Lords ChamberMy Lords, I thank the noble Baroness for introducing today’s important debate on the humble Address. It was a privilege to be present to hear the second King’s Speech of the King’s reign in your Lordships’ House on Wednesday. It is good to see that he is making a good recovery from his recent illness.
I warmly welcome the noble Baroness, Lady Smith of Malvern, to her place at the Dispatch Box and congratulate her on her excellent maiden speech. She brings a wealth of experience to your Lordships’ House through her work as an economics teacher, a local authority councillor, a Member of Parliament, and an Education Minister—and, of course, she can be very proud of the fact that she became the first woman Home Secretary and the third woman to hold one of the great offices of state, after Margaret Thatcher as Prime Minister and Margaret Beckett as Foreign Secretary. Finally, I think I am right in saying that the noble Baroness is the first at the Dispatch Box to have appeared on “Strictly Come Dancing”. This will help her to be fleet of foot at the Dispatch Box, to pirouette around the departmental civil servants, and to get into the rhythm of this great place. For my side, I do hope I will not step on her toes.
We on this side of the House are proud of our track record while in government in relation to education. Our children are now the best readers in the West, ranked fourth globally in the PIRLS survey, and ninth in maths in the TIMSS survey—a marked improvement on the position in 2010. We have seen 90% of our schools judged to be good or outstanding by Ofsted, and our free schools programme delivered quality, innovation and great education for pupils, particularly in disadvantaged areas and for those with SEND.
It is so important to have stability in skills policy. Apprenticeships are unrecognisable now in their breadth and quality compared with 2010, a time when some people doing apprenticeships did not even know what they were. They are real engines of social mobility and directly address our skills shortage. We have real concerns about the Government’s proposals to reform the apprenticeship levy. First, we think that this approach risks diluting the focus on apprenticeships and halving the number of apprentices. Apprentices are key to addressing our skills gap in the economy, including in our public services. Secondly, there is a real risk that the state ends up funding skills training that employers would otherwise have funded themselves. How will the Government avoid this?
Finally, we were determined to support as many families as possible with access to high-quality, affordable childcare. This is why, in the 2023 Spring Budget, we announced major new investments, providing up to 30 hours of free childcare a week from the age of nine months by September 2025. This translates to over £4 billion of additional funding by 2027-28, and a total of over £8 billion of spending annually on free hours and early education. Will the noble Baroness reassure the House that there is a commitment to stick to our plan?
It gives me and my noble friend Lord Markham great pleasure to welcome the noble Baroness, Lady Merron, to her new role as Health and Social Care Minister—a just reward for her hard work and dedication serving on the Opposition Front Bench in your Lordships’ House, as Member of Parliament for Lincoln, as a Government Minister, and as chief executive of the Board of Deputies of British Jews. She is entering a challenging environment. We wish her luck and our constructive support—accompanied, of course, by constructive challenge.
We are pleased to see the continuation of many of our policies, such as the smoke-free Bill and the mental health Bill. I hope and trust that work will continue in other areas where there is broad agreement, such as the long-term workforce plan and implementation of the Cass recommendations. Will the Minister confirm that this is still the case? We hope the Government will continue the work on technology and see this as a major way to take the NHS into the 21st century. App usage is exploding and presents a real way for people to take control of their own health. Artificial intelligence can truly transform in ways we are only just beginning to understand. This will all be fuelled by our NHS data, which is unparalleled in the world and gives us the opportunity to be the Silicon Valley of AI tech here in the UK. Will the Government continue to prioritise these measures?
We will support the Government’s focus on waiting lists. We took a lot of action in this space and managed to bear down on some of the longest waiting lists post Covid, but it is a source of frustration that these efforts were hampered by the junior doctor strikes. We wish the Government well in the negotiations with junior doctors and hope that they can reach a settlement without breaking the bank.
Key to this, of course, is NHS productivity. Given the importance of the productivity plan, can the Minister assure us that this process will continue? Another area that is key to productivity and patient care is the capital programme, in particular the new hospital programme. While it is understandable that new Ministers will want to review the programme, it is essential that there is continuity and no loss of momentum. Can the Minister assure us that this review will be undertaken in a timely manner and tell us when we can expect the results?
We also note that very little was said about social care in the King’s Speech. We appreciate that this is a very difficult area, but one that I am sure we all agree is crucial to get right for the sake of patients and to free up beds in hospitals. The steps we took in government in providing a career structure and professional qualifications and training programmes are key to making it an attractive profession to work in, but we realise there are challenges around the cost and supply of social care. Given the hot potato this subject represents, a cross-party conversation might be the best way forward. I note that the £86,000 cap on social care is still due to be implemented. Do the Government intend to continue with this implementation?
Finally, and most importantly, we have all agreed for some time that we need to get up stream of the problem and shift resources from treatment in hospitals to investment in primary care and prevention. These are fine statements of intent, but making this happen is often far more difficult. It is often a gutsy move to move money away from hospitals and into primary care. Such moves require a grown-up conversation bolstered by cross-party support. In this vein, I offer our support in having such conversations and moving from statements of intent to firm action. We wish the noble Baroness all the best of British luck in her new position, and we look forward to working with her in the months and years ahead.

Lords ChamberMy Lords, I join other noble Lords in thanking the noble Lord, Lord Boateng, for securing this debate and congratulate him on restructuring BBC Radio 4’s schedule to put on “Rethinking Music, the Next Generation” just as I was driving home after dinner on Saturday evening. I thought it was extremely well organised of the noble Lord to make sure that we were all particularly well briefed for this debate.
Noble Lords across the House know that there are many schools across the country that deliver high-quality music lessons to pupils and offer high-quality co-curricular opportunities. Equally, as we have heard so powerfully today, in some areas of the country music provision may be more limited, and equality of access is vital, as the noble Lord, Lord Boateng, set out.
To address this and to improve music education in England, a refreshed national plan for music education was published in June 2022. I echo the thanks of other noble Lords to my noble friend Baroness Fleet for her great work in leading and shaping that plan, and for her continued ambition to see it implemented with maximum impact. The plan clearly sets out the Government’s ambitions to 2030: that every child, regardless of circumstance, needs or geography, should have access to a high-quality music education that affords them the opportunity to progress their musical interests and talents.
The expectations set out in the plan, starting from early years, are unashamedly ambitious. They are informed by the excellent practice we see demonstrated by many schools, music hubs and music charities around the country. We heard today from my noble friend Baroness Fleet about the work of the London Music Fund. I have been lucky enough to attend one of its events and was incredibly impressed and moved by what I heard. The noble Lord, Lord Berkeley of Knighton, talked about the work of the Koestler Trust and my noble friend Lord Polak referred to Restore the Music. I would of course be happy to meet with the founders of the charity—the Battle of the Bands sounds like a great event. As the noble Lords, Lord Berkeley, and Lord Hampton, said, music helps to unlock not just our talent but our humanity, and, in choirs, orchestras and bands, that sense of being part of a shared endeavour. Certainly, my recent visit to the Harris Federation’s staff conference was exactly the kind of neck-tingling experience the noble Lord, Lord Hampton, described. Even though it was not my children who were playing, the choirs, bands and orchestra were extraordinary and very moving to watch.
As we heard from a number of noble Lords, when Ofsted published its recent music subject report last month, it highlighted that some schools do not allocate sufficient curriculum time to music. Schools are now expected to teach music at least one hour each week of the school year for key stages 1 to 3, alongside providing co-curricular opportunities to learn instruments, sing and form ensembles and choirs.
Higher levels of co-curricular participation have been reported this year, compared to May 2022. One of the points raised by the noble Lord, Lord Watson of Wyre Forest, was the importance of the involvement of parents. The survey data are due to be released any day now, but I can share with the House advance notice that 63% of parents in the survey in June of this year stated their child had received singing lessons during the academic year, compared to 52% in May of last year. Some 57% of parents stated that their child had received musical instrument lessons, compared to 43% last year. Some 40% had watched a live performance, and 35% had taken part in one, a point raised by the noble Baroness, Lady Garden of Frognal.
Ofsted’s report also highlighted that curriculum quality of music provision is weak in some schools, with insufficient focus on musical understanding, sequencing and progression. To support schools to deliver a high-quality curriculum, we published a model music curriculum in 2021. According to a recent March survey of schools, some 59% of primary schools and 43% of secondary schools are now implementing this non-statutory guidance. The quality of curriculum was raised by the noble Lord, Lord Watson of Invergowrie. I did not quite recognise the description that the noble Lord, Lord Faulkner of Worcester, gave of music hubs as enforcers of the curriculum. It is non-statutory guidance, and that model music curriculum was put together by a panel of real experts in this area. I very much hope that it does not feel like it is being forced on people.
In partnership with their music hubs, we also invited every school to have a music development plan from this school year. The noble Baroness, Lady Twycross, asked about equality of access and the emphasis on each school having its own plan. That requires schools to consider how they will work together to improve the quality of music education. Our sample survey of school leaders in March showed that slightly under half of schools already had a music development plan in place. Of those without a plan, nearly half reported intending to put one in place in the current school year.
A number of noble Lords, including the noble Lords, Lord Faulkner of Worcester and Lord Watson of Invergowrie, and the noble Baroness, Lady Twycross, asked about the reduction in the number of music hubs. As the House will be aware, there was a re-competition of the music hub programme, led by Arts Council England. That competition is currently under way. This will enable hub lead organisations to become more strategic and build a wider number of strong partnerships, so that children and young people receive high-quality support in every local area, including particularly those areas where provision may currently be limited. The noble Lord, Lord Aberdare, raised the importance of partnerships in this area.
As a number of noble Lords highlighted, we know that it is incredibly important that there is access for all levels of participation in music across the country. As part of levelling up, our plan is to provide an additional £2 million of funding to support the delivery of a music progression programme that will support up to 1,000 disadvantaged pupils to learn how to play an instrument or sing to a high standard, and over a sustained period.
A number of your Lordships quite rightly raised the importance of the quality of teaching, including my noble friend Lady Fleet and the noble Lords, Lord Boateng and Lord German. Of course, this remains the single most important factor in improving outcomes for children, especially those from disadvantaged backgrounds. Just to clarify, I should say that close to 100% of hours taught in art, design and music are taught by a teacher with a relevant post A-level qualification. However, we are updating our teacher recruitment and retention strategy to build on our reforms to make sure that every child has an excellent teacher, including in music.
The noble Lord, Lord Watson of Wyre Forest, asked how we are going to encourage more teachers. For those starting initial teacher training in music in the academic year 2024-25, we are, as the House heard, offering £10,000 tax-free bursaries, which we hope very much will attract more music teachers into the profession and support schools in delivering at least one hour of music lessons a week. We are also establishing four national music hub centres of excellence, which will focus on inclusion, continuing professional development, musical technology, and pathways to industry. We plan to appoint all the centres by the autumn of 2024.
A number of noble Lords raised the issue of children with disabilities, particularly those who are visually impaired, blind or deaf. The national plan makes clear the importance of music being fully inclusive, and indeed it was widely praised by charities representing children with special educational needs and disabilities. The capital grant will emphasise the use of this funding for pupils with SEND, including blind and partially sighted pupils, and including the use of Braille or large print—in fact, that is across the whole curriculum, of course, not just for music—and we will consider how the capital funding could be used to provide Braille music machines in particular.
The noble Lord, Lord Knight of Weymouth, talked about how music would be included in the advanced British standard. Of course, as he is aware, we will be consulting extensively on this, but I have seen in the documentation that has already been published that there are examples of possible combinations of major and minor subjects, and music could appear either as a major or a minor in future.
The noble Earl, Lord Clancarty, talked about the importance of a strong musical and cultural offer in all the regions of this country. I remind him of the incredible focus that was put on exactly this point through the cultural recovery fund.

Again, in relation to location, I mention to the noble Lord, Lord Watson of Invergowrie, the BRIT School North, a new 16-to-19 academy being opened in Bradford that will have a creative curriculum specialising in music and production.
There is still a lot to do to make our vision for music education become a reality, but I hope that in some way I have been able to reassure the House that together our reforms will lead to concrete action that every school and academy trust can take to improve their music education provision. As we have heard from all your Lordships this evening, studying and engaging with music is not a privilege; it is a vital part of a broad and ambitious curriculum, and our reforms ensure that all pupils will have access to high-quality music education and all the knowledge, joy and connection that brings.

Lords ChamberMy Lords, it has been a harrowing privilege to serve on the committee that produced this report. Before moving on, I pay tribute to the highly consultative but steely chairing of this inquiry. It has been extremely well done, and we are all very grateful to the committee clerk, Sam Kenny, and Tom Burke and Claire Coast-Smith, who have really backed us up and have been tremendous.
Going back a little bit, many years ago in my late teens I spent a number of vacations working in a home for children in care. The local authority was the LCC, now redundant, and the model of care, now redundant, was a large campus with hundreds of children, based on the public school model of houses, playing fields, a chapel and a lot of open space. Since then, we have moved on; we have moved people back into the community by and large and have provided local services—standards have improved. But here we are at a moment of inflection, when radical change is needed: just as it occurred all those years ago when we changed the model of care, we have to do it again. So we have this opportunity—and the MacAlister report showed us the way. However, as other noble Lords have said, it could be characterised as high on ambition and aspiration, but I do not quite see how it is going to happen. I shall return to the money in a minute.
I turn to the question of pace. It is wonderful— I sometimes wonder whether all government reports are like this: you commission a report, you buy a bit of time, you consult, you buy a bit more time, you run a pilot, you buy a bit more time, then it fades away—time and again. This, however, has to be different, because this is a critical group of people.
I want to touch quickly on four areas, which cover the generalities. First, there are 13,000 children in residential homes. That is still an enormous number. There should be better ways of caring for them. However, while we have them, we also need better regulation. We need to see what Ofsted is doing to develop that inspection framework. Another point is proximity. Those children are often sent away to care homes that are remote, and they are often remote because the property is cheap. In other services, proximity has become key. We should be moving the children closer, not only culturally but physically, to where they come from.
Other noble Lords have talked about voice. We heard about some very moving cases. It seems that, at both the micro and macro levels, the voices have not been listened to. We need to get out there. Again, the concept is there; we know that we need to develop opt-out advocacy services. We need to develop these things, and it should be a question of when, not if. It is easy just to say the policy.
Other Members have touched on workforce. How can we be 7,900 people short? That is bound to lead to bad care being provided. Similarly, in residential care, people are badly paid and the churn is colossal. There may be the right number of people for the CQC inspection, but the fact that some are coming and some are going obviously affects the quality of care. Can the Minister say when the shortfall in care workers will be eradicated? Are we paying enough? How do we get this level of temporary labour down. It is amazing—it is a sign of a bad system.
For me, perhaps the most important thing—beyond early intervention—is kinship care. The report touched on this. Some estimates show that there are about 150,000 to 200,000 in such care, as opposed to 57,000 in foster care. This is a worthy thing of course—it is how families used to do it; they would group together. In recent times, the funding has made that much more difficult; it is patchy and depends on the postcode. We need to see what we can do about that. A review is due, so let us hope it is comprehensive and has some money attached to it. If, however, it is another aspiration and another pilot, taking longer and longer, we will fail to grasp the opportunity. This is a terrible situation. Often, a grandparent is taking a grandchild, and it often means the grandparent walking away from their own children; they are separated from them. That is harrowing, and we need to back those people up as far as we can and as quickly as we can.
As others have said, it all comes down to being long on aspiration. It would be really helpful to put some dates on things, and then put some money behind it all, so that progress can be monitored rather than the can constantly being kicked down the road. Pace and ambition have been mentioned but, for me, it is about the practicality of how we do it. As ever, we know what to do; the fault often is that we do it only once. This is about taking forward a national programme.
I end quickly by quoting Barbara Kingsolver’s book Demon Copperhead—many noble Lords may have read it. She says in her dedication:
“For the kids who wake up hungry in those dark places every day, who've lost their families to poverty and pain pills, whose caseworkers keep losing their files, who feel invisible, or wish they were: this book is for you”.
I hope that the Government can make it for them as well and move on.

Lords ChamberBefore the Minister sits down, I wonder whether I might pick up one point that the Minister made. Mental health support in schools reaches a quarter of the children who need it at present and the aim is to increase that percentage—
My Lords, I am sorry, the noble Baroness was not here at the beginning of the debate, so it is not appropriate for her to intervene. She can certainly write to the Minister, who will respond in writing. Thank you.
My Lords, I want to thank everyone for their contribution today. I am sort of feeling guilty, because I somehow manage to get a slot each time at the end of the business of the week, and people are not able to get back to where they want to get back to—so I apologise for that. I think it has been a really interesting debate. My noble friend Lord McConnell reminded us that this has been going on a long time. I was working with adolescents well over 50 years ago, and working professionally with them for a significant amount of time, too. But we are in different times, as the noble Lord, Lord Addington, acknowledged. There are specific things going on now which I never had to deal with when I was doing detached youth work, or even before then working as a social worker.
This commission was set up at the end of Covid. We know that many children had been very lonely and stuck in their rooms on social media, which was corrosive and damaging, and through which predators were able to reach out to them. Some of them did not have any opportunity to engage in things such as the sports the noble Lord, Lord Addington, talked about. For those nobody had noticed as a potential problem, they and their families were suddenly facing problems they had never imagined. We still do not know what has happened to thousands of the children who went missing because they were not in school or accounted for anywhere. When I was working, in those days, we did not have to worry about what they were seeing and what was being organised on social media.
Yes, there are problems that adolescents have always faced. My social work tutor used to say to me that the problem was that I had a very peaceful and happy adolescence, and maybe it would have been better if I had had a few more of the problems of the young people I was trying to work with. I was always quite grateful that I had not. We know that young people have always faced problems, but at the moment there are problems we really do not know how properly to tackle. Not being at school and not getting the resilience support and training—which, for me, is how we end up with real losses in terms of mental health—they do not know where to go or who to get it from. When I was starting, there were lots of people around who could be their youth worker, their mentor or their friend, but that has been hollowed out.
I know that this Minister thinks about and works on these things very carefully. The reality is that we all need to do that across the board and look for ways we can identify what is going on in our communities. We never thought there would be this sort of problem in many communities, and there is. As the report says, very often these young people are hidden in plain sight, and these problems are there. We have a responsibility not to give up on these kids and to make sure they have a future, and that their future family have a future in which the care and the relationship is there for as long as it takes.

Commons ChamberI pay tribute to the work that my hon. Friend’s local college is doing. She is absolutely right. In order to see a change in the workplace and in careers, we have to start in early education to build the pipeline to make sure that girls, and subsequently women, are going into these careers, which have traditionally often been more male dominated.
This is not just making a difference to the people who are doing apprenticeships; apprenticeships are making a difference to our country. Employers tell us that apprenticeships increase quality and increase productivity, so investing in an apprenticeship pays out for them and their business, and it is paying out for our wider economy. This is only the beginning of our apprenticeship reforms. Next month, we are introducing the apprenticeship levy, which will ensure that by 2020 over £2.5 billion is available to support apprenticeships. Contributing to the levy will mean that employers are, for the very first time, truly fully invested in apprenticeships. This keeps us on track to meet our manifesto commitment of delivering 3 million apprenticeships by 2020.
Apprenticeships will play a key role in delivering the skills that our modern economy needs to level up, but we need to do more to meet the broader challenges that our economy faces. The most successful countries do not just rely on apprenticeships—work-based routes—to get skilled professionals. They also depend on more college-based routes—on technical courses with workplace experience and training as a crucial element. So we will up our game, looking at reforming our technical education system to make it a central plank of how to sustain a growing economy. For decades, our country has neglected technical education, despite the fact that a substantial proportion—over half—of our young people who choose not to go to university take this path. We have never achieved a sustainable strategy because it has never been truly led by employers. We need a strategy that asks businesses what a world-class technical curriculum should look like—that invests in the tools, the teaching and the skills expertise that help young people to navigate the complex web of choices on careers to find the skills and the career that is right for them.
Over many years, we have allowed the technical curriculum to emphasise quantity rather than quality. There are currently around 13,000 separate technical qualifications. In plumbing alone, a young person has the choice of 33 different courses. How on earth are they supposed to know which course is the highest quality, which one is valued by businesses, and which option is the right fit for them? This cannot be right. In recent years, we have made some important steps forward in tightening the requirements for qualifications included in school and college performance tables, but we need to go much further to ensure that technical education is high quality and meets employers’ needs. In place of complexity, this Government are following the advice of Lord Sainsbury and replacing the current system with a streamlined set of just 15 technical skills routes. Each route will be a pathway to skilled employment—from construction to digital, whether bricks and mortar or lines of code—and our standards for each route will be designed and agreed by our best businesses to make sure there is a direct flow through to the skills that our economy needs.
We know that we need investment as well as reform. At the moment, a young person working towards a technical qualification receives a programme of about 600 hours a year, but in countries with the best technical education—Germany, Denmark, the Netherlands, Norway —students train for far more hours per year. If we really are serious about becoming world-class on skills, we need to rival the commitment and investment of the world’s leading countries.
That is why my right hon. Friend the Chancellor announced last Wednesday over half a billion pounds a year of new funding for technical education. It will be used to increase the number of teaching hours for students. As the Sainsbury panel recommended, it will also fund institutions to organise a substantial, high-quality work placement for every technical education student, helping them to apply their skills in the workplace and to prepare for a successful move into employment. In total, this will mean that a student’s programme hours will increase by more than 50%, from 600 hours per year to more than 900. It is no surprise that the CBI has called this Budget a “breakthrough Budget for skills”.
The funding for extra hours will be rolled out alongside the new technical routes, beginning with the first programmes in autumn 2019. Each of the routes will lead to a new certificate, the T-level, which will be a gold standard for technical and professional excellence. The name will remind Members of another prominent qualification, and that is very deliberate. I want there to be no ambiguity whatsoever: this is the most ambitious reform of post-16 education since the introduction of A-levels 70 years ago. The investment announced by my right hon. Friend the Chancellor shows that the Government are committed to making it a success.
I am very privileged to have my constituency office based at Sci-Tech Daresbury, which is all about technology, innovation and skills. Will the T-level be significantly stronger than existing technical qualifications?
It is a pleasure to speak in this important debate and to follow the hon. Member for Clwyd South (Susan Elan Jones). Hers is a fine constituency in north Wales, an area I know particularly well because it abuts my own county of Cheshire. She will know how closely Cheshire MPs work with her and her colleagues in north Wales to benefit the wider economic zone. MPs in Cheshire and north Wales should work together for the betterment of all our constituents. I would like to think that the Budget goes some way towards enabling us to raise tax to invest in infrastructure that benefits our cross-border constituents.
Against a backdrop of global uncertainty, and as we start our negotiations to exit the European Union, the Budget takes forward our plan to prepare Britain for a brighter future. Nine years ago, the UK was one of the economies worst prepared to face the financial crisis; today, it is one of the best prepared. The OBR forecasts that the UK economy will grow by 2% in 2017. That figure has been revised up from the 1.4% forecast in November. The economy will be growing faster than every major economy in Europe, except Germany’s.
Any family could sit around the kitchen table and tell us that we cannot keep on spending more than we bring in; the same holds true for the Government. There is no magic money tree. Britain has debt of nearly £1.7 trillion —almost £62,000 for every household in the country—and we must never forget that, under Labour, £1 in every £4 that was spent by the Government was borrowed.
Does my hon. Friend agree that it ill behoves the Opposition to oppose every spending reduction over the past 10 years, including every reduction in welfare spending, yet also to make completely uncosted promises that amount to £63 billion?
My hon. Friend is absolutely right. In the previous Parliament, the Opposition opposed every single reform made by the then Government, and they have also opposed all the reforms of the current Government. They call our approach austerity; I call it living within one’s means. We have to take the difficult decisions. Judging by the £30 billion black hole in the Opposition’s counter-proposals, however, they have forgotten the mistakes of the past.
While talking about the need to balance the books, the hon. Gentleman made a bizarre analogy comparing the country with a family. When he is sitting at the dinner table, can he raise interest rates, print money and quantitatively ease? His analogy is completely and utterly defunct.
I did not catch the hon. Gentleman’s final word, but I use that analogy because when I was at school we used to have home economics, and we have to make difficult decisions at home. I was merely making the point that we all have difficult decisions to make. That analogy applies not only to families throughout the country, but to the Government. I am sorry that the hon. Gentleman does not feel it is a good analogy. Perhaps I shall wait to hear his speech and comment on it.
I welcome the Chancellor’s steps to return balance to the country’s finances and to continue the Government’s commitment to take the lowest earners out of tax altogether by raising the personal allowance to £11,500. I sat on the Work and Pensions Committee in the previous Parliament, when the Government’s mantra was helping to make work pay. That is the right course of action to take.
I come to a subject that is very close to my heart, and I declare an interest as the chairman of the all-party group on beer. I welcome the relief of £1,000 for pubs with a rateable value of less than £100,000, which will benefit 90% of pubs. I also welcome the discretionary fund, which enables local authorities to make awards to businesses in their areas on a case-by-case basis. However, I am somewhat disappointed about the inflationary rise in beer duty, which is now 43% higher than it was a decade ago, 13 times higher than the rate in Germany, and significantly higher than those of our major brewing neighbours in Europe. None the less, the Government do have a proud track record of three reductions in beer duty, a beer duty freeze and the removal of the hated beer duty escalator. Although I welcome the introduction of duty bands to target high alcohol-by-volume white ciders to encourage responsible drinking, it is important to remember that 70% of the drinks bought in pubs are beer.
The current bracket for reduced-rate beer sits at 1.2% to 2.8% ABV. However, current HMRC duty receipts demonstrate that, in the six years since the policy was introduced, such beer represents just 0.15% of the market. I know that the Minister will be aware of the cross-industry campaign to split general beer duty rate into two tiers— 2.8% to 3.5%, and 3.5% to 7.5%—and to reduce the duty rate for 3.5% ABV beers, which have much less alcohol in them than the UK average and are highly drinkable for UK consumers. I hope that we can work together on this matter over the coming month to encourage a broader selection of lower strength beers to become part of the norm in UK drinking culture. I will be encouraging the industry to step up to the plate with lower strength beers that can be drunk and enjoyed in the great British pub.
This Government have a plan to build an economy that works for everyone, and the Budget continues with that plan by building on the foundation of our fundamental economic strength. It makes sure that our economy remains strong so that we can properly fund our public services, it helps ordinary working families to make ends meet, and it makes it clear that Britain is open for business.
I do not want to take anything away from Wales, especially with colleagues from Wales in the Chamber, but duplication does not make any sense, especially when there is so little funding around, and we definitely do not want to take any support away from Nissan. I am pleased that my hon. Friend made that point.
Currently, only a minority of parts used to build a Nissan car are made here in the UK, through a 38,000-strong supply chain workforce across the UK, with 27,000 of those jobs based in the north-east.
What an exciting constituency the hon. Lady represents! My understanding is that one of the reasons Nissan decided to stay in her constituency is the cluster of battery technology companies. Is that true?
Yes—I am pleased that the hon. Gentleman makes that point. Electric battery technology is going from strength to strength. I was very pleased to see that there was an announcement on electric vehicles and battery technology in the Budget.
However, we see a predicament looming on the horizon as we begin to leave the EU—WTO tariffs. Ministers have given countless reassurances that we will strike a deal with the EU that does not mean we have to fall back on the 10% WTO tariffs. Yet only this weekend this was blown out of the water when a leaked document showed the Prime Minister’s willingness to fall back on those terms, regardless of the economic impact they may have. That was then reiterated by the Foreign Secretary on TV, also over the weekend. This would be catastrophic not only for the country but for my constituency and the businesses there. In the case of Nissan, falling back on to WTO tariffs and crashing out of the customs union would cause significant delays on products coming into the country that they rely on.
Another issue is that overseas parts currently used to build Nissan cars would have to be reduced significantly to meet the WTO rules of origin. The Society of Motor Manufacturers and Traders has said that cars need to have 50% local content to meet the rules of origin and be classed as British-made, and that could prove a major problem for Nissan. This is where the materials catapult comes into play. Not only would it reinvigorate the supply chain with innovation, especially in skills and jobs, but it could act as a way to mitigate the issues arising from the potential impact of WTO tariffs on manufacturing. I cannot make this point strongly enough the House: this catapult could also mean potential jobs growth. If we take the case of reducing overseas content in Nissan cars, it could significantly boost the UK supply chain and create tens of thousands of new UK jobs, which could seriously transform the manufacturing sector in the UK. Catapults could help in part to achieve the resilience I have talked about, and I hope the Government will listen and look again at the potential of a materials catapult.

Commons ChamberThe EHRC is an independent body that was established under the Equality Act 2006. It has been subject to a substantial reform programme to ensure that it can carry out its core functions effectively, but it must be able to do that under its own steam because it is an independent body.
I totally agree that such behaviour is unacceptable, and we should not tolerate it in any form. I regularly go running, and I have been stopped for selfies, but never subjected to any catcalling. We can do more. Sport England’s This Girl Can campaign and other initiatives have really helped to narrow the gender gap in sports participation. The new Active Lives survey demonstrates that 59% of women are now doing at least 150 minutes of physical activity a week, which is the amount recommended by the Chief Medical Officer, but we can do much more to ensure that there are no barriers to women participating in sport.

It is a pleasure to serve under your chairmanship, Mr Walker. I pay tribute to my hon. Friend the Member for Lincoln (Karl MᶜCartney), and it is a pleasure to follow the hon. Member for Bradford South (Judith Cummins).
I would like to bring a different view to this debate. Although we have been talking about cities and inner cities, I represent a shire county, a rural area in west Cheshire. First of all, I declare an interest in that I am a white working-class poor boy. I left school at 16 with no qualifications and I was written off for low-paid employment, exactly as the hon. Lady talked about. I am also a governor of a school in my constituency. I feel passionate about helping poor, working-class people of any gender to succeed in life. I also have two boys and a little girl at state school.
The north-west is underperforming compared with the national average—71% of girls achieved five GCSEs at A* to C compared with 59% of boys. That is a gender gap of 12%. In my constituency, it is even worse—it is 15%. The total university applications from Scotland, Northern Ireland and Wales are an equivalent number to the gender gap, so this is a massive issue for those of us in England.
White working-class boys are far less likely to go to university than any other group in the country and I say to the Minister that “coasting” schools in shire counties such as Cheshire have been an absolute scandal over many years. Some progress has been made by previous Governments—Labour Governments—in inner cities, certainly in London, but those of us representing shire counties in the north of England, for example, have been badly let down.
I am keen to allow other people to speak so I just ask the Minister to look at “coasting” local authority schools and schools generally in the northern shire counties to see what can be done to make sure that working-class boys, currently and in future, get the best opportunities available to them in a new globalised economy.

Commons ChamberI am delighted to be called so early to speak in the debate. It will not surprise colleagues that I want to talk about one specific element of the Bill: pubs. I should draw the attention of the House to my entry in the Register of Members’ Financial Interests, not just because I am the chairman of the all-party beer group, and I see lots of our members in the Chamber today, but because Burton is the home of not only beer and British brewing, but three of the country’s largest pubcos—Marston’s, Punch and Greene King. Obviously, therefore, the issues in the Bill are hugely important to not just my constituents and the people employed in those companies, but publicans and communities across the country.
These days, pubs are not only competing with other pubs—they also have to compete with high-street cafés such as Starbucks. Does my hon. Friend agree that it is therefore essential that we encourage investment in pub facilities?
I congratulate my hon. Friend on the work that he does to support pubs, not just in his constituency but in this Chamber, in standing up for British pubs and British brewing. He is absolutely right: this is a competitive business. Pubs are not just competing with each other for trade—for business—but with the likes of Starbucks. It is therefore absolutely essential that we allow them to invest in their estates. I will come on to that point later.
I have to admit that I was one of those who opposed the market-rent-only legislation when it first came in during the previous Parliament, because I was concerned about unintended consequences. We all want our to pubs to thrive, our pub estate to grow, and our pubs to be successful and pay a good living to the publicans who run them, but we must also be aware of unintended consequences. I warned of repeating the mistakes we made with the beer orders. I know, Mr Deputy Speaker, that you are not old enough to remember the beer orders coming before this House, but that mistake, with the Government intervening in the marketplace and sticking their oar in, led to the break-up of the successful breweries and, indeed, to the pubcos that we have today. We have to be very careful.
The debate on this subject has been contentious; there has been a great deal of heat, and sometimes it has become somewhat unpleasant. I congratulate the Minister on the work that she has done in finding a way through this. She has not only shown an immense interest in the subject in talking to both sides and properly understanding the implications of what we do as a Government, but has not been shy in standing up to both sides. We know that there is a famous tradition of female Conservative MPs handbagging people around the table in order to get the best deal possible, and that is what the Minister has done to find a way forward. We must not forget that pubs are not charities—they are businesses that employ 1 million people across our country and raise £21 billion for the Exchequer. We must therefore make sure that we have the right conditions to allow them to grow as businesses, and that is what the Minister is able to do.
My hon. Friend the Member for Weaver Vale (Graham Evans) mentioned investment. I am pleased that the Minister’s proposals allow publicans to opt out of—to waive their right to—an MRO for the purpose of significant investment. It is absolutely right that our pubs need to be the best offering possible. They need to have good facilities, nice loos, and good heating. They need to be pleasant environments if people are going to go there and spend their money. He is absolutely right that they are competing with the likes of Starbucks. If we want people to pump money into our pubs, we have to give them security in making that investment. Why would the likes of Punch in my constituency invest a couple of hundred thousand pounds, perhaps even £300,000, in a pub to renovate it if it was likely to lose control of it in just 12 months’ time? The simple answer is that it would not. The Minister’s decision to allow the opt-out from—the waiving of the right to—an MRO will give some comfort to the industry and allow such important investment to go ahead.
I am concerned about red tape. The adjudicator, when introduced, could potentially have to deal with some 14,000 pub tenants. There is therefore a real risk that the adjudicator could be swamped with complaints. I hope that the Minister will be well aware of that when she brings forward the secondary legislation on how this thing will actually work. I am also concerned about the amount of red tape when somebody signs up for a pub tenancy.

It is a pleasure, as always, to serve under your chairmanship, Mr Howarth. I congratulate my hon. Friend the Member for Thirsk and Malton (Kevin Hollinrake) on securing this important debate. It is a pleasure to follow the hon. Member for Penistone and Stocksbridge (Angela Smith), who, in a campaigning speech, made some powerful points on behalf of her constituency and in favour of well-paid jobs and the future of the steel industry in south Yorkshire.
I am the chair of the chemical industry all-party group and co-chair of the energy-intensive industries all-party group. The UK chemical and pharmaceutical industries have a strong record as manufacturing’s No. 1 export earner. However, the fact that they are energy-intensive industries that compete globally means that their export success is critically dependent on secure and competitively priced energy supplies.
The chemical industry uses energy supplies both as fuel and as a raw material to make the basic chemicals that provide key building blocks for almost every sector of manufacturing and the wider economy. UK energy supplies are becoming uncompetitive and less secure. Supplies of North sea gas for use as raw materials and fuel are diminishing, and there is increased reliance on less secure supplies of imported gas. Our onshore oil and gas reserves offer an unrivalled opportunity to secure our energy supply for the future, crucially lessening our dependence on foreign energy markets while also creating tens of thousands of high-skill, high-wage jobs and generating billions in tax revenues.
The political realities in Russia and Ukraine, as well as parts of the middle east, show in no uncertain terms the increasing importance of energy security in the coming years. We cannot afford to be complacent. It is estimated that fracking has offered the US and Canada approximately 100 years of gas security, and it has presented an opportunity to generate electricity with half the carbon dioxide emissions of coal. Our shale reserves offer a stepping stone in our transition to a low-carbon future, especially the move from coal. Fracking can undoubtedly provide us with a legitimate, cleaner means of gradually bridging the gap between fossil fuels and renewable energy. Our energy security and the reduction of CO2 emissions are critical considerations when we think about fracking as part of a broad energy mix, but I firmly believe that scientific and engineering evidence should be front and centre.
The safety and security of people, their homes and their businesses are paramount to any discussion. As I have said in the past, I cannot and will not support anything that may pose a risk to the health, safety and wellbeing of local residents, the natural environment, homes or businesses. Perhaps that is an area in which the Government need to do more to convince the great British public. I recently held two public meetings, in Frodsham and Helsby, where there is currently fracking exploration. I invited representatives of the Environment Agency, Public Health England and the Health and Safety Executive, together with a local property surveyor, representatives of Ineos with more than 50 years’ experience in the industry, and a rather sceptical professor.
The meetings were particularly well attended. It is interesting that the public bodies are relatively poor at getting points across. They are there to reassure the public, but they are reluctant public speakers. They are reluctant to engage face to face with members of the public, who have legitimate reasons to be concerned. People may have been told that their property will not be worth as much, that it may be susceptible to subsidence, or that their health may be at risk. There are many such stories—I regard them as scare stories, but they are based on what is said by powerful lobby groups such as Frack Free Dee, which point to what has happened in Australia and America in the past.
I had a similar experience at a public meeting in my constituency. All the regulators were on a panel there, and it was clear that some questions and answers fell between the cracks. Does my hon. Friend accept that a single regulator with overall responsibility for the industry would improve public confidence?
My hon. Friend makes a powerful point, and I agree. The three agencies involved are the Environment Agency, Public Health England and the Health and Safety Executive, and they go together as a threesome. If the Environment Agency says it cannot or will not attend, Public Health England and the HSE do not turn up. They go as a triple act. The people involved must of course be skilled in what their agency does, but I point out to the Minister that that should include being skilled in public speaking. That means speaking to the public in plain language, not jargon. People’s concerns are legitimate, but I also believe that there is evidence available to reassure the public. I am sorry to say that it is a struggle. We politicians are used to knocking on doors and being eye to eye, face to face, with the public, so we can argue and explain complicated issues to our constituents. However, the public agencies need to raise their game and stop using jargon.
The hon. Gentleman is making a compelling point. There was a day, obviously, when civil servants of that type did not engage at all with the public. Did he consider inviting a Minister to explain things, given that Ministers are responsible for policy and have the skills he is talking about?
No, I did not consider inviting a Minister. It was a Friday night in the north-west of England, on a wild, windy and wet night. I would not expect my right hon. and hon. Friends to support me. We constituency MPs are perfectly placed. We are experienced enough, and we know the public and the area. I chaired the meeting, and I believe it is the role of the MP to do that, and to reflect all the concerns that exist. The public agencies are there to reassure the public, because not all members of the public believe what politicians say, but I also had independent people there. There was an independent professor there, who was a sceptic, but also a local businessman who was an expert in property values, and representatives of Ineos, a good local employer and well known chemical company.
Those public meetings were a great success. Despite the suggestion of the hon. Member for Cardiff West (Kevin Brennan), I would not expect a Minister to be at such meetings, but I would expect the public agencies to be there. My hon. Friend the Member for Thirsk and Malton made a good point, and we should have the expertise there to reassure the public. We are asked for guarantees; we cannot guarantee anything, but the whole point of the Environment Agency and Public Health England is to hold Government, the contractors and the companies to account.
I regard this as a first-world problem. We are a great manufacturing nation, and we need to keep it that way for high-wage jobs. When I became an MP in 2010 we had a wind farm application on Frodsham marshes, which went ahead. We also had four applications for energy from waste sites, otherwise known as incinerators, surrounding Weaver Vale. Two of those have planning permission, one is in operation and one is currently being built. Energy is clearly a thing of the 21st century in a constituency such as mine, which is part of Cheshire. Cheshire is regarded as a rural county, but it has expertise in engineering and chemicals.
The potential benefits of additional high-skill, high-wage engineering and manufacturing jobs and the increased security of our energy supply are too important to neglect. Hydraulic fracturing is an established technology and has been used in the oil and gas industries for many decades. The UK has more than 60 years’ experience of regulating the onshore and offshore oil and gas industry and is a world leader in the field. I believe that if the best engineering practices are used alongside a robust inspection system, fracking can be carried out safely in our constituencies. Engineering and chemical industries are a vital part of the northern powerhouse, especially if we want to ensure a high-wage, low-tax, low-welfare economy in the north-west of England.
It is an honour to serve under your chairmanship, Mr Howarth. I thank the hon. Member for Thirsk and Malton (Kevin Hollinrake) for bringing this debate to the House; that is very much appreciated. I am delighted to follow the hon. Member for Warrington South (David Mowat), because he picked up on a few points from the SNP and this is a good time to discuss those. I am also pleased that my hon. Friend the Member for West Aberdeenshire and Kincardine (Stuart Blair Donaldson) said some of what I was planning to say, because that means that I can get through my speech a bit faster.
My hon. Friend laid out the SNP position. We are looking at a comprehensive programme of research, and the consultation is due to end in spring 2017. Mary Church, head of campaigns for Friends of the Earth Scotland, said:
“This framework for reviewing shale gas fracking and coalbed methane looks like a well designed process, over a sensible timescale…undertaking a thorough review of unconventional gas cannot be rushed.”
If we are to exercise leadership and take the public along with us on this issue, a comprehensive review and a moratorium in the meantime is a sensible approach.
The hon. Lady quotes Friends of the Earth. Is that the same Friends of the Earth that distributes misleading information to the general public by direct mail?

We are making rapid and substantial progress towards our manifesto commitment to provide 30 hours of free childcare for working families. The Chancellor has committed to an increase in funding for free places of more than £1 billion a year by 2020. The Report stage and Third Reading of the Childcare Bill will take place this afternoon, and early implementation is on track for this autumn, with full roll-out in 2017.
May I reassure my hon. Friend that our review of childcare costs, in consultation with the sector, took into account the cost of childcare for every type of provider right across the country? We have announced an increase in the average national funding rate from £4.56 an hour to £4.88 for three and four-year-olds from 2017-18 and will be consulting to ensure that that reaches the frontline. In response to my hon. Friend’s request, I would be delighted to visit nurseries in Hampshire, which, I know, are at the forefront of innovation in the sector.
Next month, I will be holding my fifth annual jobs and apprenticeships fair at the outstanding Mid Cheshire College. Does my hon. Friend welcome the extension of this Government’s commitment to 30 hours of free childcare to help parents get back to work?
I congratulate my hon. Friend on the Weaver Vale jobs fair. He is absolutely right that the purpose of the 30-hour commitment is to help make work pay, help with the cost of living and give children the best start in life. May I suggest that he invites local childcare providers to his jobs fair so that parents can talk to them as well as to potential employers, and I encourage all colleagues to do the same?
Poppi’s death was clearly an absolute tragedy. It is vital that we understand what has happened and have the opportunity to learn any lessons. The serious case review into her death will be published shortly, and I welcome the announcement by the Crown Prosecution Service that it will review the case. We do have concerns about Cumbria children’s services. They were inspected in May last year and found to be inadequate. There have been some improvements, but not enough. We will review progress in the workings of the children’s services in March and take a further decision. It is right to wait for the serious case review and the CPS review, but of course we will keep this matter actively under review, including the demands for an independent inquiry.
T3. As we approach Holocaust Memorial Day this Wednesday, will the Secretary of State and my hon. Friend the Minister for Schools reaffirm her Department’s commitment to continue funding the Holocaust Educational Trust’s “Lessons from Auschwitz” project, which has enabled 28,000 students and teachers to visit Auschwitz-Birkenau?
My hon. Friend is right: every young person should learn about the holocaust and the lessons it teaches us today. In recognition of its significance, teaching of the holocaust is compulsory in the national curriculum. For the past 10 years the Department for Education has funded the Holocaust Educational Trust’s “Lessons from Auschwitz” project, which, as my hon. Friend said, has taken more than 28,000 students to visit the site of the Auschwitz-Birkenau concentration camp. We will continue to promote, support and fund teaching of the holocaust.
