Commons ChamberI was pleased to visit Bristol and jump on a bus there, and it does indeed have a fantastic service. Patronage has gone up by 50%—[Interruption.] Well, it is getting better and better, and the numbers are indeed going up. One reason why the numbers are going up is that bus service operators are open to working with the local authority and making data available. One thing that we are doing, because of our Bus Services Act 2017, is ensuring the bus open data digital service is available for even more people. We know what people want, especially younger people: absolutely accurate detail on when their bus is arriving, how along the journey will take, and how much it will cost.
My hon. Friend is a good champion for North Cornwall, and of course the fantastic £1 around town initiative will be hugely successful. Rural buses are absolutely key for rural constituencies, including mine in Wealden, and from 2020 the One public transport proposals for Cornwall will integrate buses with rail services to provide passengers with better public transport solutions, low fares and higher frequency buses.

Commons ChamberI am sorry to hear about that. I will raise the matter with the Rail Minister—the Under-Secretary of State for Transport, my hon. Friend the Member for Harrogate and Knaresborough (Andrew Jones)—and perhaps he will write to the hon. Lady about it.
While the £1.7 million is welcome, may I ask for advice and guidance for local authorities who might come under increasing pressure from the huge number of new blue badge applications? What advice can the Minister to give to local authorities such as Cornwall?
This is a matter for local authorities and they can exercise their discretion, depending on the circumstances in their particular area. I appreciate that there is a demand for the blue badge scheme; that means that the scheme works very effectively. It assists people who have mobility issues, and that is what it is designed to do. It is right that people with non-visible disabilities are also covered by the scheme. That has been the case heretofore, but this highlights the issue and we encourage local authorities to work with the system.

Later, I will thank all of the people who have helped, but I must say that I am really grateful for the interaction that we have had with and the input from Plymouth City Council, both before the last election and since; both administrations were very supportive of our getting something done on this road.
I wish to put on the record our thanks to all of our partners, who are providing a powerful collective voice on the need for investment and improvement, including councils and councillors from across Cornwall and Devon, local enterprise partnerships, chambers of commerce, community road safety campaigners and my fellow parliamentarians from across Cornwall and Devon. Their work has enabled a compelling proposal—the A38 case for action—to be produced, which I and colleagues presented to the Secretary of State for Transport last July.
I am grateful to my hon. Friend for giving way; she has been a doughty champion of the A38 case for action. Does she agree that the changes that need to be made to Bodmin Parkway station will particularly benefit our constituents and will boost the local rural economy in the way we would like to see?
I completely agree. At the moment, the entrance to Bodmin Parkway railway station prevents many people from using that vital rail link, and I agree with Cornwall Council and my hon. Friend that it urgently needs significant improvement.
The A38 in South East Cornwall has several challenges, some of which are shared with the city of Plymouth and with the Plymouth to Exeter routes. I refer to the Devon section of the A38 case for action document, as many of my constituents commute to Plymouth and beyond, for work, travel, hospital visits, regular shopping trips and leisure. Investment is crucial right along the route from Bodmin to Exeter.
The very poor accident record on the stretch of the A38 in my constituency is tragic and it must be addressed; the accident rate is nearly three times higher than the national average. In the last few years, there have been serious and even fatal accidents at Stoketon Cross, Landrake, Tideford, Trerulefoot, Menheniot and in the Glynn valley. My heart goes out to those affected, but I appreciate that what is needed is not words, but action to prevent future tragedies.
Volumes of traffic are high across the whole of the Bodmin to Exeter section of the A38. Between Bodmin and Saltash alone, there is a cumulative average daily traffic flow of more than 60,000 vehicles. Recently, I conducted a survey about traffic congestion and problems with access at peak times from side roads in Carkeel, and it had a huge response, which demonstrates how concerned my constituents are about the future viability of the A38. There are over a dozen access roads between Carkeel and Trerulefoot, with huge traffic flows that make it incredibly difficult—even dangerous—to join the A38. That is repeated along the whole of the road between Plymouth and Bodmin, and it is a constant danger in the Glynn valley, where roads wind and there is poor visibility.
It is also important that I highlight the lack of alternative roads or other transport modes, particularly given the resilience issues with the main railway line at Dawlish. There are only three significant alternatives: the Torpoint ferry; a single-lane 16th century bridge at Gunnislake; or a very long detour to the A30 in the constituency of my hon. Friend the Member for North Cornwall (Scott Mann). However, all three are not practical alternatives, due to limited capacity and the travelling distance involved.
Across my constituency, the road is of variable standard, with changing speed limits. There is a mixture of single-carriage sections, multiple side-road junctions, direct access roads, dual carriageways with central reserve crossings, such as that for Looe, and the severance of local communities, including Landrake and Tideford. It makes for unreliable, congested and unsafe journeys, and a general feeling of frustration among my constituents.
In addition to the severance of local communities, there is also the significant impact of poor air quality. The A38 is subject to a high level of unplanned closures, which results in poor journey time reliability when compared with that of the A30 in north Cornwall. Over the last five years, the A38 has had 1,100 more unplanned closures than the A30. That figure is not acceptable, given how many people rely on the A38 to conduct their daily lives.
The A38 case for action document clearly states the desired outcomes for our communities between now and the end of road investment strategy 3, which is 2030. However, my ask on behalf of my constituents is for the earliest possible investment. We want the highest level of safety possible, by reducing accident rates and removing accident black spots; we want air quality to be improved; we want communities to be reconnected, by reducing the impact of severance; and we want to ensure that the A38 can support planned growth, including in tourist numbers and for major events, such as Mayflower 2020, by fully utilising technology to reduce journey times, increase reliability and strengthen resilience.
We also want to encourage increased use of rail for commuting, by improving access to park and ride schemes; Bodmin Parkway station has already been mentioned, but I will also mention Menheniot station. For South East Cornwall, that means we need specific speed and safety improvements as soon as possible, including overtaking lanes, side-road junctions, speed cameras and pedestrian crossing facilities. I hope that my hon. Friend the Minister will hear my plea and be able to respond positively.
In the medium term—so, within RIS2, which is 2020 to 2025—I ask my hon. Friend the Minister to consider making a substantial commitment to improve the Menheniot /Lean Quarry junction, and to link that with work to develop park and ride facilities at Menheniot station, in order to encourage more commuting by rail. This would be a significant investment, estimated to be over £14 million. However, it would also make use of the newly improved railway station in the constituency of the hon. Member for Plymouth, Sutton and Devonport (Luke Pollard).
In the long term—so, within RIS3, which goes beyond 2025—a full upgrade of the A38 from Trerulefoot to Saltash is a priority, including dualling of the road. Of course, we would like this work to happen sooner, if possible.
The A38 case for action document shows that nearly £900 million of productivity growth and investment would be gained by improving the A38 between Bodmin and Exeter. Such an improvement would be a major opportunity for sustainable economic growth, with 52,000 additional jobs and 52,000 homes being planned by 2034, and it would also be an opportunity to strengthen the resilience of the wider transport network. However, the benefits to our respective communities would be so much greater—an improved environment, better air quality, more efficient road travel, less congestion, more jobs and, most importantly, a reduction in the number of road deaths and serious injuries. I hope that my hon. Friend the Minister will consider my points and the A38 case for action document carefully and positively. The proposals and outcomes set out in that document are compelling, and I look forward to hearing what he has to say.

Commons ChamberWe have, of course, supported ferry links farther north, but I think that the additional capacity from east coast ports may, in many circumstances, provide a realistic alternative—indeed, a real alternative—for manufacturers and producers in Scotland.
I can confirm that the A39 meets the necessary criteria for the scheme. As far as I am aware, it has not yet been approved and prioritised by the sub-national transport body, but we expect that to happen by the middle of the year, and once it has happened, we will be happy to look at it.

That is most certainly so. I bid for this debate because of the importance of this issue to people across the entire country who are involved in the industry.
In answer to my written question, the Minister went on to say:
“Through the Aviation Strategy, the Government will look at its role in supporting the commercial success of operators whilst balancing this against environmental and safety concerns.”
That is all very laudable, but it should be noted that the Government’s aviation strategy, like their maritime strategy, is for the next 30 years, yet the latest consultation document, which was published just in December, makes no mention whatever of offshore helicopter transport. Can the Minister explain that omission? If he cannot, offshore workers could be forgiven for thinking that their concerns are being brushed under the carpet.
The Transport Committee’s 2014 report found that the CAA review, which led to CAP 1145, said that the Government
“did not consider the evidence that commercial pressure impacts on helicopter safety in sufficient depth.”
The Government must convene a full independent public inquiry to investigate commercial pressures on helicopter safety in the North sea operating environment. That inquiry must examine the role and effectiveness of the CAA.
I am grateful to the hon. Gentleman for leading the debate, and furnishing us with his knowledge about helicopters. A recent International Civil Aviation Organisation report talked about the potential ban on single-engine helicopters for commercial flights, despite engine failure being responsible for only one of 19 fatal incidents in the last 10 years. Constituents have written to me saying that 49 of the 62 deaths caused by helicopter crashes were caused by pilot error. Does he agree that we should look at that evidence presented by the ICAO?

Commons ChamberManaging bus fares and having transparency on bus fares will further encourage bus patronage. Those bus companies that make bus fares available and public will always see an increase in bus patronage. We are working with the bus sector to do what we can to make sure that this information is available, just as it can be available on journey times and at stops, too.
I welcome the Secretary of State’s announcement and the Department for Transport’s ongoing commitment to connecting Cornwall. What assessment has he made in light of today’s announcement on Heathrow of the potential for exports from Cornish businesses and for inbound tourism, and of their effect on the Cornish economy?
Improving transport connections for the south-west is essential, and it is one of the parts of the country that needs those improved transport links. A range of things are happening: the number of local trains within Devon and Cornwall is increasing, new trains are now serving that route, and road improvements have taken place. Now, there will be a better link for business into Heathrow airport. This is all part of making sure that we deliver on our promises for better transport in the south-west.

I will get to that point shortly. I want to talk about the other opportunities we must explore to ensure a modal shift. That is at the heart of the Labour party’s transport policy: we do not believe the future should be taken as it is now. We need to get people on to public transport, whether for leisure or business.
I accept the hon. Lady’s point about modal shift, but people will be going on holiday to Cornwall and Devon in the next six weeks, and our population is likely to double. At the moment, they are stuck going down the M5 and the M4. Any alterations to the A303 will make a huge difference to the people coming to visit Devon and Cornwall, so I would really like to know what the Labour party’s position is.

David Williams: Lots of work has been done on this by insurance companies and by market consultants, and they predict substantial reductions in the total premium pot. A couple of statistics—we think that 93% or 94% of accidents are caused by human error. I have driven in these machines; they are already much better drivers than most human beings. When we look at things like automated emergency braking systems—that is just one component of what will be the autonomous vehicle of the future—we know that they reduce accidents by 15% and injuries by 18%. So even if they cannot prevent the accident completely and absolutely, because they are braking better and faster there are fewer injuries.
We see a substantial impact. There will probably be a slight increase initially because you will have more expensive gadgets strapped around the periphery of vehicles, but once we see a higher proportion of these vehicles on the road, consultants predict a 50%-plus reduction in the total motor premium market. From our perspective, we are planning in that regard. The good thing is that it will not happen overnight, and therefore as we see motor premiums reduce we can move our staff and our capital on to other lines of business.

David Williams: One of the consortia we are involved with, Flourish, is looking at cyber-risks and also at mobility, at segments of society that currently feel cut off—people, who perhaps are disabled, living in a rural area and not able to get out and about. That is one of the reasons we want this Bill to go ahead and are keen to support it. Absolutely, it will support that.
In terms of volumes of cars on the road, there are numerous different models. Overall, the view is that there would be fewer vehicles, because this will enable car sharing on a scale that has not previously been seen, but in terms of number of miles covered, there are diverging opinions. One thing that might happen is that, because it will be as easy to get a car even if you do not own one as it is to get a train or similar, more people will move to transport on the road, which will drive up the number of miles. There are other views that there will be an integrated transport network, meaning that more people use public transport because they are much more able to link into it than they are now. I think the jury is out in that regard.
It will absolutely reduce premiums. The other aspect is that even when we have a mixed car park of manual and automated vehicles, because 50% of those vehicles will be safer, although the premiums on manual vehicles will decrease less, they will be less exposed and involved in fewer accidents, so overall that will have a positive impact from a premiums perspective, even on manual vehicles, as the number of automated vehicles increases.

Diana Holland: On the face of it—
Just a simple yes or no.
Diana Holland: The potential is there, but it is not automatic unless a range of other things are followed up at the same time. It would be fantastic to find ways of developing this so that there is social inclusion for both rural areas and for disabled people, who are currently denied opportunities, but it has to be part of an overall approach to an integrated transport policy. Otherwise there is a danger that we just end up replicating congestion of one kind with another, with different insurance. However, there is a way of using this to develop a whole range of things, including much broader social inclusion.
Rob Johnston: I would add, as I did earlier, that if we are providing transport mechanisms, whatever they look like, for individuals who cannot drive for whatever reason, we need to provide a transport mechanism that allows the transport method to make decisions for them. That needs to be regulated and we need to be confident that the decisions being made by that vehicle, whatever type it is, are the right ones. That is determined by the algorithms and software behind it, so we need to have confidence that those are right. That is because you could potentially take vulnerable people and put them into a vehicle they are not in control of.

Diana Holland: Again, it does not have to have any impact on employment in terms of the two relatively minor areas that it could be argued that it covers; but the potential is there to enable a wholesale change to a different method, and ultimately saying that the professional driver no longer has a role. There are extremes in approaching this. We would say that it does not have to do away with employment, but plenty of estimates have shown that if it is introduced in one way, that is the effect it will have.
Our immediate concerns regarding the phrasing of the Bill are on the impact on those people currently employed, or under a range of contracts, and responsible for a vehicle, who would find themselves potentially liable in a way that we hope is not the intention. We really think that needs to be looked at to ensure that it does not encompass all kinds of people who we do not think should be liable in those circumstances. There are specific concerns around taxi drivers who own their own vehicles. There are issues around road haulage, where certain people are required to establish themselves as a limited company or to be self-employed to have jobs, but the definition bears questions. We need to ensure that we are not extending liability here beyond where it ought to be, when the operation is run and owned by a third party.
Rob Johnston: If I can briefly add to that answer, KPMG produced a report that said there are potentially 25,000 additional jobs directly working in the automation industry by 2030. A potential 320,000 jobs that could be created, but there is a caveat to that: Government policy is needed to address the growing skills gap, otherwise there is a risk of losing more than £50 billion in GDP per annum. Those are statistics provided by the transport systems Catapult.

Robert Llewellyn: I was very pleased when I heard that announcement. Technology might overtake it. There is a strong argument for that among the evangelical electric vehicle users, from whom I try to stand one step back and be a little more objective. But it is such a hard thing to do. I have seen so many graphs to describe the uptake of new technologies and how this will be what happens with electric vehicles—the S-curve of adoption.
Our emotional relationship with cars is really complicated. It is deeper than our emotional relationship was with landline telephones or how television is viewed—all those things. It is more complex than that; I do not think it is quite as simple. I think you could be more ambitious. You could go with 2030, the technology is advancing so much.
The simple fact is that the car I have had the longest—a Nissan Leaf—has a 24kWh battery. There is now the new Nissan Leaf and the battery pack is exactly the same size and it is a 40kWh battery. That more than doubles the range of my very battered dirty old Nissan Leaf that I drove to the train station today. Sorry, no more piffle.

Robert Llewellyn: There is a whole other area of fascinating stuff going on with micro-grids and local community-owned generation. That is something that I am involved with in my village. I think it is actually in many ways easier to have an electric vehicle in a rural area—I live in one—because you have generally got, even if it is a muddy drive or field entrance, somewhere you can park the car off the road. Far more people in a rural area have that ability.
You also generally have a bit more space to install solar panels or wind turbines. There is certainly a lot of that activity happening on a community level, of people generating their own power—they own the assets that do that—and they also install electric car chargers. A farmer local to me who is putting 20kW of solar on his barn roof wants to open a café with car chargers. You would have to drive miles to go there—I do not know why anyone would—though he has some nice cows.

Robert Llewellyn: I feel more confident in answering the second part. When people do install destination chargers—the common term for it—they all notice an increase in time spent by individual customers, because they are there a bit longer, and repeat visitors. Convincing supermarkets that, if they put chargers in their car parks, they will get more customers is the argument that I always try to use.
Certainly, hotels and restaurants have noticed a marked increase of a specific type of customer, particularly if it is a high-end electric vehicle. If they put those chargers in, they appear on the map on the satnav and they get more business like that. That is an argument. I do not know whether you could legislate for that but that is certainly an argument in favour of doing it. As more electric vehicles appear, I feel that will kind of roll itself out in a way.

Marcus Stewart: The high voltage network does mirror parts of the motorway network, but not all of it. There will be locations where there is a clear opportunity to build a connection for high voltage to supply charging, and there will be other locations where it is just not that simple. It has to be looked at on a case-by-case basis. Some of the options around that are maybe connecting at a lower voltage tier but using onsite storage, so you are not taking too much stress from the grid in one go. You are managing exactly the same as a petrol station does today, where it fills up a tank of petrol under the ground and feeds it to the cars as they need it.
We have talked to different developers and people who are looking at those kinds of options, and we describe it as a sort of mosaic of different charging routes out there. One of them could be high voltage input, with 350 kV of charging, backed up with a megawatt-scale battery to minimise the connection to the grid and that impact.

Marcus Stewart: From a national grid point of view, my role is to balance the network and ensure that the energy is balanced. We have a transmission owner part that would own the high voltage network, and certainly the element up to a connection. Anything beyond the connection is available for third party competition. Any service provider could put that in. A deregulated version of the National Grid or another third party could put that in. Our primary role is the reinforcement element upstream to support that.
