We are working with employer groups to develop new apprenticeship standards such as arborist and forest operative. If I am ever seeking a new career, I can hardly think of a better one. We are also working on a pilot between the Department for Environment, Food and Rural Affairs and BIS to support a boost in the number of apprenticeships available in the national parks.

I am delighted that the Government are addressing the skills shortage in this important area with their horticulture and landscape trailblazer apprenticeships. However, what talks has the Minister had with the Department for Education to make sure that courses offered to students provide what businesses actually need so that apprenticeships really work? I am going to welcome him to my constituency to talk about this so that perhaps he can assure me a little more.

That is an excellent question. The advantage I have is that I am also a Minister in the Department for Education; I talk to myself worryingly often. My hon. Friend makes a very important point. When the skills plan is published, which will be soon, we will be guided very heavily by the review recently completed by Lord Sainsbury, who is looking at how we can ensure that the courses that people are offered in college are genuinely the courses that employers want because they provide the skills they need for modern jobs.

Thank you for giving me two bites at the cherry, Mr Speaker.

I welcome the Government’s commitment to new universities coming forward, and I am working hard to further one in my Somerset constituency. Given recent developments regarding the EU, does the Minister agree that it is now even more essential that we enable universities to provide the skills needed to upgrade the workforce and maintain our position in the world?

Yes, indeed. The productivity challenge facing the country is grave, and our universities are a big part of the answer. New universities in higher education cold spots such as Somerset will be a big part of our solution to these challenges.

The hon. Gentleman should invite me to come and visit the university. We can go together so that I can see what is going on in Herefordshire.

The Institute for Fiscal Studies has calculated that there is likely to be an 8% fall in funding per pupil between now and 2020 in the schools sector, after a modest 0.6% rise in funding per pupil in the previous Parliament. It cannot be said that I do not put the figures accurately on the record and give the Government credit where it is due—0.6% for the first five years of the coalition, and minus 8% for the next period. Both adult and part-time education have seen huge falls in numbers participating because people cannot afford to pay.

One of the things that this Government are trying to do through their new Bills is to introduce new universities, which will give so many more people an opportunity to get the education they need. Students across the country are concerned about the current threat to our universities, with unions going on strike and disrupting teaching and exams. One of my daughters is about to take her finals. Does the hon. Lady agree that such strikes are not acceptable behaviour?

The first thing to say is that some of the threats are from the so-called new providers, which are untried and untested. We will have to look closely at the detail of the Bill when it is debated, and I am sure we will talk about that aspect.

By the way, I would like to acknowledge the fact that the Minister for Universities and Science has taken the place of the Secretary of State for Business, Innovation and Skills, who is on his way to Mumbai to help talk to Tata about the crisis facing the steel industry in our country. It is about time. I wish the Secretary of State all the best with the work that he is doing. It is a pleasure to welcome the Minister to the Dispatch Box in his stead.

There is nothing in this Queen’s Speech on the growing funding crisis affecting schools. There is no mention of adult up-skilling, which is a particularly difficult omission. Without action in these areas, we will not tackle the critical skills emergency which is holding back our economy. Unfilled vacancies have risen 130% since 2011, with skills shortages accounting for over a third of unfilled vacancies in key industries.

This country has a very successful international education exports sector. We have a global market share of more than 10%, which is holding. Our annual growth in international student numbers is between 3% and 4% a year. We are obviously attentive to the need to remain competitive, but we have a successful international education sector and we want to continue to support it by driving up the quality of the teaching and student experience on offer in all our universities.

On the skills gap, the south-west is below the productivity levels. A university would make a really big difference in my constituency of Taunton Deane and in wider Somerset, because it would help skill-up those young people whom I fear we are losing to other places such as Hereford.

I completely agree with my hon. Friend. Universities are a great driver of regional and local economic growth. A recent London School of Economics study demonstrates the strong correlation between opening new universities and significantly increased economic growth. The LSE academics estimate that doubling the number of universities in a region is associated with more than 4% higher future GDP growth per capita.

I most certainly will, but I remind the hon. Lady that the First Minister, who has been re-elected on a huge mandate, has put education at the heart of her Government and has asked to be judged on her progress.

Many people in England, Wales and Northern Ireland would agree with me that university fees are a huge barrier to higher and further education.

I have great respect for the hon. Lady as she has taught within this system. However, it does not seem like a good one nation system, because if my son were to go to university in Scotland, not only would he have to do a four-year course rather than a three-year one, but he would have to pay whereas his Scottish colleagues would all be going for free.

If Scotland was independent, that would not happen, because we would be members of the European Union. So the answer is: give us our independence.

Although I welcome a lot of what is in the Bill, it is important to say that encouraging mature disadvantaged people to go to university only increases the standing of any country within the UK. Everyone from across the Chamber should agree with that. Education does not just benefit the person who gets it. I stand here as someone who went to university in 1967, at a time when women did not go to university and when women of my background did not get a chance; I had very far-sighted parents who actively encouraged me to make the best of what I could. As a result of that, I have been able to contribute back to Scotland greatly. As I have said, I ended up working in further education. I do not want to name names, but for someone in this Chamber to say that education benefits only those who get it is a total piece of nonsense.

It is a great pleasure to follow the hon. Member for Motherwell and Wishaw (Marion Fellows) and to see you in the Chair, Madam Deputy Speaker. I have to say, however, that prior to your arrival you missed a parade of relatively churlish speeches from Opposition Members, which I found surprising, as the Queen’s Speech appears to be a smorgasbord of legislative delights. It is a legislative Milk Tray, filled with hard and soft centres, from which one can take one’s pick—perhaps the hon. Member for Blaydon (Mr Anderson) was worried that he would get the coffee cream. In the Speech that he described as “rubbish” I found a huge amount of value, and I wish to take the opportunity today to run through some of the issues that will be important in the months to come.

The Children and Social Work Bill, to which the hon. Lady referred, is possibly the most important Bill in this Session. In his conference speech from October of the year before last—I believe it was then—the Prime Minister electrified the room by painting a fairly bleak picture of the lives of children in care. They are four times more likely to commit suicide, and 70% of all prostitutes in the UK have been through the care system. He told us all then that the care system shamed us all as a nation, and he was quite right. It is therefore a tribute to him and to the Minister for Children and Families that this Bill has appeared. That Minister said at the outset that his mission was to put children in care front and centre of the political debate, and he appears to have achieved that.

The Bill contains many measures that will be vital to those children’s lives in the future, but let me mention two in particular. The first is the focus on getting local authorities to realise that they are corporate parents—that these children are their charges and should not necessarily be competing for attention and resources with other issues, be it potholes, refuse or whatever it might be. We would not put our own children second to other requirements in our house, so why would we put children in care second, third or even last on the list in the priorities for a local authority? Defining more clearly for local authorities what their responsibilities are to those children, what their obligations are and the fact that they have to publish those and consult on them locally with people will be vital in creating transparency on the way these children live in all our communities.

The second measure is the concentration on leaving care. It may well be that we are not looking after these children terribly well or that we are looking after them patchily in the care system, but when they leave care our obligation to them does not cease. Providing each of them with an adviser up to the age of 25, improving leaving care services and, in particular, getting local authorities to publish their plans for leaving care and to consult on them, allowing local people to see what is being done in their name to all of our collective children, will be vital to driving standards up.

I would, however, like to see two areas added to the Bill, so I put the Minister on notice here. First, if it is right that children leaving care should have an adviser up to 25, surely it is also right that we look earlier in their lives at how we might be able to influence their outcomes in their adult life. In particular, I am thinking about what happens where educational attainment is extremely low. It strikes me that a sensible thing to do for those children who are underachieving—this is what any parent would do—is to try to look for assistance outside of school. In London, there is this strange phenomenon whereby parents of underperforming children who are entitled to free school meals are still managing to scrape together the money to pay for a tutor. I do not understand why officials in local authorities do not look at children in care as they would their own children and say, “If they are underachieving, we should be providing them with tutors.”

The Government have done lots around designated teachers, and there is more to come in this Bill, and lots around virtual headteachers, but there is no substitute for one-to-one assistance for children in care as they go through education, particularly the early years. Four, five, six and seven are critical ages for setting the foundation for future life. If those children were to get one-to-one tuition, as the most privileged kids—and often non-privileged kids—do in our society, it would make a big difference.

Madam Deputy Speaker, may I say that you make an exceedingly good point? I am suitably reprimanded. The point that I was trying to make is that these suggestions in relation to the care system link very well with our reforms of the prison system. Too often, people in prison have gone through many care systems themselves.

My hon. Friend is absolutely right. I will come on to some of those points a little later. Incidentally, Madam Deputy Speaker, “youse” is a term of abuse in Liverpool, so you absolutely should not allow that in the Chamber.

Secondly, private schools have charitable status, and I wonder whether there is more we can do to encourage them to take on children in care. By my maths, if each private school were to take about 20 children, which is not a huge amount in a school of 400 to 600, it would mean that every child in care could go to a private school. Given that those schools benefit from charitable status, they should look a little further than their local community and consider allowing some of our more disadvantaged children to take advantage of the facilities that they provide. I look forward to helping that Bill through its passage, as it will be incredibly valuable.

Let me rattle through some other issues. The initiatives that are proposed on prisons, courts reform, and policing and crime, which allow for greater innovation, will be vital. As a famous Labour politician once said:

“I bear the scars on my back”

from trying to do a moderate amount of innovation in the criminal justice system at Feltham. We attempted to look at youth offending from a different point of view. It was an incredibly difficult and bureaucratic process. In the end, the attempt foundered in a morass of something like 19 organisations that were required to agree and a Ministry of Justice that was broadly reluctant. Getting innovation into the criminal justice system and giving people on the ground the ability to create and design their own solutions to the problems that we face, such as education in prisons, will be absolutely key.

The Digital Economy Bill is incredibly exciting for those of us who have rural constituencies, as it recognises that 25% of all small businesses—that is half a million small businesses—are registered in rural area. Allowing people to have the right to demand a universal service obligation of 10 megabits for their internet is absolutely critical. Twelve per cent. of GDP now comes to the internet in the UK, so, if we are to grow as an economy, it is vital that we connect up all the people.

Many of us have neighbourhood plans in our constituencies. I have several going to referendum this year, and one is going through already. If the Government are to get people to take up their planning policy, it is vital that neighbourhood planning is strengthened and protected. I understand that the neighbourhood planning Bill is designed to do that. In particular, it will allow local authorities greater scope to protect their own five-year housing supply figures, so that developers cannot constantly challenge them, or wear them down by a war of attrition in the courts and with the planning inspectors, to get their way on speculative developments. There will be many Members from rural communities and elsewhere who will be watching that Bill with care.

The modern transport Bill is very exciting. If we are to be at the forefront of developments, we need to grab this technology for ourselves, rather than, as the British normally do, allow the Japanese to miniaturise it and the Americans to consumerise it. We should take some of the things that we have invented and try to exploit them. Although modern transport is largely focused around autonomous cars, I urge Ministers to look at the hydrogen economy. There is absolutely no doubt that the fuel cell is coming. In California, Toyota has already launched the Mirai, the next generation Prius. It is a hydrogen fuel cell car. Powered by hydrogen, the car emits only water. Hydrogen is the most abundant element in the universe and holds out the option of extremely cheap power for all of us, and so using this Bill to accelerate our adoption of that technology is key.

Finally, the better markets Bill holds out enormous promise for consumers, in particular those who want to shift banks. I have one plea: please may we use the Bill to get rid of the requirement to produce utility bills wherever we go? For those of us who pay by direct debit and are paperless, those things are anachronistic, and the foresters of Britain will rejoice at the trees that will not be required to be felled as a result.

I am pleased to follow the hon. Member for Southport (John Pugh), although I cannot say that I agreed with all his analytical comments about logic.

Unlike many Opposition Members, I find much to recommend in the Queen’s Speech, given the cornucopia of Bills that it contains and all the opportunities that they will engender. I am delighted to see that education is at the heart of the Speech. As many Members have said, we owe it to our children to give them the very best education that we possibly can, and the Government are transforming education by extending the principles of freedom and accountability, particularly in the Higher Education and Research Bill. One of the key roles of higher education is, of course, to equip our young people with the tools that they need to enter the working world, thus benefiting businesses and enabling those young people to earn a good living—and, even better, a fulfilling living.

In Taunton Deane we have a number of excellent higher education institutions, including Richard Huish College, which is among the top 10 sixth-form colleges in the country, and Somerset College. Despite their excellent contributions, however, it is clear from my many discussions with businesses and with students themselves that there is something of a skills gap in Taunton Deane. The same point has been raised by many other Members, notably my hon. Friend the Member for Chippenham (Michelle Donelan). Too often, we are losing the brightest and best of our students. They are going elsewhere, despite Taunton Deane being a lovely place to live. This is affecting the productivity of the area, which is slightly below the average for the country, and we need to address that. How are we going to do this? The idea is to get a university, to retain our young people and even to draw others in from elsewhere.

So I welcome the provisions in the higher education and research Bill to aid the establishment of new universities, to provide opportunities for people of all backgrounds. A university education is one of the best ways of improving the life chances of young people. I was delighted to raise this with the Prime Minister last week on the opening day of debates on the Queen’s Speech, and to get a resoundingly positive response from him. Hon. Members will have guessed that I have just the place for a university. It is of course the county town of Taunton. I am not just making this up; many discussions have already taken place with the various stakeholders.

The essential thing will be to ensure that a university provides the courses that will give the students the skills that are required. I suggest that it could focus on such subjects as health training and community health, given that we have the excellent Musgrove Park Hospital just down the road. The local college is already running some courses of that kind. Similarly, there could be an emphasis on nuclear or low-carbon energy, as we have Hinkley Point just over the way. A university could also build on our aeronautical strengths, given that we have a number of such businesses in the area. It is early days, but I am optimistic that we might be able to move this forward under this exciting new Bill.

While I am on the subject of universities, I must add that I support the Bill’s endeavours to make universities and, particularly, lecturers more accountable for what they deliver. I declare an interest: I have two daughters who have been through the university system, and the amount of input they got from their lecturers was often a subject for discussion around our dinner table. I shall not name any names, but they told me that they were sometimes getting as few as one or two lectures a week, even though they were paying hard-earned money for their courses—or they will be later, when they start paying it back. I therefore absolutely support that measure. We must ensure that our universities are delivering what our students need and that that is aligned to what business requires.

I shall turn now to the proposals on the education of younger children in the education for all Bill. Last week, I had a lovely visit to North Town Primary School, a beating heart in the centre of Taunton. It is surrounded by houses, but it was a lovely visit not least because the school has an excellent garden. I shall digress slightly here but I want to say that children can learn a great deal by being taught about gardening. It is good for their mental health and for health education, and they can learn about pollinators and about where their food comes from. I urge the Minister to tweak the arrangements so that we can get this into schools’ curriculums if we can.

Praise must go to the hard-working headteacher of the school, who is leading by example, and he has a team of very enthusiastic teachers. Fairer funding for schools was at the top of his agenda when he spoke to me. Many other Members have mentioned that today, and I am delighted that this Government are going to move the fairer funding issue forward. Our students in Taunton receive £2,000 less per pupil than those in the best-funded schools, which is clearly ridiculous. Our schools are doing a grand job, but just think how much better they could do if we sorted the system out. I applaud the fact that the Government are going to do that.

I want briefly to mention academisation. Madam Deputy Speaker, did you know that that word is not in the dictionary? It is not a real word, yet we are talking about education. Perhaps it will get into the dictionary now that we have mentioned it so often. Academisation really is the way forward. North Town is a primary academy and it is working really well. The staff are very pleased with their ability to take charge of their own budget and to drive their own ideas forward. Almost all the schools in Taunton Deane are now academies, and they are good models. I would just like to bend the Minister’s ear and say that an injection of capital would not go amiss for many schools, because some would love to update their facilities or indeed just have a lick of paint.

To return to my starting point, a sound and well-planned framework for education will ensure a positive, productive and fulfilling future for students, whatever their background, with the consequent benefits to the economy. With the education for all Bill and the Higher Education and Research Bill, I am confident that we will move forward and sort out the skills gap and productivity issues in Taunton Deane.

I have a few more seconds, so I will just mention the neighbourhood planning and infrastructure Bill. So many people have come to me because they want more say in local planning, so I applaud what is coming through. I am told that the Bill will enable us to sort out the legal framework that will enable us to set the precept on our council bills to fund the Somerset Rivers Authority. We are waiting for that and very much look forward to it being brought forward. I do not know whether we can get a view on that, but my people in Somerset will be delighted if we can move it forward. I commend the Bill and all its excellent opportunities.

Whenever I have a platform, I talk about how important it is to go into teaching. I say that it is a very important profession. There are more teachers—450,000—in the profession today than there have been in history. There are 13,000 more teachers today than there were in 2010, and 14,000 returners came into the teaching profession last year, which is more than the 11,000 who came in a few years before that. Of course, we want more professionals to come into teaching as the pupil population increases. That is why we have very effective advertising campaigns and why we are spending £1.3 billion on generous bursaries to attract the best graduates into teaching.

I, too, wish all the children doing their exams good luck. I know what that is like, having had three children who went through a state primary school. Tests are an imperative part of school life because we as parents want to know how to plan for our children’s education, and we want the schools to help us see where the gaps are and how our children are doing. Businesses in Taunton Deane would like our children to have better maths qualifications and better writing skills. Under Labour for all those years, education standards sank. Does the Minister agree that our driving force is better education to raise standards, and that tests are an imperative part of that?

Yes, my hon. Friend is absolutely right. We have been declining in the programme for international student assessment tables internationally. We have to continually improve our education system, because other countries are not standing still. They are continually improving their education systems, and unless we do the same, we will fall behind. That is why we reviewed the primary curriculum, why we increased the demands and rigour of mathematics and English, and why we are focusing so much on getting every child to become a fluent reader, who not only masters the mechanics early in their education but becomes a regular reader, reading books for pleasure and developing a lifelong love of reading. We have reformed the secondary curriculum, and we have reformed GCSEs so that they are more on a par with the qualifications in the best education jurisdictions in the world. We have also reformed A-levels, responding to the concerns of employers and universities about the standard of undergraduates and employees.

We can agree that workers deserve a real living wage, but this is not a real living wage. To go back to my argument, it is merely an enhanced minimum wage. While I would welcome a living wage, this does not meet the mark. Sadly, this does not even apply to those under 25. Try telling a 17-year-old part-time worker that their work is of less value than that of someone who is a few years older. Is that really what we think of our young people? Is that really the value we place on the work of our young people, who are all too often forgotten in this Government’s priorities?

The term “living wage” is important. In Scotland, we recognise that. We set a target to have 500 real living wage employers by the end of this Parliament and we have already exceeded it. Last year, the Scottish Government announced that they had become an accredited living wage employer. The SNP Government have introduced a requirement to pay the real living wage as an integral part of the public sector pay policy. Since 2011, we have invested £1.5 million per year in paying the living wage rate across the parts of the public sector where the Scottish Government control the pay bill, directly benefiting 3,000 workers. Scotland has a higher proportion of workers who are paid the living wage than any other nation of the UK.

There are some positive examples in my constituency, such as Hamilton citizens advice bureau, Bluebird Care in Larkhall, the medical centre in Lanark and Emtec contractors in Uddingston, all of which are leading the way as real living wage employers and showing what can be achieved. In many ways, what the Government are doing will undermine the incentive for employers to achieve a real living wage.

Despite what the Government have said, they must do more to ensure that no worker is worse off as a result of this change. We have all seen the worrying reports about employers mitigating the cost of the new rate by cutting hours and premium rates for overtime and bank holidays. The hon. Member for Mitcham and Morden asked the Prime Minister whether he would guarantee that no worker would be worse off as a result of the national living wage, but she never received a response. Perhaps the Minister will give that commitment today.

I am depressed by the negativity of this debate. People who have come to me in my constituency are pleased that they will have £900 more in their pockets. Some 40% of people will get a wage rise. This is something that the Government have been speaking up for. People want more money in their pockets and they are going to get it. On the whole, businesses in my constituency are in favour of the national living wage. It is difficult, but they are for it.

Although it will always be welcome if people have more pennies in their pocket, the Government are not looking at the full picture. When cuts to universal credit outweigh any benefit from the so-called national living wage, how can it be defended as a national living wage at all?

I rise primarily in praise of academies, because in my constituency their spread has been transformative. We have some of the finest schools in the country, and I want the system that has brought us such success to be offered to many more children across the nation. In my constituency, six of our seven state schools have achieved academy status, and all save one produced results that greatly exceed the national average. The other one began to convert to academy status only in 2015, since when Ofsted reports that it is making very good progress.

I thank my hon. Friend for giving way because I know that he is pressed for time, but I wish to back up what he has said, particularly for the secondary system. For example, in Taunton Deane in January, Court Fields School, which had problems, became an academy and was highlighted by Ofsted inspectors as having made vast improvements, including a 20% increase in maths results.

My hon. Friend has added grist to my mill.

The greatest success in my constituency has been Tudor Grange Academy, which for four consecutive years has registered more than 90% of its students as achieving five A to C grades, including in maths at the end of year 11. We also have our first primary school, St James, which I am pleased to report has risen above the national average for reading, writing and mathematics. It is clear that putting teachers and headteachers in charge is a recipe for success. Those Solihull school success stories should give pause to all those who deny that academies can make a powerful, positive difference to our young people.

I believe that Solihull, with its very high levels of academisation and excellent results, is a model for the future of our education system. A first-rate school system is essential if our children are to compete in the globalised economy they will grow up in. In too many instances, the old structures have failed to help talented young people to fulfil their potential.

At a time of great pressure on public finances, it is to the Government’s credit that they have chosen to invest so heavily in education. However, I have certain concerns about the academisation proposals with regard to rural primary schools. I would like to see whether, in further discussions, we can allay concerns about whether those schools are the right size and whether the process can be managed effectively over the extensive six-year time period.

In the main, the reforms give school leaders the freedom and authority to find educational solutions that work best for them, based on their first-hand experience and understanding. In particular, they are a vote of confidence in our teachers. As my right hon. Friend pointed out, teachers will now be afforded the same status as other professionals, such as those in law, medicine and the sciences.

Our move away from the top-down approach to reform has other benefits. A sad consequence of the central control of our school system has been an unhelpful level of standardisation. In pursuit of the laudable goal of equality, the drive has too often been to make sure that every school is the same. Our predecessors knew far less than we do about how pupils learn. We are now aware that children learn in many different ways and that a one-size-fits-all approach leaves too many far behind.

Of course we welcome that employment growth, but we are concerned about the insecurity of that employment. The number of zero-hours contracts has gone up by another 100,000 over the past month, and the insecurity of that employment, unfortunately, is affecting people’s long-term investment plans as well.

Yesterday the Chancellor pointed repeatedly to global economic headwinds as an explanation for his failure. His problem is that we have known about them for a while. Many of us were warning him last summer about the challenges facing the global economy. I spoke about them in this place, as did others on the Labour Benches, but rather than adapting his proposals to deal with the global reality, the Chancellor has charged headlong into another failure of his own making. He has failed to heed our warnings and the warnings of others, he has failed to invest in the key infrastructure that our economy needs, and as a result he has failed to boost Britain’s productivity figures.

Is it not the case that our Chancellor is being very adaptable, as we heard yesterday? Is it not the case that the Opposition have an economic credibility strategy which essentially reverts to exactly what they did before—more borrowing, more spending, and higher taxes? It did not work then, so why would it work now?

The Sutton Trust also recognised that the quality of teaching in academies is extremely good. If the right hon. Gentleman reads the education White Paper, he will see how we are going to invest even further in what is already a great profession.

We want an education system that is regarded as the gold standard internationally—one that is based on high expectations and an intolerance of failure, treats teachers as the professionals they are, and unlocks real social justice in allowing every young person to reach their potential. Those who are saying that we are not addressing the critical issues could not be further off the mark, because our White Paper published today is a vision for raising standards in teaching, and raising them higher than any Government have before. Teachers will be better qualified and accredited, they will have access to the best development opportunities, and they will command more respect than any generation of teachers before them, taking their rightful place among the great professions.

Did we not go through years and years under Labour when our standards fell so low that we did our children absolutely no favours? I applaud this White Paper. I would like to tell the Secretary of State that a school in my constituency, Court Fields, which was turned into an academy, has seen its maths GCSE results improve by 20% in the past year.

There are areas where we disagree on the allocation of expenditure, but overall my party has a plan for stability and Labour does not have a plan and simply wants to borrow more.

This Government have worked hard, and are working hard, to turn the economy around. We know that involves some tough choices, but one part of being a Conservative is thinking of the long term. I do not think that any of us, on either side of this House, wants to pass debt on to our children as individuals, and we should not do so as a country either. I welcome a Budget that looks to the future, investing in education, cutting taxes for businesses to stimulate growth, and balancing the books so that we are prepared for whatever financial shocks we may face.

I want to live in a country where every child has a chance to succeed and make the most of their lives, and that starts with a good education. Educational standards have gone up, but it is a mixed picture. I welcome the Chancellor’s and the Secretary of State’s announcement on schools, particularly the new funding formula, which I have campaigned for. The old funding formula was arbitrary and unfair. It left some schools in my constituency receiving far less per pupil than other schools with very similar students. As a result, those schools have had to cut back on important subjects and extra-curricular activities. We are also going to get an extra £500 million of funding that will speed up the introduction of the new funding formula. That is very important, because with every year that goes by another group of children in my constituency loses out under the current system.

My hon. Friend the Minister will know that I care a great deal about health. In the Health Committee, expert after expert told us that obesity is one of the greatest threats to the health of the nation, particularly among children. One in five children leaves primary school overweight. Obese children are more likely to grow into obese adults, with the associated health risks that that brings, as well as the cost to the economy. In the Health Committee we have also heard evidence on the quantities of sugar hidden in soft drinks. For instance, an average can of cola can contain nine teaspoons of sugar, or even up to 13.

I am therefore very happy that the Chancellor has been bold in introducing a levy on the soft drinks industry. That, in itself, sends a really strong message, rightly, about how unhealthy these drinks are, as my hon. Friend the Member for Chippenham (Michelle Donelan) said. I hope it will encourage manufacturers to reformulate their products. It will also raise some £520 million that will go to fund school sports. Despite the existing school sports fund, there is not enough sport in schools. Some children get to do sport for only one hour a week, and that is not enough for their health or for their academic achievement.

I look forward to the childhood obesity strategy that the Government are due to publish in the summer. I urge them to include in it more of the Health Committee’s recommendations: for example, its recommendations on controls on advertising and on promotion of sugary foods and its recommendations on giving greater powers to local authorities to ensure a healthier environment. A levy on sugar, or a sugar tax, is just one of the proposals that we put forward, and just one of the things that needs to be done to tackle the problem of sugar consumption and obesity.

Much in this Budget will be welcomed in my constituency, not least the tax cut that will mean that 1,854 people in mid-Kent are taken out of income tax altogether; the freeze in fuel duty, which is so important to rural areas; and a higher threshold for business rates, which will boost small businesses, hundreds of which will be completely taken out of paying business rates. The hon. Member for Ynys Môn might have laughed at the freeze in beer duty, but it will be very welcome in my constituency, not just to beer drinkers, who may raise a glass to the Chancellor, but to Shepherd Neame, the brewery, which is the largest employer in my constituency, so there will also be a big boost for jobs.

I am glad that the cider industry in my hon. Friend’s constituency is benefiting as well. However, one of my local industries in this sector that did not benefit was the English wine industry. While beer and cider have been supported, I would like the Chancellor to give some support to the fast-growing English wine industry.

Farming is very important to my constituency, and I know that farmers will welcome the alignment of the national living wage and national minimum wage cycles. I am afraid that they will be disappointed, however, that there are no mitigations to help them to cope with increased labour costs, which hit fruit farmers particularly hard. May I ask the Government to keep considering how they can help farmers who have large numbers of employees to manage to pay the national living wage, which they very much want to do to, without going out of business?

Young people in my constituency can struggle to buy a home, because houses in the south-east are very expensive and not everyone is on a high income, so I think that young families will welcome the lifetime ISA to help them do so.

Unemployment in my constituency has more than halved since 2010. Stability and jobs are the best thing that the Chancellor has given the country, and this Budget will continue to provide them.

The UK expects to have the fastest growth of any G7 country, but the fact that the OBR revised down its growth estimate shows that we cannot be complacent. These are turbulent times and we need to be prepared.

Many of us would love to spend money on shiny new buildings, as past Labour Governments did, but unless we do that out of a balanced budget we will just pass debt on to the next generation. I have heard Labour Members complain about the savings that need to be made, but if this Government had not made difficult decisions to reduce the structural deficit, cumulative borrowing would have been on course to be £930 billion higher in 2019-20, and we would have been in a much worse position today.

I welcome this Budget for the next generation. It supports education, employment and businesses as the engines of growth, puts long-term stability ahead of short-term fixes, and sets Britain up for the future.

I am pleased to follow the hon. Member for Kingston upon Hull North (Diana Johnson). Among her negativity, I was pleased to hear her praise for the Chancellor and the funding that he is giving to Hull for the year of culture and for its theatre, in particular. I would like to visit and have a look. Hull got more from the Budget than we did in Taunton.

I cannot imagine that too many children listened to the Chancellor’s statement yesterday—no offence to the Chancellor—but if they had they would have heard that the school day for secondary school children is likely to get longer. That may not be welcome news for some children, but when they see what they are going to get, they will realise the benefits of it. I welcome the new funding provided for extracurricular activities, such as Mandarin, Chinese or music lessons and special clubs. I would like to talk to the Secretary of State for Education and put in a bid for her to teach children more about where their food comes from. I am working with local farmers on that, and we have a “Farm to Fork” event coming up. Our children could benefit a lot from such teaching.

I support my hon. Friend’s point about the benefits of an extended school day. One of the greatest divides between the state sector and the independent schools sector is how much extra is offered by independent schools after the main school day, so this is a very good initiative to narrow that gap.

Interestingly, when I asked one teacher at a school in the most deprived part of my constituency what single thing would make the biggest difference to the children’s lives, he said, “Extending the school day.” That gives them many more opportunities. They may not be fortunate enough to have such opportunities at home. If the parents are working, they may not be able to run around with their children to the after-school activities we all want our children to take part in. The Chancellor must have been listening because we now have this funding, which I welcome.

I welcome many of the other things connected with education in the Budget. A good education underpins everything we are doing to raise standards for our children. Ultimately, such an education will have an impact on the skills, businesses and opportunities we are so trying to encourage and increase. In Taunton Deane, we have great ambitions to do that. We are part of the way there, but we need to do more. I hope the Secretary of State will listen when I ask this: how about a university for Somerset?

Primary schools have scored well in the Budget, with the funding for sports provision doubling from £160 million to £320 million. I was a governor of a village school for quite a number of years, so I realise how difficult it is to provide good PE input. I welcome this funding because it will enable schools to get in outside coaches, have specialist PE classes and even to share a teacher with other schools. That point was made by my hon. Friend the Member for Mid Dorset and North Poole (Michael Tomlinson) and other colleagues.

It makes so much sense to get our children to take up sport because it will make them fitter and healthier, while the incidence of cancer, diabetes and all the other awful diseases increases for those who become obese. Upping the profile of sport in schools will also have an effect on mental health, about which there is an awful lot of data. Only this week, the launch of the mental health charter for sport and recreation highlighted the fact that physical activity is as effective as medication in treating depression. The money for the sport scheme will come from the tax on sugary drinks, which has been much mentioned today. The funding is welcome, but because we are tackling obesity, it also means there will be fewer such diseases and the NHS will therefore have more money to spend on other things.

The move to make every school an academy by 2020 will simplify the education system. We have two systems at the moment, so having only one will mean the system is much more dynamic. In such a system, the best schools will benefit with more freedom, and the schools that need help will get help from others. In many cases, that will be done through forming multi-academy trusts. The sharing of resources in such trusts will bring advantages. The Taunton Academy, which is part of a multi-academy trust, already receives such an input, including through sponsorship from our excellent Richard Huish sixth-form college. On that note, will the Secretary of State provide clarification about whether academies can take international students and offer higher education?

We have heard quite a lot about students doing more maths, including from my hon. Friend the Member for Chippenham (Michelle Donelan). Students may not fancy the idea of continuing to do maths to the age of 18, but maths is a must. This will not be highly academic maths, but the sort of user-friendly maths—reading balance sheets and all that kind of thing—that will help people in the world of work, and I welcome that.

I welcome the fairer funding deal mentioned by my hon. Friend the Member for Faversham and Mid Kent (Helen Whately). I, too, campaigned long and hard in Taunton Deane for fairer funding, because pupils in my constituency get, on average, £2,000 less than those in the 10 best funded schools. That is unfair, and I welcome the fact that that anomaly will be ironed out, as well as the extra funding announced by the Chancellor to speed up that introduction. Much in the Budget is designed to benefit the next generation, and for the sake of my three children, and indeed everybody’s children, I welcome that.

I also welcome initiatives to benefit the self-employed, who too often have been regarded as second-class citizens in our society. I will not refer to all those initiatives because I am running out of time, but we all know what they are, and they will be of benefit. In 2015, employment in the south-west grew faster than anywhere else in the country, but we must build on that with the better skills that we will get through better education. That is all referred to in this sensible, sensitive Budget, which is very necessary in a time of global uncertainty. We will build on a low tax, enterprise economy with a special emphasis on education as the building block. It is as simple as A, B, C, and I welcome it.

I wholeheartedly support the Government’s promotion of apprenticeships. I have been in discussions with many local businesses, schools and colleges about the value of apprenticeships and the opportunities that they offer young people. Although many businesses, such as the huge accountancy firm Albert Goodman, get it, many really do not. To address the lack of understanding about the matter, I am holding an event, to which I invite the evangelical Minister so that he can spread his passion to help the economy.

I or one of the Ministers will be happy to meet the hon. Gentleman. I remind him that in the previous Parliament we put in an extra £5 billion into the system to build new places, and we have committed another £7 billion for new places across the system. Of course, his own party took out funding for 200,000 places at a time of growing pupil numbers.

In a similar vein to questions from other hon. Friends, may I point out that pupils in Taunton Deane receive £2,000 less than the average per pupil nationally? I have the backing of thousands of teachers and parents on a petition for our fairer funding campaign. Can I give them any indication from the Minister that they will be listened to?

Thank you, Mr Deputy Speaker.

I congratulate Blandford school, in my hon. Friend’s constituency, on its initiative. There are indeed many people who can inspire pupils of all ages by telling them about the career choices that are available to them. I know my hon. Friend’s three daughters well, and I know exactly who wears the trousers in his household.

Let me now make some progress. I was talking about seniority. As we know, women are still less likely to progress up the career ladder. They represent 47% of the work force, but only 34% of managers, directors and senior officials. We also know that women are sometimes not as well paid as male colleagues even when they achieve similar seniority. That may, of course, be the result of direct discrimination—which, as I have said, is already illegal—or it may be more subtle, and reflect, for example, men's greater willingness to negotiate pay rises. Either way, on this issue, the existing legal protections have a clear role to play. However, I hope that I have made it clear that the causes of the pay gap are complex. The response from Government and employers must therefore reflect that complexity and avoid over-simplifying the issue, which unfortunately still happens. That is precisely why under this Government we are taking action on all fronts. It is why we are taking action to raise girls’ aspirations, to support women with childcare and to get more women up the career ladder.

Our efforts must start early. I am passionate about the work we are doing to raise aspirations in schools and to ensure that no child, regardless of their gender, race or background, thinks that some careers are not for them.

On that note, does my right hon. Friend think we should provide more careers advice in schools, particularly through businesses and engineering companies? Should not more advice be provided on science, especially in relation to the STEM subjects? We can then help women to progress up the career ladder in those areas where we have a gap, and perhaps role models would be helpful.

I thank my hon. Friend for her intervention. She might have seen an advance copy of my speech, because I am going to talk about careers advice. Perhaps I should just press-release it and then we could move on with the debate.

We are broadening the career aspirations of girls and young women by encouraging them to get into STEM-related careers through the “Your Life” campaign. As we have already discussed, we have also published new guidance for parents, “Your Daughter’s Future”, which we will continue to promote.

As hon. Members have said, support with careers is vital. That is why in December last year I announced a new careers and enterprise company, to be led by employers and independent of Government. That company will help to transform the provision of young people’s careers experiences. It will help to ensure that all young people, irrespective of gender or background, aspire to great things and know how to achieve them. I am delighted to inform the House that Claudia Harris, a former partner at McKinsey and a graduate of Harvard Business School, has been appointed chief executive. Claudia is exactly the role model schools and businesses need, with her passion for female leadership, her drive to excel and to make a difference. I should of course also mention the fabulous chairman, Christine Hodgson. As I always say, if you want something done well, ask women. That is nowhere more true than with the England women’s football team. I am sure we all wish them every success in tonight’s match.

Reference has been made to one of my predecessors, a Member of Parliament for Islington East. Perhaps, as the first woman to represent Islington South and Finsbury, I should point out that my constituency incorporates Islington East. There was a time in the 1930s, I must confess, when the good people of Islington East were so keen on women MPs that it once had a Tory representative—and she was a woman. Given what she was up to, it seems that she was not necessarily a traditional 1930s Tory: she was very interested in women’s equality.

Let me turn to more general matters. Those who will read the report of our debate may not fully appreciate this, but a large group of female Conservatives have been sitting together throughout, although not all of them have spoken. They have made one mistake, however, and I urge them to think about it. They are sitting on the wrong side of the Gangway. I am told that in 1997, when a large number of new Members arrived in the House, those who sat on the Government side of the Gangway were promoted, while those who sat on the other side were not. So girls, move over there so that you can get yourselves promoted. I am just trying to be helpful.

I do not think it would be a good idea for me to rise to that question. I have only 10 minutes, and I want to make some important points about equality, particularly women’s equality.

I think that, when the Equal Pay Act 1970 was passed, Barbara Castle was right to describe it as a

“historic advance in the struggle against discrimination in our society”.—[Official Report, 9 February 1970; Vol. 795, c. 914.]

Unfortunately, however, it has not stood the test of time. In those days, there was blatant and obvious discrimination between the sexes. It was easy for an individual woman to take her case to a tribunal, point to the man who sat at the desk next to hers and who she had realised was being paid more than her, and prove that she had been discriminated against; but time has moved on, and we now need legislation that is not simply reactive. We cannot rely on individual women to root out evidence of discrimination and take their cases to a tribunal. Besides, the process has never been more difficult, not only because tribunal law has become so complex—many cases continue for as long as seven years—but because tribunal fees are at such a level that it is no surprise that there has been a 79% drop in the number of equal pay claims. Those fees have rightly been described as a tax on justice.

However, there are more fundamental problems. I think that we need to look at a new type of legislation that has begun to be introduced and that can be very effective. Conservative Members had better take a deep breath, because I am about to mention the Human Rights Act, a proactive piece of legislation with a beating heart which could be moved to the centre of our constitution and ensure that work was done properly. Another proactive piece of legislation is the Bribery Act 2010. Under that Act, a company has to prove that it has structures in place to manage things in such a way that, if a person is bribing someone else, they are acting as a lone wolf and the company has done everything it can to stop it. It has resulted in a culture change in our companies, which is very much to be recommended.

A new equality Act could do the same thing. Our current Equality Act does not do that. It has failed to foresee the fragmentation of pay-setting, even within an organisation. It has the most ridiculous loopholes. For example, if I as a woman were to leave a job because I felt that I was not being paid properly and was being discriminated against, but I did not want to take the matter to a tribunal, and then I realised that, to make matters worse, I had been replaced by a man, who was not being discriminated against and was being paid more than me for doing the same work, I could not use that as evidence that I had been discriminated against. How crazy is that. We need to look again at some of these ridiculous loopholes.

It is to be applauded that we are looking further at pay transparency, but that is not in itself sufficient. The Equality Act is up for its five-year review. The Government have said that they are looking again at whether the Act has achieved its stated aims. The Under-Secretary of State for Women and Equalities and Family Justice has said that

“Parliament will consider this information before deciding whether to gather further evidence on how the Act is operating.”

However, it seems to me that we should introduce a new Bill. As Barbara Castle rightly said:

“I have no doubt that some employers will try it on…undoubtedly, pockets of discrimination will remain—unless women organise to put a stop to it.”—[Official Report, 9 February 1970; Vol. 795, c. 928.]

So let us do that. Let us organise and stop it.

A new Act should be proactive and not reactive. I strongly suggest that successful claims should trigger a mandatory company-wide audit, including proper job evaluation studies. That does not just mean listing what the women get paid, what the men get paid and what the different jobs are. We should be drilling down into companies and looking at what skills are being used, what the women are doing compared with the men, and seeing whether there is systemic discrimination in a company. It would be right for tribunals to be able to trigger that. It could be done before the case even gets to the tribunal, where there are negotiations before the case officially kicks off. However, it should also happen afterwards if a claim against an individual is upheld.

There should be a flipside to that. If a company has done a proper, deep and profound voluntary audit, that should be a prima facie defence against any equal pay claim. We need to do this by way of carrot and stick.

Other things need to be done. There has been a chilling effect on some negotiations because of widely publicised cases in which trade unions have negotiated with an employer to try to get rid of discrimination within a company and to introduce equal pay, only to find that many of the women feel that the settlement has not been sufficiently fair, and the trade union has ended up being sued itself. New legislation could include guidance so that everyone knows where they stand and where their settlement should end up when trade unions and employers negotiate. That again could be a prima facie defence against any equal pay claim.

At the moment, legislation is too complicated, and the tribunal process is too obscure, too difficult and takes too long. It seems to me that many people are running away from using our tribunals and any legal process to enforce equal pay. Good as it was at the time, it seems that the 1970 Act is not fit for the 21st century, and we need to look at it.

Not only should we have new codes of practice so that the parties know what is expected of them, but we need to streamline our tribunal process and bring in experienced, senior judges to adjudicate more complex claims—those cases where preliminary issues get appealed and go back to the tribunal, and then another preliminary issue is taken up and appealed. For that reason, these cases can take seven years. It is not right. The current process is not fit to do what we want it to do.

We should look again at introducing questionnaires. Why have the Government stopped the process whereby, if a woman makes a claim against a company, the company is supposed to answer a questionnaire to give proper information on the practices within the company? The Government said that they were cutting red tape. That is one way of looking at it, but another way is that they disempowered women from taking their equal pay cases to tribunals. If we are looking again at what we should do with tribunals, we should reintroduce the questionnaire. We can make it two pages if we are worried about it being red tape, but we must ensure that that short-form questionnaire includes important information such as, “Has the company been sued before? Have you done a proper audit? When did you last do a proper audit?” Women will know exactly where they stand before they begin the process of taking a case to a tribunal.

I have talked about the ridiculous loophole whereby if I am replaced by a man I cannot use that as prima facie evidence to show that I was discriminated against. I feel very strongly about this issue. I have written extensively on it. For those who are interested, I have written on “Comment is free”, there is a long article in the New Statesman, and those who are really techie can go to my website.

A new Act will not, of course, solve all the problems. We cannot have equality without proper flexible working. I say that as a mother of a precious daughter, but also of two precious boys. I want my boys to be fathers and to be able to look after me when I get old, and to be able to balance their work and family life, and for their family life to be as important to them as it will be, I hope, to my daughter. When we talk about women’s liberation, we must not leave the men behind, because this should be about the liberation of all of us. Flexible working is very important for us all.

We should also look at the fact that women tend to cluster in certain professions. We may have left the kitchen, but we have not gone very far. The majority of us still do things like cleaning and cooking, secretarial work, nursing and looking after children. Those are the main sorts of work we do, and, guess what, it is seen as women’s work and, guess what, it is not paid as well as men’s work. We have to look at that if we are serious about equal pay. The importance of proper careers advice for boys and girls has been mentioned, and understanding the careers available in STEM subjects is particularly important.

These are long-term goals. Right now we need a new equal pay Act. Let us be radical; let us not be afraid; let us get on with it.

I congratulate the hon. Member for Inverclyde (Ronnie Cowan). I am so pleased to hear that his constituency is open for business and I am delighted that he is living out his early dreams by finally getting into politics. He speaks passionately about his area and I know that he will speak up for it well while he is here. I also want to congratulate the other Members who made maiden speeches today. We had two excellent speeches from the two Bs, Bermondsey and Bury St Edmunds—the hon. Member for Bermondsey and Old Southwark (Neil Coyle) and my hon. Friend the Member for Bury St Edmunds (Jo Churchill). I know that they will both be a working part of the operation of this Chamber and I welcome them.

I also want to congratulate everyone who has contributed to today’s debate. I speak as a woman who not only set up my own small business in my constituency some 12 years ago but has juggled work for large companies and corporations, including the National Farmers Union, the BBC and ITV, with family life since leaving university. Yes, that was a long time ago, but all that has happened since. I am now the first female Conservative MP for Taunton Deane, so I have a particular interest in today’s debate, as do many other Members.

I particularly want not to be negative but to highlight that although there might be a long way to go with differences in pay between men and women, we have made enormous strides. More women are in work than ever before, 14.4 million nationally, and there are more women-led businesses than ever before. To prove that point, in Somerset there are 1,957 women members of the Federation of Small Businesses, with 577 of them within the Taunton postcode area.

I want to focus especially on the growing surge in women running their own businesses, which, of course, puts them in control of their own pay. Some 20% of small and medium-sized enterprises are either run by women or are women-heavy—and by that I do not mean anything about weight: I mean, of course, that they are predominantly run by women. SMEs led by women contributed £75 billion to the economy in 2012, which was the latest figure I could find.

In my experience in Taunton Deane and through joining and working with a range of women’s business groups, women-centric businesses are growing and they are successful. The Government must do all they can to enable and encourage those businesses to grow. Let me give just one example of a very successful small business in Taunton Deane. It is called Mastergen and is in a very rural location, in the village of West Bagborough. It is a women-only company made up of six women. The managing director is Alison Dunphy, and I spoke to her earlier for an update on how they are doing. I am pleased to report that the company is doing well. It specialises in supplying quality dairy and beef genetics to farmers throughout the UK. To the uninitiated, that means bull semen, and very important it is too. So successful is the company that turnover has doubled in under nine months and the company won the Taunton business incentive award last year.

My hon. Friend’s comments bring me on to an issue that I want to raise. In my constituency of Berwick-upon-Tweed—another B—we are all to a man very proud to support the Bronze family, who have spent years travelling hundreds of miles each week to help their daughter Lucy fulfil her passion for football. That young woman is now kicking winning goals for our England women’s team and hopefully will do so again tonight against Japan. I hope that Members will keep their fingers crossed. Does my hon. Friend agree that we should encourage the lottery sports fund to focus on investing in sports clubs and facilities that are committed to investing in girls’ sports such as cricket and football? I ask because the subject of bull semen leads us to the male sports, and in cricket and football we are seeing spectacular results from our female players—

I thank my hon. Friend for her interesting intervention. I do not know whether she knows this, but my daughter played cricket for Somerset, so I am very keen to promote women’s sports. Indeed, during my campaign, I became very involved in promoting women’s sports down at the football ground with our Taunton football club. I urge the Government to do exactly as my hon. Friend suggests as much is to be gained from incentivising and encouraging women’s sports.

The women in that bull semen company, many of whom have children, work effectively, intensively and flexibly. Flexibility is the key for women in the working world, and we need to give them the tools to get the job done. I am pleased that a number of my hon. Friends mentioned flexibility earlier in the day and I am confident that the Government are supplying the tools in an increasingly thoughtful and practical way to enable that to happen.

Women, with their talent, are a key to driving this country’s economic success. Obviously, the more successful the economy, the more pay will rise and the more women will benefit. Of course, women’s pay must always be equal to that of men across the board, and our female children—to join the team, I have two girls aged 23 and 20—should never have to think about whether they might be paid less than men. We really do need to get those girls, who are so good at taking their exams, into science, engineering and even manufacturing—all areas that have been highlighted today.

I praise the Government’s recent moves to modernise the workplace by introducing rights to more flexible working for employees, which will increasingly help women, and I also very much welcome the 20% support for childcare costs for up to £10,000 a year for each child.

Does the hon. Lady accept the point made earlier by one of my colleagues about the Fawcett Society’s research suggesting that 85% of cuts to benefits, tax credits, pay and pensions have a greater impact on female members of the household than on their male counterparts, and that that has a substantial impact on child poverty figures and women’s ability to move on in the workplace?

That is why we need to get the economy moving to improve all those areas and why childcare support is so important in helping to top them up. That support is very much welcomed by all the women I speak to.

I welcome the introduction of 15 hours a week of state-funded early education for three and four-year-olds. Although I welcome that support, I know from speaking to a range of women in work that many of them are calling for it to be introduced when children are even younger, to enable those women who want to do so to get back to work sooner. I support my hon. Friend the Member for Portsmouth South (Mrs Drummond), who said that we must recognise those women and even fathers who want to stay at home to bring up their children, because nothing is more important than what we do for our children in bringing up the next generation.

Of course, the hon. Lady is absolutely right: such decisions—whoever makes them on behalf of their family—should be in their family’s best interests. Some women may wish to work part time and take advantage of tax credits. The difficulty is that they need to work 16 hours a week to get tax credits. Is there not a problem therefore with offering only 15 hours childcare, particularly as children have to be dropped off and picked up again?

The hon. Lady makes an exceedingly good point, and it is something that we should throw into the mix.

In my constituency, the gender pay gap is the lowest on record, due largely to the progress made during the last Government, because the economy in Taunton Deane has really improved. The disparity between men’s and women’s pay is relatively small at 11% and, with the actions being taken by this Government, is coming down all the time, which, of course, I welcome.

I am pleased that the Government are taking this issue seriously. I see some people shaking their heads. The figure is still too high, but I am confident that, with the measures that the Government are putting in place, the gender pay gap in my constituency and elsewhere will continue to come down, and I shall be pressing to ensure that that happens. I have an all-women political team, both in London and in Taunton, and they are of mixed ages—some older, like me—so we are addressing the issue that was raised earlier. Indeed, with the glorious flood of new, young—and not so young—female blood coming into the House, I am sure that we will all work on this very important issue together.

If the SNP wants to help business in Scotland, it should look at deregulating much more. In many of the areas that are devolved to Scotland, whereas the UK Government have been working hard to cut regulation, the Scottish Government have been working hard to boost regulation. Deregulation is one of the best ways to help productivity and growth in Scotland.

The second phase of the connecting Devon and Somerset superfast broadband programme has not been signed this week, and this could have an enormous negative impact on the economy of my constituency, Taunton Deane. For example, one business, the British Association for Shooting and Conservation, has recently moved from Staple Fitzpaine, taking eight rural jobs with it because it had no broadband. Please will the Minister intervene urgently to ensure that this vital service is provided not just for Taunton Deane, but for the whole of Somerset?

I am delighted to welcome my hon. Friend to her place. Within weeks of arriving here, she is already proving that she will be a champion for her constituents, particularly on this issue. I am delighted that 52,000 premises in her constituency have superfast broadband. Another 10,000 will get it and I will continue to work with her and all MPs in Devon and Somerset to ensure that the broadband roll-out programme goes to plan.
