Commons Chamber(Strangford) (DUP): The Trussell Trust food bank in Newtonards, in my constituency, was the first in Northern Ireland. It is run by the Thriving Life church and does excellent work. I am the main referral agency for it, and for the record, the main reasons for referrals are benefit delays at 30%, benefit changes at 15% and low income at 22%. Last year—

I thank the Minister for her response. Although we did not get the response we wanted, as the Minister acknowledged, she did make a commitment to consider pushing the industry in the direction in which we all want it to go. From the Government’s point of view, and that of the Opposition, I think that the overall consensus is that we need to help those who need help. That is where I and many others come from in relation to problem gamblers and vulnerable people.
With regard to new clause 14, I hope that when the Bill goes to the other place, with due diligence—to use that terminology—perhaps something might be added that this House can endorse. I would be glad to see such a move in the right direction. I would also be pleased to see money from dormant bank accounts going to help those with gambling addictions—

When the Bill returns to the House, I hope that we will have an opportunity to address all those issues. I look forward to legislation that empowers problem gamblers and vulnerable people to get help when they need it most. If we can achieve that, we will have achieved a lot.

Commons ChamberOn a point of order, Mr Deputy Speaker. In yesterday’s debate on women and the cost of living, I asked the Economic Secretary to the Treasury a question about the bonuses paid to men being double the size of those paid to women. I spoke to her in the Lobby tonight. Her reply yesterday was about pay, but my question was about bonuses. Is it right and proper for that to be clarified in Hansard tonight, and perhaps by the hon. Lady in person?
It is not a point of order, but it is certainly a point of clarification, which the hon. Gentleman has achieved.

Commons ChamberI am pleased to have the opportunity to speak to amendments 27 and 28. It will not be a surprise to you, Mr Deputy Speaker, to hear that I am deeply unhappy about the Bill. I have said that in Public Bill Committee and in this Chamber in the earlier debate, I said it yesterday and I will reiterate it today.
I want to thank the Government for at least listening to me and my party on one issue. The Bill proposes that same-sex marriages formed in England and Wales should be recognised as civil partnerships in Scotland and Northern Ireland. That is consistent with the way in which overseas same-sex marriages are currently recognised in the House.
I was a member of the Committee that scrutinised the Bill. When I say “scrutinised”, I mean that the hon. Members for Enfield, Southgate (Mr Burrowes) and for East Worthing and Shoreham (Tim Loughton) scrutinised it very thoroughly. Most of the Committee’s members, however, sat in silence throughout the five days of our debates on the clauses, and most of them tabled precious few amendments. They seemed to see themselves as cheerleaders for the Bill, rather than the scrutinisers that they should have been. Never before, during my short time in the House of Commons, have I known members of the official Opposition to abdicate their responsibility to hold the Government to account quite so thoroughly.
Some of us did table amendments, and took the time and the trouble to speak. I pointed out to the Committee that Scottish Ministers were to be asked to give their consent to legal changes allowing recognition of English same-sex marriages, whereas Northern Ireland Ministers were merely to be consulted. Amendments 27 and 28 give us an opportunity to align the law with that in Scotland, which is good news.
As I said in Committee and have said in the Chamber, the Bill has generated the biggest single postbag I have received on any issue in all my years as an elected representative—
Order. I am trying to be as tolerant as possible, but we are discussing this group of amendments, not previous amendments and what happened in Committee. I am trying to be fair, but we are in danger of not remaining where we should be.
Amendments 27 and 28 provide for “consent”, Mr Deputy Speaker, and remove the reference to consultation. Why is that important? It is important to the people whom I represent in Northern Ireland because it introduces accountability to the process. Some 1,700 of my constituents have contacted me about the issue: members of the Church of Ireland, Presbyterians, Methodists, members of the Elim Pentacostal Church, Baptist Brethren, evangelical groups, Roman Catholics, Sikhs and Muslims. Members of faith groups throughout Northern Ireland have asked us, as Members of Parliament, to push for consent rather than consultation, and we have done so.
I believe that when we convey opinions about the importance of faith and religious persuasions, as we have in the House today and as we did in Committee, those opinions cannot be ignored. It has grieved me when some members of the Committee, and perhaps some Members in the House, have brushed aside the opinions of those with hard-held religious views.
Several of my fellow Northern Ireland Members have received similar amounts of correspondence from constituents, all of them pushing for consent rather than consultation. Only 17 of my constituents who contacted me were in favour of the changes. Theirs was very much a minority view, but it is one that we must respect and take on board.
The Northern Ireland Assembly will make the final decision on the issue, which is why amendments 27 and 28 are important. The Assembly has rejected same-sex marriage on two occasions under the consultation process. The first occasion was on 1 October 2012, when it was rejected by 50 votes to 45. Then, on 29 April this year, it was rejected by 53 votes to 42.
Order. I have been generous, and have allowed what I thought was a kind of preamble, but we are actually discussing a group of amendments entitled “Gender, benefits and miscellaneous”. That is the problem that I am facing. I thought that the hon. Gentleman must be getting there. I am sure that he is, and will confine himself to the subjects under discussion from now on.
I may have been a wee bit over-ambitious in trying to express some of my points of view, Mr Deputy Speaker, but I appreciate your generosity. I will return to the issues directly.
The Minister of State, Department for Culture, Media and Sport, the right hon. Member for Faversham and Mid Kent (Hugh Robertson), confirmed to me, in a letter that I received yesterday, that
“Amendments 27 and 28 to clause 15(6) of the Bill make all orders and regulations made under the Bill subject to the consent of the Department of Finance and Personnel if those amendments would otherwise fall within the legislative competence of the Northern Ireland Assembly.”
The amendments have clearly given the Assembly the authority to make a final decision on the issue. That is very significant, and I thank both Ministers for what they have done.
This issue is immensely important to us in Northern Ireland, and has given rise to a massive postbag. I thank Ministers again for enabling consent rather than consultation to be enshrined in legislation.

I am sure that my colleagues will intervene.
I thoroughly enjoyed the opening of Parliament. It always fills me with a sense of optimism to look forward to another Session and what we can do. As the DUP Health spokesman, that optimism was dulled when I noted, with some dismay, that the Government had not included standardised cigarette packs in the Queen’s Speech. It would have been great to see essential measures on that.
I am reminded of the dance, the hokey-cokey: they are in for packaging, they are out for packaging, they are in for packaging, they are out for packaging, and they swing it all about. I cannot do the hokey-cokey, but I know who can. The Government can do the hokey-cokey and nobody can do it better. Bruce Forsyth often says, “Didn’t they do well?” If he ever retires, there are two hon. Members who will be vying for his position.
I am encouraged that some hon. Members have had the courage of their convictions. The hon. Member for Salisbury (John Glen) has taken a clear stance on plain packaging, as have other Members. I appreciate that.
I have received many e-mails from constituents on this issue. One stated:
“Since tobacco advertising became illegal in the UK, the tobacco companies have been investing a fortune on packaging design to attract new consumers. Most of these new consumers are children with 80% of smokers starting by the age of 19.”
Other Members have made it clear that we must stop smoking being an attraction for young people. About 200,000 children as young as 11 years old are smoking already and the addiction kills one in two long-term users. A recent YouGov poll showed that 63% of the public back plain packaging and that only 16% are against it.
Last week, I asked the Prime Minister whether he would introduce plain packaging. He said:
“On the issue of plain packaging for cigarettes, the consultation is still under way”.—[Official Report, 8 May 2013; Vol. 563, c. 24.]
That is not exactly accurate because the standardised packaging consultation started on 16 April last year and ended nine months ago on 10 August 2012. I am keen to hear from the Government just what is happening.

Order. This is an intervention so you do not need to worry about that. I was more bothered about the fact that you came into the Chamber after the hon. Member for Stoke-on-Trent Central (Tristram Hunt) had started.
I appreciate that, and you are very gracious, Mr Deputy Speaker. The hon. Gentleman has spoken eloquently about the issue in Staffordshire and England. This is a devolved matter for Northern Ireland, Scotland and Wales, but does he feel that we need a UK-wide policy and strategy, and legislative change that would include the whole United Kingdom—Great Britain and Northern Ireland—so we could fight this issue together for all these reasons?

Commons ChamberI congratulate the hon. Member for Basildon and Billericay (Mr Baron) on initiating the debate. As the only Northern Ireland Member present, I should like to record our thanks to the regiment for the work that it has done in Northern Ireland, for the distinction with which it has served, and also for its contribution to the peace process and where we are today, because it can take some credit for that.
A retired major who had served for approximately 20 years approached me and told me that this was a disgrace. The force that he had signed up to had promised to take care of him and his family when he put his life on the line for his country, and now, through Government policy, his country was abandoning those who had sacrificed their physical and mental health in fulfilling Government policy. It was not their choice to fight in various different countries, but they were commanded to do it and they did it. Does my hon. Friend agree with the question that they ask—
Order. I think that we have got the point.
May I appeal to everyone? A lot of Members are taking a lot of interest in this very important subject. If interventions are short, they will all be able to contribute to the debate. The longer the interventions, the less likely it is that we shall hear all who wish to speak, and I believe that it is important for everyone to speak.

Commons ChamberOn a point of order, Mr Deputy Speaker. Last year, this debate took place in Westminster Hall and lasted for three hours. The request was made to have the debate here in the House, to which everybody could contribute. Will the Deputy Speaker consider the process and the time scale, because we thought we were going to have a three-hour debate here as well?
I understand the feeling running through the House today. A lot of Members wanted to contribute and the debate has had to be cut short. I am sure that that will be taken on board for future debates.

That this House considers that the Common Fisheries Policy has failed to achieve its key objective of producing a sustainable European fishery; welcomes the review of the policy by the European Commission; and urges Her Majesty’s Government to ensure that a revised Common Fisheries Policy makes particular provision for—
(a) a move away from a centralised management system to a system of regional management of fisheries involving all stakeholders and strengthening of the local management of the 12 mile limit;
(b) a manageable and practical scheme to eliminate the problem of discarded fish; and
(c) the replacement of the current system of annual quotas with a multi-annual system of management focussed on conserving fish stocks within a sustainable fishing industry, in particular to protect the viability of low impact fishing.

Commons ChamberThank you, Mr Deputy Speaker. I am sorry that the hon. Lady does not see this issue as clearly as I and many Members on the Opposition Benches see it. The grant did help people, because many of them came into my office and my advice centre, and I could see that they were benefiting from it. We have to target those people, but I do not believe that that will happen under the coalition’s proposals. Those who need help the most will be disadvantaged and will feel the pain from the changes more than anyone else. I understand that qualification for the grant was conditional on the involvement of a GP, a midwife, a welfare officer or a social worker.
