It is a pleasure, as always, to serve under your chairmanship, Ms Vaz. I will try to jet through my comments, as there are quite a lot. I congratulate the hon. Member for Newcastle upon Tyne North (Catherine McKinnell) on securing this debate, because it is important. She talked about the importance of UK airport capacity, and I think there was general agreement on that point. Members were also in general agreement on the impact on tourism, jobs and exports across the piece. On the critical decisions on airport strategy by the Government, the hon. Lady rightly used the expression, “kicked the can”. Lots of other phrases could be used. She also said that growth and sustainability lose out from inaction. All those things are correct. I call for an end to the dither and delay, and I will speak about that in a moment.
There is lots to agree on, but one thing to disagree on—the hon. Lady will have picked this up around the room—is the subject of APD. The hon. Member for Strangford (Jim Shannon) correctly called it a regressive tax. We also heard that it creates a social and economic divide, which it does. The average family of four in Scotland pays more than £100 more because of APD. That is not right. It seems odd to me that the Labour party position is that APD is wrong and we should get rid of it, but not in Scotland, because it is not right to do it there. But I say that it is right to do it there. And by the way—I must say this, because the issue was brought up—when Kezia Dugdale talks about APD, she has already spent the APD money 10 times over on housing, health and education, despite the fact that getting rid of APD creates no new money. I would not go to her for advice on taxation.
Getting back to the main points that we can agree on, there needs to be action, and soon.
I will not, because I am going to make progress; I have very little time to get my points in. My hon. Friend the Member for Paisley and Renfrewshire North (Gavin Newlands) talked about Glasgow airport and the 7,000 jobs and more than £200 million a year it adds to the economy. He also called on the Minister to confirm that the matter will not be dealt with under EVEL rules, as was suggested by a Scotland Office Minister some time ago. We have heard about the impact of airport expansion on the different nations of the UK, so I hope the Minister will come back with an answer on that.
The right hon. Member for Saffron Walden (Sir Alan Haselhurst) correctly said that the UK has never been good with big projects. That is especially the case with the fudge over airport expansion. He also said that it was essential for island nations to have good links, and he is absolutely correct about that. I think I also heard him use the phrase, “You’ve got to decide”, and the Government have got to decide. The main thing is to get on with it. Whether it is Gatwick, Heathrow, no new runways or something else, the point is that the industry is in a condition of stasis across the piece.
My hon. Friend the Member for Central Ayrshire (Dr Whitford) talked about Prestwick. She is a big champion for the airport. She pointed out the clear weather that we get there, and in other debates she has mentioned it as a location for a possible space port. She talked correctly about the 60-minute rule. One of the things that the Davies commission pointed out was that for regional airports to work properly and share in any expansion, there must be a point-to-point public service obligation decision taken by the Government. They must put regional airports at the heart of any decision and ensure that when we talk about links, it is not just links to London, but to specific hub airports. That is important, because some 90% of international visitors to Scotland come through air travel, and more than a third of them come through the Heathrow hub. Over the past 10 years, while destinations and routes from Scotland have doubled, flights to London have fallen by more than a third. We are not getting the protection that we require for those routes. Speaking of regional expansion, I am delighted to note that the First Minister of Scotland has announced a £20 million expansion of Aberdeen airport that will create a 50% gain in size. That is a real vote of confidence for the north-east.
I will try to bring my comments to a conclusion, but there is so much more that I could have said. There is a need for the Government to make a decision on airport expansion and ensure that regional airports are at the absolute heart of those decisions.

Commons ChamberThe plug-in car grants have been very successful, and we have seen an increase in the take-up of electric cars. Indeed, I was recently in Milton Keynes opening a facility there to test the drivetrains and motors in electric cars. The UK is taking a lead in this technology, which is being developed here. The Nissan Leaf is a major product produced in the UK to contribute to this market.
On behalf of SNP Members, I add my thanks and best wishes to the departing staff members and wish them a happy retirement.
Good work needs to be done on new fuels, but there is a glaring omission within the Government’s work just now. Regardless of the current fuel position, there is a need to plan ahead. The Minister will know that Oslo airport has become the world’s first airport to offer sustainable jet biofuel to all airlines, and that Lufthansa Group, SAS and KLM have already signed agreements to buy it. Here, meanwhile, the aviation industry has raised concerns that the industry’s sustainable aviation agenda is not being supported by Government. Will the Minister reconsider his position and include aviation in the renewable transport fuels obligation?
In terms of the sustainability of aviation, this is an important year at the International Civil Aviation Organisation, where we should get, I hope, agreement on a market-based mechanism to combat the issue of carbon dioxide. Within the industry, both Virgin and British Airways are working on alternative fuels produced from waste products, which will help with the sustainability of aviation.
I do not think that anybody, especially in the aviation industry, is persuaded by the tortured explanations that we get on this. The aviation industry tells me that the UK Government are in policy paralysis—they are not dealing with biofuel development and they are not dealing with airport expansion. Will the Minister commit to action on a renewable transport fuels obligation for aviation?
That is not the impression I get when I meet representatives of the aviation industry. Indeed, the improvement of sustainable aviation is an industry-led initiative. I repeat that this is a very important year for the world in terms of tackling CO2 emissions from aviation. We all want to achieve a globally based mechanism, and I am determined to ensure that we play our part in negotiating it.

Commons ChamberI echo the sentiments of the Secretary of State regarding the staff who worked in the floods and the inclement weather over the Christmas and new year period on all networks to keep us moving and to help passengers as they travelled.
A debate on public transport is welcome. People need effective, regular and affordable public transport. In a debate such as this, they would expect the issue to be moved forward, although I am not sure they would have had that impression from the opening exchanges. Public transport is close to my heart and that of many of my hon. Friends. My constituency, in common with many of theirs, is mostly a rural community. Scotland has diverse public transport needs. Some places in Scotland and in other nations of the UK have no public transport—people can only use their cars, so it is not just the cost of public transport that matters to them, but the cost to the public of transport.
The motion could have benefited from the inclusion of other forms of transport that people need—and, indeed, rely on—in Scotland. For example, we do not see aviation as anything other than public transport. That is what it is. Marine transport is very important to us, and ferries are public transport too. As the Secretary of State said, the motion could have included public cycling schemes and public costs in relation to roads—tolls, for example. The need for major UK infrastructure projects to give proper consideration to Scotland could be debated. The debate could have been more inclusive and served a common purpose. It could have been more positive, seeking to benefit people.
Many local bus services in Scotland receive subsidies to ensure that uncommercial services can continue to operate as a public service. Figures from the House of Commons Library show that from 1995 to 2015, Scottish bus fares went from being 10% higher than those in England to being lower. Since 2007, bus fares in Scotland have risen by 5% less than in England. Since 2010, bus fares in Scotland have risen by 4.6%; in England over the same period, they have risen by 7.0%. The Scottish Government have invested a quarter of a million pounds every year through the bus service operators grant and concessionary travel scheme. That has helped 1.3 million older and disabled people to live more connected, healthier lives.
In aviation, there are direct flights to over 32 countries, and we have the successful ongoing work to improve long-haul connections to Scotland and connectivity through world hubs. We plan to use changes to air passenger duty to improve the situation for the travelling public by reducing their costs, and to help businesses, including in tourism and food and drink, by growing key sectors of our economy and giving better choice to our people. This is all for the people of Scotland. We are working to achieve guaranteed levels of access between Scotland and London. The Scottish Government acquired Glasgow Prestwick airport to safeguard 3,200 jobs and to secure vital infrastructure as an asset that contributes more than £61 million annually to the Scottish economy.
We have invested in roads to ensure that Scotland has a modern transport infrastructure for the 21st century. The SNP Scottish Government have a clear policy against the use of road pricing and tolls, now and at any time in future, and we have abolished all road tolls on bridges in Scotland. We are delivering the £1.4 billion new Forth crossing at Queensferry, which is on track to be completed by the end of 2016—again, with no tolls for the public.
In marine transport, Ministers in the Scottish Government have invested more than £145 million in piers and harbours, with £8.6 million going to Stornoway harbour to accommodate the new Ullapool-Stornoway vessel, MV Loch Seaforth. Since 2007, we have invested almost £1 billion in ferry services, including the road equivalent tariff and six new ferries. That is investment of over £100 million. We have introduced into the network of services operated by CalMac a third hybrid—MV Catriona, which was launched at Ferguson marine shipyard in Port Glasgow in December 2015. On 16 October 2015, Ferguson Marine Engineering Ltd was awarded contracts worth £97 million to build two £100 million ferries with a delivery date in 2017-18. The First Minister of Scotland confirmed just yesterday that Dundee’s central waterfront infrastructure would be the latest Scottish Government project to be delivered on budget and ahead of schedule. This includes a re-rationalised road layout and is part of the £1 billion, 8 km Dundee waterfront project, which will create 7,000 new jobs.
Let me come to the interesting one: rail franchising. On this important issue—the public outside this Chamber will not understand this—Labour Members have chosen to attack the Scottish Government, not the UK Government whom they are supposed to be opposing. Every time they take a wee excursion up the branch line, they end up embarrassing themselves and the branch office in Scotland. Frankly, they are embarrassing everyone. The purpose of opposition, surely, is to build alliances to hold the Government to account. What a missed opportunity! The SNP is the effective Opposition in this Chamber. The Government realise that, which is why they are going at us day after day, every day—they spend more time on us now. Labour Members have deliberately inserted a line in this motion—a complete falsehood, by the way—that makes it impossible for us to support them in the Lobby tonight. Imagine that! People are looking on, and they see this shambles for what it is. They are switched on like never before, and they are continuing to lose respect for Labour, given stunts like these.
Let me tell the House about the Scottish Government and rail policy. The UK Government oversee a perverse system that forbids publicly owned UK bodies to bid on rail franchises while having overseas nationalised services such as Deutsche Bahn or France’s SNCF running franchises in the UK. We believe that public sector organisations should be able to bid to operate rail services, as allowed in EU law but currently prevented by UK legislation. That is a lesson for Labour Members. That approach would enable us to ensure the delivery of all rail services in Scotland and to deliver maximum economic and social benefit for our people.
Labour has used this motion to attack the SNP Government for awarding the ScotRail franchise from 2015 to 2025 to Abellio. Labour knows very well that the Railways Act 1993, enacted by John Major’s Government, specifically forbids UK publicly owned companies from bidding. It is a matter of rhetoric versus record.
The 1993 Act was indeed taken through by John Major, but will the hon. Gentleman also confirm that in 13 years the Labour party never changed the regulations?
The Labour party has put me in the position of having to agree with a member of the Cabinet. Imagine that—what an absolute shambles!
The Labour party spent 13 years in government without ever changing the situation, even though it heavily amended the 1993 Act with the Transport Act 2000 and the Railways Act 2005. Even though it had the power, it did absolutely nothing to repeal the 1993 Act.
This is not the first time we have heard such nonsense from the Labour party. Its leader is not so new to his position now, but not long after taking the leadership he told Marr:
“Listen I’ve been in Scotland a lot of times during the leadership campaign…I’m going to be in Scotland a great deal as leader of the party.”
We shall see whether that happens. He went on to say:
“Yes the SNP have a headline of being opposed to austerity—fine. The SNP are also privatising CalMac, also were behind the privatisation of ScotRail”.
What a pile of nonsense! Like successive Scottish Executives before them, the Scottish Government were simply following the tendering process that they are required to follow in EU law.
Does my hon. Friend recall that, once upon a time, the Labour party was in power in Scotland as well as down here? At no point did it make any effort to allow the Scottish Parliament to take the railways into some kind of public ownership.
My hon. Friend is exactly right. Labour made no effort in government either here or in Scotland to do anything about that and, as I have said, it knows very well that the 1993 Act forbids the Scottish Government to do it.
As I have said, there was a fabrication by the Labour leader. He said that the SNP was behind the privatisation of ScotRail. Did he mean the 1993 Act introduced by John Major? There was not even a Scottish Parliament at that time, but let us not let the truth or the law get in the way of anything.
The Labour leader says that his party supports rail renationalisation, but where was that support when every single amendment that the SNP tabled to the Scotland Bill was voted down in this House? Clause 54 of the Bill will allow for the Scottish Government to consider bids from public operators. That was included in the SNP-Scottish Government submission to the Smith commission, but we tried to go further. We tabled a new clause to devolve rail services in Scotland, giving Scottish Ministers full powers and the flexibility to decide who would run such services. Like every other SNP amendment to the Scotland Bill, it was voted down by English MPs.
That new clause would also have disapplied the provisions of the 1993 Act and allowed for direct awards to be made for the operation of rail passenger services to the fullest extent permissible under the law. It would have allowed us to adjust the current ticketing system, which over-subsidises profits while having—to put it mildly—an arcane and unintuitive fare system.
An anytime single ticket from London to Edinburgh costs £140.50, while one from London to Newcastle— 100 miles south of Edinburgh—costs £138, £2.50 less. A similar ticket from London to Aberdeen, which is 100 miles north of Edinburgh, costs £157.50. That means that one journey of 100 miles costs £2.50, while another costs £9. It just does not make sense. Frequently, it is cheaper to split a ticket than to buy a direct one. A single from King’s Cross to Edinburgh costs £95, while often, but not always, a King’s Cross to York ticket and a York to Edinburgh ticket cost £66 in total. We could have done something to sort that out.
Let me just say that the Scottish Government and the SNP will take no lessons from the Labour leader when it comes to investing in Scotland. With such a lack of understanding, even of the basics, it is no wonder that, according to a recent Survation poll, his approval rating in Scotland is minus 17%, while that of the First Minister, Nicola Sturgeon, is plus 27%.
As we have already established, the issue of public ownership is out of the hands of the Scottish Government, so I want to finish by talking for a moment about the rail franchise in Scotland. The Scottish Government welcomed Abellio to the ScotRail franchise because it has moved its UK headquarters to Glasgow—creating 50 new jobs, in addition to securing another 150 jobs from First. As a result of the new deal, passengers and staff will enjoy a range of benefits: advance fares from £5 for journeys between Scottish cities; a commitment to earnings of at least the living wage—the living wage in Scotland, by the way—for all staff and contractors; at least 100 apprenticeships; a guarantee of no compulsory redundancies; protection for rail staff pensions and travel rights; free wi-fi on trains; a new approach to cycling, with more than 3,500 parking spaces, and bike hire at a number of stations, which should be compared with Southern; 80 new trains due to arrive at start of December 2017; and 23% more carriages across the network.
The Scottish Government’s record on rail consists of a commitment to a £5 billion programme of investing in Scotland’s railways over the five years to 2019, including £170 million on the Aberdeen to Inverness rail upgrade and £300 million to open the Airdrie-Bathgate rail link in 2010, which will provide a passenger service between north Lanarkshire and west Lothian for the first time in 54 years. Since privatisation, rail fares have been regulated by the Government to limit the size of increases on key tickets, but they have increased in real terms since the early years of this century. In January 2013, fares across all operators were 23% higher than they were in January 1995, with an average annual increase of 1.2%.
I will finish on this point. [Hon. Members: “Hooray!”] It is nice to be appreciated. This is the story of a Government who invest in public transport for their people. The Scottish Government’s budget has been cut by £12.5% since 2010—£1 in every £8 has gone—for unnecessary ideological austerity. Despite that, the SNP Scottish Government are still investing in infrastructure. Having already invested £15 billion in transport since 2007, they are committed to the largest transport investment programme that Scotland has ever seen, despite these relentless Westminster budget cuts.

It is a pleasure to serve under your chairmanship, Mr Hollobone. I congratulate the hon. Member for Harrow West (Mr Thomas) on securing the debate. I also congratulate the Minister of State on his recent promotion, and I know that he will enjoy the additional challenges it brings.
I have been asked to sum up for the third party, and I will try something quite unusual, which is to do so in a third-party way, and to be as apolitical and as helpful as I can. I want to refer to Scotland and what the Scottish Government are doing, because I believe in their approach, and I think it would be helpful to bring it into this discussion.
The hon. Member for Harrow West talked about Transport for London services being crucial to business and to people. He talked about London’s urban growth being the fastest in the European Union. I have something in common with him, because Inverness is the fastest-growing city overall in Europe. I know exactly what he is talking about, but perhaps on a different scale.
People coming into London have an interest in this issue as well as those already in London. People need to make internal connections, but external connections cannot be ignored. It is every bit as important to make sure that links such as the Gatwick Express operate properly. I hear again that it is a disaster this morning, incidentally, with two trains cancelled and another stuck for many minutes on the line. The hon. Gentleman talked about roads being under pressure, and the knock-on impact of a failure to invest. That came through in all hon. Members’ contributions, as did the point that what may have been missing is a longer-term vision and an overall view of how things should be developed.
The hon. Member for Vauxhall (Kate Hoey) made an important intervention in which she talked about the absolute need to engage people in major decisions. That brings me to my first point about the approach in Scotland, which I feel passionate about. I think there is agreement across parties on an outcomes-based approach to development, where we take things forward towards a longer-term outcome with people in mind, rather than as an afterthought. That came through time and again.
The Minister spoke in an intervention about smart ticketing, and I compliment him on doing so. We have to make it easier for people to use different modes of transport, but it is important—we must mention this early—that smart ticketing be fair. It should be carried forward in such a way as to enable everybody to interact with it. A point was made about fairness later on, and adopting an outcomes-based approach makes a big difference to that.
The hon. Member for Poplar and Limehouse (Jim Fitzpatrick) rightly mentioned the hard-working staff on the network. Too often, we forget that when we ask people to take charge of new developments and bigger challenges, those involved in their delivery will be put under pressure. The hon. Gentleman was quite right to mention those people. We should reflect in the same way on the people who work in the transport system across the nations of the UK. He made the telling point that the DLR recently had its first strike for 23 years, and that tells us something about the communication that is needed. He also made an important point about the growing need to take shipping into account.
One thing missing from the debate—I am not trying to score points, but I want to take in the context—was any discussion of possible airport expansion. Hon. Members do not know where the pressure will be in London, because the decision has not been made yet, but that must be taken into account in future planning.
Some of us, like the hon. Gentleman, listened in the Chamber yesterday afternoon to the statement from the Government, in which they delayed the decision yet again. That was most frustrating for most colleagues right across the Chamber.
I agree about that frustration. As I have said, I will not try to use this debate to score points, but we must look at making decisions that are connected to others that we make. Other hon. Members brought that out in spades today.
The hon. Member for Hammersmith (Andy Slaughter) talked about Transport for London as a property developer. He asked what kind of developer it would be, and what it would do in future. The point about outcomes for people shone through in his questions, and it is important to look at what kind of outcomes there will be. If property development will be a vehicle for investment, he is quite right to say that we should know what kind of investment will be made. He asked what the point was of TfL investments if not to improve transport for people.
The hon. Member for Eltham (Clive Efford) talked about air pollution, having the correct infrastructure requirements, and the need to see what people want to do in the future, which goes back to my point about outcomes. The hon. Member for Strangford (Jim Shannon), who is unfortunately not in his place, mentioned buses in an intervention. I want to mention Britain’s largest bus manufacturer, Alexander Dennis, in Falkirk. It would, I am sure, be delighted to supply vehicles. What is needed is an outcomes-based approach with a longer-term view. People should not, as the hon. Member for Eltham pointed out, be made to pay more just because of where they live. That should be taken into account when deciding how to take things forward.
I said I would talk about Scotland. Since 2007, more than £15 billion has been invested in transport, and the Scottish Government have adopted an outcomes-based approach to policy, through which they look for a healthier, wealthier, greener approach to development. I believe that that is now considered to be the right approach by those from across the different parties in Scotland. We have looked at sustainable transport options that will encourage people out of their cars, and made sure that we made the investments necessary to connect people.
Our conversation this morning contains a contradictory message, and I will fire back a bit of a warning to hon. Members. They cannot say, “Let’s not invest in cycling and walking” while moaning about emissions and congestion. There has to be a balance between those things. In Scotland, since 2011, we have invested in 190 km of cycling and walking routes. We have also made the largest single investment in Scotland’s transport history with the £3 billion upgrade of the A9, because it is a vital part of the transport mix, and it is what people asked for and required. I am delighted to say that it connects my constituency with Perth, and that connection is ongoing. That development was vital to the highlands economy, and it was part of our work on a mix of transport options, which included simultaneous investment in the rail links between Aberdeen and Inverness, and Inverness and Perth. Investment is not limited to those lines, however; hon. Members will be aware of the recently opened borders railway link, with which we threw off the ghost of the railway cutback and built the first new railway in Scotland since the Beeching cuts. In our rounded approach, we take an outcomes-based look at how transport has to be put together.
I will not take much more time. In summary, people’s absolute need and right to be connected fluidly to all the different transport options available came through clearly this morning. That is a substantial challenge for an organisation as big as Transport for London, but if it takes an outcomes-based approach—I fundamentally believe that all hon. Members’ contributions this morning indicated the need for such an approach—it will start to get somewhere with looking at the wider picture and the longer-term view.
Of course, if greater public investment is to be made, the public need to be involved and feel involved. It would be a good move for Transport for London to look at how it engages with people and how it will take forward conversations with the relevant communities, so that it can ensure that it carries forward in its planning the points made by hon. Members this morning. I hope that it will heed my warning and take an outcomes-based approach to such development.

Commons ChamberI, too, thank the Secretary of State for early sight of his statement. In Scotland, 90% of international visitors travel by air, of whom more than a third come through Heathrow as a hub, and traditional exports of salmon, shellfish and whisky are vital to the economy. Air access determines our ability to attract investment, grow jobs and grow the economy, so a decision on capacity is vital.
The UK Government have known all the environmental issues all along. They could have chosen Heathrow, Gatwick or somewhere new, all with environmental conditions. They could have chosen nothing at all: they could have ruled that out and allowed others to get on: indecision stops everyone from taking action, and keeps people and communities in stasis.
That is being said not just in Scotland and not just by me. Let me quote the Under-Secretary of State for Transport, the hon. Member for Scarborough and Whitby (Mr Goodwill), at an Association of British Travel Agents conference in June 2015. He said that
“we cannot afford to stall on making a decision any longer. A thriving travel industry indicates a thriving economy; government policy must support the growth of the travel industry.”
On 7 September, the Minister in the Lords said, “There is no dithering”, and added that the decision would be made
“as the Prime Minister—the head of the Government—has made clear, by the end of this year, that is 2015.”—[Official Report, House of Lords, 7 September 2015; Vol. 764, c. 1218.]
Indeed, in October 2012, the Secretary of State said that the Davies commission would make recommendations
“in 2013. Although some people say that it will take rather a long time, it will not take that long once it gets under way.”—[Official Report, 18 October 2012; Vol. 551, c. 476.]
In his speech to the Conservative party in October 2012, he said:
“There’s another area where we have got to help businesses too. And that’s to compete internationally…But in the south east the runways are filling up. And the jets are circling in our skies. That’s hitting our prosperity. It’s bad for the environment. It’s putting off investors. It’s costing jobs. And it’s holding Britain back.”
In his speech to the last Conservative conference, he said:
“On Airports in the south east. I don’t hide the challenge.”
I could go on. As the Secretary of State said, “It gets better.” The Prime Minister has twice told this House in Prime Minister’s questions that we would have a decision. Let me ask this—

Commons ChamberI have to say that I do not think I will ever convince my right hon. Friend on this particular subject—so I am not sure I am going to try. Let me simply say that the investment in HS2 is not just about speed—a point that I cannot get over enough—but about capacity and the huge increase in people travelling on our railways. [Interruption.] My right hon. Friend says that we could just build another conventional line, but that would cost 90% of what HS2 is costing in any case, so there would be no significant savings. I make no apology for being part of a Government who are investing for the future of the nation.
The future infrastructure project on which the Government have to make a decision that is of most interest to most people is that of airport expansion. People of all positions on the issue are interested to know when a decision will be made. On 1 July 2015, the Prime Minister said in response to a question:
“What I can say to her is that we will all read this report and a decision will be made by the end of the year.”—[Official Report, 1 July 2015; Vol. 597, c. 1474.]
On 5 October this year, the Secretary of State said at the Conservative conference:
“The Davies commission has produced a powerful report, and we will respond by the end of the year.”—
and he repeated that in an interview on 30 October. Will the Secretary of State therefore confirm that a decision will be made on airport expansion by the end of the year, or will party politics and the London mayoral elections come before a decision for the nations of the UK?
I have read much speculation about what decisions we may be about to make. Some of that speculation may be true, but until we make a decision, I shall not be able to inform the House of it.
Given that answer and the potential for delay, and given that the Davies commission had accepted that links with regional airports are vital for the future—especially for airports such Inverness and Dundee—will the Secretary of State undertake, as a matter of urgency, to present proposals on public service obligations for such routes, and to amend the regional air development fund to keep regional air routes sustainable?

I thought your birthday present, Mr Speaker, was your granting this urgent question, to give me an opportunity to speak at the Dispatch Box today.
My right hon. Friend is absolutely right that one of the key reasons for the whole HS2 project is not just to have faster journeys but to increase capacity. We have seen a huge increase in the number of people using our railways over the last 20 years—from 750 million to 1.6 billion—and we are seeing continuing growth in our railways, not just in passenger numbers, but in freight. I am pleased to say, therefore, that the project is on time. It is a huge project, and I understand that some people will be disrupted by it, but it is in the long-term economic interests of the UK.
The Chancellor’s announcement that high-speed rail will reach Crewe six years earlier than planned is to be welcomed, as it should lead to reduced journey times between Scotland and London, but the UK Government now have an opportunity also to accelerate planning to extend high-speed rail to Scotland. Will the Secretary of State reaffirm their aspiration for a three-hour journey time between the central belt in Scotland and London and turn this aspiration into a firm commitment?
I thank the hon. Gentleman for welcoming my statement. It is true that phase 2a will give Scotland even quicker journeys to London sooner than was originally planned. The journey time between London and Glasgow will be three hours and 42 minutes, when phase 2a opens, which is an improvement. The full Y-network will deliver London to Glasgow journey times of three hours and 38 minutes and London to Edinburgh journey times of three hours and 39 minutes. Overall, HS2 will bring huge benefits to the Scottish economy. The UK and the Scottish Governments are working closely together to consider options to reduce journey times further, and HS2 is doing further work on that. I hope to make a statement on the next steps in the new year.

Commons ChamberI completely agree with my right hon. Friend: in an ideal world, that would be essential. We are of course reviewing security, as far as our security inspectors are concerned, at a number of locations. We will continue to do that, as we have done in the past. That is an important part of our job. I also think it is for other countries to understand that it is in everybody’s interests that we have as much security as is necessary at all the airports around the world.
I thank the Transport Secretary for early sight of his statement, and add to his the condolences of SNP Members.
There have been conflicting reports of the number of tourists affected in Sharm el-Sheikh and the surrounding area and resorts. Can the Transport Secretary confirm the number of people whom he believes are affected? As this is a very concerning time, information will be key, with many people getting their information from websites. Can we get an assurance that the consular assistance on the ground will be providing people with practical support? Finally, many resorts are distant from Sharm el-Sheikh airport; can the Secretary of State confirm that security measures on bus transfers are being considered as well?
I would like to say yes to most of the questions the hon. Gentleman put to me. The Foreign Office has deployed people—and is deploying more today—to the airport and is working with the tour operators as well. I understand what he says about websites, and indeed social media, giving information which can sometimes be misleading; some of the information put out has turned out not to be correct. It is therefore important for people to check with tour operators and Foreign Office officials there. We are working to ensure that everybody can get home when they wish to do so.

Commons ChamberThe Government will make an announcement in response to the Airports Commission’s report in due course, but I think it would be premature to make any additional comment at this stage.
In his statement on the Airports Commission, the Secretary of State for Transport promised a decision before the end of the year. On the subject of regional airports, we agreed at that time about the commercial, economic and social connectivity that is required. The Secretary of State referred to
“the slots needed by Scottish airports and other airports that have lost them, and I hope we can address that. I want to reflect on that point while considering the whole report.”—[Official Report, 1 July 2015; Vol. 597, c. 1486.]
Does he still agree about the importance of this development for Scotland’s regional airports such as Inverness and Dundee, and has there been any progress in his thinking on a review of route development and public service obligations?
I have always made clear the importance with which I view local airports and regional international airports and how big a part they play in the economic development of areas, particularly in Scotland. We need to look at aviation as a whole. Certainly the representations I receive stress the importance of connectivity—whether it be through Amsterdam, Schiphol, Paris, Frankfurt or indeed to slots that may become available in the south-east.
Given that recognition of the importance of this issue, will the Minister confirm that any decision on the development of a third runway at Heathrow or development at Gatwick would not have to go through an additional stage in the legislative process? With a veto on Scottish MPs suggested by the hon. Member for Milton Keynes South (Iain Stewart), an assistant to the Scottish Secretary, what will the Minister do to make sure that this subject will be “delivered from EVEL”?
I think it would be premature to enter into that particular discussion. I am always in favour of jumping one’s fences when one reaches them.

It is a pleasure to serve under your chairmanship, Sir Roger. I congratulate the hon. Member for Sheffield, Brightside and Hillsborough (Harry Harpham) on securing this important debate.
As well as being the transport group leader for the Scottish National party in Westminster, I also represent the constituency of Inverness, Nairn, Badenoch and Strathspey, which is quite a distance from the midlands, but that does not mean that I do not share the hon. Gentleman’s disappointment at the Government’s U-turn. When the news broke, people were quick to share their disappointment on Twitter, with the verdict that it was much less northern powerhouse than #northernpowercut. That was people showing how they feel when, as the hon. Member for Mid Derbyshire (Pauline Latham) said, the rug is pulled from under their feet. When vows are broken, it is always with a casual disregard for the people who based choices on them. In my view, the UK Government should reinstate plans to electrify the midland main line—and, for that matter, the trans- Pennine route.
The foundation on which a prosperous economy is built is its infrastructure and transport connections. That is as true in Scotland as it is in the north of England. That is why the SNP Scottish Government have already committed to a substantial rolling programme of electrification. They are keeping to what they said they would deliver for the people—a sharp contrast to what is being discussed here. In Scotland, more than 441 miles of track has already been electrified and 2016 will see the completion of the Glasgow-Edinburgh rail link. All that is happening in spite of the fact that the capital budget for Scotland was cut by 25% by the coalition Government. Indeed, there can be no doubt that in Scotland the electrification of the railways has a firm place in the Scottish Government’s blended transport strategy, as it should in the UK Government’s strategies for the north and south. I understand that, on making the announcement about pausing the projects, the Department for Transport shared its intention to pursue bigger and better solutions to increase capacity and reduce delays on the routes.
I am listening carefully to the hon. Gentleman, and I think he is saying that the Government should reinstate this important project, which I agree with. However, does he agree with me that his constituents in Scotland have £2,000 more per person spent on them than those in the east midlands? Would he like Scotland to give some money back, so that we can have our line upgraded?
As on previous occasions, the hon. Gentleman will realise that I do not agree with him. I would be happy to have a separate debate to go through, line by line, why I do not agree, but I do not believe we have time for that today.
The north does not need a solution pushed out for the next political cycle, but instead a proper, continuing strategy. The Government hide behind the idea that they will sort things out for “the long term”—I heard the phrase used yesterday in this very Chamber. Well, the people are pretty fed up with being considered as commodities, to be told that they will be dealt with when the more important stuff is done. They were made promises and they want them carried out. They want a solution that satisfies current infrastructure needs and issues, as well as meeting the longer-term challenges and opportunities for the region.
We must have sympathy for those using current services. They would have put up with the teething problems of new services, but they are being asked, day in, day out, to cope with a diminishing service. It is not acceptable that thousands of passengers travelling on the routes in question spend the entire journey standing. Passenger numbers have already doubled since 1997, as the hon. Member for Sheffield, Brightside and Hillsborough said, and they are set to rise even further. The problem is not going away. Furthermore, the electrification of the routes is vital for improving transport connectivity. It is and will remain an integral part of the growing economy in the region.
Yesterday I had the great pleasure of chairing a meeting of the Westminster transport forum. When I asked one of the speakers, from the ports sector, what the biggest challenge to his industry was, he answered without hesitation that it was the railways. The investment that his company is making in northern ports will not be profitable or sustainable if there is not much improvement in railway infrastructure. The two must go hand in hand. The pause is not what was promised. There is concern and scepticism, rightly, about jam tomorrow; in fact, without greater rail investment, jams on the roads tomorrow are more likely.
We all remember the Chancellor’s visit to Manchester armed with a big commitment to rebalance the economy. Investment in the north was a top priority prior to the election; afterwards, there was no longer any money in the pot. That is simply not acceptable. It is understandable when people call what is happening yet another chapter in the story of the north losing out to the south. Surely the UK Government do not wish to perpetuate that feeling by failing in their promises yet again. More than 80% of transport infrastructure spending happens in the south, and people notice that it is not big ticket projects such as Crossrail that lose out. Without a serious shift in spending to give the north the investment it needs, the growth needed for competitiveness will simply not happen. The current poorly integrated and underfunded transport network is detrimental to business, commuters and freight movement and will certainly not deliver a prosperous economy.
In conclusion, without a swift assurance of Government’s commitment to the northern economy through the reinstatement of this project, there will be little credibility left to the northern powerhouse agenda. The Government should honour the promises that they made about electrification.
