The hon. Lady is telling some really important stories that are bringing the points home to us, but I wonder to what extent she feels the situation would be significantly worse if the people involved had serious mental health problems, and whether the system is capable of dealing with that.

I will come on to say a little about that issue, and I thank the hon. Gentleman for raising it. One of the most significant issues is that the system is not capable of dealing with people who have mental health problems, and the agreement was that people with mental health problems would not be detained, but unfortunately that is still happening. As I said, I will come to that.

I am grateful to you, Madam Deputy Speaker, and to Mr Speaker for granting this Adjournment debate on rural policing and hare coursing. It is particularly important that we discuss this issue now, as we must reflect on, and learn lessons from, the most recent hare coursing season, which is coming to a close.

Hare coursing, poaching and the surrounding issues of antisocial behaviour should be matters of great concern for this House, both as individual crimes and examples of the challenges associated with policing rural communities. I have been struck by the number of hon. Members who have approached me following notification of the debate this evening. In particular, I would like to draw the House’s attention to my hon. Friend the Member for Louth and Horncastle (Victoria Atkins), who will be unable to contribute, but I understand she has a strong interest in some of the issues I am about to raise.

We must carefully consider two key issues. First, we need to recognise the damage sustained by farmers to their properties and their wellbeing, as many are made to feel intimidated by those carrying out these heinous acts. Secondly, we need carefully to consider the police’s approach to this problem and what tools are necessary to ensure that the law is effectively enforced.

My hon. Friend is absolutely right on both points. On the first point, farmers can, of course, dig ditches and barricade their fences, but many in my constituency are afraid to undertake that work in case there is retaliation against their equipment as a result.

I am grateful to my hon. Friend. As somebody who used to live in his constituency, I empathise strongly with the concerns he raises. I will set out similar examples of my constituents who have shared the same experience.

My first and principal concern is the threat that hare coursing poses to farming communities. Hare coursers are not simply a few individuals quietly chasing hares on unused land: they are, most often, large groups who show serious contempt for the law. This results in a number of significant problems for my constituents. Farms are vandalised; people are intimidated; and often farmers are isolated and unable to count on the law for timely protection.

The National Farmers Union has found that hare coursing is now the most common crime experienced by farmers in Wiltshire. That has a number of troubling implications for rural communities.

It is very handy to have the opportunity of an extended debate, which has shown that a number of colleagues are concerned about this issue. My hon. Friend the Member for Salisbury (John Glen) has done us a service by finding an opportunity to raise the matter.

I do not need to be reminded that I have been a Member of Parliament for a very rural constituency for a long time. I cannot recall circumstances that are now regularly being reported to me ever having been raised with me before. I am not naive enough to believe that hare coursing did not take place in former years, but it now seems to have achieved epidemic proportions in my area, with village after village now reporting incidents.

The police are stretched. Whatever the force available to the chief constable of Essex—indeed, this applies to any other constabulary—it is bound to be deployed in areas of higher crime than in areas of low crime. The district of Uttlesford and rural Chelmsford are areas of low crime, but that does not mean that there is no crime. This form of crime, which has now started to surge, if that is not too strong a word to describe what is happening, is particularly difficult for the police to cope with. There is obviously great mobility on the part of the offenders, and if we are to get a grip on this type of activity, there needs to be co-operation between police forces.

In my constituency, the police have set up surveillance areas, but this has become a bit of a cat-and-mouse game, because they are spotted while setting up the surveillance areas and the hare coursers simply move to another field on another farm. Does my right hon. Friend recognise that as a problem?

Absolutely; on the basis of reports I am getting from constituents, I am beginning to ask myself “where next?” .

For historical reasons, Essex has always felt underfunded, and if any of my Essex colleagues were present for tonight’s debate, they would heartily agree, because we are always pressing for more resources. This is now a new situation that has to be confronted.

I understand the hon. Gentleman’s motive in making this point. However, I would respectfully say to him that that could have a very detrimental effect in terms of a pull factor, with children coming to this country—potentially being sent or indeed trafficked to this country—in order to have their parents brought over; so no, we will not be looking at it again.

On the burden put on local authorities, one of the elements to which I refer them is the controlling migration fund—a new source of funds that I hope they will be able to access to support unaccompanied minors. On the Modern Slavery Act, I will have to get back to my hon. Friend.

I would like to pick up on a point the Minister has already made. This inquiry plays a vital part in protecting vulnerable children for the present and for the future. Will she put it in the context of what else the Government are doing?

My hon. Friend is quite right. The inquiry is incredibly important, but is part of an overarching strategy. We want to do everything we possibly can to keep children in our country safe. We are seeing record levels of prosecutions and huge investment in supporting victims, making sure that we take apart the culture of secrecy and cover-up that contributed to the delays we have heard about from Opposition Members.

The right hon. Lady is absolutely right: many of those refugees will be fleeing ISIS. Of course, some will be fleeing the actions of the Syrian Government. It is important that we provide sanctuary to those who have been displaced by conflict in Syria, partly by resettling a number of refugees here in the United Kingdom. As the right hon. Lady will know, we are also the second biggest bilateral donor to the region of funds to support refugees; a very important contribution of £1.1 billion is made by the UK taxpayer.

21. What steps the Government is taking to tackle people smugglers in the Mediterranean. Prior to resettlement, a mechanism needs to be established through which refugees can claim asylum. What is the impact of this on the overall progress towards resettlement?

Refugees who are resettled under the scheme for resettling Syrian refugees are provided with five years of humanitarian protection. Of course, there are also individuals who will come here and claim asylum and who will be dealt with under the normal asylum processes, but those who are resettled under the Syrian vulnerable persons resettlement scheme are given five years’ humanitarian protection here in the UK.

We are grateful to the right hon. Gentleman for contributing to the debate, and on a matter that, as my hon. Friends have pointed out, is devolved; the decision in Scotland is for Scottish Ministers. I am sure that all of us who have taken decisions in relation to the matter have done so on the basis of the advice and evidence put before us.

The Home Secretary has commented on the powers that the police have to deal with such situations without the use of water cannon, but she has also commissioned a study on the use of Tasers. I wonder whether this is not the time for a comprehensive assessment of those powers and how they can be used.

My hon. Friend makes an interesting point. There are circumstances in which particular tools that are available to the police are used, and there are questions about their use, particularly for Tasers, in particular environments, so it is right that we look at their use. With regard to the wider use of police powers, I am always looking to ensure that the police have the necessary tools and powers available to them, commensurate with requirements relating to medical and technical advice and with the need to maintain the firm trust between the police and the public.

I would like to add my welcome to my hon. Friend the Member for Gower (Byron Davies). He made an excellent speech and brings a lot to this Chamber, and I look forward to hearing his future contributions.

I, too, welcome the Department for Communities and Local Government team to its place and in particular the Secretary of State, whose Parliamentary Private Secretary I once was, and whose localist tendencies I fully share.

I want to concentrate on the Cities and Local Government Devolution Bill and ask what localism looks like under a majority Conservative Government. The last Government established that the Conservative party was localist to its fingertips, and it is appropriate to ask that question now in the context of that Bill.

It is a shame that in the last Parliament we called what was essentially a planning Bill the Localism Bill. It achieved the planning things, but we have taken the localism agenda much further over the past few years, and the Secretary of State has been responsible for many of the city deals. I also remind the House of what his predecessor, my right hon. Friend the Member for Brentwood and Ongar (Sir Eric Pickles), said:

“Localism should go hand in hand with greater transparency, local accountability and robust democratic scrutiny.”—[Official Report, 26 March 2015; Vol. 594, c. 166WS.]

Those things are very important and while we can talk about the transfer of Whitehall powers to cities, we also need to remember that in rural areas the lowest common denominator for the transfer of those powers is individual neighbourhoods, and of course neighbourhood planning is only now being fully recognised on the ground as ever more communities take on the responsibilities of deciding where the housing should go, what it should look like and what open green spaces should be preserved.

The importance of this in the context of the Cities and Local Government Devolution Bill is in looking at the structures of local government that we need, to show how powers can be devolved down—or transferred across—to the lowest level, not just to upper-tier authorities. That needs to be part of the analysis in every Government policy and we need to keep that emphasis on democratic accountability throughout.

The starting point of this Bill is a recognition that the old model of running everything from Whitehall is not working, and that we need to liberate our cities and, crucially, free up our rural areas in a way that reflects their needs and is appropriate to them. I will give an example of that. Devolving powers that cities need is crucial, particularly in respect of integrating the NHS and social care, but this is also necessary for rural areas. We have some move towards that in Oxfordshire, where the county council shares some of its senior staff with the clinical commissioning group. That integration is crucial in the town of Henley, where at its Townlands hospital the CCG is trying to replace the traditional hospital model with one of greater social care at home, taking away hospital beds on the strength of promises on what social care in the home can deliver. I fail to see why it is necessary to have an elected mayor to achieve that, when instead we might think about what would be appropriate for that local community to have.

Localism is not just about devolving powers; it is also about democratic accountability and devolving responsibilities, so we need to look at the issue again. We cannot go back to a system of central control from Whitehall of anything, including of housing numbers. Equally, we cannot move back to a system where the town hall or a quango takes up control of where that housing should go—the same applies to growth. I suspect that the model being proposed will be taken up by cities, but its application to rural areas needs to be worked on a little more, because the problems there are just as acute, if not more so, and there is a need to get governance right.

On growth, we need to ensure that we see the LEPs for what they really are and what they can do. It is no secret that I have a fractured relationship with my LEP, which has practically never come to my constituency, despite requests to do so. We should ensure that we are not creating a back-door way of establishing faceless quangos, which were so loved by Labour, or of giving them, God forbid, unaccountable planning powers by taking powers from district councils. LEPs are there to show that business can help in delivery, and we can use them as a resource.

In conclusion, I emphasise the need to foster apprenticeship schemes and to ensure that the relationships with good trainers are right. We need to ensure that the schools are focused on apprenticeships, not just as an academic alternative, but as a real alternative to the sort of education that we have come to expect.
