Commons ChamberYes, of course we will make sure that we continue to look after people throughout the pandemic, as we have done since the beginning. The Chancellor will be setting out next week exactly what we are doing.
Greater Manchester has been under local restrictions since the end of July, and it has been a long few months, so I welcome the road map out of lockdown and also the success of the vaccine. As somebody who has just about shaken off long covid symptoms 11 months after contracting covid, can I urge the Prime Minister not to forget those still struggling and the many more who will develop long covid as a consequence of the latest wave of the virus? As the economy switches back on and as lives return to normal, will he also commit to doing more for those who still do not have access to long covid clinics and who still do not have access to support or help, so that nobody is left behind?
I am delighted to see the hon. Gentleman back on fighting form. Having enjoyed lively on-screen debates with him in the past, it is good to see him back in shape. He is right to draw attention to the long-term consequences of the disease, and we will do everything we can to alleviate suffering and to continue to invest in support for those who need it.

Commons ChamberMy hon. Friend raises an important point. The Government ensure that the supply of health and welfare services, including opticians and eye tests, are exempt from VAT, which ensures that VAT is not a barrier to accessing medical treatment. Moreover, in addition to NHS complex lens vouchers, the Government already offer support for individuals to help with the cost of glasses through NHS optical vouchers. Those eligible for help include children and those on certain income-related benefits, and the value varies from £39 to £215 depending on the level of the patient’s prescription. However, I will write to my hon. Friend with full details so that she can assist her constituent.
My colleagues and I at the DWP have frequent discussions with GEO Ministers on a wide range of issues. Throughout this pandemic the Government have sought to protect jobs and incomes, spending billions on strengthening welfare support for those most in need. Our long-term ambition is to level up across the United Kingdom, helping people back into work as quickly as possible, based on clear evidence of the importance of work in tackling poverty.
Child poverty is a stain on our nation, and hon. Members on both sides of the House should commit to working together to eradicate it. The Minister will know that, before the pandemic, child poverty was projected to increase to 5.2 million by 2022, a disastrous thing for those children and something that will significantly damage life opportunities. What steps is he taking now to do everything possible to ensure this prediction does not come true?

Commons ChamberOrder. I did not want to interrupt the hon. Member for Wellingborough (Mr Bone) while he was in full virtual, rhetorical flow, but he knows that he must not address the Prime Minister as “you”—he must not say, “What are you doing Prime Minister?” He must address the Chair. He is setting a bad example as a senior Member of this House, as are many senior Members, to new Members who have yet to learn the proper mode of address. We must be careful during this time of virtual proceedings not to let standards fall.
I support the vaccination programme. My clinical commissioning groups have been among the best in England at rolling out the covid vaccine—a real success story for the communities that I represent, who have been placed under restrictions since 29 July. But today the NHS has said that it will cut by one third the future vaccine supplies to the north-west, so that the rest can catch up. That is worrying, if true.
Can I ask the Prime Minister about logistics? What impact does he think withholding vaccines to the north-west will have? Will second jabs be delayed still further or will the next cohort of first jabs need to be rescheduled, leaving those people unprotected for longer?
I can confirm to the hon. Gentleman that we will make sure that his constituents get exactly what they need for the roll-out to groups 1 to 4. I am assured by the Minister for vaccines, my hon. Friend the Member for Stratford-on-Avon (Nadhim Zahawi), that there is no such delay.
I am delighted that the hon. Gentleman now supports the vaccination programme; perhaps he could repudiate the policy, on which he stood, to destroy the pharmaceutical companies that have made the vaccines possible. Perhaps he could dissociate himself from previous Labour attacks on the vaccine taskforce, which secured the doses on which he now relies.

Commons ChamberMy hon. Friend makes an excellent point. As Northern Ireland enters its centenary year, it is the right time to shine a light on what makes it so special as we look to a bright future. Fostering economic growth and social cohesion is key to building a stable and prosperous future for Northern Ireland. I was pleased to be able to announce the £400 million of new money, in the new deal for Northern Ireland just before Christmas, to help boost economic growth, competitiveness, infrastructure and the social fabric. We are planning an exciting programme to promote Northern Ireland’s potential across the United Kingdom, and also internationally.
From recent engagement with victims’ groups, their overriding concern is that the scheme be open for applications as quickly as possible. We share that objective, and I will continue to work with the Executive’s delivery of this scheme. We must make sure progress is not diverted by any red herrings. This is a devolved matter, and devolved matters are funded from the block grant. The Executive need to step up and fund this scheme. The Department of Finance in the Northern Ireland Executive needs to step forward and to get the independent fiscal council organised to provide that independent advice and scrutiny to help them on these budgetary matters.
I thank the Secretary of State for that answer. Eighteen months ago, I was proud to play my part in finally delivering the payment to victims who had campaigned for decades for redress for the unimaginable suffering they endured during the troubles. The fact that it still has not been delivered, though, should shame us all. So does the Secretary of State agree that failing to deliver on these promises to victims will do immense damage to trust, and when will he act to ensure that those promises are kept in Northern Ireland?
I am sure the hon. Gentleman will appreciate—being, as he outlined, part of the process—we are all proud to have got this moving forward. He is absolutely right: I think there is a moral as well as a legal and an ethical duty to ensure that the victims are able to access that programme of work. I know the work is ongoing to do that. In the Department of Justice, the Minister there is passionate and determined about that, as is the First Minister. One of the frustrations I had in 2020, I have to say, was the fact that it took a court case to get the Deputy First Minister to even designate a Department. That simply was not good enough. The Department of Finance now needs to ensure that it does not play games with victims and their pensions and payments, and that that money is made available to the Department of Justice to get on and deliver this programme.

Commons ChamberThe National Audit Office’s investigation into Government procurement during the pandemic reflects the chaotic culture of outsourcing across Government. Contracts have been awarded after work has begun without competition and without any meaningful due diligence checks. How can the public have any trust in the Government’s response if the Government are not transparent with them?
The National Audit Office set out a number of recommendations that we will be looking into, but the idea that we did not need to contract under emergency terms during the pandemic is inaccurate, and there are rules in place to allow us to do that. We have been slow to publish contracts because we experienced some problems, which I set out in the Westminster Hall debate last week, but we now have 100% of those contracts for the relevant bodies.

Commons ChamberAn effective response to covid-19 does indeed need to be a co-ordinated response across the whole United Kingdom, informing every aspect of the UK Government’s response. For instance, on 24 November, the UK Government and the three devolved Administrations published a joint statement on UK-wide arrangements for the festive season. We are currently working with the devolved Administrations on the deployment of vaccines and community testing across the UK.
The news of the vaccine’s approval is incredibly encouraging, but we now face the greatest organisational challenge perhaps since the second world war in distributing it to all who want and need it across the four UK nations. Given the botched roll-out of the flu vaccine in Scotland this year, how is the Minister going to ensure that Scottish Ministers are able to get the delivery of the covid vaccine right?
I am conscious of the time, so I shall give a very brief answer. Local deployment of the vaccines is a devolved matter, but Ministry of Defence Ministers have made military planners available to the Scottish Government to facilitate the complex task of mass deployment.

I welcome much in the Prime Minister’s statement. Thankfully, Greater Manchester is seeing a downward trend in infections in all 10 boroughs, but we will have been in some form of restrictions now for four months. Clearer rules and better enforcement are welcome, but I still do not understand the logic of pushing people out of covid-secure, well-regulated, responsible hospitality businesses into illegal covid-insecure gatherings to drink. That would be counterproductive, would it not?

Commons ChamberMy hon. Friend makes an absolutely important point. We have set out a timetable, and sticking to that timetable will enable people, I hope, to take all the steps required. He makes the point that we on this side of the House do not seek a no deal: quite the opposite—we are keen to seek a deal. But one question that has never been answered is if there were ever a vote for independence in Scotland—I am sure there will not be ever, but if there were ever—the SNP has never made it clear whether it would rely on there being a negotiated settlement or would go for a no-deal Scexit. It is one of the many questions that the SNP declines to answer.
I was listening very carefully to the Chancellor of the Duchy of Lancaster about business preparedness, not least because it is only three months to the end of the transition period. Businesses in the food and drink industry in my constituency would love to be able to be ready for Brexit, but there is no guidance yet about what labels businesses need to use to legally sell their goods in the EU and in Northern Ireland next year. When will the Government announce these measures, so that food and drink manufacturers are not held back from making the preparations they need to make?

I agree wholeheartedly with my hon. Friend. That has been an injustice for many years. I often thought to myself, before I came to this place, how has that process been allowed to continue where those who serve this country on operations are treated like that afterwards?
It is clear to me that in this place, we are good at saying, “Aren’t our veterans brilliant? Don’t we owe them a huge debt?”, but when it comes to doing something about it—something a bit difficult and challenging—everybody runs for the hills. Well, this Government are not going to do that. We are going to legislate to protect those people from those who want to rewrite history to line their own pockets. Those days are over. I fully expect all hon. Members to support that effort.
I agree with the Minister’s intention to remove the ability to bring vexatious claims against our military personnel, which is why we have to get the detail of the Bill right and consider any possible unforeseen consequences of getting it wrong. Does he accept that there are often good and perfectly reasonable reasons why a soldier or veteran may not be able to bring a claim within six years, even if they knew about their injuries? How can we factor that in?
I thank the hon. Gentleman for that constructive point. Let me be clear: I am absolutely happy to amend the legislation on the suggestion of any hon. Member to get it right, but it has to be based on fact and reality. The armed forces compensation scheme has a seven-year limit on it anyway. The Limitation Act 1980 also limits the time in which claims can be brought. If hon. Members want to discuss that more widely, clearly that is a broader issue. All we are doing is bringing into line our military personnel and veterans’ experiences.
I will be honest that I cannot, off the top of my head, think why individuals would be diagnosed and choose not to do anything about it, then choose to do something about it much later. I have not come across that in all my experience in the field, but I am happy to learn. If that is the case, I am happy to change the Bill, but that is not what experience shows us. I urge hon. Members to come up with constructive criticism and debate, so that we can really work on the Bill to get it right, because we all agree that we need to do it.

Commons ChamberThe list of ministerial responsibilities document was last updated in October. It is taking longer than usual to compile a new document, and that is in part because Ministers have been focused on responding to the challenges of covid-19. An update will be published when possible.
I am grateful to the Minister for that update, but of course it is not just the booklet; the responsibilities of individual Cabinet Office Ministers have not been available on the gov.uk website, so perhaps that could be updated too. The Cabinet Office has been particularly resistant to transparency and slow to share information in recent times. It is one of the worst performing Departments in responding to freedom of information requests, despite being responsible for FOI policy. In 2019, the Cabinet Office was the Department that was referred the most to the Information Commissioner’s Office. What is the Minister doing about this?
I hope it is the case that Cabinet Office Ministers—the team here today—have accounted for ourselves and our responsibilities adequately. I know that my right hon. Friend the Chancellor of the Duchy of Lancaster and I, and all the Ministers, look forward to coming here to do exactly that, and ensuring that all our correspondence, parliamentary questions and all sorts of other things are properly answered. I hope that hon. and right hon. Members can use the contact details that are already available and those that have been updated during covid to ensure that Parliament can rightly get the information that it requires from our Department.
On the particular issue that the hon. Gentleman refers to on transparency and freedom of information, of course the Cabinet Office proudly leads the way in assisting the rest of Government in our duties under the Freedom of Information Act 2000 and other proactive transparency measures that we have put in place over the years to ensure that citizens can get the information that they need and deserve. We intend to continue leading the way, and we think it is very important to do so.
