Yes. Some £3 billion has been earmarked for spending before the next election, and the expectation is that that will have been committed, but that is the total commitment that will have been made at that time. That includes money that will not be disbursed until some time during the next Parliament, but which will have been committed.

Does my right hon. Friend agree that the rebasing of British troops from Germany represents a further opportunity to give a much-welcome boost to the UK economy?

Yes, I very much welcome the rebasing. It will indeed boost the economy in the country overall, and not least in my own constituency. It is likely that in training and efficiency measures, it will save about £240 million a year. That will be of great benefit to the country in pursuing the prosperity agenda, and it will of course give surety to our troops, which is vital going forward, so I very much welcome it. Our German friends and colleagues are of course being taken along with the programme: they understood that it was coming, and they are very much on side. We pay tribute to the presence of the British Army in Germany for all these years.

Yes; we are already doing this. The initiatives that I mentioned to my hon. Friend the Member for Canterbury (Mr Brazier) are designed to deal with specific problems with the way in which the website interacts with mobile devices, and the way that we deal with medical records and with inducting candidates through the interview process. We will reintroduce, on a pilot basis, the idea of a face-to-face weekend process that deals with all the procedures in one hit. If that is successful, we will make it the default option for 2014.

What discussions has my right hon. Friend had with large public and private sector employers to see how they can better support our reservists to improve the recruitment and, equally importantly, retention of our volunteers?

[Mr Hammond]

That is absolutely the key to the programme. In the public sector, central Government have made a generous offer of an additional 10 days’ paid leave to reservists in the central Government service, so that they can take those days for training. Many major private companies have already signed up to the corporate covenant, and more are considering doing so. There are excellent examples of companies working with us to reach out to their employees, and to make a joint proposition to them, so that employees join the reserves in a way that is supported by their employer, not done behind the employer’s back.

I have to refer the hon. Gentleman to my earlier remarks. These projects have been going since 2011—they are in their infancy—so it would be remarkable if demonstrable savings were to be volunteered at this point, but we are confident that there will be savings, which is in large part why we are doing this, and they will be forthcoming as we go further with pooling, sharing and smart defence.

Will my hon. Friend update the House on what progress is being made on initiatives to deepen co-operation with other northern European countries?

I am grateful to my hon. Friend for that question. He will be aware of the Northern Group. Within both NATO and the European Union it is important to identify groups of like-minded countries, such as the Northern Group, with which we can work particularly well. It seems to me to be expedient to work with the grain of such countries in order to lever in effect. My right hon. Friend the Defence Secretary will discuss that shortly in Vilnius.

There has been an issue, partly compounded by difficulties relating to the matter of consent. The FMed 133, as the form is known, provides a summary of a person’s medical history while in the services, and is given to members of the services when they leave. They are encouraged to present it to their GP when they resettle in the civilian community, so that the GP knows that they served and are now a veteran. The form provides information to the GP on how to receive more detailed medical records from Defence Medical Services if the GP decides that that is appropriate.

Will my right hon. Friend outline to the House what specific help the Government are giving to Combat Stress in its valiant efforts to help the whole of the military services family with regard to mental health?

We work very closely with Combat Stress, which is a valuable charity. As I intimated earlier, I recently met Andrew Cameron, who helps to run that charity so effectively. As my hon. Friend may know, it has a number of residential centres where people who suffer from such conditions as post-traumatic stress disorder can receive help over a period of weeks or months if necessary. I hope to visit one of these centres in the near future.

I will consider that request very carefully. I have discussed the matter with representatives of the Army Families Federation and I can assure the hon. Lady that I have looked at the question extremely carefully. I have spent quite a bit of time with officials—[Interruption.] If hon. Members will allow me, I will continue. I have spent quite a bit of time looking at this with officials; it is a very difficult issue. Wherever we draw the line, there will always be some people who are just on the other side of it, and therefore there are always likely to be some people who will miss out. However, if someone leaves the service close to their pension point but not at it, we increase the compensation payment they receive in order to take account of that. Having checked, I found that those payments are, on average, in the order of £70,000 tax-free, and for some higher ranks they could be as much as £100,000 or more—again, untaxed. We have tried to look at the issue sympathetically.

From my experience as a private sector employer, I know that ex-service personnel can make excellent and productive employees. Will my right hon. Friend give to the House information held by the MOD about the employability and job prospects of those who previously served in our armed forces?

My hon. Friend makes a very good point. Ex-armed forces personnel are inherently highly employable, as testified by the fact, as I said earlier, that over 90% of those who go through the career transition partnership have found a job within six months. People often want to employ ex-members of the armed forces because they are a quality product. We will do everything we can through the CTP to support applicants or non-applicants who leave the forces to ensure that as many of them as possible find new careers.

You will understand, Mr Speaker, that it would be inappropriate for me to comment on any ongoing legal procedures. The hon. Lady should realise, however, that we are absolutely committed to defending the position of combat immunity. It would be very worrying if soldiers, sailors and airmen in battle were concerned about looking over their shoulders the whole time for fear of legal challenge. Of course we wish people to be properly trained and properly equipped; we are determined that that should happen and we believe that they are so.

What legal advice is provided to battlefield commanders to make sure that they fully appreciate their obligations?

All battlefield commanders of whatever rank are given appropriate training and advice on the legal position, from the Geneva convention onwards, and on training with equipment and the like.

I agree entirely with my hon. Friend about the context of this debate: a world getting not safer but more dangerous; a world that, in spite of our ardent wish that the non-proliferation treaty succeed, is threatened by significant proliferation and the ever-present risk of state-sponsored nuclear terrorism.

Rolls-Royce is an excellent east-midlands company employing many people from my constituency. Today’s announcement underlines the Government’s commitment not only to high-tech manufacturing but to the east midlands. Will my right hon. Friend take this opportunity to remind the House, particularly our Scottish National party and Liberal Democrat colleagues, of one of the salutary lessons of history, which is that the only people ever to have nuclear weapons used against them did not in fact have any?

Of course, my hon. Friend is right: for better or worse, the deterrent effect of nuclear weapons has demonstrated itself over the past 65 years.

I thank my hon. Friend for his question and assure him that we will take the decisions that need to be taken in the interests of the nation’s defence, however awkward or inconvenient. I will come to the House however many times I need to and make however many announcements I need to make to get the Department back on track. I want the MOD to stand tall among the Departments of State, with a normal relationship with the Treasury and with the centre of government, and with proper contingency arrangements in its budget so that the armed forces can be confident that the promises that are made to them will be delivered, unlike those of the previous Government.

What steps is my right hon. Friend taking on defence procurement to ensure that the Government do not risk repeating the mistakes of the previous Government, who even in their last financial year in office, 2009-10, oversaw a huge increase of £3.3 billion in the cost of the 15 largest defence projects?

I think that the announcement I have made today demonstrates for my hon. Friend and the House that we will put prudent management of defence projects ahead of playing politics. It would have been easy to avoid making this decision today, and politically much less uncomfortable, but this is about making the right decisions for the future of our armed forces and I can assure him that that is what we will continue to do.

Will the Minister explain what efforts have been made to improve the capacity and efficiency of medical emergency response teams over the past 12 months?

We are not aware that there are any specific capacity problems. In fact, calls on the service over the past 12 months have been rather reduced from the level experienced in the previous 12 months. That reduction reflects both reduced kinetic activity in the area of operations and improved efficiency in the way in which the task is shared across Regional Command Southwest. I believe that the position has improved significantly, and that there are no specific capacity difficulties at the moment.

He—Mr Werritty—accepted that he should not have done so, and I think that with hindsight, he would think twice about doing so. Having made that clear, he told me that he would get new business cards, not use those ones again, and he accepted that what he had done was wrong.

May I welcome the statement by the Secretary of State today and his apology? It is clear that some errors have been made, and it is quite right that the Cabinet Secretary should look into those matters. However, it is also clear that there was no breach of security, and I assure the Secretary of State that he retains not only my support but the support of these Government Benches?

The permanent secretary makes it clear that at no time was Mr Werritty given access to confidential information or any security information to which he should not be given access; and that no documents or briefings were given. I am afraid that these accusations that national security was breached, which is probably the most serious accusation that could be thrown at any Government Minister, are utterly baseless. If anyone knows of a genuine case where they believe that to have happened, they have a duty to bring it to the Cabinet Secretary. If they do not do so, they should do what is appropriate and not say anything about it at all.
