Commons ChamberI thank the Secretary of State for advance sight of his statement. However, I am sorry to say that its lack of vision and ambition lets down our young people. Our children’s futures, and the future of our country, depended on the Government getting the education recovery right, but the Secretary of State, and indeed the whole of the Government, have failed to rise to the challenge. They have failed the school leaders, teachers and staff who last March adapted overnight to deliver remote lessons, while hand-delivering workbooks and food parcels to families. I pay enormous tribute to the staff who did so much to support our children and who continue to do so.
The Government have failed the parents, who have thrown themselves into the task of home schooling and supporting their children’s learning. Most importantly, the Government have failed children and young people, who were promised that their education was the PM’s No. 1 priority. They have been betrayed by a Secretary of State who has let them down once again and by a Prime Minister who will not lift a finger for them when it comes to a row with the Chancellor about prioritising the investment needed in their future. That comes after a decade in which successive Conservative Governments have delivered the largest cut to school budgets we have seen in 40 years.
I was frankly embarrassed to hear the Secretary of State proclaim that the funding announced last week will deliver a revolution, when what his Government announced will amount to just £50 per pupil for the next three years, compared with £1,600 in the USA and £2,500 in the Netherlands. It will deliver less than one hour of tutoring a fortnight for children who have missed more than half a year of being in school in person. Getting tutoring right is important when schools have said that the national tutoring programme is too difficult and too inflexible to use, and when it has so far reached less than 2% of pupils, but taking that programme out of the hands of experts and giving it to Randstad, a multinational outsourcing company, is not the right answer to schools’ concerns about reach and quality. They fear the contract is being handed out on the cheap. Can the Secretary of State confirm reports that the contract value is £37 million less than originally offered? Will he confirm that that is to cut costs, to the detriment of our children?
While tutoring and investment in teacher development featured to a degree in last week’s announcement, what is really noticeable is how much is missing. Where is the bold action needed to boost children’s wellbeing and social development, which parents and teachers say is their top priority and which is essential to support learning? Where is the increased expert support to tackle the rise in mental health conditions among young people? Where is the targeted investment for those children who missed most time in class, struggled most to learn from home and were left for months without access to remote learning? Where is the funding needed for the pupil premium to replace the stealth cut to school budgets that the Government imposed when they changed the date of the census?
The Secretary of State says that this is just one step on the road, but the Government’s own catch-up tsar Sir Kevan Collins, a highly respected education expert, says action is needed now to protect children’s futures, so why is the Secretary of State waiting? Last week’s announcement fell so far short of what Sir Kevan had recommended that he resigned on Wednesday evening, ashamed to have his name connected to such pitiful proposals. He said the Government’s response was too small, too narrow and too slow. He was appalled by the lack of ambition and vision—a lack of ambition that betrays the optimism and aspirations that children and young people themselves have for their future.
Last week, I was proud to publish Labour’s children’s recovery plan—a plan that would deliver the investment Sir Kevan has said is essential and which recognises that children and young people are excited to be back with their friends and teachers, and hungry to learn and prove their potential. Our responsibility as adults is to match the ambition children have for their own future. That is why Labour’s bold plan proposes new opportunities for every child to play, learn and develop. When we say, and when the Leader of the Opposition says as he did last week, that education is Labour’s top priority and that Labour wants this to be the best country in the world to grow up in, unlike the Government, we actually mean it.
The hon. Lady talks about vision. Let us be blunt: the Labour party has opposed every single one of the education reforms that this Government have brought forward, with the one exception, I believe, of T-levels. Every time that this party and this Government strive to drive quality and standards, making sure that there is discipline in the classroom, what does the Labour party do? It turns round and looks to the press releases of the unions and their paymasters. This party believes in delivering a revolution and change in what we actually do. That is why we have always delivered a laser-like focus on what benefits children, what makes a difference and what means that a child will be able to get a better job on leaving school. That is what this party does. The Labour party merely parrots what the union paymasters ask it to do.
At every stage in our recovery plans over the last 12 months, we have set out investment worth over £3 billion aimed and targeted to deliver the very best results for children. We recognise that children have missed out, but we have made sure that where we spend that extra money, it will make a real difference to children. We have looked closely at what will deliver for those children, and that is where we have focused our investment, and that is what we will continue to do.
As we move forward over the next few months, we will face significant challenges. We talk about the school day. We have seen too many schools going down a route of restricting the things that children can do—restricting the things that they could benefit from doing. The school lunch hour is being increasingly restricted to a school lunch half-hour. We want to ensure that, as we carry out this review, we look at all the options, so that children benefit not just from better academic attainment and extra support in English and maths, but from enrichment and the other activities that they can get from being at school. I very much hope that the Opposition will support that, but I very much doubt that they will; they have always failed to support any reform or any change that delivers real results for children.

The Turing scheme is genuinely global in reach and will connect our young people with a whole world, rich and varied in its cultural experiences, giving them the opportunity to learn from the very best institutions on a global scale.
This is a Government who deliver on their promises. We are fulfilling our manifesto commitment by introducing a Bill to protect freedom of speech and academic freedom in universities. Free speech is the lifeblood of democracy. Our world-class universities have a long and proud history of being spaces in which differing views or beliefs can be expressed without fear or censure. However, there have been increasing concerns about a chilling effect on campus and that not all students and staff feel able to share their views. That is why we will strengthen existing duties on universities, extending those duties to students’ unions and establishing a director in the Office for Students to protect and promote these rights.
We have always been determined that every child, regardless of background, should have access to high-quality education, and that is just as true for our youngest children as it is for those who are on the cusp of adulthood. The early years are a crucial time in a child’s development, and we know that the pandemic has had a significant impact on many young children. Earlier this year, we announced £18 million to support language development, which includes £10 million for an early language programme to help nursery children who have been affected by the pandemic. We are introducing the early years foundation stage reforms, which will be statutory for all early years providers from September this year.
When it comes to the most vulnerable children, there is no such thing as being too bold. We have launched our children’s social care review of systems and services, so that vulnerable youngsters can experience the benefits of a stable and loving home, many of them for the first time. The review will take place alongside ongoing reforms to raise standards in local authorities, boost adoption, improve support for care leavers and improve quality and placement practice in unregulated accommodation, including banning the placement of under-16s in unregulated homes and introducing national standards for provision.
Will the Secretary of State look again at placing a ceiling of the age of 16 on the requirement not to place young people in unregulated accommodation? I am sure he will agree that there are very many vulnerable 17, 18 and 19-year-olds for whom that would also be an important measure.
The hon. Lady will know about my commitment and passion in this area and how important it is to look at how we can improve things for these children. Certainly, as part of looking at how we continuously improve, we will make sure that we get these regulations in place initially, but we will then be looking at how we can continue to improve on that work.
Our country, like many others, faces a number of social and economic challenges as we recover from the pandemic. I am confident that, thanks to this ambitious legislative programme and our unwavering mission to level up every inch of our country, we will all have a chance to play our part in that recovery. In Her Majesty’s Gracious Speech, a fairer, better Britain is emerging, and future generations, as well as this one, will feel the benefit.
It is a pleasure to open this debate on behalf of Her Majesty’s Opposition, because nothing can be more important than our obligation to create a bright future for the next generation. On the Opposition Benches—indeed, I am sure, across the House—we believe that every child, whatever their background, must be able to make the most of their childhood and reach their full potential. As politicians, we have a solemn responsibility to ensure that the next generation enjoys greater opportunities than we have had, and that Britain is the best country in the world to grow up in.
Regrettably, this Queen’s Speech is a missed opportunity. It is a missed opportunity that comes hard on the heels of a decade of Conservative failures that have betrayed our young people: 1,000 children’s centres closed since 2010 by Conservative Governments; schools funding 9% lower in real terms in 2019-20 than in 2009-10; Labour’s proud track record in lifting a million children out of poverty wholly wiped out by Conservative austerity policies, with more than 5 million children expected to be in poverty by 2024; FE funding cut almost in half, and apprenticeship starts among under-25-year-olds down by 40% since 2016. The problems were there even before the pandemic.
Of course we all want to do our best for the most vulnerable children in our society, but will the hon. Lady acknowledge that, rather than the picture she has just painted of the past 10 years, the improvement in the delivery of children’s social care services, for example, with more good and outstanding local authorities delivering children’s social care and the number of inadequate services dropping considerably, is a testament not only to the people on the frontline working hard for those children, but to the Government policies put in place to ensure that that could happen?
I pay tribute to everyone working in local authorities and in the children’s social care sector for the hard work that has led to improvement in children’s services—vital services for the most vulnerable children in our country—but, frankly, the Government could have made it a great deal more straightforward for local authorities if they had not gone round trashing local authority funding. Our local councils have seen cuts of around 40% in their funding over the last 10 years, and that has put huge pressure on social care professionals, especially children’s social care professionals. It is very much to the credit of social care workers that we have seen improvements around the country, but I hope that the Government will use the children’s social care review that the Secretary of State referenced, which we are eager to engage with, to ensure that we put adequate, sustainable funding in place for these most vulnerable children.
The hon. Lady is talking about opportunities for the future and reshaping things. She will be well aware that in the Scottish elections last week, a majority in favour of an independence referendum was returned. Does she think it is right that the young of Scotland should get their say in a referendum or does she think the Labour party should stand shoulder to shoulder with the Tories and try to block them from having their democratic say?
As a Scot myself, I feel pretty confident in saying that I do not think the priority for Scotland and for people in Scotland right now is a constitutional referendum. I do not think that it is the most pressing concern for young people when there are worries that they are struggling to achieve the same standards in school as we are seeing in the rest of the United Kingdom and when we see young people struggling to get—[Interruption.] The hon. Member for Kilmarnock and Loudoun (Alan Brown) needs to hear what he does not like to hear. The Scottish Government are failing young people. Educational attainment is declining. We see no sign of their having taken on the seriousness of how the SNP Government have let down young people. Let us concentrate on the priorities that really matter for the future of young people in Scotland and across the United Kingdom.
Despite facing soaring unemployment and the toughest jobs market for a generation, young people in desperate need of new opportunities have been overlooked by the Government. The 16-to-19 funding for catch-up has been woefully insufficient, and careers advice and guidance will be crucial after David Cameron’s Government brutally slashed it. The Government’s proposals are too little, too late. Apprentices, and BTEC and vocational students, have been repeatedly treated as an afterthought. Unemployment is forecast to rise over the course of this year, and the consequences of the pandemic will be with us for years to come as huge parts of our economy and labour market experience profound change.
Children’s attainment in literacy is going backwards, as is children’s mental health, and children are needing to go through potty training again. There are fears over people’s prospects and the jobs market. Which of the above does the hon. Lady think is a “good crisis” for people to take advantage of? Will she apologise for the comments that she made previously?
I am very grateful to the hon. Member for enabling me to be able to put on record in this House my regret for those remarks. They were inappropriate and insensitive and will have been offensive to people who have suffered terribly in this pandemic, including those who have been bereaved and lost those that they loved and will be missing terribly. I should not to have used those remarks, and I thank him for giving me the opportunity to put that on record in this Chamber.
If we are to seize this generational moment and deliver the fair, low-carbon recovery that we need to tackle the climate crisis, which is imperative if we are truly to pass on a bright future to the next generation, many people will need to retrain in new industries as old jobs disappear, as the Secretary of State said. But in the Queen’s Speech and in his remarks just a few moments ago, all that the Secretary of State could announce was a months-old commitment to a lifetime skills guarantee that simply is not guaranteed for everyone. It is not guaranteed because people cannot use it if they are already qualified to level 3; they cannot use it unless they are getting a qualification that the Secretary of State has decided he thinks is valuable; and they cannot use it if they need maintenance support while they are learning. If they are already qualified to level 3 in their existing field but need to retrain for a new industry, there is nothing on offer for them. Ministers have chosen to close the door on millions of people who need to retrain, and who need to do so now. I am at a loss to understand the Secretary of State’s position on this. Can he tell the House why a promised guarantee will not in fact be available to some of those who will need it most?
On maintenance funding, we are awaiting Ministers’ response to the Government’s Augar review, which is now over two years old. Augar said that those in further education should receive the same maintenance support as those in higher education. Does the Secretary of State agree with that proposal? If he does, why is it absent from the Queen’s Speech? While everyone will agree that employers have a central role in creating jobs and training opportunities for young people, they do so in the context of local economic and regeneration strategies driven by metro Mayors and local leaders, who seem to have been sidelined in the creation of the local skills plans and with the Government having abandoned a national industrial strategy.
After a decade of Conservative damage to the sector, I desperately want the Government to get skills policy right. Labour believes in a high-skill, high-wage economy that offers fulfilling, rewarding work and jobs in which people will take great pride. That is why, for years, I and my colleagues in the Labour party, including my right hon. and learned Friend the Leader of the Opposition in his speech opening the debate on the Loyal Address on Tuesday and my right hon. Friend the Member for Ashton-under-Lyne (Angela Rayner) during her time as Shadow Secretary of State for Education, have championed lifelong learning, further education and all those who learn and teach in this sector.
In contrast, in a startling, if only partial, conversion in the Conservative party after a decade spent in power, including times when the Education Secretary and the Prime Minister sat around the Cabinet table and nodded through cuts to further education and a loan-based funding model that, by the Government’s own admission, directly reduced the number of adults in education, we have reforms that offer, at best, a mere reversal of some of the worst excesses of Conservative ideology over the past decade. It is a desperate attempt to polish the windows, having taken a sledgehammer to the foundations.
The hon. Lady will know that I was a school teacher who started in 2011, just after the Conservatives took power. I want to remind her of the situation that I, as a teacher, inherited on the frontline. Between 2000 and 2009, England fell from seventh to 25th in reading, eighth to 28th in maths and fourth to 16th in science in international league tables. In addition, we had 350,000 young people aged 16 to 19 who, according to the independent Wolf review, received little to no benefit from the post-16 education system, which provided students with a diet of low-level vocational qualifications—[Interruption.] It is interesting that the hon. Member for Hove (Peter Kyle) is angry that a former teacher is speaking about education; I am interested to hear what he knows better than I. Is the hon. Member for Stretford and Urmston (Kate Green) proud of the record of the Labour party in that decade?
We should never accept less than the highest standards for young people in this country. I will compromise with nobody on being ambitious to deliver a world-class education and achieve world-class standards for our young people, but let me remind the hon. Gentleman of the progress that we made under Labour between 1997 and 2010. In London, for example, we massively narrowed the gap in attainment. Will he acknowledge that what we are seeing now, under his party’s Government, is the attainment gap once again widening? Our young people deserve better than that.
There are so many measures that I believe the Government could and should have included in the Queen’s Speech. Ministers could have gone beyond the platitudes on early years that we heard a few minutes ago and set out a plan to reverse the damage their decade of cuts has produced and to ensure affordable, accessible, high-quality early years education and childcare for all children. They could have set out how they will transform the national tutoring programme, creating the space for children to socialise and recover the time they need to develop and grow, and ensuring that no child loses out because of the damage that Ministers’ failure to manage the pandemic has created. They could have addressed the horrifying rise in child poverty—not mentioned once in the Queen’s Speech, although it is the driving cause of the widening attainment gap. They could have ensured that education professionals’ and school and college leaders’ expertise and hard work during the pandemic were recognised with a fair pay rise.
Instead, the Secretary of State has decided that it is more important to focus on free speech on university campuses. Free speech and academic freedom are important, but suggesting that we should use up valuable legislative time while the employment Bill has been quietly dropped and while, nearly two years after the Prime Minister stood on the steps of Downing Street telling us that he had plans for social care ready to go, nothing has appeared, will make people up and down the country think that this is the wrong priority.
I will not at the moment, if the right hon. Member will forgive me. I wish to make some progress.
We need to get this in perspective. Only six out of 10,000 events on campus—I repeat: 10,000—were cancelled, four of them simply because of lack of paperwork. One was a pyramid scheme. Now, I do understand that Conservatives responsible for a decade of economic mismanagement may struggle to recognise a pyramid scheme when they see one, but I am surprised that the Secretary of State wants to protect the ability to promote such schemes on our university campuses.
Much more concerning, though, is that the Minister for Universities was forced to admit on radio yesterday that this flawed legislation could have dangerous and troubling consequences, including potentially protecting holocaust deniers.
The Universities Minister never said that this would protect holocaust deniers, and it would not protect holocaust deniers because this party does not stand for antisemitism, unlike the Labour party. This party recognises that we need to eradicate antisemitism and racism of all kinds, and this legislation will never, never, never protect holocaust deniers, because that is something that should never, and will never, be tolerated.
Antisemitism is intolerable in my party, and in any organisation and any part of this country, but I am very sorry to tell the Secretary of State that the legislation does appear to offer protection, potentially, to antisemites and holocaust deniers; and the Universities Minister yesterday was not able to gainsay that.
My hon. Friend will be aware, having listened to the interview on Radio 4 yesterday, that the Universities Minister was explicitly asked whether this legislation would cover holocaust denial and she explicitly said that it would. This is appalling. There is no academic merit whatever in debate, distortion or denial of the holocaust. I hope my hon. Friend will agree that the Secretary of State should correct the record, because what he said just then has misled the House.
I am sure that the hon. Lady would say “inadvertently misled the House”.
Let me read a transcript of the broadcast yesterday. The Universities Minister says:
“What this bill is designed to do is to protect and promote free speech which is lawful so any free speech which is lawful”.
The interviewer, Evan Davis, says:
“It is lawful isn’t it? Holocaust denial in this country is lawful isn’t it?”
The Minister says:
“So what I’m saying, yeah, so that’s”
Evan Davis asks:
“So holocaust denial is okay, you’d defend a holocaust denier being invited to campus because that is part of the free speech argument?”
The Minister responds:
“Obviously it would depend on exactly what they were saying”.
Madam Deputy Speaker, it never depends on what a holocaust denier is saying.
Let us be absolutely clear that this legislation will never protect holocaust deniers. It protects free speech within the law. It protects the fact that—we know that antisemitic activity and antisemitism are not to be tolerated. It is clear in the Equality Act 2010. We will never tolerate it, and this legislation will not allow holocaust deniers to be able to spread their hate and misinformation on our campuses.
I am grateful for that assurance on the Floor of the House from the Secretary of State. I hope when we are able to debate the Bill again on the Floor of the House and in Committee that we can work together to make sure that we have absolutely watertight provisions to ensure that there is no place for antisemitism anywhere on campus.
I also say very gently to Government Members, many of whom have a proud record of defending free speech, that handing over the power to determine whether free speech complaints on campus are justified to the Office for Students—a Government regulator, with an unqualified former Conservative MP appointed as its chair—smacks of the kind of thought control that we would rightly condemn in authoritarian Governments around the world. But it is not the way we do things in this country. I hope the Secretary of State will also think better of those proposals.
Perhaps the most surprising thing about the Queen’s Speech was the absence of anything meaningful for one of our most precious assets—our children—and their learning and wellbeing in school. Although we know that the Secretary of State is determined to send more schools down the path of academisation, he says that there will be a “try before you buy” model for schools contemplating this route. I have no idea how that will work, so perhaps the Secretary of State will be able to enlighten us.
Most parents do not care that much about the structure of their children’s school, and they are quite right. It is not structure that determines a school’s performance, but high-quality teaching and excellent school leadership, and we see that in both the maintained and academy sectors. Prioritising favoured structures at a time when the role of schools in helping children to bounce back from the pandemic could not be more important once again shows that the Secretary of State has the wrong priorities, especially when schools are struggling with a stealth cut to their budgets because of changes to the pupil premium, while it is rumoured that the national tutoring programme is being taken out of the hands of experts and given to Randstad, a multinational outsourcing company. Can the Secretary of State confirm the media reports that Randstad will be running the national tutoring programme next year, and if so, can he tell the House what expertise in education, teaching and learning it will bring? In fact, can he tell us why it was able to win this tender at all? Was it because his Department decided to lower the quality of provision required to cut corners on price?
Those are questions that the Secretary of State should answer, but let me conclude by addressing the perfectly reasonable question: what would Labour do to guarantee a bright future for children and young people? Let me tell the House what would have been in a Labour Queen’s Speech this week. We would have started with a credible, radical plan to enable children and young people to bounce back from the pandemic—a plan that created time for children to play, learn and develop, that gave the teaching profession the recognition and support it needs to guarantee a world-class education for every child and that ensured the national tutoring programme reached all children who need it. We would have detailed proposals for children’s wellbeing, catch-up breakfast clubs guaranteeing every child a healthy breakfast and creating more time in the school day for children to recover lost learning and time lost with their friends and teachers.
We would have delivered a credible plan to support young people into work. We would have implemented policies outlined earlier this year by my hon. Friend the Member for Stalybridge and Hyde (Jonathan Reynolds) that would have guaranteed every young person not in education or employment a job or training opportunity to end long-term youth unemployment. We would have ensured the apprenticeship levy was used to create opportunities for our young people, as we suggested with our proposal to use the underspend from the apprenticeship levy last year to create 85,000 youth apprenticeship opportunities. Most importantly, we would be working right across a Labour Cabinet to end the scourge of rising child poverty, which is scarring the lives of millions of children. Tackling child poverty will always be a priority for Labour, and I am proud that my hon. Friend the Member for Ilford North (Wes Streeting) will be leading our programme of work on this within the shadow Cabinet.
Before I came into Parliament, I spent a decade of my life working for and championing a brighter future for young people, because while children make up 20% of the population of this country, they are 100% of our future. They are ambitious, optimistic, imaginative, creative and excited about the world they will grow up to. They have so much to offer, and our job as adults is to give them every opportunity to make the most of their childhoods and their future, so let us not let them down with empty rhetoric and hollow promises. Today, let us commit to truly deliver a programme of change that transforms children’s lives, fulfils the promise that this will be best place to grow up and, in creating a brighter future for young people, gives the promise of a better future for every one of us.

Commons ChamberWe all know how important it is that we create calm, positive and good environments for children to flourish in, and strong behaviour and discipline policies have been the hallmark of being able to do that. It is particularly important for children from some of the most disadvantaged backgrounds to ensure that we create the type of environment in schools that we want and expect to see right across the country.
The national tutoring programme is reaching only one in six pupils on free school meals, and changes to the school census date mean that schools are also losing out on thousands of pounds of pupil premium funding for those students. Will the Secretary of State now come clean and publish his Department’s full financial analysis of the funding lost to schools from this pupil premium stealth cut?
The hon. Lady forever moans and complains about the resources—the extra resources—that we have been putting into schools. Just a short time ago, we unveiled a £14.4 billion expansion of funding into secondary schools.[Official Report, 16 June 2021, Vol. 697, c. 2MC.] On top of that, we have outlined a further £1.7 billion that is going to support schools in helping to ensure that children are able to catch up having been away. We continue to make those investments and to make that difference.
So are headteachers moaning when they say that the pupil premium stealth cut means that they will not be able to pay for speech and language therapy, or a teaching assistant, or additional small group sessions? One head told me that they lose out more on pupil premium cuts than they receive in catch-up funding. This is not a Government that are serious about catch-up. Will the Secretary of State guarantee that no school will be worse off as a result of his changes to the pupil premium?
This Government are delivering real increases for schools right across the board. We are delivering an extra £1.7 billion in support to schools to ensure that they are able to help children to catch up. That is what we are doing. That is the difference we are making through schemes such as the national tutoring programme. This is making a real impact on children’s lives. We are proud of that and we will continue to drive it forward.

Commons ChamberVery much so. Let me take the opportunity to congratulate my hon. Friend on securing a new free school, which will be built in his constituency, really boosting educational attainment for his constituents in Stoke-on-Trent South. He is right to say that we need a targeted approach to supporting students to catch up and to making sure that they do not miss out as a result of the pandemic.
Even before the pandemic, child poverty stood at more than 4 million, up more than 700,000 since Labour left office, and progress on narrowing the attainment gap between disadvantaged and other students had stalled. What targets has the Secretary of State set to address those shocking failures?
We recognise that there is a broad impact on so many young people. We recognise that our work on closing the attainment gap between the richest and the poorest has been impacted as a result of the pandemic, which is why we are taking a targeted approach to our investments, looking at things such as catch up. That is why we have asked Sir Kevan Collins to look in detail at the actions that we can best take on helping children, especially those from the most disadvantaged backgrounds, to catch up.
But just days from the Budget, there is still no commitment to keep the £20 uplift in universal credit, no sign that the Secretary of State will abandon the public sector pay freeze, and he has allocated just 43p per pupil per day to support catch up. Does he really believe that that is good enough, or will he stand up for children and families and tell the Chancellor that they must come first in the Budget?
We on the Conservative Benches believe passionately in driving up educational standards, because we recognise that for children, especially those from the most disadvantaged backgrounds, that is the best way to give them the opportunities in life that we want to see every child have. That is why we have so passionately pursued that agenda for the past 11 years, and we will continue to pursue that agenda of raising standards for all children in all schools across the country. Our £1.7 billion package supporting children to catch up will make a real difference because it is targeted and evidence based, making sure that children will be supported to help them to get the very best as they come out of this lockdown and go back to school next week.

Commons ChamberI thank the Secretary of State for advance sight of his statement and join him in paying tribute to all staff in our education system.
We on these Benches want to see all pupils safely back in class, where they can be with their friends and their teachers, and get the structure and stability that they need. It is not enough, though, simply to say that schools will reopen; there must be a credible plan that will not only enable schools to open fully in March, but will keep them open.
The Secretary of State has failed to use the period when most pupils were not in school to put the necessary measures in place. In January he said that he wanted school staff to be in the next wave of vaccinations, so why has there still been no commitment from the Government to prioritise school staff? Does he no longer believe that they should be a priority?
Many schools have lost income or face higher costs because of the pandemic. Why has the Secretary of State failed to review the funding? One way to reduce transmission of coronavirus is to allow schools to teach on a rota basis. Labour, school leaders, and teachers have all asked him to consider this. He has refused. Why? Ventilation has an important role to play in reducing transmission indoors. Will he update his Department’s guidance to ensure that it is clear, robust and specific enough for all schools to implement it effectively?
Can the Secretary of State tell me why, months after Labour called for it, he has not made any progress in providing Nightingale classrooms so that more pupils can study in smaller groups? It is welcome that he has finally caught up on Labour’s call to expand the wearing of masks in schools, but why is this measure only temporary? I worry that, in taking one small step in the right direction while leaving a great many others issues unaddressed, he is failing to do all that can be done to keep schools open and failing to work with, not against, school staff and their unions.
This year’s exams were cancelled 52 days ago. For seven weeks, pupils, parents, and staff have faced damaging and utterly unnecessary uncertainty. The Secretary of State could have avoided that by listening to Labour and putting a plan B in place months ago; instead he was once again slow to act, with millions of young people paying the price. Now he claims to have solved the problem, but guidance from exam boards will not be available until “the end of the spring term”, meaning more weeks of anxiety for young people and their teachers. He blamed a “rogue algorithm” for last year’s fiasco, but the real cause of the chaos was not an algorithm; it was his incompetence. Now, for the first time, he has said that he trusts teachers. I cannot help wondering why he only trusts teachers when there is a chance to make them responsible for what happens with exams, rather than his Department.
I am glad that a wide range of evidence will be used: assessment materials will be available for schools; there will be guidance from exam boards on how to award grades; and individual schools will not be responsible for appeals. Is he confident that grades will be fair and consistent between and across schools? Why has he not used the past seven weeks to provide appropriate training to teachers? Is he not concerned that the lack of common evidence and of a link to an existing grade distribution both puts pressure on schools and colleges and creates huge challenge in ensuring fairness? Finally, on assessments can the Secretary of State update the House on functional skills and end-point assessments.
It was nearly six months ago that Labour first called for a national strategy to help children to catch up and to close the attainment gap, and I welcome the appointment of Sir Kevan Collins to lead education recovery work. I hope this means that the Secretary of State is breaking from the great Conservative tradition of finding work only for friends and donors. Can he confirm, however, that yesterday’s recovery announcement amounts to just 43p per pupil per day over the next school year, and that just 500,000 pupils—fewer than one in three of those eligible for free school meals—will benefit from summer schemes? Can he tell the House why there was no mention whatsoever of the hard-working staff who will deliver this summer support, why there is no specific support for children’s mental health and wellbeing, and why there is only limited support for college students?
This has been a challenging year for children, parents and education staff, and it has been made more challenging by the Government’s incompetence. With schools set to open their doors to more pupils in a matter of weeks, there is a final chance to put things right. The Secretary of State must do so.
I thank the hon. Lady for her questions. She raises the question of vaccinations for staff. She will have seen in the road map that the Prime Minister launched on Monday that the Joint Committee on Vaccination and Immunisation is to look at two strands. The first involves people who are most vulnerable to either being hospitalised or sadly passing away as a result of catching the covid virus, and we will be making sure that that is one of the strands that needs to be vaccinated out of those groups. Also, the committee will look at those jobs and professions—not just teachers but transport workers, supermarket staff and the many others who do an amazing job in public-facing roles—to see what the needs of those workforces are. I do not want to pre-empt the independent work of the JCVI, but we look forward to seeing what it says.
On the hon. Lady’s suggestion on moving to rotas, that is not a route that we want to go down. We on this side of the House want to have all children back in full-time education. We think that school is the best place for children to be, and we think it is important for them to have full-time education in the classroom. That is why we felt that, when we were able to do so, it was better to welcome all children back into the classroom every day of every week.
The hon. Lady briefly touched on testing. Testing will be an important part of keeping classrooms covid-free. The roll-out of testing that has been happening over the last seven weeks has been incredibly successful. We have had some of the highest rates of uptake in testing of any workforce area and in any individual setting. Not unsurprisingly, schools have readily adapted to the testing regime. So far, out of all the asymptomatic testing stations that we are hoping to set up across schools, colleges and special schools, 97% of those settings have set up asymptomatic testing centres, and obviously there are 3% that we are targeting resources and focus on, to ensure that they are ready to do testing for welcoming children back on 8 March. Testing is important for keeping covid out of the classroom.
I note the hon. Lady’s comments on exams, and we will work with the exam boards and do everything we can to ensure that there is the absolute maximum amount of guidance, training and support for all teachers on giving the grades out and making the assessment of the correct grade. We have been working closely with the exam boards to ensure that this is done swiftly to support teachers. I know that they will be offering a broad range of support to all teachers and schools to ensure that teacher-assessed grades are done fairly right across the system. The hon. Lady makes an important point about having as much consistency as possible in the awarding of grades. That is why we have been working with exam boards to ensure that there is random sampling across schools and colleges across the country—both state schools and private schools—as well as ensuring that where there are clear anomalies and uncertainty, there are proper checks to ensure that there is no malpractice within the system.

Friend the Chair of the Education Committee remains committed to social mobility and to ensuring that no student slips down the ladder of opportunity—a passion that I share with him. I can reassure him that the Government are committed to reducing bureaucracy in our higher education sector, as well as to making our further and higher education systems much more flexible and boosting the number of degree apprenticeships.
I thank my hon. Friend the Member for Sheffield Central (Paul Blomfield) for raising this important issue. The Minister mentioned the £50 million that she announced yesterday but can she guarantee that it is entirely new money and not recycled from a previous cut to student support? Will she confirm that it amounts to around £26 for each student studying in England, and that in Wales the Labour Government have provided an additional £300 per student? Why does she think that students in England need less support than those elsewhere in the UK?
Students face challenges that the Government’s response has simply not begun to address. Many universities have done the right thing to support students with their accommodation costs, but can the Minister tell us what discussions she has had with private landlords about providing more support for students? Will she also give details of the support in place for postgraduate students?
With the majority of students learning remotely, digital access is more important than ever, but we know that many students lack such access. Can the Minister tell us how many students cannot access remote learning and what her Department is doing about that? What is she doing to make sure that all universities are making reasonable adjustments to ensure that disabled students can continue their studies?
Finally, is the Minister confident that students who are struggling with their mental health can fully access all the support and services that they need? Yesterday, I met students who feel simply forgotten by the Government. Ministers’ incompetent response to the pandemic has robbed them of their university experience. They are isolated at home without support, while paying for accommodation that they are forbidden to use, and seeing their future placements, jobs and opportunities disappear. It is utterly devastating and utterly unjust, and the Minister must make it her priority to put that right.
I can indeed confirm that this is new money. It is not right to break it down per student, because it is dedicated to those students who are most in need. The difference from the funding in Wales and Scotland is that this funding is for until the end of the financial year—in effect, just for the next three months.
This Government are concerned about digital poverty, and the Secretary of State for Education commissioned a review by the Office for Students, which is shortly to report—this month, I believe. Mental health is a priority of mine, and it is why we worked with the OfS to set up Student Space. It is why at every single stage I have reiterated the importance of mental health and wellbeing provision, and communication with university students, because this is a difficult and challenging time. Unlike the hon. Lady, who told her party activists to use the crisis a political opportunity, our priority is to ensure that the opportunities of our young people are safeguarded and that students are not left in hardship because of the pandemic.

(Urgent Question): To ask the Secretary of State for Education if he will make a statement on the Government’s plan for the reopening of educational settings.
Throughout the pandemic, the Government have been clear that education is a national priority. We had worked hard to keep all schools, colleges and universities fully open, but the scientific advice we received in January meant that we had no choice but to close schools and colleges to all but vulnerable children and the children of critical workers, and to restrict in-person teaching in university to those studying to be future critical workers.
It is the Government’s strong desire to reopen all schools, colleges and universities as soon as possible. We will prioritise the reopening of schools as we begin the process of lifting lockdown restrictions. We are acutely aware of the damage done to children’s education and development, particularly for the most disadvantaged pupils, by being away from school, and of the increased burdens that are placed on parents. That is why we allowed early years providers to remain open throughout this lockdown.
The decision about when and how we can reopen has to be based on clear public health data and guided by scientific evidence and the advice of the Scientific Advisory Group for Emergencies, the Joint Biosecurity Centre, Public Health England and the chief medical officer, including on issues such as hospitalisation rates and mortality, the rate of vaccination, and the challenge of new variants. Ultimately, it was the pressure on the NHS that caused us to move into a national lockdown, and the Government are monitoring NHS capacity carefully as they review whether easing lockdown might be possible.
The Government recognise that headteachers, teachers, support staff, parents and carers need time to prepare for reopening. That is why the Secretary of State made it clear last week that we will give two weeks’ notice to schools, colleges and universities so that they can prepare for a return to face-to-face education. We want to give two weeks’ notice so that parents can make arrangements for the care of their children, and we will be making announcements in the next few days.
Until schools can reopen fully, it is crucial that they continue to provide high-quality remote education alongside the on-site provision for vulnerable children and the children of critical workers. I would like to take this opportunity to thank teachers and school leadership teams across the country for working around the clock to keep schools open for some while also rising to the challenge of providing remote education for the millions of children who are continuing their education from home.
However, remote education can never be a substitute for days spent in a classroom led by a brilliant teacher, or for children being with their friends. We want those days to return as quickly as possible, and with them this Government’s continuing determination, made still more urgent by the pandemic, to raise standards in all our schools to improve the life chances of every child and to transform the start in life for those children facing the toughest challenges.
I was pleased to see the Schools Minister at the Dispatch Box—I have more hope of receiving answers from him than I am used to from the Secretary of State—but even he has failed to give parents, students and staff the credible plan they deserve. We simply do not know what the Government’s plan is for school reopening, other than what we read in the newspapers. In recent days, we have had reports that the Prime Minister wants pupils back before Easter, the Health Secretary saying he wants pupils back after Easter, and Public Health England saying overnight that primary schools are already safe to reopen. Which is it? What is the plan for full reopening?
The Schools Minister mentioned some metrics but was vague about the required performance against them. Can he give us some more clarity? Will schools return only if R is below 1? We have read reports that Public Health England believes that primary schools are safe to open. Are these reports accurate, and will he publish the scientific evidence? Will there be a credible testing plan in place as pupils return?
How will the Government get this chaotic system back on track? Can the Minister tell us in what order pupils will return to the classroom? Will it be exam years first, primary schools first, or a regional variation? What is the plan for the return of college and university students?
Why have the Government repeatedly ruled out the use of rotas to keep pupils in the classroom as a means of reducing transmission? What will be done to help pupils to catch up on the learning they have lost? Can the Minister guarantee that schools will be first to reopen when it is safe to do so, or will other restrictions be lifted if our children return to the classroom?
Parents need support and they need to be able to plan. They need answers to these questions and they need them now.
The hon. Lady asks for a plan. There is a plan. Schools were closed as part of the national lockdown, which was introduced to tackle the growing pressure on the NHS, and there are clear criteria for emerging from the lockdown, including hospitalisation rates and the other three criteria I mentioned in my opening comments. We have always been clear that schools will be the last to close and the first to open as we emerge from the national lockdown when on the criteria it is safe to begin to do so.
The hon. Lady asks about the safety of schools. We have always been clear that restricted attendances in schools are not because schools are unsafe but in order to reduce the overall number of social contacts in our community.
The hon. Lady asks about testing. Lateral flow device testing is taking place in our schools. We are testing staff twice a week to identify asymptomatic covid cases. Those pupils returning to secondary school, or in secondary school at the moment, will be tested twice as they return to school.
The hon. Lady says again, “Why aren’t schools the first to open and the last to close?” Well, that is something we have been making clear all along. The problem with her is that she repeatedly calls for action that we are already taking. She is always two steps behind. The Opposition have no plans, no direction and no clarity on what is the biggest crisis facing this country and the world for nearly a century.

Let me start by paying tribute to the learners and workers, unions and employers, and colleges and training providers who have done incredible work over many years in providing skills, jobs and opportunities in the face of a Government who, for the past 10 years, have been more interested in slashing the further education budget. I am glad that today, after a decade of cuts to funding and opportunities, the importance of further and technical education to our economy and people’s life chances has finally been recognised. But even when the Government get things right—and there are measures in this White Paper for which Labour has been calling for some time—they come too late for families, businesses and our country.
I support the principle of expanding the right to lifelong learning to include study for a level 3 qualification for those without one, but this will only serve to reverse the damage inflicted by years of Conservative Governments who cut learning entitlements and replaced them with loans, meaning that the number of adult learners plummeted. The Secretary of State said that he wants more talented individuals teaching in further education, but the cuts in FE funding over the past 10 years have led to huge cuts in real-terms wages, which is driving many talented teaching staff from the profession. While I welcome the principle of flexible funding to allow more learners to access the skills they need, the Secretary of State said that this will not be in place until 2025—years after those facing the risk of unemployment right now could have benefited. I am also concerned that the Government continue to pursue a system of loans that will plunge students into more debt and create barriers to learning.
On the lifetime skills guarantee, how did the Secretary of State decide which sectors would be included, and how many jobs in our economy are in sectors that have been omitted? Can the list of sectors change depending on the needs of individuals, employers and our wider economy? What conversations has he had with the metro Mayors and combined authorities about local skills needs? What support will be available to those who are not qualified to level 2, or are already qualified to level 3 but need to train for jobs in a new sector?
There is nothing here for community learning, English for speakers of other languages, or basic skills courses. What support will be available for these learners? What will be available to those who want to study towards higher technical qualifications other than new qualifications that are at least a year away from existing? Does the Secretary of State agree that we cannot have equality between further and higher education if only one of those routes benefits from maintenance support? When will the FE sector be given the long-term funding settlement that it deserves? Can he guarantee a sustainable settlement in the spending review this year?
We have already waited two years to get an interim response to the Augar review, and I remain concerned that the Secretary of State seems to be committed to a zero-sum game in which parts of HE have to lose—in funding, support or prestige—for others to gain. Does he agree that in fact the opposite is true—that we get the best results for individuals, communities and our country when they can get a world-class education by whatever route suits them, be it college, university or with an employer?On the teaching excellence framework, I am glad that the Secretary of State has finally abandoned the idea of a subject-level measure, as Universities UK, the University and College Union and Labour suggested he should, many months ago.
Most of all, the Secretary of State must surely realise that he has to act fast to address the disruption and uncertainty that our economy and labour market are experiencing. Almost one in 20 working-age people—1.7 million—are unemployed, and many more will feel their jobs are at risk. They are worried about paying the bills, about their jobs and about their future, yet what are they being told today by the Secretary of State? That they can access more training, but not for a few months; that they can access new qualifications, but not for a year; and that they can benefit from flexible finance, but not for five years. I urge him to go much faster in offering support to people who need it immediately. If we are to rebuild our economy from the ravages of the pandemic and secure people’s futures, we need action, and we need it urgently.
The hon. Lady raises a number of important points. I almost had the impression that she might even want to work together on a common cause, but we did not quite get to that point.
We recognise that we want to invest more in our further education estate. That is why we have put forward the £1.5 billion capital programme. We recognise that we want to put more into skills for all young people, and for people of all ages who recognise that they need to gain new skills to advance their prospects or enter a different place of work. That is why we put £2.5 billion behind the national skills fund. We recognise that we need to invest more in our colleges. That is why we have had record rises in 16-to-19 funding, not only last year but this year. We want to continue to work with the sector to strengthen it.
I certainly take on board a number of the challenges the hon. Lady throws down. I think there is a real appetite on both sides of the House to ensure that not just young people but people of every age have the flexibility to pick up the new skills required in such a rapidly changing economy. We always want to bring measures forward much faster than we can, and I am always happy to work with her to ensure that any changes we bring forward in this House have the enthusiastic support of Opposition. I note the Labour Deputy Chief Whip, the right hon. Member for Tynemouth (Sir Alan Campbell), is in his place; I am sure he would be happy to facilitate that.
The measures will recast the post-16 education landscape. This is not about taking away from one to give to another; it is about making sure that all young people, whatever their choice, have a good choice. Our colleges are some of the greatest institutions in this country. They have such deep links with and roots in local communities, because so often they were forged out of those local communities by local businesses to satisfy local needs. We aim to bring those colleges back to the founding principles of further education and of their creation.
We want to deliver a revolution and reform of our college sector and our technical and vocational sector. Young people can achieve so much by having higher technical qualifications. For far too long, it has been felt that there is only one choice: to go to university. Actually, so often, taking a different route gives so much more to young people. We need to make sure that that message is out there. By taking it out there and making sure that colleges have the ability and support to deliver, we will literally change the future of hundreds of thousands of young lives, and the course of the lives of so many other people who need new skills to prosper and take on the new challenges they face.

That this House believes that families need more support during school and college closures; and that those eligible should be guaranteed to receive the full value of free school meals for the duration of the school year, including during all holidays; and calls on the Secretary of State for Education to set a deadline to ensure that every learner has the resources required to learn remotely, and provide a weekly update to Parliament on implementing this.
Today, and at least until February half-term, millions of children have not attended school and will instead be studying at home. No one wants to be in this situation—we all believe that school is the best place for children’s learning and wellbeing—but for now, faced with a rising coronavirus infection rate, we understand that many children need to study at home. They, their families and hard-working school staff deserve to know that the Government are doing all they can to support them.
That is why we have brought forward a motion this evening that asks two fundamental questions: first, are the Government doing everything they can to support pupils to keep learning remotely; and secondly, are the Government doing everything they can to ensure that children do not go hungry when they cannot get a free meal in school? If the answer to those questions is no, which I believe it is, then Members, whatever their party, should vote for our motion.
These should be matters on which we can all agree. I am sure there is nobody in this House who does not believe that children should receive a world-class education and that every family in this country should be able to provide their children with nourishing meals, but the reality is that the Government have not done enough—too slow to secure digital access for those who need it, while overseeing yet another scandal in delivering free school meals to children in need of them. The Prime Minister and, indeed, the Secretary of State claimed to be outraged by images of food parcels they saw on social media last week, but I and my party are outraged at Ministers’ consistent and unforgivable failure to stand with children and families throughout this pandemic. Pupils and parents deserve a Government who are on their side. They deserve better than this Government.
I pay tribute to everyone who has gone above and beyond to keep children safe and learning throughout the pandemic—the teachers, leaders and support staff across our education system who have worked hard in extraordinary circumstances to keep children learning safely; and the parents who face the unenviable task of balancing work, educating their children and childcare, too often without the support they needed.
At the beginning of this pandemic, 1.8 million children did not have the devices or internet connections they needed to work from home and, in that first national lockdown, many of those children struggled to access remote learning. Despite the best efforts of teachers, school leaders and support staff, some children fell behind their peers because they lacked the basic resources to continue learning when they could not be in the classroom. The Secretary of State rightly started to provide some devices to some of those children. He set a target of providing 230,000 devices by the end of June last year. Not only did that fall far short of the number of children who needed them, but he did not even deliver all those devices on time. Perhaps he could have learned a lesson from the Labour Government in Wales, which repurposed existing orders and were supporting pupils with devices by the end of May, according to the independent Education Policy Institute.
Being less prepared than the Welsh Labour Administration may have been understandable at the beginning of the pandemic, but the Secretary of State’s inability to learn from his failures and from their success is inexcusable. Instead of redoubling his efforts to get devices to all the pupils who lacked digital access as quickly as possible, the Secretary of State waited until the new national lockdown this month to up his target and accelerate delivery, leaving hundreds of thousands of pupils not only out of the classroom, but out of learning. So I ask him: why were these laptops not being rolled out on this scale months ago? Why was he once again too slow to act to secure children’s education in the face of huge disruption?
Today, we have reached about 700,000 devices delivered against a target of 1.3 million. It does seem that the Secretary of State is finally beginning to learn from at least one of his mistakes. This time, he has decided not to set himself a deadline that he will simply miss, but he cannot shy away from his duty to those children, so can he tell the House now when all the devices will be in the hands of the pupils who need them? Can he guarantee that when that is done, every single child who was locked out of remote learning will be able to participate fully when they are not in the classroom?
This is not just an issue in schools. In colleges, we have heard of adult learners struggling to access remote learning and not being eligible for Government support. Universities UK, ucisa, GuildHE and Jisc have written to the Secretary of State in just the last few days to request urgent action to support the thousands of university students who are still unable to access their education online due to digital and data poverty. Will he tell us what he is doing to address this?
I would like to move to the second part of the motion on free school meals. The images of food parcels that we saw last week were scandalous. Ministers have said that they are outraged by them, but they refused to accept that responsibility for those images is a direct result of their own policies. They pushed for a food parcel-first approach and set guidance for parcels worth only a fraction of the £15 made available to providers for families to feed their children. They cannot devise and publish a policy and guidelines and then be appalled when they are implemented. Will the Secretary of State now take responsibility for what occurred and apologise to the parents who received those unacceptable food parcels?
The Secretary of State then managed to outdo himself, with not just one but two free school meals scandals last week. Only days after we all saw those images, it was reported that schools will not be providing free meals over the February half term. Of course, the Secretary of State voted against such a measure in October. We thought he had learned his lesson, but now he is letting down hungry children again. I know that he will cite the winter support scheme, but that scheme does not guarantee that every child eligible for a free school meal will get one every day of the holidays, and he cannot guarantee that no child will go hungry when they are out of school this half term.
I am listening to the hon. Lady carefully. I am sorry that she has not picked up the tone of her shadow DWP colleague, the hon. Member for Stalybridge and Hyde (Jonathan Reynolds) —he got the tone right; she has not—but does she agree that there is clearly a long-term conversation to be had in this country about school holiday food for families in receipt of free school meals? It is something that never happened during the 13 years of the last Labour Government and that, to my knowledge, the Opposition have not pushed this Government on during the last almost 11 years of their being in office. Does she agree that there is a conversation to be had, sensibly, across the Dispatch Box and without the partisan nonsense, about the long-term provision of holiday food for some of the poorest children in our country?
I am aware that a number of organisations, representing food charities, anti-poverty organisations, educationalists and so on, have written to the Prime Minister suggesting a full review of that subject. I welcome that, and I hope that he will respond with the offer of the review that they are seeking. However, I point out that not only are we in the middle of the first global pandemic in 100 years, but that it is against the backdrop of rapidly rising child poverty. That is why the push to address the hunger that children are facing now has become more acute than ever.
I have a simple solution for the Secretary of State to the problem of holiday hunger, one that could solve the problem at the touch of a button: sack the companies that are providing a substandard service and just give parents the money—secure family incomes by using the existing social security infrastructure and put £15 a week into the bank accounts of the parents who need it to feed their children. He should put his trust in mums and dads, because we know that parents will do the right thing.
Anyone who has thought about these issues—I do not know about Government Members, but I have spent a large part of my career thinking about them—knows that cash transfers work. They improve outcomes for children, they remove stigma for families and they ensure that the full value of support provided goes to children. I know that there are some people—in October we discovered some of them on the Government Benches—who believe that parents cannot be trusted to use money responsibly to feed their children. That is wrong in every possible way. It is morally wrong to condemn families to insecurity and stigma. It is economically illiterate not to provide cash to families who most need it, and instead to slash their incomes in the midst of the worst recession that most of us will know in our lifetimes. And it is factually and empirically wrong to suggest that this money would not be spent by parents on food for children. So I ask the Secretary of State to do the right thing: to end the scandal of inadequate food parcels or vouchers that take days to arrive, and the scandal—in one of the richest countries in the world—of children continuing to go to bed hungry.
I want to turn briefly to the amendment in the name of the Prime Minister. Let me begin by saying that there are some things in the amendment that I am glad to see—not least that he has finally listened to teachers and to Labour and started to move towards zero rating of educational websites, though quite why it has taken him so long, I do not know. First, the amendment asks us to note that the Government are
“committed to supporting families to feed their children during both term-time and holidays”.
It then mentions a voucher scheme that has been hit by repeated delays in an outsourcing fiasco, a winter grant scheme that cannot guarantee that every child will be fed and a holiday scheme that will not be in place for months. It condemns the food parcels we saw on social media, while failing to take any responsibility for the fact that they were in line with the Government’s own policies. It ignores the Government’s plans to slash more than £1,000 a year from family incomes by cutting the lifeline in universal credit, plunging hundreds of thousands of children into poverty.
Then the amendment calls on us to note all the progress the Secretary of State has made in improving digital access. It lauds his half-delivered target of delivering 1.3 million laptops yet gives us no clear timeline for full delivery. It notes the support given to schools but ignores the fact that schools up and down the country have repeatedly reported that they have not had the support they needed from the Government throughout the pandemic, whether it is on funding, testing, exams—the list continues. I am afraid the amendment is not credible. In fact, it is insulting to schools and families across the country, who will see through this attempt to give Government Members something to vote for while failing to support the entirely reasonable motion we have tabled.
Poverty is, sadly, endemic across our country. In every city, town and community, it blights the life chances of children, causes unimaginable hardship and insecurity to families, and weakens our economy. The pandemic has made the situation far, far worse, and it is appalling that today, we have seen with our own eyes that the Government are simply not committed to the task of ending child poverty.
Earlier this evening, Government Members failed to support Labour’s motion calling for the £20 uplift in universal credit—a lifeline that has kept millions above water over the past nine months—to be made permanent. The consequences are simple: families and children will be plunged into insecurity, hardship and poverty. I am giving Government Members a second chance to do the right thing this evening and to put children first by voting for our motion—a motion that asks for nothing more than the chance for every child to learn and for no child to go hungry.

Friend and neighbour in thanking all those teachers and support staff who have been doing a brilliant job in Stourbridge in keeping schools open for children of critical workers and for vulnerable children. It is important to emphasise the need to encourage children, especially those in most vulnerable categories, to come into school and continue to have that support and protection that school offers them, and the importance of doing so—it gives them so much support, in sometimes difficult circumstances. I thank all teaching staff for ensuring that schools remain open for children of critical workers.
The utterly inadequate school food parcels we saw last week were an absolute scandal, one that was, however, entirely in line with the Government’s own guidance. So why has it taken the Secretary of State until the third week of term to initiate a voucher system? Can he tell the House how many parents received vouchers today?
As the hon. Lady would know if she had taken the time to read our guidance, those food parcels did not meet the expectations or the guidance that we set out. They are not acceptable and we have made that clear. We are very keen to ensure that schools have the choice and freedom to choose what is best for children in their school. That is why we have given schools—[Interruption.] If the hon. Lady stopped chuntering from a sedentary position she would have the opportunity to hear my answer. That is why we have given schools the opportunity to choose food parcels, vouchers that are locally procured or the national voucher scheme. More than 15,000 of those vouchers have already been dispatched today.
Ah, so we got the answer in the end. The truth is that the Secretary of State was late in planning the voucher scheme, late in getting laptops to students, late in consulting on replacing exams, and late in announcing that students will not return to school in January. After delay after delay, has he finally realised what parents, pupils and staff have known for months, which is that he is just not up to the job?
Time and again, we have recognised where there are real challenges in dealing with the global pandemic. That is why we have taken the action that we have. That is why we are distributing 1.3 million laptops right across the country.
That is why we have put the national voucher scheme in place. That is why we are supporting families who are often the most vulnerable and why we will continue supporting families who are the most vulnerable.
