Commons ChamberWe are very grateful to the Minister for his history lesson, which I accept he is in a good position to provide, but we must move on.
We have heard a great many words from the Minister. Why can he not understand that it is simply untenable to have a bloated revising Chamber with substantially more Members than this elected Chamber? This comes at a time when, as we have heard, he is ploughing ahead with his plans to reduce the size of this place. He might not think that reform of the House of Lords is a priority, but their lordships do, so what is he going to do about it?
As I stated in a previous answer, it is up to the House of Lords to command cross-party consensus in that House. Labour Members of the Lords are willing to get involved with that. But let us talk about priorities, as the language of priorities is the language of politics. Our priority is to ensure that we deliver the will of the British people in leaving the European Union. The Labour party’s priorities seem to be frustrating the Brexit process and demanding we take up our entire legislative time reforming the House of Lords. If we are looking at who should be getting their priorities straight, the hon. Gentleman should look at himself.

Commons ChamberI will indeed join with my hon. Friend. His commitment to the cause is well known, as is the commitment of my hon. Friend the Minister for the constitution, who has really taken this on as something that he wants to achieve in his post. For survivors of domestic abuse, voting is more than just a cross on a ballot paper; it is a renewed statement of the freedom that is rightfully theirs.
Let us take the Minister back to the boundary review, because interestingly the Government payroll is not being cut in this process. Ministers should therefore listen to the Members sitting behind them, such as the hon. Member for Shipley (Philip Davies), who has said:
“We are talking about reducing the number of people we elect at the ballot box, whilst stuffing the House of Lords with yet more people”.
If this is really not a partisan process, and in view of Brexit and the fact that we are removing 73 MEPs, is it not now time to have a fresh review, based on having 650 seats in this place?
I wonder whether the hon. Gentleman will start as he means to go on. I see that he has five Members on the Opposition Front-Bench, compared with our very modest two, which shows how we can cut the cost of politics just by being in power.

Commons ChamberWe have done some partial work, as my hon. Friend suggests. It is in the nature of the work that we are doing that there is not sufficiently good-quality understanding of public sector land, and that is why we are seeking to make it better. Despite that, we delivered 100,000 homes on public sector land in the previous Parliament, and we aspire to build 150,000 in this one. I shall provide him with further details as and when we discover them.
I welcome the Minister to his post. He will know that in 2010 a report said that the changes to the civil service—the regionalisation of the civil service—would require political leadership. We have seen a reduction in the size of the estate in London but an increase in the number of top officials and civil servants in London. Under his tenure, will we finally see that political leadership and the regions actually having a voice?
I thank the hon. Gentleman for his kind comments. In my previous ministerial post, it was a great pleasure for me to work with civil servants, especially in Yorkshire, including senior civil servants working there. I saw myself how it is possible to have senior civil servants around the country. I completely agree that the more we can get senior positions of all kinds around the country, the better we will be able to serve the people whom we were elected to serve.
I thank my hon. Friend for his comments. He is absolutely right and the Government’s position is clear. This is a prerogative power and one that can be exercised by the Government. As he alluded to in his question, no one should be in any doubt that those who are trying to prolong the process by their legal references in relation to Parliament are not those who want to see us successfully leave the European Union; they are those who want to try to stop us leaving.
I am interested to hear the hon. Gentleman’s lobbying for Manchester and will of course seriously consider what he says. May I also say how pleased I am that Manchester will host the parade for our Olympic athletes?

Commons ChamberThe hon. and learned Lady raises the issue of Scotland and whether it will be part of the European Union’s single market post-Brexit. The decision that was taken on 23 June was a decision of the people of the United Kingdom to leave the European Union. The best thing for growth and prosperity for Scotland is to remain part of the United Kingdom, and I intend to make sure that when the UK has left the European Union, we will be able to seize opportunities that will be to the benefit of people across the whole United Kingdom, including Scotland.
The Prime Minister is rightly using summits like the G20 to press Britain’s case in a globalised economy. May I press her a bit further on the issue of Manchester’s bid for Expo 2025, which I raised at Prime Minister’s Question Time? Part of the Ashton Moss site is in my constituency.
As the Prime Minister knows, the United Kingdom has not hosted Expo since Dublin in 1907; before that, there was the Great Exhibition in London. The issue is therefore important in terms of national pride. It should also be noted that Expo 2015 in Milan brought 22 million visitors to that city, and a £7 billion investment. Will the Prime Minister meet the Greater Manchester Combined Authority, Tameside Council, myself and other Members, so that she can fully appreciate the benefits of Britain’s putting in a bid for the Expo?
I would just say to the hon. Gentleman, 10 on 10—in fact, I think probably 20 on 10—for effort in promoting Manchester as a potential host of Expo. I will listen very carefully about the proposal that he has made.

Commons ChamberObviously, I said that I thought our economy would be better off if we stayed in. The British people have made a different decision. Now we need to make sure that we do our best to safeguard our economy in the new reality.
In the last debate that we had on the EU, the Foreign Secretary said that the problem for the UK was that we had no experienced trade negotiators left in the civil service. What are the Government now doing urgently to train up people so that they can negotiate on trade deals?
Obviously, we are going to be increasing our capacity in that vital area.

Commons ChamberMy hon. Friend, as so often, hits the nail on the head. A huge Government programme has ensured that available public sector land is used to build more houses for our country.
A 2010 report suggested that to end the London magnet we had to move more top civil servant jobs out of the capital and into the regions. How are the Government getting on with that aim?
The Government are getting on very well with it: the number of civil servant buildings in central London has gone down hugely. We have created hundreds of thousands of jobs all over the country— 95,000 new jobs in the last year in the north of England alone—and what matters is what kinds of jobs we are creating and how many people are being employed.

We are absolutely working to ensure capacity to deal with any further surge, but I repeat that last night’s level of demand in such a short period was unprecedented, which is why we had the problems we did.
It is absolutely right that anybody who last night wanted to but could not register to vote be given the opportunity to do so, but given that the referendum result might be close, what legalities surround an extension of the deadline, and what advice has the Minister taken in case a close result, whether a yes or a no vote, is challenged legally?
We are consulting and working closely with the Electoral Commission and lawyers to make sure that anything we bring forward is watertight. We all want the referendum to take place on 23 June, and we all want everyone who wants to and is eligible to vote to be able to do so.

Commons ChamberI know that my hon. Friend is doing all he can to support the NCS in his constituency. Every Member can help by visiting a local NCS programme to raise awareness and ensuring that local schools and colleges encourage students to participate. The Secretary of State for Education and I will shortly write to all Members to highlight how everyone can make a contribution to NCS.
Last summer, I visited an NCS scheme in Dukinfield in my constituency and I was hugely impressed by the work with young people, but many of those young people raised with me the wider cuts to youth services. Has the Minister conducted an impact assessment on how those cuts have affected the aims, ambitions and objectives of the NCS programme?
That question gives me the opportunity to say how disappointed I am that local authorities choose to make cuts in their service provision. We are investing more than £1 billion in NCS in this Parliament and the overwhelming majority of that funding will flow through delivery organisations, most of which are public or VCSE—voluntary, community and social enterprise—organisations. Beyond that, we are also investing more widely in the youth sector through programmes such as Step Up To Serve and the British Youth Council, and supporting local authorities to reshape their youth provision.

The challenge of taking a position other than the one the Government have taken is that it would require civil servants to do work that was not in support of the Government’s position. The Government have a position, and it is part of the civil service code, and it is put into law in the Constitutional Reform and Governance Act 2010, that civil servants should support the position of the Government. It would put civil servants in a very difficult position if we were to do anything other than that.
I will be campaigning for Britain to remain in the EU, but I see no issue with all Ministers having access to the very strong arguments for Britain to remain in the EU—this is a matter of democracy. Is the Minister really suggesting that we could have a situation where a Secretary of State is denied access to key Government papers but his or her junior Ministers have access to that information?
What we are saying is that the Government have a position and the civil service will advise on that position. If Ministers have taken a personal decision to campaign personally, in a personal capacity, against the position of the Government, it is inappropriate to ask civil servants to support that other position, which is not the position of the Government.

Commons ChamberI absolutely can answer that, and I think it is an important question. There are two things here. First, a set of principles is set out in section A on economic governance, and they are principles of non-discrimination, no cost, and no disadvantage. Crucially, paragraph 4—this was of real concern to the Bank of England and I know it will be of concern to my right hon. Friend’s Committee—makes it clear that the financial stability of member states whose currency is not the euro is a matter for their own authorities and own budgetary responsibility. Those principles are very important, and what is exciting about this is not only that they have been set out for the first time, and not only has Europe for the first time accepted that there are other currencies inside the European Union, but those changes will be incorporated into the treaties. The mechanism is something over and above a new way of ensuring that issues are raised, should we wish to raise them, at the level of the European Council. We do not have that protection today, but making the principles part of the treaty—already an international legally binding decision—is hugely important. If my right hon. Friend listens to people who speak on behalf of financial services, the Bank of England and others, he will recognise that this is really important progress for Britain.
There is still plenty that divides the Prime Minister and me politically, but on this and in the national interest I think he is right to be campaigning for Britain to remain in the European Union. Let me read a quote to him:
“leaving would cause at least some business uncertainty, while embroiling the Government for several years in a fiddly process of negotiating new arrangements, so diverting energy from the real problems of this country”.
That was on 7 February. The Mayor of London was right 15 days ago, wasn’t he?
What I would say to the hon. Gentleman—and to everyone—is that we must examine what the alternatives are, how much uncertainty there will be, and how long these processes will take. Therein lies the importance of this decision for businesses, families and people’s prospects up and down our country.
