I return to the answer I gave a moment ago. We need to continue to bear down on fraud in the system. There is a considerable amount of error and fraud. I am afraid it would be naive to think that all of this is error. There is fraud in the system and there is a lot of error, which the original design of tax credits makes easier. We need to continue to bear down on fraud, but clearly we need to do that in a way that does not make it difficult to assist the most vulnerable.

The Minister has mentioned fraud a number of times. There is obviously fraud in the system, but I really do not see that as an excuse for errors and failures that affect our constituents. My constituent Sarah Hodgson has three young children and is struggling to put food on the table. There is no excuse for incompetent contractors. I am glad the Minister talks about the redeployment of HMRC staff to support people. The HMRC office in my constituency, which employs over 200 people, is due for closure. Our nearest regional office is more than two hours’ drive away and the phone system is clearly not working: it is not helping people with their inquiries. Will she please review the closure of our local offices, so that people can keep the support and the face-to-face contact they need in these situations?

I am sorry to hear about the case the hon. Lady mentions on behalf of her constituent. She raises a wider issue about the modernisation project that HMRC is going through. Perhaps it would be more appropriate if she wrote to me. Although the process of modernisation means that some regional offices are closing, it is important because it is fundamentally about delivering a better and more modernised service in the future for all our constituents.

We will certainly consult on the reasonable cost test, and it may well be that a number of providers do provide the universal service obligation, which will potentially provide welcome competition. That will be open for consultation once we have passed legislation, which I know will have the support of the whole House.

Earlier this week, I received an email from the Minister, which helpfully informed me that 3,198 premises in my constituency—that is 8% or nearly one in 12—are not currently planned to be connected to superfast broadband. What has the Minister got to say to the sizeable number of my constituents who face the prospect of never being able to access an adequate broadband connection?

I would say to her constituents that we said that we would get to 90% by the end of last year, which we achieved, and that we would get to 95% by the end of 2017, so we have been completely transparent about what we are planning to do. We are now consulting on a USO precisely to help those constituents of the hon. Lady who are not in the rural broadband programme. We are bringing in important changes to planning in the digital economy Bill, which I hope will have the support of the Opposition Front Bench team. She should congratulate the Government because the way the contracts have been constructed means that almost £300 million is coming back, so we are going to go further than 95% and reach more of her constituents. She should be telling them that rather than complaining.

I want to speak briefly to amendment 1, tabled by my hon. Friend the Member for Worsley and Eccles South (Barbara Keeley). It centres on the need to review within three months the impact of clause 43 on the charges for and take up of insurance policies. As I said in my intervention on my hon. Friend, the proposal relates directly to those properties that are not part of the Flood Re scheme.

I want to address this issue because of its effect on Kingswood in my constituency. Hull was one of the most successful areas in the country for the previous Government’s Help to Buy scheme. I welcome that. Obviously it is important that people are assisted in buying their own homes and properties. The problem, however, is that more than 95% of the city of Hull is below sea level and it has been prone to flooding in the past. In 2007 we had very bad surface water flooding, so insurance companies look at what has happened in Hull and fix their premiums accordingly.

The Flood Re scheme has assisted in the past and we now have the new Flood Re scheme. The problem, however, is that it does not apply to properties built after 2009. Those young people and first-time buyers who have bought properties in Kingswood over the past few years are not able to access the Flood Re scheme, so they have to go to the open market for house insurance. I am concerned that those people, who are trying to do the right thing and buy house insurance, may find themselves being doubly penalised, because not only are they not entitled to the Flood Re protection, but they will have to pay this increase in insurance tax.

I am interested to hear what my hon. Friend has to say about the Flood Re scheme. Cockermouth and Workington in my constituency have suffered very badly from floods. Does she agree that it is also a problem that businesses are not covered by Flood Re and thereby fall short?

Yes. There are many welcome things in the Flood Re scheme, but, if I recall my reading on it correctly, it does not cover small businesses operated by people from home. I do not want to go too far down the road of Flood Re, because clause 43 relates to insurance tax.

I welcome the Labour Front Benchers’ proposal and I hope the Minister will be willing to consider a review. I do not agree with everything the right hon. Member for Wokingham (John Redwood) said. The properties I am talking about are small starter homes. These people do not earn a lot of money. They do not have big properties or an income that would allow them to pay sizeable premiums for a property. They are struggling and are often on the minimum wage. They have bought their properties, but every penny counts and I am worried that they will not be able to afford to pay not only a hike in premiums because they are not in the Flood Re scheme, but an additional increase in tax.

I am delighted to speak in today’s debate, during which we have heard many excellent maiden speeches. Since being elected to serve as MP for Workington, I have been privileged to meet many young, hard-working people who only want to do well in life and make a positive contribution to the communities in which they live. For example, this coming weekend I am proud that I am going to be presenting the awards at the Gen2 graduation ceremony, celebrating the achievements of students in engineering and other technical disciplines.

I want to draw attention to the particular and disproportionate impact the Government’s Budget proposals will have on young people—I want to ask the Minister what he thinks young people have done to deserve such a kicking. It is truly shocking that they are going to be bearing such a heavy load in these Budget proposals, which mean that they are increasingly going to be paying to support the older generations, who are better off than they are. The Budget divides young from old, as well as rich from poor, and will do nothing but drive down young people’s aspirations in my constituency. Young people are three times more likely to be unemployed in the UK than they are in Germany, and for those who are in work this new “national living wage” will be paid only to those who are over 25. That is unacceptable, as it leaves younger workers on a much lower salary for doing the same job. Young people who have children will be particularly hard hit, as their benefits will be deducted far more quickly than their earnings will be increasing.

On top of that, young people who aspire to climb the ladder out of poverty and go to university will now be thinking twice, because the student maintenance grant is going to be scrapped and replaced with yet another loan, only creating more debt for our poorest families.

Let me move on to housing. There is a crisis in housing in our country, particularly in affordable housing—both to buy and to rent. Instead of looking at real sensible solutions to support young people into their own homes, this Budget will stop housing benefit for those under the age of 21. The implications of that are enormous. I do not know whether the Government have properly thought through this policy. In my constituency of Workington, one local housing authority, Impact Housing, has estimated that it will lead to an extra 200 young people becoming homeless. My constituency does not particularly have a homeless problem, and I do not want to see the Government create one, thank you very much. The proposals talk about exempting vulnerable people, but I ask the Minister how he will assess who is vulnerable. Why should they be assessed as vulnerable?

I am listening carefully to the hon. Lady, and I agree with much of what she is saying. Does she agree that limiting families to only two children and putting women in the position that they have to declare whether or not they have been raped to justify benefits for a third child is both dangerous and divisive? We need much more detail and discussion on that matter and on other areas of the welfare proposals.

I could not agree more.

The Government are interfering in how people live their lives and in how many children they should have. It is not for the Government to dictate to people how many children they can afford to have. People should be able to make that decision themselves. What if people’s circumstances change after they have had their children? How does that work?

No, I wish to finish my point. I was talking about vulnerable people. I know that the proposals suggest that vulnerable people will be supported. I asked about how vulnerable people will be assessed. The people whom I am really concerned about are those who do not quite meet the vulnerability criteria. They cannot afford the rent, but they are not classified as vulnerable. What happens to them? Do they then become homeless as well? The Government have not considered the fact that not everyone can move back with their parents and that not everybody has friends and relatives who can give them a home. It is wrong that we have a Budget that will increase homelessness. That is my point.

Let me return to the fantastic work that young people do in my constituency. I am talking about the apprentices and the students who work hard to get on in life. In my experience, most young people want to get on in life and be part of society. This Budget offers little encouragement in that regard, which is why I believe that it should be condemned.

I want to discuss young people’s voter engagement and registration, but first I will quickly say something about boundary changes, particularly the 5% deviation. My constituency, Workington, is in Cumbria, where the 5% deviation is a challenge, bearing in mind the geography and the population. Cumbria has a very large area and a very small population —I know that geography and population in constituencies are taken into account in Scotland. The other issue with Cumbria, in addition to its size, is its height, which, if taken into account, would also make a difference. The last time the Boundary Commission looked at Cumbria, it did not seem to realise that a short six-mile walk included going over the top of Scafell pike and down the other side, which makes things a little more tricky. I would be grateful if that could be taken into consideration.

I am here because improving voter engagement is crucial to democracy in this country—I think we would all agree. We have talked about the decline in turnout in recent years. Turnout in Workington at the general election was 65.6%, whereas as recently as 1992 it was more than 80%. In fact, going back further, it was over 80% more often than not, so something has happened since the late 1990s. I see it as an important part of my role as an MP to engage properly with local people so that they want to take part in the political process. We also need to demonstrate that taking part and voting actually makes a difference. People say all the time that it makes no difference, so we must demonstrate that it does.

One of the most worrying and disappointing responses I heard on the doorstep—this was not unusual—was when a young person told me that they were not registered. Often, they were not registered because they did not know that they had to register, because they had no idea how to go about it, or because they did not think that it was something they should be getting involved in. They felt that it was nothing to do with them—they knew nothing about politics and did not feel qualified to take part and vote. The changes to voter registration introduced by the previous Government have only added to that feeling. It is not good enough for a Government to make such fundamental changes while neglecting young people coming into the system, who do not really understand practically what the changes mean for them.

Important civic duties such as registering to vote and voting should be brought into the school curriculum. That way, children and young people will be given the confidence and understanding required to register and take part, as well as to understand why that is important and the effect on their daily lives. That should be true at all democratic—not just parliamentary—levels. Children and young people should understand the importance of voting in local elections; for police and crime commissioners, and so on, because it all affects them and their families directly.

One of the things I enjoyed the most during the election campaign was taking part in school hustings. I did a number of them and was really impressed by the knowledge and passion that young people had for the subjects they were particularly interested in and cared about. We saw how passionately involved young people were in the Scottish referendum and the difference in turnout there; as the Minister knows, the voting age was reduced to 16 in that referendum, and it was very successful. That has convinced me that the voting age should be reduced to 16, along with the active introduction of children to politics at school, through the national curriculum.

Does my hon. Friend agree that if a young person can be encouraged to vote, so long as they have voted once, they will continue to do so? The challenge for us all is to ensure that they vote the first time. That is perhaps another argument for allowing kids to vote at 16 and 17.

I absolutely agree with my hon. Friend’s point, and there is evidence to show that once someone gets into the habit of voting, they are more likely to continue. One problem is that the children I saw at the hustings were so engaged and excited, but then so disappointed that they could not participate. As my hon. Friend the Member for Sheffield Central (Paul Blomfield) said, if they go to university, there is the further challenge of getting registered. Young people all too easily slip out of the system and out of the habit of voting, so that is an incredibly important point.

I urge the Minister to introduce children to politics through the national curriculum and to reconsider the position on reducing the voting age to 16, because children and young people are interested and want to get involved. Such steps should be part of the solution to increasing both voter registration and participation. I urge the Government to look at this issue ahead of the EU referendum.

We are as one on the idea that there is a great deal more that can be done. With any luck, the Electoral Commission’s report will equip us with more facts that show us which avenues it will be most profitable for us to pursue first. It will allow us to prioritise them and make progress.

The hon. Member for Islington South and Finsbury was extremely organised and asked a series of questions. I do not have time to get through them all, but I will endeavour to. Before I move on, I want to mention the comments of the hon. Members for Glasgow East (Natalie McGarry) and for Lanark and Hamilton East (Angela Crawley). I am probably misquoting the hon. Member for Glasgow East, but she said—this was a vital comment—that there should be no division between representatives of the people and the people themselves. I am sure that everybody here would echo and agree with that statement.

On the issue of whether the bands around boundaries should be 5%, 8% or 10%, the point is that constituency size must be based on registration to ensure we have genuinely equal representation in this place. The wider the bands, the less fairness there is, in terms of the power of an individual’s vote. If there was a 10% band, there could be a 20% difference between the number of people it takes to elect me and the number of people it takes to elect the shadow Minister. That would be getting too wide for comfort.
