It is a pleasure to speak in this debate and to commend the Budget to the House. I think it is a good Budget for my constituency—indeed, for all the constituencies of this country. In particular, I know that my pubs, restaurants and retailers will be very happy with the business rates cut, although I echo the remarks on both sides of the House that we need a longer-lasting solution to business rates. I think everybody recognises that they are not an optimal tax and that we can do things a bit better.

In the brief time allotted to me, I want to talk about financial services and about growth more generally. First, on financial services, the right hon. Member for Hayes and Harlington (John McDonnell), for whom I have deep respect, made the point that the City should pull its weight, or something to that effect. I would argue that the financial services sector is pulling its weight. It employs over a million people and generates over 7% of UK economic output and almost 13% of tax revenue. I would argue that that is pulling its weight.

I welcome the Chancellor’s decision to reduce the bank surcharge. It was introduced in the aftermath of the financial crisis, over 10 years ago. The planned increase in corporation tax to 25% would result in this country’s bank taxation becoming completely uncompetitive compared with other leading financial services sectors, and that would have a detrimental effect on those million people the sector employs and that 7% of economic output and almost 13% of tax revenue that it produces. I therefore really support what the Chancellor has done; indeed, I even wish he had gone slightly further. It is also worth making the point that, in his measure on the bank surcharge, the Chancellor increased the annual allowance to £100 million, thereby ensuring that small challenger banks benefit the most.

The Chancellor and the Treasury have also recognised the need for reform in the financial services sector. We have had the Hill review and the Kalifa review; indeed, we have had the wholesale markets review, looking at the whole way in which regulate the financial services sector. I urge the Treasury to continue the dialogue that it has with me, in my role as chair of the all-party parliamentary group on financial markets and services, and with many other Members to ensure not only that we get the best regulatory environment as a result of those reviews, but that we really look ahead at the next five or 10 years and think, “What is the optimal regulation for this critical sector?”

The second thing that I want to say, which is perhaps even more important, is about growth. Without growth in the economy, none of the things that we talk about in this House is possible. The OBR estimates that after we come out of the coronavirus pandemic fully—we hope—our growth rate will settle at about 1.7%. Before the financial crisis, our medium-term growth rate, if we take out the three years of recession from 1980, was about 2.8%. In effect, since the financial crisis, we have lost a significant amount of growth. We are somewhere between 30% and 40% poorer than we otherwise would have been each year. That matters because it means we are not as prosperous as we should be. Not only is increased prosperity important for the livelihoods of every single person in this country, but it helps to pay for the public services that everybody in this House talks about and rightly champions.

The Chancellor has done a remarkable analysis, as have many think-tanks and other outside bodies, of the problems of our economy. We know what they are: low private investment, which is why the Chancellor has brought in measures such as super-deduction; poor skills, which is why in the Budget we increased the skills budget hugely; poor management in both small and medium-sized enterprises and middle management in large companies, which is why the Help to Grow and Help to Grow Digital schemes have been put in place; poor transport systems, which is why we are investing in local regions; and the regional imbalance in our economy, which is the essence of why we are levelling up and why it is such important mission for the Government.

Something is missing, though. It is not just about measures or policies; we need to rediscover the importance of values and purpose in economic policy making. We cannot treat the economy like a machine, where we press a button and something comes out, and pull a lever and something else comes out. The essence of why economies grow is not just what policies come from the Government. The economic historian Deirdre McCloskey, who is a genius, has done a huge amount of work on why the industrial revolution started in this country and why it was so successful. Her analysis, backed up by that of many others, shows that it was about a change in mindset, a change in culture, and a change in the way we viewed economic innovation and dynamism in this country—and we did that here before anyone else.

I argue to those on the Treasury Bench that we need to rediscover that spirit and thinking. We could link it to the green agenda, giving purpose to the many people who want to see what they can do to help. They should not just think, “We need to give to charity here or give money to this or that group.” We do need to do that, which is what the Prime Minister and various other people are doing at COP26, but we should also champion the nobility and virtue of wealth creators, and actively argue that more economic innovation is a social good, because that is what enriches our society. I do not believe that those values are inherent to this country alone, but our growth rate over the last 30 to 40 years has not been as strong as it could be, and it has not been for want of trying by either the Conservatives or Labour in government.

We need to be thinking about those sorts of ideas underpinning all our policies in the Budget. We need to think about how we deal with Government policy as a whole and to say that the primary goal of Government policy is to push forward growth. Let us push for green growth. Let us think about the honours system and champion people who create wealth and sustainability for their local communities. Let us think about the national curriculum and how we talk about creating sustainable and ethical businesses. If we do that not only will people be better off but our society as a whole will be enriched in lots of different ways.

Nobody who has been watching this today would doubt the Secretary of State’s commitment and passion for the life chances of young people. I bumped into a headteacher from my constituency on Friday in Hitchin, and he told me two things he wanted me to bring to the House. The first was that he still needs a bit of time to work out exactly what the interventions for all his children would be and which children would need exactly what interventions. The second was that he is concerned that the catch-up plan, when it comes into force, should be bottom-up, teacher led and individually tailored around each of those individual children. Could the Secretary of State respond on those two points?

We very much want this to be teacher and school led; we recognise that they will have the best understanding of their pupils. That is an important part of this—there are the challenges we have had of many children from the most disadvantaged backgrounds and the support they need to catch up, but there are also many children who have learning needs and who have had great challenges in their learning in more normal times, including many in my hon. Friend’s constituency. There has been a significant impact on them. The only way we are able to target them is by giving teachers and headteachers the flexibility to understand what those children have lost and what they have missed out on, to make sure that the intervention is targeted to that child. That is what we will be doing.

Many students have suffered as a result of inadequate teaching and pastoral care at their universities, in addition to unfair costs for accommodation that they are not even allowed to stay in. What action will my right hon. Friend take to ensure that the Government are a voice for students, that they stand up for students and that they allow them to be compensated in some way by their universities when those universities fail them and let them down?

There can be no excuses when universities are not offering the type of remote teaching and educational support that is expected. That is why it is so critical that, where that remote teaching and support is not happening, students’ rights are upheld. We saw at the tail end of last year that students’ rights were upheld and universities had to redress that. That is the right approach. We recognise how important it is to support students, which is why we will continue to look at how best we can support them through programmes such as the hardship fund.

We announced a package of measures in May to support the sector. We have also issued guidance on reopening, reflecting advice from the Scientific Advisory Group for Emergencies, and we have worked with universities to ensure that they have outbreak plans that are shared with their local Public Health England teams. We will shortly provide additional guidance on winter planning and end-of-term preparations.

This Government have prioritised education. We simply cannot ask students to put their lives, or their academic journeys, on hold. To do so would mean removing opportunities, damaging social mobility and punishing young people. The education and welfare of students is at the forefront of all our decisions. That is why we have worked and continue to work with the Department of Health and Social Care to ensure that students get access to tests if symptomatic so that the trace work can kick in immediately.

Last week I spoke to several constituents who are students at university. As per the Minister’s answer, I think it is fair to say that education and welfare, in many respects, leaves a lot to be desired. Could she and the Department help me to understand why several universities are not giving face-to-face teaching at all, even in an appropriate socially distanced way; are being extremely draconian in the way that certain students are being treated in terms of their social contact, which is a critical part of being at university; and, in some cases, are even charging £18 a day for food parcels? Could the Minister put appropriate pressure on universities—not all of them but those that are not performing—to sort this out?

Universities are offering blended learning unless they have moved to a higher covid tier, in conjunction with their local Public Health England team. But let me be clear: no university should seek to profit from students self-isolating, and reported charges of £18 a day for food parcels are quite simply outrageous. Students self-isolating in catered halls should receive free food, while other students should receive food that is either free—as many universities, including Sheffield Hallam and Edge Hill, are doing—or at a price that can be afforded within a student’s budget. I have spoken to many universities on this, and I am also writing to them to make the point.

I know that the hon. Gentleman has long been an advocate of high-quality technical training. We see in his constituency the important role that those who provide such training play in the vibrancy and success of business, enabling it to continue to provide employment. He is right to highlight the importance, not just of colleges, but of independent learning providers and the many businesses that work hand-in-glove with industry. We want to work with them to ensure the highest-quality delivery. A key element of high-quality delivery is to have high-quality individuals with experience and expertise, and pay is of course an important part of that.

This morning I spoke with Anna Morrison, founder of Amazing Apprenticeships, based in Hitchin, which does fantastic work in schools and colleges, and especially with employers, to support and strengthen social mobility. What more will the Government do to ensure that we can provide more opportunities to disadvantaged and vulnerable people who are taking advantage of the lifetime skills guarantee?

My hon. Friend is right to pay tribute to the work that is done in his constituency by Amazing Apprenticeships and many other organisations and colleges that are going out there, working with employers and providing opportunities not just for young people but for people of all ages. That is why, in Philip Augar’s report, he made the powerful point that if people do not get a level 3 qualification—an A-level equivalent qualification—they are hampered throughout the rest of their life; it really holds them back. That is why this announcement is so important: it gives those people who maybe missed out on that opportunity in those early stages of their life, the opportunity to create the chance to succeed, to progress, whether that is through apprenticeships, or through university, or through extra college qualifications—but, most importantly, to get jobs and employment. This will be transformative, not just for them, but for their families and their community. That is why the announcement is so important—it will change the lives of so many.

I agree with my hon. Friend; this is just simply sad and unacceptable. Children should never lose out on education because of the family’s financial situation. Research released and updated today by the Children’s Society, which has been working very closely with me on the Bill, found that parents spend around £337 per year on school uniforms for each secondary school child and as much as £315 a year for a primary school child.

It would be remiss of me not to mention research that I have seen from the Schoolwear Association, which says that the average per year is £101.19, rather than the figure the hon. Gentleman cites. Is he aware of that research?

I thank the hon. Gentleman for his intervention. I have met the Schoolwear Association, which shared that research with me. The research I am referring to is from 1,000 parents who talked about the real costs of uniforms. The hon. Gentleman is right to cite some very good retailers and manufacturers out there that are providing good-quality manufactured goods. This Bill is not about penalising them—far from it.

My hon. Friend is absolutely right. I, too, wanted to look at the detail of the costs, so when I did the research in my local schools, I asked about the individual items included. The costs were considerably lower than the full average coming through the Children’s Society, but I am sure that as the debate goes on, the details of how that was calculated will be looked at closely. The point my hon. Friend makes, however, about one in five families struggling, is important. There is also variation across the country. We cannot allow that to be hidden.

Local authorities are another part of the picture. Sometimes they help in cases of hardship, but in Hounslow the grant has been cut from £120 to £60, which is not enough to cover the whole cost of a school uniform, even where it is cheaper. That is another example of the impact of austerity and its effect on children in our society collectively. The Bill will place a duty on the Secretary of State, as we have discussed.

In Feltham and Heston, almost 5,000 households depend on universal credit and have child dependants, with about 66% of them being lone parents. It is not surprising, therefore, when we look at the economics being dealt with by families, that thousands of parents are struggling to make ends meet. Anything we can do to reduce the costs of purchasing school uniforms for their children will be a positive step. For any parent to have to cut back on food or other basic essentials in order to afford school uniform—it happens at particular times of the year—is completely unacceptable.

I welcome the Bill. I look forward to the consultation on how to implement the guidance to get the long-term answer to this, with the input of schools, parents and providers.

Over the past few weeks, I have been contacted by many constituents. At first glance, the Bill seems uncontroversial, asking the important question of how we move forward. I want to make a few points for consideration on that. The first is about the quality and durability of school uniforms. That has to be considered because of the way uniforms might be supplied. None of us wants to see a situation in which school uniforms are produced cheaply, imported and sold in local supermarkets. We want to see a different way, in which durability and quality are also considered, with guidance on that as well.

Secondly, the single supplier arrangements have been much discussed. The Bill does not rule those out, but understanding in more detail whether schools should be allowed to have single suppliers is important. The analysis is mixed on the use of single supplier contracts and whether they drive up prices for parents. Some analysis and examples show that the contracts can add value, as long as robust tendering processes are in place. A number of the schools that came back to me have single supplier relationships which, when they run well, can provide better for families because they ensure better year-round availability of products for all. Single suppliers also tend to overstock, allowing for tailored affordability and other relationships with the school in the interests of parents.

Stevensons, a retailer based in Harpenden, the Hertfordshire area and elsewhere, does precisely what the hon. Lady is talking about, often through single supplier contracts. Last year, it also gave £30,000-worth of uniform to disadvantaged parents. Is that not the sort of thing that the Government should also be championing?

What is important is that schools’ and parents’ voices are heard. The hon. Gentleman makes an important point, however, and I will come on to that in my remarks. We do not want unintended consequences: over the course of time, we might end up with less quality and less of a relationship—making school uniforms fit well and such things are all part of the relationship between the school, parents and providers, which can be important.

Thirdly, local suppliers invest heavily in stock, as has been said, and as part of their contract tend to overstock through the year, whereas supermarkets might only have a small amount of stock, prioritising it in the holidays. However, when kids change schools during the school year, for example, the risk is a delay with the school uniform. I have asked schools and suppliers whether they experience delays with uniforms and how quickly a parent can get a new uniform if one is damaged or a child moves school. That flexibility is important, so that parents do not have to wait and children are not told they cannot attend school because they are struggling to get the school uniform they need to be alongside their fellow pupils.

What the supplier relationship can provide is interesting, because we do not want a situation in which children are left unable to replace a damaged or torn uniform. I do not want to see a move towards purchasing uniforms from anonymous supermarkets. A worry—which, interestingly, has come up in other circumstances, such as the coronavirus crisis—is that different providers might have different colours and slight variations in the school uniforms, which signifies where a child has bought the uniform from, and that can let inequality in through the back door.

My fourth point is about community. Buying a school uniform for a child is personal. It might be a big milestone in that child’s life. The relationships between local—often family—businesses and the schools can be important to help and support parents and their children through the big milestones of starting primary and secondary school. Important to those relationships, and where they work well, are the annual review meetings with schools, to ensure that any concerns or issues are raised, that schools and governing bodies have power in those relationships, and that standards are maintained as per the school’s requirements. Standards need to be acceptable and proportionate, which is one of the important things that the Bill will introduce into the debate.

Overall, the Bill is welcome, and guidance on school uniform costs being placed on a statutory footing will be an important contribution to how we deal with the issue in the long term. As the Bill progresses and the guidance is developed, I am sure that the Government will consult as widely as possibly with school uniform suppliers, schools and parents. Research needs to be kept up to date, and school uniforms must be of the quality we want for our children in our local schools, but at a price that they can afford. Affordability and the impact on families is a prime policy consideration.

We acknowledge the cost pressures on schools. As I said before, we are spending record amounts on schools, but there are of course increased pressures. We are asking schools to do more. Standards are rising, more children are reading more effectively earlier, we have better maths teaching, and more young people are taking at least two science GCSEs today than several years ago. That is why we are helping schools to tackle budget pressures, including through buying schemes for energy, insurance, computers and so on. We are also helping schools to balance their budgets when it comes to deploying staff. Tackling workload will be an important part of easing the cost pressures on schools.

I welcome this strategy. Two primary schools in the villages of Breachwood Green and Redbourn in my constituency have talked to me about the specific challenges they face because they are small rural schools. Will the Minister explain how the strategy will help to deal with such problems? Will he also meet with me to discuss the specific issues in those particular primary schools?

I am happy to discuss funding issues relating to particular schools with my hon. Friend. Small schools receive a fixed sum that helps to deal with some of the fixed costs appropriate to such schools, and there is also the sparsity funding element of the national funding formula. The formula is geared towards helping small or rural schools, but I appreciate that they will face cost pressures, and we are helping schools to tackle them with a range of measures.

We do, of course, appreciate the particular and special role that maintained nurseries play in the system. We have funding up to 2020, as he knows, and we need to look at what happens thereafter.

19. The Secretary of State will be fully aware that the high-needs budget affects certain areas more than others. In Hertfordshire in particular there is concern among many teachers and parents that the system just is not working well enough for them. What comfort can he give to my parents and teachers who feel that the provision for children with special needs is not working well enough at the moment?

The move to tax-free childcare is of course a Treasury and Her Majesty’s Revenue and Customs policy rather than a Department for Education one, but we made it clear in last week’s debate that there would be an extra six months to look into transitional considerations.

T5. Will the Minister explain the Government’s approach to special educational needs funding in Hertfordshire and other areas? There is concern in many quarters that additional funding allocated to children with special needs is not being adequately ring-fenced at a local level.

We have increased high needs funding, including by an additional £130 million this year. Local authorities are responsible for their high needs budgets. I have not heard wide concerns about funding not being used to support special educational needs, but I am of course happy to meet my right hon. Friend to discuss the matter further.
