I draw his attention to the document we published last year: “Using non-corporate communication channels (e.g. WhatsApp, private email, SMS) for government business”. I think he will be particularly interested in the summary table on page two.
We have made a number of important changes to increase transparency. We have launched a new website and online form to make it easier for anyone to make a nomination. We have brought the recruitment of the independent honours committees, which make the honours recommendations, into line with the governance code for public appointments, and we have bolstered probity checks through new and renewed agreements with vetting bodies.
The Post Office scandal and Paula Vennells’ handing back of her CBE has shone a real light on the need for more scrutiny and transparency in the honours system. Does the Minister agree that the vetting process—the scrutiny and transparency—is needed more than ever in our honours system to protect its integrity?
I do agree. Given that my hon. Friend is a former sub-postmaster, I can fully understand why he feels so strongly about this matter; he is absolutely right to do so, and I thank him for all the work he has done for his fellow postmasters and sub-postmasters. It is important that we protect the integrity of the honours system, which is something to which this Government are committed. We have undertaken a range of actions to strengthen checks, including expanding criminal record checks and working closely with regulators and other bodies to ensure full due diligence for all nominees.
The next stage of the Victims and Prisoners Bill in the other place will be the week after next, and that is where the Government will make clear their response to what the Commons has decided. As I said to my hon. Friend the Member for Worthing West (Sir Peter Bottomley) a few moments ago, the issue of further interim payments will need to be considered in the round as the Government consider the recommendations of the second interim report. We are very aware of the urgency of this. However, as I am sure the hon. Gentleman will understand, there is a lot of complexity with respect to the different cohorts and we are working on those as rapidly as we can with the experts now in place.
Ending veteran homelessness and rough sleeping has been an absolute passion of the veterans Minister. Can he give us an update on how this is faring after the festive period?
We made a commitment that this Christmas we would end rough sleeping for veterans in the UK because of a lack of provision, and we met that promise. We housed 407 of the most desperate, most vulnerable veterans across the UK and I am incredibly proud of that. The charge towards ending all homelessness across the UK is clearly something we are all engaged in, but I am incredibly proud of the team at Op Fortitude. I pay tribute to Lee Buss-Blair and the Riverside Group who worked throughout Christmas to achieve that objective. It is a fantastic base to build from and I look forward to the day when these services are no longer required.

Commons ChamberIt is thanks to the strength of our United Kingdom that record sums are going to Wales under the Barnett consequentials. Indeed, in the spring Budget we increased devolved Administration funding by £630 million, which included £180 million for the Welsh Government. We are ensuring that resources are going to Wales, so that they can enhance their transport infrastructure.
If it were not so serious, it would be comical, but in Horning on the Norfolk broads, a whole area is to be totally cut off from a mobile signal until—wait for it—August, because of nesting seagulls taking up residency in the new telecoms mast. Gulls are protected and the nest cannot be moved, but if a family holidaying on the broads gets into distress this summer, they will not be able to make an emergency call. That could be life-threatening, so will the Deputy Prime Minister please help me by calling on Natural England to be sensible and make sure that, for public safety reasons, we can get a mobile phone mast working in a prime holiday location?
We all love the diversity of wildlife in this country and particularly on the North Norfolk coast, which my hon. Friend represents. He makes a strong point about the balance between that and ensuring that people have access to modern communication facilities, and I shall certainly take that up with Natural England.

Commons ChamberAll civil servants are required to follow the civil service code, which sets out the four core values, including impartiality. All members of the senior civil service are in the “politically restricted” category, which places additional restrictions on political activity. In addition, there is a requirement that contacts between senior civil servants and leading members of Opposition parties should be cleared with Ministers. The impartiality and perceived impartiality of the civil service is constitutionally vital for the conduct of Government. I believe it is the responsibility of everyone in this House to preserve and support the impartiality of the civil service.
The rules, which I have already set out, along with the fundamental principle that civil servants do not take actions that could lead to their impartiality being questioned by an incumbent Administration—or any future Administration, for that matter—are well known to current permanent secretaries, I am certain. I am sure that is also the case for ex-permanent secretaries, which of course includes the Leader of the Opposition. As I have said, in this House we all have a role in protecting the impartiality and perceived impartiality of the civil service. On my hon. Friend’s specific point, if he shares more details with me, I will happily look into it. It is very important that the impartiality of the civil service is maintained at every level.
Although, of course, impartiality and neutrality are important and conflicts of interests must be avoided from a national perspective, we do not talk enough about the situation in local government. Does the Minister agree that local government and local officers must also remain impartial and neutral, and how do we ensure that happens across the country?
I do not want to comment on the specifics raised, because I am unfamiliar with them, but I would say that, in carrying out procurements under public contract regulations, contracting authorities in both central and local government are required to take appropriate measures to effectively prevent, identify and remedy conflicts of interest arising, so as to avoid any distortion of competition and ensure equal treatment of all economic operators.

Commons ChamberThe Procurement Bill is being considered in Committee in the House of Commons. The Bill will create a new public procurement regime that will make it simpler, quicker and cheaper for suppliers, including small and medium-sized enterprises and social enterprises, to win public sector contracts. In developing the proposals for the new procurement regime, the Cabinet Office has worked with hundreds of organisations, and economic growth and innovation have been at the forefront of our minds.
My hon. Friend is right to raise that question. The Cabinet Office is producing comprehensive guidance and a programme of training for contracting authorities, with support for sharing best practice. This will complement efforts that the Cabinet Office is already making to support commercial best practice, including through the contract management capability programme and the provision of a suite of playbooks that provide advice on sourcing and contracting.
My residents in North Norfolk often think that Westminster is a long way away from them. Can my hon. Friend tell me how the Procurement Bill will enable businesses in my constituency—there is an incredible range of talent and innovation there—to bid for the £300 billion-worth of services that the Government procure every year?
I am pleased to be able to tell my hon. Friend that the Bill includes a specific duty on contracting authorities to recognise the particular barriers that SMEs face. Other measures will also benefit SMEs, such as the strengthening of prompt payment requirements, with 30-day payment terms applying contractually throughout the public sector supply chain; a single digital platform, so that bidders only have to submit their core credentials once; and new transparency requirements.

Friend is right: this Government are committed to levelling up not just in the north of England, but across the whole country, ensuring that everybody has opportunity wherever they are. That is why we are ensuring that we create jobs and opportunity everywhere in the country, including in constituencies such as his.
By the end of this week, all those infected and/or bereaved partners currently registered on UK infected blood support schemes will each receive an interim payment of £100,000. The Government remain committed to meeting in full the interim recommendations made by Sir Brian Langstaff. The payments build on the support already provided by the four United Kingdom schemes.
I welcome my right hon. Friend to his new position, and thank him for reaffirming that support. I am sure that all Members have constituents who have been deeply affected by the infected blood scandal. It is absolutely right for the Government to bring forward compensation payments. The concern is that the deadline is looming in just a few days. Can my right hon. Friend be absolutely sure that every single person affected across the country will receive the interim compensation payment by the end of October?
I thank my hon. Friend for his question. Like him, in a previous incarnation as a Minister in the Cabinet Office, I met with survivors. All of us, I think, who have met those survivors have been humbled by their courage and dignity. I can of course give my hon. Friend the assurance that he seeks. All four national Health Departments have confirmed that the payments will be made by the end of this week.

Commons ChamberOn behalf of my constituents in North Norfolk, I rise to pay our respects after the 70 year reign of our sovereign, Queen Elizabeth II. We have been asked not to repeat stories that have been told by other Members, but I think I am on fairly safe ground talking about carrots, coconuts and Her Majesty all in the same speech.
Of course, Norfolk has very special and enduring memories of Her Majesty, thanks to Sandringham, which is located just outside my constituency to the west of the county, in the constituency of my hon. Friend the Member for North West Norfolk (James Wild). Although I never met the Queen myself, I want to share a simple story involving Sandringham and Her Majesty. It is one that I was involved in many years ago. It provides, I think, a wonderful insight into her personal character and a touching human story of a remarkable and wonderful lady behind the scenes.
As many back home know, my family business was run from Holt, famed for many royal visitors across the years. We ran the town supermarket. We were supplied with vegetables by a company that very proudly had a royal crest for doing so. This story involves Christmas and why our supplier was late one year with the Christmas vegetable delivery.
One can imagine the scene: the good burghers of my constituency lined up to get their carrots, coconuts and brussels sprouts, all looking a little bit frantic on Christmas eve morning when the vegetable delivery failed to turn up. When it eventually did turn up, a rather stressed delivery driver, who was also the owner, relayed at length how tired he was because he had personally been up all night scrubbing the Queen’s vegetables, ready for the royal household delivery. However, he had made one huge mistake: he had forgotten the Queen’s very special order and had had to turn around to go back and get it himself.
As a little upstart, I of course had to know what the special delivery was. He said, “Every year, the Queen asks us to put on the side 10 carrots and two coconuts halved, drilled and hung with some string.” I looked rather quizzical at that and wondered how the royal family would share two coconuts around the table for their Christmas lunch and eat them with a piece of string with the husks still around them. I was told that what the Queen liked to do on the cold crisp morning of Christmas day itself was step out from her bedroom into her private garden to hang the coconuts on a tree. She would then retire to her bedroom and watch the birds eat the coconuts.
I said, “What about the carrots?” “Ah yes,” he said, “they have to be a particular size and absolutely cylindrical so that they fit into the Queen’s jacket.” What, I thought, is going on with that? He said, “They are her special treat for the royal ponies. Every single Christmas morning it is her tradition to feed them the carrots.” So, there was this man from Norfolk, up all night scrubbing the Queen’s carrots when, little did he know, they were for the royal ponies. That story shows the human, touching and loving side to the Queen, who loved not only her family and her nation, but her animals.
Her Majesty the Queen dedicated her life to the service of others. She was an example to us all and will be remembered eternally. God save the King.

I am pleased to say that I have been to the Holkham estate and seen her fantastic business operating in rural Norfolk. We need to turbocharge rural economies, and we need to get more women into business; we know that if women set up businesses at the same rate as men, it would add £250 billion to our economy. She is a fantastic businesswoman.

Commons ChamberThe hon. Gentleman raises an interesting point. As he knows, the UK began the Ramstein process, where countries commit substantial sums as well as matériel to Ukraine. I am not aware of any logistical problems that we are facing so far. We are still seeing great progress in getting arms into Ukraine, but there is a lot more to do.
Three months ago yesterday, to the day, a refugee mother and a little boy came to live with my family in my home in North Norfolk. Three months seems an incredibly long time now, but it has gone in a shot. The family who came to live with me are terrified about returning to Kyiv. The only hope was the announcement by the Government that we will stand there, at the request of President Zelensky, to champion the rebuilding of their city of Kyiv. That will bring enormous hope to all those refugees who have fled Ukraine. Will the Prime Minister tell me, so that I can give some reassurance to all those families, including the one who live with me now, that we as a country will not give up, that we certainly will not be negotiating with Putin, as some would have us do, and that we will stand firm with the people of Ukraine to ensure that the Russians are expelled from their sovereign country? Then, by golly, bit by bit, we will help those people to rebuild their country.
I thank my hon. Friend for his kindness to the family from Ukraine. I know that that is being done by many other colleagues around the Chamber, and I thank everybody for what they are doing. It is a great, great scheme, and it is much appreciated by the Ukrainians. Thanks to the support we have been giving the Ukrainians, they are starting to see large numbers going back to Ukraine, and of the 7 million who left, at least 3-and-a-bit million have now gone back, which is good news. We want them all to be able to go back safely, and go back safely to their entire country. Then we want the UK to be in the lead, as we are already are in the Kyiv region, in rebuilding Ukraine.

Commons ChamberThese charges made by the socialists are completely false. They have no bearing on reality and they completely ignore what was the requirement two years ago. We needed PPE. There was a global shortage. Everyone in the world was buying PPE, and British manufacturing managed to turn round and supply it in unprecedented quantities. If I remember rightly from when I was Leader of the House, domestically produced PPE went from about 1% to well over 70%, possibly even over 80%. This was an enormous effort, and it has to be said that everyone was calling for it at the time, because it was urgent to protect people in care homes, in hospitals and in offices as masks and PPE were demanded and this was delivered. The right hon. Lady would have sat on her hands and done nothing, expecting it to take months and months to procure a single pair of gloves.
As the Minister responsible for the infected blood inquiry, I announced this week the publication of the study by Sir Robert Francis QC on a framework of compensation for people directly affected by infected blood. The Government are considering Sir Robert’s recommendations and I will update the House as this work progresses.
I was contacted by a constituent who has been affected by the infected blood scandal. As for so many across the country, this has been a very traumatic moment for everybody who has been impacted. As my right hon. and learned Friend says, on Tuesday we have the release of the very welcome study that has come forward. Can we now move at pace on compensation for those who have been impacted? Will he think about the recommendations for interim payments, and will that be able to help the victims quickly now?
I am grateful to my hon. Friend for rightly raising the concerns of his constituents. I know that Members across the House will have constituents in similar positions. Sir Robert will give evidence to the inquiry on 11 and 12 July, so just a few weeks from now, and the Government will need to reflect very carefully on his evidence to the inquiry in considering his study. But the points my hon. Friend makes are very valid and have been noted. There are complex factors to take into consideration and we will be doing just that.

Commons ChamberThe cost of living is an issue facing many families in all our constituencies throughout the country, which is why the Government have put forward more than £9 billion-worth of support in respect of the cost of living. On energy efficiency specifically, the right hon. Gentleman knows that we are investing more than £6.6 billion over this Parliament to improve energy efficiency and decarbonise heat. That will of course lead to lower bills, particularly for those most in need.
The forests declaration is an unprecedented commitment from 141 countries, covering 90% of global forests, to halt and reverse deforestation by 2030. It is underpinned by $16 billion of public and private finance, by sustainable trade and by support for indigenous people’s rights. We are working closely with the declaration’s endorsers to implement it.
I thank the Minister for recently visiting my constituency. She will know that North Norfolk is blanketed with ancient forests and woodlands. It is very encouraging that woodland coverage is increasing across the UK and that the Government are committed to preventing the loss of forest. Will the Minister update the House on what progress she is making to increase levels of woodland wildlife as well?
It was a pleasure to visit my hon. Friend’s wonderful constituency and great, as ever, to hear about the precious ancient woodland in North Norfolk. We are acting on the need to increase wildlife in Britain in many ways: through the Environment Act 2021, the Government have committed to halt the decline in species abundance by 2030; we are using the nature for climate fund to accelerate tree planting that improves biodiversity; and we are increasing funding to bring woodlands into active management, which is fundamental to the enhancement and conservation of wildlife.
