That the draft Infrastructure Planning (Onshore Wind and Solar Generation) Order 2025, which was laid before this House on 10 March, be approved.
Good afternoon, Madam Deputy Speaker. This instrument is another important step in supporting the deployment of onshore wind and solar, which are critical to achieving the Government’s mission for clean power by 2030. An effective planning system is key to unlocking the new infrastructure our country needs to deliver our energy security and resilience. It is important that planning applications are determined through an appropriate planning route that reflects a project’s size, impact and complexity, where potential issues are identified and mitigated as necessary.
The nationally significant infrastructure project regime is governed by the Planning Act 2008, whereby decisions on development consent are made by the Secretary of State for Energy Security and Net Zero. The NSIP regime applies to larger projects, with a megawatt threshold determining which energy generating projects are deemed nationally significant. Following submission into the NSIP process, an extensive examination period will commence, where interested parties—including local authorities, people of office and the general public—can make written or oral representations to the examination, ensuring that the voices of communities are heard during the decision-making process.
Rather than traducing what remains of our countryside, what assessment has the Minister made of the UK-Morocco power project run by Xlinks, which would deliver 11.5 GW of energy and power about 8% of our grid needs? It would seem that the block to this project is not the Moroccan Government, nor the Governments of countries through whose territorial seas the cable would pass, but resides instead in Whitehall. What is the Minister doing about it?
I give credit to the right hon. Gentleman for the ingenious way he brought that up in a debate on solar and wind in the UK. He raises a good point. We are looking at the detail of a proposal that has been put forward by a private company—I am not going to say anything more on the Floor of the House.

Turning back to the statutory instrument in front of us, until recently the de facto ban on onshore wind generation in England introduced by the Conservatives limited the deployment of onshore wind in England. Those changes to the planning legislation set an almost impossible bar to meet, resulting in the pipeline of projects shrinking by more than 90%, with less than 40 MW of onshore wind generation consented and becoming operational in the intervening period.
In July 2024, this Government disapplied those planning policy tests and committed to reintroducing onshore wind into the NSIP regime, reversing the damaging policies of the past 10 years and placing onshore wind on the same footing as solar, offshore wind and nuclear power stations. As such, through this instrument, onshore wind projects with a generating capacity of more than 100 MW in England will be eligible to be consented under the NSIP regime.

I certainly do, and I thank the hon. Gentleman for his intervention. I represent the rural constituency of Strangford; indeed, most of Northern Ireland is rural, although there are large population groups in the major towns across the Province. In terms of the price of energy in Northern Ireland, the price oil is the highest it has been for some time, although they said on the news this morning that it would drop. But 68% of households in Northern Ireland have oil as their major source of energy for heating and cooking, so when oil prices rise, energy prices rise—as I suspect they do in the hon. Gentleman’s constituency—which puts us under a bit more pressure than most.
Energy is devolved in Northern Ireland, unlike in Scotland. However, Northern Ireland is an integral part of the United Kingdom, so there must be greater discussion between Westminster and the Northern Ireland Assembly to ensure that we are able to contribute to the net zero 2050 goals. I am reminded by the hon. Gentleman’s intervention of the SeaGen project in my constituency about 20 or 25 years ago, which tried to harness the tidal flows of the narrows of Portaferry and Strangford. At that time, it was not sustainable because of the price of energy, but today it would be. There are many projects we could look towards when it comes to contracts for difference.
To conclude, I look forward to working with colleagues to find a way forward that can benefit us all. The world is progressing, and climate change is a huge issue of major importance to many. The hon. Member for South West Norfolk referred to a project that is critically important for his constituency and that could be replicated across this great United Kingdom. Ensuring that we have a replacement strategy that we can take advantage of would be a positive step forward in achieving our goals. I look forward to the Minister’s contribution and hearing about her commitment. Through further discussion and integration and by working better together, Northern Ireland will not be left behind. I completely agree. We are talking about incentives that we give to renewable energy generators and providers, but we have an energy market that essentially advantages not just fossil fuels but ones that, to some degree, are in the hands of potentially hostile powers. That is ludicrous for both the environment and our security.
I was pleased to hear Members on all sides of the debate talk about the importance of farmers and farming to the battle against climate change and to clean energy generation. We would love to see a recognition that farmers are primarily food producers but that diversification of businesses and cross-subsidy within them is a good thing. It is right that farmers should be incentivised and encouraged to use their land—for example, by putting solar panels on buildings and land that is not good for food production—so long as that is not displacing good-quality agricultural land.
I want to draw attention to a site near Barrow, which is not in my constituency but next door, in the Westmorland and Furness council area. The council now has a solar farm on unproductive former agricultural land, with the full support of the local farming community. Let us look at the ways in which we can support farmers to do that. I live in a very wet part of the United Kingdom with 1,500 farms within it. Pretty much every farmer has fast-flowing becks and rivers on their land, so why are we not incentivising them to build small but nevertheless powerful hydro schemes? That would be great for the environment and the local economy, and it would ensure that farmers can continue farming.
I sound like a broken record given how regularly I talk about this, but it continues to astound me that the United Kingdom, which has a higher tidal range than any country on planet Earth apart from Canada, does next to nothing with the latent tidal power around our islands. I encourage the Minister to come up with schemes to reward that.
I also want to say a word about grid capacity. A huge barrier to progress with this scheme and those that follow is the fact that 75% of energy sector insiders find timely grid connections to be the biggest single obstacle to growing renewable energy in the UK. To give a sense of the size of the queue, there are £200 billion-worth of projects waiting to be connected to the national grid, and that delays all the benefit that would come with that. We would seek to expand the grid network and unlock those billions of pounds of renewable energy projects through a land and sea use framework that has statutory weight in the planning and infrastructure Bill. That would help us to balance the many competing demands on our land, and the competing priorities of security and self-sufficiency that I mentioned earlier.
Those priorities also include local communities’ experiences, which are important to understand when we are trying to tackle the climate imperative. It is no good building huge energy infrastructure near communities if there is no clear, tangible benefit to them. For example, customers in communities local to such projects should receive energy at a discounted rate. If we build renewable energy schemes on the River Kent or the River Crake, the people of Kendal, Staveley, Windermere and Coniston should benefit from them, at least to a degree. We also want to empower local authorities to develop local renewable electricity generation and storage strategies, because they are best placed to understand where the most and least appropriate sites to place them are.
I return to the issues raised by the hon. Member for South West Norfolk. It is important that ROCs have played a significant part in the transition from fossil fuels to new and renewable forms of energy. I recognise that they have had a big impact on his constituency by creating jobs and ensuring that farmers have additional sources of income. They are part of a range of actions—our arsenal—for tackling water pollution. We must not throw out the good things that ROCs have achieved when we move on to new schemes, which hopefully will make even more progress in our move towards a society run entirely on renewable energy.

Friend is right that one of the really important outcomes of the new deal is that instead of cheaper wind and solar power being displaced by Drax when it operated with baseload capacity, Drax will only operate when we need it on the system. That means that the cheaper, cleaner power sources that we are building in abundance, of which we want to see much more in the years ahead, can generate and deliver cheaper power for the people of this country. On my hon. Friend’s wider point, it is important that we explore the role that hydrogen can play in the system. We are looking at a number of different technologies at the moment. Just last week, I met some investors looking at the future of the gas system to take forward some of those questions, and I am happy to discuss that further with my hon. Friend in the future.
The Minister said that he is looking for
“strong and credible low carbon alternatives”
to burning biomass in order to generate electricity. Will he ensure that those alternatives do not include so-called energy from waste plants, since burning waste is as dirty as coal? And will he follow Scotland and Wales in placing a moratorium on the construction of new waste incinerators?
The right hon. Gentleman is right that we want “credible low carbon alternatives”. I will look at the specific points he mentions, but we do not see such generators as key to the review we want to undertake. We want to look at carbon capture and other technologies and, crucially, how we store some of the renewable energy that we are generating in abundance that we cannot use at times of peak demand, including long-duration energy storage and, increasingly, short-duration energy storage batteries that are powering more than they have done in the past. I will look at the specific points the right hon. Gentleman raises.

Commons ChamberI agree with my hon. Friend that we urgently need to tackle the challenge of affordability. Energy is not a luxury good; it is foundational, and for too many people, this essential good is not affordable. A social tariff is one mechanism of responding to this, and there are different ways in which that can be implemented. We are looking at all the options, to ensure that families can get this essential good at more affordable prices.
People living in rural locations disproportionately live in housing stock that is older and colder and does not have gas. In the Minister’s discussions with energy suppliers, will she please not forget to talk to the suppliers of liquefied petroleum gas and oil, since many of our constituents—particularly with the withdrawal of the winter fuel payment—are suffering a great deal?

Commons ChamberMy hon. Friend is right about that and has been a great champion on these issues. It shows the opportunities—there are countless opportunities across the world, including in relation to this finance deal, because this will create huge business opportunities. The truth is that Governments all across the world are alive to those opportunities, and I want Britain to win these jobs of the future.
Where is the leadership, and what example does it set, in flying 470 officials and delegates—more than any other western European country—halfway across the world to a climate change jamboree? Can the Secretary of State say what the cost has been in terms of carbon and cash?
There is a long tradition of civil servants playing a really important role at these COPs. In fact, the right hon. Gentleman may be interested to know that we sent 100 fewer civil servants to this COP than to the last one under the previous Government. I absolutely defend public servants doing a brilliant job and going to these COPs. Why? Because it is absolutely in the British national interest.

Commons ChamberWe realise that CCUS is an emerging industry, but it is also one that we can lead on internationally, thanks to the unique geography of the North sea. We will do all we can to help industry scale up in this technology, which we believe will play a crucial role in our mission towards clean power.
The Government regularly meet stakeholders to discuss the development of our energy infrastructure. Last week, the Government received advice from the National Energy System Operator outlining its advice on the pathway towards clean power by 2030. Later this year we will publish our 2030 action plan, which will set out details on the future of our energy mix.
Offshore wind has been a real positive for our energy security and grid independence, but unfortunately not when the wind does not blow. Given the election of a President who tells us he is going to “drill, baby, drill,” what revision does the Minister anticipate to his timetable towards net zero?
As I said in my previous answer, later this year we will outline our action plan on how we will deliver on the 2030 target; there is no change to our timetable in that regard. The right hon. Gentleman raises a good point about what happens when the wind does not blow and the sun does not shine, and about ensuring we have a mix in our energy system. That is why we remain supportive of nuclear and why we have recently announced investment in long-duration energy storage, to ensure we can capture energy and use it when we need it.

Commons ChamberI pay tribute to Alex Cunningham and my hon. Friend for being tireless advocates. He makes such an important point. As I said to my hon. Friend the Member for Sefton Central (Bill Esterson), we must ensure that the jobs we are delivering get to the people and places that have not seen such opportunities for far too long. I look forward to meeting my hon. Friend the Member for Middlesbrough and Thornaby East (Andy McDonald) to discuss this further.
Given the Chancellor’s rhetoric about black holes, it is perhaps a little surprising that the Government have managed to magic £22 billion for this, but I wish the Secretary of State well. I hope his plan works. Does he share my concern that, in doing this, we will reduce the drive to decarbonise industries, just as the use of waste incinerators has reduced the imperative to reduce, reuse and recycle waste, including in Westbury in my constituency?
I respect the right hon. Gentleman’s question, although I do not agree. First, this is a long-term investment in the country’s future, and I think the Chancellor is far-sighted in recognising its importance. Secondly, there are hard-to-abate industries that, without carbon capture, will find it very hard to enter a decarbonised world. We have to protect those industries, but I agree that, where industries can decarbonise without CCS, of course we want them to do so.

Commons ChamberMy hon. Friend speaks with great experience—from both inside and outside this House—and I welcome her expertise on these issues. She is absolutely right that we have to face up to the fact that we are in a global race for these jobs. Investors are trying to decide whether to locate their blade factories and other investments in the UK or elsewhere. That is why we went into the election with a range of measures, including Great British Energy, the national wealth fund and the British jobs bonus. All are designed to achieve the re-industrialisation that my hon. Friend is talking about.
What consideration has the Secretary of State given to proposals for an interconnector from north Africa to the UK, bringing reliable solar and wind power at times when the wind is not blowing here and the sun is not shining?
I shall address this question at a more general level, for reasons the right hon. Gentleman might understand. I think we should be looking at all proposals that can maximise energy security. He is talking about the Xlinks proposal. I am obviously aware of that proposal, and know that we need to look at it in the broadest way. My view has always been that we need every source of power available, which is why I embrace nuclear, onshore wind, offshore wind, solar, tidal, carbon capture and storage—[Interruption.] And absolutely, as the right hon. Gentleman says from a sedentary position, oil and gas also have a crucial role in the transition.

In a way, the questions from both sides of the House demonstrate the huge potential we have in this area, not just to tackle the climate crisis and energy insecurity but to create the good jobs of the future. I undertake that the Department will want to look closely at her project.
What assessment has the new Secretary of State made of the proposal to build an interconnector between Morocco and the UK to bring clean solar and wind energy that could potentially provide 8% of the UK’s grid requirements?
I thank the right hon. Gentleman for his question. I certainly took an interest in the project when I was in opposition. I have met Xlinks, the company involved. I need to be careful about what I say on these matters, as he will appreciate, but it is certainly a project that my Department will want to consider.
