My Lords, I am pleased to follow the noble Lord, Lord Bourne. Coronavirus is the biggest crisis of our generation and I recognise that the Government have provided constructive financial solutions to address the many emergency economic pressures. They have protected health and the economy with the furlough and measures to help the self-employed, providing many families with some relief, even though millions have faced incredible hardship and had to rely on paltry universal credit and food banks. Countless community efforts have provided families with basic sustenance. I pay tribute to many restaurateurs, including the 5,000 Bangladesh Caterers Association UK members whose earnings have dropped by 90%. Many are finding it impossible to navigate bank loans and other measures. What assessment have the Government made—

Sorry, I do not know what happened. What assessment have the Government made of the inevitable effect of withdrawing the furlough scheme and Self-employment Income Support Scheme on levels of unemployment, particularly in SMEs including the curry industry?

As the Bill includes no measures focused on increasing employment, could the Minister outline how the Government intend to address this worrying trend, particularly among women, who are often in low-paid, part-time jobs and have been exceptionally affected during this lockdown? Muslim women-led organisations are deeply concerned about the well-being of their members. What actions will the Government take to ensure that Muslim women, among other minorities, do not become further isolated and more permanently out of the job market?

According to the Government’s Social Mobility Commission, 600,000 more children are now living in relative poverty than in 2012. Their plight will be further exacerbated by benefit changes and coronavirus, with 45% from minority communities more likely to live in poverty in comparison to 26% of their white neighbours. Does this period, the most challenging in terms of addressing poverty and social injustice, warrant an equal and absolute commitment to redress the effects of social injustice and prejudice, as well as class, race and faith discriminations? What impact assessment has been made of the Bill on child poverty and the well-being of vulnerable families and people with disabilities and autism in those communities which have excessively experienced hardship?

I welcome the kick-start scheme and the guarantee of apprenticeships for those leaving care. Can this be extended to the 465,000 young people who would not currently be in line to participate in any apprenticeship? Speaking as a witness to the Canary Wharf development and the remaining disconnect with lack of employment opportunities—

My Lords, on social care, the noble Lord himself has a long and distinguished record as a health Minister. He will know that discussions about and consideration of this vital question have been going on for many years. I assure him that the question of long-term social care remains at the heart of the Government’s objectives.

My Lords, in February this year my noble friend Lady Kennedy of The Shaws launched in Parliament a report called Empowered Employment: Unlocking the Workplace for Muslim Women. With support from Oxford, Yale and SOAS universities, Dr Suriyah Bi surveyed 500 women at work, 84% of whom were highly qualified. They nevertheless face barriers to progression, including discrimination, Islamo- phobia and challenges from families and partners. In the light of the emerging information on socioeconomic disparities, in particular among Bangladeshi women, will the Minister say whether the Government will consider the economic empowerment of Muslim women in any reviews of their manifesto commitments?

My Lords, the noble Baroness makes powerful points. The Government campaigned on commitments to tackle prejudice, racism and discrimination of all sorts and to improve the quality of evidence and data about the types of barriers faced by all people from different backgrounds, to help drive effective and lasting change. I undertake to the noble Baroness that this will remain an important and central aspect of the Government’s work.

My Lords, I thank my friend the most reverend Primate. We have a shared history as co-protagonists fighting racism in Tower Hamlets. He has been a vociferous advocate for all communities, particularly post 9/11, in addition to his seminal role in the Macpherson and Damilola Taylor inquiries.

The current health emergency is being felt hardest by families on low pay, people with disabilities, and women and children living with abuse; they are experiencing untold financial distress, often relying on community and charitable organisations for their daily sustenance. We are staggering through what is a bleak narrative by any decent standards, given that the geographical areas hardest hit by years of neglect, poverty and social injustice—namely, Newham, Tower Hamlets and Hackney—are also now seeing disproportionate numbers of deaths compared with our cousin boroughs.

The inept political decision by decision-makers who cannot fathom the physical and mental impact of poverty has cast the shadow of universal credit and low pay on an entire generation of people already toiling with decades of structural inequalities, the most defenceless, and inflicted on them an unfair system leading to a fundamentally unequal divide. Yes, we have to balance the budget, but we must also strive for an equal and humane society.

The rainbow on the horizon, as many have said, is the Government’s rapid financial response to this emergency, which has proved that we can fund services in our uppermost priorities. We must ensure that the most vulnerable have their rightful place in contributing to a fairer and kinder society as we rethink the emerging economy post Covid-19.

Finally, I pay my respects to Colonel Tom Moore and Dabirul Islam Choudhury, both 100 years old—one raising millions of pounds; the other, inspired, raising tens of thousands for a better tomorrow. I wish the most reverend Primate and his wife, Margaret, a peaceful retirement, but one not too distant from the House.

My Lords, I support the noble Lord’s gallant efforts and welcome the Bill. It desires foresight and planning. In a rapidly developing unequal world, with divided societies, it is timely, providing us with an opportunity to examine progressive policy-making. It acknowledges the complexity of intersectionality in lawmaking by taking note of how interdependent we are on one another. Importantly, it seeks to critically assess the laws we enact, the procedures we set and the words we utter, which profoundly impact all aspects of our society, communities and groups. The Bill poses a challenge for the Government, private institutions and all national public sector institutions to ensure our nation’s well-being. It is rightly ambitious.

Part 2 sets out a number of fundamentals, which seek to secure a just, fair, sustainable and balanced future. It asks for measures to be put in place to examine the impact of our political and structural deficit, and addresses the decades of fallout caused by neglecting the well-being of the most vulnerable in our society.

My heartfelt desire would be to see the Bill embed in the assessment process an indication to devise and publish a report on the impact of racism and Islamophobia, which have long-term, debilitating and serious consequences for the young, for vulnerable adults and, in particular, for women. I speak from personal experience, and from having worked with women and children for over 40 years. Time does not allow me to detail the many distinguished reports which substantiate these facts more eloquently: the manifestly dangerous level of disfranchisement for those in large sections of our communities who are struggling to survive their demonisation, segregation in employment, extreme poverty and lack of access to basic opportunities to contribute meaningfully to their families and communities.

Part 3 refers to the future generations commissioner. I spoke to the Welsh commissioner and asked her about the diversity policy. She referred straightaway to the importance of ESOL, particularly for Muslim women. I hope that in future, any such commissioners for England and Wales will address the economic emancipation of all women, and Muslim women. That is fundamental, rather than simply talking about English, because many of the newer generations speak perfectly good, adequate English.

I agree entirely with the noble Lord about unintended consequences. It is my sincere hope that this House will support measures to combat racism and Islamophobia, which should be considered as one of the indicators against which all institutions are benchmarked and on which they are asked to include reports. That would ensure that this scourge on our society can begin to be eradicated in our generation, thereby freeing all future generations in our country, so that they are treated equally and can have a future free of the fear of being made homeless or living in poverty, and free of poor mental health, prejudice, racism and Islamophobia.

Will the Minister support an equality and impact assessment on future-proofing the next generation in all government policy and lawmaking?

The noble Earl is quite right. Again, I looked at some of the figures this morning. Children who grow up in single-parent families are disproportionately likely to have Afro-Caribbean mothers. That, of course, has a knock-on effect on the income of the household, which in turn has a knock-on effect on expectations and in some cases achievement. The specific question of how one recognises these challenges in the formula for the revenue support grant is one that I will pass on to the Secretary of State at CLG to make sure that he takes it on board as we look at next year’s RSG.

My Lords, I want to follow up on the previous comments of the noble Earl from the Cross Benches, which relate to what my noble friend Lady Howells said. We need to address busting the myths about one of the issues, which is the impact of families living with a single parent and the claim that there is always an impact. That myth is always about black parents. There are countless single-parent families in this country and many children have done well, so we should not continue to perpetrate this myth because it adds to the burden of racism that many families have to face. I welcome the audit and whatever it is going to deliver, but it would be very helpful if the Minister said what the timeframe is for explaining and for action. The noble Lord himself will know about some of the issues around disparity and discrimination—whatever we wish to call it—and the challenge of making ourselves a more equal and just society. He has many long-standing associations with Tower Hamlets. He knows all about this issue, as do other members of the Government. I want to be told about the parameters of action to be taken rather than about the audit or the changes envisaged, because change has obviously not taken place over a generation. Therefore, I would welcome a little more certainty about the timeline.

Change will not happen overnight; this will take some time to put right. On the first part of the noble Baroness’s intervention, there need be no more myths about growing up in single-parent families because the figures are now clearly set out on the website. She can see that there are significant variations according to the ethnicity of the family. The figures are there and we have to respond to that. On the question of government responses, I announced in the Statement some action that is being taken by the Ministry of Justice and the Department for Work and Pensions. There will be other announcements in due course from other departments as they take the agenda forward.

My Lords, I thank the right reverend Prelate for holding such a timely debate at the start of a new Parliament. I recognise that the Church of England’s pastoral letter, Who Is My Neighbour?, is aimed at increasing the political enlightenment and engagement of the wider electorate for the election in May. However, its contents pose ongoing questions for us all as we consider our immediate and long-term society at the heart of an uncertain world. More and more of us are asking questions about how what we do in public office is of benefit and how what we do affects the lives of others outside this bubble. Individually, we need to ask what impact each of us may have on our neighbours in the world when the global problems are so vast and devastating. What happens elsewhere cannot escape us and has a massive impact in our neighbourhoods.

We know too that many who represent the public in high office are often disconnected. We have heard loud and clear the opinions of people who feel disempowered and disengaged from their leaders and representatives—people who emanate primarily from backgrounds that are far removed from many sections of our communities. People are disadvantaged and vulnerable, and they remain disfranchised. Many have spoken of their discontent, apathy and cynicism about the machinations of political parties, widening the divide and separation between people and communities that was rightly highlighted by the right reverend Prelate.

The pastoral letter is apposite in asking for a political narrative that will enable the people of Britain to articulate a vision of equality and social justice, although it is rightly not prescriptive of how we can work together to live virtuously as well as prosperously. I am speaking so that I too can praise the House of Bishops for making this important human intervention. Although I am not someone of the Christian faith, I was able to relate without reservation to the unity of purpose and strength that the pastoral letter refers to, and the desire to reach out and define us all as neighbours.

Of course, the concept of neighbours has undergone a profound transformation over the decades, driven primarily by central government policies on housing, education and economic regeneration which pay no heed to the social impact on communities and certainly pay no attention to neighbourliness. Many eminent noble Lords have spoken about this, and in my small way I too have spoken many times in this House about the apartheid and divisiveness affecting the East End of London which manifests itself in a variety of ever-deepening divisions. An example is the mismatch of young East End graduates. Their aspirations to financial success too often fail when they reach the doors of the emerging tiger economy companies of the City on the doorstep. Many of the successful City workers commute in for work while many of the neighbouring graduates take their comfort in jobs in local supermarkets, with their graduate certificates in their pockets. There are countless other examples of social, educational and housing divides that illustrate the division that the pastoral letter clearly encompasses. In this context, it is appropriate to quote the pastoral letter, which pointedly asks, “Who counts as ‘we’?”. I believe that many of us have been working over the decades to erase the sense of isolation from that “we” to begin to develop a place to live in which we can say “us” with greater ease.

Religious faith and diversity has not necessarily been synonymous with harmony, but the pastoral letter is an acknowledgement that religious allegiances and faithfulness are extraordinarily widespread and have a long history of collaboration in many parts of our countries, including in the East End. Personally, I have been privileged to have worked as a youth worker with YWCA and have worked with Toynbee Hall and Christ Church, Spitalfields when it used to run youth work with women programmes in the good old days.

At the same time, the pastoral letter recognises that people of faith have much to offer in a good society and a peaceful world, and should contribute towards such a vision. The pastoral letter relates to all people of faith to engage with the political process. I agree with this wholeheartedly. The emphasis on individualism walking hand in hand with consumer economics make this the “I” society, where “I” put myself first in a merciless, aggressive type of social Darwinism. As humans we have an inherent need to feel we belong to our society, developing social networks, shared customs, shared interests, shared places and shared religions. I agree totally with the Lord Bishops when they remark:

“'Our society celebrates the autonomy of individuals”,

but does little to acknowledge that, as social creatures, we are interdependent on each other. The role of government and society necessitates restoring this balance between the individual and the community around them, given that we value individualism. Neighbourliness and hospitality can be a lifesaver where a sense of loneliness is on the increase, particularly among those who are carers. In the gracious Speech given by Her Majesty the Queen we have been promised a one-nation Government, delivering social justice with all working people having security. In May 2015 Ministers and advisers may have read and absorbed some of the content of Who is My Neighbour?

In the 2010 election and subsequent coalition, we were told of the big society—everyone pulling together for the common aim of helping the country stave off insolvency due to the banking and financial crisis. Public sector pay awards were frozen; benefits were amalgamated, trimmed or removed completely. We were all prepared to tighten our belts for the good of each other. In no uncertain terms, we were left with no alternative but to absorb the pain for the good of each other. In a more positive way, we exhibited our unity, generosity and friendship during the celebrations of the Diamond Jubilee and the 2012 Olympics. However, the squeeze has become disproportionate to the most vulnerable in our society. The personal independence payment was promised as the panacea to simplify the multitude of benefits available to the disabled and the most disadvantaged. The rollout of PIP has been devastating for many, resulting lately in a High Court ruling that PIP disability benefit delay is unlawful. This shows clear failings in the system designed for the most vulnerable as they struggle to pay for food and fuel, causing their health to decline, and live a hand-to-mouth existence where restricted travel results in bouts of severe depression and other health problems. Citizens Advice, Scope and Sense say that this is unacceptably common, while the Trussell Trust said that,

“benefit sanctions, changes and delays”,

were the biggest reasons why people were referred to its food banks in 2015. This is not social justice. The Lord Bishops notably remarked that,

“the quality of a society is to be judged not by its overall wealth or power, but by how it treats the most disadvantaged, the poor and despised”.

There is, however, some hope on the horizon. One significant example is the fact that, as we approach the month of Ramadan, British Muslims will contribute more than £100 million to our neighbours, both in the UK and elsewhere in the world. It is not about the money alone; it speaks volumes about loving our neighbours as we would wish to be loved ourselves.

I begin by expressing my thanks to the noble Lord, Lord Steel. I support wholly the noble Lord’s Motion. Indeed, his record and commitment to pursuing a just solution to the Israeli-Palestinian crisis is widely respected. In fact, following the Israeli attack on Gaza last summer, the noble Lord made the much welcomed point that our Government are vulnerable to the well oiled and efficient Israeli public relations machine, saying:

“It’s a tragedy that our response to the crisis has been framed by the discourse of rocket firing from Gaza … whilst almost ignoring the cruel devastation of the constant cycle of incursions”.

There have been more than two dozen Israeli deaths over the past decade. As a mother and someone who has experienced war, I believe that any one death is tragic and causes untold sadness. Unacceptably dreadful though this figure is, it has neither moral nor political equivalence with the 1,600 civilians killed by the might of the Israeli military in Gaza last summer and the 1,400 killed in 2009. There have been three incursions in six years, killing thousands of innocent men and women and recently killing more than 500 children. They have injured 3,000, and destroyed homes, hospitals, schools, factories and utilities. Only this morning, the Telegraph noted that 370,000 children have been left shell-shocked.

It should plague the consciences of all right-thinking individuals when they acknowledge the little that has been done to prevent the almost medieval—and internationally recognised as illegal—land, sea and air blockade that has been imposed on the Gaza citizens since 2007, rendering them inmates in what our Prime Minister, David Cameron, referred to as an “open prison”.

Recently, a former senior Minister aptly suggested that we have been guilty of looking at the peace process implicitly through the wrong end of the Israeli telescope. It is shocking that we have had silence from our Government, who have been unable to condemn the barbaric, indiscriminate killings of innocent civilians. I agree with the noble Baroness, Lady Warsi, that our Government’s current position remains morally indefensible, against Britain’s national interest and not consistent with the rule of international law.

Many of us have spoken out in this House over the past decade on behalf of those millions dispossessed and displaced from their homes and lands, while Britain looked the other way. The ugly truth is that not just this Government but successive Governments have failed to stand with justice and have done nothing to hear the call for an arms and trade boycott of Israel. I remind the House that the former Minister for International Development, Sir Alan Duncan, uttered his rebuke to Israel last October about the building of illegal settlements, making clear that he regarded these actions as “theft”, “annexation” and, by international standards and laws, an illegal “land grab”.

These standpoints have marked a clear shift in both parliamentary and public opinion. I believe that many noble Lords, including the noble Baronesses, Lady Blackstone and Lady Morris, eloquently reflected this. A growing consensus had seen the folly, as Sir Alan Duncan put it, of sticking rigidly to the “false dawn” of a process in which:

“Year after year, in cycles of hope and despair, we dwell incessantly on what we all call the Peace Process”.

This failed process has been the excuse consistently used to render the two-state solution increasingly untenable and to deny Palestinians their right to a viable independent state.

We cannot demand that communities and countries display the loyalties of one being either with us or against us in another context and profess our friendship to both the occupier and to those who are brutally oppressed and occupied. The vote taken at the end of last year in the other place on the recognition of Palestine saw an unprecedented 262-vote majority in favour. Our historic leadership in the current Israel-Palestine crisis places an obligation on us to take a lead in resisting the obvious attempts by Israel to destroy any chance of a two-state solution. While we remain stuck in the rhetoric of the so-called road map to peace, Israel continues its annexation of what has been mandated by the UN as the future lands of the sovereign state of Palestine.

Must we unwittingly become participants in the vision of Ariel Sharon’s senior adviser, Dov Weisglass? He boasted back in 2004 that,

“when you freeze that process, you prevent the establishment of a Palestinian state … Effectively, this whole package called the Palestinian state, with all that it entails, has been removed indefinitely from our agenda. And all this with authority and permission”.

We must cease to give that authority and we must cease to give our permission. Let not the chronicle of history show Britain’s role in denying a whole race of people their birthright.

Let us recognise the historic initiative of the unity Government formed last summer in Palestine, which finally brought together the divided factions of Hamas and Fatah. Now is the time to take the initiative to put an end to decades of human suffering and apartheid. Let us not find that, through our inaction, we have contributed to a process of ethnic cleansing, continued deprivation and inhumanity in the Middle East. It is already an almost impossible prospect to consider the relocation of the 550,000 illegal Israeli settlers who now occupy Palestinian land. What shall we do when this number becomes 1 million? It is time for us to stop dragging our feet and to stand on the right and just side of history.

My Lords, it is a pleasure to follow the very instructive contribution of the noble Lord, Lord Shipley. I speak today because I am deeply alarmed about possible military intervention in Syria. I am pleased to see that the Labour leader’s intervention has enabled a pause for us to consider further options and wait for the UN inspections.

The pronouncement by our Foreign Secretary, William Hague, that a military strike could be allowed under international law without agreement in the UN Security Council has rightly been questioned in many quarters. The brutal and unjust war in Iraq must be echoing through the minds of many in our country and elsewhere in the world. It seems that we have failed to learn the lessons of our aggressive misadventures in Iraq and Afghanistan. We all witnessed the result of shock and awe. It meant that innocent men, women and children died. They were blown to smithereens by our own lethal weapons. The pictures of this were blanked out on our screens. We have surely caused evil to rise from every corner of the latent globe. The entire region is ablaze. This will cost the world economy dearly, and will leave Iraq and Afghanistan totally fractured and without any sign of stability, let alone peace and justice.

Our silence on many occasions is deafening to the cry for freedom of many oppressed people in the region. Many Muslim countries and communities I have visited say that it is all too clear to them where and why we have chosen to defend some regimes while turning the other way when demonstrators are crushed and military coups replace elected Governments. Many say that this belies any talk of protecting rights, freedoms and human life. I agree entirely with the noble Lord, Lord Forsyth, that more military intervention will inevitably radicalise many.

There are three obvious bases for any military action: a UN mandate, self defence and responsibility to protect against crimes against humanity, assuming that all peaceful means have failed. In this case, a UN mandate may be blocked by the Security Council. On self defence, I have yet to hear a strong argument that Britain is directly at threat from Syria’s use of chemical weapons. Responsibility to protect requires clear and convincing evidence of what has taken place and who is responsible for what.

I ask the Government: where is that evidence? Where has it come from? What is the source? The UN Secretary-General said yesterday that we need to give diplomacy a chance and allow the inspectorate to produce its report. There seems to be an overwhelming consensus, at least in this House, to wait for that report. Can the Minister assure the House that the UK Government will await the UN report before any action is taken? The drive behind our proposed plans for a strike is focused on the responsibility to protect. That is hugely controversial, as has been said by the noble Lords, Lord Wright, Lord Jay and Lord West, among many other distinguished speakers. The arguments so far presented are flawed in their very inception. We need to allow the UN inspectors to do their jobs and to wait for their analysis.

Punitive strikes will have massive casualties. President Obama’s shot across the bows has clearly stated shortcomings. BBC reporter Jeremy Bowen remarked that a limited strike would represent merely a pinprick to the infrastructure of the Assad regime. Surely we already know the consequences of our attacks on the Iraqi civilian population.

Having heard today’s debate, I am confident that we will not allow our Government to add to the numbers of innocent children lying dead and dying. Furthermore, it would be likely to destabilise an already complex dynamic in the region. There is every possibility that such a strike could result in the unleashing of retaliation and counter-retaliation from a range of actors in the region: Iran, Israel, Lebanon and Hezbollah, as has been mentioned. As for further intervention to prevent humanitarian catastrophes, the noble Lord, Lord Bilimoria, and others have said that we are already too late. Any such move by France, Britain, the US or its regional neighbours will not stop the two-year ongoing civil war in Syria, but will certainly exacerbate it and lead to greater casualties on all sides.

Twice in the last century, after the First and Second World Wars, there was a major reshaping of the Middle East. This was done not in the interests of the people of the region but of the imperial powers and interests. The West’s ability to learn from those poor judgments has proved negligible, while the propensity to repeat those mistakes continues. Sobbing morality does not wish away the grievous and continuous impact on the present-day Middle East. We have watched Syria’s innocent dying for two years, and in a week that celebrates the 50th anniversary of Martin Luther King’s “I Have a Dream” speech I reflect on the line:

“Our lives begin to end the day we become silent about things that matter”.

Today, our House has spoken. It is correct that we should do everything in our power to end the terrible suffering in the region. However, it is vital that our action must be legitimate, with clearly stated objectives. Those responsible for the poison gas attack of 21 August in Ghouta must be brought to justice sooner or later at the hands of a free, democratic Syria. I hope that we will take heed of the UN inspectors and their findings, and then return to Parliament to decide the next step.

My Lords, I thank my noble friend Lady Prosser for giving us the opportunity to take part in this important discussion. Civil action in civil society has defined a generation of activism and activists who have changed communities and our country and have given us a more equitable society—we stand on the shoulders of giants.

I want to make a few points about a particular aspect of civil society—Muslim organisations. As a Muslim I think that this is the right moment to discuss civil society; it is the ninth day of the fasting month of Ramadan, which focuses on the Islamic understanding of community, civic duties and equity. During this month Muslims are encouraged to fast from dawn to dusk—an 18-hour stint at present—and share, forgive and show solidarity with those less fortunate than themselves. They are also encouraged to give alms—zakat—and to be aware of the needs and rights of those around them regardless of their ethnicity, culture and religion.

Ramadan is the ultimate month to reinvigorate and renew the recommended spirits of good, responsible and proactive citizenship. Muhammad, the Prophet of Islam, upon whom be peace and blessings, said:

“The best amongst you is the one who is the most beneficial to others”.

At its core, Islam is about enjoining good and forbidding evil, to encourage and facilitate virtuous, practical deeds. This month, British Muslims dedicate their energy and money to benefit their communities. A civil society is the backbone of Muslim communities and is the glue that bonds British Muslims’ lives together. It ranges from street-level self-help groups to the delivery of services. It is as diverse as drug rehabilitation programmes, fatherhood circles, supporting families, women fleeing violence, arts projects, sports clubs, community centres, mosques—masjids—Sunday schools and study circles. However, it is an ad hoc development that has taken place in the face of racism and Islamophobia and in spite of weaknesses in strategic planning and a serious shortage of formal financial support.

As a result, the Muslim leaders who are actively heading these organisations within the civil society sector are struggling and under severe strain. The Muslim-led third sector is unable to consolidate, risks being reactionary in nature and continues to work in silos. Sadly, it is not in a strong position to implement and share some of the core teaching of our faith, which is pertinent and much needed in dealing with some of the social ills facing our society and the vulnerable communities of today. We need to learn more about those who are working in organisations within this sector, have a vision to encourage them and courage to invest in their development.

The aim is to build relevant, sustainable social, cultural and economic institutions; to even more closely monitor the huge amount of zakat, or religious duties, and sadaqah, or charity; and to encourage debate and discussion in the way funds are raised in the UK. They should not be used only to support those who are in need abroad but also to strengthen some of the civic organisations within the UK. The long-term benefit of investment and attention from our institutions would and could be a counter to the imbalance in the attention constantly being paid to the so-called Prevent agenda.

It is estimated that nearly £200 million will be collected this Ramadan alone. The potential here is incredible but it is unregulated or, at least, not part of civil society discussions. Muslims in Britain, more than anywhere else, have a unique opportunity to rediscover and share their unparalleled historical precedent in creating civil society institutions. The pragmatism, wisdom and vision that created the Islamic ideal community in Medina during the life of our noble Prophet have many lessons for us all. The community brought together the generous and the persecuted, men and women, nobility and slave, people of faith and those with no faith. All British Muslims within the UK aspire to the ideals of such harmonious communities, especially during Ramadan, and this is a difficult ambition. Perhaps the most important challenge facing Muslims today is how to recreate this civic society after more than two centuries of colonialism, bad governance and social systems, not to mention migration. Civic society is in absolute tatters, shredded by the “me and me” culture—which has been mentioned before—and by greed and despair.

Not much work is being done with these organisations to consolidate their work or give them recognition and bring them into the fold. This is why I am proud to be part of a project called Faith, Khidmah and Citizenship: Connecting Spirituality and Social Action to Build Civil Society, which is bringing in all the organisations that are working in separate silos. It is a joint effort by an organisation called An-Nisa Society and the Radical Middle Way. Both these organisations have previously worked with the Home Office and other areas of government. The analysis of their report has produced an insight into how these long-standing reputable organisations have evolved and how they can contribute to strengthen communities in difficult times. The report also looks at organisations, how they function and contribute to the overall debate on civic society and civic actions, post-9/11 and 7/7. The report also proposes solutions for a durable and effective civil society to emerge in our country.

It has been interesting to hear the debate and what some have said about corporate social responsibility. Much of this corporate social responsibility has created an elite set of leaders of civil society that excludes many aspects of different communities, women being only one of them. Even when women are discussed, there are divisions over their status—who is included and who is not.

On our doorstep in east London are companies that are worth billions, many of which are owned by outside investors. Yet the connection on their doorstep whereby civil society can be empowered has been ignored—at the peril of the well-being of our common good.

My Lords, there were a large number of questions there. I say simply that my right honourable friend the Foreign Secretary is meeting Lakhdar Brahimi this afternoon. He is also meeting the Russian Deputy Foreign Minister. The Foreign Secretary and other Foreign Office Ministers are extremely actively engaged. It is not yet a Sunni-Shia conflict. We are all conscious of the danger that it will deteriorate into a Sunni-Shia conflict. Working with the Opposition, we are doing our best to encourage them to represent all the different communities within Syria. Our aim is to bring a negotiated end to the conflict and to prevent it from deteriorating further.

My Lords, what assessment have the Minister and his department made of the impact of the Saudi Government’s leadership in regional discussions with regard to the ongoing disaster and destruction in Syria, where 1 million people are fleeing persecution and violence according to the UN High Commissioner for Refugees?

My Lords, we are working with the Saudis, the Qataris and a number of other states in the Middle East. We are very conscious that Lebanon and Jordan are particularly affected by the Syrian conflict. In Lebanon, the number of refugees is equivalent to 10% of its population. If we imagine the impact on British society of the arrival of 6 million refugees, that is what Lebanon is currently going through. We are very conscious of the potential for this conflict to spill over Syria’s borders.
