It is a pleasure to serve under your chairmanship, Mr Vickers, and to make the winding-up speech in a Westminster Hall debate for the first time.
I congratulate my hon. Friend the Member for Ynys Môn (Virginia Crosbie) on securing the debate—I know how hard she works for the island—and thank other Members for articulating their views. Happily, we have heard a range of opinion, from north Wales and from south Wales, in support of the Anglesey bid and the Celtic freeport bid. For balance, there is a third bid in Wales, centred around Newport.
We have had an excellent debate, and I am pleased to have the chance to set out the opportunities being created by the freeports programme in Wales, as well as how it, along with other UK Government support and investments, will help to level up communities the length and breadth of the UK. As my right hon. Friend the Chancellor said last month, the Government are committed to ensuring that the benefits of economic development are felt everywhere—not just in London and the south-east, but across the UK. The Government intend to do that by spreading opportunities more equally across the country, empowering local leaders and bringing left-behind communities up to the level of more prosperous areas.
In that regard, freeports are already playing a key role in creating hundreds of thousands of jobs across the UK and helping to drive economic growth by attracting investment to their local areas and regions. Our new freeports programme in Wales, which is being delivered with the Welsh Government and backed by £26 million, of which £25 million is seed capital and £1 million Government support, will help us to make the vision a reality.
The freeports programme is one of the core parts of the Government’s levelling-up agenda, and it will look to incentivise private businesses to invest in new opportunities in Wales. We have worked constructively with the Welsh Government to design a bespoke freeports model that will deliver for Wales. It will make the most of the unique opportunities in Wales, which will ultimately benefit businesses, ports and communities across Wales.
The Wales freeports model is based on three main objectives: promoting regeneration and high-quality job creation, establishing at least one freeport as a hub for global trade and investment across the economy, and fostering an innovative environment. Freeports are magnets for investment, and businesses located in freeports will benefit from a generous package of measures comprising tax reliefs, customs advantages, business rate relief, innovation, and trade and investment support. Those tools, paired with the ambitious £26 million of public investment in seed funding, will unlock much-needed investment and high-quality jobs not just for businesses located in the freeport, but for the surrounding areas and regions.
The freeports programme will drive forward our ambitions for Wales to compete at a global level while creating new high-skill, high-wage and local jobs, putting Welsh communities on the path to long-term growth and prosperity. The freeport programme in Wales will, once the competitive process concludes, join the freeports in England and the green freeports in Scotland to help to deliver the UK Government’s levelling-up ambitions.
The operational freeports in England are already delivering jobs and investment across local areas such as Plymouth, Solent and Teesside. The newest operational freeports—the Liverpool city region freeport and freeport east, announced at the end of last year—will also drive investment and industrial growth to deliver thousands of skilled jobs for local communities and regions.
The process in Wales is well under way and I, like many others, look forward to the benefits the programme can bring to communities in Wales. We and the Welsh Government have committed to delivering at least one freeport in Wales, and we both remain open to considering the designation of an additional freeport if there are sufficient exceptional bids. Unfortunately, as we are still in a competitive process for Wales, I am unable to comment on individual applications. However, I look forward to seeing the outcome of the competition process and thank all those who developed the bids submitted in Wales.
I very much welcome the contributions to the debate. My hon. Friend the Member for Ynys Môn powerfully articulated her arguments for the Anglesey freeport. She focused on net zero, the need to boost trade flows, energy and, of course, jobs.
The hon. Member for Strangford (Jim Shannon) asked about Northern Ireland. He is no longer in his place, but I should say that discussions about extending the freeport programme to Northern Ireland are ongoing.
The hon. Member for Aberavon (Stephen Kinnock) spoke about green energy—in particular, his desire to see the success of the floating offshore wind agenda—and energy security. My right hon. Friend the Member for Preseli Pembrokeshire (Stephen Crabb) echoed those comments. He particularly wanted to highlight the importance of job opportunities, energy companies in his patch, and the decarbonisation of the industrial cluster in his part of the world. He, too, spoke about floating offshore wind and the importance of the supply chain.
The right hon. Member for Dwyfor Meirionnydd (Liz Saville Roberts) kindly presented me with a lengthy list of questions, which I will do my best to answer. First, she asked about national insurance. Freeports will introduce secondary class 1 NI contributions relief for eligible employers on the earnings of eligible employees working at a freeport tax site. I am happy to find out further detail for her in due course if she writes or speaks to me.
I welcomed the right hon. Lady’s general support for the concept of freeports and having as many as possible in Wales. She highlighted her long-standing view that the Crown Estate should be devolved. Particularly in the Celtic sea, the opportunities for floating offshore wind relate also to south-west England, not just Wales, so my personal view is that breaking up the Crown Estate would not assist in that endeavour.
The right hon. Lady asked what constitutes an exceptional case. Essentially, the process is being judged equally by officials in the Welsh Government and the UK Government, and Ministers in both Governments will have equal decision-making powers. It is for them to judge the exceptionality of the cases based on what is submitted to them, but all will become clear in due course.
The right hon. Lady asked whether, were there to be more than one freeport, there would be two or more allocations of the £26 million. I can tell her that yes, that is the intention. She asked about the freeport in Liverpool. As she knows, Growth Track 360 held a reception here yesterday. Liverpool is of course an important element of the north-east Wales economy, and success in Liverpool’s economy benefits north-east Wales, so I urge her to bear that in mind.
I am grateful for the Minister’s explanations and responses to my questions. It is worth putting on the record that Liverpool will have an effect on the whole of north Wales, along the A55 and into Ynys Môn. That is another argument for a counterbalance in the north-west for Caergybi, because that will, I hope, see developments across the north-west of Wales and into other counties, such as Gwynedd and Conwy.
In many respects, the right hon. Member is making the case for investment across north Wales and into Anglesey. The agenda to upgrade infrastructure to link in with the north-west of England is also important to benefit north Wales. I hope that I covered most of her questions; should she have others, I am happy to answer them.
There was one other question about reconsidering grid capacity in Wales. I would be grateful for a response to that.
The right hon. Member makes a good point. Clearly, the Welsh Affairs Committee has considered these issues in detail. They are important to me, and the role of the Wales Office is to liaise with the Department for Energy Security and Net Zero, as it is now called, to ensure that grid capacity meets aspirations. I assure her that I hope to have that influence.
I reiterate the point that the right hon. Member for Dwyfor Meirionnydd (Liz Saville Roberts) made about grid capacity. If we read in detail the evidence received by the Welsh Affairs Committee, we see that it is very clear that when it comes to investment in the grid, business as usual is simply not going to cut it. I appreciate that the Government are making efforts to secure more timely investment, but if we are to meet the targets and aspirations we have been talking about, we need to see a sea change.
I take that point on very much board and thank my right hon. Friend for all his efforts in that regard.
Let me take the opportunity to outline other core elements of the Government’s levelling-up agenda. Wales is front and centre of our plans to level up the whole of the UK, and areas across Wales are already benefiting from more than £1.7 billion of local growth funding. From large-scale transport improvements to regenerating town centres and refurbishing cultural assets, the levelling-up fund will deliver lasting improvements in local communities across Wales, giving people renewed pride in their local areas. Ynys Môn alone is receiving £17 million from the levelling-up fund for the cultural regeneration of Holyhead town centre. I was pleased to visit a few weeks ago and see the efforts being made to ensure that people who use the port see all that Holyhead has to offer.
In total, the Government are investing more than £208 million in 11 projects across Wales through the second round of the LUF. That is almost 10% of the total UK allocation and builds on the £120 million that the Government invested in Wales in the first round of the fund. It is far more than Wales would have received through a Barnettised formula and is testament to the dedicated work of local authorities across Wales, which developed high-quality applications. The Government are also investing more than £790 million in Wales’s four city and regional growth deals. The deals are starting to deliver real change on the ground, from the Swansea Arena to investment in the digital signalling processing centre at Bangor University.
Furthermore, £2.6 billion has been allocated to places across the UK through the UK shared prosperity fund. Of that, £585 million has been allocated to Wales, including more than £126 million for north Wales. This trailblazing new approach to investment and the empowerment of local communities to level up and build pride in place will see direct investment in three local priorities: communities and place; support for local businesses; and people and skills. The funding is now in the hands of Wales’s four regional partnerships, through which local leaders are empowered to decide how best to invest the funding to better promote local growth, help to regenerate local economies and build a better future.
We are in danger of going down an SPF rabbit hole rather than discussing freeports, but as the Minister raised the SPF, I cannot resist. May I ring an alarm bell? As we head towards March 2025, when the long tail of European funding will tail off, there is going to be a cliff edge. Organisations that are delivering what is currently a sort of hybrid of EU and SPF funding are terrified that their projects will collapse, and have not had enough lead time to plan. Can I mark the Minister’s card in respect of the ticking time bomb with regard to the SPF? If he could look at a more flexible way of conducting the comprehensive spending review that does not have the arbitrary March 2025 deadline, that would salvage the programme. If he does not do that, we are in danger of seeing some difficult decisions having to be made in the very near future.
I thank the hon. Member for raising his concerns about the shared prosperity fund. He will know that very large sums of money are being allocated through local authorities, and I hope he is having some input into that process in his own area, as I am in mine, and articulating his concerns, to ensure that projects that he feels are in need of support and protection in that respect get the hearing that they need.
I will move on from the SPF to conclude this excellent debate by again thanking my hon. Friend the Member for Ynys Môn for securing it. She is a champion for Ynys Môn on issues from the freeport bid to nuclear and green energy and transport connectivity. I know how important it is to her to see well-paid jobs on the island and to provide good reasons for young people to stay on Anglesey. I would welcome the opportunity to have further conversations with my hon. Friend about freeports in Wales once the competitive process concludes. Of course, that invitation extends to all right hon. and hon. Members.

Commons ChamberThe Government are carefully considering the business case for the sale of Channel 4. Whatever the outcome—as I heard from the chair of Teledwyr Annibynnol Cymru at the recent S4C 40th anniversary event, the quality of Wales’s independent television production sector is unparalleled—I am sure it will continue to thrive.
I welcome the Minister to his place and wish him well. He will know that Channel 4 spends more in the nations and regions than any other production company that works in the United Kingdom. Does he not agree that it would be absolute madness to reduce that funding to the Welsh broadcast and television sectors and privatise Channel 4, and does he welcome what it appears will soon be the Prime Minister’s U-turn on that rather strange decision?
The hon. Member will know that the independent television production sector in Wales is thriving, with at least 50 organisations. That needs to continue into the future. The important thing is that Channel 4 can survive in a new landscape, with streaming and competition from abroad.
I too welcome the Minister to his place. Channel 4’s training, apprenticeship and digital skills programme, 4Skills, has reached more than 100,000 people since 2015. How will the Government ensure that this door for young people into the industry is not slammed shut?
Will my hon. Friend take this opportunity to praise the work of production companies, not only in Cardiff but Aberystwyth and elsewhere in Wales? Is he aware that some of those companies are frustrated with Channel 4 and feel that they cannot get a look in? Some of them would welcome a change of management.
I welcome the appointment of my hon. Friend, who is surely one of the ablest Ministers in His Majesty’s Government. I would be interested to know of his recent assessments of the television production industry in Wales and the ever-expanding Media City in Greater Manchester.
I was delighted to hear that the first shipment of British lamb left Wales for the USA last month. The USA lamb market is estimated to be worth £37 million over the next five years, with over 300 million consumers who can now access and enjoy our world-renowned Welsh lamb.
It is great that Welsh lamb has now been exported to the United States for the first time in 20 years. The National Farmers Union has set out a detailed strategy outlining its ambition to grow the UK’s food, drink and agricultural exports by 30% by 2030. Will the Minister work with the NFU to realise this laudable ambition to drive the total value of British agrifoods exports to more than £30 billion by that date?
I too welcome the Minister to his new role. He will know how important lamb exports are to Welsh farmers and the Welsh economy. Exports to the US are a drop in the ocean compared to the damage his Government have done with the Australian and New Zealand trade deals. We know his colleague the right hon. Member for Camborne and Redruth (George Eustice) said:
“I no longer have to put such a positive gloss on what was agreed…the Australia trade deal is not actually a very good deal…We did not need to give Australia or New Zealand full liberalisation in beef and sheep—it was not in our economic interest to do so”.—[Official Report, 14 November 2022; Vol. 722, c. 424.]
Will the Minister now admit his Government have sold out Welsh farmers?
The hon. Gentleman will recognise that we import more from Ireland than from Australia. In fact, the Australian and New Zealand markets are very much in the rapidly expanding markets of south-east Asia. We need to look at the pros and cons of trade deals, and there are certainly many pros to the trade deals for the British economy.
Wales plays a critical role, with two of the UK’s three liquefied natural gas terminals supplying gas through Pembrokeshire to the grid. Wales is well placed to build on that record, with prime sites for new nuclear projects in north Wales and floating offshore wind in the Celtic sea. We will continue to champion these opportunities across Government.
Off-grid households in Wales, including many in my constituency, are still waiting for an announcement on how they will receive support with rising costs. The ongoing cost of living crisis is not the only issue. People who rely on off-grid energy are hostages to what has become an increasingly unstable market, and it is only set to get worse. At the risk of sounding like a broken record, does the Minister believe that, where the previous Government have failed, it is finally time for this Government to back new renewable energy, such as Swansea Council’s Blue Eden lagoon project that will get a grip on a tidal lagoon in Swansea?
My right hon. Friend has long championed a deposit return scheme since her time as Secretary of State for Environment, Food and Rural Affairs. The Department for Environment, Food and Rural Affairs regularly discusses co-ordination of the implementation of the scheme with the Welsh Government, and it was an agenda item at the recent EFRA inter-ministerial group, which I attended.
This is a really important scheme that will help tackle plastic waste and litter. People want it to be introduced, and it will be much more successful if it is co-ordinated between Cardiff, Edinburgh and London. Please can the Government make progress on delivering it right across the United Kingdom?
I could not agree more. Non-aligned deposit return schemes across the UK risk creating barriers to trade, breaking up supply chains, increasing costs to business, and reducing the choice and availability of products in Wales. In recent days, I have met the Society of Independent Brewers, British Glass, the Wine and Spirit Trade Association and UKHospitality to discuss these issues, and I will be doing all I can to encourage UK-wide co-ordination.

Commons ChamberDiolch yn fawr, Mr Dirprwy Lefarydd. It is a pleasure to be at the Dispatch Box for the first time, particularly in relation to an important matter affecting north Wales. I congratulate my hon. Friend the Member for Ynys Môn (Virginia Crosbie) on securing this debate, and I thank my hon. Friend the Member for Aberconwy (Robin Millar) and the hon. Member for Carmarthen East and Dinefwr (Jonathan Edwards) who have also contributed.
I know just how important Thomas Telford’s iconic Menai suspension bridge is to people and businesses on Anglesey and across the whole of north Wales. It is therefore right that we are having a debate on the sudden and unexpected closure of the bridge at 2 pm on Friday 21 October, since when all traffic has been diverted via the Britannia bridge, which—through the innovative design by Robert Stephenson and with some modifications since—carries the railway and main road traffic from the A55 north Wales expressway. Good connectivity between Anglesey and the mainland is crucial for the people and economy of north-west Wales, and the whole of the United Kingdom. The Government are committed to good connectivity, as evidenced by Sir Peter Hendy’s Union connectivity review.
I understand the concerns that local residents and businesses have about the disruption. This matters to them and it matters to Members of Parliament and the UK Government. As my hon. Friend the Member for Ynys Môn made clear, the UK Government are not responsible for roads in Wales. Many aspects of transport, including the construction and maintenance of roads and road bridges, have been devolved matters for more than 23 years.
The Menai suspension bridge carries the old London to Holyhead trunk road, the A5, for which the Welsh Government in Cardiff Bay are responsible. The closure of the Menai bridge was therefore a decision made by the Welsh Government. It was informed by the private company contracted by them to maintain the route, the UK Highways A55 Ltd, and their structural engineers who had concerns about the brittle nature of hangers installed in 1938. There are questions to be answered about the specification of the contracted maintenance schedule for the bridge and the stalled consideration of a third crossing of the Menai straits. Those concerns tie in with understandable frustration at the Welsh Government’s roads review, which has led to road projects across Wales having been put on hold since June 2021.
Good government does not coast along in neutral. In the immediate term, the Welsh Government should publish a timetable for the completion of repairs and the reopening of the bridge. That reassurance is the least that residents facing ongoing uncertainty while maintenance is carried out should receive. As a matter of urgency, I also urge the Welsh Government to allow access across the Menai bridge for emergency vehicles if that can be safely facilitated.
I welcome the Minister’s remarks and I take the opportunity to welcome him to his place. It gives me great pleasure to see a north Wales Member restored to one of the offices of the Wales Office.
The Minister makes an important point when he talks about the ownership and operation of assets. In between what he has said about maintenance and a third crossing, however, there is a gap where Sir Peter Hendy’s review talked about the establishment of a UK-wide transport infrastructure network, and the ownership and investment into that. I do not think that anybody is saying—the Minister was not suggesting—that the bridge should not have been closed if that was required on safety grounds, but there is a question of capacity and resilience, how that is managed and where that planning can take place. Perhaps the capacity for that would lie in a UK-wide transport infrastructure network. Does he think that this road and that bridge would fit well within that characterisation?
I thank my hon. Friend for those comments. He is right that this is a strategic route and a trunk road. The Union connectivity review highlights the importance of such roads. When the Government respond to that review, we need to consider his comments.
There is no emergency department in any hospital on the island of Ynys Môn and such facilities are located at Ysbyty Gwynedd on the mainland in Bangor, which is why emergency vehicle crossing is imperative. I urge Welsh Ministers at Cardiff Bay to improve access across the Menai bridge as soon as it is safe to do so to minimise disruption to residents and the economy.
I accept that maintaining the world’s first major suspension bridge with grade I-listed status poses challenges, but the Welsh Government are well funded to deliver their devolved responsibilities. They receive 20% more funding per person from the UK Government than is the case in England. At the 2021 spending review, the Government allocated an additional £2.5 billion a year on average to the Welsh Government over the period through the Barnett formula. That was on top of their annual £15.9 billion baseline. The Conservative Government therefore put in place the largest annual block grants, in real terms, of any spending review settlement since devolution.
I take the opportunity to remind hon. Members of the Government’s excellent record of investment in north Wales. We have provided £120 million for the north Wales growth deal as part of more than £790 million for city and growth deals across Wales. In addition, the levelling-up application submitted by my hon. Friend the Member for Clwyd South (Simon Baynes) led to the awarding of £13 million towards the Pontcysyllte aqueduct world heritage site project. That was one of 10 Welsh projects that received a total of £121 million in round one of the levelling-up fund. A further £126 million has been allocated to north Wales through the UK shared prosperity fund as part of £585 million over the next three years. The shared prosperity fund is one of the successors to EU structural funding. The core UK Government allocation equates to a generous £150 per head for north Wales. These investments, plus the community renewal fund and the community ownership fund, demonstrate the UK Government’s commitment to Anglesey and north Wales as we continue to level up all parts of our country.
Residents will naturally remain as concerned as I am about the disruption caused by the closure of the Menai suspension bridge. I reassure them that connectivity is a priority for the UK Government. I thank hon. Members for this afternoon’s debate. I will write to the Welsh Ministers highlighting the concerns that have been raised by my hon. Friend the Member for Ynys Môn, along with the Government’s own observations, and urging the Welsh Government to reconsider long-term solutions to address the issues that have been underscored by the temporary closure of the Menai suspension bridge.

Commons ChamberI congratulate my hon. Friend on her consistent advocacy for projects in the Celtic sea as chair of the all-party parliamentary group on the Celtic sea. The necessity for securing timely consents is an imperative, and I will continue to work with the Welsh Government and all stakeholders to ensure that the huge opportunities that this presents are capitalised upon.
The Wales Office has been fully supporting the north Wales growth deal as it begins to deliver projects on the ground, and my officials will work closely with all partners in north Wales to ensure that the deal continues to deliver growth and investment across the region.
I thank my hon. Friend for that answer. Perhaps inevitably, not all projects initially identified for delivery through the north Wales growth deal can be progressed, and that applies to the Bodelwyddan key strategic site. Will he encourage a flexible approach to diverting the £10 million of funds that had been earmarked to Bodelwyddan to other economic development projects within Denbighshire?
Obviously, it is for Ambition North Wales to bring forward projects for the UK Government and the Welsh Government to approve, but we have taken a very flexible view of the whole thing. I assure my hon. Friend that despite the international financial problems, which all countries are facing at the moment, this Government remain absolutely committed to support jobs, driving growth and levelling up across the whole of the United Kingdom, including in his constituency.

What assessment has my right hon. Friend made of the proposed changes to the voting system at Cardiff Bay and the potential impact on democratic representation?
It is mystifying that this proposal was announced on the same day as the Queen’s Speech. It will impose a £100 million burden on Welsh taxpayers and demolish a voting system that has served us well for years, and there has been no consultation with any voters at all. Even the Lib Dems describe it as a stitch-up.

Commons ChamberWales is receiving £46 million under the UK community renewal fund, 23% of the funding total, and 165 projects are being funded across Wales, including 14 in Denbighshire worth almost £3 million.
Two weeks ago, as my right hon. Friend says, £2.9 million was announced from the community renewal fund for 14 projects in Denbighshire, including Blossom & Bloom, a charity in Rhyl that can now support 20 more mothers and babies. Of course, the community renewal fund is there to help communities prepare for the introduction of the shared prosperity fund. Will he outline what discussions he is having about that fund and whether capital, as well as revenue, will be available?
My hon. Friend raises a very good question, and I hope he will take into account that we are looking at the levelling-up fund, the community renewal fund and the community ownership fund, as well as the shared prosperity fund, in the round, and other potential funding proposals, too. When he sees the detail, I hope he will see that we address both capital and revenue.

Commons ChamberI think the whole House acknowledges our collective debt to the nurses of the NHS, and I certainly acknowledge my own huge personal debt. That is why, of all the professions in this country in very tough times, we have asked the public sector pay review board to look at an increase in pay for nurses, but in the meantime we have increased starting salary for nurses by 12.8%, and we have put in the bursary worth £5,000—we have restored that—as well as £3,000 for extra help.
But above all, to all nurses—and I know what a tough year they have had, I know how hard it has been on the frontline coping with this pandemic—we have done what I think is the most important thing of all, and that is to recruit many more nurses. There are now about 11,000 more nurses in the NHS today than there were this time last year, and there are 60,000 more in training, and we are on target to reach our target of 50,000 more nurses in the NHS.
Yes. I thank my hon. Friend for his point, and he knows a great deal about the subject. We have worked very hard with the Welsh Government throughout the pandemic, supporting them with £8.6 billion of additional funding through the Barnett formula, but clearly we need to learn the lessons together as we bounce forward from this pandemic.

Commons ChamberDiolch yn fawr, Mr Dirprwy Lefarydd. It is a pleasure to follow the hon. Member for Swansea East (Carolyn Harris). This St David’s Day debate provides a good opportunity to thank all my constituents who have made sacrifices over the past year to help protect the community. Early this year, I raised concerns about the slower pace of the vaccine roll-out in Wales. I am relieved that significant improvements have been made and that efforts are now generally progressing well in the Vale of Clwyd. In addition to the tireless efforts of NHS staff and the armed forces, a key driver behind that improvement has been the presence of directly comparable vaccination data across Britain.
The current general shortage of such directly comparable healthcare performance indicators can make objective comparisons difficult. UK-wide data in the NHS, along with aligned inspection mechanisms and audit procedures, would increase transparency. It would allow different regions of the country to recognise both best practice and shortcomings in the service that they are providing, and to work collaboratively to improve. It would allow Ministers and, ultimately, voters to make a more informed decision about the direction they want their health service to take. This is particularly relevant for north Wales, which I suggest would sadly be seen to be falling behind most parts of the UK if such data were available.
The same can be said for infrastructure, where north Wales is in the unenviable position of being overlooked and misunderstood by Cardiff Bay, while UK Government Ministers have, over the past 20 years, had decreasing access to intervene. Mobile phone data from 2019 demonstrates that in normal times, over a 24-hour period, 153,000 journeys are made between north Wales and north-west England. That figure is 20 times higher than the number of journeys from north Wales to other regions of Wales. Despite that, the public transport offering is inadequate. For example, the 65 miles from Prestatyn to central Manchester takes up to 105 minutes on the train, while the same distance is covered in under 50 minutes in many parts of southern England.
In seeking to rectify that, we need to move to a position where the administrative border between England and Wales is not seen as an excuse or a barrier to progress. The all-party parliamentary group on Mersey Dee North Wales, which I chair, has already held constructive talks with the Department for Transport and the Union connectivity review about how to achieve improvements.
Through the Government’s levelling-up agenda, including the now UK-wide levelling-up fund, I hope that our regional rail service can begin to receive a much-needed boost, with capacity and line speed enhancements and, ultimately, electrification of the north Wales main line, with efficient connections to High Speed 2 and Northern Powerhouse Rail. Such developments can transform the regional economy and will help the UK to achieve its bold net zero target. It has been a joy to behold the unbelievable enthusiasm, dedication and professionalism in Wales and across the rest of the UK from servicemen and women. We are regularly receiving requests from the Welsh Government for additional support, and we turn that support around in Cardiff just as soon as we can.
The mid-February target to vaccinate Joint Committee on Vaccination and Immunisation priority groups 1 to 4 involves offering a dose to all those who are considered clinically extremely vulnerable. What discussions is my right hon. Friend having with the Welsh Government regarding the accuracy of data being used in relation to this group?
As my hon. Friend might imagine, there are regular discussions across all levels of government around data accuracy and the progress that we can make with this particular challenge. He is right to point out that it is, of course, a devolved issue. We are trying to ensure that we can find solutions to issues of a more permanent nature—perhaps persistent data problems, for example—but the ambition remains to get absolutely everybody in those cohorts done within the timescale, and we are currently on target to achieve that.

Commons ChamberOf course, as the agreement with our friends has already made clear, the whole of the UK, including Northern Ireland, will participate fully in all trade deals that the UK does, and Northern Ireland will continue to have unfettered access to the whole of the UK market.
Yes indeed. I know that my hon. Friend, as a doctor, knows the vital importance of medical research and pure science. That is why this Government are investing record sums in science R&D—£14.6 billion in 2021-22. That is going to support all the life sciences sectors. If anybody wants evidence of why it is so vital to support those sectors, they have only to look at the events of the last few months.
