Professor Eileen Munro looked at inter-agency working in her widely welcomed review of child protection. We endorsed her conclusion that a strong culture of inter-agency working and information sharing is needed in child protection. That is why we have strengthened the statutory guidance, “Working together to safeguard children” 2013, setting out the core responsibilities and legal requirements for all who come into contact with children in order to keep them safe.

The Minister’s response goes some way to reassuring me but, like many colleagues, I find serious case reviews depressingly similar. We hear about the same failings time and again. What is the Secretary of State planning to do to make sure that reviews do not just examine what went wrong, but help us understand why?

The hon. Lady highlights an extremely serious issue which we have taken on board in relation to serious case reviews. It is important that we understand not only what happened but, as she rightly said, why that happened. We have seen in recent serious case reviews the need to get that analysis right so that in the future we see fewer of the problems of the past resurfacing. The Secretary of State will be making a speech later this week on precisely this issue and setting out his vision of what more we need to do to keep our children safe, but it is right that we keep that focus directly where it needs to be—on children—and that it remains our highest priority.

We have raised standards for early-years teachers so that they have to pass the same maths and English tests as primary and secondary school teachers, and this year we have seen a 25% increase in the number of students applying for those courses, so they are proving very popular.

I can do so, because the Education Committee looked into that issue, and if people read the report, they will see that answers to many of the questions I asked yield such evidence. We need to look at that evidence when we consider questions like the one asked by my hon. Friend, the Chairman of the Committee. That dynamic can be seen at work not just in school governing bodies, but often on company boards and in other organisations. It works, and it should be considered.

The role of business is very important. That arises in relation to the question of why we do not have the best interface between business and education, which is a general problem. For example, it is certainly a worry that only 28% of A-levels are in STEM subjects—science, technology, engineering and maths—when the business community is seeking a bigger pool of STEM-educated children and students.

Another issue is why more businessmen are not on school governing bodies, increasing that interface and bringing in leadership and management expertise. The Government have recognised that the Select Committee is right on that count, and we must ensure that we start to break down some of the barriers. The Government are right, and I hope that they will persist with the idea of creating a legal requirement to give people time off for service on a governing body.

I will finish by raising several points. The first is that we must strengthen the mechanism for imposing interim executive boards—IEBs—when schools are identified as failing. I believe that if an Ofsted inspection finds that a school is in serious trouble, there may well be a case for having an IEB, and the Select Committee suggested that Ofsted should be able to use its powers to impose one. The Government have said that there are other ways of solving the problems. If a school is in a federation or some other structure, they might get some assistance. None the less, we need to send a signal that setting up an IEB might just be the right option. It will not be right in every case or in every situation—for example, when a primary school is allied to another school—but it is certainly right for a secondary school that is failing in an obvious way.

There needs to be a pool of governors on those IEBs. Too many areas of the country do not have a sufficiently large pool of good people to be on IEBs. We need to redouble our efforts to find and properly train people. One structure that could solve that problem is the National College for Teaching and Leadership.

I congratulate the hon. Gentleman on securing this debate. I support much of what he is saying, but I recommend that he looks at other models that promote collaboration between governing bodies. The experience from Darlington shows that a school can be turned around quickly by encouraging better collaboration, even when, as in Darlington, almost all the schools are academies.

I thank the hon. Lady for her helpful intervention. That was one of my points. She is absolutely right, and I thank her for her support.

I want to touch on sub-regional structures, academy chains and other such structures that one might expect to find when schools collaborate. Collaboration certainly does make a difference. I suggest that some formal federal structure might be the answer in many situations. Mutual help, by which I mean learning best practice from others, getting support when there is a problem and being able to reach out for expert help, is really important. I accept the point that has just been made. I would even go further and say that the Government might want to consider making sub-regional structures more formal where that is appropriate. A horizontal or vertical structure, or a combination of both, is a good way of ensuring that the best leadership is available to schools. That applies to rural areas where there is a variety of smaller schools, or to a secondary school with a number of feeder schools.

Another point relates to the question of skills versus stakeholders. The Select Committee talked about that in some detail. It was right to do so, not least because I encouraged it to take on the issue. It has always concerned me that if schools are boxed in with certain stakeholders on their governing bodies, they might not be able to reach out for the appropriate skills. I have never been completely satisfied that all stakeholders are accountable to the body that appointed them or that they represent, so calling them stakeholders is, in some cases, an exaggeration. The Government need to focus on getting the right skills, and all barriers to that should be removed, which means that there should be considerably less focus on stakeholders and more focus on skills. I call on the Government to consider that point.

My hon. Friend, whose constituency neighbours mine, is absolutely right. Of course we need to encourage people to become governors. We do not want to frighten them off, and good training is critical. The Education Committee has made some powerful recommendations on training, which the Government have largely accepted. The National Governors Association has constantly talked about the importance of training. I want also to highlight the work of the all-party group on education governance and leadership, which has produced 20 questions that feature in a number of reports, including those of the Wellcome Trust and our Select Committee. Those 20 questions include a reminder that we should focus on the training of governors. We must ensure that those training packages are up to scratch and relevant to the challenges of governance now, and not to what we think it was. The Government are right to talk about setting up memorandums describing what academies turn into and how governors should respond.

I am grateful for your guidance, Mrs Main. I shall be brief. In my experience, local authorities have always put on a great deal of training, but it was not well attended and its quality was questionable. How can we ensure that the quality of training is improved now that schools are far more independent?

I have already mentioned the National College of Leadership and Training, and that is one way forward, but there are other organisations that are independent of local authorities that should be doing the training.

Finally, we all rely on good school governors and on volunteers to be school governors. The question of payment has been discussed by the Education Committee. There is a possibility of paying chairs of governing bodies because of their exalted status and their great responsibilities. That should remain on the table to encourage a kind of progression of governorship—from governor to chair. That might be part of the answer to the question of federations, structures, academy chains and so on.

In Darlington, we have done a good job over the years to improve the performance of the worst-performing schools. One of the ways we have done that is through tracking students on an individual basis and challenging where need be. I am deeply concerned about the proposals to remove assessment levels, because tracking is so important in governors and parents, and young people themselves, challenging teachers and schools. How will tracking be done when the Secretary of State removes assessment levels?

The hon. Lady makes two important points. First, by removing the current national curriculum levels we create space for more sophisticated methods of tracking. One of the problems with current level descriptors is that they are opaque and confusing, and sometimes different schools register different levels of achievement at different levels. The new method we propose will mean that there is far greater rigour in how assessment is carried out. Secondly, Darlington is a model local education authority, because it has encouraged more and more schools to take on academy freedoms. I hope that more Labour local authorities follow where Darlington has led.

First, I would like to pay tribute to Helen Holgate and all the other fantastic foster carers helping many vulnerable children in our country. We are working towards streamlining the approval process for foster carers. On court proceedings, through the Children and Families Bill, we are introducing fostering for adoption rules to ensure that children are placed earlier with prospective adopters, and with the work of the Family Justice Board, we are helping to strip out unnecessary delays in care proceedings. As a result, the average length of a care case has already been reduced from 57 to 42.2 weeks.

What more does the Minister think local government should be doing to support foster carers who, according to the Fostering Network, feel unsupported and often take in children when they do not feel quite prepared to do so?

With the Fostering Network and many other fostering charities, we have developed some excellent training materials for foster carers, to provide them with the support that they need. This will make them feel confident that they are in control of the placement, with the day-to-day decisions such as whether children get their hair cut or go on a sleepover being delegated to them. This will also help the children to feel that they have a normal family existence while they are in a foster care arrangement.

In contributing to this debate, I think back to 2008 when I launched national apprenticeship week as Minister for Skills. I recall debates in the Department at that time about why anything that we said about higher education would run right across the national newspapers and broadcasters, whereas it was very hard to get journalists to write even a small story about the importance of apprenticeships. That is largely because people in that sector, as is now the case with many politicians, have not experienced apprenticeships themselves. It has also been the case that many middle-class people in this country have not considered apprenticeships to be a preferred option for their children. For that reason, apprenticeships have languished behind.

I therefore welcome the cross-party nature of at least part of this debate, despite its being an Opposition day debate. I congratulate the Government on continuing to hold national apprenticeship week and on maintaining the National Apprenticeship Service, which I launched. It is important that the minimum length for an apprenticeship has been set at a year. All that progress is welcome.

It is important to introduce some fundamentals to this debate—otherwise, many young people searching for apprenticeships in our country might think that we have gone mad, and parents who are concerned about apprenticeships might feel that we are out of touch. At the heart of our system is the understanding that we must be there not only for our own children but for others. In a sense, we act in loco parentis, and navigating young people through a journey into work is important and necessary. For so many—indeed most—young people, going on such a journey alongside studying is essential.

We must remember that teachers spend time working and studying, just as I did when I was a young barrister. Across many job areas, the apprenticeship—an idea as old as the human being—is necessary. Why do we still have a fundamental problem? Largely, it goes back to the central debates of our times: what is growth; what is the industrial policy in this country; and where are our jobs to come from? I think we have some problems with those issues.

We should be concerned that when we talk about apprenticeships, a significant bulk of what we mean are level 2 apprenticeships—GSCE level. If we are serious about giving people the necessary life chances, and replicating what we see in countries such as Germany, Sweden and elsewhere, we need to do considerably better and have more apprenticeships at level 3 and beyond. Are we in this House content that when we look at growth over the past years, 100,000 of the new apprenticeships are in administration, more than 60,000 are in retail and fewer than one sixth are in engineering and construction? What does that say about the underlying problems in our economy? Many of those listening to this debate want to know that when we talk about apprenticeships, we are serious about what they are.

Given that 55% of young black men in this country are languishing as unemployed, we should be hugely concerned about the ethnic minority profile within apprenticeships and—when people do get apprenticeships —about where they tend to be. Given levels of unemployment among young people, we should be concerned that so much of the growth—75%—is among those older than 25. All parties can be guilty of playing politics, but I was Skills Minister with responsibility for Train to Gain, Unionlearn and Skilling up, and 70% of these new apprenticeships are taken by those who were already employed, and that is not progress. Those people already had jobs and—let us be serious—rebadging those jobs as apprenticeships is not actually progress. It is of huge concern that we are now using the term “apprenticeship”, when we are talking about the Train to Gain programme.

My right hon. Friend is making a superb speech and indicating that early decisions made by young people and supported by their parents and teachers are not going in the right direction for our economy. Is one main problem the lack of decent advice that young people receive?

My hon. Friend is absolutely right and we will not sort out that issue unless we get to grips with a serious problem in careers, information, advice and guidance. We struggled with that in government; we had the Connexions service but we got rid of it. I think it worked in certain parts of the country but not in others, and it was certainly good for more vulnerable young people. The situation now is that many schools with responsibility in that area are totally out of touch with the sectors into which we need young people to go if we are to be serious about apprenticeships.

The indication of decline is also significant. When Labour left office, my Department was spending about £2,400 in direct payments for each apprenticeship start.

That figure has now fallen to £1,600, and is part of the dressing up of what constitutes an apprenticeship.

I hope we will begin to get serious about what an apprenticeship is, and recognise that young people are concerned that they will just go round and round in circles and not end up with a proper job. A proper job is where we need to get to, and we should keep a close eye on both completion rates and success rates. If we go back in time, the legacy of a former Government was an apprenticeship that one did not finish, and one did not get a job at the end of it.

At Christmas, officials from the Department for Education held a party at which they were encouraged to wear silly hats and not remove them until they had identified what cuts they wanted to make. Another official blogged that he would like a barge on which to sail between the different offices outside London. The one he could not reach was Darlington, which is under threat of moving to Newcastle. Does the Secretary of State see how insulting that is to 450 of my constituents who might be losing their jobs?

The hon. Lady has made a good case for the continuation of Department for Education provision at Mowden hall in Darlington. It is important for us all to recognise that the work of civil servants engaged in the DfE review has been typical of the committed work they do across the Department to ensure that we have better services for less money. I am looking forward to working with her to ensure that we examine the case for either Darlington or another location in the north-east providing an even better service for all children in the future.

It is a pleasure to serve under your chairmanship, Dr McCrea. I thank my hon. Friends the Members for Sedgefield (Phil Wilson) and for Bishop Auckland (Helen Goodman) for supporting me in preparing for this debate.

Mowden Hall is the workplace of more than 400 civil servants who support the education and well-being of children and families across the country. On 13 November, I received a letter from the Department for Education describing Mowden Hall as being in poor condition and requiring significant investment to remain in use. The letter said that the Department would be selling the site and searching for an alternative in either Darlington or Newcastle, which came as a surprise although not as a bolt from the blue.

Before 2010, the Department had secured funding and planning permission to build new offices in the centre of Darlington. The relocation would have brought jobs into the centre of town, providing public transport access and much-needed trade. The coalition Government cancelled the project almost immediately after taking office, saying that they were committed to remaining at Mowden Hall. All seemed relatively well at the time, but it did not ring true to me, given that the feasibility study for the new building highlighted the poor condition of Mowden Hall. It seemed pretty clear that at some point, the Department would either have to move from Mowden or invest heavily in it.

To be helpful to the Department, I arranged for a discussion between officials and a local developer, John Orchard of Marchday, which owns Lingfield Point in Darlington. The Lingfield Point site was built immediately after the second world war to house a wool factory by Patons and Baldwins, a leading British manufacturer of knitting yarn. At 2 million square feet, the site became the largest wool factory in the world. It is now one of the largest employment bases in the Tees valley, employing more than 2,000 people. The award-winning site is also home to the offices of significant north-eastern organisations including Darlington borough council, the NHS, the Student Loans Company, NFU Mutual and the Navy, Army and Air Force Institutes. It is a stone’s throw from the Independent Safeguarding Authority and can truly be described as a public sector employment hub. The business park even runs its own bus service to and from the town centre every half hour, alongside local bus services running to the site every 10 minutes.

In March 2011, discussions with the then permanent secretary and his officials to assess the possibility of a move to Lingfield Point were positive. Shortly afterwards, however, it became clear that any move was on hold and that the Department’s strategy, at least for the time being, was to stay put at the deteriorating Mowden Hall. It is not my intention to argue that the Department should retain Mowden Hall; a move is clearly justified. Nevertheless, the surprising element of the letter I received on 13 November was not that the Department had decided to move from Mowden Hall, but that it was considering moving its 480 staff members to Newcastle instead.

About 60% of the work force at Mowden Hall live in Darlington. The rest commute from neighbouring Teesside, Durham and North Yorkshire. The Minister, being familiar with the geography of the north-east, will know that Newcastle is 40 miles north of Darlington along a busy stretch of motorway. To reach the centre, staff would either have to drive past the Metro centre, which is legendary locally as a congestion hot spot, or travel via the Tyne tunnel, which has lengthy queues at peak travel times. Increased regional congestion and carbon emissions would be the unwelcome consequence of a move away from Darlington. Alternatively, staff could take a packed train, but the journey time—about half an hour, in addition to travel time into and out of Darlington and Newcastle town centres—would add about two hours to their working day. Other travel options from Darlington to, for example, Longbenton in Newcastle and back include two hours and 20 minutes on the train, four hours on the bus or two hours and 20 minutes driving.

Those travel times would make family friendly working impossible. Parents would find it harder to fit their hours around existing child care arrangements, which would increase their costs dramatically. According to Tees Valley Unlimited, our local enterprise partnership, the older, highly experienced work force would be less likely to commute to Longbenton and less likely to find alternative employment locally.

I congratulate my hon. Friend on gaining the debate. My constituency takes in part of the borough of Darlington as well as part of south-east Durham. The issue is important not just for the town of Darlington but for local and surrounding areas. I receive letters and e-mails from people who work at Mowden Hall and places such as Newton Aycliffe. They say that if Mowden Hall is moved to Newcastle, there is no way that they will be able to get there and have a family life. I agree with the point that she is making.

I am grateful to my hon. Friend for his intervention. People who live in outlying areas of Darlington such as Newton Aycliffe would have to get into Darlington to catch the train. An hour and 10 minutes would be an optimistic travel time for someone in that situation.

I understand that the Department will be responsible for the relocation travel expenses of staff commuting to an alternative workplace in Newcastle. What provisions has the Minister made to cover those costs? I hear that the Department may be required to cover staff travel costs for some years. Can she confirm that that is the case?

Staff at Mowden Hall make a substantial contribution to my local economy. The most recent information that I have been able to obtain from Tees Valley Unlimited suggests that nine are senior civil servants, 60 work at senior management grades 6 and 7, 58 work in operational management, 240 are executive grade and 80 work at administrative level. Those are senior posts providing expertise to the education sector across the UK.

Darlington is an attractive area principally because of its low cost base and highly skilled work force. In addition, the town has an excellent quality of life and an easy commute to work. Its main advantage is a stable work force and very low staff turnover, allowing for continuity of the specialist knowledge that makes a difference to children’s education throughout the country. The expertise at Mowden Hall has been built up over decades and includes school formation and investment, improvement and performance, school standards, school resources, early years, extended schools, special needs, safeguarding, international adoption, audit and free schools and academies. I understand that a free school is to be created at the old Mowden Hall, which I support and look forward to.

Mowden Hall has a talented, motivated and dedicated work force with skills that cannot be acquired quickly. A move from Darlington resulting in large-scale staff departures would damage the Department’s ability to continue its business. Schools and children’s services departments across the country rely on those skills. They are not easily, quickly or cheaply replaceable, and they should be highly prized by the Department. It is particularly worrying that the current uncertainty surrounding the future location of the Department’s offices is causing some highly skilled staff members to consider departing from the service sooner than they otherwise would have. I would be grateful for an assurance from the Minister that staff at Mowden Hall will not be required to make decisions about early exit before gaining certainty about where they will have to work.

I am grateful to the permanent secretary for meeting me and representatives from Darlington, including council leader Bill Dixon and the leader of the Conservative group, Heather Scott. Ministers and officials understand the pitfalls of a move away from Darlington, and I know that they will be mindful of the potentially damaging impact of a move on the Department’s performance. I know from those discussions that business continuity is a key concern of the Department in considering where to move the jobs. Staff turnover at Mowden Hall is low. The site has played a leading role in Government initiatives, such as free schools and academies, and we are keen that that role continues in Darlington.

In addition to the 480 DfE jobs at Mowden Hall, there are a small number of Ministry of Justice and Department for Business, Innovation and Skills staff. Will the Minister say something about the future of those posts? Some 500 staff at Mowden Hall are employed by Capita, servicing a DfE contract. Can the Minister say what discussions she has had with Capita about its future accommodation needs?

My principal arguments for keeping the Department’s jobs in Darlington centre on the unnecessary costs of relocation and the potential loss of skills to the Department. Also of huge concern is the impact on the local economy of the loss of such a large number of highly skilled jobs.

Although it is more of an issue for me, as the local representative, than for the Minister, it is worth outlining that Tees Valley Unlimited’s economic model forecasts that the economic impact for Darlington is direct employees plus indirect employees times the median wage of £19,000 per annum, giving an annual economic impact figure for Darlington of up to £21 million. It is estimated that around 70% of that sum is spent in the local economy.

Darlington’s unemployment rate is historically and currently higher than other potential locations in Newcastle. The decision to leave Mowden Hall is the most important issue facing Darlington today. There is cross-party support to keep the jobs in the town. We are not making party political points about this. We have support from the borough council and the local business community, the Public and Commercial Services Union and all political parties. The foremost regional newspaper in the country, The Northern Echo, with its proud history as a campaigning title, has lent its support to the campaign to keep jobs at Mowden Hall. Its Save Our Jobs petition has already attracted more than 1,000 signatures. There is no doubt that the task of persuading the Department to stay in Darlington is a whole-town effort, undertaken with confidence in what we have to offer and an understanding that these jobs are critical to the future economic success of our area.

The case for remaining in Darlington is persuasive. There are at least two high-quality alternatives in Darlington. This is a critical decision for our town. For business continuity, integration with Capita, retention of skills and the sake of the local economy, I trust that the Department will decide to keep these jobs in Darlington.

The Minister of State has been to Darlington and should be, but probably is not, embarrassed by the decision he made to decline the regional growth fund bid for Durham Tees Valley airport. Is he as shocked and frustrated as we in the north-east are to learn that there is now £1 billion of unallocated RGF money in his Department’s coffers?

I have not only been to Darlington, as the hon. Lady knows, but I spent 10 years of my life there—and, in the interests of social mobility, I was happy to give her predecessor a leg up the political ladder. I look forward to my visit to the north-east next week. The Secretary of State has already explained the circumstances in which the bid for the airport was turned down, but I have to tell her that the north-east did extremely well in round 3 of the regional growth fund. I look forward to hearing more about some of the successful projects when I visit next week.

I have enormous respect for the right hon. Gentleman. We are working across Government to ensure that as many children as possible who are eligible for free school meals receive that very important benefit and that it continues to go to those who deserve it.

Does the Secretary of State accept that the effects of the GCSE fiasco are now being felt by students not directly involved, because schools in my constituency are having to fund a legal action against Ofqual, because the Government, unlike the Welsh Government, have failed to act?

I have already made clear to the House my view of the mistakes the Welsh Education Minister has made. All I will say once again is that the flaw in the qualification was in its design, and it was not this Government who designed it.
