Commons ChamberWith permission, I would like to make a statement on Israel and Gaza.
Over seven months since the horrors of 7 October, there is no end to the current conflict in sight. This Government want to bring the conflict to a sustainable end as soon as possible, but as so often with conflicts of this nature, the question is not about our desire for peace, but rather about the best means of achieving it. We continue to believe that the fastest way to end the conflict is to secure a deal that gets the hostages out and allows for a pause in the fighting in Gaza. We would then have to work with our international partners to turn that pause into a sustainable permanent ceasefire.
Building momentum towards a lasting peace will require a number of elements, including removing Hamas’s capacity to launch attacks against Israel. It was a deal of that kind that secured a pause in the fighting before Christmas—the only such pause since Hamas’s horrific attack. It was that approach that the United Nations Security Council endorsed just last month, following some effective British diplomacy.
A deal with Hamas for a pause in the fighting would involve exchanging hundreds of Palestinian prisoners charged with serious acts of terrorism in return for the hostages’ release. I do not underestimate how difficult that must be for the Israeli Government, but it is the best way forward that we see right now.
We continue to work closely with the United States and partners in the region to support such a deal. We do not believe that the International Criminal Court prosecutor seeking warrants will help in that regard. As we have said from the outset, we do not think that the ICC has jurisdiction in this case.
A deal as I have described offers the best prospects of reuniting more hostages with their families; the anguish for them is unbearable. I am sure that the whole House joins me in holding the family of Nadav Popplewell in our thoughts at this deeply distressing time. We are still working intensively to establish the facts after the awful video that his Hamas kidnappers released last week. The Foreign Secretary met the family last week to hear more about their ordeal at first hand. Likewise, we send our condolences to those families whose loved ones the Israeli authorities stated last week had died.
At the same time, the toll on civilians in Gaza continues to rise. Images from the strip give us some sense of what they endure: civilians piling belongings on to a cart led by a donkey, or seeking to scrape together a meal in a makeshift shelter. We have seen appalling attacks on aid convoys and UN offices by Israeli extremists, and the tragic deaths of UN and other humanitarian personnel in Gaza.
We keep in close contact with Sigrid Kaag, the UN humanitarian co-ordinator, and we condemn all attacks on aid workers and support the United Nations’ call for an independent investigation. The Government of Israel have previously set out publicly their commitment to increase the flow of aid into Gaza significantly, but we need to see far more. The Prime Minister impressed the urgency of that on 30 April. In the past 10 days, the Foreign Secretary has spoken to Israeli Ministers Ron Dermer and Israel Katz. He has called on them to implement in full Israel’s aid commitments. We want to see: humanitarian aid allowed to enter through all relevant crossing points, including in Rafah; critically needed goods flowing in, particularly fuel and medical supplies; effective deconfliction processes to ensure that aid can be distributed safely and effectively; critical infrastructure restored and protected; evacuations for all those eligible; concrete action to protect civilians and minimise casualties; and, as Israeli Minister Benny Gantz said over the weekend, more planning for reconstruction and a return to Palestinian civilian governance of Gaza once the fighting has ceased.
We remain absolutely committed to getting aid into Gaza to alleviate the suffering, and we are working with a wide variety of other Governments and aid agencies to deliver aid by land, sea and air. I am delighted to confirm to the House that we have now successfully delivered British aid on to Gaza’s shore using the Cyprus maritime corridor, which we and our partners—notably, the United States, the United Arab Emirates and Cyprus—made operational just last week. We have committed almost £10 million in funding. The Royal Fleet Auxiliary Cardigan Bay is acting as a logistics hub for the operation.
We have now delivered more than 8,000 shelter coverage kits alongside aid from the US and UAE, with more aid to follow in the coming weeks including hygiene kits and forklift trucks. Work to develop other effective partnerships for the delivery of aid continues. Lord Ahmad of Wimbledon is in Qatar today, discussing a health partnership for Palestinians so that a British medical training agency can support doctors and health practitioners treating Palestinian patients.
We know that much, much more aid is required, but that delivery by land remains the quickest and most effective option, so we continue to work closely with Oman to maximise the aid delivered via the Jordan land corridor. I pay tribute to all those aid workers, military personnel, diplomats and medical professionals who are involved in Britain’s efforts to save lives and alleviate the suffering of civilians in Gaza. I confirm to the House that, last week, intense efforts by the Foreign Office led to the departure from Gaza of three British aid workers who were at risk from an outbreak of fighting.
As the fighting continues, we estimate that around 800,000 Palestinian civilians have fled from where they were seeking shelter in Rafah to other parts of the southern strip. The extent of this displacement is why we have been clear that we would not support a major Israeli military operation in Rafah, unless there was a very clear plan for how to protect people and save lives. We have not seen that plan. We and 13 of our partners, including France, Germany, Italy and Australia, set out our concerns in a detailed letter to the Israeli Government.
After more than seven months of fighting, it is becoming difficult to imagine the realisation of a lasting peace, but Britain continues to try to build momentum towards that goal. That will require not only the release of all the hostages and an end to the current fighting, but the removal of Hamas’s capacity to launch attacks against Israel; Hamas no longer being in charge in Gaza; the formation of a new Palestinian Government for the west bank and Gaza; and a political horizon for the Palestinians, providing a credible and irreversible pathway towards a two-state solution. That is what we continue to strive towards: peace and security for Israelis and Palestinians alike. I commend the statement to the House.
I start by assuring the shadow Foreign Secretary that the Government’s answer to his final question is, as he would expect, yes. It is worth stating that if one looks carefully at his high-flown oratory this afternoon, we do not see very much distinction between the positions of His Majesty’s Opposition and the Government, as I will set out.
The right hon. Gentleman starts off by saying that this is day 226 of the incarceration of the hostages, of the destruction that has taken place, and of the risks of escalation. I completely agree with what he says. He says that the diplomatic pressure must rise. I can tell him that the diplomatic pressure is intense on all counts and in all places. He says that we must work closely with the United States of America. Let me assure him that we are working intensively and closely with the United States.
The right hon. Gentleman asks me about the advice we receive, and suggests that I dodged the question on the earlier occasion. I certainly had no intention of doing so. I can tell him that we receive all sorts of advice from all sorts of places, but we do not—as is the custom and practice, as he knows well—disclose our legal advice. We are always careful to follow it meticulously; that is my answer to his question.
The right hon. Gentleman asks: is this a matter on which the International Criminal Court should act independently? My answer is that of course it is, but we do not necessarily have to stay silent on what the court is doing, and we certainly are not doing so. On his question about the letter from a former Prime Minister, as we have said from the outset, we do not think that the ICC has jurisdiction in this case. The UK has not recognised Palestine as a state, and Israel is not a state party to the Rome statute.
As I say, if we split away some of what the right hon. Gentleman said today from the oratory that he customarily displays in this place, we see that the positions of the Opposition Front Bench and the Government remain very closely aligned.
My condolences go to all the families who, over the last few days, have received the most devastating news—news that their loved ones have been murdered—and also to the Popplewell family, who have received heinous treatment from Hamas, including the publication of that outrageous video. Last week the Select Committee pushed the Minister for the middle east to do more to secure proof of life of those who are being held hostage, and that remains our call.
I welcome the effort on the maritime port—it is good that that is now in place—but it will be unable to function come September owing to the changes in the tide, so this is a short-term solution. Since 6 May, when the Rafah offensive started, only 40 trucks have gone through the Kerem Shalom crossing. In Rafah no fuel has gone in, no medical evacuations have taken place and aid agencies have started to suspend the sending in of their own people, which is extremely concerning. When will the Rafah crossing reopen, and will the Erez West crossing finally accept aid, not just through Jordan but also through Ramallah, because otherwise the amount of aid that is needed will simply not get in?
I thank the Chair of the Select Committee for her questions. She has made the point about proof of life before, and as she knows, my noble Friend Lord Ahmad has been pursuing that issue—in direct response, I think, to her Committee. She made the very good point that the maritime option will continue only as long as the sea conditions are satisfactory, and that emphasises the importance of getting aid in by road; the ability to do that is one of Britain’s specific demands of the Israeli Government. She also pointed out that Rafah has effectively been closed for the last few weeks, and drew attention to the great difficulties that that causes. We hope very much that there will soon be a deal between Egypt and Israel to put that right.

Commons ChamberThe shadow Foreign Secretary has set out in eloquent terms what is effectively the policy of the Government and the entire House. He chided the Government for not offering a statement today, but I suggest that the Government have not been slow in coming to the House with frequent statements and responses to urgent questions, and we will of course continue to do so.
The right hon. Gentleman asked about the Government’s discussions with Prime Minister Netanyahu. The Prime Minister, the Foreign Secretary and, indeed, the entire Government have been very clear about our advice to Prime Minister Netanyahu, and I have set it out repeatedly in the House. When I last answered questions from the right hon. Gentleman here, I made very clear our position on Rafah as well. He asked about the consequences and how we deal with those. Britain and our allies, through the United Nations—and I remind him that Britain was pivotal in securing Security Council resolutions 2020 and 2028—are working together to try to improve what is a terrible situation, and we will continue to do just that with, I hope, the support of the whole House.
I welcome the efforts made by the Foreign Secretary, the Deputy Foreign Secretary and the Minister for the Middle East, who have been in and out of the middle east many times over the past two weeks in order to hear from our allies. However, as we see the launch of the Rafah offensive, what reassurances have been received that aid access and, above all, aid workers will be protected? We cannot see the entire aid industry flee from Rafah junction, as is currently being predicted. There is speculation about Al-Mawasi as a safe zone for civilians, but there is no infrastructure in what is essentially a desert, and it was not safe on the last occasion when, as we saw, the British charity Medical Aid for Palestinians was bombed—on which we have still had no answer. Finally, have we had any proof of life for those Israeli citizens who have now been held for seven months? For many, there has been no proof of life since at least Day 20. What are we doing to push for that proof of life, which families so desperately need?
My hon. Friend is entirely right to make that last point. We do seek proof of life. The families to whom she refers are desperate for information, but that information has not been forthcoming. We are deeply concerned about the humanitarian position in Rafah. Any plan would have to respect international humanitarian law, and we have yet to see such a plan. The immediate priority, as I set out in my opening remarks, must be a humanitarian pause in the fighting. As the House well knows, such a pause would allow us, potentially, to get the hostages out, but also to get aid into Gaza.
Order. Emotions are running high. I want to get everybody in, but I am concerned that we will not achieve it at this rate. Please can we help each other?
The hon. Lady sets out in lurid terms the issues we face and the problems the entire international community is trying to address—
The hon. Gentleman says that the answers I gave to him and others last Tuesday are the same. Those answers reflect, in so far as the parameters of the situation are the same, the fact that we are pursuing long-term policies designed to tackle the evils that have been set out so clearly this afternoon in the House. He also makes a point about the number of children who are denied food and medicine in Rafah. He will know that through medical aid and the British contribution, not least through a field hospital, Britain has been careful to ensure that where we can bring medical help, particularly to children, we are doing so.
I do not recognise the early part of the hon. Lady’s question, but let me assure her, as I have assured the House in the past, that we are doing everything we can to address the dreadful situation that she has so eloquently articulated.

Commons ChamberMore than 30,000 Palestinians are dead, more than 100 Israeli hostages are still unaccounted for and Gaza is facing famine. The war must end now with an immediate ceasefire. That needs both sides to agree. It was Hamas, not Israel, who rejected the last internationally brokered ceasefire deal. Now a new offer is on the table, and Hamas now have the power to stop the fighting. Does the Minister agree that Hamas should accept this deal and avert a catastrophic continuation of this war?
Yes. The right hon. Gentleman makes a very good point and, although these negotiations are fluid at the moment, he is right to say that Hamas should accept the deal that has been put on the table.
I did not say anything of the sort, Mr Speaker. We are working together in numerous international fora, including the Global Refugee Forum, the G7, the UN General Assembly and the European Political Community summit, to tackle this matter upstream. Working upstream and working with others is critical to resolving this deeply disturbing problem.
My right hon. Friend is absolutely right. We need to see breathing space so that we can get the hostages out and more aid in; in spite of what she says, the aid that is getting in at the moment is not sufficient. That is precisely the policy of the British Government, and we will continue to pursue it with all vigour.
I am very grateful to my right hon. Friend for what he has said. We are seeking to assist 500,000 children under five in Sudan. He will know that 8.6 million people have been displaced, 2 million have fled across borders and 17.7 million are suffering acute food insecurity. More widely, 730,000 Sudanese children are suffering from the deadliest form of malnutrition.
My hon. Friend makes a good point. We are working closely with a number of partner Governments, including the United States of America, Cyprus and the United Nations. Maritime discussions include corridor planning for the delivery of UK aid and our package of support including equipment and the use of the Royal Fleet Auxiliary Cardigan Bay.
We have worked extensively with our partners in the Gulf on evacuations, and Britain is doing a great deal through our medical support for the field hospital we have in Gaza as well as to support other humanitarian and medical activities, which are so vital there.

Commons ChamberI thank the hon. Lady very much for the eloquent way in which she has outlined the position in Sudan, and she is absolutely right. On the subject of the Sudan envoy, let me assure her that there is a very strong and very experienced envoy who covers the horn of Africa, and she focuses particularly on Sudan. The hon. Lady eloquently set out the wider effects of Sudan continuing on this path in the region, and I agree with her, and she also made clear the benefits that the emergency rooms, sometimes the only source of relief, are providing.
The hon. Lady asks about the mistakes that have been made in the past in respect of civilian rule. Britain has called—I think from across all parts of this House—for a ceasefire so that the generals take their troops back to barracks and the political space has a chance to advance. She will know that Abdalla Hamdok and Taqaddum, the civil society political grouping, have been working together, supported by Britain, in a conference in Addis Ababa and elsewhere. We are very committed to trying to work with them, so that there is one sensible but broad political offer for Sudan, as and when the chance of a ceasefire and the political track re-engaging takes place.
Do the Government have any evidence that they can share with this House of the involvement of major foreign powers in what is happening in this terrible conflict in Sudan?
My right hon. Friend will have seen the open-source reporting of various outlets. The point the British Government make on all occasions is that any arms supply into Sudan merely prolongs this conflict, and we urge anyone who is thinking of supplying either side or supplying either side to think very carefully and to desist.
These discussions are taking place in the margins of the United Nations, and at the conference that took place in Paris on Monday last week. The hon. Gentleman is right to emphasise that we need to ensure that arms do not fuel the conflict, and that is why Britain urges everyone to ensure there is no further arming of either party. The arms embargo goes all the way over Darfur, and would be over the whole of Sudan, if the Chinese and Russians were willing to sign up with the rest of us to implementing it.

Commons ChamberWith permission, Mr Speaker, I would like to make a statement on Israel and Gaza. As the House knows, the United Kingdom has long been calling for an immediate humanitarian pause to allow for the safe release of hostages and more aid to reach Gaza, leading to a sustainable ceasefire without a return to destruction, fighting and loss of life.
Yesterday, the international community took a significant step towards achieving that. We welcome yesterday’s United Nations Security Council resolution 2728, which reflected widespread international support for Britain’s position and considerable efforts by our diplomats to secure a consensus. This is an issue that can polarise and divide, but yesterday in New York there was a shared sense of purpose. I am sure the whole House would agree that we must capitalise on this moment.
We want to see an immediate, sustained humanitarian pause, which would allow for the safe release of hostages and more aid to reach Gaza. That is what yesterday’s resolution called for, why the United Kingdom voted “yes” on that text, and why the Government are now focused on seeing the resolution implemented as quickly as possible. This resolution sets out the urgent demand for the
“unconditional release of all hostages”.
Hamas must act on this now. The kidnapping and violence on 7 October was appalling. It has been unconscionable to hold them in captivity for so long, and it is dreadful to hold them any longer. We strongly support the intensive diplomatic efforts by Egypt, Qatar and the United States to secure their release.
My right hon. Friends the Prime Minister and the Foreign Secretary, Lord Ahmad and I have met the families of hostages, and reiterated to them personally our desire to see their loved ones freed and their agony brought to an end. We urge all sides to seize the opportunity and continue negotiations to reach an agreement as soon as possible. Yesterday’s resolution also sent a clear message on the need for all parties to the conflict to uphold international humanitarian law and for delivery of aid to be scaled up urgently. This requires the lifting of all barriers impeding its delivery.
Palestinian civilians face a devastating and growing humanitarian crisis in Gaza. His Majesty’s Government continue to reiterate these messages in their contacts with the Israeli Government, and the Government are exploring every avenue to deliver aid by land, sea and air. Last week, enough aid to feed over a quarter of a million people was delivered by land from Jordan. Britain is fully engaged in the international effort to set up a maritime corridor for aid into Gaza. Yesterday, the first airdrop of British aid by the Royal Air Force, with the support of Jordan, took place.
We regret that this resolution did not condemn the abhorrent and brutal terrorist attacks perpetrated by Hamas on 7 October. The UK condemns these attacks unequivocally. We have been forthright in speaking up for Israel’s right to defend itself and ensure such an attack can never happen again. We want Israelis and Palestinians to live in peace and security. An immediate humanitarian pause, leading to a sustainable ceasefire, is the best way to achieve a lasting peace.
We continue to work on the other core elements required for such a process to succeed. We have supported the formation of a new Palestinian Government for the west bank and Gaza under the leadership of Prime Minister Mustafa. An international support package is vital for building on Prime Minister Mustafa’s appointment. We also want to see the removal of Hamas’s capacity to launch attacks against Israel. Hamas can no longer remain in charge of Gaza. Finally, we need to offer a political horizon to the Palestinians that provides a credible and irreversible pathway towards a two-state solution of Israel and Palestine living side by side in peace and security.
The resolution passed by the Security Council yesterday does not guarantee this outcome, but it is a significant step forward. The Government will spare no effort in building on this opportunity. We want to create irreversible momentum towards a lasting peace. Mr Speaker, I commend this statement to the House.
First, I thank the right hon. Gentleman for his strong support for United Nations Security Council resolution 2728. He asks what the Government will do to ensure that it is implemented in full. Just as that resolution shows considerable success for British diplomatic work—particularly in New York—he and the House may rest assured that we will be doing everything we can to ensure that it is indeed implemented in full.
The right hon. Gentleman suggests that that is a reflection of Labour’s position in the House. I hope that, by and large, the Labour position is supportive of the Government, but he should be quite clear that yesterday’s resolution represents a tremendous success for British diplomacy. It means that the European Union, the United Nations and the United States now take our position on the priorities. I remind the right hon. Member that what we said very clearly was that we needed an immediate pause, so that we could get aid in and the hostages out,
“leading to a sustainable ceasefire”.
He will see that British position fully reflected in what was decided yesterday in New York.
The right hon. Member asks me about UNRWA. I can tell him that the interim report by the former French Foreign Minister, Catherine Colonna—the final report is not due until 20 April—is now with the Secretary-General in New York and we hope to learn more about it today.
The right hon. Member refers to a specific strike, which the House has already heard about, and I agree with him entirely that we expect a full, total and definitive explanation for what happened from the Israeli Government. He asks me about arms export licensing. Let me give him a very clear response to that: we have a robust arms export licensing regime. All exports are regularly assessed against clear criteria. We regularly review Israel’s adherence to international humanitarian law and act in accordance with that. As he indicated, we advise the Department for Business and Trade on the situation in-country. The DBT and its Secretary of State are the decision-making authorities, but I would point out to him that UK exports are very small, amounting to 0.02% of Israel’s military imports, and we publish a comprehensive report on official statistics every quarter.
Finally, the right hon. Member asks me to publish the legal advice. I would point out to him that no Government do that. He will recall, I think, the highly contentious position taken at the time of the Iraq war not to publish the legal advice. For a party that aspires possibly in the future to be in Government, I am sure that Labour will see the merit of these conventions.
Yesterday the UN Security Council passed a resolution for a Ramadan ceasefire—in effect, a pause. Intrinsic to that pause was the release of hostages. Can the deputy Foreign Secretary please update us on progress to get those hostages home to safety, because the resolution was very clear that that should happen immediately? Who is enforcing the immediate release of hostages? Can he also clarify whether the Government agree with the US statement this morning that the UN Security Council resolution is non-binding? How are we going to ensure that, on both sides, the return of hostages and the ceasefire for Ramadan are enacted? If they are not, I fear that the UN Security Council will face an existential crisis.
My hon. Friend, the Chair of the Foreign Affairs Committee, sets out with great eloquence what the international community now requires to take place as a result of resolution 2728 being passed yesterday. As I set out in my earlier remarks, we regret that the resolution has not condemned terrorist attacks perpetrated by Hamas on 7 October, but I want to re-emphasise that all the things that Britain has previously been calling for are now accepted and were recorded in that resolution. We will, as my hon. Friend suggests, continue to do everything we can to ensure that the resolution is implemented.
I thank my right hon. and learned Friend for his extremely robust comments on an absolutely outrageous, shocking and disgraceful incident, which is now being personally investigated by the Home Secretary. I think everyone will condemn without reservation the extraordinary events that appear to have taken place at Manchester, which were made even worse by the details that my right hon. and learned Friend gave of the detention that took place.

Commons ChamberI thank the right hon. Gentleman for his questions and comments, which I will try to deal with more or less sequentially. First, he asked me about the reports of famine. The Integrated Food Security Phase Classification, or IPC, report is clear: it says that famine is a very real scenario. We are doing everything we can to try to head that off, as I set out in my response to the urgent question. In addition to famine, there is also the danger of disease, the lack of health services, and the acute danger from the lack of clean water and effective sanitation. We are doing everything we can to head off the appalling circumstances that the right hon. Gentleman set out.
The right hon. Gentleman asked about the number of trucks. I can tell him that on Sunday, 192 trucks did get in, but that is woefully short of what is required. It is more than have been getting in in March, which has averaged 165 each day so far, and in February that figure was only 97—although he will be well aware that before the crisis, more than 500 trucks a day were getting in.
The right hon. Gentleman also asked about the ICJ. As everyone in the House will know, the ICJ judgment is binding. In respect of the offensive against Rafah, the Foreign Secretary and the Prime Minister, and indeed all our allies, have consistently warned that an offensive against Rafah at this time would have the most appalling humanitarian consequences.
May I finish by taking the point that the right hon. Gentleman again made about a ceasefire? As far as I am aware, the position of the Labour Front Bench is still the same as the position of the Government: we are calling for an immediate pause so that we can get the hostages out and aid in—followed, we hope, by a sustainable ceasefire. That is what we are working towards.
May I start by putting on the record my gratitude to the Minister for the Middle East, who made significant representations ahead of Ramadan to reduce tensions in Jerusalem and allow access to the Al-Aqsa mosque, which so far remains calm? The IPC report makes for breathtakingly difficult reading and the humanitarian situation is catastrophic, but it need not be. May I ask that we please push harder on truck entry from Jordan and ensure that it is fully operationalised, and can my right hon. Friend tell me when the House will be formally updated on whether Israel is demonstrating commitment to international humanitarian law?
I thank my hon. Friend for her comments about my colleague Lord Ahmad, the Minister for the Middle East, which I will pass on to him. In respect of international humanitarian law, we are going through the necessary legal processes, which are complex, but I can tell her that as soon as we are in a position to update the House on what we have set out clearly before, we will do so.

Commons ChamberAs I have told the House before, no British funding is due until April and enough funds have now come forward to ensure that adequate supplies are available. We are awaiting the report of the UN Office of Internal Oversight Services and the interim report from Catherine Colonna, the former French Foreign Minister. The view we take is that when we have seen those, we very much hope we will have the reassurance to recommence funding. That is also the position of the US, Germany, Australia, Italy, Finland, the Netherlands and Switzerland. I hope that the hon. Gentleman will be comforted by the fact that we are very much trying to resolve this matter as speedily as we can.
My right hon. and learned Friend is right to say that there has been an increase in the number of trucks getting in. In February there were, on average, only 97. In March that figure is 162. So there has been an improvement, but the House will recognise that there is nothing like enough getting through. The easiest way to do so is by truck and road. It is because that is so difficult that we have had to find other mechanisms, such as the maritime and air routes.
Let me be very clear about this: we did not believe, and do not believe, that the ICJ referral is helpful to attempts to secure dialogue. We respect the role and independence of the ICJ and will consider any advisory opinion, but we did not think it helpful, without the consent of both parties, for the Court to deliver an advisory opinion on what is essentially a bilateral dispute. However, we keep all these matters under review and, as I have said, our current position is that we believe Israel has both the capacity and the intent to abide by international humanitarian law.
Those discussions are going on all the time with our friends and allies, with the regional powers, at the United Nations and, indeed, directly with Israel. As I said, the Prime Minister and the Foreign Secretary talk regularly to Prime Minister Netanyahu, and we will continue to do so. My hon. Friend eloquently set out the reason for the Government’s policy of trying to create a pause to get the hostages out and aid in, and we will continue to pursue that objective.
I can reassure the hon. Lady that on both of those two points—pressing for a pause and pressing all the regional powers on what comes next—the Government are actively and continually engaged. On her first point about the terrible plight of women in Gaza, that is why the British Government gave nearly £5 million just a week or so ago specifically to try to alleviate the desperate circumstances in Gaza that so many women find themselves in.
I really do not think that that would be a very sensible thing to do. We do not comment across the Floor of the House on who is about to be sanctioned or where the sanctions regime is going, but the hon. Member may rest assured that we keep these matters under very careful review.
We are asking that we have an interim report on both the key reports as soon as possible, and we will look at those reports as soon as they arrive and make our decisions accordingly. During the course of these questions I have adumbrated both those who are supporting the same position as the UK and those who are restoring funding immediately. The hon. Gentleman will want to bear in mind that Britain has fully funded UNRWA for its share up until the next financial year.

Commons ChamberOn his latter point, my right hon. Friend heard what I said in the statement. As the whole House knows, the rulings of the Court are binding and must therefore be respected. However, I point out to him that a recent episode of the “Law & Disorder” podcast, by three of the UK’s most experienced jurists, including two senior Members of the other place, concluded that it was not possible, at the time that episode was made, to declare that Israel was in breach of international humanitarian law.
My right hon. Friend recognises that there will need to be significant changes in the approach that we have made on many of those issues. The British five-point plan encompasses most of what he believes should happen: the release of all Israeli hostages; the formation of a new Palestinian Government for the west bank and Gaza, accompanied by an international support package that would recognise many of the things that he has said; removing Hamas’s capacity to launch attacks against Israel; Hamas no longer being in charge of Gaza; and a political horizon that provides a credible and irreversible pathway towards a two-state solution. Within those five points rest the answers to almost every point that he raises.

Commons ChamberMy right hon. Friend will be aware that there is no question of rewarding Hamas for the appalling acts they perpetrated in a pogrom on 7 October. The point that the Foreign Secretary has been making is that we must give the people of the west bank and Gaza a credible route to a Palestinian state and a new future, but we must do so when the time is right.
That is why the Government have made it clear that calls for a ceasefire on its own will simply not work. First, Israel absolutely has the right of self-defence, to address and deal with the cause of the terrible events of 7 October. Secondly, Hamas have made it absolutely clear that they do not want a ceasefire; they want to replicate the events that took place on 7 October.
For a decade now, the Labour party has supported Palestinian recognition. As my right hon. and learned Friend the Member for Holborn and St Pancras (Keir Starmer) has said,
“statehood is not in the gift of a neighbour. It is the inalienable right of the Palestinian people.”
I welcome the Foreign Secretary adopting that position and rejecting the notion that recognition can only follow the conclusion of negotiations. After the unacceptable comments by Prime Minister Netanyahu, does the Prime Minister agree that no country has a veto over the UK’s decision to recognise Palestine?
I can tell the shadow Foreign Secretary that we will pursue the policy that we think is right. The Foreign Secretary set out clearly in his remarks last night the importance of a credible route to a Palestinian state and a new future. In respect of the conversations that the Foreign Secretary will have had last week with Prime Minister Netanyahu, I cannot trade the details across the House, but I can tell the right hon. Gentleman that the Foreign Secretary will have represented the British position with Prime Minister Netanyahu, whom he knows very well, with great accuracy.
I will think about all the mammals my hon. Friend has mentioned. I can assure him that our commitment is to biodiversity and to nature. We recognise the great importance of the work being done in the Antarctic, and indeed the contribution that he makes to that.
We have made it clear that the settlements are illegal and should not have gone ahead and should not go ahead. On the wider point, we are working closely with our American friends and others through the superb diplomatic network that Britain possesses, to try to lift people’s eyes and move to the day after, when a political track can start. That is the answer to my right hon. Friend’s question—the political track, which can then start to offer hope in resolving this dreadful and long-standing problem.
The American Government and the British Government have made it absolutely clear that they do not wish to see this conflict escalate more widely. Equally, the hon. Gentleman will accept that no country can accept with equanimity the appalling deaths of those American soldiers.

Commons ChamberWith permission, I will update the House on the situation in Israel and Gaza.
Last week, my noble Friend the Foreign Secretary visited the region as part of sustained British efforts to end the fighting and build towards a lasting solution. This statement will also cover the International Court of Justice’s decision on provisional measures, and the appalling allegations against the United Nations Relief and Works Agency for Palestine Refugees. As we debate these events, I know the whole House shares my horror at the heart-wrenching impact of this conflict.
One hundred and fourteen days on from Hamas’s barbaric attacks, they still hold more than 130 hostages. Innocent Palestinians are suffering, with over 25,000 people having died, and hunger and disease spreading. The Government’s end goal is clear: Israelis should be able to live without fear of Hamas terrorism, and Gazans should be able to rebuild their lives.
My right hon. Friend the Prime Minister has led our engagement in the region and with partners to achieve that goal. Last week, he spoke to President Biden and met families of hostages, while my noble friend Lord Ahmad joined a Security Council debate in New York. The Foreign Secretary visited Israel, the Occupied Palestinian Territories, Qatar and Turkey, meeting leaders, Ministers, and other hostage families. The Foreign Secretary called for an immediate pause to get more aid in and to get hostages out, and for that pause to turn into a sustainable, permanent ceasefire, without a return to fighting.
The British Government have identified five vital steps for that to happen: a political horizon that provides a credible and irreversible pathway towards a two-state solution; forming a new Palestinian Government for the west bank and Gaza, accompanied by an international support package; removing Hamas’s capacity to launch attacks against Israel; the release of all Israeli hostages; and key Hamas leaders agreeing to leave Gaza. All those things are intricately linked, and we cannot secure one without all the others. There are also many other elements to consider, such as Arab-Israeli normalisation, security guarantees, and financing the rebuilding of Gaza, but we need to generate momentum now towards a permanent peace. That is why pushing for a pause now is so important, and why we need a Contact Group meeting, bringing together the key players as soon as possible.
I will now turn to the desperate humanitarian situation. The Government are focused on practical solutions to get aid into Gaza. We have trebled our aid to the Occupied Palestinian Territories since 7 October, committing £60 million this financial year. In Israel, the Foreign Secretary pressed for changes to allow unhindered humanitarian access, such as opening more crossing points for longer and permitting deliveries via Ashdod port. He announced work with Qatar to get more aid into Gaza, with our joint consignment containing 17 tonnes of family-sized tents being flown last Thursday. Earlier this month, Royal Fleet Auxiliary Lyme Bay delivered 87 tonnes of aid into Port Said. Crucially, we are supporting the United Nations World Food Programme to deliver a new humanitarian land corridor from Jordan into Gaza, which has already delivered over 1,000 tonnes of aid into Gaza. We know the desperate plight of civilians caught up in this and the suffering they are going through, and we will continue to do all we can with our partners to save lives.
I turn to the ICJ ruling and allegations against UNRWA. Right hon. and hon. Members will know that we had considerable concerns about South Africa’s decision to bring this case. Israel has the right to defend itself against Hamas, and we do not believe that Israel’s actions in Gaza can be described as a genocide. Of course, we respect the role and independence of the ICJ, and the Court has now reached a decision on provisional measures. It called for increased aid into Gaza, and measures to ensure basic services, as we have been calling for. It has ordered Israel to preserve evidence relating to allegations of genocide, reporting to the Court on progress within one month. It has also ordered the immediate release of all hostages, and reminded all parties to the conflict that they are bound by international humanitarian law. Those are points that we have been pressing consistently, and we will continue to press them after the Court’s decision. For our part, Britain continues to engage closely with the Israeli Government on the conduct of their military campaign in Gaza. We have said that they must take greater care to avoid harming civilians and civilian infrastructure.
Finally, I turn to the very serious allegations about UNRWA first publicised last week, with further media reporting over the weekend. The agency is critical to delivering humanitarian assistance into Gaza and across the region. It plays a stabilising role at a time when we need focus on de-escalating tensions. The UK is a long-standing donor to UNRWA, as are our closest partners, notably the United States. Since 7 October, we have allocated a further £16 million to it as part of our response to the crisis. UNRWA’s 13,000 staff in Gaza continue their working at great personal risk in the most dangerous circumstances: 152 UNRWA staff members have lost their lives.
The UK is however appalled by allegations that any agency staff were involved in the 7 October atrocities. We welcome the swift action that UNRWA has taken to terminate contracts while it launches an immediate investigation. We and several partners are temporarily pausing future funding until we have reviewed these investigations. We continue to fund vital aid delivery through multiple other partners, including other UN agencies and international and British non-governmental organisations.
This week, the Government’s engagement continues. The Foreign Secretary and Lord Ahmad will again travel to the region. I am travelling to Qatar next week. We will continue to drive progress towards a lasting solution. As the Government have said, it is only when the prize of peace is more attractive than the potential benefit of continued conflict that there will be the chance of a better future. The time to start is now.
I thank the shadow Foreign Secretary for his comments, and I will try to address them all. Let me start by thanking him for his comment about British troops who are deployed in the region, particularly our naval personnel who have been on the frontline in recent days and weeks. I agree that their safety is a paramount duty of the Government, and he may rest assured that we take that extremely seriously.
Secondly, the right hon. Gentleman asked about my noble friend the Foreign Secretary. He will have seen that over the past week the Foreign Secretary has taken a leading international role in the region to try to move many agendas forward. In my statement I set out what the Foreign Secretary was doing. He has made it clear that he will be ever present and able to answer questions from Members of this House, and the right hon. Gentleman may rest upon that.
Thirdly, the right hon. Gentleman mentioned the rising tensions in the region and the importance of de-escalating. He asked me, once again, about the IRGC. His points are noted, but I cannot comment on that on the Floor of the House, as he will understand. He talked about the importance of getting aid back into Gaza. All our efforts are set on that. He talked about the role of UNWRA; I talked to Philippe Lazzarini, the head of UNWRA, about two hours ago, to check its critical assets in Gaza—whether warehouses, vehicles or stores—without which no aid can get in. We all understand that they are essential for aid delivery, but the right hon. Gentleman will equally reflect that, given the very serious nature of the allegations, it is essential that the Government pause to ensure that they cannot happen again.
Finally, on the ICJ, we welcome the Court’s call for the immediate release of hostages and the need to get more aid into Gaza. We are clear that an immediate pause is necessary to get the aid in and the hostages out. On the wider issue that the right hon. Gentleman raised, we regularly call on Israel to uphold its obligations under international humanitarian law, and we will continue to do so.
I welcome the update from the deputy Foreign Secretary about the Contact Group and progress being made. However, I am concerned that on 18 January in Al-Mawasi, a supposed safe zone in Gaza, the UK charity Medical Aid for Palestinians and the International Rescue Committee had their compound bombed by an airstrike from an F-16 jet. Thankfully, the four British doctors living there were only injured, although that itself is a cause for concern. A month before that, on 22 December, it was confirmed via UK defence channels that the IDF had logged the co-ordinates of the humanitarian base and de-conflicted it, marking it as a protected sensitive and humanitarian site. I am gravely concerned that the airstrike still took place. Will my right hon. Friend please share with the House what investigation is being conducted, what the IDF’s response has been and whether His Majesty’s Government have seen the targeting permissions for that airstrike?
I raised with UNRWA the concerns of many colleagues back in November about whether it was doing enough security checks on staff. Is the goal of pausing aid essentially to force it to get its house in order? Is that what we are trying to achieve?
The ICJ’s ruling was quite clear: Israel does have a right to self-defence, but it is not limitless. What are the Government doing to ensure that we are fully in line with the ruling and the six conditions placed on Israel by the ICJ?
I thank the Chair of the Foreign Affairs Committee for her comments. On the latter point, as I have said, we continually remind the Israeli Government of their duties under international humanitarian law. The bombing of the compound is an extremely serious matter, which, as she rightly said, needed to be raised at the highest level. It was raised by the Foreign Secretary in his meetings in Israel last week and, as soon as was practical after the details got out, our ambassador in Tel Aviv raised it as well.
On UNRWA, my hon. Friend rightly refers to the fact that the assets it had, which I described in my response to the shadow Foreign Secretary, are vital for the delivery of aid. The inquiry would normally have been carried out by UNRWA, but it will instead be carried out by the UN Office of Internal Oversight Services, which will conduct an immediate inquiry and report to the Secretary-General. We will obviously look very carefully at what it says.

I thank the shadow Foreign Secretary for what he said and the way he said it. He is entirely right about the plight of civilians caught up in this tragedy and the urgent requirement for humanitarian support to get into Gaza in much greater numbers.
The right hon. Gentleman calls for a sustained ceasefire, and the British Government believe that is the right approach. That is why we put so much effort into securing agreement on United Nations resolution 2720.
The right hon. Gentleman is also entirely right to say it is important that the conflict is contained, and from the first moment Britain has moved military assets and other equipment to try to ensure that we detect any likelihood of it spreading more widely.
The right hon. Gentleman mentioned in particular what is going on in the Red sea, and will understand that many Governments are committed to ensuring freedom of navigation and trade. We are protected in that extent by international law. Operation Prosperity Guardian is in full swing and HMS Diamond will join HMS Lancaster shortly.

I welcome the £2 million for additional food and the special envoy that so many of us have been calling for. First, now that Israel says it has dismantled Hamas in the north of Gaza, what are the plans to surge aid into the area, and what are Israel’s plans to rebuild the territory? Secondly, will my right hon. Friend give consideration to my proposal for an Israel-Palestine contact group that can start the hard work of a long-term peace process by kicking off track 2 negotiations?
I thank the Chairman of the Foreign Affairs Committee for her comments about a contact group, which we will look at extremely carefully. I am grateful for her welcome for the humanitarian aid co-ordinator, who is working flat out on these matters, and also for what she says about the additional funding for food. The problems at the moment are not a shortfall in funding; they are in getting the food and necessary humanitarian requirements inside Gaza.
The hon. Lady knows very well that all parties must ensure that their actions are proportionate and necessary and minimise harm to civilians, and it is in that context that we seek on all occasions to urge the Israeli Government to adopt those three key criteria.

Commons ChamberI am appalled to hear about the way in which my right hon. Friend was treated on his way into the House of Commons. We are stressing the importance of a more surgical approach by the Israeli Defence Forces and are working towards a more sustainable cessation of hostilities. We recognise that there are too many casualties, and we are pressing forward on what is the policy of both the Government and the Opposition: more extensive humanitarian pauses, so that aid can get into Gaza.
While it is true that weapons have been discovered in incubators in a hospital in Gaza, nevertheless I do not agree with my right hon. Friend. We are working towards a sustainable ceasefire. We are not there yet, but we should all of us be working towards that. In the meanwhile, on the pathway to a sustainable ceasefire, we need urgently to get these humanitarian pauses so that humanitarian relief can enter Gaza.

Commons ChamberI can tell the hon. Lady that the Prime Minister spoke about this directly with Prime Minister Netanyahu on 5 December and he made clear that we welcome Israel’s recent comments condemning instances of settler violence, but that Israel must take meaningful action to stop it.
Another day when the Foreign Secretary is unaccountable, in the middle of a war that could still get even worse. West bank violence is rising, Hezbollah have attacked Israeli positions and Israeli airstrikes have hit towns in south Lebanon. A widening of this conflict is in no one’s interest, and all parties must show restraint. While he is absent from this place, what steps is the Foreign Secretary taking to prepare for further escalation and to deter all parties from full-blown regional war?
First of all, I fully understand that the right hon. Gentleman wishes to have close contact with Lord Cameron as the Foreign Secretary, but he will be aware that he is in almost continuous contact with the Foreign Secretary by text and WhatsApp—indeed, Mr Speaker, if he was in any closer contact it would probably be a civil partnership.
On the substantive point about the widening of the conflict, the right hon. Gentleman will know that, very early after 7 October, the Prime Minister moved a British military asset to the eastern end of the Mediterranean, first to try to ensure that, if there were any arms being moved, we would know about it, and secondly to have eyes on what was happening. British diplomacy, along with that of our like-minded allies and friends, is devoted to ensuring that the conflict does not widen.
We are arguing in every way we possibly can that there need to be humanitarian pauses, and that they need to be five days long so that we can get relief and humanitarian supplies into Gaza. On my right hon. Friend’s final point about proportionate force, as I said earlier during these questions, that is why we emphasise continuously the importance of abiding by the rules of war.
It means precisely what it says. The fact that Israel is a democracy and the fact that all around the world people will be looking carefully at how things are being conducted in the region should give the hon. Lady hope that international humanitarian law counts and will be supported.
My hon. Friend is absolutely right to put it in those terms. The Foreign Secretary met the Ukrainian Foreign Minister Kuleba at the NATO-Ukraine Council. My hon. Friend will know that nearly £10 billion in military, humanitarian and economic support has been provided by Britain since February 2022, and we were the first country to provide lethal aid. We are the biggest contributor to the armed forces in Ukraine of any single nation.

Commons ChamberI very much agree with what my hon. Friend has said. On his point about a ceasefire, at the moment a ceasefire is wholly implausible. First of all, Hamas would not agree to one. They have made it absolutely clear that they want to replicate the terrible acts that took place on 7 October, so I fear that that is not going to happen. That is why we call for extended humanitarian pauses, and as I understand it, that remains the position of His Majesty’s Official Opposition.
We have quite a few people standing. I am going to finish at 4.30 pm, and I do not want Members to miss out.
The hon. Lady makes an eloquent call for a ceasefire, but she needs to address the points that have been made elsewhere in the House about why a ceasefire cannot be achieved. I hope she will feel that the Government are doing the right thing in trying to secure humanitarian pauses and increase the flow of humanitarian supplies through Rafah and other entries into Gaza.

Commons ChamberWith permission, Mr Speaker, I will begin by responding to your helpful statement yesterday.
The Foreign Secretary, the business managers and I all believe it is essential that this House properly scrutinises the work of the Foreign Office, especially as we face such a daunting set of challenges across the world. As Minister of State, I will follow the precedent set by successive Governments of different parties, from the days of Lord Home and Lord Carrington to more recent times when Lord Mandelson served in the Cabinet from the House of Lords. I will deputise for the Foreign Secretary in this House, making regular statements like today’s and respecting the primacy of this House in the normal way; and, of course, the Foreign Secretary will appear before the House of Lords and relevant Committees regularly.
The terrible events in Israel and Gaza have underlined the critical importance of British diplomacy and development work. As Israel battles to defeat Hamas, the humanitarian situation remains extremely difficult. As the Prime Minister said last night, Israel must respect international humanitarian law.
With services and communication in Gaza under unprecedented strain, it is difficult to be absolutely certain about how events are unfolding, but the reports we have had from partners make clear the appalling loss of life, including among children and aid workers, and the situation in hospitals in Gaza City, notably Al-Shifa, is now acute. Al-Shifa has hundreds of in-patients and was able to offer a set of services unavailable elsewhere in Gaza. Reports indicate that operations have stopped due to the lack of fuel and supplies, and that premature babies have died due to the lack of electricity. Fuel is urgently needed to power hospitals as well as desalinisation plants to ensure access to clean water. Hospitals should be places of safety, able to treat patients with compassion. It is distressing to see them unable to do so. Every civilian death is heartbreaking, and it is impossible to comprehend the pain and loss that innocent Palestinians are enduring.
As the House knows, since 7 October the Government have been engaging intensively with our close allies and partners in the region. Since my last update to the House, I have met—in Birmingham on Sunday—representatives of Islamic Relief, who still have humanitarian supplies in Gaza, to hear clearly from them about the situation on the ground, and this morning I spoke to Martin Griffiths, the head of the United Nations Office for the Co-ordination of Humanitarian Affairs. I will travel to the region overnight tonight. The new Foreign Secretary has discussed the situation with US Secretary of State Tony Blinken. The Government will be able to draw on his extensive regional experience in the weeks and months ahead.
Our goals remain unchanged. As I told the House last week, we are focused on getting life-saving aid to those in need in Gaza; supporting the safe return of hostages and British nationals; backing Israel’s right to self-defence; and preventing a dangerous regional escalation. Our efforts have contributed to some delivery of aid via the Rafah crossing and to over 150 British nationals being able to leave Gaza safely. Since I spoke to the House last week, more British nationals and their families have left, and we will continue to offer all the support we can to those British nationals still in Gaza, so that they too can cross into Egypt.
As the House knows, we have more than doubled our aid to civilians in Gaza, committing £30 million, and we stand ready to do more. For over a week, British flights carrying aid have been landing in Egypt, with shipments including life-saving items as well as the vital equipment that the Egyptian Red Crescent needs to be able to manage donations from across the world effectively. We are also urging the Israeli Government to increase humanitarian access, including through Rafah and by opening up the Kerem Shalom crossing. At this point we assess that land presently offers the most viable and safe way to get humanitarian aid into Gaza in the quantities needed, but we are also considering air and maritime options, including through our bases in Cyprus.
The Government have been clear that all parties to a conflict must afford civilians the protection that is their right under international law. That includes respecting the sanctity of hospitals, so that doctors can continue to care for the sick and injured. Events on 7 October and Hamas’s subsequent statements have made it clear that they are a terrorist group who pose an existential threat to the very idea of an Israeli state. Israel has a right to defend itself against this terrorist threat, to restore its security and to bring the hostages home, but there are things that Israel must do as part of its response. We have impressed this on the Israeli Government: they must act within international law; they must take every precaution to minimise civilian casualties, limiting attacks to military targets; and they must stop extremist settler violence in the west bank. At the same time, we should be under no illusions. Hamas have chosen to embed themselves within the civilian population, and their willingness to sacrifice innocent Palestinians in this way only brings home their inhumanity.
Alleviating the suffering is our foremost priority. We welcome any initiatives that would allow more aid to be delivered and hostages to be released. We have therefore consistently called for humanitarian pauses. Four-hour pauses in northern Gaza are an important first step, but longer pauses that cover wider areas will be needed. We are discussing with the UN and other partners how best to achieve this. We must avoid measures that serve only to benefit Hamas and allow them to entrench their position. At the same time, we need all parties to the conflict to abide by any pause, allowing sufficient time and security for civilians to move and for aid to be delivered.
Responding to the immediate crisis is critical, but we also need to do more to create a new political horizon. The whole House knows that only one answer has come close to creating peace in these troubled lands: a two-state solution.

David Cameron is the seventh Foreign Secretary in seven years of Tory chaos. He was forced to resign in failure over a matter of foreign policy. The Prime Minister has looked at each of the 350 Conservative Members and decided that none of them would be better at representing Britain’s interests on the world stage. The Prime Minister claims he is for change, but instead he has resurrected yesterday’s failure with an honour. That decision raises serious questions for this House, but I know you share those concerns, Mr Speaker.
At a time of grave international crisis and at a moment of war in Europe, with a more assertive China, a climate emergency and a horrifying conflict in Gaza, this House needs Government accountability more than ever. Will the Minister commit to working closely with Mr Speaker to ensure that the Opposition and all Members of Parliament can hold the Foreign Secretary to account?
I turn to the horrors of Gaza. More than 11,000 Palestinians have reportedly been killed, with two thirds of the dead being women and children. This is shocking and devastating. Every civilian death is an equal tragedy. Does the Minister agree that the number of Palestinian civilians and children who have been killed over the past month is intolerable? And does he agree that Israel must make changes to how it is fighting this war, by taking urgent and concrete steps to protect civilian life?
I am gravely concerned by the desperate reports from hospitals in northern Gaza. These hospitals were already overstretched with the wounded, short of fuel and filled with civilians seeking shelter. Doctors are now forced to make impossible choices as they try to care for the wounded and newborns, without power. Some of those newborns have now lost their lives—unbearable.
Medical establishments have special protection under international law. They should never be targeted or used as shields. All parties must follow international law, acting with necessity, distinction, proportionality and precaution. Allegations of breaches should always be treated with the utmost seriousness.
The Minister said last week that the Government support the independence of the International Criminal Court, as does the Labour party, but he failed to answer whether the Government recognise its jurisdiction to address the conduct of all parties in Gaza. As Prime Minister, Boris Johnson rejected that jurisdiction and attacked the court. Labour recognises the ICC’s jurisdiction. Can the Minister clarify his Government’s position today?
Gaza is in a humanitarian catastrophe. More than 1.5 million people have been displaced, and there are desperate shortages of basic essentials. Does the Minister agree that the short pauses in the north are clearly not enough? Gazans need aid now. They need medicine now. They need water now. They need food now. They need fuel now. A full, comprehensive and immediate humanitarian pause in fighting across the whole of Gaza is needed now to alleviate Palestinian suffering and in order for Hamas terrorists to release the hostages.
Hamas’s stated aim is to wipe Israel off the map. They committed the most brutal attack on Jews since the holocaust and now they are using innocent Palestinians as human shields. I would like to register my shock that not every Member of this House can say this truth: Hamas are terrorists.
We must not give up on the narrow openings that keep the prospect of peace alive. That means preventing escalation, condemning violence from settlers in the west bank, condemning rocket attacks on Israel from Iran’s proxies in Lebanon and elsewhere, and creating a future where Gaza is not subject to occupation. Meanwhile, international diplomacy evolves and the facts on the ground are changing day to day, in relation to both hostages being rescued and Hamas’s capability to carry out attacks such as we saw on 7 October. As the Leader of the Opposition set out to Chatham House, we must move to a full
“cessation of fighting as quickly as possible...the reality is that neither the long-term security of Israel nor long-term justice for Palestine can be delivered by bombs and bullets.”
We must seek a path to a political process that leads to two states, a secure Israel and an independent Palestine.
I thank the right hon. Gentleman for his comments, and perhaps I should start by addressing those about the Foreign Secretary. Having a former Prime Minister and party leader as our Foreign Secretary, wherever one sits in this House, must be a plus. They will be able to exert British influence and policy highly effectively overseas, and I greatly welcome the appointment of Lord Cameron to the position of Foreign Secretary. As the House will know, he is an extremely experienced parliamentarian, and I have no doubt whatsoever that the House, the Foreign Office and the Government will gain enormously from his presence.
The right hon. Gentleman asked me whether I will commit to working closely with you, Mr Speaker, and of course there is only one answer to that question.
In addition, I will seek to ensure the fullest possible accountability, as you set it out, Mr Speaker.
The right hon. Gentleman speaks of the scale of death and misery. All deaths of civilians are to be profoundly regretted. He talked about the scenes from the Al-Shifa Hospital, which will have shocked every Member of this House. He, like me, will be aware that 102 humanitarian workers, who placed their lives in jeopardy to support their fellow human beings, have lost their lives. He asks me about the ICC. It is not for me to fetter or speak in the place of its chief prosecutor, but the right hon. Gentleman will know that he has spoken and will do so again.
The right hon. Gentleman called for the hostages to be released, and I hope that everyone in this House will echo that. He said that Hamas are terrorists and suggested that some do not recognise that. I agree with him and hope that every Member of the House will make it clear that Hamas are terrorists. A dreadful pogrom took place on 7 October, where more Jewish people lost their lives in a day than at any time since the holocaust, and that piece of information is fundamental to our appreciation of the events to which he referred.
As of today, I am informed that no more aid will reach Gaza, not because it cannot get to the Rafah crossing or because it is piling up in Egypt, but because the United Nations Relief and Works Agency for Palestine Refugees has no fuel left and so the aid cannot be redistributed. So although I really appreciate the Government looking at maritime and air efforts, and, crucially, at the need to open a second aid crossing to the west bank, there is no point—it is futile—unless we get the fuel to the UN. Will my right hon. Friend reassure me as to what is being done to change that situation? Secondly, has the Foreign Office’s overseas judicial assistance assessment increased since 7 October—yes or no?
My hon. Friend asks me about the position on fuel. Fuel is desperately needed today—it is going to run out. The United Nations has been accessing dirty fuel, but now that is at an end and we are incredibly worried about the situation. We are talking to the key American humanitarian intervenor, Mr Satterfield, about this. We are working diplomatically to do everything we can to make sure that the position on fuel is addressed, as we have been doing since I last updated the House.
I did not catch the first part of my hon. Friend’s final question, so I will write to her on that point.
Order. I have asked everybody to be brief so that other people can get in. We should not be driven by self-centred behaviour.

The sanctions regime is dealt with by the Minister of State, Foreign, Commonwealth and Development Office, my right hon. Friend the Member for Berwick-upon-Tweed (Anne-Marie Trevelyan), but I shall do my best to answer this most important question posed by the hon. Member for Cardiff South and Penarth (Stephen Doughty).
Sanctions are an important tool that we use to weaken Putin’s war effort and to underline our unyielding support for Ukraine. Britain alone has sanctioned more than 1,800 individuals and entities under the Russia sanctions regime, more than 1,600 of which have been sanctioned since Putin’s full-scale invasion. Although I cannot comment on individual cases, we are pleased that the High Court has in recent weeks recognised the Foreign Office’s expertise on deciding which persons should be sanctioned to ensure maximum effect.
We have frozen over £18 billion-worth of Russian assets through designations and over 60% of Russia’s central bank foreign reserves—assets that can no longer be funnelled back to Russia to fund its war machine. Rather than the surplus that the Russian Government predicted for 2022, Russia suffered an annual deficit of £47 billion—the second highest of the post-Soviet era. Its budget remains in deficit in 2023, despite tax increases. We have also targeted those who have enabled sanctioned persons to hide their assets in obscure and complex financial networks, and we are working to crack down on phoenix companies, which continue to operate after sanctions are imposed or which are developing fronts to avoid sanctions.
Just yesterday, we imposed 29 further sanctions targeting individuals and entities operating in and supporting Russia’s gold, oil and strategic sectors—critical sources of revenue for the Russian war machine. Those sanctions include Russia’s largest gold refiner, as well as international networks propping up Russia’s gold, oil and finance industries.
Our co-ordinated sanctions, working in line with our G7 partners, are having an impact. Without our sanctions and those of our partners, we estimate that Russia would have over $400 billion more to fund its war machine. We are starving Putin of the resources he needs to fund his illegal war on Ukraine. Sanctions are thwarting Russian access to western components and technology. Russia’s budget remains in deficit. Our oil price cap has contributed to a fall of 25% in Russian oil revenues between January and September 2023, compared with the same period in 2022, and our export bans have starved Russia of thousands of products needed for the battlefield.
His Majesty’s Government are fully aware, as Members will be, that sanctions are not static. We are constantly monitoring to see where and if they are being circumvented. Alongside our international partners, we are closing loopholes and tackling sanctions evasion, as Putin desperately scrambles to restructure the Russian economy and smuggle goods in through back channels. We will continue to isolate Russia’s financial system and support businesses that are seeking to divest from their links with Russia. We will bring forward further legislation in the coming weeks to deliver on our G7 commitments and further deprive Russia of lucrative remaining revenue sources, including banning imports of Russian diamonds and ending all imports of Russian copper, aluminium and nickel—

Finally, we will continue to combat circumvention and seek to degrade Russia’s military capabilities by coming down hard on sanctions evaders and closing loopholes.

My hon. Friend accurately identifies dangers to the sanctions regimes that can cause them to be circumvented. We are, I think, good at identifying and closing down such dangers, but I should make it clear to him that UK sanctions prohibit a range of activities related to the movement of prohibited items to and from Russia, both directly and indirectly. In that context, I will consider carefully the point that my hon. Friend has made.

Commons ChamberWe are a global leader on these issues, as my hon. Friend knows, and we have set a lead. Part of that leadership, but only part of it, is in respect of money. The UK has delivered extraordinarily on its commitments. For example, we met our previous climate finance commitments, including spending nearly £6 billion between 2016 and 2021.
I congratulate my hon. Friend on getting the letters of the agreement in the right order. He will know that the agreement spans 12 economies across Asia, the Pacific and now Europe. By 2040, we hope that it will add £2 billion to our GDP.

Commons ChamberThe hon. Gentleman sets out the position extremely well. He asks me a number of questions. First, in respect of the aid budget, Britain has a significant partnership with Uganda, which last year was in the order of £30 million. That is spent principally on humanitarian and reproductive health-related issues, but we always keep the humanitarian situation under review and we will continue to do so in this specific case. He asks me about the latest JACS report; it is not recent, but I can tell him that before these horrific events we were looking at commissioning another one and we will pursue that. In respect of what more Britain can do, we are in very close touch with the Ugandan authorities and will do everything we can to help them.
I congratulate my very good friend the hon. Member for Strangford (Jim Shannon) on securing the urgent question. My condolences go to all those parents who are suffering unimaginable horror and fear. The abduction of children is cowardly in the extreme, and I am sure that the Minister is doing all he can to exert pressure to bring those six children home to their families.
The Foreign Affairs Committee is gravely concerned about the current situation. We have launched an inquiry into counter-terrorism so that we can look at the position in countries such as Uganda. We are aware of links between the Allied Democratic Forces and Daesh. Will the Minister please explain what we are doing to discourage any engagement with the Wagner Group? Increasingly, too many African countries are turning to the Wagner Group in a misplaced effort to counter the rise of organisations such as Daesh. Will the Minister also explain what we are doing to tackle border insecurity between Congo and Uganda? The situation is grave.
I thank my hon. Friend the Chair of the Foreign Affairs Committee for what she has said. On her third point, I make it clear that we work closely together on counter-terrorism and regional security, which is a shared priority.
On my hon. Friend’s first point, she is right: this was a horrendous attack on young people and students. A fire bomb was thrown into the male student dormitory, and six and possibly as many as 12 mostly female students appear to have been abducted. Two others, who were taken to a nearby health centre, died owing to a lack of blood supplies. My hon. Friend was right to emphasise the cohort that has suffered so much.
On the disorder at the border, we give strong support to the Luanda and the Nairobi peace processes, which are designed to try to do something about the disorder in the eastern DRC, of which I know my hon. Friend is well aware.
My right hon. Friend will know that I have met recently with the Darfur community, but things have changed since that meeting, so I take on board her final point. She also made a point about the war in Sudan, which means there is the possibility—perhaps the likelihood—that this area of disorder, conflict and humanitarian disaster could stretch from the middle east right the way down to southern Africa. She is completely right about that.
My right hon. Friend is also right to say that impunity must not be allowed to stand on this or any other violent acts. The Ugandans are pursuing the perpetrators. The Ugandan commander-in-chief of land forces has been to the area and was joined by the commander of Operation Shuja, which is the Ugandan deployment in the eastern DRC specifically to combat the ADF. I hope that that, in part, answers her question.

That is why we have announced that we intend to publish a White Paper setting a road map towards achieving the sustainable development goals by 2030 and making greater progress on tackling those climate change problems. We hope to engage the interest, involvement and support of colleagues on both sides of the House in that White Paper endeavour.
Order. I have to say this is topical questions and I have to get everybody else in. It is a very important question and I am sure the Minister has got it.
Thank you, Mr Speaker. May I add my congratulations to my right hon. Friend on his honour? The UK is appalled by Uganda’s Anti-Homosexuality Act, in particular the introduction of the death penalty for so-called aggressive homosexuality. We have expressed our strong opposition to the legislation, at all levels, with the Government of Uganda. The criminalisation of LGBT+ persons threatens minority rights, and risks persecution and discrimination of all people across Uganda.

I thank my hon. Friend the Chair of the Foreign Affairs Committee for raising this matter. She has followed this area of policy closely, and the House will recognise her expertise.
The Government are exercising a very responsible role in this matter and, as she knows, we know that part of the world extremely well. We emphasise the importance of dialogue and de-escalation. My right hon. Friend the Prime Minister had a chance to mention those matters when he met the President of Kosovo on 1 June, and the Under-Secretary of State for Foreign, Commonwealth and Development Affairs, my hon. Friend the Member for Aldershot (Leo Docherty), who has specific responsibilities for that part of the world, visited Kosovo and Serbia in mid-December.
I hope that my hon. Friend the Member for Rutland and Melton will feel that we are trying to de-escalate the situation. I know that our ambassador will be speaking with her later today, and I hope she will be reassured by what he and I am saying about the contribution that Britain is making.
I thank the hon. Gentleman for his perceptive comments, as usual, about what is going on, particularly his focus on the abhorrent violence committed against the peacekeepers in the way that he described. He may rest assured that Britain, through a whole series of different international and local entities, is doing everything it can to protect peacekeepers from vile attacks. We will continue to do exactly that.

Commons ChamberWith your permission, Mr Speaker, I will make a statement to update the House on the ongoing situation in Sudan.
The situation on the ground remains extremely dangerous. The Sudanese armed forces and the Rapid Support Forces announced a further extension of the ceasefire on 30 April for an additional 72 hours until midnight local time tomorrow, 3 May. I pay tribute to the significant international efforts that brought that about. However, reports of fighting persist, with a large number of people continuing to flee Khartoum, and movement around the capital remains highly dangerous.
Since 24 April the UK has enabled the supported departure of over 2,300 people, including British nationals, dependants, Sudanese NHS medical staff and other eligible nationals. I pay tribute to our brave and remarkable military and civilian personnel who have delivered that effort.
UK operations at the Wadi Saeedna airbase ended on 30 April. Our efforts are now focused on Port Sudan and helping British nationals there who are seeking to leave Sudan. On 1 May the UK evacuated 144 people on flights from Port Sudan. In addition, we helped British nationals to leave on the US navy ship Brunswick on 30 April. I thank our American friends and countries across the region—in particular Saudi Arabia, Egypt and Cyprus—for their assistance.
HMS Lancaster is supporting evacuation efforts from Port Sudan, and Foreign Office staff who remain are helping British nationals to leave the country, signposting options for departure. British nationals in Port Sudan who require support should visit our team without delay.
However, ending the violence remains essential. The Prime Minister, ministerial colleagues and I continue to co-ordinate urgently with our international partners to support those efforts. I have just returned from Nairobi, where I had productive conversations with the President of Kenya; the chairperson of the African Union, Moussa Faki; and former Sudanese Prime Minister Abdalla Hamdok, among others.
We must not allow ourselves to forget that the appalling violence in Sudan, wrought by two generals and their forces, is having a devastating impact on civilians across the country, with an increasing impact for Sudan’s neighbours. The most vulnerable people in Sudan are bearing the brunt of the conflict. Aid operations are now at a standstill, humanitarian supplies have been looted, and hospitals and relief workers have been targeted in attacks—at least five aid workers have been killed, including other health staff. The warring factions must desist from violence so that aid can reach those who desperately need it.
The UK will continue to stand with the United Nations, which is leading the international humanitarian response. I commend this statement to the House.
I thank the shadow Development Minister very much for her comments at the beginning and recognise that she is asking questions that require an answer. I noted eight of them, but if I miss any I will certainly write to her.
The hon. Lady asked first about the efficacy of the evacuation. We were, along with the Americans, the first to pull our own diplomatic staff out of the country. We did so because the situation was extraordinarily dangerous. As I have mentioned before in the House, the embassy and the residences were caught between the two lines so it was an incredibly dangerous situation. The Prime Minister took the decision—at a Cobra meeting at 3.15 that Saturday morning, which I attended—that it was essential that we took our staff out, which is what we did. It was a difficult and complex operation, successfully conducted, but throughout all the planning we also planned to bring out our citizens, and that operation, I submit to the House, has been accomplished extremely successfully.
The hon. Lady asked me about communications with British citizens. She is right; it is extremely difficult. On one day when we were trying to communicate, there was only 2% internet availability. She asked about the speed of the evacuation. We had more citizens in the country to evacuate than the French and the Germans, who started evacuating their citizens before we did. A crisis centre was set up immediately in the Foreign Office, working across Government. I submit to the House that the evacuation has been extremely successful.
The hon. Lady asked whether lessons had been learned from Afghanistan. They most certainly have, but of course this situation was very different from Afghanistan. We did not control the ground. There was not a permissive environment—we did not have permission, as we had the permission of the Taliban in Afghanistan, to take people out. So the positions are not analogous.
The hon. Lady asked whether we would learn lessons from the evacuation. Of course we will look carefully at every decision that was made and make sure that everything possible is learned from it. She asked about the diplomatic presence. There is a diplomatic presence at the border with Egypt and at the border with Ethiopia. She will know that the excellent British ambassador to Khartoum is now in Addis Ababa.
The hon. Lady asked about the humanitarian spend. I should make it clear that we are able to exercise a bit of flexibility on humanitarian spend, as we always must. For example, I announced last Thursday that next year we will allocate £1,000 million to meet humanitarian difficulties and disasters. She quoted the UN Secretary-General, António Guterres. He is right in what he has said, and one of the encouraging things that we are seeing is that the African Union and the United Nations are working in perfect harmony, delivering precisely the same message that there has to be a ceasefire; that these generals have to lay down their arms and return their troops to barracks.

Commons ChamberThe hon. Lady is quite right to raise the issue of Somalia, which is one of only three countries, I think, that has not yet received its heavily indebted poor countries settlement. She will be pleased that Britain is in the lead on the climate-resistant debt clauses, which will mean that, when a disaster strikes or when there is a specific event, countries will be able to delay all capital and interest payments for two years, which will then be added to the back end of the loan. Therefore, Britain is in the forefront of addressing this very important problem, which is rising in Africa.
With the greatest respect, I think that the hon. Lady is slightly going over the top on this issue. We are making climate change a key part of all our bilateral relationships. We are building on the legacy of our COP multilaterally, and within the Foreign Office, we have more than 100 staff working full-time on climate change. She should also bear in mind that we were the first major economy to sign net zero emissions by 2050 into law, and that the UK has cuts its emissions faster than any other G7 country.

I thank my hon. Friend for the trenchant way she spoke on behalf of the whole House. The Government agree with pretty much everything she said.
The trial was conducted behind closed doors. No diplomats or observers were allowed in. The defence was not allowed proper time to prepare and was refused permission to examine witnesses. My hon. Friend asks about the action we are taking. The Russian ambassador has been summoned to the Foreign Office and is expected to arrive shortly. We will be looking specifically at the issue of the healthcare and medicine that is available. As she said, Mr Kara-Murza was poisoned in 2015 and 2017. We also summoned the ambassador on 6 April and a note verbale—our third—has gone out today, which seeks consular access.
On sanctions, I make it clear to my hon. Friend that, under the Magnitsky propositions, we have already sanctioned both the judge and the jailer because of their involvement in that case, and I have instructed officials to investigate the possibility of sanctioning everyone who was involved in the trial. We expect, within the next week, to come forward with a package of further measures in that respect.
As ever on these matters, my right hon. Friend makes an interesting and important point. We have to balance the national interest in how we pursue our diplomacy, and we keep these matters under review. In view of his comment, I will take another look at the issue that he has raised.

Commons ChamberBy the middle of this century, Africa will be home to 1 billion children, yet in places such as northern Nigeria half of girls are out of school. Achieving universal girls’ education would end child marriage, halve infant mortality and drastically reduce early childbearing. Can the Minister update the House on what progress has been made towards our G7 presidency pledge to get 40 million more girls into school? Can he explain how that squares with the Government’s decision to cut the FCDO’s education, gender and equality budget in half last year?
We are looking at the budgets for the next financial year, and indeed the year after, and we will come to the House and set out what they are. However, the hon. Lady should be in no doubt that this is a top priority, as I explained to the hon. Member for Blaydon (Liz Twist). If we want to change the world, we can do so by educating girls. That is the first and foremost way of achieving it, and the Government are absolutely behind that agenda.
My hon. Friend is absolutely right. We discuss resilience and climate adaptation frequently with the Kenyan Government. I was there in December. My right hon. Friend the Foreign Secretary was also there and he spoke to President Ruto. My hon. Friend may rest assured that our relationship with Kenya, which is extremely close, deals not only with humanitarian, trade and investment issues but with drought and the other issues she has raised.
The hon. Lady is entirely right to say that we provided £5 million of taxpayer’s money to civil society, to boost citizen education and voter engagement; also, the British high commission deployed observers to polling stations across seven states. We commend all those involved for their commitment to democracy and, importantly in respect of her question, to resolving disputes through the courts and through peaceful means.

Member for Strangford (Jim Shannon) later today in Westminster Hall, where I hope to give a full update, but let me make it clear to the House that we recognise the increasing frustration of which he spoke, and in particular the points he has been making about GardaWorld workers, British Council contractors and Chevening scholars.
I thank my right hon. Friend the Chair of the Defence Committee for his comments. In respect of his questions, I can tell him that the humanitarian co-ordinator of the Office for the Coordination of Humanitarian Affairs, Martin Griffiths, will visit shortly. We are doing everything we possibly can to make sure we progress this situation as best as possible.
I thank my right hon. Friend very much for her comments; she knows a great deal about this subject. I will pass on what she has said to Amina Mohammed when I hopefully see her on Monday. I have received the letter that my right hon. Friend and others signed, and we will be responding. In terms of our commitments, we have met the commitments this year that we have made, and we are seized of the importance of continuing to give the maximum amount of support we can, together with other countries and colleagues, for the reasons that she has given.

Commons ChamberYes. My right hon. Friend makes a very good point, and we need to show through what we do that there is a much better alternative. In 2020, we provided debt relief on repayments to the International Monetary Fund for 23 countries and contributed £150 million to the IMF catastrophe containment and relief trust. It is by doing such things that we show that there is a better way than the one the Chinese are using.
My hon. Friend has a long track record of pursuing these important matters. We are raising this matter with the Government of Pakistan, and we will make sure he hears the outcome of those representations in due course.

I thank my hon. Friend for what he has said. He eloquently extols the brilliance of the British Council. I had some responsibility for it 10 years ago, and I know very well that what he says about it is entirely correct. He is quite right about the eligibility, and we very much understand the urgency to which he refers. This particular pathway process started on 20 June and remained open for eight weeks. The Foreign Office has looked at every single one of the applicants, and the process is moving through. I would just say that, although it is taking a lot of time, it is right that officials should look carefully at each and every one of those cases. There is a balance to be struck, but I will ensure that my hon. Friend’s words and concerns are reflected across Government as a result of this urgent question.
My right hon. Friend, with great eloquence, makes a most important point. There are various ways in which we can deal with this, and which it would not be sensible to talk about on the Floor of the House. He makes one of the big difficulties very clear. If it would be helpful, I am happy to discuss this with him.

The hon. Lady, whom I thank for her generous remarks, did not really refer to Nigeria. In so far as the budget is being spent in Nigeria, I assure her that we are very focused on the effects of those floods. There are people now in category 5 starvation in north-east Nigeria, and I assure her that we will do everything we can to help them.
Order. It is not just about shadow Ministers and Ministers; it is also about ex-Ministers. [Laughter.]
I thank my right hon. Friend very much for his kind remarks. He knows a great deal about this area, and the House benefits from his judgment and experience on it. In respect of The Times yesterday, all I can tell him is that these matters are very much the subject of discussions between the Foreign Office and the Treasury.
I can assure the hon. Gentleman that our support throughout the whole House for the Global Fund is absolute and intense. Discussions are ongoing on the subject of money. I hope very much it will not be too long before I can come before the House and answer his very specific questions on both the money and the results that that money will achieve.

I very much welcome what my hon. Friend has said today, and there is no doubt that he has been part of the resolution of this problem, but he will know that across the House for many, many months everyone has accepted that this is a huge miscarriage of justice and a disgrace. There is an independent inquiry, which he has rightly referred to today, but will he make sure that within Government there is a lessons learned process and lessons drawn for the future, so that the role of Government, too, is placed under the microscope, to ensure that nothing like this ever happens again?

Does my right hon. Friend recall that ever since he joined the party’s candidates list 30 years ago, and until we got him into No. 10, he has enjoyed my full-throated support? But I am deeply concerned by these events, and very concerned indeed by some of the things he has said from that Dispatch Box, and has said to the British public and to our constituents. When he kindly invited me to see him 10 days ago, I told him that I thought he should think very carefully about what was now in the best interests of our country, and of the Conservative party. I have to tell him that he no longer enjoys my support.

Friend the Leader of the House is a great and distinguished democrat, and a stalwart supporter of the rights of this House and of Parliament, so can he explain why, having announced the business today, he is sending the House off for the summer recess without a vote on the 0.7% commitment? For how much longer will he continue to disrespect this House and run away from a vote on the matter, and to disobey your specific injunction, Mr Speaker, at 3.30 pm on Monday 14 June?

The hon. Gentleman is absolutely right. Of course, what he says has been reinforced by every single member of his party who serves in the House, and it is the point that my right hon. Friend the Member for Gainsborough, a former Chairman of the Public Accounts Committee, was making: if we turn this expenditure on and off in this way, the taxpayer does not get proper value for money.
Nor is this about party politics. All 650 of us elected to this House at the last election promised to stand by the 0.7%. The Bill enshrining the 0.7% in law was passed unwhipped in this House, with just six dissenters. Outside the House, in every single constituency in the country, there are people taking action as part of Crack the Crises, the growing environment and development group. Each and every one of us is accountable to those constituents, who are taking action in their local schools, colleges, churches, mosques, charity shops, women’s institute branches, congregations and community groups.
Twelve million people—an average of 15,000 per parliamentary constituency—are supporters of the member organisations of that coalition, and they must be heard. The people who sponsor children through development organisations, the members of churches that are twinned with others in the developing world, the people who were there for Jubilee 2000 and for Make Poverty History—they do not forget when we break our promises to them; they organise.
I can assure the House that, were it not for the covid restrictions, the same people who made the human chain around the Birmingham G8 summit and the quarter of a million people who marched on Edinburgh before the Gleneagles G8 would be preparing today to descend on Cornwall to make their views known at this G7 and to protest this unethical and unlawful betrayal. They would be joined by a whole new generation of young people who are watching this Government break our promise to the world’s poorest. They do not like what they see. This weekend, they may not be on the streets, but they will be watching, and they will remember.
For two decades, the UK has been a development leader, not just because that is morally right and accords with our values, but because it is in our own national interest. By making the countries we seek to help safer and more prosperous, we make life for ourselves here in Britain safer and more prosperous.
On a point of order, Mr Speaker. Further to your statement, of course I completely accept that you are the referee on these matters, and that is that, but the Government Front Bench are treating the House of Commons with disrespect. They are avoiding a vote on the commitments that each of us made, individually and collectively, at the last general election on a promise made internationally, and in the opinion of some of Britain’s leading lawyers, the Government are acting unlawfully.
Had we secured a vote on the new clause tonight, I can assure the House that it would have secured the assent of the House by not less than a majority of nine, and probably of around 20 votes.
In the week of the British chairmanship of the G7, the Government’s failure to address this issue will indisputably mean that hundreds of thousands of avoidable deaths will result. It is already attracting criticism from all round the other members of the G7. What advice do you have, Mr Speaker, for my right hon. and hon. Friends and I to seek to stop the Government riding roughshod over Parliament in this way and seeking to thwart our democratic rights as Members of the House of Commons?
Can I first thank the right hon. Member for the courtesy of giving me advance notice of this point of order?
On the first point—that Government may have behaved unlawfully—I have to advise the right hon. Member that that will be a matter for the courts to determine, not me, as he is well aware. I know that he has worked very hard in looking at that, if it were needed.
On the right hon. Member’s more general point, I have already expressed my view that the House should be given an opportunity to make an effective—I repeat, an effective—decision on this matter. I have also indicated that I would, exceptionally, be prepared to accept an application today for an emergency debate tomorrow.
I would say that I share the House’s frustration. It is quite right that this House should not continue to be taken for granted, but we must do it in the right way. I believe the Government need to show respect and need to come forward—I totally agree with the right hon. Member—because not only the House but the country needs this matter to be debated and aired, and an effective decision to be taken.
I have now put that on the record, and I hope that the Government will take up the challenge and give the House its due respect, which it deserves. We are the elected Members. The House should be taken seriously and the Government should be accountable here. I wish and hope that that is taken on board very quickly. I do not want it to drag on. If not, we will then look to find other ways in which we can move forward. I am taking no more points of order.

Friend visited the west midlands earlier this week to meet our brilliant Mayor, Andy Street, was he aware that the Mayor has increased sevenfold the investment in transport, and we now have 108 shiny new carriages for the cross-city line? What advice does he have for my constituents in the royal town of Sutton Coldfield on 6 May?
I am grateful to the right hon. Member for giving me notice of his point of order. The Table Office will be able to advise him about the tabling of questions. The Government decide which Department responds. The Table Office will be able to advise about the most appropriate Department to direct the questions towards in the first instance. The normal rules about questions, including on ministerial responsibility, would of course apply.
Select Committees may seek evidence from a wide range of sources and certain options are open to them if that evidence is not provided.
On a point of order, Mr Speaker. Before the Clerk reads the Orders of the Day for the Second Reading of the supply Bill, may I put on record that I and a number of my right hon. and hon. Friends had hoped to table an amendment yesterday to the motion on the vote on account? The amendment would have referred to the sums being appropriated to overseas aid in that motion and sought to establish that the Government should not be able to reduce planned expenditure below the sum set out in the International Development (Official Development Assistance Target) Act 2015.I am advised—I am sure correctly—that that was not possible, as no amendments could be moved at the roll-up, and the Bill is about to go through on the nod. That means that Members have no way of deciding whether or not the House assents to the massive cuts planned in our support for the world’s most vulnerable people. Whatever the merits of that case, Mr Speaker, do you agree that if we are to take back control, one place to start would be to get some grip on public expenditure plans, which are at the heart of what we do in this place, and yet seem to be totally in the hands of Ministers?
I am grateful to the right hon. Gentleman for giving me notice of his point of order. I confirm that he was given the correct advice, and that under Standing Order No. 55 no amendments can be proposed to the roll-up motions. The matter is therefore not a point of order for the Chair, but the right hon. Gentleman has put his comments on the record, and the House has heard them. As he knows, this has been the longstanding way that the House has dealt with issues, and I gently say to him that he was the Chief Whip and he did not complain too much when he was in charge at the time. There are ways that we can change things, but at the moment we will carry on with the way we are.
