I meet my right hon. Friend the Secretary of State for Scotland and counterpart Ministers in the Scottish Government on a regular basis to discuss devolution of welfare programmes to the Scottish Government.
Last week’s Budget saw one of the most iniquitous measures proposed by this Government, which was to cut the personal independence payment for 40,000 disabled people in Scotland. When did the Secretary of State for Scotland, and Ministers, first realise that that was the wrong thing to do? Was it around the Cabinet table, during the Budget statement or on Sunday when the Prime Minister was forced to backtrack?
The Government’s position on PIP and disability reforms is clear, and was announced by my right hon. Friends the Secretary of State for Work and Pensions and the Chancellor.
Will the Secretary of State tell the House and the people of Scotland when he realised that those cuts were wrong, or was he planning a resignation over the weekend?
As I have said, the Government’s position has been made abundantly clear. If the hon. Gentleman missed the statement by the Secretary of State for Work and Pensions on Monday, I will be more than happy to share it with him again.
I start by echoing the comments of the Secretary of State and the leader of the Scottish National party, and pass on my heartfelt condolences to all those involved in the events in Brussels. We will defeat terrorism, but, as the Secretary of State said, it will take solidarity and resolve.
Last night, the House passed a Budget that was unprecedented. It contained a £4.4 billion black hole after the Chancellor was forced to reverse his decision to cut personal independence payments. The Government’s long-term economic plan is turning into a long-term economic scam. These savage cuts, following the £1,500 a year reduction in the employment and support allowance work-related activity group, affect over 60,000 Scots. Those cuts would have gone through had it not been for the resignation of the right hon. Member for Chingford and Woodford Green (Mr Duncan Smith). Will the Minister guarantee that, when the Chancellor returns with revised public spending, no cuts will fall on the disabled and the most vulnerable?
I thank the hon. Gentleman for his comments. I welcome his comments with regard to my right hon. Friend the Member for Chingford and Woodford Green (Mr Duncan Smith). The Government have been very clear that we are not proceeding with the changes and we will not be seeking an alternative offset in savings.
It is clear from that answer, and from the previous answer, that the Government now have absolutely no idea what to do. They are creating untold anxiety for the people in Scotland who are affected. Let me remind the House what the former Secretary of State said: that the cuts in the Budget risked dividing society, put pounds ahead of people and were distinctly political rather than in the national economic interest. Does the Minister agree with her former Cabinet colleague, and many on her own side, that the cuts to disabled people in Scotland are not defensible? Does she want to take this opportunity to apologise, on behalf of the Scottish Conservative party, to the tens of thousands of vulnerable and disabled Scots affected by this shambles?
I reiterate that the Government’s position is fundamentally clear: there will be no further changes to disability payments. The hon. Gentleman will have realised that last night the Budget was passed by the House. That was right and proper. He, of all people, should recognise that the Government are delivering on the Smith commission and devolving powers to the Scottish Government. We look forward to working with the Scottish Government on welfare reform and the delivery of employment and support programmes for the benefit and the betterment of the Scottish people.

Commons Chamber9. What recent discussions he has had with the Secretary of State for Work and Pensions on the effects of the Government’s welfare programme on social and economic inequalities in Scotland.
On behalf of the Secretary of State for Work and Pensions, I meet the Secretary of State for Scotland on a regular basis to discuss the devolution of welfare programmes to the Scottish Government; at a meeting just yesterday we discussed the ever-improving labour market in Scotland. I also have regular meetings with my counterparts from the Scottish Government and we have a joint ministerial working group. I will be speaking tomorrow to the Scottish Ministers with responsibility for fair work, and for children and young people.
The Smith agreement devolved employability funding and services to Scotland, but then the autumn statement cut funding for it by an eye-watering 87%, so that the Scottish Government now have only £7 million with which to deliver those services. Notwithstanding the general acceptance that this was a politically motivated decision, what does the Minister have to say to my constituents, who live in one of the areas of highest deprivation in the whole of the United Kingdom and are, after all, the people this will have the largest impact on?
I start by hoping that the hon. Lady will welcome the fact that in her constituency the claimant count has decreased by 49% since 2010. We have record levels of employment in Scotland. There will be greater devolution for the Scottish Government in welfare, and we would be particularly happy to have discussions with them on employment programmes. Many of those will look at how we take these programmes further to support those who are out of work in Scotland but desperately want to work.
As a result of the changes from disability living allowance to the personal independence payment, thousands of Scots are losing their rights to Motability vehicles. That is particularly devastating in rural areas, where accessible public transport may be limited. Will the Minister end this iniquitous policy?
As I have said, there will be new powers under the devolution deal, which will also include top-up payments; this is still very much based on welfare payments as well. It will be down to the Scottish Government in particular to get on and start making some of these decisions. They have got the powers coming to them so they will have to start deciding how they want to use them.
It was thanks to Labour peers that the Government’s initial cack-handed and unfair cuts to tax credits were brought to an abrupt end, but we now know that the Government want to introduce new changes to income disregard which will leave 800,000 people on tax credits across the United Kingdom worse off come April. Can the Minister tell the House how many people in Scotland will be affected?
I will say, as I have previously said when the House has discussed the issues of welfare reform and welfare changes, that we have the Bill going through the other place right now and the changes we are making are to bring fairness and stability to the welfare bill in this country. We know, and we have made it clear, that despite the figures that the hon. Gentleman and the Labour party leverage constantly, people will not be affected and the right kind of transitional support will be put in place.
5. What steps the Government plan to take to increase the level of employment in Scotland.
The employment rate in Scotland has never been higher, and it now stands at 74.9%. Our employment support offer will build on that, recognising the changing labour market environment, while delivering value for money to the taxpayer.
Erewash has many great examples of businesses whose commercial operations north of the border help to sustain jobs locally, including Rayden Engineering and West Transport. Does the Minister agree that Scotland not only supports jobs for its own population, but creates a great deal of employment across the rest of the United Kingdom?
My hon. Friend is absolutely right to say that record levels of employment in Scotland have clearly benefited her constituency, as there is a crossover in employment opportunities between her constituency and Scotland. With our growing economy, and the strength of our economy, those levels will continue to grow and grow.
Under the SNP Scottish Government, Scotland’s youth employment is at its highest level since 2005, and is 7% higher than that in the rest of the UK. Can the Secretary of State reassure me that he will make representations to the Secretary of State for Business, Innovation and Skills to ensure that Scotland receives a fair share of funding from the apprenticeship levy?
I did not fully hear the hon. Gentleman’s question, but I will certainly take it away. I understand that the Department is already looking at that matter.
It is a very serious situation if Ministers cannot hear the questions. It is also a considerable discourtesy to the people of Scotland if, when we are discussing these important matters, questions and answers cannot be heard. Let us please try to have a bit of order.

Commons Chamber2. If he will make an assessment of the effect of benefit sanctions on (a) levels of poverty and (b) social cohesion in Scotland.
All evidence shows that work is the best route out of poverty. This Government have taken action to reform the welfare system to support people to come off benefits and get into work.
May I ask the Secretary of State for Scotland for an urgent review, as recommended by Citizens Advice Scotland, of the 323% increase in requests for food parcels in the past four years owing to the main triggers of benefit sanctions and benefit administration?
I return to the comments I have just made. The best route out of poverty is to increase work incentives and to support employment opportunities—having a job. To do that, we need a Government with a long-term economic plan that secures employment prospects for the country as a whole.
Since the question about having a review will not be answered, is it not time that the powers were transferred to the Scottish Parliament to carry out this pressing and urgent review of the increase in the use of food banks in Scotland?
Welfare powers will, of course, be devolved to the Scottish Parliament, so it will be up to it to use them effectively as it sees fit.
I agree with the hon. Member for Glasgow Central (Alison Thewliss), because yesterday I also met Citizens Advice Scotland, which told us that more than 200 people a day were being sanctioned by the Department for Work and Pensions and that 100,000 children were being affected. Will the Minister please answer the question? Why will she not instigate a full review of the sanctions regime, as recommended by the Church of Scotland?
When it comes to sanctions in particular, individuals are asked to meet reasonable requirements to take into account their circumstances, which is right and proper when people are looking for work and employment. [Interruption.] I see SNP colleagues laughing at the prospect, but we are all about supporting individuals into the employment market. As we have seen, 70% of jobseeker’s allowance recipients say that the system of sanctions and conditionality leads them to engage positively with the support on offer to help them into employment.
3. What recent discussions he has had with the First Minister of Scotland on the Government’s decision to end new subsidies for onshore wind farms by April 2016.
8. How many young people aged between 16 and 24 in Scotland are not in employment, education or training; and if he will make a statement.
Latest figures show that the number of NEETs aged 16 to 19 in Scotland in 2014 is down by over 8,000 to its lowest level since comparable records began in 2004.
Figures from the Scottish Government show that 59,000 young people are unemployed in Scotland, the largest number for any age group, and many are not able to access either a job or training. What is being done to address that?
The hon. Lady raises a valid point, and the Department for Work and Pensions has helped young people in Scotland through a range of initiatives such as the new enterprise allowance and sector-based work academies as well as the Work programme. I am pleased to take further the Chancellor’s announcement in last week’s Budget that the Government are determined to support young people in Scotland and across the UK by introducing a youth obligation.
The Minister will be aware of Scottish Government plans to increase the number of modern apprenticeship places in Scotland to 30,000. How will the new apprenticeship levy announced in the Budget operate? Will it deliver additional resources to the Scottish Government to invest in apprenticeships, and does the Minister have an estimate of how much new money will be available?
The details of the policy will come forward in due course, but it is commendable that across the UK this Government are supporting the creation of 3 million new additional apprenticeships, which just goes to show that we are investing in our young people and supporting them as they get closer to the employment market.
9. What progress has been made on implementation of the recommendations of the Smith commission.
10. What discussions he has had with the Scottish Trades Union Congress on trade union reform.
As part of the trade union reform process, Department for Business, Innovation and Skills Ministers will invite the Scottish Trades Union Congress to discuss the Bill. This Government are committed to modernising trade union law. The Trade Union Bill to be introduced later today will introduce a balanced package to ensure working people are not disrupted by strikes without sufficient mandates.
The Minister confirms that the largest part of Scottish civic society has not yet been consulted on the Bill. Is that perhaps characteristic of a Government with a casual approach to legislation, or is it simply an ideological attack on those who stand up against exploitation?
In contrast to the bluster, we are all about reforming and modernising trade union rules and, as I have just stated, BIS Ministers will invite the Scottish Trades Union Congress to discuss the Bill further.
