My hon. Friend is absolutely right. The figures that he and I have indicate that almost 100,000 people over the age of 17 live with diabetes in Northern Ireland, out of a population of over-17s of 1.6 million. We know it is more than that and that there are a lot of diabetics under 17, so he is right to bring that up. Northern Ireland has more children who are type 1 diabetic in comparison with the population than anywhere else in the United Kingdom.

I congratulate my hon. Friend on securing the debate. He referred to having been a big fat pudding; well, I probably am, but we will not go there. Importantly, we have young children in schools who need insulin, but there is a difficulty with teachers and classroom assistants giving it to them. What more can we do about that? How can we encourage the education people to do it?

I know the Minister will reply to that, because that is one of the questions that I had hoped to get an answer on.

On the Monday before last, we had a diabetes event in the House. Before I came over, some of my constituents said, “Will you go along to this event about diabetes? It is really important, because some great things are being done in some parts of England and we would like to know about them.” When I got there, the people were most helpful and informed me that Northern Ireland has one of the better type 1 diabetes schemes, which is reaching out to 70% of people. As we often do in Northern Ireland, in this case we have a scheme in place that is almost voluntary. We have an un-functioning Assembly, which is disappointing, but we have a system whereby that scheme is working. Some of the things that we are doing, we are doing quite well.

There are 4.7 million people living with diabetes across the UK, each of whom should be treated as an individual. In Northern Ireland, we have 100,000 people with diabetes in that 17-plus bracket, but obviously it is more than that when it is all added up. Every day across the United Kingdom of Great Britain and Northern Ireland, 700 people are diagnosed with diabetes; that is one person every two minutes.

I had a good friend—he is not in this world any more, but that is not because of diabetes—who was a type 1 diabetic. He ate whatever he wanted and I always said to him, “You cannot eat all those things.” He said, “Oh, I can. All I do is take an extra shot of insulin.” I said, “That’s not how it works!” I do not know how many times I told him that. My three hon. Friends—my hon. Friends the Members for East Londonderry (Mr Campbell), for South Antrim (Paul Girvan) and for Upper Bann (David Simpson)—will know who it is, so I will not mention his name. He was very flippant about the control of his diabetes, but it seemed to work for him. I could never get my head around the idea that an extra shot of insulin seemed to cure the problem.

It is a pleasure to follow the hon. Member for Gloucester (Richard Graham), who has clearly put over his support for the campaign. I, too, thank the hon. Member for Glasgow North East (Mr Sweeney) for presenting the case very well for all Members who will speak in the debate. I am very pleased to see the Minister in his place. I echo the thoughts that he expressed earlier: we can reach consensus today, and move forward in a constructive and helpful way. I also declare an interest as a former part-time member of the Ulster Defence Regiment and the Territorial Army.

I am honoured to stand side by side with my brethren—I use that word very clearly—in every arm of the armed forces, from the Parachute Regiment, which is facing persecution, to the Gurkhas, who fought for years for recognition. One of those campaigns is concluded; the other is still to be concluded. It is my belief that every person who wears a uniform and honourably serves deserves the gratitude and support of a nation that sleeps safely in bed due to their sacrifice. It is very simple for me; I think it is very simple for us all.

I have had the chance to participate in the armed forces parliamentary scheme, along with other Members present. Through that scheme, we meet many serving Commonwealth members who qualify for the British Army because of their Commonwealth attachments and their years of service. I am encouraged by those I have met, and by their clear commitment. Part of what we are trying to do today is to support their families—we cannot ignore them.

Mental health and suicide were mentioned earlier. Does my hon. Friend agree that the welfare of our soldiers is vital, as well as that of their partners, children and families, who may go through the trauma of losing a loved one, or of a loved one sustaining life-changing injuries? I am sure that he agrees that it is important that families are looked after as well.

I thank my hon. Friend for his intervention. I wholeheartedly agree with that, as I think all Members in the Chamber would.

The background to this issue is clear. In November 2018, the five-year residency requirement for Commonwealth personnel wishing to enlist in the UK armed forces was removed in the hopes of increasing the number of Commonwealth recruits to 1,350 per year. Having met some of those recruits and serving members, I realise just how important it is to have Commonwealth soldiers in our British Army.

That seems simple enough, but for Commonwealth soldiers who wish to bring family to the UK a number of requirements must be met for those family members to enter and remain. That is the crux of this debate. The Library produced a helpful briefing, which summed up the requirement admirably, stating:

“In addition to a valid passport and visa, individuals must also meet the English language requirement and suitability criteria relating to certain criminal convictions, including previous breaches of the UK’s immigration laws. Primarily, however, there is a Minimum Income Requirement which a Commonwealth soldier must meet before they can bring family to the UK”.

We know the minimum requirement, because we deal with constituents in our offices every day, but in the particular case of soldiers, gross annual income must be at least £18,600, with an additional £3,800 for the first child and an additional £2,400 for each additional child thereafter. For a partner with no children, it is £18,600. For one child in addition to the partner, it is £22,400. For two children in addition to the partner, it is £24,800. For three children in addition to the partner, it is £27,200. There are no exemptions from the requirement, and the guidance states:

“If you cannot meet the requirement, then you are advised not to apply to bring your family over”.

If we have asked that person to come and serve in the British Army, is it not right that they should be able to bring their families? I think it is. This debate is clearly trying to arrive at that.

As a result of the requirement, many Commonwealth soldiers leave their families at home, and some are taking second jobs to meet the affordability criteria. I will mention one such soldier later.

I was pleased to hear that there has been a move to improve awareness of immigration issues in the chain of command, and I thank the Minister for that, but I stand on the armed forces covenant, which I have spoken about in the House many times, and the current scenario that separates families in service is, in my opinion, a clear breach of that covenant. It is unfair to separate people who serve in the British Army and their families, wherever they may be. To pay our Commonwealth soldiers a wage that does not allow them to qualify for immigration, or to expect to be able to bring their families with them, is unacceptable.

I want to tell hon. Members about one of my constituents. A little child from a Commonwealth nation, whose daddy serves the Queen and this country—and does so exceptionally well—cries because she has not seen her daddy in two years. Her daddy also works in a Chinese restaurant to get extra money to get his savings up to the level to allow him to qualify. On top of that, it costs £10,000 in fees to apply to get his family to join him, which is difficult enough to raise to start with, but the fact that he has to do that through a second job illustrates where we are. That is a wee girl crying for her daddy for two years. He cannot get his family here until he earns the money and saves £10,000 for fees.

There is something drastically wrong with a system that—rightly—allows asylum seekers an opportunity to safely reside here, but takes out of the hands of people who have put their lives on the line the ability to have their families with them here, in this nation. It is wrong. For the benefit of everyone, I emphasise again: it is wrong, and it cannot be accepted.

I do not want to hear that the Ministry of Defence is aware that it is wrong and is thinking about it; I need to hear that the MOD is working with the Home Office to change it. I think that the Minister will tell us that, and I am looking forward to his response.

I stand with the cross-party delegation and demand that the fee for applications is reduced or scrapped for Commonwealth entrants. I am very conscious of how it works. Fees for indefinite leave to remain have risen by 127% in five years, to £2,389 per person. Since they were introduced in 2003, the fees have risen by 1,441%. While it is beyond admirable that the Royal British Legion, of which I am a member, and other charities have stepped up to the mark, providing £36,000 in grants to help to pay for visa fees last year alone, it is not the role of the soldiers’ charities to do that, although we are very pleased that we do. It is the House’s role to lay out in legislation that the armed forces covenant applies if someone was born in Birmingham, Belfast or Barbuda, and they have a right to live here with their families.

At a time when we are watching our armed forces being tried before juries for following orders in operations—I find that abhorrent to watch—the message must be clear to those who consider signing up for Queen and country that we will not leave them high and dry. We will support them and their families better than we are supporting Soldier F and others for different reasons. We will do the right thing by them and will put that into legislation to ensure that successive Governments will also do the right thing.

If ever our armed forces needed clarity about the feelings of this House towards them, it is now. This debate gives us the opportunity to say that very clearly. Let us stop talking and begin acting, and do the right thing by our soldiers, whether they are born here or born elsewhere.

I congratulate the hon. Member for Mid Worcestershire (Nigel Huddleston) on having set the scene, and thank him for giving us a chance to speak on this issue. With a wife who is as dedicated to her volunteer work at Assisi as I am to this House, it is little wonder that I stand to speak today. I am also an animal lover, and a dog lover in particular, so I wanted to weigh in during this important debate. I thank the charities that work in this area, such as the RSCPA, Battersea Dogs and Cats Home, Dogs Trust and Assisi, as well as the World Dog Alliance, which campaigns against dog meat as food; I look to the Minister to give a quick update about where we are on that issue, if he can. That charity has been very involved in educating people to be aware of exactly where their puppy has come from.

My parliamentary assistant recently bought a dog, and I will tell Members what she did, because it is what we should all be doing. She asked to see the mother and the father of the dog; she checked with a registered vet as to how many litters the mother had; she went to the home of the owners for a second visit to see mums and babies; and she asked for the papers of the parents. She was as thorough in doing that as she is in her work with me. She also told me that before I spoke in the last debate on puppy smuggling, she would never have done that. That is what we should all be doing, and that was a plus for her.

This will probably be the fastest speech that you have heard, Mr Hollobone. Does my hon. Friend agree that we have heard a lot about puppy farming, but that if we were talking about cattle, horses or sheep, there would be a bigger noise about it and something would be done?

I thank my hon. Friend for his intervention, and he is absolutely right. That is the focus that we want to put into this debate.

Official figures from the Department for Environment, Food and Rural Affairs show an increase in the number of dogs brought into the United Kingdom of Great Britain and Northern Ireland. In the first year, 2011, the number was 85,000; in the most recent year, 2016, the number was 275,000. If that does not disturb Members, it should. It is time that we made more people aware of what they could be getting, and how these little dogs come here.

I ask for four things. First, we should increase the maximum penalties for those caught illegally importing dogs, and introduce punitive fixed penalty notices. Secondly, we should shift the focus in enforcement of pet travel legislation away from the carriers—that is, the ferries and Eurotunnel. Thirdly, we should introduce a centrally accessible database to log pets’ microchip numbers and their date of entry into Great Britain. Fourthly, we need intelligence-led enforcement to identify dealers and traders who are regularly importing multiple puppies.

This is a matter for people in the street who care that the animal they bring into their homes to become a part of their family is an animal that has been cared for. I support making life impossible for those who are flouting the rules with no regard for welfare, and that is why I am here today to support the hon. Member for Mid Worcestershire, as is everybody else present.

I treasure the thought of being able to speak until five to six—I know you did not say that, Mr Owen—but I am not going to do that today. I will be careful with my comments in the light of that advice.

I thank my right hon. Friend the Member for Lagan Valley (Sir Jeffrey M. Donaldson) for presenting a good case, as he always does, and the hon. Member for Beckenham (Bob Stewart) for putting the case as well. I also thank the Speaker’s Office for giving us the opportunity to highlight the issues in Westminster Hall. My right hon. Friend the Member for Lagan Valley and I are not just colleagues but good friends, and I also have an interest in the issues that he talks about. We always listen to his comments, which are well put.

My comments come from a personal perspective. In recognition of my role as an elected representative of the people of Strangford, I fully support what my right hon. Friend has put forward. As well as being the most beautiful constituency in the world—I have to say that, but I say it honestly—Strangford is home to a large number of veterans of the armed forces, the Royal Ulster Constabulary and now the Police Service of Northern Ireland, as well as prison officers and other service personnel.

My constituency has a tradition of service and I am always pleased to represent it. It is a wonderful place to retire, and historically, it has been viewed as a safe place in terms of the troubles for serving and retired personnel to live. For that reason, I am confident that I speak on my constituents’ behalf when I say that the role that has been played by the police ombudsman when it comes to legacy issues is simply not acceptable, and that the direction of his office must be quickly and completely changed. My right hon. Friend outlined that in an exceptional way.

Just over 17 months ago, I joined my hon. Friends and other right-thinking people in calling for the reconsideration of Dr Maguire’s position as the Police Ombudsman for Northern Ireland. That is on record. I also join my right hon. Friend the Member for Lagan Valley in condemning the despicable murders that took place at Loughinisland. Those responsible, whoever and wherever, need to be held accountable for their actions.

My hon. Friend knows that some of us in this House had loved ones and families who served in the Royal Ulster Constabulary and were butchered by the provos. Those families have never had justice. The people who committed the murders have never been brought to justice. It is disgraceful and totally wrong that the ombudsman is treating certain cases in a certain way—he should be impartial. Everybody is equal under the law. It is hurtful for those of us who have lost family members who served, and it is hurtful for those families who have to relive it.

Along with my hon. Friend and others, I would be concerned if any landmark reports that are available to the general public, or in the public domain, should in any way throw any slight on the determination of police. I believe that would exceed the ombudsman’s statutory powers.

When it comes to the extraction of organs, is it an age thing? Does it affect older people, or children? Do the organs have to come from more mature people, or are children included?

I thank my hon. Friend for his intervention. Today I wish to highlight forced live organ extraction from prisoners of conscience, including Christians, Uyghur Muslims, and those who have been in jail for some time. It is hard to encapsulate the vastness of what is taking place and the numbers involved. This level of cruelty is almost impossible to comprehend, and as much as we would all like the allegations against the Chinese Government to be unfounded, an extensive and growing body of evidence suggests otherwise.

One of the principal pieces of evidence—I am sure the Minister is familiar with it—is the work of former Canadian Cabinet Minister, David Kilgour. Alongside international human rights lawyer David Matas, and investigative journalist Ethan Gutmann—he has also been a good friend and helped us along the way—Kilgour conducted an investigation that indicates that somewhere between 40,000 and 90,000 more transplants have taken place in China than official figures claim. It is quite unbelievable.

It is a pleasure to follow the hon. Member for North Ayrshire and Arran (Patricia Gibson), a fiery lady who has put her viewpoint forcefully and correctly. I am pleased to support the hon. Member for Inverclyde (Ronnie Cowan) in raising the public policy challenge presented by gambling harms. Last Wednesday, the hon. Member for Gloucester (Richard Graham), who is in his place, had a short debate on the topic of online gambling protections. It is right that this House should continue to make gambling the subject of regular debates as we seek to improve the policy and practice around problem gambling.

In September 2017, The Lancet published a key editorial with the title, “Problem gambling is a public health concern”, and it is. The editorial stated that online gambling had

“a potentially greater danger to health than other forms of gambling, particularly for those younger than 16 years of age.”

It is a matter about which I have long been concerned, since I came into this House. In 2013, I sponsored an amendment to the Gambling (Licensing and Advertising) Bill to introduce a multi-operator self-exclusion scheme for online gambling. Indeed, with the help of the Labour party—particularly with the help of the hon. Member for Hyndburn (Graham P. Jones), who is in his place—the House divided. We did not win that vote, but we were successful in the other place as the legislation was then changed. It is now up and running in the form of GamStop.

I am sure my hon. Friend will be as disturbed as I was to learn that last year Northern Ireland had the highest statistics for problem gambling, and the statistics prove that the problem was in areas of deprivation, so we need to do more to help people in those areas.

My hon. Friend is right to call for more help. I am about to come to the figures.

It is absolutely right that GamStop applies in Northern Ireland, especially given that Northern Ireland has a higher problem-gambling rate than the rest of the United Kingdom. The figures are stark and real. Research published by the Department for Communities in 2017 found that 2.3% of those surveyed in Northern Ireland were deemed to be problem gamblers, with a further 4.9% being classed as moderate-risk gamblers. The figure for England at that time was 0.7% of the population. It is clear that we in Northern Ireland have a greater issue than elsewhere.

In April 2016, I led a Westminster Hall debate on FOBTs and we were able to work collectively. I particularly commend the hon. Member for Swansea East (Carolyn Harris) and the right hon. Member for Chingford and Woodford Green (Mr Duncan Smith) for their endeavours on this matter. The maximum stake was then reduced, as we know, but unfortunately the £2 stake applies only to Great Britain. Ladbrokes in Northern Ireland has led the way in proposing voluntary action to reduce the maximum stake to £2, and other providers have followed, so we have had some success on a voluntary basis. I acknowledge the good work that Ladbrokes has done in the Province.

In the context of the problem gambling figure being so much worse in Northern Ireland than it is in the rest of the United Kingdom—2.3% rather than 0.7%—I suggest that, while Stormont is suspended, there is one other area in relation to which the gambling industry could step up in Northern Ireland. In her speech last week the Minister said:

“There are positive signs that the industry is stepping up to the challenge...but there is scope to go further. I want to see the industry meet GambleAware’s donation target of £10 million by April this year.”—[Official Report, 12 March 2019; Vol. 656, c. 96WH.]

I fully appreciate that if the money was extracted through the statutory levy in the Gambling Act 2005, the relevant moneys would apply only to England, Wales and Scotland, because gambling is devolved to Northern Ireland, but there is no reason why it could not voluntarily also apply to Northern Ireland. I therefore ask the Minister: is there any possibility of some of that money coming to us in Northern Ireland to address the issue? Will she clarify whether any portion of that £10 million goes to projects to help problem gamblers in Northern Ireland?

I am conscious of the time. It is striking that there is voluntary action to support problem gamblers in Northern Ireland through GamStop and the reduction in the FOBTs stake. Again, those struggling with problem gambling need not only self-exclusion, but other means of support, which are currently offered through the voluntary contributions paid by gambling companies for research, education and treatment. Indeed, if the Government finally decide to go down the route of the levy, just as the FOBT reduction and GamStop are being applied voluntarily in Northern Ireland, that could happen for a mandatory levy. Problem gamblers everywhere need assistance, but today I make a plea for additional help for those in Northern Ireland, through the voluntary scheme and any future mandatory levy. I hope that they will receive some positive news from the Minister.

I thank and congratulate the hon. Member for Poplar and Limehouse (Jim Fitzpatrick) on securing a Westminster Hall debate on the critical issue of fire safety and sprinkler systems. He has shown that he is at the forefront of the pursuit of the matter. I do not say this to give him a big head, but the honest truth is that his expertise and knowledge have allowed him to express the key points that he feels need to be addressed. We are fortunate to have the opportunity to back him and further reinforce those points.

We do not have the legislation that I would like in Northern Ireland. We are similar to England in that respect. How I envy the regulations that were introduced in Scotland in 2006, and in Wales in 2016. I often say that Scotland very often leads the way in many things, and it has certainly led the way on this issue, for which we must give credit where it is due—Scotland deserves that. Unfortunately we have a difference of opinion when it comes to the referendum, but that is by the bye. None the less, I recognise good when I see it.

The key in safety is whether something will save lives. Will sprinklers save lives? Yes, they will. Should they be in every apartment block? Yes, they should, but they are not, and they should never be viewed as a “nice to have” or a luxury.

There has been a lot of discussion on that point today; some have mentioned that this debate has been going on since 2011. If there are to be new regulations and procedures, surely the role of this House is to fast-track any legislation, so that we will not be sat here in the same circumstances in another two or three years.

My hon. Friend is absolutely right. He reinforces a point made by the hon. Member for Poplar and Limehouse, who said very clearly that we do not want to be sat here in a few years’ time having the same discussions, not having moved forward. As always, we look to the Minister and hope for positivity in his response.

Sprinklers are not the panacea for fire safety, but the evidence base tells us that they can have an impact on fires as part of fire safety measures. They are part of the compendium of fire safety measures that we need. They protect the environment from large emissions, smoke and volumes of contaminated water. I am not the only one who watches many films on TV—others have mentioned this—but in films where an actor appears after the sprinkler system has been on, it looks as though he has dipped himself in a pool of water, and all the stock is ruined. The fact is, however, that sprinkler systems today are not like that. They use 90% less water than hoses, thereby reducing and preventing costly water damage. Sprinkler systems are therefore constructive and positive, and can do their job well. Sprinklers are not expensive if they are included at the design stage, costing as little as 1% of the total build. That is the time to put such systems in—not later on, but at the very beginning. According to the latest poll, the general public want them in their buildings, so we have to respond to what we are being told.

Where are we now? Self-regulation is the norm, but is clearly not working. The fire brigade has asked Government to step up and step in. Also, we cannot ignore the campaign of the National Fire Chiefs Council, which is asking for a new UK-wide regulatory system for sprinkler systems, which are essential. We should consider the know-how of the fire personnel whom we rely on to put fires out. The fact that this is their campaign and their initiative underlines its importance.

Housing developers are consistently ignoring expert advice on sprinklers, every year, including in large projects. In 2016, in the last survey of new or refurbished buildings, only two out of the 15 blocks checked had sprinklers fitted. Again, that underlines important shortfalls. The advice given to developers is apparently disregarded, so regulations need to be brought in and enforced, as my hon. Friend the Member for Upper Bann (David Simpson), the hon. Member for Poplar and Limehouse and others have emphasised. That is where councils and local authorities can fulfil an important role quickly.

In a briefing I received, an example was given of a balcony fire. It took hold of not just one apartment block, but five, in a very short time. This illustrates the importance of sprinklers: within the 19 minutes between the call and the fire engines arriving, the fire had been controlled by the newly installed sprinkler system. I thank the Lord for that; it illustrates what sprinklers can do in the right place—they did the fire brigade’s work. That is what they were tasked to do, and it went well.

What do we need? We need sprinklers to be fitted into all residential care homes and sheltered accommodation, and existing homes should be refurbished to include them. Often such flats or apartments house people with mobility or health issues, who could suffer fatal or life-changing injuries. That also applies to schools, because the safety of our children is important. We need stringent controls. A change to our rules and regulations is needed for hotels, student accommodation, warehouses, historical buildings and deep-base complexes. The debate has given us a chance to air the issues, and I am happy to be part of that. I look to the Minister for his response.

The right hon. Gentleman is absolutely right. Bringing all those things together is key for rural communities. We need to encourage young people. I will quickly speak about sons and daughters taking over farms. In my constituency we have been fortunate over the years that that has happened. Some sons and daughters do not want to take farms on, but the ones who have are still there, so we have seen a progression of farmers’ sons or daughters taking over. Farming communities are not employees of the land, but caretakers of the land for future generations. I read in Shooting Times magazine that the wildlife of today is not ours to dispose of as we want. We hold it in trust for those who come after. That is a fact. That is what we do, and the right hon. Gentleman is absolutely right.

Unless we recognise the dual role of farmers as food producers and conservationists, we risk turning farmers into environmental contractors, which we do not want to do. We want them to have an incentive to continue farming. A farmer does not farm to become rich—that is the case in my neck of the woods, anyway. A farmer farms because it is in his blood and it is his calling. I recently highlighted an important point in my local press, and I want to make the point here before the debate ends. The latest figures show that some farmers, especially younger farmers in my constituency, have had very high levels of depression. Strangford has a large rural community and many farmers have handed over the reins of their farms to their sons and daughters, but there are levels of EU bureaucracy—I do not want to bring in the dreaded Brexit word again—and red tape that have almost strangled the farmers, and they are sick to the back teeth of it. They understand that regulations are necessary to bring food up to standard, but they do not need all of the extra paperwork that goes with it.

I thank my hon. Friend for giving way and I also express an interest as a landowner. He knows that the uptake in the agricultural colleges in Northern Ireland has increased. There is an enthusiasm for the land from our young people and they need help to drive it forward.

My hon. Friend is absolutely right. I have seen a great interest in farming in my community. The sons and daughters want to take the farms over and are doing so. I have written to the permanent secretary of DAERA—the Department of Agriculture, Environment and Rural Affairs—in Northern Ireland to express concern about the mental health of young farmers and the levels of stress and depression among them. We cannot ignore such big issues. We need to address them.

The hon. Member for Gordon referred to rewilding, but it is not suitable everywhere. It is not just about wolves and beavers and all the other wildlife; home-grown mink and foxes need to be controlled, although others might not agree with that. Farmers are not nature’s enemies; they are caretakers. That is the starting point. When we listen to the knowledge and expertise that has seen successful seasonal farming for thousands of years in the wonderful soil of the United Kingdom of Great Britain and Northern Ireland, that is the starting point. We must ensure that the current different payments for farmers in less favoured areas under the CAP regime continue, under the principle that upland farmers require greater financial support. The hon. Gentleman referred to that as well.

To conclude, nature has a wonderfully delicate balance set in place by God Almighty. It is up to us to retain that balance as best we can, and we can do that only by working together.

I thank the hon. Member for Huddersfield for intervening again. It is always good to have him adding his words of wisdom to any debate, at any time, in this Chamber or in the main Chamber. The issue is clear: too often, the homes that we live in are, in many ways, causing or aggravating health problems. That cannot be ignored. Given the plethora of health issues that I have identified as caused by unhealthy homes, and given the cost to the NHS, it is time to ask who in Government is responsible and accountable. We look to the Minister for answers.

One issue that has been raised with me in Northern Ireland—I am sure that it affects the whole United Kingdom—is that when it comes to old and listed buildings, and particularly rows of listed houses, it is sometimes very difficult to get adaptations done, because they have to be done in a certain way.

My hon. Friend highlights one of the kernels of the debate. Our white paper calls on the Government to take a holistic approach to future housing and ensuring that people’s health and wellbeing is placed at the heart of the built environment. That is clearly what my hon. Friend is saying, and that is where we are. Our white paper states that there must be effective leadership, and recommends that there be one Department responsible for healthy homes and buildings to ensure, critically, that homes and buildings maintain the highest standards for health and wellbeing; to identify where homes and building are causing health issues; to measure the economic and social benefits of healthier homes and buildings; to reduce health inequalities, of which there are many across the postcodes of the United Kingdom; and to provide for a common definition and approach to policy, regulation and standards. That makes complete sense to me.

Furthermore, an interdepartmental Government committee involving all Departments and agencies responsible for health, housing and construction—including the Department of Health and Social Care, the Department for Education, the Ministry of Housing, Communities and Local Government, and Public Health England—should be formed to ensure that health and wellbeing is placed at the heart of existing and future housing provision.

If we are to build houses, let us build them right. Let us ensure that the issues to which the hon. Member for Huddersfield referred do not arise, whether the homes are very expensive or of a lesser quality. I have serious concerns about the standards and quality of new housing inadvertently being driven downwards, without consideration of the cost to human health. In the context of the Government’s very healthy ambition to build 300,000 new homes and their healthy new towns initiative, standards must be driven upwards. It is essential that the Government adopt a holistic approach to delivery that addresses safety, space, energy efficiency, ventilation, heating, noise, air quality and lighting. We must all want to see quality new homes and communities being built with health and wellbeing in mind. I hope that the Government will agree that maximising the occupants’ health and wellbeing must be placed at the centre of new housing provision and building design.

Of course, we live in homes that have already been built, most of us in the privately owned or privately rented sector, to which the hon. Member for Huddersfield referred. Renovation of existing housing stock must also become a Government priority. This is not just about building new homes, but about ensuring that the homes that we already have are up to standard. Our white paper calls on the Government to develop plans to retrofit existing homes to maximise health and wellbeing and improve health performance.

Today, I have set out the problems caused by unhealthy homes and buildings. I now call on the Government to take on board the recommendations in the APPG for healthy homes and buildings white paper, which are as follows. There needs to be greater public awareness of the health problems exacerbated by unhealthy homes, and the health benefits to be gained through simple improvements and behavioural change. Importantly, how we live in the homes we build becomes part of where we are. In building new homes, priority must be given to ensuring that people’s health and wellbeing is foremost, specifically at the planning stage and through the national planning policy framework. Again, we look to the Minister for responses on these issues.

The Government need to commit to building greater numbers of quality social and affordable homes to help to alleviate issues of overcrowding and poor physical and mental health, which are all part of this. The Government need to optimise the health performance of new and existing homes, and ensure that they are built or retrofitted to “full health”. There must be greater focus on enforcement and quality control of home renovation standards, so there is a role for councils to play when it comes to checking the work that is done and ensuring that it is done to an acceptable standard.

The Government must commit to building the evidence base and promoting the link between housing and health and wellbeing. That would result in considerable savings to healthcare costs, increased educational attainment, improved productivity, and people leading longer, healthier and happier lives. The exact cost of unhealthy housing to the public purse, and the human cost, in terms of health and wellbeing, educational attainment and social care, is unfathomable. To date, Government attention to and policy thinking about this problem have been—I say this respectfully—woefully absent. We ask the Minister to address the issue in her response. We are looking for constructive comments. That is what I am about—indeed, what we are all about in the House—but we do need answers on what we are putting forward.

Ultimately, the recommendations made in the white paper provide the basis for a step change in policy, which will drive up standards and help to reduce the health problems caused or made worse by living and working in unhealthy homes and buildings. That is the purpose of this debate: to consider how we can do this together, and better, across the whole United Kingdom. The white paper is testament to the need to build better quality homes and buildings, as well as to upgrade existing housing stock, which comprises the vast majority of the homes that people live in today. We need to do something with new homes and set the standards, and then we will have to do something with the homes that we already have to bring them up to the standard necessary.

It is beyond doubt that there is a problem that needs urgent action. There is a lot to be gained by building and retrofitting homes to the highest quality and standard to achieve health and wellbeing. These are the pluses: lower costs to the NHS and a healthier population; better finances; better educational attainment and workplace productivity; reduced emissions—the hon. Member for Huddersfield referred to carbon monoxide—lower energy bills and a lower carbon footprint; improved health, wellbeing and comfort; and greater life chances and independent living and care.

The hon. Lady is absolutely right. We have not had so many post office closures in my constituency—we have been able to defray those by moving post offices into shops and so on—but I know that the effect on rural communities is immense. On the Ards peninsula we recently lost the Ulster Bank branch in Kircubbin, with a mobile bank in place at present.

The British Bankers Association investigated lending data and found that bank closures dampen lending growth to small and medium-sized enterprises by a massive 63%. I am sure that other hon. Members can reflect that. The figure rose to 104% in areas that had lost their last bank. We must consider the impact on SMEs, because it is a significant and damaging drop in funding for areas already under commercial and economic pressure.

Does my hon. Friend agree that the fact that between 150 and 250 ATMs are closing per month in Northern Ireland, as the Belfast Telegraph recently reported, is causing major difficulties, especially for pensioners and those not able to get out?

My hon. Friend makes a salient evidential point, which contributes greatly to the debate. The removal of any ATM services will have a further, extreme impact on rural communities and convenience shops. It must be remembered that currently there remain more cash transactions than any other method. We need to ensure that cash is available to people as they need it and that we do not return to people hiding money in the house because they cannot easily access their cash.

I live in a community where it is not unusual for people to keep their money at home. Those of an elderly disposition more often than not even keep their savings there. A few years ago my wife’s aunt was burgled and lost her life savings as a result of two people taking advantage of a vulnerable lady with poor eyesight. More than one constituent has told me that since the latest banking crash they lift their money after pay day and keep it at home. That is not safe and it is not what we advocate. It must also be remembered that many ATMs provide other services such as pin number changes and balance inquiries. For those who do not have reliable broadband at home, these machines are essential for the correct control of finances. These problems make the ATM debate so important.

Polling research by Which? found that cash remains popular and important. The research showed that almost three quarters of people, or 73%, use cash at least two or three times a week, including 60% of 18 to 24-year-olds, which is quite interesting. Only 5% of people use cash once every three months or less, and the majority of consumers still rely on cash in some circumstances. Which? magazine research further found that 57% of consumers say that they have experienced a situation in the last three months in which they could only pay by cash. Two thirds, or 67%, of people say that cash is important for making small purchases, and six in 10 say that it is important for paying for occasional professional services, such as babysitting and cleaning.

My hon. Friend must have read the next sentence of my contribution, which says that we have barely heard about this—that is exactly right. That is why we are taking the opportunity today to highlight this matter. The scale of the violence is already extraordinary, and it has the potential to become much worse if it is not dealt with. This is a good place to discuss these matters.

To resolve the situation, one must first have a deep understanding of the drivers of the violence. The single conflict is actually a series of countless, smaller conflicts between many disaggregated, and often rapidly formed, militias. What drives these militias to violence in one area might not drive other militias in a different area, so we probably do not need a one-size-fits-all policy here. We need something a wee bit more delicate to address these complex issues. It is vital to remember the interconnected factors that have encouraged this extraordinary violence: increased pressure on resources, the collapse of traditional mediation mechanisms, and the failure of the Nigerian Government to respond effectively.

In last week’s APPG meeting, which the Minister attended, there was unanimous agreement among the speakers that religion is also a factor in the violence, and we cannot ignore that. They agreed that militias fighting over dwindling resources have been mobilised along religious lines. Some—not all—might be driven by religion, so I wholeheartedly agree with the Government’s previous statements on the issue: we must be very careful not to attribute religious motivations to actors unless we see substantial evidence. However, I would put it on record that there is a lot of evidence that many of the attacks are religiously based, which we cannot ignore.

Many issues need to be examined thoroughly, and the answers might not point to underlying religious motivations, but those have to be considered. The fact is that Christians and Muslims have been attacked, and we have to ask why that is happening. According to some reports, herder militias have claimed at least 6,000 lives since 2011, whereas the number of herders killed is much lower. It is important that such evidence is gathered; one must question why the violence in certain areas of conflict has been so brutal, so devastating and seemingly so one-sided. Why is it that members of religious groups are so often the victims of what is happening?

Some time ago, I was informed by some of the groups I have met and by some people I have met from Nigeria and elsewhere that weaponry seems to be available in Nigeria. They said that Nigeria is probably the arms base for a great many conflicts across Africa and maybe further afield. Some of the militias are using sophisticated weaponry, and we have to ask how they can afford to do that. There are reports of some herder militias using rocket launchers, machine guns and large explosives. Both sides might be using such weaponry, but we hear reports only of the herders using it. Are these weapons extremely cheap on the black market, and which groups are financing the acquisitions? Are domestic extremist groups providing funding to militias? These questions warrant answers.

Reports also point to the difficulty in obtaining specific information about such a widespread and varied conflict. The mainstream and traditional media have been heavily criticised for a lack of thorough investigation of violent incidents. To resolve the situation, there is a great need to combat the spread of misinformation and to get to the truth of opposing claims. I therefore wonder whether the Minister might consider supporting a group of impartial international journalists to investigate many of the stories, as well as media content and contradictory claims, about the many conflicts in Nigeria. I and others in the House believe that it is crucial that such a group is international and independent of the Nigerian Government, so that its findings could not be easily dismissed or biased. It is important that we put that right.

On the motivation of certain militias, there seems to be unanimous agreement that the actions of the federal Government and state-level governments have been woefully inadequate, which is a key factor in the violence. The withdrawal of Government from rural areas has led to a collapse of the rule of law in many parts of the country. Security forces have hardly been mobilised—that is a fact—and perpetrators of violence operate with impunity. We need an active police and army presence in areas where these militia groups seem to roam at will. It is unacceptable that so many people should suffer simply because of a lack of political will to help them. It is imperative that much more pressure is applied by the UK and the international community to get the Nigerian Government to formulate a comprehensive and holistic security strategy that adequately resources and mobilises the security forces.

It is important to acknowledge that once people believe that religion is a motivating factor for violence, policy responses must adapt. My noble Friend, Baroness Cox of Queensbury, recently travelled to Nigeria and spoke to many people affected by these conflicts. They were convinced that they had been targeted exclusively because of their religion. That belief must surely lead to hostility and mistrust between religious groups. There must be reconciliation between them if there is to be peace between communities in the future. Stopping the perpetrators of violence must be the first step, but I encourage the Minister to consider the need for religious reconciliation and tolerance programmes in any long-term response plan. Had we not had peace talks in Northern Ireland, we could not have stopped the fighting.

It is important that we have that verbal interaction, as it will enable us to move forward constructively and stop those who wish to carry out violent acts. There are potential long-term consequences if the violence is not addressed in the short term. More and more Nigerian Muslims and Christians may begin to believe that they are being targeted because of their religion. In turn, that could lead more and more Christians and Muslims to believe that they are engaged in an existential battle. There are already reports that many leaders in Nigeria are calling for groups to arm themselves if they want to survive, so, worryingly, the whole thing may escalate.

We must do all we can to ensure that the violence, which is already at extraordinary levels, does not explode into an even wider religious conflict that spreads across the nation or even the region as a whole. It is sometimes difficult to express how devastating the conflict could be to Nigeria and beyond. What chance do we have of reducing poverty if there is long-term violence and instability? How will people feed themselves if farmers are too scared to go outside or have been driven from their lands? What happens when the hundreds of thousands of people in internally displaced persons camps decide that anything is better than their horrid conditions and turn to Europe in search of a better life?

I am conscious that several hon. Members want to speak, and I want to ensure that all those who made the effort to be here have the time to make a contribution. I repeat that the scale of the devastation is extraordinary, so we must do more to address it. I thank the Minister for the work that she and the Government have already done. We look forward to her response on how we can help the Nigerian Government to move forward and ensure that my Christian brothers and sisters in Nigeria are not persecuted or victimised because of their belief. I want to ensure that those with Muslim beliefs who are victimised, persecuted and targeted are free from that. I trust that the Minister will do all she can, both bilaterally and multilaterally, to wake the Nigerian Government up to this crisis and the plight of their own people. It is infuriating and perplexing that they have turned a blind eye to the violence, which is having a profoundly negative impact on their country and its future. They must realise how the world sees Nigeria.

I thank the Minister for the nuanced and inquisitive approach the Government have taken thus far. I encourage her to continue to strive to find the causes of the violence in the different areas, and not to apply a one-size-fits-all approach. That would not be a good way to do it—the Minister said that last week, but we need a commitment to a strategy that works. I wholeheartedly agree with her commitment to remain impartial and to assess events objectively. In that spirit, I hope she will ask tough questions about the asymmetry of violence and the funding of weapons, even if the answers are inconvenient to the Nigerian Government.

Similarly, I hope the Minister will consider what can be done to help independent journalists enter the hard-to-reach places in Nigeria to find out the truth and build an evidence base. On that point, I remind right hon. and hon. Members that, on 12 December at 10 am in Committee Room 7, the all-party parliamentary group for international freedom of religion or belief, which I chair, will be having a roundtable meeting with experts to discuss the impact that the media have had on the violence.

The fact that people are convinced that they are being targeted because of their religion means that religious reconciliation and tolerance programmes are vital for long-term peace. The long-term consequences of failing to take those steps and address the violence are unthinkable. Instability, displacement, death, famine, civil war and mass migration are all possible outcomes. They are all happening now, and will continue to happen unless action is taken. Now is the time to stop this. We in this House can contribute to an action plan and strategy through our contributions to this debate. I look to the Minister and our Government for answers on what we can do in the future. We must do everything in our power. We must act quickly so hon. Members do not find themselves back in this Chamber 10 years from now talking about all those who have lost their lives and about what we should have done to prevent the situation in Nigeria.

This House has an opportunity to come together constructively to beseech our Minister and our Government to act in Nigeria to help the Nigerian Government to grasp the nettle. In parts of northern Nigeria, Christian and Muslim groups have absolutely no protection. This House is duty-bound to speak up for those across the world who do not have the opportunity that we have. We must not be found wanting. I have often said that we are a voice for the voiceless. Let us be a voice for all these people.

I thank the hon. Lady, but for the record, I do not share her concerns about leaving the EU in relation to the aviation sector. Maybe I did not make that clear enough, so let me make it quite clear: I believe that we should look forward to a very positive future. That has been demonstrated in my own constituency, where Bombardier have secured a fairly substantial and significant contract, and by aviation authorities and the airlines, which have indicated their confidence in the direction of the country over the last five years. It has been a fact that we are going to leave the EU for a year and a half of that time, and that has not slowed the industry. Government’s central theme of support, focus and strategy for the aviation sector indicates to me that good times are just around the corner. Hopefully, after 29 March 2019, the good times will come back, and those who have doubts about that just have to look at how the aviation sector is growing in anticipation. I put on record that I hope that the Prime Minister secures a deal for the UK, but in the event that she does not, the aviation authorities are well aware of their options in that scenario.

I sincerely apologise for being late, Mr Hollobone; I had another meeting. Does my hon. Friend agree that if we can get the Government to look at air passenger duty, we would see a significant change in the aviation industry? In the Republic of Ireland, numbers have soared above 13 million passengers because the air passenger duty has been abolished. If that could be achieved in the UK, we might see even better days within the aviation industry.

I thank my hon. Friend and colleague for his intervention. I am glad that he has reminded me to mention air passenger duty. We feel that abolishing APD would benefit Northern Ireland, as well the rest of the United Kingdom of Great Britain and Northern Ireland, and that we would gain from that collectively. In the Republic of Ireland—Northern Ireland’s next door neighbour—Dublin airport has grown in leaps and bounds because it is more competitive. I have highlighted the different advantages of competition, which we need to drive prices down and drive the numbers up, and we will soon have that opportunity.

Brexit is a once in a lifetime opportunity and a chance to reduce unnecessary regulation and red tape, both in aviation and across other sectors. It is also an opportunity to continue working closely with our EU counterparts—we have to—to ensure that safety and environmental standards are met and continue to improve, which is to everyone’s advantage. I am interested to hear what the Minister has to say about that, and I look forward to his comments, as well as those of the shadow Minister.

Given the global nature of the airline industry and the need to be connected to one another, I am confident that a good deal will be secured; one that is in the interests of both the United Kingdom of Great Britain and Northern Ireland and of the EU. There are many sectors where close co-operation and mutual interest will play a role, but none more so than aviation and aerospace.

I congratulate the hon. Member for North East Derbyshire (Lee Rowley) on securing this debate. He is right that ovarian cancer does not affect us men, but it affects people we know, and that is why we are here. I thank him for his introduction and for the extensive work he has done on the issue in his role as vice chair of the all-party parliamentary group on ovarian cancer. I was particularly impressed by the group’s report, “Diagnosing ovarian cancer sooner: what more can be done?”. If hon. Members have not had a chance to read it, I suggest that they do so, because it is very helpful. It was published earlier this year and contains a number of key recommendations and findings, which I will pick up on today.

Every single year, more than 7,000 women across the United Kingdom receive the devastating news that they have ovarian cancer. The hon. Gentleman, in his examples at the end of his speech, referred to those who have survived and those who have not; it is important to realise that sometimes people do survive it. Unfortunately, in my time as an elected representative, most of the people I have known who have had it have caught it at a late stage and have not lived as long as perhaps they could have. UK survival rates are among the lowest in Europe and less than half of all women diagnosed with ovarian cancer survive five years or longer.

The fact that we are at the lower end of that league table is an indication that perhaps we need to do more. I look to the Minister, as we always do, for a positive response. We also know that the earlier a person is diagnosed, the better chance they have of beating the disease. More than a quarter of women with ovarian cancer are diagnosed through an emergency presentation, for example via accident and emergency. The hon. Gentleman referred to those who thought they had irritable bowel syndrome, had a bad stomach or were bloated, or whatever it might be, and suddenly found it was something much greater. Over 80% of women diagnosed following a GP referral will survive for a year or more. I think if an early diagnosis can be made, the figures speak for themselves. We must do more to raise awareness about the disease, something I will come on to later.

Before I continue, I would like to share a bit of welcome news for ovarian cancer patients in Northern Ireland. As colleagues may be aware, drugs approved by the National Institute for Health and Care Excellence for use through the cancer drugs fund in England are now being considered in line with the country’s existing endorsement of NICE recommendations and will be equally accessible in Northern Ireland. That has just been announced recently. In cases where a drug is yet to be fully approved by NICE, it can be made available for use under the CDF. I will mention one lady who is no longer with us, Una Crudden, who I got to know when she met us here, as someone who had had ovarian cancer. I think it was six years after her diagnosis. She was a remarkable lady and her story was a very real one: I remember it probably every day of my life.

CDF-approved drugs were previously unavailable in Northern Ireland, meaning that patients had to wait for their full approval by NICE, which can take up to two years. This change in Northern Ireland will help more people to survive, and for longer.

Whenever ladies go through this treatment, their aftercare and companionship with other people is important. Will my hon. Friend join me in congratulating a lady in my constituency, Mrs Maureen Clarke, who set up the Angels of Hope charity some years ago? It has been a tremendous help, psychologically and in every other way, for people who suffer from ovarian cancer.

It is a pleasure to speak in this debate, Mr Robertson. I congratulate the hon. Member for Paisley and Renfrewshire North (Gavin Newlands) on securing the debate and on making the case so succinctly on behalf of his constituents. I am sure that colleagues are well aware that the green deal was not extended to Northern Ireland, but tackling fuel poverty and making homes more energy efficient remains a priority for us. I will speak about a number of similar schemes and options available in Northern Ireland. I support the hon. Gentleman and I am sure that other hon. Members will back him up.

I support redress for all the hon. Gentleman’s constituents and others who have been financially disadvantaged to a considerable extent. When reading up on the topic, I was truly shocked to read about the questionable business practices that many HELMS employees seemed to adopt; we have heard about some already and we will hear more. It is no wonder that so many Members are here today talking about the negative impact on their constituents. Many were left out of pocket and some have struggled to sell their homes, which the hon. Member for Central Ayrshire (Dr Whitford) mentioned.

Over the past few years, there has been an increase in fraud, especially in relation to solar panels. In 2017, directors of a company were jailed, and recently a six-member gang committed a £17 million fraud in a solar panel scam. The full rigour of the law must be brought to bear on the company directors responsible.

The Minister is listening intently to what is being said and I look forward to her response. I know this matter is not ultimately her responsibility and she is filling in; nevertheless, I hope she is able to respond to my hon. Friend’s intervention.

When the company went into liquidation, many customers found themselves at a total loss, unable to take up their case with either the ombudsman or the company. The fact that the green deal was backed by Government undoubtedly gave the scheme credibility. The hon. Member for Paisley and Renfrewshire North said that one of his constituents phoned to check the scheme and found that it was Government-backed, so thought that it must be all right, but it was not. Coupled with the idea of saving money and being green, that resulted in many customers signing agreements that they did not necessarily understand, on the premise that their bills would not increase. It was disappointing for many that that did not turn out to be the case.

Members have given evidence that these operators of the scheme took advantage of their constituents. That said, Members must ensure that we do not undermine public trust in these types of scheme, given the potential benefits they can deliver. For example, in Northern Ireland, we have worked hard to tackle fuel poverty, and earlier this year, fuel poverty figures for the Province fell to 22%—a welcome drop from 42%. That indicates what we are doing back home, even with a stuttering Assembly.

I thank my hon. Friend and colleague for his intervention. He is absolutely right: we do need to raise awareness, and I think this debate will do that. We also need to raise awareness within health services so that they can give the correct diagnoses earlier for such conditions.

I will give some examples, if I may. During my research for the debate, I was distraught to learn that a young lady from Ballynahinch, whose family are from Killyleagh in my constituency, lost her fight against her eating disorder: in March, she died of a heart attack at age 21. She had been struggling with the eating disorder since 2009—that is horrendous. I will share her mum’s interpretation of it, which I read in an article that she wrote for the Belfast Telegraph; it outlined the problems with treatment in Northern Ireland. I know that that is not the Minister’s responsibility, but I just want to show that our problems are similar to those on the mainland—I do not think location matters much; problems are replicated across Northern Ireland, Scotland, Wales and England.

In the Belfast Telegraph article, we read that beautiful Sophie Bridges was 14 when she was referred to the NHS children and adolescent mental health service. The words of her mother are clear:

“Absolutely pathetic. It’s no reflection on anybody who works there, they try their best, but she was discharged on her 16th birthday. She was no better, she was just above the age for their service. She was still too young, though, for the adult service and had nowhere to go.”

That is one of the problems: moving from child to adult services. My examples will illustrate that very clearly.

I am sorry that I came late to this debate. Does my hon. Friend agree that when we talk about early intervention, we are talking about young people? Schools and social media have a responsibility, as they can be such cruel places for young people who feel that they are not perfect and are forced down the route of eating disorders. More needs to be done in that regard.

I thank my hon. Friend for his intervention. He is absolutely right: social media have a lot to answer for in many respects, but especially on this issue.

In the Belfast Telegraph article, Mrs Bridges went on to say:

“We just had to deal with it at home. We felt there was only a focus on her physical health, there was absolutely no psychological service.”

We need early diagnoses to ensure that we can deal with the physical—yes—but also the psychological, because that is such a key factor. Sophie spent the first half of 2017 as a hospital patient in a mental health unit. Mrs Bridges said:

“They did their best, but the provision just isn’t there. There are just so many different issues in one unit. There are girls like Sophie in the same ward as elderly people with dementia and others with schizophrenia.”

We can see right away where the problems are. Those problems are not unique to Northern Ireland, but are replicated across the United Kingdom. It is clear that we are letting down people who need help and attention that could make a life-saving difference. That was just one example of a young girl who very tragically lost her life, and our thoughts are with her family—her parents, in particular.

Another example is that of one of my other constituents, whose mum and dad I knew quite well. They were both in the police service, and I knew them when I was a councillor and a Member of the Assembly, long before I came to this place in 2010. Their daughter, whose name I will not mention, had anorexia that was so extreme, as I was telling my hon. Friend the Member for East Londonderry (Mr Campbell), that I spoke to Edwin Poots, the then Northern Ireland Minister for Health, and explained the case to him.

We do not have the self-referrals that the hon. Member for Angus (Kirstene Hair) referred to; patients have to be referred by the Department of Health. I asked Edwin to look at the case because the young girl was very close to death. He referred her to St Thomas’ Hospital, just across Westminster bridge, where they were able to help her; I met her and her parents in the House back in 2010 or 2011. The fact of the matter is that the treatment she got—let us give the NHS some credit for its work—saved her life and turned her around. She is now married and has two children. For her, her parents and her family, that is good news.

Despite our best efforts at addressing nutrition in classrooms and through soaps and other TV programmes, the Eating Disorders Association NI said that the eating disorders most commonly seen in young people under 18 are becoming more common among children between the ages of eight and 14. Let us not underestimate just how early eating disorders can start and how that affects people; the hon. Member for Bath mentioned that in her introduction. Eating disorders in children are becoming more common within that age group, and research shows that boys are at as high a risk as girls. I will share some of the figures on that in a moment.

The society that we live in fixates on skinny living, which is a misguided approach to healthy living. At one stage, I weighed almost 18 stone and risked developing diabetes. I turned the situation around by reducing my weight, which I will hopefully keep down. I did that and stopped once my goal had been achieved. What about people who cannot stop?

Comments in programmes such as “Keeping Up with the Kardashians”—I do not watch it and could not say who any of the Kardashians are or where they are from, but my parliamentary aide does watch it, much to her shame, which she will not mind me saying—fixate on looking skinny; in one clip, being called “anorexic” is even a compliment. That must be addressed.

In fairness, the apology from the Kardashians is wonderful, and they should be commended for realising that their comments came across in an unhealthy way, but the words cannot be withdrawn: young women who want to be more like the Kardashians, who seem to have it all, have already been impacted. I am not saying that we should have censorship, but we must have the common sense to address and not worsen our eating disorder problems. My hon. Friend the Member for Upper Bann (David Simpson) referred to social media, which have a lot to answer for. They set trends and create peer pressure. Sometimes, I wonder whether some of society’s problems—not all, but some—are caused by social media.

Many of us have referred to raising awareness, and the health service ombudsman has also recommended measures to increase awareness of eating disorders among healthcare staff, who have to know what the tell-tale signs are to support early diagnosis. Maybe the Minister can give us an indication of what he can do on that.

I look at my own beautiful granddaughters and sincerely believe that they are perfect. The thought of their view of themselves being shaped by others is frightening. They are young girls—only nine and four—but for some eight-year-olds, eating disorders have already taken hold, so let us address the issue at the earliest opportunity. We must take steps to ensure that the difference between skinny and healthy is taught from a young age.

I have some figures here that indicate the magnitude of eating disorders. Some 725,000 people in the UK are affected. At the time I found the figures, 90% of those affected were female, but the latest figures indicate that 25% of those affected are male. While it is very much an issue for young girls—they make up the cases I am aware of in my constituency—we also have to recognise that there are young men out there with the same problems. Young men are becoming as likely as young women to suffer from an eating disorder, and we must ensure that the message is sent that this is not a teenage girls’ disorder. It affects men and women, old and young, rich and poor. The disorder is life-threatening and we must do more to address it. We must provide more help to beat it and keep beating it every day of sufferers’ lives.

It is a pleasure, as always, to make a contribution to the debate in Westminster Hall today. I thank the hon. Member for Hammersmith (Andy Slaughter) for bringing the issue to the House. As the chairperson for the all-party parliamentary group on freedom of religious belief, the matter of Bahrain has been on my radar for a long time before this debate was called. I am thankful to the hon. Gentleman and to the Backbench Business Committee for giving the issue the attention it deserves.

As we come nearer and nearer to the March 2019 Brexit deadline, I am increasingly aware of how important global trade is and will be, and I am thankful for the good relations between the UK and Bahrain that saw bilateral trade worth £884 million in 2012. I am thankful for the good relations that allow us to have an embassy there and to have a naval base that gives greater coverage of the Gulf region. Bahrain is very much our partner in that. There is certainly a relationship between the UK and Bahrain, which is a good thing, and we encourage that. The give-and-take friendship should be maintained and enhanced if possible, but we all know that with friendship comes a responsibility and I wonder whether we are fulfilling our responsibility and duty to freedom and democracy as much as we could be.

My mother—wise woman that she is—has often told me, “You tell an acquaintance what they want to hear; you tell a friend what they need to hear.” As a friend of Bahrain, are we telling it what it needs to hear? We welcome the friendship—the hon. Member for Beckenham (Bob Stewart) told us very clearly how important it is and we all know that—but sometimes with friendship we have to remind people of the things they are not doing correctly.

It is always a pleasure to speak on this issue, and it is always good to see the regions of the United Kingdom of Great Britain and Northern Ireland agreeing on something. It is one of many issues that unites us; we can all sing from the same hymn book about it.

I thank the hon. Member for Moray (Douglas Ross) for bringing the matter to the House and clearly setting the scene. I was a member of Ards Borough Council and I have represented Strangford in the Northern Ireland Assembly and do so now as a Member of Parliament, and the issue we are debating has been a key issue throughout. Fishing is in my blood; I never worked on the boats, but my brother did and I understand the issues clearly. When I was introduced to the fishing fleet in Portavogie, I became aware of the heightened level of danger affecting fishermen and fishing boats. That reinforces the importance of fishing to people in Strangford, and in Portavogie in particular, as well as in Ardglass and Kilkeel.

With all the Brexit talk and the decisions over deal makers and deal breakers, there is no one among us who does not think about the subject during most of the hours of the day. Probably we all do: it is Brexit in the morning for breakfast, then for lunch and dinner and before bed—and on getting up in the morning it is all Brexit. We shall have more Brexit before the day is out, and I hope our appetite for it will be as strong as it was when it started. None of us wants to face the prospect of a no-deal exit from Europe, but there are things that are deal breakers, and to me the exclusion of non-EEA fishermen needs to be one of the things that is gone with the wind.

We need security of employment for the fishing fleet in Portavogie, Ardglass and Kilkeel. We understand there is a need for Filipino fishermen in particular, because they are dependable and they work hard. The whole thrust of their life is to do the job, which is why the fishing fleet owners in Portavogie, Ardglass and Kilkeel want them. Other Members have made a similar point about wanting Filipino fishermen to be able to come here. It must be possible to hire crew based on who can do the job, and not what someone’s passport says. Fitness for purpose is something that has often been lost in the eurozone as we focus on nepotism as opposed to ability. We must ensure that, going forward, that is not the case and that if possible our vessels can be filled with home-grown crew, but otherwise with whoever can do the job and fit in best within the vessel.

We in this Chamber are all aware of the issues at play here. It is good to see the Minister in his place; I know this is not his direct responsibility, but we look forward to his response. There are five tiers to the points-based system. The tier 2 or general visa is the main category for bringing skilled non-EU or non-European Economic Area workers to the UK. Generally speaking, the tier 2 visa caters only for jobs that are classed at graduate level with a minimum pay of £30,000 per year, and for jobs that are on the official shortage occupation list.

Tier 3, for low-skilled workers, has never been used. It has always been assumed that any need for low-skilled workers can be met from within the UK or European Economic Area, but it cannot. That is why this debate is important and why the fishing fleets across the whole United Kingdom of Great Britain and Northern Ireland need the opportunity to introduce this new tier system, enabling the Filipino fishermen to come to all the fleets across the UK and in Northern Ireland.

I thank my hon. Friend for giving way and I congratulate the hon. Member for Moray (Douglas Ross) on bringing this debate. My hon. Friend will know that we have a lot of people working across the wider spectrum of the agri-food industry from other parts of the European Union and from outside the European Union. Surely, if accommodation can be reached there, it can be reached on the fisheries side. It does not make sense.

I thank the hon. Lady for her intervention and her wise words. The Minister has heard what she said, and I agree with her, as others do. We need to have a strategy and policy that move us forward together, so that we can all take advantage of what happens, rather than efforts that are divisive—perhaps the wrong word—or different ways of trying to achieve the same goal. I therefore wholeheartedly support the A Fair Tax on Flying campaign and its call for at least a 50% reduction in air passenger duty. I urge all Members to support the AFTOF campaign.

My mother often urged me not to be penny wise and pound foolish. Many people would say that that is the Ulster Scot in her, and in me—every pound is a prisoner, and we were told to look after it and to look after it well. There is nothing wrong with that: thriftiness is good—my children comment on that to me, but that is by the way, and I hope that they learn the lessons that my mother taught me, and that I have tried to teach them. The point is this: we need to focus on the immediate penny, but sometimes we forget the value of the pound. That was what my mum was telling me. We need to look at how we spend better to grow our economy.

From the Minister’s response to various comments, I know that he is sympathetic to our point of view. It has been outlined to me that up to £175,000 can be generated through trade from a high-growth market per average flight added. That is a massive amount of money per flight added, and gives us an idea of our potential to grow.

I am sure my hon. Friend will be as surprised as I was to hear that within five years it is reckoned that Dublin airport will be a strong competitor of Gatwick. At one point that was unimaginable, and it is simply because of APD.

My hon. Friend is absolutely right. Those are all the arguments and the evidential base from places around us. We should be looking at how such places advance and how we can do so alongside them or do even better.

New daily flights to the eight largest high-growing economies could generate as much as £1 billion in additional trade per year for the economy—that figure multiplied up from the one flight to all the flights together. The economic value of new connections to five Chinese destinations, which I mentioned earlier, will add £16 million to GDP and 530 new jobs. That alone gives an idea of the advantage to be gained there.

I do not want to make a pun, but I urge the Government to consider a pilot scheme—for a methodology whereby we can move things forward. Research by PwC shows that more tax revenue would be raised from other taxes than would be lost from abolition of the APD, with a net £570 million in extra tax receipts in the first fiscal year. Positive benefits through to 2022 could add up to as much as £2 billion in tax receipts additional to the total in the status quo. These are not just enormous figures; they represent our potential growth and what we can do. APD abolition could boost UK GDP by almost 0.46% in the first year, with ongoing benefits up to 2022. The increased economic output associated with abolition could lead to the creation of 61,000 jobs by 2022, which is not very far away. At my age, the years seem to go by quicker, but the fact of the matter is that we would quickly see the advantages.

I join the calls to sincerely urge the Government to reduce APD by at least 50%, to ensure that the United Kingdom of Great Britain and Northern Ireland, better together, is more connected to the world, including emerging markets, so that there is increased choice for holidaymakers and to demonstrate that a truly global Britain is open for business. After Brexit, we should be even more open than we are now.

I beg to move,

That this House has considered raising standards of infection prevention and control in the NHS.

This issue has been brought to my attention by a number of health organisations, and by lobby groups within the House as well. We are very aware that 5 May marked World Hand Hygiene Day and I am very glad to have secured this debate, to draw attention to the importance of infection prevention and control in the NHS and, in particular, the role of good hand hygiene in raising standards.

The first time the matter came to my attention was when my brother Keith had a serious motorbike accident some 12 years ago. Whenever we visited him in the Royal Victoria Hospital, we were told by the nurses to wash our hands: “Everything has to be very, very hygienic in here.” We washed our hands almost to the point of obsession because in that ward people were between life and death, and infection could have meant the end of a life.

This year, World Hand Hygiene Day focused on raising awareness about sepsis. We all know about sepsis through our constituents and the stories in the press as well. The World Health Organisation estimates that sepsis affects some 30 million patients worldwide every year. In response to a business question that I put to the Leader of the House, she suggested I seek a debate in Westminster Hall on the matter. As I am not very often here, I thought I would introduce a debate myself for a change—it would perhaps be an occasion. Here in the UK, there are 44,000 deaths from sepsis every year and it is a priority area for the Secretary of State. Effective hand hygiene plays a key role in reducing the risk of healthcare-associated infections such as E. coli, which are a major risk factor for developing sepsis.

I told Professor Didier Pittet, director of infection control at the World Health Organisation, that a debate on infection control was taking place in Parliament—I wished to inform him about what we were doing.

I congratulate my hon. Friend on obtaining the debate. Yes, he is not often here and it is good to see him speak. On infection control, when we go to hospitals it is amazing to see patients standing in their dressing gowns, outside the front doors, smoking—human rights and all the rest of it—some of them running about with a drip in. All that infection is brought back in. Does my hon. Friend agree that something surely needs to be done from that end as well?

My hon. Friend is right. I hope that hospitals will take note of what is said in this debate and take action accordingly. It is all very well a visitor washing their hands almost to the point of obsession—every time they go out and come back in again—but hopefully that same level of hygiene control is being done by the hospital as well.

When I notified him of the debate, Professor Didier Pittet said:

“In the early 2000s, the NHS was the first ever health system to use a hand hygiene promotion strategy modeled on the World Health Organisation’s. This strategy went on to be active in 186 of the 194 UN member states. I call for the UK and the NHS in particular to reinvigorate hand hygiene promotion as the main strategy to reduce infections. The WHO hand hygiene promotion strategy saves between 5 and 8 million lives in the world every year, and will save hundreds of thousands in the UK.”

So, the importance of the debate is clear.

I spoke to the Minister before the debate and gave him a copy of my speech, to make him aware of what we are trying to do and the questions I want to ask him. I have absolutely no doubt that the shadow Minister and all of us here will be saying the same thing. We are looking for the same thing. There are some pilots in place and some recommendations coming from across the NHS, and we want to look towards those as well.

It is a pleasure to be called to speak in this debate, Mr Gray. I congratulate the hon. Member for Slough (Mr Dhesi) on setting out the case so very well and on giving us an opportunity to participate in the debate.

We increasingly live in an age that seeks to centralise things and to consolidate physical holdings. Why have a bank in rural villages when people can bank online and can attend the bank in the next bigger town? The next step, more recently, has been the closure of banks in our bigger towns, with the main town of my constituency, Newtownards, having lost the First Trust Bank, the Bank of Ireland and the Halifax bank, and all branches making changes to the way they do things, all in the name of streamlining.

Yes, we have to streamline—in a way this debate is about streamlining—and yes, we have to modernise, yet there is a time and a place for that. Like the hon. Member for Moray (Douglas Ross), I want to comment on that and encourage the Minister. I know she listens to what we say and makes sure our viewpoints are taken on board, which is important.

I recently had a proposal on my desk to close the courthouse in Newtownards in order to centralise in Belfast. It was a worrying move that concerned us. The proposal was, if I can use these words, Mr Gray, absolutely crazy. The idea of closing the third biggest courthouse in the Province was simply a threat to justice in the area. The issue is as simple, as big and as important as that.

The former Minister decided to close a lot of courthouses in Northern Ireland—a decision that the new Minister reversed. The former Minister would have closed the only courthouse in the city of Armagh, the citadel city. That decision was rightly reversed, so that people could still access it.

I thank my hon. Friend for his intervention. I will tell the story from my constituency, as the hon. Member for Moray told his constituency’s story. It is wonderful to discover that things in my constituency are very similar to those in Moray, because things happen that are universal across the whole United Kingdom of Great Britain and Northern Ireland.

The Northern Ireland Department of Justice proposal was to reduce the court estate from 20 to 12—a 40% reduction. That is a massive reduction, and that did not include the courts that had already closed, including smaller courthouses such as a neighbouring one in Bangor, the closure of which was a downwards step. I believe that the level of closures was disproportionately high compared with the closures in England and Wales referred to in the Department of Justice consultation paper; there was a 28% reduction in 2010. That level of culling of courthouses in Northern Ireland was not necessary or beneficial, and did not provide basic access to local justice.

Newtownards courthouse has a significant volume of business. I want to put something important on record that relates to the reasons for retaining that courthouse: it is the busiest court outside Belfast and Londonderry, dealing with all types of specialised court business—civil, criminal and family. It is now a specialist centre for children’s courts, youth courts, magistrates courts, civil courts and Crown courts. The work of that courthouse has increased, taking a bit of pressure off the larger ones. Many disability living allowance and other benefit appeals are now held there, because the safety and security aspect is much better. That is important not only for confidentiality but for those who attend. The courthouse is now seen as thriving and constantly busy. It also brings business to the local coffee shops. The spin-off from the courthouses to the surrounding area can never be ignored, and shops in the town must also be taken into consideration.

The idea of taking justice from Ards to Belfast without just cause, closing the courthouse after spending almost £1 million on refurbishing it—the hon. Member for Slough referred to the spend on another courthouse—made no sense. Asking people to make the journey from Portaferry to Belfast made even less sense, and would in itself have been a barrier to justice, as the courts there are already overworked. The Department’s target that people should be able to reach a courthouse within an hour by car is fine for those who have a car in which to travel, but for too many people it is a matter of catching a bus or train. The hon. Member for Thirsk and Malton (Kevin Hollinrake) spoke about people having to make three bus changes to get to a new court. That is illogical and unfair. Catching a bus or train rarely, if ever, takes less time than it takes someone to jump into their own car.

Another important point is that people have to be at court at a particular time. They have to get up at whatever time is necessary and get on buses or trains to ensure that they arrive in advance. The hon. Gentleman referred to a four-hour journey for some people to get to court on public transport. The hon. Member for Dwyfor Meirionnydd (Liz Saville Roberts)—I hope I said that right, Mr Gray; my Welsh accent is atrocious, but I tried very hard to grasp those two words—mentioned that as well. The issue of distance is very real to all of us in the Chamber.

I do not find the mentality of “Oh, what’s an hour’s drive?” acceptable. I do not accept it in my constituency of Strangford. I therefore support my hon. Friend the Member for Slough, if I can call him that, in his stand against the reforms in his constituency. The good news is that we managed to overturn them in ours. The legal community, the community of Newtownards, elected representatives, the local council and elected representatives from the Northern Ireland Assembly managed to combine our efforts and present an evidence base to Ministers to overturn the “economy savings” in my constituency by proving that it was a false economy. Ministers accepted that, and we now have a thriving and retained service in Newtownards as a result.

My hon. Friend the Member for South Antrim (Paul Girvan) was the penultimate Back-Bench speaker in this debate, and I am the last. I am always pleased to contribute to debates about Northern Ireland—and, indeed, a few others as well.

First, I would like to thank the Secretary of State for bringing the Bill forward. As we outlined yesterday, this is not the preferred scenario for Northern Ireland. We very much want to see the Bill coming forward, but it is no doubt due to Sinn Féin’s obstinate attitude, the obstacles it has put up and its austerity agenda, which we are all going to suffer from. Today will hopefully be the first stage in people not suffering, because the people back home will have an opportunity to see what we can do.

The preferred scenario is that we allow those who were elected to do a job to sit down and do that job. My colleagues are desperately aware of that and are itching to do it, yet we are past the stage where we can apply a plaster to cover the wound. The wound is infected and seeping and needs urgent attention, and today’s debate is the prep for the surgery. The Secretary of State has set that out. I would like to thank all hon. Members who have contributed so far to bringing the Bill forward. We have discussed who and what caused the wound—a militant Sinn Féin agenda—and now we are beginning the process of cauterising it and stopping the bleeding.

I want to put on record my thanks to my colleague, the MLA and former Finance Minister Simon Hamilton, for all the hard work he has done. He is a really hard-working MLA, as all MLAs are. They do incredible work across all constituencies in Northern Ireland, night and day.

The people from the Province have waited long enough for decisions, and today we are waiting for the right decision to be made. For example, I know that the council that covers the majority of my constituency, Ards and North Down Borough Council, has been working really hard to keep the rates down in its area, as has Newry, Mourne and Down District Council. Ards and North Down Borough Council has initiated a scheme whereby the grey bin for any waste is collected every other week, a blue bin for recyclables is collected on the alternate week and a brown bin for food waste is collected every other week, along with a kerbside collection of glass.

Such initiatives enable savings to be made at the council level. Some of the savings were put into an educational pot that is used to promote environmental issues in schools, by taking children to see how recycling works and holding other such events. The pot is used to go around community groups and host events in communities, and a large amount of it goes to offsetting the rate, meaning that despite the council building a state-of-the-art leisure centre and many other outputs in Ards, when it met on Tuesday 13 February and struck a district rate for 2018-19, the domestic rate was 22.3273p in the pound—a rise of 2.96%. It is a thrifty council, using all its Ulster Scotsism to look after the pennies and the pounds and ensure that it can still deliver a good rate. For the average household in Ards and North Down, that equates to an increase a £1.35 per month, and they get all the things I have mentioned and a lot more for that money. The council has attempted to stay as close to the inflation rate as it possibly could, while still providing an acceptable level of service provision.

When we look at the decision that the Secretary of State is making today, we understand the reasons why she has put it forward and why it must be done. I know that the Secretary of State will say that we pushed and pushed her to take the decision, and we are very pleased that she has done so.

For the record, may I commend the Secretary of State for her answers during Northern Ireland questions today? She was pithy and confident, and she showed all the things we look for in a Secretary of State. There again, the Under-Secretary obviously did extremely well, too, in assisting the Secretary of State. He always does well.

Some will question why, when others are attempting to keep increases as near to the inflation level as possible, the Secretary of State has set the rate at the level she has. We need more finance, and this will enable such money to be collected, allowing business to continue and the wheels to carry on turning. This is all part of the additional money that has been granted by this House.

Yes, I agree with my hon. Friend. There may be an odd council or two that are not quite as prudent as they should be, and we would like them all to be every bit as prudent as one another.

With the additional money, we live in hope that the Ballynahinch bypass might even be started, that nurses could be trained in using diabetic insulin pumps and that there may be more hours for NHS staff and more classroom assistance. We hope for all these things from this money, and we will see how it goes.

I am very pleased that the Government have awarded NHS staff a wage increase today. This House should be proud of that, use it to encourage them and say that it is a recognition of their efforts and hard work.

As we all know, the nature of rates is that they go up every year; it is very unlikely that they will not. The fact is that they are higher this year than they were last year and the year before. I want to point out, however, that families are struggling. It would be remiss of me to come to the Chamber without making that point. I obviously say that regularly, and I have done it again today.

It is my belief that the working poor are becoming more and more prevalent, with parents in work and yet struggling under the burden of bills. Another sacrifice for a struggling family who are not on benefits is that they do not get any form of rates relief, yet their children might be living in poverty. In Northern Ireland, we have some of the highest child poverty levels in the whole United Kingdom. An area may be perceived to be affluent, but that does not mean that the issues of child poverty are not real, because they clearly are.

I thank the hon. Gentleman for his “but.” It is always good to have his input. Let us be honest: we all see the common threat, which at this time is Russia, as the Prime Minister told us yesterday in the Chamber. It is across the fronts of all the papers and front-page news on the media today. Already, France, Germany and other European partners recognise the common threat of Russia. I am confident, as I hope he is, about how we can espy the common enemy, understand where the focus has to be and then move forward accordingly.

An oft-cited statistic on trade with the Commonwealth bears repeating: in 2015, UK exports of goods and services to the Commonwealth were worth some £47.4 billion, while imports were worth £45.5 billion. The right hon. Member for Newbury referred to the Commonwealth, and we cannot forget about it. It is important for us to have it in place.

Does my hon. Friend agree that in all walks of life and every organisation, there comes a time when reinvigoration and renewals is needed, and the diplomatic service is no different from any other? If we are moving away from the European Union, we need to be at the top of our game and, as has been mentioned, have proper staff in place to take us forward into the next century.

Yes, we do need to invigorate. It is like a marriage: every now and again we need to invigorate it. It is important that we do so at this level, and that we do it well.

Those statistics on Commonwealth exports and imports give us a good idea. It is clear that great work is being done, but there is massive potential for more to be done. We are looking at how we can advance that. The UK’s trade is heavily focused on a small number of the 51 Commonwealth countries: in 2015, Australia, Canada, India, Singapore and South Africa accounted for 70% of UK exports to Commonwealth countries and 65% of imports from the Commonwealth. Those are massive figures, but we can build on that and do better.

How are trade links to be developed to deliver their full potential? A big key is through our Foreign and Commonwealth Office, the Minister and the embassies. I know the Minister is committed to that at every level. Our teams in the embassies do a phenomenal job. I spoke recently in a debate highlighting the great work that the FCO did in bringing the body of one of my constituents home, and praise goes to the FCO for the marvellous work it does, but that case showed clearly that it could help so quickly and bring so much relief and peace to a grieving family because there was someone on the ground to sort it out. That was because we already have phenomenal staff in the embassies doing great work.

My hon. Friend has raised a number of points about different Departments. Does he agree that it is regrettable that agriculture will face a reduction of some 3.7%? It is vital that the animal standards and welfare—all of that—is taken care of as we leave the European Union, and that there is enough funding to eradicate tuberculosis.

I congratulate my hon. Friend on his hard work on the Select Committee on Environment, Food and Rural Affairs. He is studious, and he tells me that he will be working even harder than normal this week. The Committee is doing a lot of work, and I commend him for it.

I proudly wear a remembrance pin in my lapel today. My colleague asked my why, and it is to remember the UDR four—four young men murdered on the boundary of my constituency by the IRA at Ballydugan. I knew three of those young men personally. Justice for their families remains unmet, in this world at least, but they will get their answer in the next world—that is the way it should be. There is a day of reckoning for everyone, and those who have carried out evil deeds will one day be held accountable. The things that should be important to anyone, regardless of creed, class, colour or ethnicity, are all sacrificed for an ideal of a greater good that cannot change one person’s life or enhance it in any way—and all because people who are supposedly so principled refuse to stand up for their people today.

If a person in the street—nationalist or Unionist, Protestant or Catholic, or whatever their religion might be—were asked what is the most important thing, they will say education, health, the roads and getting the operations they want. Those are the issues in my office every day, as I suspect they are in the office of every Member here today; it is not the Irish language Act or those issues. The quicker that Sinn Féin catch on to what the issues are and, I say this with respect, the quicker the shadow Minister, the hon. Member for Ealing North (Stephen Pound) realises that, too, the better it will be and we will have an understanding in the Chamber of the real issues.

Sinn Féin are not here to speak for a solution. However, we are here, and we will continue to speak for the people of the Province in the best way we can. When I speak to constituents at home about the budget, they have highlighted many things, and my response has been steady and constant: direct rule is no good for Northern Ireland. It is not what I want, and I do not think it is what the people want. We are a party of devolution, as everyone in this House recognises. I am proud to be in this House, and this is the world’s greatest seat of democracy. I have watched direct rule, and I am of an age, as I suspect are many Opposition Members—with the odd exception or two; there might be a couple behind me—that remembers direct rule. Under direct rule we lost out on having an input on education and health, and most of our input was through the local councils or the Forum for Political Dialogue, as it started off, and then the Assembly. We lost out on those issues through direct rule.

I watched the Northern Ireland Office struggle under the weight of running an entire country, and I watched this place taken up with micromanagement, under which it is next to impossible to produce excellent results. I do not want direct rule, and neither do most people in this Chamber—most especially the Secretary of State in all likelihood—but we now have no other option unless good sense and a desire to do what is right appear.

I turn to today’s business and setting the budget. I have listened to my colleagues outline many of the pressing needs that must be addressed, and I wish to underline one of those needs in the short time I have remaining—the role of community funding. My right hon. Friend the Member for Belfast North (Nigel Dodds) spoke about that, and I do not think there is one Northern Ireland MP sitting here who is not faced with it every day. It is essential that the good work within our communities is enabled to continue. I have been contacted by the Eastend residents association, a great group in my constituency that applied for community funding through the social investment fund to build an extension on the community flat. The group provides a homework club, a pensioners club and a craft club, and it hosts a benefits advice centre and cross-party surgeries by elected representatives. The group is very much part of the community, across party politics. The group needs the extension to continue its work, and at this moment in time we are sitting in limbo; we do not know what is going to happen. We have waiting for years for the extension, and the SIF funding was granted.

I am given to understand that all commitments will be honoured, but my issue is twofold. How many other groups will not be able to grow because they have no mechanism to access capital spending? How can underperforming young Protestant men in my constituency get out of the rut in which they find themselves if they do not have the community influence and the funding to help them find what they excel at? That applies to all the community groups in my constituency. It applies to the Glen Estate, the West Winds, Bowtown, Ballygowan, Scrabo Estate, Saintfield, Ballynahinch and Crossgar community associations. Every one of those groups has a project that it needs completed. If we cannot get the money into those projects, we cannot get that done.

What about Home Start and Positive Futures? They are also organisations that are waiting on funding. We need this money, and we need this budget in place to make things happen. That also applies to domiciliary care and other care packages.

My second issue lies in the actual funding formula. The £15.7 billion figure included in the Government’s main estimate represents the cash grant payable to the Northern Ireland consolidated fund, which is also supplemented by funding from other sources, including the locally raised regional rate and borrowing under the reinvestment and reform initiative. That does not allow for any additional funding to be secured or raised.

The Secretary of State has been at pains to say that this is not direct rule and that it is simply allowing the Northern Ireland civil service to be allocated the funding as it believes has been agreed by the Department, but I believe there is no scope for political representation to change minds or to bring new information to light—some of my hon. Friends have referred to that. We are left with little accountability, which has previously been a huge problem in Northern Ireland.

I ask the Under-Secretary, in the absence of the Secretary of State, how the Government intend to ensure that this interim measure does not prevent worthy projects —I have named a number—and the groups involved from getting funding, as they would have under the guidance of a Minister, had one been in place.

I know that few answers can be given at this stage, but the truth is that people need answers. My constituents need answers and they need certainty. All our constituents need those things. Unlike those who are notably absent, the DUP, the biggest voice of Unionism, is willing to work with the Government to bring about stability. That is important for the areas of health and education, but stability is also necessary in non-ring-fenced areas. We are looking to the Secretary of State and to the Government to provide it. The time is fast approaching when they will have to take firmer steps to deal with the issue of blatant non-compliance by Sinn Féin.

I thank my hon. Friend for that intervention. We both had an opportunity to visit Iraq and to understand the issue he has highlighted. As he rightly says, we must speak up on behalf of those who cannot be heard and who have no voice. Today in this Chamber, we will be their voice.

I am sure my hon. Friend agrees that the persecution of Christians is nothing new. Those who believe in the biblical truth of the gospel have always been persecuted. We do not have to go to other countries to see that; we see it in the British Isles, where street preachers and others are told to remove themselves from the streets. If we live in an age of equality, that should be rectified.

That is a timely reminder from my hon. Friend. We do focus on Christians in other parts of the world, but sometimes we need to focus on what happens at home as well, as my hon. Friend said.
