I agree entirely with my hon. Friend, who has, in a nutshell, summed up the debate—perhaps I should sit down now—and that is the reason why I have secured it. Put simply, the sacrifice is unique and special. In Wales, we value the contribution that the armed forces make to our freedom. Joining the forces is not a decision that we can take lightly, as my hon. Friend has just said. It is a way of life. It will affect family and friends. Therefore, it is vital for those who seek a career in the armed forces to have all the information and advice possible available to them.

When I visited the careers office in Cardiff, my experience was that young people, particularly those from the valleys, see the careers offices in places such as Abergavenny and Pontypridd as opportunities to learn lots of information about the great jump that they will make in joining the armed services.

I thank my parliamentary neighbour; I am pleased that both my parliamentary neighbours have intervened on me. On the flip side, people who are not sure might think that the armed forces are not for them, so careers offices are a good facility to ensure that we recruit exactly the right people. I agree with my hon. Friend.

As I said, the armed forces are not something people sign up to online after half an hour of looking for jobs on Google or any other, job-related website and thinking, “Ah, that’s a good idea.” No, it is much more serious than that. Having a point of reference on the high street is vital. Over the years, Army recruitment offices have served Wales and the UK. Also, for the parents of potential recruits, it can be comforting to know that they will have someone to talk to about the career choice that their son or daughter is about to make. Army recruitment offices are familiar and proud features of our high streets right across Wales and Britain. They are a focal point for any young person considering the armed forces as a career.

The Ministry of Defence recently revealed that seven out of 12 Army careers offices in Wales have closed or will close by the end of next month. We are now without an Army careers office in Pontypridd, Abergavenny, Carmarthen, Haverfordwest, Rhyl, Aberystwyth or Bridgend. If we spoke to people in those communities, I am sure that the majority would know where their Army careers office was based. They might walk past it on their way to work, but it was always there. Some of them may even have popped in for a chat about what life in the armed forces is like.

As we move through life, national service becomes a dim and distant memory. Our forces’ footprint is getting smaller all the time. The closures mean that Army life is becoming much more remote. Recruitment offices in south Wales are now consigned only to major areas such as Cardiff, Newport and Swansea. In north Wales, only the offices in Bangor and Wrexham remain open. The thing that I find most disappointing is that the closures were carried out with no formal ministerial announcement and were discovered only following parliamentary questions tabled by my hon. Friend the Member for Pontypridd (Owen Smith).

I listen to what the hon. Gentleman says, but the programme is due to accelerate in 2013, and we will continue to work closely with the Welsh Government through the Wales Office and Broadband Delivery UK so that sufficient and appropriate measures are in place to ensure the funding is ring-fenced and monitored in order to try to achieve the objective. Further progress is needed, and I hope by referencing those points I have demonstrated that we are determined to make progress where needed.

The alternative ways in which potential recruits may now gain information about joining the Army, coupled with the national recruiting centre, will to some degree reduce the reliance on a high street presence. Capita will introduce a wide selection of contact channels to Army careers centres, including access to digital communication through social media, to meet that need.

Of course, at times there is no substitute for a face-to-face discussion, particularly for a life event as significant as choosing a military career in the service of one’s country, which is why the 73 Army careers centres will be retained. The centres will be spread across the United Kingdom to ensure that more than 90% of the population is within reasonable travelling distance, which is assessed to be less than an hour by car.

The hon. Member for Islwyn asked how we will address particularly rural locations, which is a fair point, but each of the Army’s regional brigades will have its own mobile recruiting unit to provide additional cover for rural locations in situ if there is assessed to be a particular need. So we are not relying purely on modern IT and the fixed Army careers centres. As part of the package there will be mobile teams that can take advice out to potential recruits, rather than asking them to go online or physically go to a centre. I hope he accepts that we have thought about that in some detail.

Army careers centres will be used for walk-ins off the street, for nurturing and supporting personnel as they proceed through the recruiting process and for formal interviews for both Regular Army and Territorial Army candidates.

I hear what the Minister is saying about recruitment via the internet. Blaenau Gwent in the heads of the valleys is a good recruiter for the Army in particular, and it is about an hour’s drive down to Cardiff, depending on the route, I seek assurance that there will be a sustained campaign from the mobile units to ensure that young people in the heads of the valleys get a good chance to join the services.

I believe we will still be able to give people a good chance to join the services, which, after all, is what we want. We will have what one might call modern IT methods for gaining information and registering interest. There will still be fixed Army careers centres where people can go to talk about recruitment face-to-face, and there will also be the mobile teams. Where those mobile teams are deployed will be partly down to the experience of recruiters, but the capability is available to go out to people where we believe that that would benefit both them and the Army. If we did not have that capability, the hon. Gentleman might rightly criticise us for not having it, but the fact is that we have it and we intend to deploy it to good use.

The fixed Army careers centres will be manned by a mix of military and civilian staff, whose combined roles will include visits to education establishments and other local liaison activities. That will allow military personnel to spend most of their time face-to-face with potential recruits, rather than on administrative tasks that can be best managed on a centralised basis. Service personnel will continue to be at the front end of the recruiting process. It is less an outsourcing of recruiting, as some have characterised it, and more of a partnership between the Army and Capita. The Army will still be an integral part of the process.

We have heard during this debate that offices in Abergavenny, Pontypridd, Bridgend, Carmarthen, Haverfordwest, Aberystwyth and Rhyl will all be closed by the end of next month. Indeed, some of them have already closed, although not all the closures were due to the recruit partnering project per se. Army careers centres will continue to exist in Bangor, Wrexham, Swansea, Cardiff and Newport to provide guidance and advice as required.

I assure the hon. Gentleman that all the closures have been managed properly and in accordance with best practice. About 300 civilian staff employed in the old offices across the United Kingdom had the opportunity to transfer to Capita, and many chose to do so. Others chose to apply for the Ministry of Defence’s voluntary early release scheme. Full and proper trade union consultation took place throughout the process. As I know that he has a background as a trade union official, I am happy to assure him, before he asks, that TUPE applied.

Members will know of the Army’s intent to raise the trained strength of the Territorial Army to 30,000 by 2018 as part of the Army 2020 transformation. I have a particular interest in the process as the Minister who will effectively be in charge of it on a day-to-day basis and because I served in the Territorial Army in the 1980s as a young infantry officer. We trained for a different war in those days—really for one scenario, world war three—so I was never mobilised for active service, I was never shot at other than in training and I have no medals, but I have the Queen’s commission on my wall at home, I have worn the uniform and I understand the ethos. I hope that the hon. Gentleman will accept that it is personally important to me.

The recruit partnering project is key to success, and I assure hon. Members that I have been taking a personal interest in how the Army are gearing up to meet the challenge. I am keen to ensure that all measures are taken to create the right conditions to grow the Army’s reserve. On Monday, I met with the Adjutant-General and his team at Pirbright as well as with senior officials at Capita, including Shaun King, its business director, to be briefed on how the process will operate. I spent some hours going in detail through how it is intended to work, so that we can meet our objectives, including having 30,000 trained members of the Territorial Army by the target date of 2018.

May I press the Secretary of State? Will he tell us more about the relationship between the European Union training mission and the French military mission? Will he also tell us what is happening to the Sentinel security system, which was going to be cut under the strategic defence and security review? Will it be reprieved?

To answer the last question first, the ongoing use of Sentinel is not currently funded beyond 2015. It remains one of the candidate programmes for the—[Interruption.] The hon. Member for North Durham (Mr Jones) cackles from the Opposition Front Bench, but he was a Defence Minister in the previous Government who left us with a £38 billion gap between the equipment they had ordered and the budgets available to pay for it. We are having to prioritise and identify the programmes that are most important to maintaining Britain’s national security. Sentinel is a candidate programme for funding after 2015, and we will continue to look at its run-on costs and whether we can justify the investment in them.

We are normally slightly circumspect about commenting in the House of Commons on special forces, and particularly on special forces operations, for reasons that the House will understand very well. In principle, however, as we look to rebalance the size of the armed forces—both regular and reserve—we will clearly look at our special forces requirements in the light of that exercise.

This is a perennial challenge in any country where narcotics cultivation is a core part of the economy—to develop sustainable alternative forms of economic activity that provide a livelihood for peasant farmers which can compete with the returns available from narcotics. That is a big challenge for the Afghan Government. We are putting a lot of investment into helping them with that challenge and counter-narcotics will be a continuing strand of our involvement with Afghanistan well beyond the end of our combat operations in 2014.

I congratulate my hon. Friend the Member for Birmingham, Edgbaston (Ms Stuart) on securing this important debate. As a member of the Select Committee on Defence, she has considerable knowledge of such matters and it is interesting to hear her views on the issue.

Unmanned aerial vehicles can play a crucial role in keeping our servicemen and women on the front line safe. We know that the military operate in a hostile environment on the front line in Afghanistan, and convoys provide a target for rebels and improvised explosive devices. However, with the ability to scout their route with surveillance drones, commanders on the ground can avoid potential hazards quickly. Drones can also take the place of human pilots when carrying out dull, dangerous or dirty jobs, such as repetitive reconnaissance work, surveillance in hostile territory, or flying through areas where chemical or biological weapons have been used.

We can acknowledge that drones save the lives of many in our armed forces, but we must accept, as others have said, that there are civilian casualties and deaths from drones. That is principally an issue in Pakistan, and as “Panorama” reported yesterday, it affects real people, young and old, and has an indelible and devastating effect on their families and local communities. Therefore, drones must be used in accordance with international law, with every effort made to minimise civilian casualties.

I point to the Medact report that was launched a few months ago in the House of Commons—I was involved in that—which says that the weapon is not damage-free for users. We now have significant medical evidence from monitoring the psychological effects of drones on those who are engaged in their use. Although it initially appears to have no effect, it undermines psychological well-being.

My hon. Friend makes a fair point. More research must be done in this field. It could be very important.

Like regular manned aircraft, drones come in many shapes and sizes. I understand that the Global Hawk has a wingspan of 116 feet, while the technology is developing so quickly that we may soon see drones the size of insects. What is going on is incredible. Things are moving very quickly. The US air force now has more flight hours with drones than with manned aircraft. This innovation will see all branches of the armed forces benefiting from the technology. It has been reported that the Royal Navy is investigating the development of marine drones to detect mines in important shipping routes.

Developments in the military sphere can also lead to changes in routine or unpleasant jobs in civilian life. We read that old silos in Sellafield that were sealed off and left undisturbed since the 1950s are finally being examined by scientists using drone technology. Who knows what we could learn from those important investigations? Difficult or repetitive tasks, such as patrolling borders or monitoring weather patterns, could also be made easier.

With important work being done on the front line and potentially life-saving developments in the pipeline, this technology offers significant capability and may soon offer a range of important domestic applications, so it is essential that we have an open debate about both the ethics of drones and their practical deployment. This is an important debate, and I am glad that we are starting to have it.

I thank my hon. Friend for his kind remarks. It has been a long journey, but I believe we are nearly there. On his wider question, it is current Ministry of Defence policy to offer all military deployable MOD civilians and other entitled personnel the opportunity to provide reference samples suitable for DNA analysis. This is entirely voluntary and is to enable identification post mortem, should that unfortunately be required. The policy is under review, and I can confirm that the United States position is being considered. I expect this work to be complete by spring 2013.

I am grateful to my hon. Friend. He is absolutely right. As we build our Army reserve to a level of trained strength of 30,000, it will be essential that we capture the skills of regular Army leavers, not just to help us with the numbers but because of the resilience that they will give to reserve forces. I promise him that that is what we will do.

Following Labour’s lead, employers such as John Lewis and O2 will guarantee to interview veterans applying for jobs. Will the Minister introduce this scheme to all public sector employers?

One of the tasks that we have asked Lord Ashcroft to undertake is a discussion across Government and the wider public sector to see what more we can do to ensure that service leavers have the very best opportunities in relation not only to employment but access to benefits and social housing—all the other things that they need. I assure the hon. Gentleman that from my knowledge of Lord Ashcroft I am sure he will do this extremely thoroughly.

My hon. Friend will have to take up issues about the allocation of budgets between Departments with the Chancellor the Exchequer, but I can tell him—because his comments appear to be drawn directly from the leaked letter from the colonel of the Royal Regiment of Fusiliers—that he is simply wrong to describe the Royal Regiment of Fusiliers as one of the best recruited regiments in the Army. If we look at the position over a 10-year period and at the demographics going forward, along with all the other issues that the Army has set out as criteria to be taken into account, the conclusions are clear.

Brave men and women of the 2nd Battalion the Royal Welsh, who want to serve our country, have been badly let down today. Instead of giving us warm words, can the Secretary of State tell us what concrete steps will be taken to support sacked soldiers into the job market, given the massive scale of the cuts?

Nobody is going to be sacked as a result of today’s announcement. The brave men and women serving in the 2nd Battalion the Royal Welsh will continue serving in the 2nd Battalion the Royal Welsh, and when it is withdrawn, many of them—probably most of them—will be absorbed into what will then become a single-battalion Royal Welsh Regiment. We have well established arrangements in place for supporting those who leave the Army—70% of those who left in the last tranche of redundancies were volunteers, who had asked for redundancy—and we hope to make them even stronger in future.

I am glad the hon. Gentleman has asked about the £38 billion black hole, because it has become folklore, but the Government have not produced any evidence to justify that figure. Let me quote from an excellent Defence Committee report—which I am surprised he has not read as he is a former member of that Committee. It says:

“We note that the MOD now state the genuine size of the gap is substantially in excess of £38 billion. However, we also note the Secretary of State’s assertion that the ‘for the first time in a generation, the MOD will have brought its plans and budget broadly into balance, allowing it to plan with confidence for the delivery of the future equipment programme’. Without proper detailed figures neither statement can be verified.”

We should also consider the evidence given to the Committee by the then Secretary of State. He promised the Committee he would give details, but the final report states, at paragraph 205:

“We are surprised that this assessment has not yet begun and expect to receive a timetable for this exercise in response to this Report.”

The £38 billion figure has been bandied around ever since it was spun out of Conservative central office in the election campaign. The Government have been asked on numerous occasions to justify it, but they have not done so. They should.

On the subject of wasting taxpayers’ money, the Government said last week that almost £39 million had been spent on preparing the carriers for “cats and traps” and the variant carrier aircraft, but the media says a quarter of a billion pounds have been spent. How much money does my hon. Friend think the Government have wasted?

As with the £38 billion figure, the Government are very good at not explaining their mistakes. The original figure was, I think, £37 million. It then rose to £39 million, but the MOD subsequently briefed that it was £100 million. However, some informed sources say that it could be upwards of £250 million. The Government should state how much was spent in respect of that disastrous decision, which was taken at a time when the defence budget was experiencing savage cuts. They seem to have swept this matter aside, however, as if it is not important.

As a good Unionist, I must emphasise that the carriers are being built by the United Kingdom, and that many English yards, as well as Scottish yards, are making a fine contribution to these outstanding ships. The best thing that I can say to my hon. Friend is that it is two thirds of a century since the United Kingdom built a warship outside the UK—that happened during the second world war—so the facts speak for themselves.

The Telegraph conservatively says that it is £250 million, but can the Minister say how much the bad decision to proceed with the F-35C cost? Surely this should include the costs of carrier conversion, too.

I can confirm what my right hon. Friend the Secretary of State has said on many occasions: as of the end of April, we had committed £39 million on conversion studies and a further £1 million on an air-to-air refuelling study. We do not think that the money has been wasted. Changing the variant was considered the best course of action under the SDSR, and these costs were necessarily incurred.

Yes. I am happy to say to my hon. Friend that I went to Brize Norton to see the new C-17 aircraft a couple of weeks ago, just a few days after it had been delivered. This aircraft will reinforce the vital, strategically important air bridge with Afghanistan, which is especially important at a time when the ground lines of communication through Pakistan are closed. In the longer term, the C-17 represents a step change in our capability to support operations, including humanitarian operations and disaster relief, and, very importantly, to support the aero-medical evacuation of wounded personnel back to the United Kingdom.

Given that there is clearly concern on both sides of the House, may I press the Minister on when we will get a full statement to Parliament on the future of our regiments, particularly the well-loved Welsh Cavalry?

The Chief of the General Staff is in the final stages of an analytical review of recruiting demographics and manning across the Army, looking at the future needs of the Army but also at the very important historical threads that run through the Army. As soon as we have completed that exercise, I will make a statement to the House, and I confidently anticipate that that will be before the summer recess.
