I have raised the issue on behalf of my constituents in north Wales who feel that they do not have clarity on the signage and did not know that the tolls were there. I have had a letter back from Merseyflow, which says:

“I fully appreciate the points in reference to the new scheme which may have led people, particularly from outside of the area to be confused on the ways to pay.”

I have constituents who have paid the toll, who have been fined for not paying the toll and who were not clear, when the toll was introduced, that the toll was even there.

My right hon. Friend makes a very good point and leads me into the next part of my speech. I will quote Rachel from north Wales, who has seemingly had a similar experience to his constituents. She said:

“Two weeks ago I drove over to Walton for a long awaited hospital appointment. Not only is it a 120 mile round trip, it’s an area I don’t know at all so subsequently I was reliant 100% on my Google Maps. While crossing this new bridge I did see a brief sign that mentioned Mersey Flow, but as I was concentrating on the road in an unknown area I was paying more due care and attention to the road and not the sign about a method of payment, I just assumed that being a ‘Toll bridge’ there would be a booth at the other side. 3 days after this event I was told via friends that you had to pay online or I would receive a fine. I paid the £4 for both journeys. Today I received a fine like many other people, including one of my sisters after driving there at 1 am to collect my father from Liverpool airport”.

It is precisely the same experience as that of my right hon. Friend’s constituents. The issue does not just affect Halton and the surrounding boroughs, but is spreading its effects right across the sub-region and beyond into other areas.

It is an honour to serve under your chairmanship, Mr Paisley. I am grateful to the hon. Member for City of Chester (Christian Matheson) for calling this debate. It is testimony to his chirpiness and to the energy of Labour Back Benchers that they have been able to muster such a crowd after a night like last night. I congratulate them on that, too.

Many issues have been raised that will not merely resonate in the Palace of Westminster but be noted by Halton Borough Council and other local councils, and by Merseyflow. I hope that they also have an important wider impact in terms of informing hon. Members’ constituents of the present situation. I have a lot of material to get through, so I am going to be quite quick.

Let me start by pointing out that, contrary to some rumours and suggestions, the Government are very focused on investment in the north, including in the north-west and in and around Liverpool. As the House knows, we have committed to invest £13 billion during this Parliament to improve regional connectivity so that northern towns and cities can pool their strengths and create a single and more interconnected economy. The Liverpool sub-region is a very important part of that policy. As the hon. Gentleman knows, it is a centre of innovation, industry and culture that serves a local population of 2 million and a global population of billions. There are important economic sites in the area, including the Daresbury enterprise zone, Liverpool John Lennon airport and the Omega site in Warrington, but this Government, like colleagues across the House, recognise that the area requires greater investment to support economic growth.

To that end, we have provided nearly £300 million of local growth funding for a number of transport improvements in the region to boost the local economy. Those include the Halton curve, the Warrington waterfront transport infrastructure scheme, improvements at junction 8 of the M62, access improvements to the Knowsley industrial park and the Knowsley expressway, and the M56 junction 11A scheme, which we expect to provide a new junction with the Mersey Gateway bridge and to support the Daresbury enterprise zone. We are doing a lot, and we plan to do more. Subject to future decisions, we could also see improvements such as a high-level crossing of the Manchester ship canal in Warrington and improved access to the port of Liverpool, which is already included in my Department’s road investment strategy.

There has been great growth in this area, and there will be more, with the support of public investment in infrastructure, as has been recognised across the House and in this debate. But it is also clear that, in the middle of all this, the Silver Jubilee bridge in Halton became a victim of the success of the local economy. It is a vital link between the two halves of Halton and one of the few strategic crossings of the Mersey, and it is therefore vital to the wider sub-regional economy, as has been widely pointed out today. It has been upgraded over the years so that it can cater for significantly higher levels of traffic than it was originally designed to accommodate. Nevertheless, as has been recognised, it faced serious congestion, which was holding back local growth. There were delays of up to 10 minutes at peak hours and gridlock on the local network, and there were significant increases in incidents and pollution, as has been recognised. At some point, whether we like it or not, and whatever might have happened to any other river crossing, that bridge would have had to be closed and upgraded. It is important to understand that.

Of course, the new Gateway bridge was itself the product of significant local care, thought and attention. There was a long gestation period, which began before studies in 1994 and included extensive public consultation. It was always clear that both bridges would be tolled, not just the new one. As has been mentioned, there was a public inquiry during May and June 2009, which was chaired by an independent planning inspector. It considered seven planning applications and legal orders, and those orders were confirmed in 2010.

That is a very important backdrop, because it makes clear the context in which we are presently operating. The new bridge, as a striking addition to the local landscape, is already helping to cut congestion, improve journeys and boost the region’s economy. We have heard that there are already 80,000 journeys a day on it, which testifies to its strength. As Members have recognised, it is an astonishing achievement. It is more than 2 km of bridge and road, with 239 enormous beams weighing up to 106 tonnes. It will create nearly 5,000 permanent jobs and will add an estimated £61.9 million in gross value added from new jobs every year by 2030. As the hon. Members for Halton (Derek Twigg) and for Weaver Vale (Mike Amesbury) said, it is a fantastic achievement to have delivered that scheme on time and on budget.

I have no time. The right hon. Gentleman can ask his question if he wants to, but I really want to respond to the points that have been made.

The Government have provided £288 million so far to fund this piece of infrastructure, on top of the £86 million already provided to Halton to develop the scheme and to pay for land and for decontamination. It has been the policy of successive UK Governments—this Government and previous ones—that major estuarial crossings should be tolled. That has been the case with similar English crossings and with the Mersey tunnels, and it was decided that the Gateway bridge would not depart from that policy.

The tolling proposals have been integral to the scheme and to the financing package for the new bridge. As was recognised, it is a practical impossibility to have a situation in which the new bridge is tolled while the adjacent Silver Jubilee bridge is not. That would mean that most users would opt to use the existing bridge, which would defeat the objective of bringing that bridge back to more local use and upset the agreed financial package. There is nothing new here. These issues were all considered and debated at the public inquiry into the legal orders that Halton Borough Council sought to construct the new crossing.

It is important to recognise that, at the final approval stage in 2014, the then Chancellor announced that the Government would fund the difference, to allow eligible residents unlimited use of the bridges for registered private cars only. As a result, there is a discount scheme for local residents. The residents of Halton are in the unusual position that the existing bridge connects the two parts of the borough either side of the River Mersey. We continue to feel that it is right that those who live in that situation receive free crossings, as is the case with the Dartford crossing in Kent. Many hon. Members said that there is therefore a case to be made for the extension of free tolling to residents of councils beyond Halton. As I have said, we have looked at that, but it is a practical impossibility, for two reasons. First, the cost to the Government and to local authorities would be substantial. Extending the benefit to residents of just the five neighbouring authorities would cost more than £600 million. We would expect the cost to be split according to the ratio that has been used so far. That would leave nearly £370 million to be found by the five councils.

Kettering is a fine town and a well represented constituency, and I can absolutely understand the case that my hon. Friend and Kettering would make for its hosting the operating team. He is absolutely right that it is at the heart of the midland main line. It might have some competition from Derby and others, but he makes a strong case.

The Chancellor of the Exchequer mentioned in the Budget last week the north Wales growth deal, which includes a proposal for a metro linking north Wales and the north-west of England much more effectively. Has the Secretary of State received a cheque from the Chancellor?

Actually, it was my suggestion that we look at the project. I have listened to the right hon. Gentleman and understood the argument, and the Chancellor has provided development funding so that we can take that work forward.

First, let me welcome my right hon. Friend back to her place in this House. It is good to see her here again. As a regular commuter to school on the mid-Cheshire rail line, from Cuddington to Hale, I am all too aware of the attractions of reopening the line to Middlewich. I am more than happy to meet her and local campaigners, and it is really important that all local transport authorities and local enterprise partnerships are supportive of such projects. I am sure that in her early days as the Member for Tatton she will work with those groups to make this a reality.

The Mersey-Dee Alliance, which includes the Cheshire West and Chester local authority, has a growth deal bid that includes rail improvements and the Chancellor indicated in his Budget that that might get some support. Can the Minister say whether any money has been given to the Department for Transport, in particular to improve the links between Crewe and Chester and on to north Wales?

We certainly recognise that our decision to take HS2 to Crewe by 2027 opened up a range of possibilities for improving connectivity into north Wales, considering the potential outcomes that passengers might want in terms of improved capacity, improved service frequency and so on. We are looking forward to doing more work on the Crewe hub and seeing what potential is unlocked by development at Crewe. Hopefully that will benefit not just Cheshire but north Wales.

The Government are investing in major signalling renewals on the north Wales line to improve reliability and, after years of waiting, in the Halton curve. This will improve rail connectivity between north Wales, west Cheshire and the Liverpool city region, including Liverpool John Lennon airport. Our recently announced national productivity investment fund will also support local authority investment on the A483 corridor between Chester and Wrexham.

I am grateful for that answer, and the Minister knows that I support all of those initiatives, but will he consider the letter sent to him by Conservative and Labour Members of Parliament on behalf of the Mersey Dee Alliance and Cheshire East council asking him to look at the developments of High Speed 2 and the hub at Crewe? Building on that progress will help connectivity on behalf of all of us in the region.

I know all about the letter, and indeed had a meeting to discuss the issue yesterday. I am seized of the necessity to make sure that north Wales does not miss out in the investment that we are putting into our rail network. We will bring forward our thoughts in due course, but I can assure the right hon. Gentleman that this is very much top of mind in the Department.

I would be happy to have that meeting, particularly if my hon. Friend involves the local enterprise partnership, as LEPs are central to putting these bids together. These types of investments are important for the local regional economy and some of the councillors’ own objectives might be relevant.

Will the Minister look very carefully at the plans that are being forwarded by the Mersey Dee Alliance for a direct strategic rail link to Manchester airport? Such a link would have a dual benefit, speeding traffic to the airport while taking cars off the M56.

That is just the sort of project that Transport for the North will be looking at. As aviation Minister, I understand the importance of good surface connectivity to airports to ensure that they can continue to grow, and Manchester airport, with its £1 billion investment programme, is an example for others to follow.

Since 2010 my Department has overseen the successful delivery of 50 miles of electrified track. In the constituency of the hon. Member for Ealing Central and Acton (Dr Huq) construction is under way between Ealing Broadway and Acton mainline stations, to remove slow-moving freight trains off the line and enable high-frequency electric Crossrail trains to service her constituents from 2018. From Paddington and through her constituency to Bristol and on to Cardiff, Network Rail has installed around a quarter of the 14,000 piles needed to turn the centuries-old Great Western line into an electric railway fit for the 21st century.

I congratulate the hon. Gentleman because I, too, am a football supporter—I support Derby County and any team that plays Manchester United—and his team has done incredibly well. He makes a fair point, and Network Rail uses a huge amount of steel, which helps his constituency. I will look into his point and write to him once I get the results of Peter Hendy’s re-plan.

The Chancellor of the Exchequer visited north Wales in July and said that he will “look at” the case for electrification of the line from Crewe to north Wales. Will the Secretary of State define what “look at” means, and say whether it will mean look at and deliver, or just look at?

It means that I will take no lessons from someone who, between 1997 and 2010, supported a Labour Government who managed to achieve the great amount of electrification of 10 miles—13 years, 10 miles. We will certainly look at electrification as that is the way forward for the railways, and I will consider that along with other plans for control period 6.

Two weeks ago I raised with the Leader of the House a series of parliamentary questions on the important issue of passports to which I had not had answers. He helpfully wrote to the said Department, and I have had a nice letter back, but I have still not had answers to the parliamentary questions. The questions were tabled on 4 June, and they were on pertinent matters to do with passports. Can a timetable be set for when answers should be given to Members?

I was aware that the right hon. Gentleman had raised those questions with my right hon. Friend, the Home Secretary. As I am sure the right hon. Member for Delyn (Mr Hanson) is aware, the Home Office, like other large Departments, receives a very large number of complex questions, and it takes time to produce a thorough response. Home Office Ministers take their responsibilities seriously, and indeed I had occasion yesterday to remind them of those responsibilities.

I hear what my hon. Friend says. There has, rightly, been involvement: Julie Dore, the leader of Sheffield city council, was a member of the taskforce. The taskforce has stated that cities need to prepare, so that we can consider the long-term consequences of overall transport investment. They need to prepare for the benefits that HS2 will bring to their areas.

I welcome the fact that the Secretary of State used the two words “north Wales” in his statement. He will have my support for the speedy development at Crewe to link to north Wales. Does he accept that this is about not just speed, but capacity? What steps will he take to increase capacity to north Wales, and, by extension, to Ireland?

The right hon. Gentleman is absolutely right. Too many people talk about high-speed trains as though they are just about speed. They are not just about speed. When Lord Adonis launched the initial plans he talked a lot, as I have done since I have been Secretary of State for Transport, about the need for additional capacity. One of the biggest reasons for the new railway line is capacity on links between north and south, and the extra capacity we need at Euston. The right hon. Gentleman is absolutely right: we need to ensure that that capacity serves north Wales well.

As I said earlier, one of the reasons the costs have increased, which my right hon. Friend often attacks, is that we have gone to extra lengths to protect the environment. There will be a huge amount of tunnelling in her constituency, which will cost more money. Sir David Higgins is a well respected engineer and has been a leader of great projects in our country, including the Olympics, which were delivered on time and below budget. I am sure that when he takes up this post, he will bring that expertise to the job.

Will the Transport team look at two places where we could link the north-west of England with north Wales? The first is the Halton curve, which my hon. Friend the Member for Halton (Derek Twigg) mentioned, and the second is the Wrexham-Bidston line. Like Scrooge, I am not asking for those things for Christmas past or Christmas present, but perhaps, in the spirit of Christmas, the Secretary of State could look at those issues for Christmas future?

The Commission has no direct discussions with the Food Standards Agency on products served in its outlets. However, the House’s catering service continues to be vigilant and to act in line with FSA recommendations. The catering service is also in communication with its accredited suppliers, trade associations, the trade press and an independent food safety service about any potential problems in the food supply chain.

Consumers, whether they are in the House of Commons or on the high street, expect integrity in their food supply. Will the hon. Gentleman continue that contact with suppliers so that they look at their suppliers to ensure that this House has integrity of supply?

I am grateful to the hon. Gentleman for that request and can certainly give him that assurance. The recent case of some products being withdrawn happened precisely because the supplier, Brakes, made contact with us as part of that dialogue. I am delighted to say that they are all back in service, having been found to have had no problems.
