I congratulate my hon. Friend the Member for Gloucester (Richard Graham) on securing this debate. As it states in the Register of Members’ Financial Interests, I am a member of the GWR stakeholder advisory board. I represent the Thames Valley on that board.
I want to pick up the point that my hon. Friend made about the advantages we saw from privatisation of the railways. In my experience of dealing with companies covering services to my constituency—to Maidenhead, to Twyford, and the branch lines to Wargrave, Furze Platt and Cookham—there have been significant improvements when the companies are private and we have been able to work with them to improve railway services. The companies—predominantly GWR, recently—understand the importance of providing for the needs of customers. That is why I echo my hon. Friend’s comment that it is important that the Government examine the current situation, because there is a strange dichotomy between the cost risk taken by the Department for Transport and the revenue risk taken by the Treasury. The two need to be brought together if decent decisions are going to be made about the services that will be provided to customers.
Sadly, despite my overall experience of working with GWR, I have to say that in the last month, the experience of my constituents has not been good. I want to read out the problems that they have experienced. On 7 and 8 December, there was damage to overhead electrical wires, with delays and cancellations between London Paddington and Reading. On 9 December, industrial action resulted in delays and cancellations. On 10 December, damage to the overhead electric wires between Slough and London Paddington caused delays and cancellations. On 11 December, a points failure in the Slough area resulted in delays and cancellations. On 13 December, defective track between London Paddington and Reading meant trains having to run at reduced speed on some lines. On 14 December, due to a fault with the signalling system between Paddington and Heathrow and between Heathrow terminal 5 and Reading, some lines were blocked. On 15 December, due to a fault with the signalling system between London Paddington and Reading, all lines were blocked. The lines were closed on 24, 25, 26 and 27 December because of work at Old Oak Common. On 28 December, emergency services were dealing with an incident between London Paddington and Reading, and all lines were blocked.
On 2 January, an object was caught on the overhead electric wires. On 4 January, travel was disrupted when the police took control of the line and closed it because of an incident. On 5 January, there were disruptions from flooding. On 7 January, damage to the overhead electric wires between Paddington and Reading meant that some lines were blocked. On 8 January, urgent repairs to the track between Reading and London Paddington meant trains having to run at reduced speed. On 9 January—today—there was a speed restriction between Reading and London Paddington. Frankly, from the point of view of my constituents, this is not good enough.
What hon. Members and the Minister will have seen from this is that the vast majority of those incidents were about Network Rail and its response to problems with overhead wires and on the track. Just before Christmas, I held a meeting with GWR and Network Rail. Everybody understands the issues, but the question—and what I will look for from the Minister—is whether we can ensure that we will get sufficient support from Network Rail to resolve these problems such that my constituents can continue to have the service they expect and deserve.
The hon. Member for Slough (Mr Dhesi) mentioned the economic importance of Slough. Maidenhead is also an economically important place and is important to GWR in terms of the footfall from Maidenhead. My constituents need to know that they can rely on the train service. Sadly, with the way that Network Rail is behaving at the moment and how it has been dealing with the track and overhead lines, we are not seeing the service that they need.
I hope the Minister will be able to give me some confidence and comfort. We want to get people out of their cars and on to the railways. Sadly, if they see disruptions and cancellations, they will go back into their cars. That is not good for the planet—it is not good for any of us—so, Minister, over to you.
It is a pleasure to serve with you in the Chair, Ms Vaz. I thank the hon. Member for Gloucester (Richard Graham) for opening this important debate. As he said, the Great Western main line, engineered by Brunel nearly 200 years ago, continues to play a vital role in linking towns and communities, spurring economic growth and connecting our country.
This has been a good-spirited debate, with speeches and interventions of note on both sides of the House. My hon. Friend the Member for Slough (Mr Dhesi) never misses an opportunity to speak up for his constituents and rail passengers, and I thank him for his tireless work in trying to improve connectivity between the south-west and Heathrow airport. A number of hon. and right hon. Members have raised a number of issues with regard to the cancellation of services and the delays affecting their constituents, and I thank them for that. It is clear that a key theme of the debate is giving passengers confidence in the reliability of services.
Of course, this is a very timely debate, given the disruption that we have seen on the line of late. It was caused most recently by a broken rail crossing and damaged overhead electric cables between Reading and Paddington. Perhaps more worryingly, there were four incidents of damaged rail found on the Great Western line within just eight days in November. There has been a flurry of incidents that raise concerns about whether enough is being done to ensure that our rail infrastructure is fit not only for the future but for the present.
To add to those concerns, last summer a Network Rail presentation leaked to The Independent revealed that current funding would not let Network Rail operate, maintain and renew its tracks, bridges and earthworks infrastructure. That leaked presentation said that there will be fewer repairs over the next five years and that there could be more obstructions that cause delays and accidents due to an inability to clear them. At a time of record cancellations and delays, as well as rising fares, that is the last thing that passengers deserve to hear.
Across the country in the 12 months up to September 2023, just two in three trains were arriving at their station stops on time. Those poor performance figures are no different from those of the Great Western main line: just 61.7% stops at Great Western railway stations arrived on time. I believe that that lack of reliability is driving people away from the railways at a time when we should be encouraging their use.
I am conscious of time, so I will carry on.
A couple of months ago, I sat in on a focus group made up of young men living near Exeter who were being asked about their use of public transport. It was disappointing but sadly not surprising to hear that they rarely use rail services, as they view them as being too unreliable and too expensive. They said that they were surprised when their train arrived on time, and that longer journeys were impossible to plan because they could not account for the expected length of delays.
As we look to the future, it is vital that the Great Western main line continues to evolve and improve. Key to that is making it fit for the net zero Britain of the future, but sadly successive Conservative Governments since 2010 have failed to deliver on that. According to the Government’s own figures, the 2013 cost estimate for the electrification of the 221 miles of the Great Western main line between Heathrow Junction station and Cardiff was £1.7 billion. The work, which was due to be completed in 2017, was part-finished in 2020 at a cost of £2.8 billion—a whopping £1.1 billion over budget—at a much reduced scope, with the removal of the 45 miles between Cardiff and Swansea, the 30 miles between Chippenham and Bristol Temple Meads via Bath, and the five miles between Bristol Parkway and Bristol Temple Meads.

Commons ChamberThe hon. Gentleman mentions the JBC data. The methodology is on the website, as I have mentioned before. I am sure it will continue to publish a full range of analysis as more countries are moved about and we have the next review of the green, red and amber lists on 15 July.
The hon. Gentleman brings up India every time we speak. It does not matter how many times that we explain the fact that we put India on the red list two weeks before it became a variant of concern, and a week ahead of it being a variant of interest, he continues to come to the House and make that point time and again.
He mentions the list of 30 locations that are accepting either the NHS app or an NHS letter. That is already published and available on the Foreign, Commonwealth and Development Office website, which gives me the opportunity to stress that when somebody travels to any location, they will want to use the FCDO website as the bible on the requirements on entry and departure from that country.
I want to update the hon. Gentleman and the House on one late change. Not just children travelling with adults, but all children will be exempt in the same way as somebody who is double-vaccinated.
He mentions the cost of tests. I have come to the Dispatch Box before and agreed that the cost of tests was too high. I am very pleased that, since May, costs have continued to be driven down as more than 400 providers have stepped up to the plate to produce tests. I was looking at the detail this morning. There are tests as inexpensive as a tenner, albeit that those tests are in person, but there are quite a number of tests now for much lower prices than previously.
He asks for an update on the US-UK working group that Biden and the Prime Minister announced. That work is ongoing. Those meetings are taking place each and every week. As I have explained to the House before, there are quite a lot of technicalities to overcome, not least an executive order from the previous US Administration—212(f)—which actually bans travel for anyone who has been in the UK or Europe for the 14 days previous. We are working through those issues with them. They are currently being held at official level.
On support for the industry, it is a pity that the hon. Gentleman did not reflect what the industry itself is saying. I noticed that the Airport Operators Association is saying that this is a significant step forward that it widely welcomes, and that people will be able to get away on a “well-deserved break”. Airlines UK, which represents the airlines, says:
“This is a positive move towards the genuine reopening”
of the sector. Once again, it warmly welcomes this move.
The hon. Gentleman says, “Labour have been clear”, but I have to say that it is anything but clear. What is clear is that there is a division between him and the shadow Home Secretary, the right hon. Member for Torfaen (Nick Thomas-Symonds). First, the Opposition wanted quarantine lessened; then they wanted everyone in a hotel; then they wanted it to be done on a case-by-case basis; then they wanted to shut down travel, open up travel, put everyone on the red list and put more countries on the green list. This is not a policy. It is just plain politics.
I welcome my right hon. Friend’s statement. This is the first step in opening up Britain for business. However, I note that in his statement he said that people should expect that their experience at the border may be different, with longer waiting times than before. When queues at the border have been a problem in the past, extra staff have been brought in, including from other Government Departments, to support Border Force. Will my right hon. Friend, on behalf of the Government, guarantee that every effort will be made to bring in extra resources and deploy staff in different ways, including changing staff rotas at Border Force, to ensure that there can be a smooth movement of people through our borders and that we do not see inordinately long queues?

This is a disappointing debate, because one year and one week ago this very issue was raised in this House. A different Minister was at the Dispatch Box at the time, but she promised me that the Government were working hard across the sector to
“get internationally agreed standard health measures”—[Official Report, 3 June 2020; Vol. 676, c. 850.]
in place. One year on, we are no further forward. Indeed, we have a devastated industry, jobs lost and global Britain shut for business.
More than not being any further forward, we have gone backwards. We now have more than 50% of the adult population vaccinated—it is a wonderful programme—yet we are more restricted on travel than we were last year. In 2020, I went to Switzerland in August and South Korea in September. There was no vaccine but travel was possible. This year, there is a vaccine but travel is not possible. I really do not understand the Government’s stance.
Of course, it is permissible for a person to travel to countries on the amber list, provided that it is practicable for them to quarantine when they come back, but Government Ministers tell people that they must not travel and cannot go on holiday to places on the amber list. The messaging is mixed and the system is chaotic. Portugal was put on the green list, people went to the football, then Portugal was put on the amber list, leaving holidaymakers scrabbling for flights and devastated families having to cancel their plans. That is not to mention the impact on the airlines, on travel agents here and on the travel and tourist industry in our longest-standing trading partner in Europe.
Business travel is practically impossible: global Britain has shut its doors to business and investors. In a normal pre-pandemic year, passengers travelling through Heathrow spent £16 billion throughout the country, including at places such as Legoland Windsor, which is partly in my constituency. That has been lost.
There are some facts on which the Government need to be upfront with the British people and about which Ministers need to think a bit more when they make decisions. First, we will not eradicate covid-19 from the UK. There will not be a time when we can say that there will never be another case of covid-19 in this country. Secondly, variants will keep on coming. There will be new variants every year. If the Government’s position is that we cannot open up travel until there are no new variants elsewhere in the world, we will never be able to travel abroad ever again. The third fact that the Government need to state much more clearly is that sadly people will die from covid here in the UK in the future, as 10,000 to 20,000 people do every year from flu.
We are falling behind the rest of Europe in our decisions to open up, as my hon. Friend the Member for Altrincham and Sale West (Sir Graham Brady) has indicated. The Government may say all they have, as the Minister has, about the importance of the aviation industry, but they need to decide whether they want an airline industry and aviation sector in the UK or not, because at the rate they are going, they will not have one, certainly not as a key sector in the economy, as it was before the pandemic. It is incomprehensible, I think, that one of the most heavily vaccinated countries in the world is the one that is most reluctant to give its citizens the freedoms those vaccinations should support.

Commons ChamberI refer Members to my entry in the Register of Members’ Financial Interests. I welcome the Under-Secretary of State for Transport, my hon. Friend the Member for Witney (Robert Courts), to his place. In one sense, I welcome this debate, because it gives an opportunity for us all across the House to point out how important the aviation sector is to our economy, to jobs and, indeed, to global Britain. In another sense, I am rather sorry that we are having to have this debate, because it suggests that the Government have not quite yet got the message about the importance of the aviation sector.
Before I come to my main point, I wish to pick up on one of the points raised by my hon. Friend the Member for Bexhill and Battle (Huw Merriman), who referred to the British Airways situation. I have constituents affected by the British Airways decisions, about which I have had concerns that I have raised with the company, but I also have constituents who will be losing jobs at other airlines and at Heathrow airport itself. That is an impact of the rapid reduction in the number of people who are flying around the world. The best way to ensure that those people have jobs and to support those jobs is to get planes flying again. I welcome the fact that the Government have introduced the air bridges—that was a positive move—but I fear that the air bridges have increased not certainty but uncertainty for people, because of the constant changes that have taken place, sometimes within 24 hours.
Although I have some concerns about the air bridge policy, I wish to focus on testing, and I welcome what the hon. Member for Erith and Thamesmead (Abena Oppong-Asare) said about the importance of testing. First, let me set out the background. This is an important point: stopping people flying into the UK is not going to mean that there is no virus here in the UK—the virus is here; we are going to continue to have cases of covid and will have more cases in the coming months—but it does mean job losses and a negative impact on our economy. Passenger numbers at Heathrow have fallen by 82% and cargo is down 35%. It is reckoned that for every 1,000 passengers, one job is created. The fewer passengers, the fewer jobs. Cargo is also important, particularly for the UK as we are looking to improve our trading relationships around the world, and a lot of cargo is carried on passenger flights.
Sadly, there are those who say that if we want to promote testing and therefore reduce quarantine and increase the number of flights, we are putting public health at risk and putting the economy first. This is not an either/or situation; it is about assessing the proportionate risks. It is about mitigating the risk of people coming into the UK with the virus while at the same time reducing the risk of a damaging impact on the economy. I am certain that testing has to be the way forward in the foreseeable future, but at the moment airports are not even permitted to trial tests on passengers.
It is incredibly important that, far from leading the world, the UK is lagging behind. Japan has been testing since April, and Germany, France, Austria and Iceland all have testing, which variously reduces the quarantine period or means that people can abandon it. In all, 30 countries have testing facilities at their airports. British companies, with their ingenuity, have been developing new rapid tests—TravelSafe Systems recently demonstrated one to me in a GP surgery in my constituency. The infrastructure is there and the testing capability is there and being advanced as we speak.
Crucially, trials would provide data. Currently, decisions are taken on the basis of modelling, which has not proved itself to be infallible during this pandemic. Real data would be much a better basis for making decisions. The Government’s position currently appears to be that if there is a risk with testing that one person has a false negative, we cannot test anybody. That is a counsel of perfection and it is wrong. We have to see testing introduced in our airports. We are talking about not a single test to abandon all quarantine, but possibly a test on arrival and a test a few days later to reduce the quarantine period.
I am sorry that the Minister finds himself responding to this debate, because I think the DFT gets this, so my message is to No. 10, the Department for Business, Energy and Industrial Strategy, the Treasury and the Department of Health and Social Care, and it is a simple one: if we want to get the economy moving, and if we want to get planes flying again, give airports permission to trial tests. Stop the UK dragging its feet; let us lead the world and set the standard to restore world travel and world trade.

Commons ChamberI welcome the hon. Gentleman to his place as shadow Minister. I am responding to this urgent question as the Minister responsible for aviation who has been working with the sector over the last 10 weeks to understand the impacts and the issues related to our airlines, airports and the whole aviation sector.
We cannot overestimate the impact that the coronavirus has had on the whole UK economy, and the aviation sector has been acutely affected. We have been working hard in Government, and it is pretty clear for most people to see the unprecedented level of support that the Chancellor and this Government have delivered across the economy, which has had a massive impact in the aviation sector. The Chancellor was incredibly clear that any business that had explored all the Government schemes and needed bespoke support as a last resort could enter into discussions with the Government. It is absolutely right that we request those private businesses to exhaust all other options before that, including raising capital from existing investors and exhausting all the economy-wide measures that are in place.
The job retention furlough scheme has had a massive impact in the aviation sector in keeping people employed. As I outlined in my opening answer to the urgent question, I will do whatever I can as Aviation Minister to encourage companies to use the furlough scheme and make use of the other Government schemes without making people redundant. We absolutely have not been asleep at the wheel. I am not sure that anybody else recognises that description. Of course, a bail-out by the taxpayer or any other Government support would need to comply with state aid rules and require us to meet our legal obligations, particularly on climate change.
On quarantine, the Prime Minister made it very clear at PMQs just now that we need to keep the infection under control, and the Home Secretary will introduce measures to try to mitigate it.

Aviation supports 1 million jobs in the UK, including 114,000 in aerospace and 1,700 in my constituency, and international air travel is necessary for trade; without it, there is no global Britain. Given that, instead of introducing measures to close Britain off to the rest of the world, why are the Government not taking a lead in developing an international aviation health screening standard, to save jobs and ensure that Britain is open for business?
I recognise the importance of the aviation sector, particularly in my right hon. Friend’s constituency. The restart and recovery unit, which we set up within the Department, is working across Government, the sector, including the airlines, airports and ground handlers, and trade bodies, and looking at how we can do exactly that—get internationally agreed standard health measures. We are working incredibly hard to gain consumer confidence so that people want to travel again. We want to meet our objective of keeping people safe and reducing the spread of coronavirus while also trying to get the aviation sector up and running as quickly as possible.

Commons ChamberI do not know whether the hon. Gentleman was able to catch the previous statement from my right hon. Friend the Secretary of State for Business, Energy and Industrial Strategy; he answered some of the questions about what employers should be doing.
One of the main characteristics of the UK’s response to this crisis, unlike in other countries, has been that we have asked people to do things—for example, to stay at home—and that has been very widely followed and accepted. In the same spirit, we expect—indeed, we anticipate—that businesses will behave in the same way, as my right hon. Friend Business, Energy and Industrial Strategy said not half an hour ago. He has increased the amount of money provided for inspections, for example, to make sure that that happens, but we do look to employers to make sure that they behave in a sensible way. Of course, employees will have all the usual routes—including ACAS, local authorities and the Health and Safety Executive—available if they do not feel that that is happening.
The hon. Gentleman is right to point out that a massive amount of support has now been provided to public transport in particular to keep it going. In England, that has involved support to all the train operating companies and to the bus operators. I realise that the finance is separate in Scotland and goes through the Scottish Government; some of the hon. Gentleman’s questions seemed to me to be more applicable to them. I do, however, think that the support provided across the United Kingdom is an indication of where we are all much better off working on these things together, and I welcome that partnership as we seek to save, where possible, aviation companies, bus operators and the others he mentioned.
I refer the hon. Gentleman to the answers that I provided to the shadow Secretary of State, the hon. Member for Oldham West and Royton (Jim McMahon), on the support that is not necessarily publicly exposed, but is none the less available, to the aviation sector and that few other sectors of the economy enjoy—it can run out of all the different schemes that the Chancellor of the Exchequer has provided, and now extended, and still have additional discussions beyond that. I can confirm that we are in those discussions, including with Scottish companies.
I refer the House to my entry in the Register of Members’ Financial Interests. The Prime Minister said that aviation is crucial for our country and our economy. I received a letter yesterday from the Secretary of State telling me that aviation supports more than half a million jobs, and about 1,700 of those workers are in my constituency. Aviation underpins the global reach of our economy, yet that global reach is currently stymied and might be about to be cut off. What are the Government doing with our allies, including the United States and other European countries, to ensure that we get aviation going again safely, without a negative impact on our economy, and that the global reach of our UK economy can be maintained.
I am very grateful to my right hon. Friend for her question. I absolutely agree with her, as a passionate supporter of aviation, and indeed a qualified pilot, about the importance of the industry. The reach of the sector, in all the ways she described, is immense. The UK has the world’s third biggest aviation industry, and it is very important that we support it through this crisis.
The sector has enjoyed enormous support from the Chancellor—I received a letter only in the last day thanking us for the support so far—and the extended furlough scheme will be hugely welcomed. As I said, there is a process that enables aviation companies, whether they are ground support, airlines or airports, to use the various schemes available and, if that is not enough, come to the Department for Transport and work with us and the Treasury to see what else can be done.
For the benefit of the House, I should say it is important that we do not find ourselves in a situation where shareholders benefit through the good times but the taxpayer picks up the tab in the bad times. It is very important that we get the balance right, with shareholders also being asked to contribute. However, I absolutely reassure my right hon. Friend that I have daily situation reports. We are tracking it carefully and working extremely hard to do whatever we can, even though, as she rightly points out, the global aviation market has now shrunk to a tiny percentage of what it would be ordinarily. The best way to resolve that is to beat this virus, which is why it is so important that people follow the guidance.

I beg to move,
That this House has considered rail services for Maidenhead, Twyford and linking branch lines.
I am pleased to have obtained this debate, because the train services in my constituency—for the mainline stations of Maidenhead and Twyford, and the branch line stations of Wargrave, Furze Platt and Cookham—are absolutely critical for my constituents and local businesses. Many of my constituents use the train services to access employment, particularly in London, which they also visit for leisure—visiting theatres and galleries and going shopping—and for other purposes. Local businesses also rely on the train services to bring potential customers, employees and other visitors. They all want fast train services on those lines.
I have campaigned on this issue throughout my time as a Member of Parliament. The good news is that, over that time, Thames Trains and its successor, Great Western Railway, under its various names, have generally been responsive to the concerns that have been raised about services in the constituency. When there have been problems with the timetable, they have done their best to respond.
The bad news, I am afraid, is that I cannot set out that rosy picture today, because the service has deteriorated. Nick Brace, a constituent of mine, said that the most frustrating thing is that
“for much of 2019 GWR had this all sorted—the right number of trains, in the right format mostly running to time. And it has all gone down the pan with the new timetable.”
The key issue is not the timetable, but the reason behind it: the introduction of Crossrail.
Before I address that, I will set out clearly for the Minister the nature of the problems that my constituents currently face: fewer fast trains, less reliability and significant overcrowding. Great Western fast trains have been cut from the timetable during the morning and evening peak hours to provide more long-distance services, which has had a significant impact on my constituents.
I will share some examples of the complaints I have received from constituents. One said:
“Morning and evening rush hour fast trains to/from Paddington have been massively reduced. For example we have gone from fast trains at 8.02, 8.06, 8.16 and 8.32 to only two—8.02 and 8.32. The intervening trains have now become 35 minute trains, which means London commuters don’t use them.”
Another said:
“Under the original timetable between the times of 07.40 and 08.30, there are three trains…that take 30 minutes or less to Paddington. From December 15th, there will be just one fast train within this time period—the 08.02. The fast train before that will be 27 minutes earlier, leading to a huge bottleneck of commuters.”
On the evening services, a constituent said:
“Most crucially is the cancellation of the two peak evening fast trains to London Paddington. These two peak trains—the first a 4.42pm and the second at 5.48pm—take approximately 21 minutes and represent a significant difference from the 39 to 47 minutes being introduced as part of the new timetable.”
Great Western Railway has looked at reinstating the two peak-hour morning services that were removed, but sadly it has told me that
“there is no readily available space for additional stops”
but that it has
“looked at a number of options including sourcing extra rolling stock and stopping high speed services that have originated in the west, such as from Bristol or Plymouth. Disappointingly, it has not been possible to find a timetable path that will work without causing congestion and significant performance delays in the key peak period.”
On the evening services, GWR told me on 30 January that it was
“in discussion with Network Rail about the possibility of introducing some additional evening services from Maidenhead to London Paddington, which we might be able to operate from May, or sooner if we can gain approval.”
At that stage, it continued:
“It is fair to say that NR are apprehensive about the performance ramifications of these trains”.
I can now tell the Minister that this week Network Rail refused the application for those additional services.
I have been here before. Network Rail has previously refused additional services and changes to the timetable but then relented. Great Western Railway will appeal against that rejection, and I will appeal, but I urge Network Rail to reconsider and to reinstate those two trains. That matters not just for my constituents, but for our local economy, the wider Thames valley economy and the economy of the nation as a whole.
The right hon. Lady is making some excellent points on behalf of her constituents. The railway links benefit not only Maidenhead but my Slough constituents. The western rail link to Heathrow, a four-mile link between Slough and Heathrow, would benefit our two sets of constituents and people in the south-west and west. The Welsh Government are also in favour of it, because of the huge boost to our economy and the decarbonising of our transport. Does she agree that it is about time that we delivered on this, given that the Government committed to it in 2012? We hope that the Minister will give us some good news about sufficient and solid performance progress on this matter.
The western rail link to Heathrow has been an issue throughout most of my time in Parliament. It has long been talked about, plans have been drawn up and people have looked at it. It has overwhelming support from business, different constituents and different political parties locally. It is something that global Britain would definitely benefit from having. I certainly support the hon. Gentleman’s proposal about the importance of that rail link.
I want Network Rail to reconsider Great Western’s application for two additional evening services and to reinstate evening peak-hour services to London Paddington. I also want it to work with Great Western on the possibility of bringing back services in the morning peak hours.
Not only has the reduction in the number of fast services had an impact on my constituents, but the service has sadly deteriorated. Again, I quote a constituent:
“The services that have been impacted the most are the 7.02 and 7.07 direct services which are now the only direct fast trains to Paddington during the 6.40-7.30am ‘super-peak’”,
and the reliability of those services
“plummeted from 96% and 93% respectively in the month leading up to the timetable change to just 74% and 37% post the timetable change”.
That included a significant number of cancellations. This is simply not good enough.
Lack of services and cancellations have led to the other problem that my constituents suffer from: significant overcrowding on the trains, including safety issues on the platform. Constituents report that they often cannot get on the 8.02 train from Maidenhead because there is simply no room. That service used to start from Twyford and a good number of seats used to be available; it now comes from Didcot Parkway, and when it gets to Maidenhead it is just not possible to get on the train, even to stand. That causes significant problems on the platform, and Great Western has had to employ security guards on the platform because of problems with overcrowding. That is a further issue that my constituents suffer from.
Sadly, I understand from Great Western that some problems with cancellations and carriage reductions were caused by a number of fatalities on the line. Those fatalities are tragedies, and our hearts go out to the families and friends of all those concerned, but those cannot account for all the problems in the service that my constituents suffer.
I have talked about Maidenhead and Twyford in particular, but constituents from Wargrave, Furze Platt and Cookham on the branch lines also want to connect with the fast services into London. Indeed, I see that my hon. Friend the Member for Henley (John Howell) is present, and his constituency is at the end of one of those branch lines. They, too, are impacted by the problems on the mainline services. The service problems need to be fixed. Network Rail needs to allow the extra evening services. It needs to work with Great Western see if the morning peak services can be reinstated.
Another possibility that would help my constituents is an expansion of the fleet, to increase capacity. I ask the Department for Transport to work with Great Western on the possibilities for increasing the rolling stock, such that extra carriages could be put on the services. That would allow greater space for my constituents to use. Other improvements to help my constituents would include better access to the platforms at Maidenhead, to help with the congestion in the subways and at the entrances and exits. That needs funding.
I noted in Prime Minister’s questions today that my right hon. Friend the Prime Minister, answering a question from another of our hon. Friends on railway infrastructure, indicated that there was a significant amount of money that the Government could spend on railway infrastructure. I am afraid that I commented to my neighbour on the Benches that that meant, I hope, that the Minister will be able to agree to the millions of pounds necessary for the infrastructure changes at Maidenhead, and indeed for more car parking, which is paramount at Twyford. On a Saturday in Twyford 10 days ago, when I was doing my street surgery, that was the single issue that came up time and again on the doorsteps. Again, it needs support from the Department. I will write to the Minister with details of those two issues, and I hope that he will be able to instruct officials to look at the proposals seriously and favourably.
My right hon. Friend mentioned the problem at Twyford. Part of that originates with people from Henley driving to Twyford to get the trains through. Will she accept my enthusiasm for joining her in getting the car parking?
I absolutely agree with my hon. Friend. It is as important that we ensure services on the branch line, and that those of his constituents who wish to come to Twyford to use its services directly are able to park. That would also be in the interests of my constituents who live in the Twyford streets that those individuals would otherwise be parking in.
Those are issues with the current service, but I will now come on to the fundamental problem underlying the timetable change and the reduction in the number of fast services from Maidenhead and Twyford: the introduction of Crossrail. When it is fully running, it will benefit those of my constituents who want to get on a train at Twyford or Maidenhead and to sit on it as it carries on through London, perhaps even to Canary Wharf. That might be a benefit. However, for those who do not want that—for those who want a fast service to Paddington, for example—Crossrail is not the answer. My constituents are being asked to forgo a service that takes 20, 21 or 22 minutes to Paddington, on a train where they might get a seat, depending on the time of the train, and that has toilets. Instead they will get on a train that takes 45 minutes to get to Paddington, with fewer seats and no toilets.
Let me give a bit of context. Maidenhead and Twyford are two of the top 10 busiest stations in the Thames valley and Berkshire region—Maidenhead is the fourth busiest and Twyford is the 10th. Both are part of a dynamic economic area that hosts thriving businesses, including the headquarters of international businesses. They are not the backwater at the end of a metro service.
I was deeply concerned when I read the letter from Great Western, which stated that it had always been the intention of the industry that the “main” provider of services from Maidenhead and Twyford—well, for all the stations between Reading and London—would be Crossrail. That was never made clear, but it absolutely confirms the fears that I always had when the Crossrail project first started, which was that at some stage the Government might turn around to my constituents and say, “We want to remove the mainline services. You can just be part of a London metro service.” My concern was exacerbated when my right hon. Friend the Member for Uxbridge and South Ruislip (Boris Johnson), when Mayor of London, suggested that the stations in my constituency should come under the complete remit of Transport for London, as part of the London metro services. I rejected the idea then, and I reject it now.
The industry should not be planning for Crossrail to be the main service provider for my constituents. The demand of my constituents—their choice of service—should determine the service providers for their stations. The attitude that the industry will decide what sort of trains people can get just confirms the view that I have had for too long—I had it when British Rail was in place and, sadly, I think there are those in the railway industry today who think like it—which is that some people in the rail industry enjoy playing trains and do not want to think about passengers. But passengers are the key. Yes, in future some of my constituents may choose to use Crossrail, but that must be a choice. Those who choose to use fast services must have those fast services available.
I urge the Minister to ensure that the Great Western franchise continues to provide fast services for Maidenhead and Twyford on the main line, and not just the principle of fast services; there has to be a sufficient number of services at the right times, with enough seats so that people can actually get on the train. We want services to be restored at least, and enhanced at best. Some might say that it is natural for me, as a local Member of Parliament, to stand up and say that for my constituents, but it matters beyond my constituency. Actually, some people using the services in Twyford and Maidenhead are not from my constituency, as we just heard from my hon. Friend the Member for Henley (John Howell); there will also be some from the constituency of my right hon. Friend the Member for Wokingham (John Redwood), and others who come to those stations to use those fast services.
Some of my constituents have already started to drive to London instead of using the trains, because of the reduced service. How does that help our 2050 climate change target? We want more people to use the trains, but we will not achieve that if we reduce the services. We want the country’s economy to thrive. It is right to level up across the UK—that is what the modern industrial strategy, which was introduced when I was Prime Minister, is about. But levelling up does not mean reducing the vibrancy of a key part of our current economic powerhouse. Train services to Maidenhead and Twyford and the linking branch lines matter to my constituents, our environment and our economy.
I urge everybody involved—Great Western, Network Rail and the Department for Transport—to do everything to ensure that my constituents continue to have the train services that they need. We must continue to see people using those trains, to bring people from Maidenhead and Twyford to businesses in London, and from London to work in businesses in Maidenhead and Twyford, to continue to maintain our thriving economy.
It is a pleasure to serve under your chairmanship for the first time, Sir David. I promise to be very, very good and stick to time. I thank my right hon. Friend the Member for Maidenhead (Mrs May) for securing this debate on rail services for Maidenhead and Twyford and linking branch lines. It has been an informative debate, and I will address as many of the issues that she raised as I can, as well as those raised by other hon. Members.
Forgive me for being slightly nervous answering my former Prime Minister in a debate in this fashion. A lot of the things I will talk about—the positive nature of our investment plans for our railways; the focus on passengers that we are demanding from our railways—stem from initiatives brought forward from a former regime. I hope my right hon. Friend will forgive me if I tell her things she already knows, but they are useful for the public record. She is right to mention her constituents’ issues with fast trains since the timetable change. I was not aware of the process that she outlined behind the scenes directly with Network Rail and the refused application—I will come back to that.
To give an overall picture, let me reassure my right hon. Friend that the Government are investing in record levels of rail funding to deliver the biggest rail modernisation programme for over a century—something that she set off. She mentioned that we are spending £48 billion between 2019 and 2024 to improve rail services for passengers and freight customers, while maintaining very high levels of safety and improving reliability. We are investing over £5 billion in the Great Western route, including £2.8 billion on electrification to deliver better services, new trains and thousands more seats. That programme has provided 4,900 extra seats into London in the peak, and a 40% increase into Paddington in the morning peak. The modernisation of the Great Western main line is improving over 100 million rail journeys each year, stimulating economic activity and growth, as she rightly outlined, from London through her constituency and further on into the Thames valley, the Cotswolds, the west country and south Wales. I am aware of the importance of her words.
A few words on Great Western Railway’s general performance and improvements are probably needed here. We are seeing the benefits of investment. GWR’s punctuality over the last year has been much better than in previous years. Since it had the recent issues, it has put a comprehensive performance improvement plan in place, and performance has improved substantially over recent months. The measure of punctuality as a moving annual average was 89.4% in period 10, which ended on 4 January 2020, compared with 83.1% in the previous year’s period. Most four-weekly periods since December 2018 have improved. That performance has been achieved with a timetable change on the Great Western route in December 2019, which was the biggest since the 1970s. The enhanced timetable introduced in December last year reduced most journey times on intercity routes and added additional local services in the south-west. We have improved passenger compensation; GWR introduced delay repay arrangements on 1 April last year.
My right hon. Friend is right to outline a number of issues. Some of the delays that she highlighted were caused by fatalities on the railway. When I inherited this job I did not quite comprehend that across the network, one person dies every 31 hours. We are working ever so hard across Government and the industry itself: we have trained more than 20,000 people, with the help of Samaritans, to try to intervene at an earlier stage. Hundreds of lives have been saved by people who have had that training at stations. It is a shocking statistic, and it causes unbelievable problems for grieving families, drivers who have been affected and the whole system. We are truly working on that. She is right to say that nowhere near all the delays are caused by that, but it is a significant issue.
Passenger satisfaction with GWR in the spring 2019 rail passenger survey was 87%—the highest ever for the franchise. The national score was 83%. There are a few improvements going on at Maidenhead station, as my right hon. Friend knows, most of which are due to be completed by the middle of 2021. They are being carried out by Network Rail and are due to be completed by the time the Elizabeth line opens. They include improvements to the ticket hall, a new lift to platform one, extended platforms for longer trains, new platform canopies to accommodate overhead line equipment, new signs, help points and customer information screens and CCTV. There is a comprehensive improvement plan for the station. Her constituents may well have items on their shopping list of station improvements that I have not mentioned. In the Department’s rail network enhancement pipeline we are only at the beginning of control period 6, as it is called in the industry, so further enhancements can come from that.
We are making improvements to the Maidenhead to Marlow branch line. GWR is undertaking a study, with local enterprise partnership support, of options for rail infrastructure at Bourne End. A key aim is to enable a half-hourly through service between Marlow and Maidenhead, in line with the frequency of other Thames valley branches. If initial studies show that scheme to be potentially successful, it will need to be progressed through our pipeline process. That is the usual process for enhancements that will end up with Government investment.
My right hon. Friend rightly highlighted concerns about the balance between Great Western Railway and TfL Rail services at Maidenhead and Twyford. The current balance was developed with Crossrail in mind. With the delay to the tunnel, it has been necessary to accommodate the services in an increasingly busy Paddington station, which has caused some issues. In managing the overall timetable, compromises have been necessary to achieve a balance between acceptable performance and what passengers at each station would like to see.
In December 2019, TfL Rail took over the running of stopping services between Paddington and Reading. That is another crucial step forward in the delivery of the Elizabeth line, which will transform rail transport across and into central London. When the Elizabeth line fully opens in 2022, it will increase rail capacity in London by a massive 10% and carry up to 200 million passengers a year, with passengers at Maidenhead—I know my right hon. Friend was not sure how keen her constituents would be about this—able to get a train directly to Canary Wharf in 55 minutes and to Tottenham Court Road in 40 minutes.
I will happily give way to the hon. Gentleman, but I give way first to my right hon. Friend.
I am grateful to the Minister for recognising the point I made about the balance between Crossrail and Great Western, but the point is that there needs to be a choice for constituents at Maidenhead so those who want a fast service can still get a decent fast service—and a good number of them. The danger is that it sounds as if the industry—I hope the Department is not thinking this—is pushing my constituents towards Crossrail services, and Crossrail services alone. I want to ensure that they have a choice and that there are still fast services. I also want semi-fast services on Crossrail.
I completely hear what my right hon. Friend says, and I hope that I will get to address that point properly in a moment.

Commons Chamber6. What steps she has taken to ensure that the criminalisation of forced marriage does not discourage victims from bringing complaints forward.
Forced marriage is a hidden problem, and criminalising this abhorrent act will give victims the option of seeking the toughest form of justice. To ensure that victims and others are not discouraged from coming forward, civil remedies will remain available to them. We are also providing a package of support to ensure that victims know what help is available, and we are better equipping practitioners to deal with cases of forced marriage more effectively.
I thank my right hon. Friend for her answer. However, victims will clearly be intimidated in reporting family members who are committing these crimes. What more can be done to encourage other family members and potential witnesses to report the crimes, and what more can she do to raise awareness that this practice will not be tolerated?
My hon. Friend raises an extremely important point. We have retained the twin-track approach of the criminalised route or the civil remedy route precisely because of a concern about those who may not want to report people because of the criminalisation aspect. Raising awareness is incredibly important. That is why we are putting in place a support package, working with practitioners to help them to identify the signs that somebody might be about to be taken away for a forced marriage. We are also going to run a summer awareness campaign aimed at young people so that they understand the signs as regards not only something that might happen to themselves but what is happening to their friends, and are more willing to come forward.

Commons Chamber3. What steps she is taking to tackle unemployment among women.
The Government are supporting women to move into employment through the Work programme and into self-employment through our business mentoring scheme. Over 10,000 mentors have now registered, 40% of whom are women. We are also encouraging more women to enter apprenticeships, and the latest figures show that record numbers of women have started their training.
Does the Minister believe that when the Prime Minister addresses his hand-picked audience in Dumfries this afternoon he will say anything about the 20% increase in female unemployment in Dumfries and Galloway in the past year, and about what a waste of talent, skills and experience it is?
I am well aware of the need to help women into the workplace, which is why we are putting in place a number of programmes that do that. The Work programme will give tailored and much more individual assistance to people to get them into the workplace. The hon. Gentleman quotes the figure for those who are unemployed in his constituency. Obviously, unemployment is a matter of concern, but I gently remind him that under the previous Government unemployment among women rose by 24%.
Will the Minister explain why the Government said yesterday they were encouraged by employment figures showing that women’s unemployment is still increasing, that unemployment among women has risen at twice the rate of men’s unemployment and that, over the past year alone, women have lost a further 100,000 jobs?
The labour market is still difficult. We understand that. That is why we are providing support specifically for women. I draw the hon. Gentleman’s attention to the fact that there are 61,000 more women in work today than in May 2010. I would have hoped that, unlike the Leader of the Opposition, who failed to do so yesterday, the hon. Gentleman welcomed the overall fall in unemployment that took place yesterday.
At the end of last year, the Minister announced the creation of the women’s business council. Will she assure the House that the council will advise the Government on how they can maximise the contribution of women to the UK?
I have indeed set up the women’s business council. I have announced that its chair will be Ruby McGregor-Smith, the chief executive of Mitie, with whom I have had very constructive discussions. She wants to bring forward a programme for delivery that will improve the pipeline for women in the business environment and increase their contribution to the economy.
My right hon. Friend has reminded the House that female unemployment rose by 24% under the previous Government. Does she agree that our Government are taking robust action through the Work programme and the youth contract to remedy the problem for both men and women?
I thank my hon. Friend for reminding us of that figure. There are usually about 400,000 job vacancies in the economy. It is important that we help women to take up those vacancies. That is why the youth contract and the Work programme are so important in delivering the support that individuals need to overcome whatever problems they have in getting into the workplace.
Unemployment among women has been rising for more than two years since the election and since the economy first started to grow again. Unemployment among women was up by 8,000 in the last quarter and 100,000 more women are unemployed than a year ago. The increase in unemployment over the past 12 months has been three times higher than the drop in inactivity. With women’s jobs still being hit hard by Government policies, does the right hon. Lady agree that in asking the House to welcome yesterday’s unemployment figures, she and the Prime Minister are again demonstrating their blind spot about what is happening to women, to women’s lives and to women’s jobs across the country?
No, the right hon. Lady is wrong. It is, of course, a concern that so many women are unemployed. That is why the Government are taking very necessary action to help women into the workplace and to set up their own businesses. As I said in response to an earlier question, 61,000 more women are now employed than in May 2010. We are providing real support to women, and that will continue through the changes that we make by introducing universal credit, the changes that will make it easier to access child care and various other proposals that we have put forward. However, our concern about women’s unemployment does not mean that we cannot welcome an overall fall in unemployment when it takes place. I would have thought that, as a former Secretary of State for Work and Pensions, the right hon. Lady would do that.
Just a quarter of the 3.2 million self-employed people in this country are women, and at the end of last year the Hertz report presented worrying evidence that banks are discriminating against female entrepreneurs, charging them higher loan rates or being less likely to offer them finance than their male counterparts. I know that the Government have made it clear that they will examine the issue further, but will the Minister update the House on the progress of that and on what they intend to do about the problem?
My hon. Friend is absolutely right to raise the issue. One reason we have specifically recruited business mentors to work with women who want to set up their own business is that access to finance is often much harder for them. My hon. Friend the Minister for Equalities has had some constructive discussions with Noreena Hertz, on which we will be able to report soon.
4. What assessment she has made of the effect on women's employment of providing support for child care.

Commons Chamber1. What recent assessment she has made of the contribution of women to the economy; and if she will make a statement.
Women’s role in the economy is obviously very important. Making better use of women’s skills is good for the economy and good for women. That is why we are introducing universal credit to help to make work pay—including an extra £300 million for child care. We are also supporting women’s enterprise, encouraging greater transparency on gender equality, and working with business to ensure that more women reach the boardrooms of our leading companies.
From the Minister’s answer, one would not realise that since she has been in that role of women’s unemployment has risen by 27%. Given that the majority of retail workers are women, and that retail companies are now reducing the hours that they offer to paid workers and substituting them with unpaid workers, what conversations has she had with the Secretary of State for Work and Pensions on protecting women in the retail sector?
First, I must tell the hon. Lady that there are tens of thousands more women in employment today than there were when her party left government in 2010. On the issue of retailers, we have an excellent work experience scheme that is giving young people very good opportunities for work experience, on a voluntary basis, which will help them to get into the workplace. I think that it is time for the hon. Lady to stop talking retailers down. A career in retailing can be an extremely good career. There are many people at the top of retailing who started their working life on the shop floor, and retailers have often led the way in providing flexible working opportunities for women.
According to the Department’s own figures, women have the lowest representation among engineering professionals, information and communication technology professionals, architects, town planners and surveyors. What is being done to tackle that issue?
My hon. Friend raises an extremely valid point. I have always had a particular bee in my bonnet about encouraging women to take up careers in engineering. We are trying to ensure that women are given proper information about such opportunities, by refocusing and recasting the careers advice that is given to young people and, indeed, to people of all ages throughout their careers. In that way, we want to open up opportunities to young people, including young women, so that they do not feel that they are simply being pushed down what one might call the traditional, stereotyped routes.
This week I was contacted about a mother who is working 22 hours in a local shop. She cannot get the extra regular hours she wants, although she has tried hard—she cannot find alternative work, but at least she has a job, is contributing to the economy and is supporting her family. Her husband has lost his job and is struggling to get a new one because he has had a stroke. In six weeks’ time the Government will take away the working tax credit from her family, and they could lose over £3,000. They will not be able to pay their mortgage; they will be better off if she gives up work; they will be better off if the family splits up. This is going to happen in April. Does the Home Secretary support this policy, which will hit thousands of working women, and what advice would she give to that mother now?
The right hon. Lady raises a very particular case, but the issue is about the welfare—[Interruption.] Perhaps Opposition Members could wait for me to finish my sentence before they try to interrupt. The right hon. Lady has raised a particular case, but the issue is about welfare reform and the particular welfare reforms that this Government are putting through. I know that the Opposition find it difficult to decide where they position themselves on welfare reform, but it is necessary for us to reform the welfare system. Crucially, what we will do—and it will be of benefit to women—is introduce the universal credit, which will make work pay. I applaud people who want to get into the workplace in order to provide for themselves and their families, so it is important to ensure that the benefit system makes work pay. That is why we are introducing universal credit and making it easier under it for people to work fewer than 16 hours and still have access to child care support.
2. What steps the Government are taking to identify and safeguard girls at risk of being taken out of the UK to undergo female genital mutilation.
5. How many women have ceased to be liable for income tax since May 2010.
The Government are committed to supporting working women. We have increased the personal income tax allowance in successive Budgets, so that anyone earning below £8,105 in 2012-13 will pay no income tax whatsoever. Those changes will take 1.1 million low-income people out of tax altogether, and more than half of them will be women.
I strongly support the coalition Government policy of raising the tax threshold to help people on low and middle incomes, which, of course, particularly helps women, who are more likely to work part-time. Would not more women benefit if the Government went further and faster towards raising the threshold to £10,000, and will my right hon. Friend encourage her Treasury colleagues to make that a priority in the forthcoming Budget?
