Commons ChamberThe policy to provide support for a maximum of two children helps to ensure fairness by asking parents receiving benefits to face the same financial choices as those in work. Safeguards are in place and we have made changes this year to make the policy fairer. Tackling poverty remains a priority. We are spending over £95 billion a year on welfare and providing free school meals to more than 1 million children.
We support disabled people into work through initiatives like the Work and Health programme, the Personal Support Package, and the new Intensive Personalised Employment Support programme launching at the end of 2019. Access to Work approved support for nearly 34,000 disabled workers last year, and we engage with employers through the Disability Confident campaign.
The 19% disability employment gap in Cheadle highlights our untapped talent and the challenge facing the Government in getting a further 1 million disabled people into work over the next eight years. Greater flexibility in working hours, managing time and accommodating medical appointments are just some of the ways to close the gap, but there is clearly more to be done. Does my hon. Friend agree that employers should be encouraged to think creatively about how to make work more accommodating to disabled people?
My hon. Friend is spot on. I was at Employability Day on Friday, celebrating, meeting disabled people who had got into work and, crucially, meeting employers who had often made very small changes. The key message was that it is a win-win. The 950,000 more disabled people who we have got into work are making a real difference to businesses that have taken those steps.

Commons ChamberIt is a pleasure to follow the hon. Member for Ellesmere Port and Neston (Justin Madders). I thank the hon. Member for East Lothian (Martin Whitfield) for securing this really important debate and for giving us the opportunity to discuss the issues that are faced by and raised by our constituents, who have disabilities both visible and invisible, which can be a barrier to their independence.
One barrier to independence should not be travel. The disability charity, Scope, in its report, “Independent. Confident. Connected.” found that 40% of disabled people often experience issues or difficulties when travelling by train in the UK, but there has been progress in transport accessibility in recent years, driven in no small part by the Equality Act 2010. However, I would like to touch on a number of issues that disabled or impaired residents of Cheadle still face. These issues remain a real concern and I would like to see them addressed.
We are all keen to encourage people out of cars and on to public transport. It is really important that public transport recognises invisible and visible disabilities and makes the accommodations that need to be made for people to travel. Cheadle Hulme in my constituency is an important station on the rail corridor from Stoke-on-Trent and Crewe to Manchester Piccadilly, and it is well used by commuters travelling to and from my constituency for work or leisure. The construction and completion of lifts and a footbridge with funding from the Access for All programme is very much welcome, but several wheelchair users have encountered issues with the station’s disabled access and particularly the lift, which is active only until quarter to 9 in the evening, even though trains continue beyond that time. That is an important issue for people who have disabilities. Because of it, one constituent had to get off at Stockport station and get a taxi to Cheadle Hulme, which is a journey of four miles. Another—this was a really terrible experience for him—had to carry his disabled daughter and luggage down the station stairs because the lift cannot be in use 24 hours a day, as it relies on the station being manned.
I recognise that all transport companies, such as Northern, seek to address these issues and provide help for those who need assistance, but that help is often not well known about by passengers or the service is not consistent enough to adapt to the needs of disabled people. I am pleased, however, that Northern is actively looking at how to address this issue and is undertaking a pilot at another station using technology so that lifts can be monitored remotely. It is important to know that there are ways to address all these issues. Whether a person has a visible or invisible impairment or need, these issues can be addressed.
The hon. Lady’s point is entirely valid, because Northern has proposed to remove guards from trains. That makes the accessibility problem even more difficult, particularly given the number of unstaffed stations on the Northern network.
I thank the hon. Gentleman for that intervention. I agree that we need to make sure that we have the right safety measures in place on all our trains, but my point is about the accessibility when people arrive at stations and the issues that they may have if a lift is not working. Clearly, we would not want a person to have to carry their disabled child up and down stairs.
Seven thousand people in the UK rely on an assistance dog to help with practical tasks and to go about their daily lives. For many people, the first and only visible sign of their invisible illness is their dog. I recently discussed this issue with Lynne from my constituency and I was distressed to hear the effect it has had on her. She was refused access to a taxi because the driver did not want the dog in her car. She suffers from regular epileptic seizures. She looks no different from any other person, but she is accompanied by her assistance dog, who can detect when she is about to have a seizure. I was amazed to hear that humans emit a specific odour that some dogs can recognise, which means they can warn their owner of an oncoming seizure, sometimes a significant period in advance, to allow them to find a safe place and get the assistance they need. My constituent was left waiting in the pouring rain for 30 minutes for another taxi after being refused passage. The taxi would not accept her assistance dog as a passenger. She reports that sometimes taxis arrive, see her dog and move on or refuse to pick her up.
Businesses such as private hire taxi firms are a vital transport service for people suffering with physical or mental conditions—they enable them to get about—and they need to be made aware of the legislation protecting people with assistance dogs. It is a concern that not enough licensing authorities require drivers to complete disability awareness and equality training, and this should include people who have disabilities that are visible and those that are not.
I am encouraged that in response to the task and finish group report, which investigated the issue, Ministers have stated that they intend to include new guidance for licensing authorities. Under the Equality Act 2010, taxi and minicab drivers cannot refuse a booking on the grounds that someone has an assistance dog accompanying them. I appreciate that in some circumstances they may not be able to have dogs as passengers in their cars—for example, if they are allergic—but that is why the legislation allows for drivers to carry certificates of exemption.
Customers must be aware of this, however, when booking a taxi so that they are not left literally out in the cold. I would like all taxi drivers to complete disability awareness and equality training so that they know they should report discrimination. We also need to take action against drivers who discriminate against disabled passengers so that experiences such as those of my constituent do not continue. This is not about forcing new regulations on business; it is about reinforcing current legislation to protect disabled people.
Like epilepsy, bowel disease is also an invisible illness. While someone may appear to look okay on the outside, they might suffer from an invisible illness such as Crohn’s or colitis and might urgently need to use a toilet when out and about.
I know I have just arrived in the debate, but I would like to pick up the hon. Lady’s point about Crohn’s and colitis. A close member of my family was diagnosed a few years ago with colitis, and their struggle to find public toilets and amenities and have it recognised has been a huge challenge. Does she agree that we need to raise awareness of those invisible diseases?
The hon. Lady knows from her own family experience how important this is and how seriously we need to address it. People who suffer from illnesses such as Crohn’s and colitis might urgently need to use the toilet when out and about, and we need to ensure they can and that they are accessible. It is a major anxiety for people that stops them or prevents them from going out and about. Sometimes people have to think long and hard about their journey because of the impact it might have if they need to use a toilet urgently. That is why the roll-out of accessibility signage is so important. It needs to be addressed and people need to be made aware of it. I would like this to be a bigger issue that is taken on board by more and more shops, retailers and restaurants.
A “Can’t Wait!” card is available to people with hidden illnesses—bowel disease, and so on—that they can show to staff at restaurants and shops without having to give a long explanation about their condition. In many cases, people find this embarrassing to talk about to strangers. That is the whole point of doing something about it. Some retailers are part of the “Can’t Wait!” card scheme and recognise it, but a lot of independent businesses do not, and the wider knowledge and encouragement of such schemes is needed, alongside the roll-out of more accessible signage. I would be grateful if the Minister informed the House in his closing remarks what more the Department can do to encourage businesses to recognise these schemes. Whether or not someone is disabled, their ability to go about their daily life without hindrance is a right, and one that we must ensure is respected.

Those three elements are indeed linked. Flexibility is the key. Employers and managers have to understand that those suffering from arthritis have good days and, as I will come on to later, bad days. We need to adapt the workplace and be flexible.
The symptoms may be identified in very young children or occur at any time in a person’s life. More than half of the 17.8 million people in the UK with arthritis and related conditions experience daily pain. The condition severely impinges on their lifestyle, whether it be their ability to live independently, to care for family, to work, to travel or to take part in sports and hobbies, all of which, in some instances, may lead to social isolation. I recall at an event trying on a tight-fitting gauntlet with the purpose of experiencing the restrictions caused by arthritis of the wrist and hand. I was concerned to note how I lost my fine motor skills for even the simplest of tasks. It must be so frustrating to be faced with such difficulties on a daily basis.
I congratulate my hon. Friend on securing this debate on such an important subject. He speaks about social isolation; many people who suffer from arthritis have not been able to work for years, such as my constituent Russell, who came to my surgery. One of the things he does is volunteer: he is an ambassador, who goes out and helps other people in his community in a really positive way. However, he and potentially others have found that when they get expenses for helping out, they are charged as if they were in employment. Does my hon. Friend feel it is important that we make sure that people who want to volunteer when they can are able to do so without that fear?
I thank my hon. Friend for that intervention, and I wholeheartedly agree with her. The modest expenses of somebody who makes a special effort to go and volunteer should not affect any other income that individual may have.
In my constituency of Ayr, Carrick and Cumnock, the second most common reason for awards of personal independence payments was musculoskeletal disease, including osteoarthritis, inflammatory arthritis and chronic pain syndrome, which accounted for some 20% of awards in the constituency. That is similar to the UK average of around 21%. Those of us who attended Versus Arthritis’s recent event in Parliament heard about new research, illustrating that some 43% of people with arthritis struggled with tasks at home, and some struggled for in excess of two years before sourcing equipment that could assist them.

Commons ChamberI ask the hon. Gentleman to engage with the change that is universal credit. People were left to languish on previous legacy benefits, and were not helped into work at all. We now have a system where the money is focused on trying to help people into work. That is why we have seen the changes with the work allowance, and why we have seen additional support from the Chancellor. It is a different system from that point of view.
I am grateful to the Minister for that answer. Will he say what support he is giving to people in my constituency to help them back into work?
I thank my hon. Friend and her parliamentary office for engaging with their local jobcentre in Stockport. I know that she has visited it and seen the one-to-one support provided. She asked for a specific example; in the past week, Stockport jobcentre has been working with claimants to prepare them for a sector-based work academy opportunity with the NHS, which will lead to 20 guaranteed interviews.

Gentleman’s approach to this, but I must remind him of the terrible financial inheritance that we took on, which required belt-tightening, from which we are now getting some of the benefit. I also point out to him that now wages are rising faster than inflation, this is a significant change for people in receipt of it.
A constituent of mine, who suffers from paranoid schizophrenia, works part time in a catering assistant role, which she began as a volunteer. However, last April, she was informed that the entire year of ESA would be reclaimed due to a mistake in the reporting of her hours and salary. Does my right hon. Friend agree that claimants can often be vulnerable to errors, and would she agree to meet me to discuss this very difficult case?
Of course, I will meet my hon. Friend to ensure that the right decisions have been made, but I would point out that she has drawn attention to one of the benefits of universal credit: a monthly assessment allows a much more accurate payment to be made to individual applicants.

Commons ChamberI thank the hon. Lady for bringing up those specific cases, and of course I would be happy to meet her to look into them. Actually, of all the millions of people who have been assessed for PIP, only 9% have appealed those decisions, and 4% have been upheld, mostly because at that point, more medical information is brought forward. One person’s mistake is one too many, and that is why we are constantly improving the process.
Given that people with autism can become particularly distressed and anxious at the prospect of a face-to-face assessment, what more can be done to support those people and perhaps conduct the assessment without the face-to-face interview?
I thank my hon. Friend for her question. It is important that we put people at the centre of our processes and make sure that they work for everyone, irrespective of their impairments, and that is what we seek to do.

When I answered the right hon. Gentleman’s questions, I said that the National Audit Office had said that there was no practical alternative to continuing with universal credit—that was how I answered. I will pay the right hon. Gentleman a compliment. It was due to his persistence that after I left the House I went back and said, “I’ve used these words.” I know that this is about the impact, and I know that what I said was substantially correct, but I wanted to double check. So I double checked whether I had used the wrong words, and it was after that that I made the apology, because my interpretation, although it was right, was not based on the exact words. That is what I came to apologise for. However, I stand by the fact that the impact of our changes could not have been felt and, as the NAO said, there is no practical alternative but to continue through and the slowness with which this has gone is regrettable.
When I visited Stockport jobcentre and met its work coaches, I found an enthusiastic group of people who are keen to make a difference to people’s lives. Will the Secretary of State join me in congratulating them and all jobcentre workers across the country who are so enthusiastic about transforming lives and making a difference?
Everybody wants to improve people’s lives. That is what we are all here to do, and that is what our work coaches do day in, day out. I hope that you will bear with me, Mr Speaker, if I refer to a letter I received. A lone parent wrote saying, “I was frightened to go into the jobcentre from what I had heard. Eight years ago, I was in the jobcentre, and the system did not work for me, so I was relieved and happy that I now have a job. Universal credit is working.” Since then, I have been collecting all those letters, because so many people—claimants and work coaches—are saying that this system is so much better than the one before.

Commons ChamberI can assure the hon. Lady that that is simply not the case. We have very strong protections for people with disabilities in our country, not the least of which is the Equality Act 2010. I make sure that impact assessments are done on all policies that are undertaken. I honestly ask all Opposition Members not to use this language of “a hostile environment”, as it is simply not the case and as the very people who need all of our support are put off seeking it and coming forward. I ask Opposition Members to stop saying things they know are not true.
Universal credit supports parents into work through better incentives, and through simplifying and smoothing their transition into the workplace—with UC work will always pay. Furthermore, the Government now provide more support than ever before to help parents with the costs of childcare; under UC people can now claim 85% of their costs, which compares with 70% under tax credits.
Will my hon. Friend join me in welcoming the figures from the House of Commons Library showing that since 2010 the number of children living in workless households in Greater Manchester has fallen by 7.2%? Does he agree that that is in no small part thanks to the record number of jobs created by this Government?
It will not surprise Members to know that I am more than happy to celebrate the results of that research and to thank my hon. Friend for the work she does in her constituency in promoting this, not least in being a champion for Manchester airport, where thousands of her constituents work, and where there is a strong capacity for growth and yet more jobs.

Commons ChamberObviously we take domestic violence enormously seriously at the Department, and we certainly believe that we should play our part in detecting and seeking to combat it. We will keep the position under review. As we have said, we remain open-minded on the issue of split payments. If the Scottish Government proceed with their wish to introduce them, we will note what progress is made, and will review the issue in due course
Automatic enrolment is a cross-party success story, with more than 9.6 million workers enrolled in pensions saving and more than 1.2 million employers meeting their duties. Approximately 9,000 eligible jobholders have been automatically enrolled in my hon. Friend’s constituency, with 1,600 employers meeting their duties and supporting them.
Typically, the young are a difficult demographic to encourage to save early, as retirement seems a distant milestone to them. What steps is the Minister taking to encourage more people entering the workforce to stay in their workplace schemes to ensure that they have steady incomes when they retire?
My hon. Friend is right, and younger people agree with that. When NOW: Pensions carried out research, it found that only 4% of its 22 to 29-year-old members opted out. Our “Automatic enrolment review 2017” set out our plans to make saving the norm by lowering the age of automatic enrolment from 22 to 18. When an employee pays in, the employer pays in as well, and the Government pay in the tax relief.

I have indeed got a date in the diary to be on a PIP decision-making process. I met the contractors last week. I had obviously done that when I was last in the House, but I need to be updated to see exactly what is going on. I have had meetings on this, but the hon. Gentleman is right to suggest that there is nothing quite like going through the process myself.
I am grateful to the Secretary of State for her statement. I recently visited my local jobcentre in Stockport and met the great work coaches there who are doing so much to help people back into work. Will she join me in congratulating them, and perhaps explain how this is going to help us in our quest to help a further 1 million people into work?
My hon. Friend and neighbour rightly acknowledges the work that the work coaches do in her constituency and right across the country. The aim of the Government in carrying out this transformation was to get a tailor-made benefit service, whether through PIP or universal credit, so that the work coaches know who they are dealing with and therefore how they can help and support them in the best possible ways. The Government should be proud of what they are aiming to do.
