To ask Her Majesty’s Government what assessment they have made of the potential impact on the economy of north-east England of the outcomes they are seeking from the negotiations on the United Kingdom’s exit from the European Union.

The Government are carrying out a range of analyses which will help to inform our negotiating strategy and have provided a guarantee for all European structural and investment fund projects signed before the Autumn Statement. We have also guaranteed all European structural projects signed after the Autumn Statement and before the UK’s departure from the European Union, provided that they pass the value for money test and are in line with domestic strategic priorities.

My Lords, I thank the Minister for the detailed information in her reply. The north-east of England has consistently had the most positive trade balance of any region of the United Kingdom, but 58% of its exports are to European Union countries. If the Prime Minister is no longer even trying to secure the fullest possible participation in the single market, what does the Minister think will be the effect of post-Brexit tariff and other barriers on exporting industries, which they will face long before any new deals with non-EU countries can be reached? Who is speaking up on our behalf in the Government?

My Lords, we want the deal we strike to give British companies the maximum freedom to trade, as the noble Lord has highlighted, and to operate across the single market. We are going to make the most of the opportunities that our departure presents, getting out into the world and doing business right across the globe, while at home, including in the north-east, building a Britain that works for everyone.

It might have escaped the hon. Gentleman’s knowledge, but his Front-Bench team signed up to the revised charter for fiscal responsibility, which requires £30 billion of further deficit reduction. I can reassure him that I do not support the Conservative policy of £12 billion of welfare cuts in the next Parliament, but no doubt that matter will be debated in the election campaign. I believe Labour claims it has some plans for reducing welfare expenditure, though, as on everything else, it has not set out any detail.

I commend my right hon. Friend for his determination in staying a course that avoids the excessive borrowing advocated by Labour and the ideologically based welfare cuts of the kind just mentioned. Without such a course, it will not be possible to deliver what he has given a personal commitment to—dualling the A1 and repairing the road into Rothbury taken away by a landslide. These and other measures have been based on the success of Liberal Democrat participation in the coalition.

I agree with my right hon. Friend. The plan I have set out today ensures that we would borrow less than Labour and cut less than the Conservatives, ensuring a fair path for the public finances, which is necessary to deliver in full on our plans to dual the A1—plans that he has championed relentlessly during his time in the House. I am pleased it has been a Liberal Democrat Chief Secretary who has enabled that scheme to be funded.

The hon. Gentleman makes a valid point, and I agree that this matter needs to be tackled—I shall say something about that shortly. In a follow- up report, the ombudsman was unable to conclude that the Government’s proposals complied with her recommendations for the establishment of a compensation scheme. Even the ombudsman says that more needs to be done.

Like most Members, I had many Equitable Life policyholders in my constituency, and I have had a considerable postbag on the issue from the outset. Many of the policyholders were elderly, and sadly some have died as the saga has ground on, but there remains a great sense of injustice among those still living. Equitable Life was touted as a long-established steady company —when I was a practising solicitor, it was seen as a gold-standard company. No one realised the problem lurking below the surface.

Many solicitors told their clients that they themselves had their pensions with Equitable Life and recommended it.

I never had my pension with Equitable Life, but the right hon. Gentleman makes a good point. Many solicitors, accountants and other professionals invested in Equitable Life. It was popular with financial advisers because it was seen as a safe, steady company, but it turned out not to be, and people lost a lot of money because it was not properly regulated.

The Government need to consider future pension provision. Increasingly, we are being urged to invest in pension provision to augment our state pensions, and with the recent revelations that less than half of new pensioners will receive the whole new single-tier pension when it is introduced next year, that is more relevant than ever. The new rules granting much greater freedom for pension holders to access their pensions savings will greatly alter the pensions landscape and the attitude of savers towards pensions, but it might also make it more difficult for company investment strategies. It is imperative in this new environment that there is confidence in the stability and worth of pensions investment—it is not the same as putting money in a bank or building society, where the rate of interest is known, pitiful though it might be at present; it depends on fluctuations in the market and the type of investment made. Admittedly, there is no guaranteed return—there is always an element of risk—but for most people it is a major investment, so the risk should be as small as possible.

First, all receipts from any of these tax measures are now independently audited by the Office for Budget Responsibility, so there is an independent audit. The truth is that some of these taxes turn out to raise less than we hoped, and some raise more. For example, we are getting less from Switzerland, and we are speaking directly with the Swiss Government about that, but the deal with Liechtenstein is bringing in more money than was forecast. Some of the other measures we have taken—for example, to prevent the avoidance of stamp duty on residential property, particularly in London—are raising more money than forecast.

On the OECD, the United Kingdom and the Prime Minister have led the effort at international level to get international rules on base erosion and profit shifting to make sure that there is a global response to a global problem.

I agree with the right hon. Gentleman. In 2010, there was a hung Parliament and the potential for political paralysis in this country, but two political parties from different political traditions came together. It is a remarkable testament to the strength of this Government and the leadership of the Prime Minister and the Deputy Prime Minister that we can put together these complicated, difficult autumn statements, with difficult decisions being taken on things such as the pension age, public expenditure in Whitehall and tax avoidance. We can do that together; of course, I would rather do it alone, but that is up to the British people in the next election.

First, I congratulate the hon. Lady’s team of Spennymoor on, I am afraid, beating my team of Tunbridge Wells in the final of the FA Vase at Wembley 10 days ago. If she was there—I am sure she was—she will have seen that Spennymoor’s approach was characterised by very positive play, and she would do well to pay tribute to the efforts made in the north-east in much the same way. Exports are growing, employment is growing and the number of apprenticeships has doubled since we came into office. I will visit Newcastle in two weeks to discuss the implementation of the economic review, which I hope she will support.

Will the Minister go a little further north when he goes to Newcastle and have a look at Northumberland, where we are proud of our record on exporting manufacturing businesses? Will he also continue the good work of Treasury Ministers in encouraging the Department for Transport to consider a properly dualled A1 to link us to the markets and places where we can do business in this country and abroad?

I shall certainly do that. One of the bright spots in the north-east is its exporting of manufacturing goods, particularly in areas of high technology. Exports in specialised manufacturing were up 24% in the last year and power-generating machinery was up 20%. I shall certainly visit some of the businesses in the north-east, including in Northumberland, to encourage them to do more.

I do not think that the right hon. Gentleman has the right figures. We are increasing the amount recovered from taxes that should have been paid from £13 billion under the Labour Government to £20 billion. That £7 billion increase, plus the £2 billion that I have announced today, makes a £9 billion increase in the taxes that should have been collected and that we are now collecting. I hope he will welcome and support that. By the way, we have also got rid of the situation that happened when the current Leader of the Opposition and the shadow Chancellor were in the Treasury, in which people in the City were paying lower tax rates than the people who cleaned for them. We have dealt with that problem.

Will the Chancellor note that businesses in the north-east will welcome the announcements that he has made today, including that of the removal of bottlenecks on the A1 south of Newcastle, but that there will be concern that he has not yet announced any progress towards dualling the A1 north of Newcastle, a project that his own party promised in 1992?

I am glad that my right hon. Friend welcomes the decision to increase the A1 to motorway standard between the M25 and Newcastle. He makes a powerful point about the A1 north of Newcastle, and I can tell him that the Chief Secretary to the Treasury is also a powerful advocate of that road scheme. It is one of the things that the Department for Transport will look at as well, so it is certainly not off the cards. What I have committed to today is the dualling of the A1 up to motorway standard all the way to Newcastle.

I thank the Backbench Business Committee for bringing this important matter to the House. I congratulate my constituency neighbour, the hon. Member for Hexham (Guy Opperman), and my hon. Friend the Member for York Central (Hugh Bayley), both of whom paid moving tributes to their air ambulance services—the Yorkshire Air Ambulance and the Great North Air Ambulance Service.

The debate has been well considered and well informed. As hon. Members have said, it came about following an e-petition, signed by nearly 150,000 people, that calls on the Government urgently to review the amount of VAT paid on fuel for air ambulances and

“to return in the form of grants to Air Ambulance Service providers all the future VAT which the Treasury collects from them”.

I should like to put on the record my thanks to all those who have taken the time to sign the petition and bring this important matter to the Floor of the House.

We all now know that air ambulances play a key role in communities up and down the UK. They have been in use since the beginning of the 20th century. Early versions included the Red Cross’s “Florence Nightingale”, which began to carry vital medical equipment across the country in 1934. However, it was not until 1987 that the first UK air ambulance charity, the foundation of the modern air ambulance service, was established in Cornwall.

The most recent air ambulance charity was established in Hertfordshire in 2008. There are now 30 helicopters in service for the 18 air ambulance charities in England and Wales, with a further two run by the Scottish Ambulance Service. We have heard moving tributes to the work that the services undertake around the country. To give the overall picture, I should say that they undertake 19,000 missions a year, servicing 177 accident and emergency departments. On average, an air ambulance takes off every 10 minutes in the UK; every hour of every day, seven air ambulances may be attending accidents and medical traumas around the country.

The emergency teams have an enormous impact on our communities and play a vital role in supporting and extending the work of conventional land ambulances.

I apologise to my hon. Friend the Member for Hexham (Guy Opperman) for being unable to get to the earlier part of the debate because of a meeting.

The hon. Lady will know that in the remote rural parts of Northumberland such as my constituency the air ambulance is vital because, without it, it would be extremely difficult to get cases to hospitals, which are often closer to her constituency in Newcastle, where they need to be treated.

Indeed. We all know of very moving stories in our respective localities where lives have, without doubt, been saved by air ambulances.

As the hon. Member for Hendon (Dr Offord) said, air ambulances have come an awfully long way since their early days. They are now high-tech, mobile A and E departments carrying senior trauma doctors alongside paramedics and transporting state-of-the-art medical equipment to wherever it is needed.

I pay tribute to my hon. Friend, who does not get enough recognition for the enormous amount of work that he has done on two fronts: securing the work for Hitachi trains in our area and ensuring that Durham Tees Valley airport can be a catalyst for economic growth and connectivity—a word that I cannot stand—so that we can compete and sell our goods and services and get them to the rest of the world.

I have a certain amount of sympathy with what the hon. Gentleman is saying. He mentioned schools. The Duchess community high school in my constituency was constantly excluded from Labour’s school rebuilding programme. Now, three high schools in Northumberland will be rebuilt under this Government’s programme.

There seems to be no connect between public and private sector and no connect or coherence between Departments. The Department for Communities and Local Government demands local authority cuts of 20%, which is having a profound impact on unemployment, not just directly in terms of council jobs.

Hartlepool borough council cut its bus subsidy, so Stagecoach has stopped operating bus services early in the morning and late at night. People are unable to travel to early shifts or late periods of work in the night-time economy. They are less likely to go out for a meal or to the town hall theatre or the borough hall, or to the pub for a few pints, so there is less economic activity and fewer jobs. The reality is stark: a lack of joined-up thinking in the Government is increasing unemployment in my area. What can the Whip do about it?

I am glad to follow the hon. Member for Easington (Grahame M. Morris), who always manages to sound a little more cheerful than some of his colleagues in his constructive contributions. I congratulate the hon. Member for Hartlepool (Mr Wright) on introducing this timely and necessary debate. I have a lot of regard for him, but he and his colleagues must face the fact that if they were in power now they would be making substantial public sector cuts. Their own spending plans demonstrate that. We would all be facing the same problem of a shrinking public sector, which has a particular impact in an area with high public sector employment.

The Berwick constituency is a large one, and includes the area around the Lynemouth smelter, whose closure has already been mentioned, as well as what were in my time four working pits. We have lost a lot of jobs in the mining industry. Yet the constituency is 404th for unemployment levels. That still represents more than 1,300 unemployed claimants, but the fact that the constituency has managed not to be among the worst hit owes something to the current stability of agriculture and the associated trades, and also to the fact that we have a large proportion of economically inactive—retired—people. Among the economically active, unemployment is hitting significantly.

We were hit, of course, by the Alcan closure, which had a direct impact on my constituency. Following that I worked a great deal with my right hon. Friend the Chief Secretary to the Treasury on the extension of enterprise zones. The area identified was in the constituency of the hon. Member for Blyth Valley (Mr Campbell), because there are sites around the port of Blyth that are potentially attractive. Getting the enterprise zone extended was part of the strategy. We need the capital allowances that must go with it, and that is partly a decision for the local enterprise partnership. If projects come along that need those capital allowances, and they are not in the original LEP area, I want the LEP to make sure that they go to any good new business that comes into the extended area. If that means that the amounts are used up, we will get some more out of the Treasury; I am confident that we shall be able to do so.

The north-east region is enjoying significant business success—the highest value ever in exports. However, it is heavily dependent on public sector jobs. A good friend of many of us, John Mowbray, who is currently chairman of the chamber of commerce—incidentally, he was recognised in the honours list last week, which we are delighted about; we look forward to congratulating him, probably this evening—said:

“The onus has been placed on the business community to pick up the slack from these cutbacks and while we have had a great deal of success across the private sector in the past 12 months, it is almost impossible to keep pace with the impact of what has been happening across public organisations”.

There is a major task to undertake. If I ask business men in Northumberland what the obstacles are to their creating more jobs—what three things that are somewhere in the grasp of Government, because, obviously, they will mention the international economic situation, which is beyond Government’s control—they will refer to the difficulty in getting capital from banks, the infrastructure problems in our area, and skills shortages.

All Members have had discussions with companies and industrialists, and the issue that comes through to me is lack of demand and consumer confidence. It is not so much the impact of the eurozone, and so on—it is lack of domestic demand. Government policy is exacerbating that.

That is partly true, particularly in retail and parts of the construction industry. It is not true in some of our exporting industries, which are still finding demand and achieving sales in many parts of the world. Clearly, we want to increase demand. What we cannot do is simply pump more and more money—because we do not have it—into the economy.

I want to refer to some of the ways in which we must tackle the three weaknesses I mentioned. One, of course, is bank lending. My right hon. Friend the Business Secretary has devoted a lot of effort to trying to get banks to lend to small business. However, he has met resistance and difficulty, and the Governor of the Bank of England has announced new measures, which I hope will take us further. The regional growth fund supplements the availability of capital, and I particularly welcome the efforts of the Newcastle Journal to bring together smaller businesses to create a bid to become eligible for the regional growth fund. It was successful the first time round, and I hope it will be a second time. The banks need to lend to small businesses on reasonable terms that recognise the viability of the projects that are being brought forward.

We have a pretty obvious candidate for infrastructure spending, where we can clearly show that there would be a benefit to the economy, and that is investment in the A1. It is seen as a handicap by many businesses when they are trying to attract other businesses into the area. If we think that Scotland and the UK benefit from being in the Union, surely we must link up effectively with Scotland.

Finally, for the development of skills we are very dependent on Northumberland college, which serves my area as well as those of neighbouring MPs. It has had something of a crisis of governance lately and gone through a difficult period. I am glad that the Further Education Minister has shown a willingness to help the college. We need it to expand its activities generally out into the areas that are closer to the homes of young people, who cannot be expected to travel 30 or even 50 miles each way to get further education. The Government are doing practical things—and they need to do more of them—to tackle those problems, which we all agree need to be addressed.

I am sure that the hon. Gentleman patronises many of those chip shops on his regular visits to my part of the world—and sometimes to my constituency. I hope that he will go to Brownings the bakers and have a Killie pie, if he has not already had one. The point that he makes does not negate the fact that it is primarily the smaller bakers—the so-called artisan bakeries and those that produce traditional products—that are going to have a problem as a result of this tax.

I want to return to my point about whether one or both of my two vegan Killie pies would be VATable. I am unsure whether “to VAT” is actually a verb that would provide us with the word “VATable”. I am, however, aware that the word “ambient” has its roots in the Latin word for “going round”. The Chancellor’s reputation, if not his ambitions for the future, seems to be going round in ever-decreasing circles as a result of this furore.

The Treasury Committee employed its usual straightforward way with words when it stated:

“We recommend that, where changes to complex areas of taxation are proposed, the greatest possible supporting material be published to allow for greater scrutiny of the possibility of unintended consequences.”

Those are extremely wise words—[Interruption.] I am happy to take an intervention from those Government Members who are mocking the wise words of the Treasury Committee.

Am I to understand from what the hon. Lady is saying that the Labour party is making a costed commitment to remove the tax from pasties, and to ensure that there is no anomaly by also removing it from fish and chips and from every other foodstuff as well?

I have to confess that, the last time I looked at the Labour party manifesto, it did not mention fish and chips, or pasties, or bridies. We are absolutely clear that this tax will do nothing to support those local industries and that it will place yet another burden on hard-pressed customers.

I wish to speak principally to new clause 7, but, in passing, I associate myself with the remarks of the hon. Member for Sittingbourne and Sheppey (Gordon Henderson), particularly on seaside and coastal towns. I have received a letter on precisely those issues from my holiday village, Martin Mere, in Blackpool, which has caravan sites as well as wonderful beaches.

My right hon. Friend the Member for Exeter (Mr Bradshaw) eloquently described the broader issue. I do not want to dwell on the architectural glories of churches, but in my constituency, churches and places of worship have done immensely valuable work in adapting their buildings for community and voluntary sector use. That is why I was mystified when I raised the issue in Prime Minister’s questions today. He had a bizarre brief on swimming pools in Tudor houses. We do not have many swimming pools in Tudor houses in Blackpool, but we have many of the churches and places of worship to which I referred. Incidentally, although it will suffer massively from this proposal, this is not just an issue for the Church of England. Many of the reformed and independent Churches, the Roman Catholic Church and other denominations and religions also do immensely valuable work.

I declare an interest as chairman of the Historic Chapels Trust, which is restoring a Catholic church in Blackpool. Does the hon. Gentleman recognise that when alterations were taxed differently from repairs there was a perverse incentive to alter rather than merely repair, but that the Government could help a lot if they were prepared to put more money into the fund that churches can use to bypass VAT?

I thank the right hon. Gentleman for that intervention and I pay tribute to his work as chairman of the Historic Chapels Trust. I can only say, however, that I know of no examples in Blackpool where such a process has been the driver. The driver in Blackpool has been to make churches, such as the town centre church, St John’s church, and Holy Trinity church in South Shore, accessible for community meetings and so on. As has rightly been said, this is the big society in action.

Blackpool also has a Salvation Army citadel. It does an immense amount of good work, not least with the homeless community. If it wants to make alterations to its buildings to expand the outreach services and community use it currently offers, it will, as a result of this proposal, face a whopping 20% extra in VAT on any building or alteration work. That is a recipe for stopping all that good work nationwide. As I indicated to the Prime Minister earlier, that is shooting the big society in the foot. It is absolute nonsense.

My right hon. Friend the Member for Exeter referred to the listed places of worship grant scheme. I deplore Ministers’ attempt to cloud the issue by saying that they have thrown £5 million into the pot for the grant scheme. Treasury Ministers and the Secretary of State for Culture, Olympics, Media and Sport are perfectly aware that that will not address the issue, in any shape or form, of the losses that will be made under this process.
