As the hon. Member may already know, changes were made under the previous Government to make the system more balanced. I can tell him that the FCDO is committed to upholding the full range of rights set out in the universal declaration of human rights and in international human rights treaties to which we are a state party.

Whether the Government have made representations to the Government of Pakistan on the killing of Mr Mahboob Ahmad Khan in Peshawar on 8 November 2020; and if he will make a statement.

We strongly condemn the murder of Mr Mahboob Khan, another recent and apparently religiously motivated killing of an Ahmadi Muslim in Pakistan. On 8 November, my ministerial colleague Lord Ahmad of Wimbledon, the Minister for South Asia and the Commonwealth, publicly condemned the murder of Mr Khan. On 16 November, he raised concerns about killings of Ahmadi Muslims in Pakistan, including Mr Khan’s murder, with Pakistan’s human rights Minister.

I thank the Minister for his response. Given that four Ahmadi Muslims have been murdered on the grounds of faith in the past four months, the latest being 31-year-old Dr Tahir Ahmad murdered at home in Punjab just last Friday, what further representations can his Department make to the Government of Pakistan on ending their state-sponsored persecution of Ahmadi Muslims in Pakistan, which is rooted in federal laws that explicitly target Ahmadi Muslims?

I thank the hon. Lady for her question. She may be aware that we had a very robust Adjournment debate highlighting this issue last night. We remain deeply concerned by reports of discrimination and violence against any religious communities in Pakistan, including the Ahmadiyya Muslim community. We raise regularly at senior level with Pakistan our concerns about the mistreatment of Ahmadiyyas and other religious communities. On 3 November, FCDO officials in Islamabad met representatives of the Ahmadiyya community in Rabwah to engage with their concerns, as well as raising the matter with Pakistani authorities.

We will always stand by Hong Kong. That is why we have taken the actions that we have. We believe that there have been three breaches of the joint declaration. Our offer to BNOs is generous, compassionate and widely welcomed. We have a duty to the people of Hong Kong, clearly, given our history there and we will not stop speaking up on behalf of the people of Hong Kong when we believe that there have been these serious breaches.

In October this year, the Government confirmed that a new immigration route for BNOs from Hong Kong will open in January. Unfortunately, under the current plans, BNOs will still be subject to an expensive immigration health surcharge of £1,560 per 30 months and £3,120 for five years. Will the Government consider abolishing the immigration health surcharge for BNO applicants?

We have been generous with regard to BNOs, and rightly so, given the duty that we owe to them. We have developed proposals for a bespoke immigration route for them and their dependants with five years’ limited leave to remain, with the right to work or study. The issue to which the hon. Lady refers is a matter, of course, for the Home Office. It is entirely appropriate for her to write to the Home Office and see whether she can get a response that gives her the satisfaction that she requires.

I have not heard that criticism—it is certainly not one that has been directed at me. I reassure the hon. Lady, as I hope I have done through the statement, that we stand full-square behind support for civil society, election monitoring and journalists in Belarus and beyond.

We all rightly condemn the actions of the Belarusian authorities. Threats of Russian interference in the situation have been a constant feature of the Belarusian protest. On 27 August, Vladimir Putin stated that he has formed a police reserve to use in Belarus if the situation gets out of control. What representations have the Government made to the Government of the Russian Federation to demand that the sovereignty of the Republic of Belarus remains intact, regardless of other developments?

The hon. Lady is right to worry about the predatory approach of Russia, which has always regarded Belarus as a client state. We are watching that very carefully, along with our international partners, and that is one reason why we are taking the measures that I set out today.

My hon. Friend will know that, along with our E3 colleagues, we have triggered the dispute resolution mechanism for the JCPOA on the nuclear side. It has always been the case that the JCPOA did not encompass the wider destabilising activities in which Iran engages in the region through militias and proxies, and we have always been open and willing, and indeed pressing, to try to incorporate a bigger agreement. But it is also right to say that until there is scope for that wider agreement, what we have is the JCPOA, which provides the vehicle for some kind of restraint on Iran, although I accept that it has been eroded because of systemic non-compliance. We would be reluctant to move to something bigger until it is in place, and should not lose sight of what the JCPOA adds.

It has been two years since President Mnangagwa took office in Zimbabwe, yet progress in human rights reform has been non-existent. In the past year alone 70 critics of the Zimbabwean Government have been abducted and tortured by security forces; what steps is the FCDO taking to engage with the Zimbabwean authorities to progress reforms and ensure that those responsible for human rights violations are brought to justice?

I share the hon. Lady’s concern about the situation in Zimbabwe. We follow it carefully and engage with our international partners as well as directly with the Government of Zimbabwe. Working with our partners, we have the tools, if the evidence allows and we decide it is the right thing to do, to apply targeted sanctions on those who commit the most egregious human rights abuses.

I remember well from my right hon. Friend’s time as a Minister what a champion of human rights he was. The approach we will take is to hold the countries and the Governments to account for the worst human rights abuses and so far as we can—he will remember this from his time dealing with the UN—mitigate and avoid the politicisation of those by Governments and others who wish to subvert human rights more generally.

The decision to suspend extradition arrangements is a necessary step in protecting human rights, given the serious curtailing of freedom that has taken place as a result of the imposition of the new national security law in Hong Kong. Can the Foreign Secretary update the House on the FCO’s recent engagement with civil society organisations in Hong Kong? What steps will he take under the Global Human Rights Sanctions Regulations 2020 to designate sanctions against officials responsible for human rights violations in both Hong Kong and China?

I think I have already answered the question about Magnitsky sanctions. We will assess the evidence; I do not want to prejudge any future designations, but we will look at that very carefully. We also are engaged and in touch with various civil society movements in relation to both Hong Kong and more broadly, and the Minister for Asia is meeting Nathan Law later today. That is one illustration of the engagement we have had.

One of the first events that I took part in on being appointed as Minister was when the Foreign and Commonwealth Office hosted journalists from north Africa and the middle east to support media freedom. Media freedom remains a priority for the UK Government. Legislation is planned in Bahrain to provide additional protection to journalists, but the timing and detail around that legislation remains vague. We continue to engage at senior level to push for that legislation to be brought forward, and for the enhancement of the protection of journalists in Bahrain.

As co-chair of the all-party parliamentary human rights group, I wrote to the FCO, along with my hon. Friend the Member for Argyll and Bute (Brendan O’Hara), on Monday to request an urgent meeting about the cases of Mohammed Ramadhan and Hussain Moosa. With less than one week to save their lives, and in the light of the UK’s assistance to the special investigations unit that enabled their torture and imminent death sentences, will the Minister meet us to discuss those cases before the Court of Cassation’s final decision on Monday?

I thank my right hon. Friend and pay tribute to his work not only on the issue of media freedoms, but in relation to China and Hong Kong. This has been a long time coming and we have hoped for the best, but we have been prepared for the worst. He is right to pay tribute to Dame Barbara. It is a difficult posting. She has performed exceptionally well. He asked, in particular, about media freedoms. He will know, because it was established under his tenure rather than mine, that we have a media freedom campaign, which we, along with the Canadians, lead. We are swelling the ranks of that. It provides support for countries that want to protect media freedoms, and it also provides support for journalists. We also have a campaign to protect freedom of religious belief and the third element of this will be the Magnitsky sanctions regime, which I will bring before the House with the first designations before the summer recess.

Can the Foreign Secretary tell the House what discussions the Foreign Office has had with non-governmental organisations operating in Hong Kong who will likely be targeted as a result of this new national security law?

We obviously have contacts with civil society on the ground not only through our missions and posts, but through direct contracts here in London. They are deeply concerned and they fear that they will be subject to this law and bear the brunt of this law in the harshest terms conceivable. We are deeply concerned for them, which is why we are taking the action that we are.

The UK Government have long regarded protest as a legitimate means of raising issues and as part of democratic society, but any allegations of human rights abuse are very concerning, and we believe that they should be investigated thoroughly, promptly and transparently.

Can the Minister share with us the reason why the Indian Government have excluded Muslims from the Citizenship (Amendment) Act? Does he agree that legislation should never discriminate on the basis of faith?

I can assure the hon. Lady that such legislation does give us cause for concern, especially for the Muslim community, and we make those points very clearly when we meet our counterparts.

Middle East Peace Plan

My right hon. Friend is correct on that. I think this is why so many of our friends and partners across the world have been cautious and moderate in the language they have been using about this plan, using it as a prompt to urge both parties to get back around the table to try to find a way forward.

Does the Minister agree that this proposal, which offers Palestinians barren and inhospitable desert land, and a tunnel between the west bank and Gaza, is a fundamentally unserious one, which has been drafted without Palestinian input? What representation will he make to US counterparts about the urgent need to include Palestinian diplomats in a discussion about their future peace settlement?

I am certainly not going to get drawn into the detail of this plan, but I would say that in all the conversations we have had with our US friends and allies, and others, we have made it clear that a solution to this has to be negotiated and agreed by both of the principal parties to this dispute.
