My hon. Friend makes a point that I know concerns many Members. Where there is a lack of demand for particular services, it is obviously for local authorities to decide how best to use their grants to support bus services in some of the most rural areas. He rightly raises that point, and I will refer it to my right hon. and hon. Friends at the Department for Transport and seek more details for him.

Today a report on the police’s handling of domestic violence cases has shown appalling failures and some horrifying treatment of victims, yet when we have raised in the House the fact that reports of domestic violence are rising and fewer cases are being passed to the Crown Prosecution Service, those concerns have been dismissed. Now that the Home Secretary has announced to the press that she is taking charge of the police response, will the Leader of the House arrange for her to make a statement to the House on what she will do to address the appalling failures that have taken place on her watch?

Many Members will have been very concerned by the report Her Majesty’s inspectorate of constabulary published this morning. I certainly was, as one of the four police forces identified as failing to meet the standard required was Cambridgeshire constabulary, which serves my constituency. I will talk with the Home Secretary, but I would not characterise her response in the way the hon. Lady did. I think that the Home Secretary has been foremost in her handling of the matter, for example in the way she has brought forward or strengthened action plans for dealing with violence against women and girls. I will ask her to find an opportunity to update the House by means of a statement of some description before too long.

Following the passage of the legislation earlier in the week, will the Leader of the House find time for a debate on the future of district general hospitals? Warrington and Halton hospitals have already lost their vascular services; a review of maternity services is now under way; and nearby Whiston hospital continues to have financial problems. My hon. Friend the Member for Halton (Derek Twigg) and I would like some reassurance from the Minister that our local hospital will not have its services downgraded or removed, as we have seen previously under this Government.

The legislation passed earlier this week does not threaten district general hospitals. It secures a commitment to the fullest consultation to enable us, if necessary, to reconfigure services on the basis of clinical quality as well as finance. Under the 2009 special administration regime of the previous Government, the process was finance-driven, not quality-driven. I am astonished at the effrontery of the hon. Lady getting up to talk about a vascular services review that started under her Government—as far as I am concerned—and about Whiston hospital, which was one of a number of unsustainable private finance initiative projects put in place by the previous Government. They had no idea where the money was going to come from to pay for that from within the local economy.

Could the Leader of the House find time for a debate in Government time on taxation policy? Many of us would like to debate the unfulfilled promise that the Chancellor and the Prime Minister made to publish their tax returns, so that we can see exactly how much they have gained from cuts in the top rate of tax and work out how much they might gain from the current proposals to impose VAT on food and children’s clothing in order to cut taxes for the rich.

On the last point, I do not think the hon. Lady listened yesterday when the Prime Minister said that we had no such proposal. On other tax matters, the Chancellor of the Exchequer will, of course, deliver his autumn statement at the Dispatch Box on 5 December.

I beg to move,

That this House believes that, as part of a wider regulatory framework for second jobs, from the start of the next Parliament no hon. Members should be permitted to hold paid directorships or consultancies.

It is good to see your cheerful face in the Chair, Mr Deputy Speaker, although it might not last for long.

There is a compressed time scale this afternoon, so I give notice that I will not take many interventions. That is a shame because I was looking forward to them given that, until an hour ago, not a single Government Back Bencher had sought to speak in the debate. Somebody who is very mischievous said to me that that was because they were all off doing second jobs. I totally reject that suggestion. They are not making speeches because they are afraid of the argument.

I hope that the debate does not descend into the usual finger-pointing exercise. I have no interest in denigrating the activities of any hon. Member. The House should be clear that Members who have second jobs at the moment have not broken any rule of the House. I am not suggesting that anybody is less diligent as a Member of Parliament because they have a second job.

I will start the debate, by way of context, with a number: 895. That is the number of young people in my constituency who have no job, and yet here we are talking about MPs continuing to have several jobs after the general election. Some of those young people or their families might be watching our proceedings.

The Commons has always allowed MPs to have other jobs, but all rules—and above all, this rule—ought to be reviewed from time to time. In reviewing the rules, it would be better to make progress with consensus across the parties. However, let me be equally clear that if there is no such consensus, the Labour party will ensure, by the time of the election, that there will be regulations governing our candidates once they are elected.

There is a strong case for change. We have moved a long way since the time of Hugh Dalton, who reputedly visited his constituency once a quarter.

The House will have noticed that the hon. Gentleman has not said that he will vote with the Opposition to regulate second jobs. He acknowledges that there are hundreds of young people without a single job, and he has failed to address the central moral question. I would like all-party agreement on the Opposition’s proposal, but it looks like Government Members will not respond to it.

There are those who will make the valid argument that Members of Parliament need to remain connected to the world beyond Westminster. The problem is to my mind best resolved by having a set of MPs who represent far more diverse backgrounds than we have at the moment. For example, about 60 MPs went to 13 fee-paying schools.

Does my hon. Friend agree that part of the problem with second jobs and the connection with the outside world is that we seldom see Members taking low-paid jobs? They usually take very highly paid jobs. If they spent their time in their constituencies talking to their constituents, instead of working for firms in the City, they would know more about the real world.

My hon. Friend makes a powerful point. If we believe that we need to connect, then the choice of jobs that some MPs take is intriguing. I will come on to that point in a moment or two, because I have some thoughts on it. Having a more diverse set of MPs would be a better way of connecting the Commons to the world than simply saying that we should all take second, third, fourth or even fifth jobs.

I have spoken to Labour MPs who were involved in business activities before being elected and who remain closely interested in the corporate world in which they worked, but who, shortly after being elected, voluntarily ceased to take remuneration because they believed that being an MP was a full-time commitment. I have also spoken to many Labour candidates for the next election—a new generation of Labour MPs, I hope—and I have not yet met one who believes that being an MP should be anything other than a full-time commitment. As my hon. Friend the Member for Warrington North (Helen Jones) said, when hon. Members say that having a second job somehow connects them to the outside world, what they generally mean—I am not talking about everyone—is a top, well-paid job. Not a single MP has recorded in the Register of Members’ Financial Interests a second job as a manual worker, a hospital porter, a cleaner or a call centre worker.

Today’s motion deals with remunerated directorships and consultancies. Beyond those activities, the motion talks about regulating other sources of income. My right hon. Friend the Member for Doncaster North has announced that we are considering a cap on other forms of outside income, such as earnings from journalism or media appearances, that would apply to all parties. An hon. Member might belong to a profession—normally we talk about lawyers, doctors or perhaps dentists—and need to retain their professional qualifications, but I remind the House that a gas fitter also needs to do so many hours a year to retain his CORGI certificate and an electrician needs to keep in touch with the regulations of the Institute of Electrical and Electronics Engineers. Nothing we are proposing would prevent such a thing.

I have no idea of the specifics of what the hon. Gentleman talks about or of what precisely he means by what he said, but what I would say is that transparency is important. If Members of this House have financial interests in companies, they should be very clear about them in the Register of Members’ Financial Interests and they should be very clear that they do not act in Parliament in a way from which they could personally benefit through their relationship with those external interests.

Let me try the hon. Member for Warrington North (Helen Jones). Would she, in the interests of transparency, like to volunteer on behalf of the Labour party to publish the meetings that her shadow Ministers have with external lobbying companies?

I thought I had made it clear on many occasions that what we are setting out to do in the Bill is to create a statutory register of lobbyists in the context of seeking to make absolutely clear where a third-party influence is being exercised in relation to Ministers. I used to be Secretary of State for Health, as Members will recall. We published our diaries of meetings and when the British Medical Association came to see me, nobody was under any illusions about why it did so. That applies, too, to the Royal College of Nurses, other royal colleges, the Patients Association, the NHS Federation—the list is endless. There was no doubt about the nature of the representations from people associated with many of these organisations. Where a lobbying company is seeking to influence Ministers, the permanent secretary or whomever it might be, the issue is knowing who their clients are. That is where the gap lies, and that is what we are focusing on. [Interruption.] I do not know about Fred Michel in that sense.

We have heard several interesting speeches, especially from my hon. Friend the Member for Nottingham North (Mr Allen), the Chair of the Political and Constitutional Reform Committee, that have tried to grapple with how we define and register lobbyists. The fundamental point, as everyone in the House knows, is that one of the biggest political problems of our time is the loss of faith in politics and politicians, and we have only to walk the streets of our constituencies to see that. People feel that they are not listened to and that they have no way of influencing events. They might have some regard for their own Member of Parliament—indeed, polls show that people often do—but they feel that the big decisions are taken elsewhere, in a place where their views are not heard—[Interruption.] If the hon. Member for Na h-Eileanan an Iar (Mr MacNeil) wants to make an intervention, I shall allow him to do so.

The hon. Gentleman will find that the polling in Scotland is no different from that elsewhere. There is a loss of faith in politics and politicians in many developed countries, and it ill behoves him to make cheap political points about that serious issue, with which we all must deal. People think that there is a distinct political class of people who move in and out of lobbyists, think-tanks and Parliament. I know that that is not true and that there are many hon. Members from diverse backgrounds—obviously not those in the Cabinet—but we have to bear responsibility for allowing that perception to exist. That is why dealing with lobbying is important, so that is one of the vital things—not the only one—that we must do to open up Parliament. If we continue to allow people to have the impression that some individuals have privileged access and may buy the right to influence legislation, we are digging our own graves. It is not lobbying itself that is wrong, as many hon. Members have said, but lobbying behind the scenes when people do not know about it.

In a moment.

There has been promise after promise on lobbying, yet nothing has been done. We have been reminded that it was the Prime Minister who said that lobbying was

“the next big scandal waiting to happen”.

That was followed by further words, but no action. The Conservatives did not commit to introducing a statutory register in their election manifesto, despite the fact that when the Prime Minister made his famous “Rebuilding trust in politics” speech, he said:

“it’s time we shone the light of transparency on lobbying and forced our politics to come clean”—

it has taken a bit of time to do the washing.

The coalition agreement contained a promise to introduce a statutory register of lobbying and the former Minister for constitutional affairs, the hon. Member for Forest of Dean (Mr Harper), promised that he would publish proposals in January 2011, but then everything went quiet until recently. It seemed that no one was responsible at all.

The latest scandal forced the Government into action, but their proposals that we have heard about so far are full of holes. It appears that they will cover only a narrow section of third-party lobbyists, but that is simply not good enough. As we heard from my hon. Friend the Member for Nottingham North, only about 100 organisations would be covered, yet the UK Public Affairs Council defines lobbying as

“in a professional capacity, attempting to influence, or advising those who wish to influence, the UK Government, Parliament”—

and so on.

My hon. Friend makes an important point. Third-party lobbyists that operate legitimately and ethically feel threatened by the idea that the Government will leave open an enormous barn door for in-house lobbyists. There will be a devastating impact on third-party companies if their client organisations begin to hide away what they were doing by taking on more lobbyists in house. Will she comment on that point?

My hon. Friend makes a valid point about who should be included on the register and the importance of getting the definitions right. Many people have referred to lobbying by constituents, and any constituent has an absolute right of access to their Member of Parliament. My constituents are not slow about making their views heard, as I suspect is true of those of other hon. Members, but that is different from commercial lobbying, so the legislation must make that clear.

We have to deal with those who are directly employed lobbyists, but they would be allowed to carry on as before under the Government’s plans. What would happen to big firms such as Capita, Grant Thornton and PricewaterhouseCoopers that operate across government in many ways, but include lobbying among their functions? Legislation cannot work unless a code of conduct is attached to it. Parts of the industry already have a voluntary code, but without a code of conduct, there is no real point of having a register, because one then cannot deal with breaches of ethics, including by removing people from the register. Without full publication of details and meetings, lobbying will still be shrouded in secrecy because people will not know what is going on.

I have given way to the hon. Gentleman once, so I hope that he will forgive me if I continue.

The fairly shabby little proposal before us is a reaction to a particular story, rather than an attempt to get things right. It is important that we have proposals that command cross-party support in the House and that, if possible, they are subjected to pre-legislative scrutiny. In my time in the House, a lot of bad legislation has been passed in a hurry, but a lot of legislation has been made better as a result of pre-legislative scrutiny, so I do not understand why the Government are shying away from that process. We need to get the proposals right for not just this Parliament, but future Parliaments, and we need a clear definition of “professional lobbying”, a clear code of conduct and strong sanctions for breaches of that code. Why on earth are the Government so reluctant to go down that road?

I am in almost entire agreement with the hon. Lady that we need to move at a steady and sensible pace so that we reach a proper conclusion. Can she explain why Government and Opposition Front Benchers—as expressed in the motion and the amendment —want to get everything done by the summer recess?

I do not think that Labour Members are arguing for that at all. We want a full and comprehensive proposal, not a half-baked one that covers only part of the industry and that, as my hon. Friend the Member for Hemsworth (Jon Trickett) said, could damage part of the industry. If a register is to end bad practices, it has to be backed by proper sanctions. We know that transparency is essential, so why on earth are we not going down that road? After all, the Prime Minister kept saying that sunlight was the “best disinfectant”—I wonder what happened to that phrase.

Even those involved in the industry are unenthusiastic, to say the least. The director general of the Public Relations Consultants Association called the proposals “unfit for purpose”. The chair of the National Council for Voluntary Organisations said:

“Basically it’s so weak now there’s no point in us joining it”.

Surely that is not good in the long run for the Government —of any colour—for Parliament and for the reputation of politicians as a whole, so I urge the Government to think again. They need to understand what is at stake, which is no less than the reputation of politicians and the political class as a whole.

If we are to get it right, we must try to come to an agreement. It has been said from the Front Bench that we have no problem with regulating trade union lobbying activities. However, the Government should not confuse the regulation of lobbying with the funding of political parties. By all means let us have a debate on that, but it will have to include the role of commercial companies and their donations, organisations such as the Midlands Industrial Council, and so on. To try to push the two together to attack one lot of political funding but not another is not a sign of serious government; it is a sign of a Government wanting to score cheap political points, rather than to sort out the problem, and I hope they will not do that.

I want to make some progress now, and to comment on the points raised in the debate.

My hon. Friend the Member for Carlisle (John Stevenson) ably demonstrated in his opening remarks that lobbying is a fact of life for Members of Parliament and that we are clearly not seeking to ban the activity, but to maximise the transparency of it.

My heart goes out to my hon. Friend the Member for Caithness, Sutherland and Easter Ross (John Thurso) as he travels around the 3,800 square miles of his constituency. He cannot get round his constituency in the way that I can on my bicycle, but my constituency is only 25 square miles. He highlighted the important role of the ministerial code, and referred to section 8.14, which deals with ministerial reporting. His desire—one that I would share with him—is to use that as a mechanism for improving transparency. We as individual Members of Parliament and Ministers can undertake to do that, without the need for legislation.

I think that the Government are in a difficult position: on the one hand we are told that we are not moving ahead swiftly enough, while on the other we are told to make time available for pre-legislative scrutiny. The original proposals were scrutinised heavily, and the Government will come forward with a Bill, many aspects of which will be familiar to the hon. Member for Nottingham North, the Select Committee Chairman, for instance, as they were set out in the original proposals.

I am happy to tell the hon. Gentleman that my right hon. Friend the Leader of the House and I work very closely together. I have some responsibility for some aspects of Liberal Democrat policy, and he speaks for the Conservatives on some issues relating to the Conservative party. However, the issue raised by the hon. Gentleman is clearly a Conservative party issue, and not an issue for the Deputy Leader or, indeed, the Leader of the House.

The hon. Member for Leyton and Wanstead (John Cryer) was anxious for us to be able to deal with unaccountable wealth that wields unaccountable influence in this place. I hope that we shall at least be able to clarify the position relating to third-party lobbyists, who often represent companies with considerable wealth. I worry about the hon. Gentleman, however: I do not know what the Deputy Prime Minister has done to him, but he clearly has a large chip on his shoulder. I recommend therapy to deal with that.

The hon. Member for Warrington North said that members of the public had lost faith in politicians. I agree with her to some extent, but I should point out that according to the latest report by the Hansard Society, the public feel that in certain respects politicians in this place have a greater influence on affairs. That may be partly a result of the e-petition process and the important role played by the Backbench Business Committee.

The hon. Lady issued a plea for the register to include in-house lobbyists who were connected with charities, trade unions and churches, but did not say why she considered that to be necessary. As I have already explained, quarterly reports of meetings between Ministers and permanent secretaries and in-house lobbyists provide the details of those who were met and the purposes of the meetings.

I thank the hon. Lady for providing that clarification. I am not sure that the same clarification has been provided by Opposition Front Benchers, but we will have other opportunities to hear from them about the scope of their proposals.

Given the rather convoluted phrase about sunlight and soap with which the hon. Member for Southampton, Test (Dr Whitehead) began his speech, he appeared to have been lobbied by Procter & Gamble. I am afraid that I lost the hon. Gentleman towards the end of that phrase, but his main point was that the problem of undue influence would be dealt with by the inclusion of everyone on a register. I do not understand how that can be the case. Simply including people on a register cannot ensure that they will not exert undue influence.

I apologise to the hon. Member for Easington (Grahame M. Morris) for having missed the beginning of his speech. He spoke of the need for an engaged, interactive citizens’ democracy, which is something that I would certainly support and welcome.

I hope that the hon. Member for North West Durham (Pat Glass) feels that the House is becoming less—

I am sure that the whole House will share my hon. Friend’s sadness at the loss of his constituent and express our condolences to her family. Considerable strides have been taken in palliative care, particularly in relation to teenagers. I have met the youngsters at Christie hospital and University College London hospital, which, not least with the support of the Teenage Cancer Trust, have done a tremendous amount to improve the age-appropriate character of care for teenagers with cancer. There is more that we can do, absolutely, especially in support of the hospice movement. I hope that, following up on the Tom Hughes-Hallett report, we can introduce a system where money follows the patient so that the hospices that provide care that would otherwise be provided by the NHS get the support they need to provide the very high-quality personal care that they specialise in.

Now that we have had a chance to digest the latest report on children’s heart surgery and the flawed decision making to which it draws attention, may we have a debate on the quality of decision making in the NHS as a whole? That would give us an opportunity to debate further issues such as the removal of vascular services from Warrington hospital, on very flawed evidence, and the constant pressure for a merger between Warrington and Whiston, which would no doubt take away Warrington’s accident and emergency provision.

I will not comment on the particular instances that the hon. Lady mentions, though I have been aware of them in the past. The previous Government used to tell us that all these decisions were being made locally, but some of the evidence shows that they were, in effect, being made on a national basis but were not accountable on a national basis. Accountability will now be much clearer. Following what my right hon. Friend the Health Secretary said at the Dispatch Box yesterday, it is clear that in future NHS England will have a responsibility for commissioning these national specialised services across the country instead of the joint committee of primary care trusts from all over England that did it in the past. That is much clearer and much more straightforward, and I hope that NHS England will demonstrate a greater degree of consistency in decision making as a consequence.

I am grateful to my hon. Friend. I had the privilege of speaking at the reception for Whizz-Kidz in the later part of last year. I saw how it takes the opportunity to put children in the right wheelchair in a day, bringing fantastic improvements in the availability of the right wheelchair support for children. It is precisely because of that sort of evidence of how charities, as well as private sector organisations, can add value to the NHS that the section 75 regulations are going through as they are. They are not about privatising services; they do not do any privatisation: what they do is give those responsible for commissioning these services the opportunity to look at how they can deliver the best possible service to their patients.

North Cheshire hospitals are set to lose hundreds of posts, yet the Department of Health is paying £2.2 billion back to the Treasury and is spending millions on a totally unnecessary reorganisation. May we therefore have a debate on the competence of the Department of Health, which is hitting front-line services while not spending its full budget?

May I return to the Health and Social Care Act 2012? I remind the Leader of the House that the then Health Minister, the right hon. Member for Chelmsford (Mr Burns), assured the Bill Committee that there was no intention to impose compulsory competitive tendering. Those assurances were repeated by the Leader of the House and by Earl Howe in the other place. Will the Leader of the House arrange not only for the regulations to be debated on the Floor of the House, but for us to have a debate on ministerial standards and accountability, so that we can discuss how those assurances came to be given by Ministers when something completely different has happened in the regulations?

My hon. Friend makes a very important point and I entirely agree with him. Our Government’s reforms to curriculum, qualifications, teaching and the schools system will support better science and technology education. They include: a strengthened mathematics and science curriculum; more rigorous key stage 4 qualifications; and, not least, attracting more graduates with the appropriate qualifications into teaching by offering bursaries of up to £20,000. We all know that the ability to teach science and maths effectively for students often depends on teachers having the appropriate specialist qualifications.

As we do not appear to be overwhelmed with Government business, will the Leader of the House find time for a debate on the plight of disabled people under this Government? Like many other hon. Members, I am now receiving letters from disabled people who are in despair at the cuts they are facing. One gentleman wrote to me last week saying that he believes the answer for him is the introduction of voluntary euthanasia. Is it not about time we had a proper debate on these issues?

I am sorry if anybody should ever feel that, because it is absolutely not necessary. As the Prime Minister has clearly said, and as I have reiterated, the changes to benefits for disabled people, including the personal independence payments, will focus more resources on those most in need with disabilities. I also dispute what the hon. Lady said about the business. This week five Government Bills are being considered in this House and five are being considered in the other House—that is a busy programme.

I fear, Mr Speaker, that I am at risk of repeating a number of times that there is an opportunity to raise issues with the Parliamentary Commission on Banking Standards. It is examining a very important area, and it could consider the topic my hon. Friend raises. I will also make sure that we take it into account as we look at opportunities for discussions relating to banking, perhaps as legislation on banking reform comes forward in the new year.

Will the Leader of the House find time for a debate on transparency in pay and taxation, because I am sure the House would like an opportunity to debate recent reports that the interim chief executive of the Independent Parliamentary Standards Authority is being paid off the books through a company, thus, one assumes, saving a great deal in tax and national insurance contributions? Could we also then debate why IPSA, an organisation dedicated to transparency, refuses to publish details of these arrangements and say to its press officers that no matter how many stories they then leak, we will keep raising this issue?

I remind the hon. Lady that we will—not immediately, but at a future date—have an opportunity to discuss the appointments of further lay members to IPSA, which might enable her to raise such issues. On the specific point about the temporary chief executive, I should point out that it was very much a temporary appointment, with a contract for a short period of time, and those are precisely the circumstances in which, as is the case in business life, one would tend to have a special contracting procedure.
