Commons ChamberI know that my hon. Friend is passionate about SEN support in Cheadle, a subject that she has raised with me numerous times. I should be delighted to meet her and discuss it further, and I will certainly raise it in the Department.
As a number of us know from our mailboxes and surgeries, many parents face an uphill battle against the bureaucracy and, often, the postcode lottery of SEND provision. That is why I was so happy to receive an email from my hon. Friend last week with the news that we were to have a brand-new free school with SEND provision in south Birmingham. Will she join me in calling on anyone who is passionate and ambitious about young people in Birmingham to step forward and consider submitting a bid to be the sponsor body for the new school?
My hon. Friend has raised this issue with me many times, and I am pleased that we will be able to end the postcode lottery by reducing that variation while also improving the specialist education provision in south Birmingham.

Commons ChamberThe beauty of the Bill is that it will enable anyone to retrain and do long courses, short courses or modules at a time of their own choosing, building up credits along the way. Those who leave the Army will be able to do that kind of skilled retraining.
Does the Minister agree that as well as the Bill and Government support, the £6.6 million of investment in Cadbury College in King’s Norton in my constituency will ensure that people have the facilities and resources to give people the skills they need for later in life—[Interruption.]

The Department has significantly expanded the number of fully funded initial teacher training places in early years for the next academic year, and it is reviewing the level-3 qualification criterion for early years, both of which are part of our package of £180 million-worth of support.
I recently visited Jelly Babies nursery at Longbridge Methodist church. [Interruption.] I did not eat any jelly babies on my visit, but I met the fantastic team who do so much to equip young children with new life skills. The Early Years Alliance is running its “We Are Educators” campaign, which I hope the Minister will support by recognising its work and the benefits for young children across the UK in general, and in Birmingham, Northfield in particular.
I know that my hon. Friend is a huge supporter of Jelly Babies, both the nursery and otherwise. The Government are supporting early years professionals with £180 million for qualifications and specific training, such as on dealing with challenging behaviour following the pandemic and on early communication.

Commons ChamberMy hon. Friend is a human dynamo and a champion of new nuclear. I agree it is essential that we have a workforce to support the nuclear industry and the development of gigawatt-scale and small modular reactor nuclear power stations. She will know that our reforms across the skills system will ensure that we build the highly skilled workforce we need to meet our net zero targets by 2050. If she wants to see at first hand the commitment of this Government and the Department for Education to net zero, both the Schools Minister, my right hon. Friend the Member for Bognor Regis and Littlehampton (Nick Gibb), and I are recycled Ministers.

Commons ChamberI do not think that any teacher would want to strike after the damage that covid did with students being out of school. In my evidence to the pay review body, I talked about wanting to deliver almost 9%—it was 8.9%—for new teachers this year and a 7.1% uplift next year to take their starting salary to £30,000 a year. My recommendation for more senior teachers was 5% over two years.
I certainly agree with the SEND commissioner’s recommendations for Birmingham City Council to take responsibility for its SEND provision and rapidly make changes for improvement. I will of course continue to work closely with the commissioner and the council to monitor progress, and the Department will not hesitate to intervene further if Birmingham does not deliver on its plan to implement real lasting change. I have no doubt that my hon. Friend will hold it to account.

Commons ChamberIt is a pleasure to speak in today’s debate on behalf of the Opposition, and to set out the contrast between a Conservative Government who have spent 12 long years failing Britain and a Labour party determined to make our country the best place to grow up and grow old.
As the Leader of the Opposition set out last week, at the heart of the Government’s programme there is a poverty of ambition for our public services, entirely inadequate for the challenges we face. We see that in the Government’s ongoing refusal to commit to a children’s recovery plan to support children after the disruption of the pandemic on anything like the scale that either their adviser, Sir Kevan Collins, or the Labour party has set out. I remain disappointed but sadly not surprised. After all, this is the Government who reopened the pubs before they reopened schools.
Twelve years in and the Conservatives are out of ideas, out of touch and out of steam. The challenges we face as a country demand vision, leadership, energy, drive and determination. Of course there are the challenges that every country faces, and now there are the challenges bequeathed by the pandemic and its legacy. But there are also the challenges brought by 12 years of Conservative failure, and what they all have in common is that every single one of them is a challenge from which this Government flinch.
A generation of children have been through the education system in this country under Conservative Governments since 2010. Their experience is the core narrative of this Government’s failure: not simply a failure to deliver, but a failure to think, a failure to plan, a failure to resource and a failure to learn. I think of what a child starting school in 2010 will have seen in that time: real-terms cuts to funding per pupil; secondary school classes at their largest for a generation; hundreds of thousands more children eligible for free school meals; school building repairs cancelled or postponed; hundreds of days lost to the pandemic; botched examinations not for one year, but two; and now this historic failure to invest in the children’s recovery plan that the Government’s own expert recommended and that our children desperately need.
The only thing on the up under this Government is child poverty. Now, as that young person looks ahead to university and the years that follow, they can see higher costs than ever before, stretching almost to retirement.
I thank the hon. Lady for drawing comparisons with what it is like to go to school under a Conservative Government. I went to school under a Labour Government. When I left my secondary school in 2005, it had a pass rate of 11% and one in three teachers were supply teachers. Was that not the real legacy of a Labour Government: a failed generation?
The last Labour Government transformed the life chances of people across our country—child poverty down, investment in our schools, schools rebuilt, teachers properly supported. That is a record of which we are very proud.
This is a generation of children let down from primary school right the way through to university, a generation of children failed by the Conservatives. I can tell you why they have been failed. The Government have stopped thinking in terms of children, people, parents and families. They have been too long in power, and they are mistaking changing institutions and regulations for improving the lives of our people.
Look at the Schools Bill, published last week. I had genuinely hoped for better, but what did we find? It is narrow in scope, hollow in ambition and thin on policy. It has 32 clauses on the governance of academies and 15 on funding arrangements. On funding, what a sorry sight it is to see a Conservative Chancellor and Secretary of State seeking plaudits merely for aiming to restore, by 2024, a level of real-terms school funding achieved by the last Labour Government, when their Government have spent a decade slicing it away.
The newspapers this weekend made it all too clear that whichever children the Secretary of State cares about, they are not always the children in England’s state schools.
We learnt that he is concerned that the success of our young people in accessing their first choice universities from England’s state schools—the schools which the vast majority of children attend and for which he is primarily responsible—is evidence of “tilting the system” away from private schools, of which, he tells us, he is “so proud”. What an extraordinary remark by the Secretary of State for Education about the success of students in state schools in this country.
If that were not enough, the next day brought further clarification. Not only does the Secretary of State appear concerned by the growing success of state-educated children in entering the universities of their choice, he is not bothered that their schools are crumbling around them. His own officials, within the last two months, have said:
“Some sites a risk-to-life, too many costly and energy-inefficient repairs rather than rebuilds, and rebuild demand three times supply”.
Children are being educated in schools that are a risk to life, and the Government have not lifted a finger.
The children of this country are being failed by an Education Secretary more interested in appealing to Conservative party members than in ensuring the success of our young people.
The title for today’s debate is “Making Britain the best place to grow up and grow old”. With that in mind, I would like to be the first Member of this House to congratulate Jake Daniels on coming out today—the first active footballer in UK professional football to do so. It makes the UK an even better place to live and grow older. Many people like me, who grew up in a world where we looked for role models, will know that Jake can be very proud of the role that he will play as a role model for future generations.
In that vein, I welcome the Government’s commitment in the Queen’s Speech to ban conversion therapy, and I would gently push those on the Treasury Bench to remember that we included trans people in our original promise. We should include all LGBT people in that conversion therapy ban.
Let me move on to education. I am pleased that 82% of young people in my constituency are now in schools that are good or outstanding. When I visit so many of my local schools—especially Balaam Wood; King Edward VI Northfield School for Girls, which used to be called Turves Green Girls’ School; Turves Green Boys’ School; Colmers Farm Primary School; and Hawkesley Church Primary Academy—I am always amazed by the dedication and commitment of so many of the teachers and by the young people, who have so much commitment to learning. I am also really pleased that the Edge Academy has been shortlisted for an award for its support for young people in that school right at the heart of Northfield.
Education concerns us all because it benefits young people and gives them the skills they need for the future. I am glad that there are measures in the Queen’s Speech to improve higher education. Julia Stevens from Cadbury College is pleased with the new investment in the north block and new labs. She is committed to lifelong learning, as is Principal Mike Hopkins from South and City College, which is doing good work. I was pleased to open the electric car centre there only a couple of months ago. That college is committed to ensuring that young people have the skills of the future.
When it comes to people in the Northfield constituency growing older, we have two ExtraCare retirement villages—one in Bournville and one in Longbridge—which are an amazing example of what we can do when we are creative with housing and the many activities and things people can do in those retirement villages. They live together in communities that I like to refer to as being like static cruise ships. They are amazing places to visit—as soon as I hit the age of 55, I would love to put my name on the waiting list for an ExtraCare retirement village. As Members of Parliament, we should lead from the front, which is why the other week I was keen to join so many local people in the conga line when the oompah band played at the Bournville retirement village. Such villages really are places of the future into which we can encourage many people to move as they grow older.
On social housing, I was born on a council estate in Birmingham that was one of the largest council estates in Europe when it was built. My brilliant team that assists me in the constituency has now done more than 20,000 items of casework, many of which refer to housing and housing repairs. I am glad that the social housing regulation Bill will make sure that we increase the standard of the social housing that people live in and expand tenants’ rights even further to people in the private rented sector.
We need to build more houses in the right places, in consultation with local people. When we have big projects in Birmingham, such as what was supposed to be the athletes village—unfortunately, it will not house any athletes during or after the Commonwealth games—it is unfortunate that we have a local authority that demands certain levels of social housing from private companies but falls really short of the expectation they encourage from people. At the last count, social housing made up only 4% of the thousands of houses being built under that scheme. We need to do more to make sure that the 22,000 people who are currently on the waiting list have the opportunity to get into social housing and on to the housing ladder.
I have only 10 seconds left. I would like to think that, in my near five hours of bobbing to catch your eye, Madam Deputy Speaker, I played some part in my ambition for the Government’s obesity strategy.

Commons ChamberHaving had the privilege of visiting Exeter College, I can say that, with its Institute of Technology, it is a brilliant example of how a college can expand its range of careers and opportunities for so many young people and ensure that they do not think that there is only one route, which is to go to university. My hon. Friend is right to highlight how important it is to have a broad range of opportunities, especially in the new and emerging technologies, which will be so vital in driving the economy forward in East Devon and the south-west.
I recently spoke to staff and students on a visit to Construction College Midlands based at King’s Norton Business Park, which offers courses on scaffolding, roofing and road maintenance. Does the Minister agree that those skills are vital to our economy and that what he and his Department are doing will help people to gain these new skills and to change jobs mid-career if they want to do so?
My hon. Friend raises a key point about making sure that people can skill up throughout their career and have the opportunity to take different routes. So much of British industry has been crying out for certain types of skills, which they have sometimes had to look abroad for. What is so key is ensuring that we have those skills available not just for young people, but for all people so that we can meet those skills needs in this country.

Commons ChamberI echo what my hon. Friend said about the importance of the expansion of services at the Oak National Academy, and of encouraging the ever-greater availability of resources on this brilliant platform. I certainly wish him the very best with the new all-party group.
Online learning is a critical means of helping children and young people make the academic progress that they so desperately need at this time. Now that most children and young people are studying remotely, we have increased our expectations of the remote education that they receive. Schools have made huge progress in developing their remote education provision, and are now expected to provide either recorded or live direct teaching, alongside allowing pupils time to complete independently work that they have been set. Schools are now expected to provide a minimum of three hours’ provision a day for key stage 1—it is fewer hours for younger children—four hours a day for key stage 2, and five hours a day for key stages 3 and 4. Schools should also have a system in place for checking daily whether pupils are engaging actively with their work and learning.
We have set out clear, legally binding requirements for schools to provide high-quality remote education, and it is fantastic to see how schools and teachers have risen to the occasion, delivering a real step change in the standard of remote education compared with last spring.
Further education colleges are expected to continue to deliver as much of students’ planned hours as possible, to provide students with regular feedback on their progress and, wherever possible, to provide students with live online teaching when they cannot provide it face to face.
My Department is acutely aware of our huge responsibility to all our children, but none more than those who are socially and economically disadvantaged. We made it a priority to deliver the necessary technology to children in that position very early on in this pandemic, and I am glad to be able to give colleagues an update. Prior to the pandemic, there were an estimated 2.9 million laptops and tablets already in schools’ stock. In March, we began the process of finding a supplier who could deliver hundreds of thousands of computers for disadvantaged children. In April, we awarded Computacenter a contract for an initial 220,000 computers. We extended our commitment in August by a further 150,000, and did so again in September, and in October. By December, we had procured and delivered 560,000 laptops and tablets. In November, we ordered an additional 340,000 devices, bringing our total procurement to 1 million laptops and tablets. This has been one of the world’s largest procurements of laptops and tablets, and it has happened despite intense global demand.
Despite the million laptops or tablets commitment, we wanted to go further, and this year we have already ordered a further 300,000 devices on top of our current order. Already, three quarters of a million computers are in the hands of schools and disadvantaged young people. All this is in addition to the 1.9 million laptops and 1 million tablets that schools already have, most of which can be lent out to those pupils who need them most.
The latest 300,000 devices lift our investment in online learning by another £100 million, meaning that more than £400 million has been invested in supporting disadvantaged children and young people who need the most help and support with access to technology through the pandemic. The 16-to-19 bursary fund was another, existing means of supporting disadvantaged learners in schools and further education settings. As for adults, we introduced a change to the Education and Skills Funding Agency adult education budget last July, so that the most disadvantaged adult learners could continue to join courses that have moved online because of the virus. We have extended the “Get help with technology” scheme, in order to provide disadvantaged 16 to 19-year-olds with further help with devices.
I have concentrated so far in this debate on making clear how we are doing everything we can to ensure all our young people can continue to learn from home during the latest lockdown. However, no child can do their best if they are hungry, and I emphasise clearly, so that there is no doubt whatever, the Government’s commitment to free school meals.
I want to stress that the overwhelming majority of schools have been successfully providing exceptionally high-quality free school meal support to their pupils. However, pictures were circulated last week of food parcels that were simply not acceptable. Along with the Minister for children, my hon. Friend the Member for Chelmsford (Vicky Ford), I have met those who are supplying these parcels, and I have left them in no doubt that we expect high-quality food and supplies in the parcels they deliver. Our guidance states that the parcels need to contain certain items that parents can use to make a healthy lunch for any child throughout the week.
The Opposition make it sound as though the only people supplying these boxes last week were private companies, but many of the pictures from Birmingham that were circulating were of packages provided by Birmingham City Council’s catering company, Cityserve. Rather than trying to set one part of society against another when it comes to private companies, Members of Parliament should be working together to tackle these issues head-on.
I think Members from all parts of this House will join together where there is unacceptable delivery, in terms of the standards we all expect. It is right to call that out, for action to be taken and for standards to be raised. People are admittedly working under extreme pressure, but we need standards to continue to increase. Equally, every one of us will have seen—not only in our constituency, but right across the country—amazing work done by so many of our catering staff in schools. They have pulled out all the stops, and provided wonderful, nutritious meals for so many children up and down the country. It is important to put on record our thanks to those who have done so much.
Last week, I emailed all the headteachers in my Birmingham, Northfield constituency to see what the situation was like on the ground in respect of free school meals and laptops. I just want to go through some of their responses. Many reported to me that parents preferred the voucher system that is coming back this week, as opposed to the packages, because the vouchers allow greater flexibility and choice. There can be a stark difference between schools. Some schools said they were preparing over 100 packages, but only 20 were being picked up; I think the voucher system was having a near 100% take-up rate, so it is really important that it is restarting this week.
The vast majority of the schools said that they were using the city council’s Cityserve scheme, and there were a range of views about the adequacy of those food packages, from “okay” to “severely inadequate”. Unfortunately, many teachers have really had to push back on the city council to ensure that they are getting value for money, with some estimating that the £15 packages were really only worth about £4. Birmingham City Council has often been very critical of the Government’s approach, and it is about time that its words and actions met in the middle, but it did also step up to the mark.
On laptop provision, there was quite a bit of disparity between schools. Some had received 100% of their allocation. Others had only a few, but were expecting big deliveries this week. I will be following up with them later this week to ensure that they get what they have been allocated. One headteacher suggested that schools should be given a budget so that they could buy some laptops themselves. That would add some capability to the procurement system, as they could probably find some local providers. Some of my infant schools suggested that some laptops be allowed for use in infant schools, because of the three hours of remote learning each day.
I thank the many teachers who have been working extremely hard to ensure that children are being educated at the moment, balancing the very difficult task of teaching in a classroom and digitally. They have been working incredibly hard, and everybody in the House recognises that work. I also thank the many parents who are juggling working from home with helping to home school their children. I was talking to my best friend Michaela last night, and we were giggling at some of the things she was having to teach her young boys because it took us back to our school days. It is very difficult—I probably would not remember some of it myself now—but it is important that those parents are going above and beyond every day. We must all be thankful to them.
On the whole, the Government have got this absolutely right. It is incredibly important that we tackle these issues head-on, and provide these vital food vouchers and laptops for children.

Commons ChamberThe hon. Lady raises an important point about reducing the chances of people meeting and increasing the likelihood of transmission. That is why we have asked schools to look at the option of staggered starts for year groups to mitigate those chances.
Birmingham, Northfield has the highest proportion of free school meals of any constituency across the country. That is why it is so important that young people are back in school and back in colleges learning again. Can I ask my right hon. Friend to ensure that as many young people as possible benefit from the covid-19 catch-up package to make sure that some of our most disadvantaged pupils are given the greatest gift of all, which is a quality education?
My hon. Friend, in his many conversations with me, has been a great champion of his schools and what is happening in his constituency. He is right about the importance of making sure that this money is properly targeted at the children who most need it. That is why £350 million of it has been ring-fenced for the most disadvantaged, and his constituency will be one of the biggest beneficiaries of that.
