these invisible conditions are often disproportionately discriminated against. Those with neurological conditions such as autism will struggle in a conventional workplace setting, but this is to miss the great opportunity and strength that people with autism can offer in the workplace.

I was interested to hear yesterday from leading charities about the impact of signage, particularly in respect of conditions that affect the functioning of the brain. Signage that vulnerable people can understand works for everybody and will go a long way towards allowing people, particularly those with dementia, to become and to feel more integrated in society. It is such small changes that go a long way towards changing the lives of significant numbers of people.

I stress that I do not want this debate, nor the introduction of new signage, to dilute the need to reform and rearrange the built environment for those who suffer from a physical disability. Wheelchair users and those with mobility challenges face huge obstacles in our society, and this is in no way an attempt to split the two groups. In fact, it is an attempt to bring them together. Whether it is the creation of more accessible homes, the altering of transport infrastructure or the forcing of private companies to improve their surroundings, it is all helpful.

I remember that when I was trained as a dementia friend I was shocked to be informed that sometimes if a person with dementia comes across a dark rug on the floor, they get absolutely petrified because they think it is a hole. When we make public places, we have to realise that we need to be careful when we put down a dark rug or piece of carpet or whatever, because it might look like a hole to someone with dementia, and they are sometimes terrified.

That powerful intervention shows that those people who are not suffering from dementia or do not feel that they have a disability need to think about the simple things to make the world and the community accessible to everybody in society.

We have an obligation under article 19 of the UN convention on the rights of persons with disabilities. We should continue to lead by example. Will the Minister update the House on the work the Government are doing to ensure that the UK continues to meet its international obligations? In particular, how are the Government ensuring that those with invisible disabilities face no barriers to their day-to-day lives? How can we make sure that they can live their lives without facing abuse?

I call on the Minister to support the campaign for an easily understandable disability sign and, crucially, for there to be a standardised version of this sign that truly represents people with a wide range of visible and invisible disabilities. Once we have accepted the layout and design of a new accessible sign, we can start to progress the campaign and to consider how it can be rolled out. On that point, will the Minister consult colleagues across Government to explore the possibility of implementing such signage on our blue badge parking and disability railcards? People with a range of invisible disabilities are entitled to hold those passes. It would be a symbolic and practical change to the lives of those with such conditions if Government literature reflected the use of the new sign. I would be grateful if the Minister would agree to one further meeting with me and colleagues to discuss how we can move the matter forward.

I wonder whether I could invite the right hon. Lady to go to see the work that Jobcentre Plus and the work coaches are doing and how they are helping an extra 1,000 people each and every day into work and, equally, how they are working with the most vulnerable to sort them. If I did what she said and stopped the roll-out, it would mean that 1 million disabled people who would possibly be getting an extra £100 would not be getting it, and that those 700,000 people who have not got the right amount of benefit—nearly £300 a month—would not be getting it.

I hope not to detain the House for long, but I wish to make a couple of points.

First, in answer to the hon. Member for Torfaen (Nick Thomas-Symonds), we are having this debate because we foresaw, during the passage of the European Union Act 2011, issues that might or might not be controversial but that would be worthy of proper scrutiny on the Floor of the House. We rarely divided on that Bill on the Floor of the House because we wanted to ensure proper scrutiny of things being done in our name at the EU level. In today’s Bill we see the provisions of the 2011 Act coming through. On the comparison with tax credits, I understand where he is coming from, but it could be argued that previous changes to tax credits have been introduced under statutory instruments. However, we foresaw this coming, so we amended the European Union Act, as it was then, to make sure that we could scrutinise these sorts of matters on the Floor of the House. These two examples are not the world’s most exciting, but we will see more and more such measures coming forward, and we will have more and more time to talk about them.

I have visited Macedonia and I am a fan of the country. Having been a Member of the European Parliament, I have seen how a neighbouring country has done everything it can to stop the Macedonian accession to the European Union, and I have seen what Macedonia itself has achieved, taking massive strides forward towards EU membership. I am pleased that Macedonia has been able to become an observer in the European Union Agency for Fundamental Rights.

My only concern relating to the Bill and Macedonian entry is that the EU Agency for Fundamental Rights has come out of the European Monitoring Centre on Racism and Xenophobia, which had unbelievably difficult financial and administrative problems in the past. I would like to check with the Minister every now and again to ensure that the past problems of that organisation—which were responsible, among other things, for its name change—have been completely turned around so that the agency does what it is meant to do, without duplicating other problems.

Will my hon. Friend define “observer” for me? Does it mean the EU observes Macedonia or Macedonia observes the EU in respect of human rights, for example? I would like to know exactly what “observer” means.

It is a bit of both. The agency has the following main tasks:

“to collect, analyse and disseminate…objective, reliable and comparative information”

related to the situation of fundamental rights in the EU;

“to formulate and publish conclusions and opinions on specific thematic topics…on its own initiative or at the request of the European Parliament, the Council or the Commission”;

and it is also about

“the promotion of dialogue with civil society…to raise public awareness of fundamental rights”.

A debate is going on in this country about where those rights should lie, what sort of legislation should exist in relation to them and who should police them. Macedonia has had that debate in its own Parliament, has applied to join this agency and is willing to pay appropriations to it. I do not see why we should step in its way. As I have said, there have been problems with the agency in the past, but it serves an important function in that member states’ voting rights could be suspended, based on the findings of any of its reports. The agency has teeth in no uncertain terms, and it has a decent operating budget of over €20 million a year. Macedonia has made its own choice, and it is right for it to go down that route if it chooses to do so.

I want to speak briefly about the draft decision on a tripartite social summit for growth and employment. There is a new Council decision, following Lisbon, that allows the number of meetings to be increased from one to two a year, and allows the President of the European Council to attend. The European Commission is allowed to host and facilitate meetings, so there should not be too much of a cost to it. My questions are more about the direction of travel of this organisation, its duplication, its purpose in being and whether we can raise questions about what it does.

This is not the European Economic and Social Committee, whose abolition I have called for in the past because of the huge costs for members belonging to one of the three groups of employers, employees and various other interests. The employers group comprises businessmen, people from certain business lobbies; the workers group comprises members from 80 trade unions mostly affiliated to the European Trade Union Confederation; while the third group is made up of lobbies from civil society. Most of those groups are paid for by the European Commission to lobby it in different ways to get the Commission to do more. Many European countries have a national version. However, the organisation I am talking about is not that. It is a separate beast.

One important question is who are the EU’s social partners? A list of social partners organisations consulted under article 154 of the treaty of the functioning of the European Union includes Business Europe. Business Europe is quite an interesting organisation. Unsurprisingly, it has a particular view on the referendum we might be having here. It gets a small sum of money, nearly €457,000, as payment under a grant received for a project running over a couple of years, of which the total budgeted cost was €1.2 million. The members of Business Europe include our CBI—it is one of the ways in which the UK CBI receives some money from the European Union. It includes other organisations such as the European Trade Union Confederation, which I mentioned previously and which received €4 million from European institutions, spending over €1 million lobbying the EU.

As the hon. Gentleman knows, we did not know what the result of the election would be. We did not even know that we would be in government; we thought that we might be in a coalition. It might have been the Labour party in a coalition. We have now had a Budget that sets out extremely clearly for the electorate exactly what we will do over the next five years. We want to invest in business. We want to help businesses, so that they can employ more people. That has certainly happened in my constituency, as it will have done in his constituency and those of every hon. Member, because business has created so many jobs. The climate is right for business. Britain is open for business, and we need to get more people working hard.

We have created 2 million more jobs in the past five years, and we intend to create 1 million more. That is a target. It is how we will increase the productivity of this country and the wealth of the individuals in it.

My hon. Friend is absolutely right. One of the ways in which we will do that, hardly mentioned by Opposition Members, is by changing inheritance tax. People have paid taxes on their money. They have bought their houses, and it is good to allow them to leave their houses to their children, so that they can benefit as well. The housing market is difficult for younger people. If parents can leave their houses to their children, that will benefit society.

Something that has not been mentioned at all is the 2% commitment on defence. I would have thought that everyone in the Chamber would welcome that; it was certainly welcomed by Government Members yesterday. I cannot believe that no one wants to mention it at all. Surely the Opposition believe that that is a very good thing for the country, to secure our safety and security here.

Labour Members should welcome the fact that the success of our long-term economic plan has created jobs and is encouraging growth, which has meant that spending on welfare as a percentage of GDP has been falling since 2012.

I should like to finish because time is short—I apologise, Mr Deputy Speaker. This is a good Budget for jobs, for employment and for this country. I commend the Chancellor and the Secretary of State for Work and Pensions for their sterling work and how they have put this country on a much better footing.

The hon. Gentleman is absolutely right. That is why I chose my words carefully. I said “Good work can be good for people’s health”, but, equally, bad work can be bad for people’s health. Poor employment practices and bullying cultures can indeed make a difference to the quality of a person’s mental health.

Leadership in companies is crucially important, as are management and caring about colleagues. We sometimes forget about such things as care for people and leadership, but they should be inculcated in all our companies and other organisations.

The hon. Gentleman has underlined a point that I intend to make later, and I hope that others will do so as well. Good mental health is everyone’s business, and it is certainly part of the work of business to look after the mental health and well-being of staff. It is key to reducing sickness absence, and to improving productivity. It has so many benefits for the individual. So the hon. Gentleman is absolutely right. Leadership and culture are critical, whether in a business organisation or a public service or whatever.

The vast majority of people do want to work, and this is no small issue. Among the under-65s, nearly half of all illness is mental illness, and the cost to the UK economy exceeds £100 billion a year. The good news is that over the past five years public attitudes towards mental health have begun to change. Indeed, they have changed quite rapidly.

My hon. Friend makes a good point. I am sure that other councils have a lot to learn from South Derbyshire district council.

To put my point about the 19,000 households that downsized because of the removal of the spare room subsidy another way, the other side of the coin is that 19,000 households that were living in cramped and overcrowded conditions were given the opportunity to improve their living conditions.

The Government proposals will bring a total saving of some £2 billion. Over the course of this Parliament, the bill for housing benefit was forecast to rise from £21 billion to £26 billion. Because of the various reforms to housing benefit that have been introduced, it will increase only to £24 billion.

The Government have put in place an array of measures to ensure that the new criteria are introduced in such a way as to protect those who have a genuine need for additional space. For example, disabled tenants who need overnight carers are exempt, all pensioners are exempt and, at the discretion of local authorities, families who have a child whose disability means that they cannot share a bedroom can be allowed an extra bedroom.

I am delighted to note, given my military background, that soldiers, sailors and airmen and women who are away on operations are not penalised and can go home when they return. That is an important part of the policy.

Order. Mr Nuttall, you have been speaking for 35 minutes and you have said on numerous occasions how important it is to make progress through your speech. You are being incredibly generous in taking interventions, but perhaps you could be a little more selfish and get on with making your speech so that other Members can speak. Taking fewer interventions might help.

Obviously more people are going online because that is key to all our changes. When we were providing support during the roll-out, we were enabling people to get online and use IT. That was part of the system. Obviously it is working and more people are using IT and getting online. As for the claimant commitment, that is an integral precursor of universal credit. We had to ensure that all of our 26,300 members of staff knew how that worked. Of course they are working with JSA claimants, but that is one of the changes towards universal credit that we have put into place.

Members have spoken about the IT system. My hon. Friend the Member for Warrington South, who has worked so ably on such systems, spoke with much knowledge on this matter. I am afraid that there was no knowledge from Opposition Members on this matter. We all agree that it is a complex IT system. I believe that there is a logic that we can all follow in what is happening. We are ensuring that it is slow, it is steady and it is working. The IT system is probably best described as a series of component parts. Some of it will stay—that is known as the legacy system—some of it will be built on, some of it will be plugged in and other bits will be newly built and form part of the enhanced digital solution. As we are rolling out the system, we will constantly be learning and working on it to inform the enhanced digital solution. It is like a pincer effect: we are rolling out what we have and learning as we go along to inform the enhanced digital solution.

I am not au fait with IT systems, but I am au fait with very complicated plans. This is a very complicated plan, so the expectation must be that it will go wrong and require tinkering and adjustment right to the end. That is what we should expect; not some blueprint that will be perfect all the way through. We know where we want to go. We have to be prepared to make adjustments as we get there.

I thank my hon. Friend. That is why we are learning as we are rolling the system out and using that to inform what we are doing.

We have a multi-disciplinary team of 90 people, 30 of whom are digital specialists. They are developing the digital system as we go along. It is not a twin-track approach. We are continually learning and informing. We have one system. That is what we are doing. I hope that that goes some way towards answering the questions that have been asked about IT. One thing that we can all agree on is that it is complex. We will learn as we go along and we have the right person doing the job.
