I congratulate the hon. Member for Wealden (Ms Ghani) on securing today’s debate, and I commend her and the right hon. Member for Chingford and Woodford Green (Sir Iain Duncan Smith), who is no longer in his place, for their very powerful contributions.

The brutal reality that crimes against humanity and acts of genocide can still occur in 2022 is unbelievable. The tribunal’s judgment vindicates what the Uyghur people have been telling us for far too long. Beyond reasonable doubt, the Uyghurs have been persecuted and subjected to torture, rape and sexual violence, forced sterilisation, forced labour and murder by the Government of the People’s Republic of China.

There is so much more, but simply listing each atrocity, one after another, does not lend enough weight to each act—not when 12 million people are suffering for no reason other than their religion or ethnicity. The judgment makes for sober reading. It describes the depraved actions against the Uyghurs, which are, for most of us, unimaginable. Witness evidence describes the desecration of mosques and places of worship, long prison sentences for practising religion, punishment for speaking the Uyghur language and land and money stolen by the state. If there were a tame end of the scale, and there is not, this would be it.

Witness evidence describes how hundreds of thousands of Uyghurs detained with no cause have had their fingernails ripped from their nail beds and have been beaten with sticks and shackled with heavy weights at their feet, sometimes with their hands connected, for months on end, which is unimaginable. The judgment recounts the evidence from a young woman who was gang raped by policemen while a crowd of 100 was forced to watch. There are details of sexual violence so horrific that it is difficult to repeat. There are stories of prominent community members who were disappeared and of children as young as a few months old who were separated from their mothers—literally every parent’s greatest fear.

The tribunal heard evidence that young, fit Uyghurs were subjected to forced organ harvesting, supported by a pattern of disappeared detainees, the co-location of the detainee hospital and a crematorium, and the hugely lucrative organ market in China. Although I acknowledge that this allegation was not proved beyond reasonable doubt, the evidence presented has been acknowledged as presenting the possibility, which is a sickening thought.

The tribunal found that torture of Uyghurs and crimes against humanity

“attributable to the PRC is established beyond reasonable doubt”.

More significantly it found that

“beyond reasonable doubt…the PRC, by the imposition of measures to prevent births intended to destroy a significant part of the Uyghurs in Xinjiang as such, has committed genocide.”

The Chinese Government, unsurprisingly, have refused to accept these findings, calling them “absurd” and “sheer lies and disinformation”. The UK Government must, in the strongest possible terms, reject those assertions from China.

The great personal risk taken by every witness who bravely gave evidence must not be in vain. We must provide some assurances and show our support. I say without hesitation that the Uyghur people have my support. I support the calls for the Government to assess the risk of genocide in East Turkestan, which is the minimum required to meet their international obligations, but we should be giving more than just assurances and the bare minimum.

What concrete, measurable steps will the Government take to protect the rights of the Uyghur people? Will the Government join allies such as the US in calling this exactly what it is? In 1948, following the second world war, 39 countries signed the convention on the prevention and punishment of the crime of genocide, which was drafted so that the horrors of the preceding years could not be repeated. The Prime Minister has argued that a determination of genocide cannot be made by a body other than the International Criminal Court. That might be technically true, but the international community has found itself in a position where such a criminal prosecution simply is not possible.

China is outside the jurisdiction of the International Criminal Court and, as a member of the UN Security Council, has veto powers on cases taken to the International Court of Justice. For the very reason that a criminal case cannot be brought, I ask the Prime Minister to reconsider his stance. It is clear that the lack of a judgment from one of these bodies does not equate to a lack of evidence of acts of genocide.

The hon. Lady is making a very powerful speech. I want to refocus her, because I do not want to have the Minister wasting our time by referring to the wrong debate. This is fundamentally about the 2007 ICJ ruling, not the old debate about who determines genocide. This is about the intent of genocide and the Government’s responsibility for assessing whether they are comfortable with that or not, does she agree?

In exactly one week, we will be in this Chamber again, this time to commemorate Holocaust Memorial Day, and this year’s theme is learning from genocide. Would it not be timely if the Government chose the following few days to stand up against the current acts of genocide in the world, and to show how the UK continues to learn those lessons and advocates for the voiceless?

We have doubled our aid for this financial year and we are working with our international partners to ensure that we reach those who are most at risk but, as I have said, the conditions in Afghanistan are currently very difficult, in respect of both travelling within and leaving Afghanistan.

Former guards for the UK embassy in Kabul are still awaiting evacuation, despite the Government’s promise months ago to evacuate them. All French embassy guards have been evacuated and Canada has even evacuated cleaners, while Germany and Australia still have evacuations under way. Will the Minister provide an urgent update on FCDO plans in this respect?

I absolutely agree with my hon. Friend, and I am delighted he is here, having taken the constituency from a former shadow Minister.

The manipulation of postal votes during elections comes in several forms. The head of a household might guarantee multiple postal votes for a candidate, with other family members not even having a say in using their basic right to vote. There is also false registration, individuals being put under undue pressure to give away their postal vote and individuals being registered to vote in multiple households where it is clear they do not reside.

New clause 11 will help, but I would be grateful for further assurances from the Government that it will help to address all these problems. I feel the Government could go further by shortening the amount of time someone can vote by post before having to renew their registration and prove their identity, perhaps to one electoral cycle. New clause 11 contains flexibility, and I therefore urge the Government to explore this issue further. Likewise, further information is needed on how plans to stop political campaigners handling postal votes in public will prevent mishandling from happening behind closed doors.

New clause 15, tabled by my hon. Friend the Member for North West Durham (Mr Holden), is a probing amendment that I wholeheartedly support. A person should be entitled to register at only one address in the United Kingdom at any one time. I also welcome new clause 17, tabled by my hon. Friend the Member for Bosworth (Dr Evans). Although I appreciate it is also a probing amendment, candidates should be able to ensure their security while comforting the electorate by identifying where they reside, which is vital.

I welcome this Bill, which is definitely a step in the right direction, but I ask my hon. Friend the Minister for further assurance that it will be robust enough to tackle postal vote fraud and the other issues I have outlined.

Although I do not wish to repeat in detail the excellent points made by so many colleagues, I want to put on record my unequivocal opposition to the Bill in its current form.

On the issues that this Bill does not cover, last week I tabled new clause 10 that would amend the Representation of the People Act 1983 by removing the current requirement for public notice of the address of election agents, including where candidates are acting as their own election agent. Instead, it would allow for the general area in which the address is situated to be published, and would apply to parliamentary and local elections across the UK. Why is that important? Where a candidate is a lone election agent, the law could very well lead to their home address entering the public sphere.

Politics, by its very nature, can be divisive—look at the anger that this Bill alone has triggered. When we stand for election, we know that that comes with associated risks. Sadly, it becomes essential for us to be hyper-vigilant about our personal safety. Those who are privileged enough to win a seat are afforded some support in that respect, but those who do not win do not get the same support, despite the increased profile that even standing for elections will bring in the local community in many cases.

For me, there is an even more vital consideration. Many of us do not live alone, so we are not taking a solely personal risk. If a successful candidate acted as a lone election agent and were suddenly thrust into a very bright national spotlight, their home address would be out there for anyone to find. Our families do not sign up for the personal safety risk that our jobs bring them—we do. Our husbands and wives, children and, in some cases, parents and siblings, could be at risk, too. That is not acceptable.

I hope that the Minister and the Government see the value in new clause 10 and will consider including it in the Bill. I thank the hon. Member for Nottingham North (Alex Norris) for tabling amendment 2 to strengthen the accessibility requirements for blind and partially sighted voters.

This year marks the 150th anniversary of the Ballot Act 1872, which gave citizens the right to vote independently and in secret. It is absolutely essential that any new legislation does not limit that right, even unintentionally.

The all-party parliamentary group on human rights, which I co-chair, has been concerned about serious and systematic human rights violations in Bahrain for decades. Then and now, the following have been at the heart of the problems in Bahrain. The Executive retain far too much control, their powers remain largely unchecked and the majority Shi’a Muslim population feel discriminated against by the Sunni, who govern. There is no genuine political Opposition, no press freedom and few independent NGOs are able to operate freely in the country.

The Bahraini Government undertook cosmetic reforms to convince the outside world that things have improved, including the establishment of oversight mechanisms, the extension of the alternative sentencing law to all prisoners, and the development of a national action plan for human rights. But the reality is, sadly, all too apparent to those who scratch the surface. The continued arbitrary detention and inhumane treatment of prisoners of conscience—that is, those in prison solely for peacefully exercising their right to freedom of expression, assembly and/or association—serve to illustrate the true situation in Bahrain.

Like many colleagues, I visited Ali Mushaima during his hunger strike in front of the Bahraini embassy to highlight the plight of prisoners of conscience such as his father Hassan and Abduljalil al-Singace. I, too, got the same letter from the embassy.

The all-party group on human rights has been trying for some years to promote a genuine and substantive political dialogue between the Bahraini authorities and peaceful human rights defenders and opposition activists. Indeed, in 2012, marking the first anniversary of the publication of the Bahrain independent commission of inquiry report—a positive move by the Bahraini King that still needs to be properly followed through—the right hon. Ann Clwyd, the then all-party group chair and former Member for Cynon Valley, brought together such a group on the parliamentary estate to talk and listen to one another. Sadly, however, that did not result in ongoing engagement.

We all want to see a stable and prosperous Bahrain where every citizen can exercise their fundamental rights without fear of persecution, prosecution or detention. That will not happen until the Bahraini authorities engage in good faith with peaceful human rights and opposition activists. The clearest way to indicate their good faith would be by recognising all remaining prisoners of conscience and releasing them unconditionally, followed by initiating national dialogue with a view to establishing a more representative Government structure—one underpinned by the rule of law and respect for human rights.

If the UK Government are a true friend of Bahrain and the Bahraini people, they could help by persuading the Bahraini Government to take stock and embark on such a course of action. The UK Government should immediately stop parroting the line that abuses should be raised with domestic Bahraini oversight bodies. It has become increasingly clear that those bodies are limited in reach and in the interests they are able to serve. Additionally, the UK should stop funding the Bahraini Government’s reform agenda given that there has been so little to show for it so far. UK Government officials, including Ministers, need to meet a much wider range of Bahraini interlocutors to hear different perspectives and help to get everyone around the table. The alternative—unsuccessfully attempting to paper over the cracks—will lead only to a situation that none of us wants: growing discontent and instability, potential violence and even greater repression.

Let us take action now while we still can. I hope to meet Bahraini authorities and FCDO officials in the coming months and encourage colleagues to sign early-day motion 835 on human rights in Bahrain to express our collective concern about the situation and support a true path to reform.

The hon. Gentleman invites me to make spending commitments at the Dispatch Box, and sadly I am not able to. He raises an important and interesting point. I will pass on his thanks to the ministerial team and to our team of civil servants, both here in the UK and around the network. He is right that they have gone through an unprecedented period of pressure. The repatriation of British nationals around the globe when covid hit, the evacuation from Afghanistan, and a number of other, less high-profile things have put huge pressure on them. I commend their work, and I thank him on their behalf for his kind comments.

The UK has world-class civil servants who are not often given due respect as public servants. Their pensions have been cut, and their salaries have risen below inflation. Morale is already low in the Foreign Office after the merger with the Department for International Development due to substantial pay discrepancies. Fewer staff means more work for those who are left, and even less incentive. As that will inevitably lead to rising stress levels, how will the Minister support staff?

The integrated review sets out our priorities. The Government will ensure that our diplomatic teams and our civil servants, both in the FCDO and in other forward-facing parts of Government, are aligned to support the integrated review, which will give direction, purpose, structure and parameters. That is how we will ensure that the workflow of our civil servants is managed.

I thank the hon. Lady for her kind words about our civil servants, both in our Department and more broadly. They are excellent and world-class, and we value them very highly.

Ukraine and NATO are concerned that Russia will seize the Suwalki corridor by pushing migrants into the area and stoking unrest. That would allow Russian forces to join Belarus. What assessment have the Government and allies made of the likelihood of that scenario, and what humanitarian support would be provided to migrants caught in the fold?

We have no doubt that there is Russian action in Ukraine and in other countries that attempts to destabilise Europe, NATO and our allies. We are absolutely clear in our integrated review that Russian actions pose an acute and direct threat to national security. As I said from the Dispatch Box last week, we are providing humanitarian aid to those caught up in the middle of the crisis.

I thank the Backbench Business Committee and the hon. Members for Rutland and Melton (Alicia Kearns), for Rotherham (Sarah Champion) and for Glasgow South (Stewart Malcolm McDonald for arranging this debate on such an important topic.

The current situation in Bosnia and Herzegovina is difficult and highly political both in the region and internationally. We have heard how some EU countries have suggested sanctions against the state, while Dodik purports to have other EU leaders firmly on side. We have heard him declare that they will

“defend ourselves with our own forces”

if EU sanctions are implemented, and we have heard his thinly veiled threats to involve Russia and China if NATO gets involved. All that must, of course, be considered and addressed, but I wish to use my time to focus on the humanitarian side of this fast-unfolding crisis.

We are all aware of the dangerous and divisive rhetoric running unchecked throughout the region and, as I mentioned last month when the Minister came to the House to answer an urgent question, I am deeply concerned about where it could lead if it is not stopped in its tracks. The Srebrenica massacre of 1995 was an atrocity. The genocide of thousands of Muslim men and boys—the most horrific of events—is now being dismissed and genocide-denial sentiments are rising among Republika Srpska factions. It was only 26 years ago—not nearly long enough for it to slip from our consciousness. Letting it do so is incredibly dangerous.

That massacre was not the only atrocity of the war in the ’90s: there were many instances of what can be described only as crimes against humanity. There was the murder, torture and systematic rape of Bosniak Muslims throughout the region because of their ethnic and religious identities. That is why the charity Remembering Srebrenica has dedicated so much over the past eight years to educating young people on the lessons to be learned from such events so that they are never repeated.

There are people in the region who will be terrified, because they have not forgotten. Those on the receiving end of the growing hate speech know all too well what could happen if nobody is willing to intervene. Right now, they have no assurance that this is not the path that Bosnia and Herzegovina is on. Genocide and widespread crimes against humanity do not happen by accident or chance; they are well planned and organised. The seeds are sown early, from creating division throughout a society to manipulating citizens and playing to their fears.

As a signatory of the Dayton agreement, the UK has a responsibility to the people of Bosnia and Herzegovina, so will the Minister commit to developing not only a strategy to prevent any further escalation of the divisive discourse in the region but country-specific approaches for other regions of concern? Will she commit to ensuring that such work will be properly funded and resourced?

Although another war is not inevitable, we have seen how similar conflicts have led to the criminalisation and persecution of human rights activists and civil society. That is why those groups were among those prioritised in the evacuations in Afghanistan, and we have seen how Palestinian groups have been proscribed recently too. Such people and organisations can have a tangible impact in deradicalising extremist views and protecting vulnerable minorities, but they need the opportunity to do their job safely and without fear for their lives. Will the Minister confirm that a plan is in place to protect civil society in the region?

There has been and will be much talk of sanctions, military presence and national security—not just in today’s debate but in conversations everywhere. Every option should be given due consideration, but only so long as the people of Bosnia and Herzegovina remain at the heart of much-needed intervention. That must be the priority. As the hon. Member for Rutland and Melton said, we who are here today are friends of Bosnia and will continue to demonstrate that friendship.

It is always a pleasure to serve under your chairmanship, Mr Sharma. I thank the hon. Members for Don Valley (Nick Fletcher) and for Shipley (Philip Davies) for securing this important debate about last Friday’s International Men’s Day. I know the hon. Member for Shipley also sponsored last year’s debate on this topic in the main Chamber, and that he will be disappointed that he cannot be here today, but I am sure his ongoing commitment to men’s and boy’s issues does not go unnoticed.

As a society, we are becoming more aware of equalities issues, and today’s debate is an opportunity to highlight those that impact on men. This past year has been a watershed moment for women’s rights, and rightly so in the light of many recent events, but it is important to remember that there are issues that disproportionately impact on men too. I also acknowledge that today is White Ribbon Day, founded by the White Ribbon campaign, a global movement of men and boys working to end male violence against women and girls. It is in that spirit of solidarity that we should remember that the fight for equality can only be won when that equality is given to all, regardless of gender.

A few months ago, I met Jason Schroeder, chief executive officer of the Scottish Men’s Sheds Association. Men’s Sheds are an excellent example of a true grassroots movement. A Men’s Shed is a space for men to come together informally and voluntarily, whatever their background. They can come together for social or leisure activities in a relaxed, zero-pressure environment. Perhaps most importantly, unlike the vast majority of social spaces and activities aimed at men, they are completely alcohol free. I am proud to have the Rutherglen and Cambuslang Men’s Shed in my constituency. Its impact is invaluable, and I hope all hon. Members will join me in thanking Men’s Sheds for their contributions across Scotland and the UK.

My conversation with Jason was enlightening and his passion for the movement and the men involved is unquestionable. He explained how the sheds help men across a broad spectrum of ages and backgrounds in innumerable ways. In particular, the support they provide for men who might be stigmatised for their mental health problems or employment status, or who are suffering from things such as alcoholism, is vital. It was clear that a common thread tied many of the issues back to one big problem: isolation.

Social isolation is an issue for men of all ages and comes as a result of a variety of factors. The Jo Cox Commission on Loneliness found that 8 million men of all ages felt lonely at least once a week. Another 3 million said that they felt lonely on a daily basis, and one in 10 men said they would not want to admit to feeling lonely. That is a problem that must be addressed. Increased social inclusion can address a number of problems. Having a solid support network is key, but they can be hard to build, even more so for men who live alone or who might have lost their support network under tragic circumstances, or for men who suffer with conditions such as depression and anxiety, which we already know are underdiagnosed because men are less likely to proactively seek diagnosis or support.

That brings me to another way men can be isolated—through the healthcare system. Because men are more likely to internalise their feelings thanks to an outdated social stigma, there is a higher risk of mental health issues worsening, which can lead to self-medication and unhealthy coping mechanisms such as alcohol or drug use. In turn, that leads to physical health issues, a deteriorating mental state and, sadly, feelings of overwhelming hopelessness and an increased suicide rate.

It is not just mental health services that men can struggle to access. Physical health literacy among men must also be improved. Social isolation makes men much harder to reach when it comes to preventive healthcare measures and early intervention. Does the Minister agree that further research should be done on how barriers to preventive healthcare for men can be overcome?

These issues are even starker when we look at men from ethnic minority backgrounds. Cultural differences can severely impact on the ability of those men to seek formal support, maybe for reasons stemming from their faith or because of the taboo that poor mental health carries in some communities. Black, Asian and minority ethnic men are more likely to grow up and live in impoverished areas where health services can be so over-subscribed that they cannot meet demand. Language barriers can also present real logistical difficulties in accessing healthcare. All of these issues can combine to make the very idea of seeking out support completely insurmountable. Will the Government review the barriers to accessing healthcare for ethnic minorities? Each community has its own cultural taboos and stigmas. Will that be looked at in more detail, so that support can be better tailored?

While we are on the topic of health, I highlight the work of the Movember Foundation, which sets out every November to raise awareness of health issues such as prostate cancer and testicular cancer, to increase early detection rates and effective treatment, and to make a difference in mental wellbeing and suicide prevention. A movement born from a small group of men in Australia is now impacting on the lives of men across the world.

Another group of men who might find themselves socially isolated are single parents. One Parent Families Scotland, a charity that operates in my constituency, told me recently that, although its services are predominantly accessed by women, it has seen a noticeable rise in single fathers seeking out help over the past 18 months. That is a position that is often overlooked, unsurprisingly, as men make up only 10% of single parents. We should think about what that might mean for those 10%—for a start, it could mean a lack of peers, which brings me back to my earlier point about the importance of a strong support network. Mother and baby groups are part and parcel of life for many single mothers, but a lot of fathers would not feel comfortable going along and socialising when they might be the only man present.

The prevailing belief in society that mothers should be the primary caregiver, which is problematic in itself, means that single fathers face a raft of unfair assumptions. That very British stereotype of a stiff upper lip means that fathers may often not be seen as warm, loving and caring. If a child has a parent who loves them and does their very best for them, that is all that should matter.

This debate is so important and I am happy that has been recognised here today. I am grateful to have had the opportunity to speak. I hope that, through discussions such as this, we can work towards a society that is truly equal and fair for all.

I thank the right hon. Member for his intervention. He is absolutely right, because those countries have brought their people home. Indeed, Australia actually managed to bring Nazanin’s prison cellmate back home, while Nazanin herself is still in Iran. So I hope that the Minister will pay attention to what the right hon. Member has just said, because he makes a very important point.

Regarding the debt, I will come back to something that the Secretary of State for Defence has said:

“With regard to IMS Ltd and the outstanding legal dispute the government acknowledges there is a debt to be paid and continues to explore every legal avenue for the lawful discharge of that debt.”

So if anyone questions whether we owe the money, we definitely owe the money, as has been stated several times. It is not a ransom; it is a debt that we as a country should lawfully pay back to Iran.

Nuclear negotiations restart on 29 November and there is a risk that both Nazanin’s case and Anoosheh Ashoori’s case will be used as leverage. The negotiations are complex and we cannot risk these cases becoming entangled in them. Does the hon. Lady agree that the Government need to have a plan in place to ensure that these cases do not get caught up in the nuclear negotiations?

I thank the hon. Member for her intervention. I think that Members from across the House can probably hear the frustration in my voice, because I am very worried that my constituent is getting caught up in this overall universal problem and becoming a pawn between the two countries. Her husband has maintained from day one that she is a pawn caught between the two countries, which is unacceptable.

The hon. Gentleman is right that, whatever the ultimate resolution is to the attempted break-up of Bosnia and Herzegovina or to a potential refugee crisis, it will need to be achieved in conjunction with countries in the region. That is why the Under-Secretary of State, my hon. Friend the Member for Aldridge-Brownhills, has been—and no doubt will continue to be—active in speaking to all countries in the region.

The Srebrenica massacre in 1995, the worst atrocity on European soil since world war two, was a horrific genocide that cannot be repeated. Dodik has alluded to alliances with China, Russia and Hungary, which could provide support should conflict break out. What assessment has the Secretary of State made of the likelihood and impact of those countries intervening in the region?

We are aware of the likely hand of Russia in the matter. We will ensure that we continue with a dynamic assessment of the situation on the ground. Ultimately, we will work with the member states of the European Union, as well as with the United States of America, to do everything we can to ensure that the situation does not escalate once again to the violence that sadly we saw in the 1990s.
