I thank my hon. Friend for that contribution. An element that is not mentioned is untidy land in private space, an issue that is very difficult for councils to enforce. Again, that is a non-statutory service. Some councils deal with untidy land in gardens and other private spaces, but many councils do not because of local Government cuts and reductions in funding over the last 14 years.
The statistical basis for fly-tipping is complicated. Different Governments over the last 14 years have measured it in different ways. Between 2010 and 2017 we saw a significant increase, according to BBC statistics, of around 40% in fly-tipping across the country, and that has remained static in recent years. The ways of calculating these things vary, so one question I have for the Minister is whether we should have a standardised, data-driven approach to recording fly-tipping incidences.
Fly-tipping in Greater Manchester is on the rise, costing local authorities more than £6 million in 2022. Although the practice is frustrating for my constituents, it is often caused by lack of awareness of the implications of fly-tipping and how to properly dispose of waste. Does my hon. Friend agree that we must improve environmental education and recognise that we all have a responsibility to safely and legally dispose of waste?
I thank my hon. Friend for that point. The Labour council in Ilford has very successfully led an enforcement and education campaign, with community hubs and enforcement hubs. Love Medway Hate Litter, in my area, and Love Essex are successful campaigns that challenge litter and fly-tipping, so education is critical. As a former secondary school teacher, I know it is important to get into schools early to raise awareness about the challenges of fly-tipping.
The lack of enforcement is concerning. My hon. Friend the Member for North Warwickshire and Bedworth (Rachel Taylor) mentioned the reduction in court fines issued. Their value fell in 2022-23 to £785,000 in total, which just touches the tip of the iceberg. To be fair, although there are no Conservative Members here for this debate, the previous Government did act, increasing fines from £400 to £1,000 under the antisocial behaviour plan, increasing court fines by £526 and abolishing local authority charges—so they were aware of the issue.

I thank the hon. Member for her intervention. As she has said, Ealing Southall is certainly not a rural area of the country. However, my father’s family are from Tipperary, and they were farmers; I do appreciate, and am well aware, of the cost of fly-tipping to farmers in particular. As it is on private land, they are, in most cases, liable for the costs of removal themselves. It is a massive issue, and I do hope that we will hear from others today on that issue. Certainly, there is more that we can do on reporting because, as I said earlier, the reports that we currently have are only the tip of the iceberg as a lot of communities just do not report.
Having gone through the problems and realised that the solutions are complex, what solutions do I feel should be included in the national strategy? To combat the organised criminals, we need a national fly-tip investigation team. Why should environmental crime not be taken as seriously as other types of organised crime? We need national financial investigators who can use proceeds of crime laws to go after the assets of these criminals and hit them in their pockets, where it really hurts.
We also need sentencing guidelines to be reviewed so that the courts do not continue to allow fly-tippers to get away with it. We need to reform the waste carrier licensing scheme so that it is worth the paper that it is written on. We need stronger rules for bins when houses are broken up into flats; I am delighted that Ealing council is introducing a new requirement for planning permission for HMOs—houses in multiple occupation. But we need to ensure that waste facilities are rigorously assessed as part of landlord licensing schemes and before permission is given for flat conversions, and that councils have the funding to carry out those inspections.
I thank my hon. Friend for giving way, and for the progress she is making on such an important topic. Keep Manchester Tidy established a partnership with Manchester city council to encourage residents to actively help make their communities cleaner. As part of that strategy this year, Manchester saw its highest number of volunteers supporting the national Great British Spring Clean, with more than 100 litter-picking events and more than 2,000 litter-pickers. Will my hon. Friend join me in thanking all the volunteers who work extremely hard to make our communities cleaner and greener? Does she agree that they should not have to do this in the first place?
I thank my hon. Friend for his intervention, and I certainly agree that the work of local volunteers is hugely beneficial in preventing this problem from being even worse than it is at the moment. I know that, in Ealing, we would not survive without the work of our great friends in LAGER Can, and it sounds as if my hon. Friend has similarly civic-minded residents in his constituency too. I congratulate them on the work that they have done.
The most obvious answer to the fly-tipping crisis is to reduce waste in the first place. Let us turn off the tap of all of the waste that we see on our streets. That could be a real game changer. I know that the Minister has already committed to introducing a deposit return scheme for drinks containers by 2027 that would mean that empty cans and bottles could be returned to shops to get a deposit back. As well as cutting down on empty cans and bottles in black-sack fly-tips, research by Eunomia found that a return scheme could save councils in England up to £35 million annually. We could then spend that money on something else.
I hope that the Minister will consider the merits of a scheme that covers all reusable containers, including glass, from the outset, and it would be useful if she laid out a timetable for bringing that forward. Manufacturers should contribute to the costs to councils of clear-up by providing more take-back services so that people can hand in old furniture and mattresses when they buy new ones. The big prize is to persuade manufacturers to make their goods fully recyclable; the best way to do that is to make them pay for the cost of disposal. That is based on the idea of making the polluter pay. I hope the Minister will also set out a timetable for that approach, known as extended producer responsibility. It will encourage manufacturers to stop producing so much packaging and items that cannot be easily recycled.
Fly-tipping is not a low-level crime. It stops people from feeling proud of where they live, it encourages other crime and antisocial behaviour, and it costs millions of pounds to clean up—money that could be used for vital public services. I look forward to the Minister giving my constituents in Ealing Southall confidence that, after over a decade of inaction by the Conservatives, this new Labour Government will finally take fly-tipping seriously, with a national fly-tipping strategy, stiffer penalties for the culprits, and ways of reducing waste in the first place.

Commons ChamberI do know Angus very well. Like me, the hon. Gentleman will be incredibly frustrated when he sees fly-tipping taking place in our beautiful countryside. When it comes to rural crime, we are working with likes of the National Farmers Union, our counterparts in Scotland and others to share good practice. As I have said, we have already funded a post within the national crime unit to explore how the police’s role in tackling fly-tipping can be optimised. That will specifically help rural areas such as Angus.
PM2.5 is the most harmful pollutant for human health. Our action to date on transport, industrial and domestic sources has seen PM2.5 fall by 10% since 2010. This year, we went further by setting new targets to drive down PM2.5 concentrates, and the Government will deliver on our air quality and net zero goals by supporting businesses to innovate.
Manchester has some of the highest air pollution levels in the country, with thousands of children being seen in A&E this year alone because of asthma and the impact of air pollution. I recently met children from St Margaret’s CofE Primary School to hear about how they are asthma-friendly and doing everything they can to reduce air pollution at their school so that all pupils are safe and healthy. Labour’s proposal for a clean air Act would establish a legal right for everyone to breathe clean air, abiding by World Health Organisation clean air guidelines. Why will the Government not commit to that?
It seems to me that no action is being taken at the moment by the Labour Mayor of Manchester. The Government take air pollution incredibly seriously, which is why we have awarded £53 million to English local authorities since 2010 to support the delivery of more than 500 local projects specifically to tackle air pollution. We have also put an additional £10.7 million—granted to 44 local authorities in 2023 alone—into tackling the negative implications of air quality specifically.

It is a pleasure to serve under your chairmanship this morning, Ms Nokes. I congratulate my hon. Friend the Member for Plymouth, Sutton and Devonport (Luke Pollard) on securing this really important debate and on his excellent speech.
As we know, last week the Government yet again approved an emergency authorisation for the use of Cruiser SB, which contains a neonicotinoid, on this year’s sugar beet crop. That is despite the Health and Safety Executive saying that the risks posed to bees foraging on the pollen and nectar from flowering crops planted in fields of treated sugar beet posed “a potential concern”. Furthermore, the independent UK Expert Committee on Pesticides has said:
“In light of the risk assessment conducted, a reduction in survival of honey bees and impacts on homing flight ability (which also influences survival of foragers) could occur.”
The Government are ignoring the advice of their own experts, and I would be grateful if the Minister could tell us why.
It was the same last year when the Government granted authorisation for Cruiser SB, and a number of constituents who have written to me with their concerns were keen to point that out. Wirral West residents who have been in contact with me have also highlighted that this latest move is completely at odds with the pesticide reduction targets the UK advocated less than two months ago at COP15, which aim to reduce by half the overall risk posed by pesticides and highly hazardous chemicals by 2030. The Minister has even accepted that there is a degree of uncertainty as to the benefits of using Cruiser SB to address the identified danger to sugar beet production, and that there is a degree of uncertainty in relation to the risk to bees.
It is no surprise, then, that Friends of the Earth has described the decision as “incredibly brazen”. It has rightly pointed out that the
“health of us all and the planet depends on”
the survival of bees and other vital pollinators. Just last month, a scientific study estimated that the sharp decline in the populations of many pollinators is already causing about 500,000 early deaths a year by reducing the supply of healthy foods. That is extremely concerning. As the Pesticide Collaboration points out, even minor traces of toxic neonicotinoids “play havoc” with the ability of bees to forage, navigate and reproduce, which has “catastrophic consequences” for the survival of their colony or populations. Its statement continues:
“A recent study showed that even one exposure of a neonicotinoid insecticide had significant impacts on their ability to produce offspring in future years.”
Just one teaspoon is enough to kill 1.25 billion bees. It is even more concerning, therefore, that even with that knowledge the Government have gone against the advice of their own experts. Will the Minister set out what alternatives were considered before the decision to approve the use of Cruiser SB?
I praise the fantastic work done by all those involved with Flourish at Ford Way community garden project in Upton, in Wirral West. They keep hives that produce delicious honey, and all their gardening is done in a bee-friendly way. I thoroughly enjoyed a recent visit, when I was fortunate enough to witness at first hand how the beekeepers work with the bees and maintain the hives, and I gained an insight into the overall process of how they produce the honey. Flourish has been working with a local Upton women’s group, which has been using Flourish’s polytunnels to grow plants and flowers that are then placed in the village centre in Upton; bees visit those flowers to collect nectar and pollen, which they use as food for themselves and their larvae. When they move from flower to flower, they transfer pollen, which helps plants to grow, breed and produce food, thus keeping the cycle going. That is a great example of two groups coming together in Wirral West in a responsible way to benefit the local community and our environment.
I congratulate my hon. Friend the Member for Plymouth, Sutton and Devonport (Luke Pollard) on securing the debate. We all agree that bees are vital for the ecosystem. Bees have been the symbol of our city, Manchester, for 150 years. We have beehives all around the city, including at our cathedral, Manchester Art Gallery, homes and lots of other places, and they play their part in encouraging pollination. Does my hon. Friend the Member for Wirral West (Margaret Greenwood) agree that supporting bees and pollinators in urban areas is also important in providing locally sourced food?

Commons ChamberThe volume of sewage discharged by water companies is absolutely unacceptable. Improving water quality is a high priority for the Government, which is why we have launched an ambitious plan to reduce sewage discharges from storm sewage overflows in water companies, the biggest in history. It is also why we have increased our monitoring from 5% in 2016 right up to 19% now. It will be 100% next year. Interestingly, one might want to note that under the Labour party there was no monitoring at all, and that the Environment Agency has received £2.2 million each year for the last three years specifically for water company enforcement to ensure that robust action is taken against illegal breaches.
I thank the Minister for that explanation. Across the country we are faced with the unprecedented dumping of raw sewage into our waterways, including into the Platt and Gore brooks in my constituency. It is good to hear the Minister’s plans to provide more money, because at the end of the day there needs to be sufficient funds for enforcement so that those who pollute our waters are held to account. What further will she be doing to ensure that that happens?
I am glad that the hon. Gentleman recognises the plan we have put into operation, because the like of it has never been seen before. I reiterate that it is our increased monitoring that is bringing to light the fact that permits are being contravened and sewage is going into our rivers. That is why we have cracked down and put in the biggest programme ever to tackle it, with our targets on storm sewage overflows and £2.2 million for the Environment Agency over the last three years for enforcement. It is taking cases, and the extra funding it got the last time around has enabled it to do more inspections.

Commons ChamberWe are working hard to ensure that my hon. Friend has that clarity and that we have that understanding in the area of biosecurity. We want to ensure that everybody knows what the rules are so that we can get on with improving the environment and planting those trees.
We know that air pollution is the greatest environmental hazard to health, and we have taken significant action to clean up our air. Emissions of nitrogen oxides are now at their lowest levels since records began, but there is much more to do. The Environment Act 2021 sets a clear duty to set new targets for air quality, which is something that I am now working on.
People have a right to breathe good-quality clean air, regardless of where they live. Greater Manchester’s clean air zone is set to come into force in May next year, and it will go some way towards tackling the atrocious levels of air pollution in the region. However, the clean air zone will be effective only with sufficient funding, so will the Minister confirm the Government’s commitment to work closely with Greater Manchester to understand the impacts of the clean air zone and assess the need for further funding? To this end, will the Minister agree to a meeting?
As I have discussed with the hon. Gentleman prior to this, I would be happy to have that meeting. I agree that we need to get this right in Manchester and the broader Manchester area, and to understand that the clean air zone works for everyone. The Government have provided £132 million through our clean air fund to support the retrofitting of buses and coaches and the upgrading of heavy goods vehicles, private hire vehicles, hackney carriages, vans and minibuses, mitigating the impact on businesses and individuals. I would be happy to work with him, because I will be looking for assurances on how the money is spent and that it is being well spent on the people of Manchester to clean their air.

Commons ChamberThe world came together in 2015 to set an historic ambition to limit global warming to 1.5°. Six years on, however, we are nowhere near meeting that target and instead we are fighting to keep the ambition alive. The conclusions of the IPCC report earlier this year were described by the UN Secretary-General as “code red for humanity.” It is now clear that we are in a state of crisis.
The world is now hotter than at any time in the past 12,000 years, over a million species are now threatened with extinction and this year every corner of the planet has experienced extreme weather, from devastating cyclones, hurricanes and storms to soaring temperatures, wildfires and flooding.
Action in this decade will be critical to preventing catastrophic climate breakdown, yet we know that the current pledges will not be enough to limit global temperature rises. Tackling the climate emergency can no longer be consigned as a problem for tomorrow. There is no more time for delay and no room for excuses.
When discussing the climate emergency, I often find myself thinking about my faith. Central to Islam is the idea of harmony with the natural world, and the Koran states:
“waste not by excess, for Allah loves not the wasters.”
It also calls on Muslims to
“walk gently on the earth”.
And it calls on Muslims to treat our shared home with care and reverence.
Many Muslims are already coming together to protect our planet and to tackle the threat of global warming. In September, led by the Muslim Council of Britain, mosques across the country held a “Big Green Jummah” at Friday prayers, and the UK has its first eco-mosque in Cambridge. Earlier this week, Muslim organisations came together to issue a joint statement ahead of COP26 calling for urgent climate action.
With COP26 just around the corner, it is imperative that the Government lead by example. Climate action and green investment must begin at home, yet the Government have committed a measly £4 billion to fund low-carbon initiatives, a quarter of which has already been scrapped alongside the disastrous green homes grant. This small figure does not come close to matching the scale of the crisis we face.
While simultaneously failing to pump the necessary funds into green initiatives, the Government are supporting the opening of a new coalmine in Cumbria and the opening of the Cambo oil field. If nothing else, COP26 must signal the final death knell for coal and fossil fuels. The Government could set an example for the world by ending all oil and gas exploration in the UK and throwing their weight behind the shift to renewable energy.
My constituents in Manchester, Gorton care deeply for the future of our planet, and they are desperate for the Government to step up and act before it is too late.
