Westminster HallWestminster Hall is an alternative Chamber for MPs to hold debates, named after the adjoining Westminster Hall.
Each debate is chaired by an MP from the Panel of Chairs, rather than the Speaker or Deputy Speaker. A Government Minister will give the final speech, and no votes may be called on the debate topic.

I shall address that issue later in my speech. The all-party group of which I am chair recently published a report called “Fleeing Persecution: Asylum Claims in the UK on Religious Freedom Grounds”, which contains lots of information. In it, we make 10 salient points that we feel are important. We will hold a meeting with the new Minister to discuss these matters and ensure that those points are taken on board. I am sure that other hon. Members will speak to them later in the debate as well.
Weak governance in Syria and Iraq has left societies in which violent terrorist groups wreak havoc and implement their own rule of law and punishments, in blatant violation of international human rights standards and law. Although it is not a legally binding statement, last month the UN commission of inquiry on Syria determined that Daesh is committing genocide against Yazidis. The commission also found that Daesh’s abuse of Yazidis—a small ethnically Kurdish religious community—amounts to war crimes and crimes against humanity.
I congratulate the hon. Gentleman on securing this debate. I am sure he would agree that Daesh’s archaic interpretation of sharia law permits the enslavement of non-Muslim women and children. Such enslavement has been suffered by Yazidi people, as well as others. Treating people as the spoils of war is a war crime. Will the hon. Gentleman join me in calling on the Minister to ensure that the UK plays its part in making sure that evidence is available so that the International Criminal Court can bring rapists and enslavers to justice?
The hon. Lady feels, as we all do, very passionately about the Yazidis and the terrible crimes, brutality and violence that have been carried out among them. We will have the opportunity to speak about that; I intend to discuss it later in my speech.
We had a number of meetings, and the hon. Member for Dwyfor Meirionnydd (Liz Saville Roberts) and, I think, some other Members were present. One could not fail to be moved by the stories that were heard—they were heart-wrenching and would have made a grown man cry. Many of us did shed tears for those who are under threat, face discrimination or, indeed, fight for their lives.
But it is not just the Yazidis who are suffering, it is the ancient religious communities, including the Syriac Catholics, the Mandaeans, the Baha’is, the Shi’as and Sunnis alike, the few remaining Jews in the area, the Protestants and the non-religious individuals as well. All their sacred sites are in danger of being wiped out. Less than a third of the 1.5 million Christians who were in Iraq in 2003 now remain. Looking at Iraq, the numbers have decreased dramatically—they are down to something like 250,000. And what about the destruction of all those ancient monuments and sites, and the destruction and burning of the ancient books that hold centuries of information? They destroy them all with a blatant disregard for how important they are.

Commons ChamberLast month was the wettest December on record in Wales, where we suffered the greatest amount of rain anywhere in the UK. In Pen Llyn it has rained, and this is not anecdotal, every day since the end of October, and homes and businesses across my constituency have suffered flooding.
I note the announcement by the Labour First Minister that funding of £3.3 million has been identified to help communities in Wales to recover from the effects of flooding. That comes, however, against the backdrop of the Welsh Government’s decision to cut the funding to Natural Resources Wales by almost 7%—something that the motion neglects to mention, interestingly enough. Although capital spending on flood defences is welcome, that cannot make good in itself for the long-term attrition in revenue funding. Have the Government considered whether the £2.3 billion announced for flood defences at the spending review can in any way justify 15% day- to-day departmental budget cuts?
When the culverts are blocked by detritus swept down by unprecedented rainfall, what is needed is someone on call at short notice to clear them out. What will it take for the Government to appreciate that such public sector jobs are necessary in a functioning society that safeguards its citizens?
The Royal Institution of Chartered Surveyors has called for farmers in Wales and the north to be paid to plant trees and maintain areas to soak up water.
Upland farmers and farmers in general have a great knowledge of the land, the weather and what happens. Is it not time that the DEFRA Minister took on board the experience and knowledge of farmers to ensure that some of the ideas they have to solve the flooding problems actually happen? They are ignored because they are not engineers, but they should be taken on board because they have the knowledge.
Indeed. As we have heard, there is an expectation on upland farmers and communities to play their part. They are ideally placed so to do and they are willing to help to address the flooding threat. None the less, planting trees needs to be a tailored response as befits a catchment-specific solution. It should not be just another capital project, a quick-fix panacea, which negates the need for environmentally sensitive dredging and other measures where they are seen to be appropriate. It is impossible in Wales to forget the environmental and social damage caused to our uplands by past initiatives to plant trees, initiatives that often resulted in vast monocultures of conifer plantations.
According to Gwenallt in his poem “Rhydcymerau”,
“Coed lle y bu cymdogaeth,
Fforest lle bu ffermydd”
which means
“Trees where was once a neighbourhood
A forest where there were farms.”
Although slowing the upstream flow of water is a critical part of flood management into the future, environmental planning needs to be sensitive to the natural and working habitats of upland Wales and other upland areas. I also propose that safeguarding green areas and additional tree planting in towns and cities would help to soak up heavy rainfall.
Furthermore, I urge the Government to reconsider their continued reluctance to access EU solidarity funds in relation to flooding. If they are content to carry on doing so in England, so be it, although I note that many people here would like them to change their opinion. In relation to Wales, if they do not reconsider, they should at least allow the Welsh Government to access the funds, or consult and apply on behalf of the Welsh Government, as this Government is the member state. That would alleviate problems in Wales.
Lastly, I point out that the UK Government are able to mobilise the Army, yet devolved Governments cannot mobilise the Army and its help, except in extreme circumstances, as it is a reserved matter. The UK Government should revisit that matter and implement a function whereby devolved Governments can mobilise the Army to assist in such circumstances. I also note that basing Welsh regiments in Wales might be a good starting point to be able to do that.

Commons ChamberI have not visited the college, but I would be delighted to do so. My background is in further education, and I have taught public services courses where boys and girls—young men and young women—were actively targeted, so I have some experience in this matter.
As I have just said, the matters that I have just raised are perhaps for another time. Today, we are concerned with the specific need to change the law, so that recruitment in the armed forces is in line with international and developed world standards and norms. I urge the Government to consider the proposed new clauses. If they are not minded to accept them, perhaps they can bring forward their own proposals.
I rise to endorse the status quo. I am sorry that I cannot agree with the new clauses proposed by the hon. Member for Dwyfor Meirionnydd (Liz Saville Roberts), for whom I have the greatest respect.
Training starts at an early age. It starts with the cadets for a great many of our young boys and girls who go on, in the greater spectrum of life, to become the men and women in uniform. That introduction and early training at cadet level gives young people a chance to show their potential and an interest in the armed forces. It also enables them to go further with the training if that is what they wish to do. I am keen to see that training encouraged and retained. I am also conscious, as I know the Minister is, of the fact that a level of training needs to be achieved before a person reaches the age of 18. If we can start from the age of 15 or 16, or even earlier, we will have young soldiers—male and female—equipped and trained to the highest standard and with the necessary experience. With great respect, I feel that what we have at present is perfectly acceptable.
