One of the Department’s key aims and priorities is to promote prosperity for the whole United Kingdom, and a key element of that is exports. In the past 10 years, we have seen over £70 billion of exports. We have had the recent, very positive news of Qatar signing up to £5 billion for the Typhoon. Good progress is being made with the Kingdom of Saudi Arabia and further progress is being made with Belgium. We are in very detailed discussions with the Australian Government over Type 26 frigates, and we hope that we may be able to make some progress on persuading them to consider buying those in future.

Mr Speaker, let me join you in congratulating the Countess and Earl of Strathearn on the birth of a healthy child, especially today, on the feast day of George, the patron of England.

Will the Secretary of State join me and Scottish National party Members in welcoming NATO allies to Scotland for Exercise Joint Warrior? Beyond the all-too-rare sight of complex warships in Scottish waters, does he agree that this is a suitable time to remind ourselves of the centrality of the north Atlantic to the security of these islands? Will he reassure all hon. Members that that centrality will be reflected in the modernising defence review?

I reassure the hon. Gentleman that there is nothing unusual about British warships being all around the coast of the United Kingdom. Of course, we are very proud of the naval base at Clyde and the central role that it plays in our nuclear deterrence. We are conscious of the increasing threat that Russia poses in the north Atlantic, which is why we have been making investment, including in Poseidon aircraft and with the announcement of £132 million to be spent at RAF Lossiemouth. I was pleased that my hon. Friend the Member for Moray (Douglas Ross) was able to join me at Lossiemouth just the other week to highlight that important investment.

I thank the Secretary of State for his reply. May I also associate SNP Members with his earlier comments about Sergeant Tonroe?

One of the ships in the Clyde—actually in Glasgow—last week was Her Danish Majesty’s ship Niels Juel which, like all frontline support ships of the Danish royal navy, was designed and built in Denmark. When small northern European countries of 5 million people can design and build all their naval support vessels at home, it is astonishing that this Government cannot—or maybe will not—do the same. Will the Secretary of State address the crucial issues of national security and taxpayer value that underline last week’s plea from shipbuilding unions?

At the moment, the Prince of Wales is under construction at Rosyth—that is a major investment—and our commitment to the eight Type 26 frigates is also to be celebrated. Just the other week, I was at Govan to see the major investment that we are making there. I thought the hon. Gentleman would celebrate that investment in Scottish shipbuilding, rather than trying to detract from it.

It is good to see you in the Chair, Ms Dorries. I congratulate the hon. Member for Aldershot (Leo Docherty), who is a fellow member of the Defence Committee, on bringing this debate to Westminster Hall, and on being a doughty fighter in the Docherty clan and not being feart in pulling his punches when necessary in this type of debate.

Yesterday’s announcement about the security review seemed slightly inevitable, although I should put on the record my pleasure that the Government seem to have finally caved in to what I assume is cross-party pressure for a proper look at the defence and security budget. I noticed from his speech this week that that position was shared by the Chief of the General Staff.

Of the range of possibilities next year, one of the main issues we should be very careful about is what we wish for, crucially in respect of Brexit and its impact on the Treasury accounts. It seems incredible to me that most of the doughty champions of the armed forces want the UK to push ahead with a form of Brexit that is damaging to the economy, and therefore to the Treasury’s receipts that sustain the armed forces. The recent Defence Committee report on defence acquisition and procurement showed that financial headwinds, particularly the dollar exchange rate, have caused many problems in sustaining sovereign capability—the hon. Member for Aldershot alluded to that.

As ever, the men and women of our armed forces bear the brunt. Despite widespread support in the Chamber to lift the public sector pay cap, the Government have kept it—my hon. Friend the Member for Dunfermline and West Fife (Douglas Chapman) mentioned that a moment ago. That has meant that those in uniform have taken a real-terms wage cut. Most of the projections leaked to the press for future adjustments would make yet more cuts to the Army of the kind not seen since Napoleon was a lad. The Government will find allies across the entire House if they lift the public sector pay cap.

One part of the defence budget—the deterrent—usually does not dare to speak its name, although taking it out of the Ministry of Defence was mentioned. Many of us agree that it should probably be taken out of the defence budget, but that would not suddenly make £205 billion appear in the equipment plan, just as Brexit did not mean that £350 million a week appeared for the national health service. Politics on the most basic level is about choices. I find it increasingly difficult to hear Members across the House call for preserving the size of our armed forces, argue for preserving certain capabilities and beseech the Government to put more in the pot, without even acknowledging that there is one part of the budget that is uncapped and, as the hon. Member for Aldershot said, out of control.

The Minister for Defence Procurement confirmed to the hon. Member for Cardiff Central (Jo Stevens) in a parliamentary question in November that any review is off the table. Whatever it is called, a modernising defence review will have to find money to pay for a procurement pipeline that includes Astute submarines, F-35 fighters, Type 26 frigates and Ajax vehicles. It will find its bandwidth considerably squeezed the more the budget keeps rising. I challenge any of us to read last year’s National Audit Office report on the equipment plan and dispute those facts. The continuous at-sea deterrent that supposedly keeps us safe every day is failing if it makes us less capable in so many other defence areas.

May I point out to the hon. Gentleman that those of us who were in Germany for many years took great succour from the fact that we had a nuclear deterrent? People like me and other Members who possibly would have had to fight the Warsaw pact or the Russians were much comforted by the fact that they might not dare to fight us because of the nuclear deterrent, and therefore that our lives would be preserved. That is the link between the nuclear deterrent and conventional forces.

I have much respect for the hon. Gentleman but we disagree on the deterrent. The point I am trying to make is that a decision must be made about the type of investment that we require in the armed forces. This is a debate about armed forces personnel. On this position I disagree with him.

The “National Security Strategy and Strategic Defence and Security Review 2015” said:

“The Royal Navy delivers our nuclear deterrent, projects our maritime power and provides world-class amphibious forces.”

It would be unrealistic of us to expect the Queen Elizabeth class carriers to be withdrawn from service. The current First Sea Lord has been presented with a scenario that his predecessor described as

“a choice between having his left arm cut off or his right arm cut off”,

when he spoke to the Committee last year.

As we entertain the scenario of downgrading the status of an iconic capability such as the Royal Marines, whether by merging it with the Parachute Regiment or by removing its ability to conduct contested landings, we need to ask ourselves whether it is really worth preserving the deterrent. I do not expect most Members to change their minds overnight or at all, but the lack of practical debate—Government Members do not say in public what I know many of them say in private—does not bode well for honesty in the formation of defence policy.

Let me end on what I hope is a point of consensus. I acknowledge that there is not one person here who does not have the best interests of the armed forces at heart. I have an armed forces family. I praise in particular my colleagues on the Defence Committee, who have followed those interests doggedly whenever possible and pursued the MOD for its failings, without fear or favour. I am glad to say that, if there is one positive about yesterday’s announcement from Main Building, it is that the Defence Committee’s work seems to be working for a change.

That is why the Government are committed to growing our efficiency budget from £36 billion to £40 billion, increasing the amount of money that we spend on equipment by 0.5% above inflation every single year. These are important points. The first duty of every Government is the defence of the nation, and that is why this Government take it so incredibly seriously.

Much has been made of the Secretary of State’s relative youth in comparison with that of their predecessors. With that in mind, I was reminded of a quotation from Dante at the weekend, when I was reading about their predicament. “In the middle of the journey of our life, I came to myself in a dark wood where the direct way was lost.” Can the Secretary of State enlighten the House about the instructions on the map showing the way out of the “selva oscura” in which he and his Prime Minister now find themselves?

Probably not. I have not read much Dante. I am more of a Burns fan. I have felt a great deal older over the last two months, since starting this job: I think that it ages people an awful lot.

I believe that we are all simply committed to ensuring that we get the very best for our armed forces, and I am sure that the hon. Gentleman will be four-square behind our delivering it.

As the Secretary of State assesses the effects of the delays to the 2018-19 pay negotiations on retention to the armed forces, do they not agree that the Ministry of Defence is actually giving squaddies a real-terms wage cut, while the Scottish Government are in fact putting money in their pockets through the new progressive tax system?

I will be giving evidence to the independent pay review body next month, and we will be doing everything we can to ensure that members of the armed forces get paid as and when they expect to be paid. Let us not forget that the Scottish Government are taking money out of service personnel wages.

It is a pleasure to follow the right hon. Member for Rayleigh and Wickford (Mr Francois) and my other Defence Committee colleagues. I commend the hon. Member for Gedling (Vernon Coaker) for tabling the motion. As a member of a defence family whose nephew joined the Royal Engineers on 2 January, we are very much aware of his defence of the members of the armed forces.

Those of us who take an interest in these things know that, of late, this Government’s running of the Ministry of Defence has focused more on slick sloganeering than on the huge issues facing the Department, so it is no surprise that recent media coverage has tended to focus on the relative success of the propaganda coming from Main Building. Take, for example, the Year of the Navy campaign, which probably could not have gone worse. I am sure the Air Chief Marshal and the Chief of the General Staff wake up at night in a cold sweat after nightmares that 2018 is to be the Year of the RAF or the Year of the Army.

Following a slightly botched Army recruiting campaign, this week saw the MOD refuse one of the campaign’s stars permission to speak to Sky’s Alistair Bunkall, which comes just after the Defence Secretary was forced to reconsider a decision to ditch the Army’s “Be the Best” slogan.

As the Conservative and Unionist party struggles with its messaging, I thought I would go back to another time when it was divided on Europe and tanking in the polls to find a slogan that best sums up what I will talk about today: “Back to Basics.” As the Government bang on about their vision of a global Britain and the Foreign Secretary comes out with absurd assertions about HMS Queen Elizabeth being deployed to the South China sea, they continue to neglect the most basic of defence tasks at home, namely the defence of the homeland and the north Atlantic, on which I will concentrate.

Last year, I was delighted to attend the launch of the Royal United Services Institute Whitehall paper on revitalising our collective defence in the north Atlantic area, edited by John Andreas Olsen, the Norwegian defence attaché here in London. The launch was facilitated by the hon. Member for North Wiltshire (James Gray), the chair of the all-party parliamentary group on the polar regions. Mr Olsen contributed to the booklet by pointing out that, for most of recorded history, the cold, grey waters of the north Atlantic were seen by most, even on these islands, as the very edge of civilisation. That fact changed rapidly, to the extent that the north Atlantic was the crucial link between North America and Europe during the two world wars and in the planning processes during the cold war.

Of course, the north Atlantic gives its name to an alliance that I would hope all of us in this House agree, although some in senior positions do not, is the bedrock of our defence and security. During the first period of NATO’s existence, protecting the sea lines of communication between the United States, Canada and Europe was a core task. It was during that time that the UK developed a world-leading anti-submarine warfare capability, as the skills honed hunting U-boats during the second world war were allied with American technology to ensure that NATO held the operational advantage. At a time when many believe Russian submarine incursions into our waters are again at the level of those during the cold war, if not exceeding them, we must consider whether the balance of power is still the same. I am afraid that, for me and my hon. Friends, it is not.

We know that the Royal Navy’s escort fleet is at a historic low of just 17 usable frigates and destroyers. We know that over Christmas, for the first time in living memory, none of them was deployed outside UK waters. We also know that the UK’s most northerly surface warship base is on its southern coast, meaning a journey of more than 24 hours to reach the place from which most of the threat is coming due to the reimposed Russian “bastion” policy.

If we listened to the Government, we would think all is well for the defence of the realm. They say there is record investment in the procurement budget and an increasing defence budget, so I was glad that, in our report on procurement last month, my colleagues on the Defence Committee endorsed the National Audit Office’s assertion that the affordability of the equipment plan

“is now at greater risk than at any time since reporting was introduced in 2012”.

The beginning of our report looked at the Committee’s previous reports on procurement and it was remarkable to see how little this Government have learned from previous mistakes—we all know that those who do not learn from history are doomed to repeat it.

The defence cuts made by the Conservative and Unionist Government in 2010, whether it be the decision to reduce the escort fleet to its current woefully low number or the decision literally to chop up the UK’s maritime patrol capability, were meant to be the last we would see for the foreseeable future, and the MOD vowed to develop an affordable equipment plan.

Plus ça change, plus c’est la même chose; forgive my French pronunciation. The deficit that led to the 2010 cuts was £38 billion and the upper limits of the estimates of the current deficit are around £30 billion, meaning that hard decisions will have to be taken.

For example, can we be certain that the purchase of F-35s will be balanced sensitively against the rest of the defence budget, especially now that they are more expensive with the depreciation of the value of sterling? One other worry for those, such as myself, who value the defence of the high north is that the vital and much-missed maritime patrol capability will either be delayed or decreased in scope from the current planned purchase of the Boeing Poseidon P-8s.

Not at the moment, because I need to make progress, as other Members want to get in.

Last month, it was no surprise when I received a reply to a parliamentary question which revealed that on no fewer than 17 occasions last year maritime patrol aircraft from allied nations undertook missions from RAF Lossiemouth in Moray. That is an unacceptable situation, made worse by the fact that by the most generous estimates it will now take until 2024 before this capability is returned. This return to a triangle of north Atlantic patrolling from Scotland, Iceland and Norway will hopefully be accompanied by a reinstatement of NATO’s Atlantic Command. I am glad to say that my party has made it clear from the start that Scotland is an obvious choice to host SACLANT—Supreme Allied Commander Atlantic. I can only hope that Scottish Conservative Members will use the renowned leverage they have with the Government, demonstrated so clearly this week, to press the MOD on this.

We must only hope that this return to that posture can also be accompanied by a continuing commitment to one of our oldest allies, the Kingdom of Norway, as represented by the ability to deploy Royal Marines across the North sea provided by HMS Albion and HMS Bulwark. Scrapping these ships was, of course, a sadly much-anticipated consequence of the security and capability review we were waiting for this year, but which has been delayed yet again by a Government who seem quite unable to take hard decisions. Unfortunately, the hopes for an improvement in not only Scotland’s security, but that of this entire political state hinge very much upon that review and the extent of the “adjustments”—I believe that to be the favourite euphemism—contained within it. I am not holding my breath for good news.

As I did earlier, I fully endorse the findings of my Committee’s report, when it said that the MOD

“faces the risk that in future it may have to return to a situation where affordability of the portfolio is maintained by delaying or reducing the scope of projects.”

Anyone who has read the NAO report on the equipment plan knows that, with the procurement budget about to enter a period of unprecedented budget bandwidth challenges, at least until 2023, delays to decision making such as this do no one any favours. It is an incredible situation, one I can explain only by repeating the words of General Sir Richard Barrons, which have already been used in the Chamber. When he gave evidence to the Defence Committee in November, he said:

“The reason we are having a review only two years after the 2015 defence review is that at no time in that review has the amount of resources provided to defence matched the programme.”

This situation will only be exacerbated by Brexit and the various economic consequences it has presented us with. The fact that the only part of the defence budget to be protected from the cuts is the one for the deterrent is something that my party has a long-standing disagreement with. I am sure we do not need to go into that again today, especially as, I am glad to say, we are beginning to break the omertà around questioning it among Government Members.

Let me bring my remarks to a close by pleading with this Government to back their old-fashioned “back to basics” on defence by lifting the public sector pay cap for armed forces personnel, which is giving them a real-terms wage cut this year, and focusing on the essential task of defending not only Scotland, but this entire political state and, crucially, the north Atlantic. It will come as no surprise that I would ask them to take Trident out of the defence budget and to focus on the conventional capability within that budget, which we so desperately need. It will also come as no surprise that I hope that the security of Scotland, which has suffered from decades of under-investment in its security, and that of our allies, will be improved by independence. It is this Government’s challenge to prove us wrong.

It is very good to see you in the Chair, Mr Gray. I thank my colleague on the Defence Committee, the hon. Member for Stoke-on-Trent North (Ruth Smeeth), for securing this important debate. We have both seen from our work on the Committee how important it is, and the turnout for the debate—although I would have hoped for more—shows the depth of feeling that exists in the House for the Royal Marines.

It is quite astonishing that we are here—that an island state is seriously contemplating, and has been debating at the highest levels, the possibility of letting go of its ability to make opposed amphibious landings. I am glad that hon. Members have spoken well on behalf of the Royal Marines, in particular the hon. Member for Stoke-on-Trent North. I also commend the hon. Member for Bridgend (Mrs Moon), who made salient points with gravitas on this issue and should be listened to, the hon. Member for Strangford (Jim Shannon), who perhaps has the Government’s ear more than I ever will, and the other hon. Members who have participated.

I will mention some of the areas that deserve a little more attention. In the strategic context, the Royal Marines have been a fulcrum of so much positive work in the broader sweep of the armed forces, whether through the number of marines who serve in our special forces or the great example of joint working that they set with our European and NATO allies. Albion and Bulwark are strategic assets that other nations rely on. Getting rid of that vital command and control capability would be nothing short of an abdication of that responsibility and would undermine UK leadership after Brexit, when it will be under the most scrutiny.

Does my hon. Friend agree that, given that the Government designated 2017 as the “Year of the Navy”, it would be a somewhat perverse act to rid ourselves of Albion and Bulwark?

Of course I totally agree with my hon. Friend.

Let us turn to our allies. The Kingdom of the Netherlands sees the UK-Netherlands amphibious force as a symbol of what it considers to be one of its most important bilateral agreements. It has allowed the Royal Netherlands navy to take important procurement decisions, such as to build the Rotterdam and Johan de Witt amphibious vessels, in the expectation of reciprocal agreements continuing. What consideration has there been of undermining such a relationship by reducing our own capabilities?

Our extensive history of co-operation with the US marine corps, which has been mentioned, was particularly prominent in the cold war, when the Royal Marines were a key component in the plan to reinforce NATO’s northern flank in Norway. It is the Norwegian dimension that first brought the current crisis facing the Royal Marines to my attention, when winter warfare training was scrapped to cut costs. It goes without saying that the reassurance that those joint exercises have given our allies and the skills that they have given the marines exceed any impact on that spreadsheet in the MOD Main Building.

Winter warfare training brings me to my second topic. Traditionally, marines have prepared for their Norwegian exercises in the Grampian mountains, which they have accessed from their base at RM Condor, the home of 45 Commando. There are worries in Angus. I had expected the hon. Member for Angus (Kirstene Hair) to be here to speak for that beautiful part of the world, but as ever it is left to the SNP to fight Scotland’s corner in this place. The possible closure of RM Condor is a story almost as old as the Grampian hills. It was mooted in 2004, again in 2009, and almost went through in 2013, before a Government U-turn. Finally, in last year’s defence estate review, it was announced that the runway at RM Condor would be sold off. I echo the words of my friend and colleague in the Scottish Parliament, Graeme Dey, who said in a debate about the plan:

“By any measure, the UK Government’s approach to Condor is haphazard and unsettling”.—[Scottish Parliament Official Report, 20 April 2017; c. 79.]

I would go further: it is a perfect case study of the dangers of salami-slicing our armed forces.

People in Arbroath will not be reassured if closing the airfield is the last we hear on the issue. Quite simply, a community that is already reeling from the effects of Brexit on its soft fruit industry does not want to read headlines about the jobs of 1,000 Royal Marines being cut. As an aside, I would ask whether the Minister has given much consideration to the Scottish Government’s suggestion that the runway at RM Condor be used to build veteran’s housing. That is vital in an area with a strong tradition of recruitment into the armed forces, particularly the Black Watch.

Following this debate, the hon. Member for Stoke-on-Trent North and others will rush to a Defence Committee evidence session to hear from the MOD’s permanent secretary on the subject of the MOD’s accounts. I expect that we will hear an awful lot about the MOD’s budgetary black hole, which has precipitated this debate. While many will talk convincingly—

While many will talk convincingly about the need for tough decisions to be made on amphibious capability—you do well to remind me, Mr Gray—I can only conclude from all that I have read in preparing for this debate that the UK’s amphibious forces are being squeezed for one obvious reason, which few, other than SNP Members, are willing to raise. The simple and inconvenient truth is that amphibious capability is being sacrificed to maintain the nuclear enterprise. Let us look at the top lines of the 2015 strategic defence and security review:

I think I was, and I will continue to do so.

Three distinct and unique capabilities underpin the strategic context. As General Sir Richard Barrons elucidated, the failure of the 2015 SDSR was that

“at no time in that review has the amount of resources provided to defence matched the programme”

of which defence capability through amphibious programmes is a part. The talk that I hear from people who know a lot more about it than anyone here is that the First Sea Lord has been presented with a scenario whereby one of these capabilities must be sacrificed. Admiral Sir George Zambellas’s comments in the Committee last week have been quoted, but I will quote what he said in full:

“I imagine the First Sea Lord has a choice between having his left arm cut off or his right arm cut off. Nobody in the world of complex warfare, especially for an island nation that delivers force from the sea, thinks that a reduction in the sophisticated end of amphibiosity is a good idea.”

On the practicalities of the SDSR, no one would expect projecting maritime power, such as the plan to commission HMS Queen Elizabeth next month, to be considered expendable. I also place it on record that the carriers are in no way adequate as replacements for Ocean, Albion or Bulwark, as has been mentioned. That leaves two arms to be cut off. I am not sure that we would have had as many hon. Members along to talk about the Royal Marines had the subject for debate been, “Why the UK’s amphibious capability should be prioritised over the continuous at-sea deterrent”. My SNP colleagues and I have been quite consistent on the ring-fenced MOD budget as it stands: every penny spent on Trident is a penny less spent on conventional forces. Hon. Members need not take just my word for it; at the end of October, an article in The Times by defence editor Deborah Haynes stated that the armed forces would have to find £300 million of savings this year because of cost overruns in the Successor programme. One source quoted said:

“All that is now left to cut is capability”—

amphibiosity. That is why we are here today.

Hon. Members have already mentioned the reaction of our allies, especially the Americans, to potential cuts in our amphibious capability. I do not think that they will be that happy about our cutting our nuclear deterrent either.

I know that many hon. Members—including the Chairman of the Defence Committee, the right hon. Member for New Forest East (Dr Lewis), who is present in the Chamber—would like the defence budget to be increased, but unless the Chancellor pulls the rabbit to end all rabbits out of the hat on Wednesday, that ain’t going to happen. I applaud the willingness of my other colleagues on the Defence Committee, the hon. Member for Plymouth, Moor View (Johnny Mercer) and the right hon. Member for Rayleigh and Wickford (Mr Francois), to stand up to their party on this matter. The Royal Marines and the unique capabilities they provide must be protected; no one on the SNP Benches disagrees with that.

I conclude—to your delight, Mr Gray, I am sure—by asking the Minister three questions. First, will she reassure our allies, particularly those in northern Europe, that the forthcoming defence review will not damage existing relationships? Secondly, will she give assurances to those who work at RM Condor that 45 Commando is safe? Finally, will she tell us why an island state is prioritising the maintenance of a weapons system that it will never use over its ability to adequately deploy amphibious forces?

Perhaps I can offer some information about deterrence. Some of the real, tangible threats that we face, for example in Iraq and Afghanistan, have been faced by people such as my brother, who is a reservist, so not even a regular member of the armed forces—some Members of the House know him. Investing in the people at the frontline is more important than Trident, which is sitting in Faslane and doing nothing but gathering dust.

My hon. Friend makes an important point. I am trying to resist having a debate on Trident and to stick to the issue at hand. Of course the right hon. Member for Rayleigh and Wickford (Mr Francois) can quote academics who are in favour of Trident, just as Members on my side of the debate can quote academics who are against it. We would be more than happy to debate another motion on that.

The Conservative party’s manifesto set out a commitment to 82,000 for the size of the Army, and not one number below that. We know that the Government have failed to meet that commitment, as the number has fallen to 78,010, which is a shortfall of 3,990 fully trained troops. As if that was not bad enough, just five months ago, when pressed on the numbers at the Royal United Services Institute’s land warfare conference, the Secretary of State had nothing to offer in response but obfuscation, which is deeply concerning when we consider how that prejudices our ability to field a short-notice, war-fighting division of 40,000 troops, which is seen as absolutely critical by our allies.

On recruitment, the Government clearly do not see the issue with their reputation as an employer. They have increased spending on advertising by 50%, yet the numbers keep sinking.

There is clearly a lack of consensus across the House, at least between the Government Benches and these Benches. Would the armed forces of the United Kingdom of Great Britain and Northern Ireland not be better served by consensus, as we see in countries such as Denmark, where there is trade union representation for members of the armed forces, and where pay, housing and health are part of a consensual approach, and not just by Government but by those serving, through their trade union membership?

My hon. Friend makes a thoughtful point, and I noted Government Members shaking their heads in disagreement. In the Netherlands they have not just one trade union, but four. I do not see what the Government would have to fear from a trade union, or certainly from a body similar to the Police Federation, which could stand up for members of the armed forces when discussing these matters.

In conclusion, when all these issues are considered in the round, added to the huge number of issues faced by armed forces and veterans families, I hope that the chest thumping and backslapping that we normally see in such debates will give way to something of a lento and a decrescendo, so that a sober reflection is what drives Members in their contributions and voting this afternoon. The Ministry of Defence must urgently bring back some decency and honour to the way it treats our armed forces and veterans communities.

Defence—proper defence—cannot be bought on the cheap. That is as true of equipment and platforms as it is of the people we ask to defend us every single day. A career in the forces should be something not only that people are proud to pursue, but that the Government can offer with pride, but they cannot do so seriously if they continue to preside over wage cuts for those who protect us every day.

The Secretary of State’s own permanent secretary said last Tuesday to the Defence Committee, on the subject of the F-35 programme:

“We will not be in a position to be able to give a precise view as to what the whole of this very complicated programme will be until 2035”.

Does that not put paid to the Secretary of State’s incredible claim that eight Type 26 frigates would provide work on the Clyde till 2035?

It puts paid to the idea that anyone can forecast a budget two decades out and get it down with pinpoint certainty, which is something I know the Scottish Government might also find difficult.

I can certainly give my hon. Friend that undertaking. We will be looking carefully at the commitment to apprenticeships from the yards that tender for this ship. He is right to remind the House that the armed forces are the single biggest employer of apprentices in the entire country. We play a huge role in developing apprenticeships as a fully valued alternative to more academic studies and as a pathway to a rewarding career.

I welcome the statement by the Secretary of State and, yes, even the naming of HMS Glasgow, but for the record in Hansard, I must point out that Glasgow is not the Clyde. As the son of a former shipyard worker at John Brown’s, the greatest shipyard ever to grace these islands, I will take no history lesson on the utter disinvestment in the Clyde since 1945 by every successive British Government. Given that the cost of the Type 31 has been capped at £250 million per frigate, before we take into account the depreciation of the pound, which the National Audit Office says poses a severe risk to the equipment plan, will the Secretary of State reassure the armed forces, especially the Royal Navy, that we will see a credible timetable for raising the Royal Navy from the position in which it now finds itself—with more admirals than frigates?

We invested £3.7 billion in July, and there are five more frigates to follow. This is a massive investment in the skills present on the Clyde. The Government are investing in the Clyde.

I am very grateful to my right hon. Friend for his warm words. As his former Parliamentary Private Secretary at the Department for International Development, I know only too well of his contribution to the comprehensive approach during his tenure there. It is rare as a Minister to be appointed to a Department one actually knows something about. On that basis, I am delighted to be here. It is great to be in this position and I hope to use any experience I have.

May I, too, congratulate the Minister on seemingly knowing what he is talking about?

In recent days I became aware, via the office of the deputy lord lieutenant of the county of Dunbartonshire that he had informed the provost of West Dunbartonshire, as the local government’s civic leader, that armed forces veterans’ day would not take place due to there being no capacity in the armed forces to deliver it. As the Member of Parliament for West Dunbartonshire, it gives me grave cause for concern that veterans in local families in West Dunbartonshire, including those in my own family who have served, will not be given the appropriate thanks by their local community. Will the Minister, on behalf of the Ministry of Defence, advise me and other Members of the House whose local communities may have been unable to hold veterans’ day that this will not happen again?

Armed Forces Day has become quite a success, so I am disappointed to hear what the hon. Gentleman says. I visited Bangor in Northern Ireland and my colleagues have visited other places in the United Kingdom. The Armed Forces Day centring on Liverpool this year was a particular success. However, I am concerned by what he says and would like to think that all our units, whether Army Reserve units, Regular units or cadet forces, will do whatever they can to support Armed Forces Day. I will certainly look into what he has said.
