Commons ChamberI hope that it will be possible to respond rapidly to petitions with 10,000 signatures. I cannot tell the hon. Lady at this stage how quickly we will do it, but I hope that we will do it in a matter of weeks. I want members of the public to feel that they have a genuinely interactive relationship with scrutiny of the Government in the House, which involves direct responses to their use of the website and, indeed, to their e-mail addresses.
3. Whether the Government plan to impose penalties on Ministers who fail to observe the House's expectations in regard to statements.
The Government are committed to making key policy announcements in Parliament, a principle that is set out clearly in the Ministerial Code. As the right hon. Gentleman will know, the House had an opportunity to debate the issue in December last year. The premise that specific penalties should be imposed by the House over and above those already available was considered and rejected during that debate.
I congratulate the Deputy Leader of the House on delivering that reply with a straight face, but let us be honest: we all know that announcements should be made in this House first, but the temptation of a quick headline and some media coverage trumps virtue almost every time, especially within the walls of No. 10. Does the Deputy Leader of the House agree that Ministers need to know that there is a certain penalty for that, such as promotion to the Whips Office or being hung by their toenails from the Elizabeth Tower, in order to ensure that virtue prevails?
I thank the right hon. Gentleman for that. He is an experienced and respected parliamentarian, and he will be aware of the range of measures available to put a Minister on the spot over any alleged failure to make the most important policy announcements to this House: urgent questions, Select Committee investigations, Prime Minister’s questions, points of order and raising matters in the Backbench Business Committee. I hope he agrees that that is an impressive list of effective sanctions against errant Ministers.

Commons ChamberYes, I shall certainly work towards reforming the global game. The points the hon. Gentleman makes about the structure of the ICC are indeed correct. As far as Wales is concerned—I think Wales lies under his question—it is worth recording the very real contribution that many Welshmen have made to English cricket. At a time like the present, when independence is very much the political currency, it is worth noting that one of the men most closely associated with England’s rise to the top of the test rankings is Hugh Morris, who is of course Welsh.
11. What assessment he has made of the potential effect of new financing arrangements on the editorial and operational independence of S4C.
I agree with the assessment of the new independent chairman of S4C that financial and governance arrangements agreed between the BBC and S4C will
“safeguard the Welsh language services provided by S4C for the foreseeable future”
and
“allow S4C to maintain its editorial and managerial independence.”
I thank the Secretary of State for that reply, but why have he and the BBC explicitly ruled out operational independence? The cut in grant is 24% over four years, but the cut against anticipated income is some 32%, which is really challenging. Is it not important for S4C to be able to manage its own business and have operational independence?
We do want S4C to learn from what the BBC does as a much larger broadcaster—it is one of the most successful public service broadcasters in the world, if not the most successful—in how it runs its operations, because S4C has been through a very difficult period. The most important thing is editorial independence, so that there is a choice of Welsh language services and plurality of news provision in Wales. I point out to the right hon. Gentleman that the new agreement between the BBC and S4C is supported not just by peers from his party but also by Plaid Cymru in the other place.

Commons ChamberI have seen the evidence that Sir Philip Mawer gave before the Select Committee on Public Administration, and I have seen the exchange with the hon. Gentleman. It would make sense to await the Committee’s report before coming to a view on this issue, but he will know that the Cabinet Secretary produced his report, which led to the resignation of my right hon. Friend the then Secretary of State for Defence, and we regard the matter as now closed.
I am glad that the Leader of the House noted what I said in my point of order last night, because that was not an isolated incident. Increasingly, at Prime Minister’s questions we see the Prime Minister red in the face and spraying inaccurate figures about Wales around the Chamber while he attempts not to answer sensible questions.
In addition to the St David’s day debate—a tradition on which I hope the Leader of the House will deliver—may we have a debate in Government time on the NHS in Wales and England so that we can make the comparison between the Government in Wales, who are attempting to improve the service and who have the support of the people, and the Government here, who do not have a mandate and seek to bring in changes that will undermine both care and efficiency?
I listened to the right hon. Gentleman’s point of order, and even on his own figures it seemed that the NHS in Wales was not doing as well as the NHS in England. I would welcome such a debate, which would give us an opportunity to contrast the extra resources we have provided to the NHS in England and the reduced waiting times since the election with the relatively poorer performance of the Administration in Wales.

Commons ChamberThe hon. Lady will recall that she sat on the Wright Committee. I did not, but she did and so did my right hon. Friend the Leader of the House, and we were committed to putting into effect the recommendations of the Wright Committee. She will recall that the Committee stated, in paragraph 214 of its report, that
“it could be left open to a process of regular discussion and negotiation as to which day of each week would be devoted to backbench business. This would avoid the rigidities referred to above.”
We have simply taken that recommendation—she may or may not have agreed with it, because I know she did not agree with all of what the Wright Committee recommended—and put it into effect. I have to say, there are advantages to having that flexibility.
8. What plans he has to bring forward proposals for a Select Committee on Civil Society; and what representations he has received on the remit of any such committee.
In light of the recommendations of the Wright Committee that the House should reduce the number of Committees and end overlapping or duplicate remits, we have no plans to do so.
It is very interesting that the Cabinet Office website, which announced with great passion that that Committee would be provided, does not record the withdrawal of that offer. Why has the Government’s decision been reversed, and why is it being kept secret?
The establishment of Committees is a decision for the House, not the Government, as the right hon. Gentleman will be aware. The Cabinet Office is scrutinised by the Public Administration Committee, which is currently undertaking an inquiry into civil society entitled “Smaller Government: Bigger Society?” I pay tribute to the hon. Member for Harwich and North Essex (Mr Jenkin) and his Committee for their work on that matter and on other issues that are important to the Government. The matter is being looked at by a parliamentary Select Committee.

Commons Chamber14. What plans he has for future (a) funding and (b) parliamentary oversight of the work of the BBC World Service from 2014.
We have protected funding for the World Service with an efficiency saving, and accountability to Parliament will continue through the Select Committee on Foreign Affairs.
Does the Secretary of State agree that Britain’s place in the world, and its contribution to the world, are enhanced considerably by the work of the BBC World Service? I have seen that in relation to Somaliland and in eastern Europe. Does he share the widespread concern that is felt about the fragility of the service worldwide, and what can he do to satisfy us that Parliament will be fully involved and that the service is safe in his hands?
I entirely share the right hon. Gentleman’s support for the BBC World Service, which is an incredible jewel in our national crown and a very important part of our soft power. The moving of the service directly into the core BBC presents it with tremendous opportunities. It will strengthen the service’s independence and perceived independence, allow efficiency savings that will ultimately enable more to be invested in programming, and create the potential for improvements in the television service, BBC World News, which I think are long overdue.

I am sure that the Home Secretary wants to be accurate in her replies to the House and in view of a woolly reply that she gave to an earlier question, when I asked whether she stood by the pledge by Ministers to end by Christmas the holding in prison of children involved in removal cases—
Order. Let me anticipate what the right hon. Gentleman is likely to go on to say. I note the difference between the commitment that he is seeking and what the Home Secretary said, but as a very experienced Member of the House and former Minister, he knows that I am not responsible for the content of answers. What the right hon. Gentleman is about, of course, is trying to remind the House and his constituents of his dissatisfaction that his point was not answered as he would have wished. I think he has accomplished his objective, and we will leave it there.

Commons Chamber7. What recent representations he has received on the Welsh Grand Committee’s effectiveness as a forum for discussing Government policy as it relates to Wales.
Hon. and right hon. Members, including the right hon. Gentleman, have made recent representations to me on this issue. I believe that the Welsh Grand Committee provides an effective forum for Members representing constituencies in Wales to debate matters that relate exclusively to Wales.
I agree with the Leader of the House, but the Committee cannot be effective if it does not meet. He has always shown enormous respect for the conventions of the House. As a former Secretary of State for Wales, I think that previous Conservative and Labour Secretaries of State for Wales have shown respect to the convention of working consensually with all parties to arrange meetings and topics for debate. Will the Leader of the House have a gentle word with the current Secretary of State for Wales to persuade her of the benefits of such a consensual approach?
No one is more in favour of consensus than myself. The Welsh Grand Committee will have its second meeting of the Session this week. That makes two meetings in six months. In 2005, it met once in the Session, in 2006, it met twice and in 2007, it met once. Our record is better than that of our predecessors.

Commons ChamberI am happy to answer that question. As part of the licence fee negotiation that we concluded, the BBC has committed to put £150 million into broadband roll-out for every year of the new BBC licence fee settlement. That is how we shall get the nearly £1 billion of secured investment for the broadband roll-out, and I hope it will benefit my hon. Friend’s and everyone else’s constituency.
T8. How do Ministers intend to ensure that blind and partially sighted people, for whom radio is a vital lifeline, will not be disadvantaged if commercial pressures mount to switch from analogue to digital radio?
As I mentioned in an earlier answer, we now have an e-accessibility forum that is taking forward many of those issues. One of the vital functions of the forum is to make sure that manufacturers take on board the issues and ensure that partially sighted people and people with other difficulties have full access to programmes through technology.
