My hon. Friend deserves to be heard. The Palestinian Authority have been in regular contact with Hamas. I think that the Palestinian Authority share the despair of many others in relation to the circumstances in Gaza. They have recently made attempts to seek a new political solution in Gaza that will lead to a unified authority that can only be accepted by people outside on the terms of the Quartet. We continue to see members of the Palestinian Authority as those who, if they keep driving for that and driving for peace, will be proper partners in the process.

I recall that in this House on 15 January 2009, the then Member for Manchester, Gorton, Gerald Kaufman, said:

“My grandmother was ill in bed when the Nazis came to her home town of Staszow. A German soldier shot her…in her bed.”

He continued:

“My grandmother did not die to provide cover for Israeli soldiers murdering…grandmothers in Gaza.”—[Official Report, 15 January 2009; Vol. 486, c. 407.]

That should apply to anybody else—whether 58 or 2,000 more. Will the UK Government borrow from the late Gerald Kaufman’s language, and state that Palestinian lives are as precious as Israeli lives and that those who reportedly cheered yesterday in Israel, “Burn them, shoot them, kill them,” are beyond contempt?

All lives are indeed sacred. That anyone, in any circumstances, should cheer the results of actions in which people lose their lives means that they are losing a connection to something very valuable. It is the duty of this House, notwithstanding the anger and upset that we often feel, to try to find a way through. The hon. Gentleman’s concern that all lives should be held in the same regard is absolutely correct.

Some people might think I was speaking in Arabic, but it would be Ulster Scots, which is very different.

It is always a pleasure to speak in such debates. I commend the right hon. Member for Meriden (Dame Caroline Spelman) for presenting her case so well, as she always does. Her compassion, knowledge of, interest in and love for other people always comes out in her speeches. I wanted to put that on record, and thank her for it.

Along with others, I received a briefing from Christian Aid earlier this year. Today we received an update on where we are. We should thank Christian Aid for all its does. Its staff have been very industrious in ensuring that we all have the facts and figures for this debate.

I thank the hon. Gentleman for giving way—I pulled out to give more people time, as there were too many speakers. I commend to anybody watching this debate the briefing from Christian Aid. For further background, I would direct people to Christian Aid’s website, where they can learn a bit more. I also commend Christian Aid’s ideals of a FAIR solution—one that is funded, ambitious, inclusive and respectful. Those are great headings under which to work.

I thank the hon. Gentleman for his intervention. His words are very much what we are all thinking in this House today.

More than 40 million people are currently displaced within their own country due to conflict. That is the equivalent of 60% of the population of the United Kingdom of Great Britain and Northern Ireland. Women account for 50%, and a further 40% are children—so 90% of the displaced are women and children.

There are internally displaced people in Syria, Sudan, Colombia and Iraq, as has been said, and the number of internally displaced has more than doubled since the creation of the guiding principles in 1998. Oh that the guiding principles had been adopted by all those countries, and we would be a step further on. Internally displaced people represent more than twice the number of refugees in the whole world. It is simply heart-breaking.

I will make some brief comments as chair of the all-party parliamentary group on the freedom of religious belief, and on the persecution of Christians across the world. Hundreds of thousands of people have been displaced in countries in the middle east, with families who have had to leave their homes and businesses, unable to return. People had worked their whole life for all they had and had to walk away.

Women are disproportionately affected by internal displacement, and are at greater risk from sexual violence and trafficking. Girls suffer higher levels of early marriage and women have weaker or no property rights and no recourse to compensation for land losses. They can be subject to physical or sexual abuse when carrying out simple activities such as fetching firewood or water. Women often do not find personal security following displacement. I make a special plea for the women and children.

I can certainly tell my hon. Friend that we are directing all our conversations and all our energies to getting the Russians to accept their responsibilities. I cannot go into the details of the contacts that we have had with them over the last few days, but suffice it to say that we believe that it is overwhelmingly in their interests to begin a political process. I feel that if they do not do that, they will be bogged down in this conflict for years, perhaps decades, to come. There is no military solution. There are 4 million people in Syria whom Assad does not control, and whom the Russians do not control either. We are therefore exerting all the influence we can to bring the process back to Geneva, where it belongs.

Thank you for granting the urgent question, Mr Speaker, and I thank the hon. Member for Barrow and Furness (John Woodcock) for requesting it.

This is a multi-faceted war. Robert Fisk of The Independent has warned that it is Ghouta today, but it will be Raqqa later. We welcome the united approach of the UN Security Council to this critically urgent issue, and, indeed, the efforts of the UK Government in helping to secure it. However, there is concern about the fact that the resolution does not make it clear how the ceasefire will be enforced, how the injured will be evacuated, and how returning aid workers will be protected. Will the Foreign Secretary provide some clarity on that, and might he think about working to achieve an improved resolution?

We know that, yesterday, both Angela Merkel and Emmanuel Macron spoke to the Kremlin to urge Russia to use its influence to ensure the ceasefire is respected. Following on from the question of the Chairman of the Select Committee on Foreign Affairs, the hon. Member for Tonbridge and Malling (Tom Tugendhat), what representations are the UK Government planning to make to Russia to ensure the ceasefire is announced and, indeed, implemented, and especially for safe corridors, in which Russia could play a big part?

With Syria and Turkey now disagreeing over whether the ceasefire applies to Turkish forces in north-west Syria, and Iran insisting it does not apply to parts of Damascus, there is a real risk that the limited scope and clarity will lead to the ceasefire being disregarded. Can the Secretary of State confirm if there will be any further discussions aimed at ensuring there is zero ambiguity among all parties as to what the ceasefire entails, especially given Robert Fisk’s warning that the bombing in Ghouta will not end any time soon and, indeed, that there are other cities further down the line that will, when the dominoes start to topple, suffer the same fate?

The hon. Gentleman is absolutely right that the safe return of aid workers is paramount, and we are working with my right hon. Friend the Secretary of State for International Development to ensure that that is possible and that people can go about their jobs looking after the humanitarian needs of the victims in safety. The hon. Gentleman makes an excellent point about the need to bear down on Russia and make it clear to the world that Russia bears responsibility for bringing its client state to heel and delivering it to the talks in Geneva—and, as I have said many times to the House, that is pre-eminently in Russia’s interests.

Western Sahara is always part of our discussions with friends in north Africa. Having met the right hon. Gentleman over many years, in all sorts of capacities, to discuss common interests in the area, I can assure him that he will not be disappointed in relation to that complex issue.

I thank the right hon. Member for Islington South and Finsbury for reminding us of her manifesto, which came a good second in the general election, if I remember correctly. I am pleased to say that a number of issues raised are of great interest to us.

If the right hon. Lady wants to find a force for good, which she began with, I invite her to come to the United Nations General Assembly week in September. I would like her to see how the United Kingdom is seen, treated and spoken of in that Assembly, because of our commitment to development and to human rights, and because of the things that we stand up for. There is not a room that a Minister goes into where we do not find that. That is no praise for a Minister, because it is due to policy followed over a number of years by successive Governments, and the hard work done by our officials.

The sense that people have of the United Kingdom, certainly under this Government, is that these are issues on which we not only make a substantial contribution—it was this Government who were determined to put the target of 0.7% of gross national income into law—but give leadership. If the right hon. Lady really wants to be reminded that the United Kingdom is a force for good, rather than using it as a debating point, she should go to UNGA in September, see how we are treated and ask whether that Assembly thinks that we are force for good. She will get the answer that yes, we are. However, that is something we have to live up to. That is what these debates are about, and that is what the Government are determined to do.

Within her first weeks in the job, my right hon. Friend the International Development Secretary travelled to Cox’s Bazar. There she met a young mother—one of more than 650,000 Rohingya refugees who have arrived in Bangladesh since August. Her name is Yasmin. Yasmin had fled Burma with her new-born baby, after her village was burned down and her brother murdered. On their journey, she and her baby were thrown over the side of a smuggler’s boat so that her son’s crying did not alert the Burmese soldiers. They arrived in a giant, crowded camp only for her son to contract cholera.

Yasmin is just one of the 65 million people around the world—the right hon. Lady mentioned them—who have been forcibly displaced. She is like those I have met in refugee camps in Syria, Lebanon and Jordan, and like those a number of colleagues have met, because the whole House takes an interest in this issue and many colleagues have visited people in such circumstances. This number of 65 million is equivalent to the size of the UK population, and it has almost doubled in the past 20 years. Each is a life uprooted, a family torn apart and a future uncertain.

The Minister will be aware that on 16 March a private Member’s Bill on family reunification is coming up, which is supported by the Red Cross, Oxfam, the Refugee Council, Amnesty and the UNHCR. Will his Government be supportive of it, bearing it in mind that the rehabilitation of refugees is often helped when children can bring in adult parents or parents can bring in adult children so that families can be reunited?

I have not seen the content of the Bill, so I cannot give a response on that. I will, if I may, say something about children and family reunification a little later.

Human rights matter because they aim to protect the innate dignity of every human being. They promote freedom and non-discrimination, fairness and opportunity, but all too often it is the absence of those rights that drives people such as Yasmin from their homes. The right hon. Member for Islington South and Finsbury is right that the series of challenges now facing the world in relation to the number of people moving is immense and probably more complex than ever before. It is no longer the case that refugees move simply because some natural disaster has forced them from A to B, nor is such movement simply the result of some worldwide conflict, which is what drove refugees post-1918 and post-1945. There is a series of issues in play, from demographics to lack of opportunity and individual conflicts.

In a sense, the movement back from the post-1945 world order, with the challenge to rules-based organisations, is compounding that in that we cannot find answers. My right hon. Friend the Member for New Forest West (Sir Desmond Swayne) asked about what the UN should do given that if there is a veto in the Security Council, no action is taken. That has been demonstrated to be even more significant in recent times because of the conflict in Syria, but it can be raised in relation to other places. These are challenges the complexity of which we probably have not faced in our time, and they set the baseline against which we will all be judged.

Yes. I never had the right hon. Lady down as being thin-skinned. I do not want to get into that too much.

The UK has contributed significantly to hosting, supporting and protecting vulnerable children. We are the largest contributor to the Education Cannot Wait initiative, the first global movement and fund dedicated to education in emergencies. That builds on our extensive work in the Syria region through the No Lost Generation initiative.

In the year ending September 2017, the UK granted asylum or another form of leave to almost 9,000 children—in that year alone—and has done so for more than 49,000 children since 2010. We have committed to transferring 480 unaccompanied children to the UK from France, Greece and Italy under section 67 of the Immigration Act 2016, and last week the Home Secretary announced an amendment to the eligibility date to ensure that the most vulnerable unaccompanied children can be transferred to the UK.

We will resettle 3,000 vulnerable refugee children and their families from the middle east and north Africa by 2020. That is in addition to the commitment to resettle 20,000 refugees under the vulnerable persons resettlement scheme. So far, we have welcomed more than 9,300 people through the scheme, half of whom are children.

I am grateful to the Minister for giving way again; he is being very generous. I praise the fact that children have been resettled in the UK; some might say that the numbers are not what we had hoped for, but, even so, some have been resettled. If some of those children who have been resettled in the UK have an opportunity for family reunification, will the Minister try to take in those other family members and allow them to join those children?

I acknowledge the hon. Gentleman’s position, but let me say that we of course support the principle of family unity and have several routes for families to be reunited safely. Our family reunion policy allows a spouse or partner and children under the age of 18 of those granted protection in the UK to join them here if they formed part of the family unit before the sponsor fled their country. Under that policy, we have reunited many refugees with their immediate family and continue to do so. We have, in fact, granted more than 24,000 family reunion visas over the past five years. Family reunification really matters. Of course, colleagues will always argue for more, but that is a substantial figure. I will certainly suggest to colleagues that they look very carefully at the hon. Gentleman’s Bill.

Let me speak about one or two of the crises mentioned by the right hon. Member for Islington South and Finsbury. We have committed £1.3 billion to meet the needs of refugees and host communities in the Syria region, and it is here that we have pioneered a more comprehensive approach to refugee assistance, which includes a refugee compact with the Government of Joran that aims to create 200,000 jobs for refugees.

Of course, resolving the conflict remains the top priority. We are using all our diplomatic tools to call on all parties to protect civilians from harm, to open up humanitarian access and to support UN political talks aimed at ending the conflict. I was in Paris yesterday and met Secretary of State Tillerson in the margins of a meeting to find accountability for those who use chemical weapons in Syria. I met Staffan de Mistura in Geneva just the week before, and of course my right hon. Friend the Foreign Secretary is doing even more at his level.

Syria is incredibly complex. The recent incursion by Turkey into the north of Syria complicates matters still further, but it is a crisis that can be resolved only by further political talks through the Geneva process. Our approach to Sochi is to say that it has a value only if it directs people towards the Geneva process. That is the determination that we and others have made.

We remain deeply concerned by the Rohingya crisis, where people are still crossing the border every day with stories of unimaginable trauma. This is a major humanitarian crisis created by Burma’s military. There has been ethnic cleansing and those responsible must be held accountable.

I agree, and I urge hon. Members to support the private Member’s Bill that has been introduced by my hon. Friend the Member for Na h-Eileanan an Iar (Angus Brendan MacNeil). I very much hope that it is passed. He has support from the Refugee Council, the UNHCR, Amnesty International, the British Red Cross and Oxfam, among others.

Indeed, the Red Cross, Oxfam, the Refugee Council, Amnesty and the UNHCR have said that having this Bill is their priority. Does my hon. Friend also welcome the warm words that I detected from the Minister regarding this Bill on family reunification—for codifying what is happening and giving people the legal right and assistance from legal aid, which is also in the Bill? That important part of it would enable the rights that hopefully the law would bring. I think the Minister is warm to it, at least.

My hon. Friend makes a series of valuable points. In Scotland a degree of legal aid still is available to support these applications, which are not straightforward, as a recent report from the Red Cross made absolutely clear. Ensuring that those who need legal aid have access to it would be a hugely welcome development.

On another day we will debate our asylum system for those who seek protection once they are here. Suffice it to say that on the SNP Benches, we see massive scope for improvement. Regular reports are critical of asylum casework, with backlogs and under-resourcing contributing to poor decision making. The Compass contracts for housing are little short of a disgrace. Levels of support are shocking, the right to work is ludicrously restricted and the move-on period after a positive asylum decision is a shambles. In Scotland, we recently launched our second refugee integration strategy. The Welsh Government have one and it is now time for this Government to produce one. Talk of a two-tier asylum system must be shelved, as must dangerous talk of seeking to redefine the very concept of what it means to be a refugee.

The crisis is not going away anytime soon. As the motion says, conflict resolution must be central to our foreign policy. I highlight, for example, the Scottish Government initiative to train women from conflict zones around the world on peacekeeping and conflict resolution as the sort of initiative that Governments across these islands can take. And we have barely begun considering what climate change will mean for migratory flows. New Zealand is considering a humanitarian visa category for people displaced by climate change. That is the sort of conversation we will have to have here as well.

My hon. Friend is quite right. I hope we see a busy House on that date.

In conclusion, I wish to make one further point. Sometimes in these debates we speak as if hosting refugees is necessarily a hardship for our country. It is important to put it on the record, therefore, that, given the chance, refugees far more often go on to make incredibly positive contributions to their communities and new countries and to bring great joy to their new friends and adopted families.

I respect the right hon. and hon. Gentlemen, but time is limited.

I hear criticisms of the human-rights approach, and I have read them on social media. People say that when we welcome refugees we are letting in terrorists, and we should beware of the pull factor. For a start, there is no good evidence of a pull factor; there is evidence only of the determination of refugees to support themselves and their families, and to escape to wherever they can best do that. I strongly urge Members to come to the House on 16 March to support the Refugees (Family Reunion) (No. 2) Bill, which will be presented by the hon. Member for Na h-Eileanan an Iar (Angus Brendan MacNeil).

It is important to unpick the argument about terrorism. The 1951 convention makes a clear distinction between refugees and criminals. Being a refugee is not a crime, but being a criminal, or of criminal intent, means that a host country is entitled to restrict or cease its hospitality. However, leaving people trapped, with their movements restricted and their human rights held down, risks turning once desperate people into very angry people—and anger is a breeding ground for those who would recruit followers to ideologies of hate who wish to harm us. So my fifth and final rationale for a human-rights approach to refugees is a national-security one.

On the basis of moral, legal, economic and national-security arguments, and also for the sake of our standing in the world, we urgently need the Government to take a human-rights approach to foreign policy in general and refugees in particular. I think that we in the United Kingdom are proud to be instinctive humanitarians. We all represent people who want us, in Parliament and in Government, to take every opportunity to broker peace, promote human rights and treat refugees as human beings. I urge the Government to support the motion.

It is a pleasure to speak in the debate and to follow the hon. Member for Beckenham (Bob Stewart). I thank him for sharing his story; I think we all felt quite emotional on hearing it. The plight of refugees across the world remains a deeply tragic and often shameful summation of our ability as an international community to create a safe and prosperous environment. The individual circumstances of a conflict that causes displacement, or of the threat posed to vulnerable citizens, can seem insurmountable, given their different causes and effects. The conditions that lead to the movement of people across borders to seek sanctuary will not go away anytime soon. Those conditions include persecution, war, climate change and other complex economic and social factors.

Britain has the power to play a leading role in setting a co-operative, internationalist agenda that puts human rights at its centre. The plight of Syrian refugees is a prime example. The more recent resettlement schemes announced by the Government are to be commended, but we still are trailing in comparison with our European neighbours. It will be almost a decade since the civil war in Syria started by the time the UK is even close to meeting its targets, while an overstretched region handles the crisis from afar.

Time is short, so I will not.

As the Member of Parliament for Battersea, I must mention the work of a previous MP for the area, Lord Alf Dubs, whose tireless campaigning for child refugees will, we hope, finally undo the Government’s refusal to change the family reunion rules. Mothers and fathers in the UK are unable to sponsor their adult children to join them here. Refugee children in the UK are forced to live apart from their parents, and refugees are unable to bring elderly relatives to live here with them in safety. In my own borough, I have seen the failure of Conservative Wandsworth Council, which has housed a mere two Syrian refugee families.

I spoke recently in a Westminster Hall debate on the enslavement of black African refugees in Libya. The Minister has spoken in detail on that subject. I must also briefly mention the refugees in Yemen. We are creating that situation ourselves through our arms sales to Saudi Arabia.

I cannot talk about UK foreign policy and refugees without mentioning one of the oldest United Nations refugee missions in existence: the refugee camps in Palestine. I have visited the camps in Bethlehem, part of the occupied west bank, where three generations of displaced Palestinians continue to face statelessness. Now more than ever, it is important that Britain shows itself to be a team player internationally: tolerant, open and a champion of human rights. In an age of division, we cannot look for short-term solutions. We must be principled leaders.

It is great to have this debate today given that Saturday is Holocaust Memorial Day and that this year marks the 70th anniversary of the universal declaration of human rights.

I came to this place after having stood for election on a platform of local issues, but my eyes have been opened over the past three years through travel and by speaking to other people. There was the woman in a Rohingya camp who had seen her sons murdered and the man who had had the back of his head staved in with a machete that morning. There was the Yazidi Christian who had made a dangerous boat crossing with a 10-day-old child during which the boat had been capsized before the navy cutters came to pluck them out of the water.

I have spoken to a CNN journalist who had risked her life by going undercover to film slave auctions in Libya. I have met Venezuelan opposition politicians who had been beaten up due to their political beliefs, and there are now a reported 140,000 refugees in neighbouring Colombia. I have of course been to Yad Vashem in Jerusalem, where I saw the hall of names of those who died in the Shoah, which really goes to the crux of things when we talk about suffering.

I do not have the time to do justice to the Government’s policy on Syria, where we are the second-biggest donor to the camps in neighbouring countries. We are supporting people as close to their homes as possible in anticipation of them being able to return, which they want to do, when it is safe to do so. By doing that, we are able to help hundreds of thousands of people there, including many children, instead of waiting until they attempt a boat crossing.

I will not due to the time, and I know that the hon. Gentleman’s private Member’s Bill is coming up on 16 March.

I do not have enough time to talk fully about the Rohingya. If we use too blunt an instrument in our diplomacy, we risk the country closing off. Ethnic conflict is already intensifying in northern Shan state and Kachin state, where the situation is actually backed by the popular support of the Burmese people, who already do not believe what the western media is telling them about the ongoing atrocities.

I cannot do justice to the speech of my right hon. Friend the Minister for the Middle East, who responded to the recent debate on the petition on the slave trade in Libya. He is making proactive moves to consider the petitioners’ demands and to speak to as many people as possible to address the causes, which include the migrant path from sub-Saharan Africa.

The conflict, security and stability fund, which has been allocated more than £1 billion for this year, aims to stabilise areas, but only by sorting out conflict, such as ending the war in Syria and appealing to the Burmese Government to ensure that the commander-in-chief ends the situation for the Rohingya, can we start to tackle some of the ongoing situations in Nigeria and other countries and prevent people from feeling the need to leave. It is through soft power, trade where appropriate, quiet and calm diplomacy in the UN and the Council of Europe, where the UK delegation is working this week, and all manner of other ways of mobilising the international community that we will start to succeed.

I congratulate my right hon. Friend the Member for Doncaster North (Edward Miliband) on securing this debate and on putting the case so eloquently, and I join others in congratulating the hon. Member for Stratford-on-Avon (Nadhim Zahawi) on bringing home so movingly the pain that this has caused to so many people.

My mother was a proud American from Ohio. Her forebears made the journey across the ocean to seek a better life, and they found safety and opportunity in equal measure. Perhaps that explains why those of us who have a family connection with the United States of America felt, I must confess, a sense of shame and rising anger as events unfolded this weekend. We have seen that passion expressed in this debate, which tells us something about the nature of the decision that we are objecting to. It is precisely because we have such respect for the United States of America that we yearn for something better—much, much better—than this, and why we have a responsibility as friends to speak out.

Has the right hon. Gentleman noted that Donald Trump’s mother was a migrant? She was not just from Scotland but from my constituency. Donald Trump’s first cousin’s wife was my English high school teacher, but we can leave that to one side.

The right hon. Gentleman mentioned shame. As a Hebridean, I feel utter shame at how Donald Trump, the son of Hebridean woman, is behaving on the world stage. It is absolutely disgraceful and shameful. I hope he rescinds and changes the measure—not recasts, but rescinds it.

I agree with the hon. Gentleman. We hope he rescinds the measure.

I want to make three very quick points, the first of which is that however much the Foreign Secretary may seek to argue that this is not a ban on Muslims, our fellow Muslim citizens and our constituents, and my hon. Friend the Member for Bradford West (Naz Shah) and I, know that it is. Why do we know that it is? We know because Donald Trump said during the course of his election campaign that that is what he wanted to do. The fact is that people listen to that. They see the order. They know he is talking about them. Imagine the conversations in families when children say to their parents: “What is it about us that means that country doesn’t want us?” What message does that send to the next generation? Frankly, the message it sends is offensive, divisive and misguided.

Secondly, I agree absolutely with the point made by the hon. Member for Reigate (Crispin Blunt) that the order will not help us or anyone else in the fight against the brutal ideology of Daesh. Instead, it will act as a recruiting sergeant for Daesh. I simply observe that our security is too important to be damaged in that way when populism triumphs over reason, as has happened in this case. Our best defence against the lethal obscurantism of Daesh is to cleave ever more strongly to the values that make us proud to be British.

My final point is about the international rules-based system. Why did we create these institutions after the end of the second world war, including the United Nations? We knew that out of the ashes of that terrible conflict, we needed to work together to observe and uphold certain principles to enable humanity to thrive in the world we were seeking to create. Article 3 of the refugee convention states:

“The Contracting States shall apply the provisions of this Convention to refugees without discrimination as to race, religion or country of origin”,

and the truth is that the order offends against article 3 of that convention. We have other worries—the Paris climate agreement and the Iran deal—but they are all expressions of the international rules-based system that we have fought so hard to create and sustain.

I conclude by saying this: if we are going to deal with the challenges we face as a world as this century unfolds, we must seek and strive to bring people together and not to drive them apart. That, after all, is the very principle on which the United States of America, which we respect so much, was founded.

I welcome the opportunity to speak in this crucial debate, Mr Speaker, and I consider that the subject matter falls perfectly well within my remit of foreign affairs.

As we approach the final stage of this campaign, it sometimes feels that we have lost sight of the key question that people are supposed to be answering in the polling booths a week tomorrow. That question is not, “Do we like the EU?”, or “Do we agree with everything it does?” It is not, “What message do you want to send the EU?” or even, “What message do you want to send the Government?” It is certainly not, “Is the EU perfect?” I would be the first to say loudly that it is not. This is a straightforward question that requires a clear-eyed, hard-headed analysis and response: “Are we safer, stronger and better off inside a reformed EU or outside it?” As Foreign Secretary, I know as well as anyone the frustrations of decision making by committee of 28 and the compromises that entails, but I also know that we are winning the arguments in Europe and are increasingly influential in shaping its future. I know, too, that we have greater global influence as a result of being a leading member of the world’s largest trading bloc.

The right hon. Gentleman asked the question that we hear all too often: is the EU perfect or imperfect? The reality is that people complain that their council is imperfect. Unbelievably, some people in Scotland even complain that their Government are imperfect. A lot of people definitely complain that Westminster is imperfect. I find that a lot fewer people complain about the EU being imperfect, so can we stop saying that the EU is uniquely imperfect? There are imperfections at all levels of government, and to brand the EU in that way is a problem. The EU is a club for independent countries, which Westminster most certainly is not; it is a family of nations, which this is not.

Another myth, which I am afraid has been proffered by my right hon. Friend the Foreign Secretary, is that we will need to renegotiate trade agreements with all the countries with which the EU currently has trade agreements. That is not the case. There is an accepted principle in international law called the principle of continuity: if a political unit splits into parts—as the Soviet Union or Czechoslovakia did, for example—the component parts continue with the same agreement unless one party objects to it. There is absolutely no reason to suppose that the countries with which we are currently party to free trade agreements will want to end those agreements when we leave. For example, when the Soviet Union broke up it was not a member of the WTO, so had traded under separate trade agreements with other countries. Those trade agreements migrated by agreement, so that within weeks even America had migrated its agreement to Russia and other successor states. There is absolutely no reason—

It is a great honour to speak in this debate after so many powerful and lucid speeches. I am unashamedly speaking in favour of remain, but next week my constituents each have one vote—the same number I do. My job here is to try to represent what I see as their best interests. They may not see it like that, but it is what I see as being in the best interests both of my constituency and the country.

I will follow on from what my hon. Friends the Members for Faversham and Mid Kent (Helen Whately), for Portsmouth South (Mrs Drummond) and for North Devon (Peter Heaton-Jones) have said about the importance of stability, prosperity and co-operation, and about the United Kingdom’s place in the world and its position as a force for good.

Let me start with stability and prosperity. It is quite clear—this is acknowledged even by those who speak for leaving—that there will be at least a short-term impact on the United Kingdom economy if we leave the EU. My hon. Friend the Member for Uxbridge and South Ruislip (Boris Johnson) has said as much. He talks about the Nike swoosh, or the dip, that would happen. We are talking about not a graphic but a direct impact on people’s pockets and on Treasury revenues.

As for what happens in the medium term, there is more debate. A vast majority of economists have said that being part of the European Union would be better for our economy in the medium and long term, but I accept that there are a wide range of views on that. How much that would cost—how much we would gain, or not gain—is more difficult to say. One thing is absolutely clear: those who claim that we will thrive outside the European Union in a way that we do not inside are profoundly mistaken.

Economically, there are two areas in which we suffer the most. The first is our failure to export enough, which we have spoken about time and again, and the second is our productivity. Neither has anything to do with our membership of the European Union, and both have everything to do with ourselves. Germany and France have considerably higher productivity levels than us, as does the United States. Germany is quite capable of exporting three or four times as much to China as we can, from within the European Union. I fully agree that there are aspects of regulation and so on where we might do better if we controlled them entirely ourselves, but those are minor points—mere pinpricks—compared with the responsibility on our shoulders to improve our productivity and exports. We can do that whether we are inside or outside the European Union. Coming out of the EU is no panacea.

It is clear that where we will suffer if we leave is in inward investment. I have spoken to inward investors in my constituency on whom thousands of jobs depend, and they say they want us in and that it is very important. As the Foreign Secretary said earlier, with our current account deficit as it is, a reduction in foreign investment would be dangerous. I have not had investors coming to me and saying, “I’ve been waiting for you to leave the European Union so that I can invest in Stafford.” That has never happened.

On co-operation and Britain’s place in the world, I am unashamed about the need to work together. There are many challenges in this world, and putting ourselves on the outside is not the way forward. We must not underestimate the importance of good relations with our neighbours, even if they come through difficult meetings in the European Union week in, week out and month in, month out. The other bodies of which we are a member, such as the United Nations, are no substitute. They meet infrequently and are much bigger bodies.

Who wants us out? Do our best friends? Do the United States, Australia, New Zealand and Canada—those with whom we have the strongest personal and political ties? Absolutely not.

The hon. Gentleman is making a very good speech, which plays into the idea of getting some sort of independence from the European Union. It strikes me that there is a misunderstanding among some people in the debate about the referendum. The EU is not a country, it is an intergovernmental organisation. That fundamental point has been misunderstood by people who imagine that they are leaving some country. They are not. They are leaving an almost global body, and that is the mistake that many of the exiters make.

I begin where the Foreign Secretary ended, and join him in expressing the thanks of the Opposition to our diplomats for the extraordinary service they give to our country and the work they do around the globe. We are all very proud of them.

It is probably true to say that for every single Member in this Chamber today, this Gracious Speech debate has a significance in one respect that is unmatched by any of its predecessors. That is because it takes place on the eve of the referendum decision that our nation will take on 23 June. It is a decision, yes, about our membership of the European Union, but also a decision about something much more fundamental even than that. We will be deciding what kind of country we are and wish to be in a world that is changing, as the Foreign Secretary clearly set out in his speech, and will continue to change as this generation gives way to the next.

Ours is a remarkable country. We are less than 1% of the world’s population, yet its fifth-strongest economy. Our language is spoken by one in five people across the globe—granted, with varying degrees of fluency. We are among the world’s leaders in science, the arts, literature and Nobel prizes. For a small island nation off the coast of Europe, we have great influence around the globe. Every one of these is a reason why the decision we make will be watched closely by friends and others alike—not least because our future as a nation is now more intertwined with the lives and fates of others than it has ever been before.

Technological advance is expanding our knowledge of the world and shrinking the time it takes to discover more about it. An event can be seen almost instantaneously on a mobile phone on the other side of the world. Global flows of goods and services, information, finance, ideas and people are expanding. This world offers us great opportunity, but presents us with challenges too. It demands that we look beyond these shores if we are to ensure that Britain continues to be safe and successful. The national interest in this era is best served by an international approach. That means playing a full part in global institutions and not walking away from them, and it means defending human rights and our values both at home and abroad. I think it is fair to say that as some politics moves to the extremes, a struggle is taking place in Europe for the soul of the continent, and in that context I congratulate Alexander Van der Bellen on his election victory as the new President of Austria. We saw how close that result was.

With regard to the referendum, there has been much debate about the facts. “Give us the facts,” the people demand.

May I draw attention to one of the facts that may well emerge from the referendum? If the European Union achieves more than 55% support in Scotland, will that not show that the European Union is more popular among Scots than the British Union, the United Kingdom?

I look forward to the contribution of voters in Scotland to ensuring that we remain in the European Union. I think it would be nice to see a more vigorous campaign from the SNP in support of a remain vote, but that is in the hands of those who sit on the SNP Benches.

The first of the facts is the fact of our membership of the European Union, and what it has brought. It has brought jobs, growth and investment. It has brought rights for workers and consumers that are guaranteed from John O’Groats to the tip of the Peloponnese, and from Lisbon to Riga. It has brought paid holidays, improved maternity and paternity leave, limits on working times, and a fairer deal for agency and temporary workers: all those are protected by the EU. It has brought environmental protection and progress, from cleaner air to cleaner beaches, and from better safeguarding of our most precious habitats to tackling dangerous climate change. Europe has acted together to make a difference. As the Foreign Secretary said, we have access to the largest single market in the world, to which we sell 44% of our exports, and indeed, through our membership, we have trade deals with 53 other countries’ markets. That shows how Europe’s collective negotiating strength achieves stronger trade with the rest of the world than we could hope to achieve alone.

When it comes to domestic security, whether we face the threat of terrorism or organised crime, we are made safer by working with our allies, sharing information and bringing criminals to justice through the European arrest warrant. In relation to national security and dealing with climate change, Europe has shown great leadership. The Iran nuclear deal was led by the European Union. As for standing up to Russian aggression in Ukraine, the sanctions to which the Foreign Secretary referred are clearly biting on the Russian economy. I am sure that the whole House will support what he said earlier about the renewal of those sanctions in July, until such time as the Minsk agreement is fully observed by Russia.

As well as thanking our diplomats, we should thank the police, the security services and our armed forces for their commitment and for the sacrifices that they have made in order to keep us safe. It is important that, in the legislation promised in the Gracious Speech, we update the law on investigatory powers to enable them to go on doing that effectively; but Labour will hold the Government to account to ensure that, by means of strong safeguards, the right balance is struck between security and privacy.

All this shows that the European Union gives us influence in the world, and a louder voice. It is the very opposite of the picture painted by the leave campaign of “poor old Britain”, put upon and unable to cope. For those who remember the ad, “The Seven Stone Weakling” is having sand kicked in its face by the other member states. What nonsense! What a lack of faith in our abilities as a nation! The truth is that we are a strong and influential member state. That is certainly how other EU member states see us, and it is time that the leave campaign stopped trying to sell us short.

As one of those who helped to secure the EU referendum in the last Parliament, in opposition at the time to the leaderships of political parties across the House, I very much welcome the EU referendum. It represents a seminal moment in our history. It allows us the opportunity to lance the boil of our strained relationship with the EU. If we vote to remain, we need to roll up our sleeves and make the EU work better for us all. If we vote to leave, I suggest that we need to maximise the potential of what is before us.

It is also a seminal point in another respect: the result will tell us much about how we see ourselves and our place in the world. Do we have the confidence to seek a better future outside the EU? I take issue with the view of Opposition Front Benchers that we see ourselves as lacking in confidence—a 7-stone weakling being kicked about on the beach. I take quite the opposite view: we are a confident nation. I happen to believe that we could do so much better if we left the EU. That contradicts, in many respects, the view of the remain camp.

The Eurosceptic side really fear a federal Europe, whereas from our perspective, a federal Britain would be a massive step forward. That shows the disparity between the British Union and the European Union, certainly from an SNP perspective.

The one thing I share with the SNP is the view that “Project Fear” was the wrong approach at the last referendum. We should have painted a much more positive view of the Union. That is my point here. I think that we can paint a very positive picture of what would happen if we left the EU.

I suggest that it is remaining in the EU—an organisation mired in uncompetitiveness, low growth and high unemployment, with youth unemployment reaching 50% in some countries—that presents the greater danger. The EU’s vaunting project of monetary union has proved to be a disaster. It has forced austerity on countries that really should not have been in that position. Furthermore, its pursuit of fiscal union in defence of the euro bodes ill for the future. Voting in is not a static option.

We have heard the merchants of doom and gloom before. Some may remember that it was broadly the same group of people who predicted absolute disaster if we did not join the euro. The same people are now predicting the very same if we leave. One can go back to those forecasts. The last time the Bank of England predicted a negative economic shock prior to the latest estimate of “Project Fear” was when we were considering leaving the exchange rate mechanism. It transpired that we had a very long period of economic growth following our exit from the ERM. That goes to show that forecasts from the establishment and from great and good bodies are not always up to the mark.

The criticism that is often levelled against us is that we cannot paint a picture of what it would be like if we left the EU. We are told that we have no idea. Of course there will be an element of uncertainty if we leave an organisation like the EU, but we must remember that we are a key player in global diplomacy and security. Britain is a member of more international organisations, including having a permanent seat at the United Nations, than any other country. This is not retrenchment; it is embracing a faster growing world when the EU is becoming increasingly stuck in the global economic slow lane.

In the two minutes that remain, let me paint very briefly the picture that I see of what would happen if we were to leave. We would be able to negotiate trade treaties for ourselves, which we cannot do at the moment. Our hands are tied by the EU, which has to accommodate the special interests of 28 members. That means that British firms and workers are missing out on the benefits of potential trade deals with faster growing parts of the world. There are myriad trade opportunities for Britain in the wider world, especially with the faster growing economies outside the EU. Leaving the EU would allow us to take advantage of them.

There is concern that there would be a fall-off in trade if we were to leave. Again, that does not stack up. We run a massive trade deficit with the EU. It is in its interest to pursue trade with us. Trade will continue, as it always has. We trade with Europe, not with the EU. Even if the EU did try to cut up rough, the World Trade Organisation, which has teeth, would not allow tariffs above most favoured nation status tariffs. In other words, the 3% tariff with the US would prevail—and we could lose that in a week or less in a currency swing.

I suggest there would be greater prosperity. Small and medium-sized enterprises are bound to apply EU regulations, but only 5% of businesses actually export to the EU. How many more people could they employ if they were freed from the dead weight of irrelevant EU regulations?

On immigration, we pursue a discriminatory policy at the moment: we say no to the rest of the world, but yes to the EU. That is not fair. The Australians have a points system. Let us treat everybody fairly, and let us benefit from the skills around the world. However, we cannot do that at the moment.

Then there is the £10 billion that we could spend if we left the EU—that is, the difference between the £19 billion we send to the EU and the £9 billion that comes back by way of various grants. We would be £10 billion up. What could we spend that on? Many things.

This also comes down to sovereignty. However, to conclude, I would say that we put a mirror up to ourselves when we vote on 23 June. Let us get out.

I rise to address the issue of human rights. I am not as reassured as the right hon. and learned Member for Rushcliffe (Mr Clarke) is by the Queen’s Speech, because it is still the Government’s avowed intention to introduce what they call a British Bill of Rights and to reform human rights law, and there has been no undertaking that the Human Rights Act will not be repealed. However, I have some good news for those in the House who wish to save the Human Rights Act: it is not possible for this Parliament to repeal the Human Rights Act and replace it with a British Bill of Rights without the consent of the Scottish Parliament, and, given the make-up of the present Scottish Parliament, there is absolutely no question of that consent being granted.

Two years ago, during the independence referendum, the Prime Minister invited Scotland not to leave but to lead the United Kingdom. Perhaps he should be careful what he wishes for in future, because, given the nature of the devolved settlement, the Scottish Parliament will now be in a positon to lead the United Kingdom by saving the Human Rights Act for the whole of the UK.

Although we in the SNP can perhaps claim credit for saving the Human Rights Act, the Conservatives should not be shy of taking some pride from its authorship. Indeed, a Conservative MP, Sir David Maxwell Fyfe, was one of the lead drafters of the European convention on human rights. He did so having been a Nuremberg prosecutor, and as a response to the rise of communism in eastern Europe. The Conservatives had a lot to do with that safety mechanism for the citizen, and it ill behoves them to try to change it.

My hon. Friend is absolutely right. To move to more modern times, when the Human Rights Act was passed by a Labour Government in 1998, it was intended to be a floor rather than a ceiling for human rights across the United Kingdom. The devolved Parliaments can go further if they so choose, and in Scotland we have chosen to do that, so complying with the European convention is not the limit of our ambitions. In fact, I would say that a key challenge for progressive Governments is to find ways not to avoid human rights responsibilities but to embed human rights across different areas of social policy.

I would point my hon. Friend to the fact that the Government’s case—that we are better off remaining in the EU—is supported by the overwhelming majority of business leaders and of trade union leaders in this country. I just wish he and others who advocate leaving the EU would, for once, come up with a coherent and consistent description of the alternative.

As we know, the Government are in favour of the European partnership, trade and the benefits of remaining in the EU. The EU referendum provides the opportunity to display exactly that, so when will the Minister be inviting and, we hope, welcoming President Hollande and Chancellor Merkel to the UK, with the strong campaign message, “Shoulder to shoulder. It is better for the UK to remain in the EU”? Will he welcome and invite them?

Both Chancellor Merkel and President Hollande have made it clear that they believe the United Kingdom contributes a huge amount to the political and economic weight of the EU in the world, and they want to see us vote to stay within the EU. They are also clear that this is a decision for the British electorate to take, and they respect that fact.

It is always a pleasure to speak on these issues, and this is an important and highly topical debate. We are all aware of the terrible events in Paris in the past couple of weeks, as the problems that developed in the middle east spilled over on to the streets of Paris. We are also aware of our key role in developments in the middle east, as well as the global problems that often arise.

The key debate on the middle east at this time is about how we tackle Daesh and how we can respond in a positive fashion. I want to note the strategic interests of four countries at the fringes of Europe, on the borders of the eastern Mediterranean: Greece, Turkey, Cyprus and Israel. They all face a similar strategic predicament. Although they are located near the west and are western in many ways, they are adjacent to a region of great turmoil. Regimes in several nearby countries are supporting terror, acquiring long-range missiles and developing weapons of mass destruction, which means that these four countries cannot fully enjoy the advantages of regional stability, as their fellow western states can, as they are susceptible to threats and other forms of aggressive behaviour. Other Members have mentioned the dispersal of Christians throughout the middle east, and we are all aware of the hundreds of thousands who have been dispersed from Syria, Egypt, Lebanon, Iran, Iraq, Saudi Arabia and elsewhere.

The quartet of countries that I have mentioned can best address their common problem by enhancing strategic co-operation among themselves and perhaps even forging an eastern Mediterranean alliance. Such a step would have implications for western interests as well as for the middle east, and I believe that the UK Government should promote it. The main block to such co-operation or alliance is the tense relationship between Greece and Turkey that arises primarily from the division of Cyprus, which is the issue that most needs addressing.

We need to strike the right balance, of course, as we cannot be seen to be interfering in another nation’s sovereignty, but we must work more closely alongside those eastern European nations, particularly Cyprus. We are fortunate to have the RAF, Navy and Army bases in Cyprus, which former Foreign and Commonwealth Office Ministers and Governments had the foresight and vision to ensure that we had, and they have a key part to play in any NATO or UK operations against Daesh in the future.

Our role in the middle east should not be confined to the already destabilised regions. We should be working more closely with all our allies in the region so that our influence there is complemented by having such strong relationships. Since the crumbling of the Berlin wall in November 1989 and the collapse of the Soviet bloc two years later, the west has enlarged and moved its influence eastward in several ways. The European Union opened its doors to several countries that were once in the Soviet orbit. NATO accepted the Czech Republic, Poland and Hungary as members, and the Bosnian and Kosovar crises have encouraged it to expand its security space to the south and intervene militarily in that region. Thus have the boundaries of the west moved eastwards and south-eastwards, with the expansion to the eastern Mediterranean running parallel to expansion in eastern Europe. That could further western security, including our own security in the United Kingdom. Let us look at the bigger picture: Cyprus, Greece and Israel all have a strategic part to play.

Is there not a problem in the eastern Mediterranean, as the Greek Prime Minister has attacked his Turkish counterpart on Twitter after the downing of a Russian plane, and there are regular air incursions by each country into the other? There have even been descriptions of dog fights between the two. That is no way for anyone to behave when we are facing the likes of ISIS.

It seems that the statement will be on television, rather than in the House of Commons. Surely we are living in a parliamentary democracy, not a presidential system.

I thank the hon. Gentleman for his point of order. Of course, I have no way of knowing whether anything that has gone out on social media is correct, so I have no idea whether what he says is true—although, I am quite sure that he would not have raised the point of order had he not seen something to that effect. All that I can say to him, and to the House, is that if the Prime Minister has something of importance to say to the nation about Syria, or indeed about any other vitally important issue, I have every confidence that he will come first to this House to say it. I am quite sure that he will do so in due course.

Thank you, Madam Deputy Speaker. I will try to fill the 10 minutes that you have now made available to me, although I have prepared a speech to last for seven minutes. We will see how it goes.

I congratulate my hon. Friend the Member for Bracknell (Dr Lee), who is no longer in his place, on securing this debate. I draw Members’ attention to my entry in the Register of Members’ Financial Interests.

In recent years, we have witnessed the ascent of a brutal and destructive form of Islamic fundamentalism across the region. Mosul’s nearly 2,000-year-old Christian population has been purged, the Yazidis have endured what is arguably a genocide, ancient cultural heritage has been destroyed and once stable countries have descended into chaos.

It is without question that the terrorist attacks in Paris were a direct assault on our way of life, just like, in their own way, the attacks on British citizens in Tunisia. Political leaders and the public alike are now coming to the realisation that this is not a problem in some far-flung region of the world that we can simply will away. Sadly, it has taken the tragedy of Paris to open our eyes to the fact that this is a problem that we cannot afford to ignore any longer. If ISIL is allowed to fester, we will see a continuation of the ethnic cleansing, the indoctrination of future generations in ISIL-held territory and thousands more displaced Syrians and Iraqis. I therefore welcome the fact that the Government will, I hope, put the question of British intervention in Syria to the vote in the House this week.

Let us note also that ISIL is but one manifestation of the evil of radical Islam. It would be unwise now to cast similarly reprehensible groups such as Jabhat al-Nusra, Hezbollah, Hamas and others in a different or, indeed, a better light. They have all actively participated in Islamist-driven violence, destroying lives across many communities in the middle east and beyond. It is important to recognise that there are democratic forces in many countries in the region and Britain should take the lead in supporting them wherever possible. The majority of citizens in Syria, Iraq, Lebanon and elsewhere want to live their lives in normality without the daily interruption of car bombs and gun attacks. The Arab spring surely demonstrated a desire for change and for democracy.

In this conflict, we have the advantage of military superiority, but this alone is not enough to win and it is not what is being proposed. When ISIL is eventually defeated, unless we are careful and can also target the cause, which is the ideology, and not only the effect, which can be seen in the actions of ISIL, another group will re-emerge under a different name. Some, such as the Foreign Minister of Sweden, have relayed the misguided notion that the prolonged Israeli-Palestinian conflict is the root of the current turmoil in the middle east and that once it is resolved the blight of Islamist radicalism will end. That is simply not the case. In fact, part of the reason we are in this current state is that too much focus rather than too little has been placed on the Israeli-Palestinian conflict at the expense of other conflicts in the region.

I was at a dinner last week at which a somewhat left-wing Canadian journalist made a speech with which I happened completely to agree. He said that when he first went to Israel, he pointed out that in his news office there were a huge number of journalists concentrating on the Israeli-Palestinian conflict at the expense of the whole of the region. The Israeli-Palestinian conflict is at best a minor sideshow. The wars in Libya, Syria, Iraq, Yemen and elsewhere have raged on, yet just last week the UN decided to pass six resolutions against Israel, the only stable democracy in the region.

To suggest that the existence of Israel is at the root of the entire middle east’s turbulence today is to overlook the sectarian divisions in the region that have existed for centuries. It also ignores the large part played by certain countries, most notably Saudi Arabia, that have spent billions to fund the toxic and destructive spread of Wahabist ideology across Muslim communities worldwide. It is imperative that Britain and the whole civilised world does whatever is necessary to combat that ideology and stop its spread.

I understand from the Chair of the Foreign Affairs Committee that the UK has eight planes in Iraq, of which two are active. If the UK is going to intervene in Syria, is it going to lessen its efforts against ISIS in Iraq or is it not? Or is it not bombing ISIS in Iraq intensely enough? We are only talking about one or two planes that will go in to Syria.

That is a debate we can have on Wednesday, I am not going to answer that question now.

We need to put pressure on Saudi Arabia to stop exporting its radical ideology worldwide, despite our geopolitical alliances. I ask the Minister perhaps to write to me in reply to the question of what steps the Government will take to ensure that the Wahabist ideology does not spread further across the middle east.

Before I finish, I want to highlight another important country in the region that has been consumed by a less violent but equally destructive Islamist threat. The AKP Government in Turkey have increasingly eroded democracy by arresting dozens of prominent journalists, turning to authoritarianism and reigniting the conflict with the Kurdish PKK to seal their power. The same Government are a vocal supporter of the terrorist group Hamas, which has masterminded deadly attacks against Israelis from its Istanbul headquarters. In our approach to Turkey, as is too often the case, realpolitik has taken precedence over human values, ignoring the fact that democracy is not only about having an election.

In addition, despite their latent arrests of ISIL suspects, the AKP Government in Turkey have turned a blind eye to ISIL terrorists, instead prioritising fighting Kurdish forces in Syria, the very people making the largest territorial gains from ISIL. The erratic actions of Turkey, especially taking into consideration last week’s developments with Russia, give us increasing cause for concern. I ask the Secretary of State to join me in condemning the Turkish Government’s undermining of the freedom of press in the country and to explain how we can expect ISIL and other jihadists to be dislodged from their territory in Syria when Turkey is bombing the Kurdish YPG.

Thank you, Ms Dorries. Before we went into the Division, I was talking about areas that the Scottish Government have identified where there could be reform, and a lot of that focused on areas for reform where powers could come back. I will come back to this point later, but if there are powers to come back, and if those powers directly relate to the responsibilities of the devolved Administrations, I hope that they will not be devolved back from Brussels just to reside in London and that there will be further devolution to reflect that.

On renegotiation, we often talk about less Europe, but maybe we should sometimes talk about more Europe. The Scottish Government have gone further than elsewhere in the United Kingdom on areas such as climate change or our energy union, where maybe we should be looking at more powers. We could also be looking at more powers in areas of security policy. No one country can possibly deal with the refugee crisis on its own, and the Scottish Government have already set out their willingness to work with European partners and the UK Government to take more refugees.

Let me recap why Europe matters for the devolved Administrations. There are big issues that affect us all in areas such as agriculture policy, fisheries, energy, investment and transport—devolved areas where the EU has a big role and the devolved Administrations have direct responsibility. I have mentioned Northern Ireland. In Wales, up to 200,000 jobs are said to be dependent on EU membership. Even the Isle of Man has a relationship with the EU through the UK as set out in protocol 3 to the UK’s Act of Accession. That is worth bearing in mind.

Key areas for Scotland are set out above, but we often hear about sovereignty. I will read a quote from Professor Douglas-Scott of the university of Oxford and would like the Minister to bear it in mind:

“A UK exit from the EU does not save UK sovereignty. The Claim of Right for Scotland 1989 entrenched the fundamental principle that ‘the people are sovereign’ and that the people have ‘the sovereign right to self-determination and to choose freely the form in which their state is to be constituted’.”

Professor Douglas-Scott’s argument is that

“Therefore, any UK exit of the EU against Scotland’s wishes will create a constitutional crisis rather than save the UK’s sovereignty.”

I leave that with the House to consider.

The hon. Member for Woking (Jonathan Lord), who has not been able to return from the vote yet, referred to the referendum. We were a little disappointed with the European Union Referendum Bill. We wanted to see whether there would be a referendum and we obviously voted against that—that was in our manifesto—but if there is to be a referendum, we want EU citizens and 16 and 17-year-olds to be engaged.

In Dublin yesterday, Fiona Hyslop highlighted the fact that 173,000 EU nationals make their home in Scotland. They made an invaluable contribution to the Scottish independence referendum and make an invaluable contribution to Scotland’s day-to-day life. We want them also to be involved. We want a positive campaign that puts forward a positive vision for Scotland. That is why I was a little concerned about some of the language from the Minister’s Back Benchers on some of these issues.

As we have heard from other hon. Members, Scotland and the other devolved Administrations reap the economic benefits of membership in exports, jobs and so on, but those benefits are not just economic. As Fiona Hyslop said in Dublin last night, solidarity, social protection and mutual support must underpin a modern Europe and we want Scotland to be a part of a progressive European Union with European citizens—despite what we said in the referendum last year, we are all still European citizens—at the heart of decision making. The Scottish Government are committed to making the positive case for reform and I have set that out a little.

I do not want to take up too much time because I know that other hon. Members want to come in, but I want to pose some questions for the Minister to answer in his response. Will he set out the formal role for devolved Administrations in the renegotiations—the formal role; I am not talking about an ad hoc role over the phone? We want to hear about a formal role in the same way as the Prime Minister said today that there should be a formal role for other capitals.

Will the Minister comment on the Scottish Government’s priorities in Scotland’s agenda for EU reform? In future, will devolved Administrations be consulted as a matter of course on decisions that affect them and are made at EU level if we remain part of it? This is not just about changing the EU’s relationship, but perhaps about changing the way we, as a member state, interact. I would like a much more formal role for the devolved Administrations.

In the past, we have seen civil servants or Ministers with no direct responsibility for an issue, such as the Minister for bees, leading fisheries negotiations when the Scottish Minister was present. Will the Minister look again at where Ministers from the devolved Administrations can take a lead, with particular reference to fisheries and agriculture?

My hon. Friend makes a particularly good point on fisheries, given that the Faroese fisheries Minister—a Minister for 50,000 people—is in a quad situation because he deals with Iceland, Norway and the entire EU. The Faroese fisheries Minister is in a far more powerful position not only than the Scottish Minister but the one based here at Westminster. There needs to be some understanding of the context of fisheries in Scotland, which has the majority of the EU fisheries.

My hon. Friend makes a particularly good point. I referred to Richard Lochhead, the fisheries Minister in Scotland who is responsible for around 70% of the fishing industry. He had to sit behind the Minister for bees and an unelected civil servant during common fisheries policy negotiations. Will the Minister deal with that situation when he responds?

In his statement today, the Prime Minister rightly highlighted the Dutch quote:

“Europe where necessary, national where possible.”

If powers are to be devolved from Brussels and back to London, will they, when appropriate, be devolved back to the devolved Administrations where they have responsibility? Will the Minister give that commitment today?

Not for me. There is no confusion whatsoever.

We are aware that at Chatham House this morning the Prime Minister outlined his objectives for renegotiation. I am sure his attempts to renegotiate will be followed closely by hon. Members and many members of the public. How much and what the Prime Minister can achieve is one question; how that will that link up with the regions is the other. We wait with bated breath, as the hon. Member for North East Fife said.

This is a truly monumental stage in our country’s history. The questions are: do we stay in the European Union and what will that relationship look like; or do we leave altogether? I come from a region with a devolved institution, so this debate is of much interest to me, my party and my constituents. I am sure that many of them, and indeed the constituents of colleagues across the Province and the whole UK, are keen to hear what will be said, and to see how the debate will unfold between now and the referendum.

Opinion on the UK’s membership of the EU is divided within Northern Ireland, as it is in most places. There are positives and negatives, and the subject is a hotbed of debate. As a region that has emerged from conflict, Northern Ireland has seen the beneficial aspects of EU membership, with extra funding for peace projects that seek to help with the conflict transformation within Northern Irish society. The EU enabled us to come from conflict to conciliation and from war to peace, so we are grateful for its contribution. However, as in other British regions, there are negative aspects of membership, and we have seen our EU membership devastate traditional industries such as fishing.

Membership has had an indisputable impact on Northern Ireland, for better or for worse, and it is imperative that the Province is taken into account. Giving our devolved institutions—not just in Northern Ireland—a say in the renegotiation process would be a positive step because it would ensure that regionally sensitive issues could be taken into account and that any outcomes of the renegotiation could be tailored to best fit the devolved regions’ needs.

When the Minister replied to my question earlier today about the fishing sector, his response was along the lines that the localised control that we hope to have would come through the common fisheries policy. I respect the Minister, as he knows, but we might disagree about how that will happen on the ground. I represent the village of Portavogie and the hon. Member for South Down (Ms Ritchie), who has just left the Chamber, represents Ardglass and Kilkeel. We are not convinced that the renegotiation on the common fisheries policy will provide the localised control that is necessary. We want local people to have control—we said that earlier and I say it again now. The bureaucracy and red tape, and the loss of fishing boats, jobs and quota, are all having an impact on the fishing industry.

The farming industry is affected as well. I personally live in a rural community, and although the Strangford constituency contains a port, it is also the milk centre of Northern Ireland. We have large numbers of dairymen who look after pedigree herds. We do not see the flexibility from Europe that would make things easier for us.

The hon. Gentleman makes a very good point that can be expanded further. If the Prime Minister was serious about European renegotiation, he might have opened some sort of consultation across the country to find out what people wanted. What he really wants is four or five points to spin in a newspaper headline prior to a referendum. There is no depth and no thought in what the Prime Minister is doing. He should have gone to consult the hon. Gentleman’s constituents, whether they be fishermen or dairy farmers.

I thank the hon. Gentleman for that intervention. Farmers are not convinced that their future is necessarily within Europe, so the Prime Minister has a job to do to convince them of that. I understand that if the money that we put into the EU was taken out again, we could still help the farming communities and give the assistance that is needed. Perhaps that shows that there is a story to be told.

I make the observation that about 13,000 people from outside the United Kingdom, but within the EU, are in receipt of state benefits in Northern Ireland. The proportion is considerably above the average for those born within Northern Ireland and, indeed, the entire United Kingdom. I am not seeking to demonise anyone, but I believe that that is evidence that illustrates that this issue is having just as much impact on Northern Ireland as it is on Essex, Cardiff, Sheffield or Aberdeen. Consequently, I believe that we should have at least a consultative role in the renegotiation of our EU membership.

I hope that hon. Members will take my comments on board and that the Minister will respond. I look forward also to hearing from the shadow Minister, the right hon. Member for Wolverhampton South East (Mr McFadden). The EU is a thorny subject. There may be division on it in the House, but one thing on which we are united is in wanting input into the process.

Exactly: to show us respect—the respect agenda—and to forge a platform on which we can all campaign for the UK to remain in the European Union.

The Minister said earlier in the main Chamber that he had spoken to the Cabinet Secretary for Culture, Europe and External Affairs this morning, so he will no doubt be aware of the speech that she made on Monday, to which my hon. Friend the Member for North East Fife also referred. That speech laid out the value of EU membership to Scotland, and not just the economic benefits, although they include more than €18 billion of exports and more than 300,000 jobs, but, as we have heard, the solidarity, social protection and support that EU membership has brought to these islands over the decades and the peace that it has brought to the continent throughout its history. In the same speech, she laid out areas in which reform is needed: competitiveness, regulation, climate change and energy. Above all, she spoke about the need to tackle the growing disconnect between individual citizens and the institutions of the European Union.

Too often these days, the European Union is used, especially by this Government, as a useful scapegoat—a useful source of blame for, or disassociation from, policies or practices that people do not like. However, that is a very dangerous game for the Government to play. When it is combined with increasing brinkmanship in the renegotiation process, the Prime Minister and the Government risk provoking a backlash among the wider public. If the Government are not careful, as they were warned in the Chamber today, they risk turning the referendum into a vote on the popularity of the Government, or even the Prime Minister himself, in which case there is a danger that a genuine debate about the importance of the EU to people’s lives will become a surrogate Tory party leadership contest, and voters could opt to leave simply to express their dissatisfaction with the current political leadership. If there is a differential between the result of that kind of vote in traditional Tory heartlands and the rest of the UK, we really will be in uncharted constitutional territory.

We usually talk about a large English majority to leave trumping a Scottish majority to stay and, as we have heard, a UK vote to leave while Scotland voted to stay would certainly violate the Scottish claim of a right to popular sovereignty, but as I said to the Minister in the Chamber today, what if a narrow English majority to leave is trumped by the votes of the other constituent nations to stay? That also takes us into uncharted constitutional territory, and I doubt that many Government Back Benchers would be happy with that kind of result. The answer is to put in place the kind of double majority that the SNP has called for consistently since we got here. The principle of a double majority is good enough for the House of Commons on the question of English votes for English laws, so I am completely unclear about why it is not good enough for this referendum.

The European Union Referendum Bill is in the House of Lords, and the Government are determined to give all those Lords a vote in the referendum. That is very important, because those 800 votes could swing the result. The Government are disfranchising European citizens and 16 and 17-year-olds, but the Lords are to have a vote in the referendum. Why not take the opportunity to put in place the double majority and the other things for which the SNP has been calling since the general election?

I hope that the Minister will see today’s debate as an opportunity to signal his intent to work constructively with the devolved Administrations on the EU negotiations and the case for continued EU membership. As my hon. Friend said, if the questions in the House are anything to go by, the Government will need friends and allies, and they are having difficulty finding them on their own Back Benches. I have no doubt that the devolved Administrations want to work for a positive outcome in the referendum. That means getting a positive outcome from the negotiation process, which in turn means ensuring that the devolved Administrations are heard, because they represent the most important stakeholders in this process—the voters of those constituent countries.

It is a pleasure to serve under your chairpersonship, Ms Dorries. I congratulate the hon. Member for North East Fife (Stephen Gethins) on securing his first Westminster Hall debate. I was pleased that he scotched the rumour—forgive the pun—that there was some sort of collaboration between him and the Government regarding this debate. I was glad that he clarified that it is a mere coincidence that the debate is being held on the same day as the Prime Minister’s letter to the President of the European Council has been published.

Consultation is vital. There must be consultation based on mutual respect for devolution as a reality, and for the institutions of the Scottish Parliament, the Northern Ireland Assembly and the Welsh Assembly. I am slightly concerned, however, about the Scottish National party’s emphasis on the constitution yet again with regard to this issue. Rather than the constitutional relationship, most people in Scotland and the rest of the United Kingdom are concerned about bread-and-butter issues.

No, I will not give way. I know that my constituents are not really interested in where, or at what level of government, power resides. They are interested in the quality of their lives, and how the European Union does or does not impact on their lives. Another concern is that the SNP is apparently demanding that it be taken into account and be part of the United Kingdom’s renegotiation process.

My concern is that while the SNP says that it wants to be part of the United Kingdom Government’s renegotiation process, the reality is that the party is yet again giving credence to the Tory Government here in Westminster to which it claims to be implacably opposed. In practical terms, it wants to sidle up to the Government and get as close as it possibly can. We saw that in the debate last night with the collaboration between the SNP and the Conservative Government on the reactionary proposal about abortion rights—

No, I will make my point. The proposal that abortion rights should be devolved to the Scottish Parliament is a totally reactionary measure, and it shows the true reactionary nature of the SNP that it wants to sidle up as close as possible to this Tory Government. We are not seeing the SNP demanding that workers’ rights be maintained. The previous speakers made hardly any reference at all to workers’ right—they are not concerned about workers’ rights.

Of course, Ms Dorries. My point was that Scotland’s voice was being drowned out even in the midst of a debate about Scotland’s future. I am sure that that was not the intent, but it is a reflection of how politics and political discourse are very different here from the engagement that we see in the Scottish Parliament and throughout Scotland, despite the remarks of the hon. Member for Caerphilly (Wayne David). The hon. Member for Strangford (Jim Shannon) made it quite clear that the same is true of Northern Ireland. I assume that the same is true of Wales, but the hon. Member for Caerphilly seems to prefer the Conservatives to negotiate on Wales’s behalf in Europe. Each institution has established its own ways of working, which affect the politics of the areas that it serves. In turn, that affects the politicians who operate in each area.

My hon. Friend has mentioned the hon. Member for Caerphilly (Wayne David), who was not keen on debating or engaging with anybody at all. Did she find his speech, in which we were simultaneously accused of being isolationist and of cosying up to other people, strange? I could not understand which way he was going.
