Lords ChamberTo ask Her Majesty’s Government, further to the Prime Minister’s statement at the G7 Leaders Meeting on 19 February, (1) how, and (2) when, they plan to donate surplus COVID-19 vaccine doses to low-income countries.
My Lords, the United Kingdom has committed to equitable access to safe and effective vaccines through multilateral collaboration. COVAX is the best way to deliver this. By pooling global resources, it enables the development, purchase and distribution of vaccines. We will be able to offer vaccines to COVAX only when we are certain that we have doses surplus to the needs of the UK population. That will be a decision for the Health Secretary.
My Lords, I am grateful to my noble friend the Minister for that update. The Prime Minister rightly got credit after his announcement at the G7 meeting that the UK would donate its surplus vaccines. We know that one of the main issues is supply, but of course it is also cost. I appreciate the Government’s generous funding to COVAX, Gavi and other organisations, but I have just one question for the Minister. Can he confirm that the cost of the surplus doses for low-income countries will be met by the UK and that we are not just transferring the ability to buy the vaccine to COVAX?
My Lords, the details of how and when the vaccines will be shared are still being confirmed, but there are further discussions to be had on the point my noble friend raises with COVAX and vaccine manufacturers. She will be aware that we are contributing £548 million for global equitable access through the COVAX AMC. That remains the primary area of UK support.

Lords ChamberMy Lords, the noble Baroness is right to raise those camps. We have raised concerns directly. Our ambassador on the ground has also raised concerns with the Eritrean authorities. I assure the noble Baroness that the issues of violence in this conflict, particularly gender-based violence and sexual violence, are at the forefront of our approach and challenges, and once the situation settles, we must ensure that perpetrators are held fully to account.
My Lords, the UN interagency response plan for this crisis is less than 60% funded, and the UK has an important role to play here, but nearly three months on from the announcement that the Government will cut £4 billion from our overseas development budget, we have yet to see any details of how these cuts will be made. Will they come from UN agencies, which are doing such vital work in Tigray, or from bilateral programmes such as our important nutrition work in Ethiopia? Can my noble friend the Minister tell us when any information on these cuts will be made available to Parliament?
My Lords, I can assure the noble Baroness that we are focused very much on ensuring that the most vulnerable are supported in this conflict, particularly those in Tigray, and our funding—whether through multilateral or bilateral support—is focused on that. On the specifics of future funding, we are currently reviewing our ODA budget for this year, and I will, of course, share that with my noble friend as soon as that decision is made.

Lords ChamberMy Lords, let me assure the noble Baroness that, in preparation for the G7, we are working across government to ensure that the targets, including the SDG target of 3%, can be met—and we will work to ensure that other countries also commit themselves to that.
My Lords, acknowledging the significance of remittances is particularly important at the moment, with the global impacts of Covid-19 and as our own development assistance to low-income countries is being cut so substantially, so I welcome my noble friend’s reassurance that this subject will be discussed at the G7. There are many stakeholders who need to be involved in improving the ease and cost of remittances, and some years ago the Government established the Action Group on Cross Border Remittances, chaired by Sir Brian Pomeroy, which brought those groups together. Can my noble friend tell me whether that group continues its important work and, if not, what it has been replaced by?
My Lords, I pay tribute to my noble friend’s work in this area. The action group last met in person in 2019. Its current membership and format are under review, and I will, of course, share with her the outcomes of those discussions.

Lords ChamberMy Lords, I pay tribute to the work of the noble Lord, helping people not just in the United Kingdom but across the world. I listened carefully to what the noble Lord said and look forward to practical suggestions from him for how we can further strengthen our work in this area. I can assure him that we are looking particularly at famine and nutrition in fragile states. This is very much part of the development elements with which the FCDO is engaged.
My Lords, given the devastating impact of Covid-19 on low and middle-income countries, the need and the demand for overseas development assistance has never been greater. This is one of many reasons why the cut to the 0.7% is so regrettable. Can the Minister reassure me that spending on health infrastructure and on, for example, data systems, cold chain storage and the training of healthcare workers will be protected from the aid cuts? It is crucial in the fight against this and future pandemics around the world.
My Lords, answering my noble friend presents me with a bit of a challenge because, not so long ago, she was leading on this area, but I hope I can provide her with practical information in every sense. I look forward to working with her further on the prioritisations within ODA. My noble friend knows better than most the challenges that this has presented. I can assure her that global health remains a top priority for the United Kingdom. We are focused on overcoming Covid-19, as well as on supporting more resilient and healthier populations in developing countries. I currently have wider responsibilities within the FCDO. We are looking specifically at country plans to ensure that the most vulnerable are protected and that other issues such as those raised by the noble Lord, Lord Bird, on famine, do not present additional problems as we challenge the pandemic. We will ensure that the principles close to my noble friend’s heart continue to guide our work within the FCDO.

Lords ChamberMy Lords, I beg leave to ask the Private Notice Question standing in my name on the Order Paper and in so doing, I declare my interests as the vice chair of the All-Party Parliamentary Group on Eritrea and as a patron of the Coalition for Genocide Response.
My Lords, the UK is deeply concerned by ongoing violence between federal and regional forces in the Tigray region of Ethiopia. The Foreign Secretary spoke to Prime Minister Abiy on 10 November to emphasise the need to protect civilians and allow humanitarian access. He also urged de-escalation of the violence and swift moves to political dialogue. We remain in contact with the Ethiopians, the region and our partners in the international community to achieve these goals.
My Lords, in thanking the Minister for that reply, I know that she will have seen the reports I sent her about the threatened impending assault on the Tigrayan capital of Mekelle, and attacks on refugee camps—both are war crimes—along with the horrific violence against women and children, which one report suggests may be on the edge of genocide. Given that the Ethiopians say that they will “show no mercy” to Mekelle, with 500,000 in imminent danger, what will we do to fulfil our duties under the genocide convention to prevent, to protect and to punish? What urgent steps are we taking through the United Kingdom envoy for the Horn and Red Sea, with our allies in the Gulf, through the African Union and the United Nations to avert yet more deaths, carnage and instability, and more refugees?
I am grateful to the noble Lord for sharing the information he has received, which is among many concerning reports we have seen. Reports of an imminent push on to the city of Mekelle, with time-limited threats, are a very serious concern. We have been consistent in our messaging that civilians must be protected and humanitarian access granted. Given the continued conflict, and as a complement to the efforts of the region to press for mediation, we will continue to press these messages with all relevant international partners, including at the UN Security Council, where the issue is due to be discussed imminently.
My Lords, this situation reinforces the critical importance of having an atrocity prevention strategy at the heart of the new Foreign, Commonwealth and Development Office. Can the Minister outline for us any commitments that the UK has through the Conflict, Security and Stability Fund to conflict prevention in Ethiopia and the region? In doing so, can she affirm the critical importance of United Kingdom overseas development assistance in conflict prevention and development, which we know is an absolute prerequisite for peace, and will she perhaps indicate to the Chancellor that he should not be breaking manifesto promises tomorrow?
My Lords, the noble Lord is absolutely right that conflict is a key part of our overseas development assistance. We have a conflict, security and stabilisation force programme in Ethiopia, which works to support a peaceful and inclusive political transition. We also have wider programmes in the region which support the peace process and work to stop conflict while promoting human rights, and delivering women, peace and security objectives. I hope noble Lords will forgive me if I do not speculate ahead of a fiscal event.
My Lords, it is reported that as many as 200,000 refugees are anticipated to cross into Sudan in the coming months through the Hamdayet border in Kassala state, the Lugdi in Gedaref state and the Aderafi border. With close to 2 million IDPs already in the region, will the Minister confirm that we are asking our UK representative in the UN to raise this conflict as a matter of urgency with the Security Council, while supporting the African Union’s efforts to bring a halt to the fighting through the good offices of the senior African statesmen who have been allocated to it? Without delay, will the Government assist the UNHCR, the WFP and other agencies, providing the support they need to cope with this immediate crisis?
My Lords, we are working closely with the African Union to ensure that it is doing all it can to stop this conflict. We have actively supported the A3+1 to bring this on to the agenda at the UN Security Council. We are of course working with UN agencies such as the UNHCR, the WFP and UNOCHA to provide support for the many thousands of refugees who so desperately need it.
My Lords, I welcome what my noble friend has just said about working closely with the African Union. What discussion has our ambassador, Dr McPhail, had with it regarding the work of the Intergovernmental Authority on Development, which could play a key role in conflict resolution, as indeed it has in South Sudan?
I agree with my noble friend. We have been engaging with the AU and IGAD, including when the Foreign Secretary spoke to the Prime Minister of Sudan, who is the chair of IGAD. He has also spoken to the Minister of International Relations in South Africa, which is of course the current AU chair. We share their view that de-escalation and political dialogue is needed. Our ambassador, Dr McPhail, will continue to co-ordinate with the AU and IGAD on finding a political solution to the conflict.
Does the Minister agree that indiscriminate shelling of Mekelle would be a war crime, and that we must galvanise international action to bring any perpetrators to justice? Is the world going to stand by yet again, knowing that mayhem is seemingly set to unfold, do nothing and then have to deal with the added consequences of regional instability and the combination of Somalia, Sudan and Yemen across the way ripe for Islamist groups or Governments to exploit?
My Lords, from the Foreign Secretary to our ambassadors in Ethiopia, Eritrea and Sudan, we are talking urgently to partners across the region and the world to ensure that humanitarian support can reach those who need it most. We are also doing everything we can to de-escalate the conflict. Leaders on both sides must refrain from ethnic-based violence and discrimination. They must stress the importance of respecting human rights and avoiding civilian loss of life. I agree with the noble Viscount: there must be accountability for human rights abuses.
My Lords, after the conflict of the 1980s we are on the brink of another tragedy. Civilians are caught between violent rebels willing to die and a Government threatening to shell a city. Why has it taken until today for the UN Security Council to meet? What is the United Kingdom doing to secure critical humanitarian corridors and human rights access to NGOs? Does the Minister agree that this is exactly the wrong time to slash Britain’s crucial 0.7% commitment to humanitarian aid?
My Lords, as I have said, we are deeply concerned by the unfolding humanitarian catastrophe. The figures that the UN estimates are heartbreaking. We must do all we can in international fora to bring this issue to the table, while continuing our diplomatic work. Regarding 0.7%, to me it is a source of great pride that the United Kingdom has been a development superpower and contributes so much to the world. Our support and leadership on development has saved and changed millions of lives; noble Lords can see that in the work and progress we have seen in Ethiopia.
My Lords, I welcome the Minister’s comments on 0.7% and certainly hope that we will not see that budget cut to fund bombs and bullets in the defence budget. The Minister has recognised the dangers of the war spreading beyond Ethiopia’s borders. Can she therefore tell the House whether the Government have been in communication with the Eritrean Government to commend their restraint following the TPLF rocket attack on Asmara, and to urge them to continue to avoid responding to provocations?
My Lords, we continue to engage with our partners in Ethiopia and across the regions. On Eritrea specifically, we continue to track the situation, raise our concerns about the deaths of civilians and raise the importance of respect for human rights in meetings with regional leaders.
My Lords, I ask my noble friend whether we have pressed for discussion with the Eritrean Government? I know that they now have a good relationship thanks to Prime Minister Abiy. They will have a very clear view of how to put down the insurrection that is going on in Eritrea, which is exacerbating the terrible situation in Tigray. I hope that the three eminent Africans will be able to bring some peace, as they have done in their own countries. I ask my noble friend whether we can work on the refugee and displaced person situation? They are mainly in Sudan, but they are coming from Eritrea as well as Tigray and the surrounding area, the whole of which is now in considerable jeopardy because of the action between Tigray and the Ethiopian Government.
My Lords, of course, we welcome the involvement of Eritrea to help to bring about an end to this conflict. We share the view of the African Union that de-escalation and political dialogue is needed, and we welcome the offers of mediation by the AU and President Ramaphosa of South Africa. While Abiy has agreed to meet with the envoys, he has so far declined offers of mediation. We encourage the Ethiopians to engage to help bring about a dialogue that ends conflict and focuses on a political solution. The latest figures we had this morning from UNHCR showed that, as of 22 November, over 41,000 people have arrived in Sudan. I am sure that, like me, many noble Lords will have seen the distressing footage of people fleeing for their safety. They must be supported, and that is what we are working to do.
My Lords, many years of close contact with Ethiopia taught me, as Minister for Africa, how vital it is to sustain security in the country. It is vital for the Horn of Africa, for the African Union, whose headquarters are in Ethiopia, and for avoiding humanitarian catastrophes. I welcome what the Minister has said about international links, and I hope that they will be pursued with the energy that she has conveyed. Will the Minister and the Foreign Secretary meet with me urgently to discuss steps to provide safety in the United Kingdom for the Tigrayan Ethiopian leaders and their families, who were key allies of ourselves and the United States at many vital times over the last 15 to 20 years and who now face ethnic purges that may be on the edge of genocide?
As the noble Lord knows from his previous role and as he highlights, Ethiopia plays an incredibly important role in stability across the region, not least through its contributions to the UN peacekeeping operations. A prolonged conflict could have further implications for regional stability in the Horn of Africa. I am very happy to meet with the noble Lord to discuss refugees.
My Lords, I declare an interest as a patron of Action on Poverty. The clock is ticking down on the threatened 72-hour ultimatum for the military assault on Tigray, where bombings and massacres have already driven 40,000 Ethiopians to flee to Sudan. What are the Government seeking to achieve from the imminent UN Security Council meeting to pull back the threatened offensive? What further steps are the Government planning to ensure free, safe and unhindered humanitarian access to the Tigray region and give the refugees the support they need?
My Lords, I share the noble Baroness’s concern about the reports on the imminent push. As I say, we have been, and are delighted to be, supporting the UN Security Council to discuss the issue. Our objective is for the parties to de-escalate, to ensure the protection of civilians and to avoid further spillover into the neighbouring regions of Ethiopia. Of course, ensuring access for humanitarian actors is essential; we have pushed, and will continue to push, for that. As I said, the refugees desperately need our help.
My Lords, I was privileged to be the first Minister to visit Ethiopia, a few days after the election of Prime Minister Abiy in 2018. I left with a deep appreciation of just how vital a stable Ethiopia is to the wider stability of the Horn of Africa. I ask my noble friend what specific military and security assistance we are offering to try to ensure that the terrible events in Tigray do not stretch to a wider region?
My Lords, the conflict is currently focused on the Tigray region in northern Ethiopia, but, as my noble friend says, it is likely to have a negative impact on the political stability and security in other parts of Ethiopia. We strongly value our relationship with Ethiopia, and it has a key role to ensure that we promote stability and security across the region. I spoke earlier about the CSSF regional programming; we also work on capacity building in countries such as Somalia through the training of troops and will continue to work closely with our regional partners in order to assist their stabilisation efforts.
My Lords, on several occasions I witnessed at first hand the devastation of the torture, rape and murder of the Rohingya people at the hands of the Burmese Government. International communities were too slow to protect, and to punish and prevent the perpetrators of genocide and ethnic cleansing, leaving Bangladesh largely to manage a refugee population of 1 million. What are our Government doing to prevent a similar fate for the Ethiopian people on this occasion and to assist Sudan with the resources that it will so desperately need to manage the refugees?
My Lords, we are very proud to be one of the largest donors to the Rohingya people, and we will continue with that commitment to help them deal with the tragic situation that they find themselves in. We are monitoring the violence in Ethiopia very closely. As I say, we are clear that we need to see de-escalation and political dialogue, which we think is the only way forward to prevent further violence. As party to the UN Convention on the Prevention and Punishment of the Crime of Genocide, we are firmly committed to the prevention and punishment of genocide. We will continue to support the refugees; we are supporting them through our FCDO bilateral programmes and will carefully consider what further support is available for the UN agencies which are doing such vital work to help them.

Lords ChamberTo ask Her Majesty’s Government whether the Foreign, Commonwealth and Development Office plans to develop a strategy for how they plan to meet the Sustainable Development Goals; and when any such strategy will be published.
My Lords, the UK is committed to the sustainable development goals. The aims of the Foreign, Commonwealth & Development Office—working to end extreme poverty, tackling the climate crisis, protecting our values and promoting sustainable growth—all contribute to meeting the goals. The integrated review of security, defence, development and foreign policy will further define the Government’s ambition for the UK’s role in the world and shape the FCDO’s objectives and priorities.
My Lords, Covid shows the need for increased action by the global community towards achieving the SDGs and delivering on the commitment to “leave no one behind”. Prioritising the SDGs domestically as well as internationally is vital, as they provide a ready-made road map to recovery. What are the Government doing to establish a coherent cross-government strategy for achieving the SDGs and to improve engagement with stakeholders in line with the commitments that the noble Baroness made in last year’s VNR? On the transparency of aid spending, will she guarantee that ICAI remains independent of government and accountable to Parliament?
My Lords, I agree with the noble Lord that the SDGs provide a valuable framework to help us build back better in Covid-19 recovery. We are committed to implementing the SDGs and we have been proactive in our response to the pandemic. The SDGs have an important role to play, both here in the UK and in our international work. We will continue our regular engagement with stakeholders. On ICAI, I can confirm that it will remain independent.
My Lords, thanks largely to global efforts and UK leadership, recent research shows that the global burden of disease on women has shifted significantly from maternal mortality and morbidity to non-communicable diseases. In particular, the statistics on mental health are distressing. Depression is predicted to be the second-leading cause of global disability by 2020 and it is twice as common and more persistent in women. Dementia is also twice as common in women globally. Women and children are by far the most affected by violence and disaster, with post-traumatic and neurodevelopmental disorders still widely underdiagnosed. Despite all this, mental health accounts for less than 3% of global health budgets. In order to meet SDGs 3 and 5, can the Minister say how much ODA spending will go to women’s NCDs and mental health budgets, in particular?
I agree with my noble friend that mental health is a major concern that affects women around the world. This summer we published our approach paper on mental health and psychosocial disabilities. It clearly outlines our ambition to achieve an integrated and comprehensive rights-based approach to mental health support. It noted the significant gender disparity. It is important that while we continue to support our work on ending preventable deaths, we also address the growing burden of non-communicable diseases.
My Lords, given Brexit, can the Minister inform the House of how much UK aid that had gone through the EU will now be exclusively available for UK priorities, and can the likely billions be invested with the Global Partnership for Education, advancing girls’ education, of which I am a champion?
My Lords, we are indeed supporting the Global Partnership for Education. We look forward to co-hosting the replenishment conference with the Government of Kenya next year and we will announce our support for GPE in due course.
[Inaudible.] the UN sustainable goals is threatened by lack of investment in some of the emerging markets in Africa, South America and the Middle East. Is it possible for us to concentrate more investment in this area?
[Inaudible.] and we will continue to do so. I point the noble Baroness towards the UK-Africa Investment Summit, which we held at the end of last year and which set out what further moves we will take to increase our investment within Africa.
My Lords, the monitoring the sustainable development goals programme is a joint project between the FCDO and the UN Statistics Division. It supports 20 countries to feed data into the global set of 172 indicators. This is essential data if we are to meet the commitment to leave no one behind. The programme is successful and scores an A. Can the Minister say whether it will continue after May 2021?
I agree with the noble Baroness on the importance of investing in data. I am afraid I cannot commit to future spending in 2021 at this stage, but I agree that data is key to understanding progress against the SDGs and helping to identify where further action is needed. We will continue our partnership with the UN by ensuring that we provide the best data we can for countries around the world so that they can judge their own progress against the SDGs.
My Lords, as a consequence of the Courtauld commitments, the Government have a partial strategy at least—one for the delivery of environmental goals in SDG 12. However, progress is slow and not on target for the reduction of food waste or emissions associated with the production and consumption of food, and we have no road map for the delivery of a water security target. The strategy is fine but what is being done to make sure that the goals are kept under proper review and, more importantly, realigned when necessary?
We are, of course, committed to a sustainable and resilient recovery as we build back better from Covid-19. We look forward to hosting the COP 26 conference next November, where will be able to focus on all the issues that the noble Lord has raised.
My Lords, who exactly are the poorest of the poor who must not be left behind? Will the FCDO identify them? Are they the ones without food, water or healthcare? Are they refugees? Will the UK focus SDGs more on those suffering from endemic poverty, such as victims of slavery or Dalits who have to clean latrines day after day in India? I think the public would like to know.
My Lords, one of the core missions of the FCDO is to end extreme poverty, while also ensuring that all our programmes are reaching the bottom billion—the people most in need of the support that we give through our development programmes. We will continue to develop our programmes, making sure that we are reaching those most in need so that we do not leave anyone behind.
My Lords, the World Bank has said that, post recovery, we will need to reschedule debts, tackle climate change more energetically and promote livelihoods. Do the Government agree with that assessment? If they do, will they still ensure that we prioritise gender equality and poverty reduction in achieving those objectives?
My Lords, we agree with that assessment and I assure the noble Lord that we will continue to prioritise tackling gender inequality.
My Lords, the extraordinary donation this week by Peter Baldwin and Lisbet Rausing of £8 million to the British Museum’s Endangered Material Knowledge Programme is a reminder of the international work that our museums do around the world, helping developing nations preserve and protect their heritage. Will the Minister assure me that culture will be at the heart of the Foreign, Commonwealth & Development Office’s work on sustainable development goals?
My Lords, I agree with my noble friend that culture is an important export, of which the UK is very proud, and we will continue to support culture wherever we are able to.
My Lords, the Minister said yesterday that girls’ education is the top priority for our overseas aid but girls cannot stay in education if they are married off early with no access to contraception because they then spend the rest of their lives having more and more babies. Surely strengthening the availability of family planning and sexual and reproductive health services must be the top priority for overseas aid to achieve the sustainable development goals, especially during the pandemic.
Girls’ education is indeed a key priority for the FCDO but so is continuing our support for sexual and reproductive health and rights. We are the world’s second-largest global bilateral donor on family planning. I agree with the noble Baroness that we must ensure that girls and women have access to family planning so that they can continue their education, contribute to the economy and decide how and when to have children and how many to have.

Lords ChamberMy Lords, like nations around the world, the UK is experiencing a severe economic downturn due to the pandemic, which will affect the amount we spend on overseas development assistance this year and in future years. In light of this, we have prioritised our aid spending to respond to Covid-19, focus on poverty reduction, tackle climate change and champion girls’ education.
I thank the Minister for her reply. Integrating development and diplomacy is a major challenge, so how long will it take to achieve that and enable us to build back better post Covid-19? Since poverty is rising, as the Minister acknowledged, the impact of climate change is increasing and we have had cuts to date of £2.9 billion, will the Government publish a strategy for the new department to provide clarity for development partners, some of which are fighting for survival and all of which face an uncertain future? Will that strategy and the Government’s official development assistance be subject to scrutiny by the Independent Commission for Aid Impact, working with a dedicated parliamentary committee to ensure that we maintain the UK’s global leadership in international development?
My Lords, we plan to set out a strategy in the near future as part of the integrated review. The aim of the new department is to bring the weight of our diplomatic network to support our development expertise and our development programming dealing with the rise in poverty and the climate change that the noble Lord points to. We are committed to working with our partners as we move through the merger, and I assure him that we are indeed committed to independent scrutiny and confirm that we will be keeping to ICAI.
My Lords, protecting freedom of religion or belief remains a pertinent issue in the developing world when more than 80% of the world’s population identify with a religion or belief system. My diocese has historic links with the Church of the Province of Myanmar, and during the pandemic many of its clergy have been providing volunteer support in understaffed hospitals. Can the Minister assure the House that, despite the almost £3 billion cut in the UK’s foreign aid budget, Her Majesty’s Government will continue to prioritise international freedom of religion and belief and recognise the contribution of religious groups in the development and support of their communities, particularly in times of crisis?
My Lords, I assure the right reverend Prelate that we are indeed committed to continuing to support the freedom of religion and belief around the world. We will also continue to work with and alongside faith groups. I agree with him that they have been incredible in their response to Covid-19. They are among the first to respond and can play an effective role in bringing about the behaviour change essential to slowing the spread of Covid and reducing infection and illness.
My Lords, the pandemic has had a devastating health and economic impact around the world. Women and girls have been disproportionately affected. Rates of gender-based violence have soared, in many places girls’ education has been disrupted, and they suffer from acute food insecurity. They have also had to take on additional caring duties for the sick. As my noble friend the Minister acknowledged, there will be less spent on ODA this year. Can she give assurances that the FCDO will continue to be a global leader in advancing gender equality, as well as promoting girls’ education?
I am grateful to my noble friend for highlighting the disproportionate impact of Covid-19 that we are seeing on women and girls. Advancing gender equality and women’s rights will remain a core part of our mission across government and within the new department. Since 2015 we have supported more than 8 million girls to get an education. Last year alone we provided 25 million women with life-saving contraception, and we will continue this work within the new department.
My Lords, the Government have many times reiterated their support for deploying development assistance to further education, especially of girls. This is to be applauded, because we all know that educating girls is a powerful development tool. However, with the limits on school attendance for reasons of poverty, violence or indeed the spread of Covid-19, and with a reduced budget, will the Government now give priority to investing significantly in online programmes and distance learning in the most severely educationally deprived countries, such as Afghanistan?
My Lords, we are continuing to prioritise girls’ education, particularly during this pandemic; as the noble Baroness says, many children are out of school at the moment. We are investing in remote learning but we need to make sure that we do so appropriately, given the difference in digital access around the world. We have adapted our programmes within Afghanistan through our Girls’ Education Challenge to make sure that we are reaching girls who are out of school, so that they can continue to learn and return to school when schools reopen.
My Lords, since the Foreign Secretary announced in July that there would be cuts of £2.9 billion in-year, there have been very few further details. Can the Minister rectify that? First, why are the cuts 19% when the anticipated fall in our gross national income is only between 10% and 14%? Secondly, where will the cuts fall by department, what is the value of these cuts, and when will details be forthcoming?
My Lords, as the noble Lord said, we are still waiting to see the impact of Covid-19 on the economy here in the UK, and therefore the related impact on 0.7%. We have maintained our flexibility to manage our overspend against an uncertain gross national income figure, and we will continue to do so as we approach the end of the year. We are committed to full transparency, and the statistics on international development will provide a detailed breakdown of our overspend across departments. We will also continue to update the development tracker online to show the latest on programmes and projects.
My Lords, African countries have been very hard-hit economically by the pandemic, and health spending clearly must be a priority. But will the Government work with others to make sure that cash transfers, which are so vital for those in the informal economies, especially women and girls, continue to be provided?
My Lords, the noble Baroness is right that Africa has been incredibly hard-hit. We absolutely continue to support cash transfers and indeed the wider social protection net. That is one of the best ways to get support directly to the people who so need it.
My Lords, sexual and gender-based violence is an epidemic affecting one in three women worldwide, but it receives only a miniscule proportion of global humanitarian spending—0.12% between 2016 and 2018. Will Her Majesty’s Government commit to working with the incoming US Administration and other donor countries to increase funding for prevention, and will they lead the way by pledging at least 1% of the UK’s aid spending to programmes combating sexual and gender-based violence?
My noble friend highlights the disturbing increase in gender-based violence that we have seen throughout Covid-19. The UK spends more than average on preventing gender-based violence, but I agree that there is more that we can do. I can commit to working with the US to increase our funding. We have a great opportunity in co-hosting the Action Coalition on Gender-based Violence this year, and I would very much welcome a meeting with her to discuss this further.
My Lords, last week I met representatives of the British Overseas Territories, who acknowledged that the funding that they had received since March to deal with the pandemic. But, regarding the second wave, they have had only the statement from September saying that
“in addition to the urgent assistance already delivered, we will support the territories as they deal with the medium and longer-term economic, public health and other impacts of the pandemic.”
Can the Minister assure the territories that these words will be backed up with financial support?
My Lords, I am very proud of the extensive support that we have given the overseas territories on Covid-19, from testing to the provision of kit and expert advice from PHE, as well as financial help. I speak with leaders of the overseas territories very regularly. Just last week I spoke to all the premiers to discuss what further support we will be offering them, and I look forward to our joint ministerial council with all the leaders of the overseas territories in two weeks’ time.
My Lords, the NGO Translators without Borders is working to provide information on Covid-19 in Rohingya refugee camps in Bangladesh, where women in particular say they would be reluctant to accept a vaccine without more information in a language they speak and understand. The UK’s funding for TWB through the H2H Network ended recently, so I ask the Minister to look urgently at reinstating the necessary funds to encourage acceptance by the refugees of a vaccine when it is available.
My Lords, I agree that we must ensure that, when a vaccine is available, people have the appropriate information. We are supporting H2H through our funding, but I shall take that back to the department and come back to the noble Baroness.
My Lords, I will build on the point made by the noble Lord, Lord Collins. The 2012 overseas territories White Paper commits the Government
“to meeting the reasonable assistance needs of Territories where financial self-sufficiency is not possible, as a first call on the aid budget.”
In light of the financial impact of Covid-19, can my noble friend confirm that this very specific commitment to our overseas territories remains government policy?
My Lords, I can commit to our financial support for the overseas territories. They have seen a variation in the cases of Covid—only nine territories have had cases—but most are heavily reliant on tourism and have seen their local economies collapse overnight. We have committed to sharing the vaccine with the overseas territories and we will continue with our health support and our financial support.

Lords ChamberMy Lords, I listened carefully to the debate yesterday on this Urgent Question. One thing that I hope the noble Baroness will be able to respond on today is the assessment—or whether any assessment has been made by the department—of the evidence presented to Wendy Morton by my right honourable friend Margaret Hodge that both links the case of Mr Taylor’s actions as a whistleblower and shows that due process has not been followed. In light of this evidence, what on earth is preventing the Government making strong representations to the Government of Monaco?
My Lords, at this time we have no evidence that this arrest is linked to Mr Taylor’s whistleblowing on corruption. However, Mr Taylor has alleged that the arrest is linked to the whistleblowing. We will continue to provide consular support and are in regular contact with Mr Taylor. If we receive evidence that Mr Taylor’s arrest is linked to his whistleblowing activities, or that due process is not being followed, we will of course consider what further steps we should take.
My Lords, I am shocked by the line in the Government’s response that says we have no evidence that this arrest is linked to Mr Taylor’s whistleblowing on corruption. Employers retaliate against whistleblowers, not on the grounds of their whistleblowing, but by asserting spurious, contrived and false accusations. By the time the whistleblowers are exonerated—in the UK, often in an employment tribunal dragged out over years—they have been financially ruined, their families scarred and sometimes their mental health compromised. That is how employers and hostile Governments punish whistleblowers and persuade others to keep silent about wrongdoing. I hope the Minister will meet the All-Party Parliamentary Group for Whistleblowing, because we have to change the whole regime to provide genuine protection. Will the Government recognise that this behaviour, captured by this UQ, is classic retaliation against a whistleblower, and will they protect Jonathan Taylor now?
My Lords, of course we must do what we can to protect whistleblowers, and we have done so through the Employment Rights Act and, indeed, the improvements we have made to protect whistleblowers over recent years. I am afraid that in this case in particular, as I said, we have not received specific evidence of this arrest being linked to whistle- blowing, but we will continue to monitor the case very closely and consider any evidence that we receive.
My Lords, on the face of it, as we have heard, this is a troubling case. A British citizen has exposed corruption and wrongdoing on a global scale and has taken considerable personal risk to do so. As I understand it, he is still helping regulatory authorities in this country in pursuit of further wrong- doing, yet the British Government are doing nothing to protect him from what appears to be an abuse of Interpol procedures. Will the Minister agree to meet me and colleagues to discuss this case as soon as possible, along with one of her ministerial colleagues from the Home Office, who, I understand, also has an interest in this case?
I would push back on the assertation that the Government are doing nothing. As I said, we are providing regular support to Mr Taylor: we are in regular contact with him, his family and his legal team. Mr Taylor has appealed against his extradition. We have also approached the Monégasque prosecutor’s office to request more information about the charges against Jonathan Taylor. We will continue to closely monitor this case and take appropriate action.
My Lords, the Government claim that they cannot interfere in the legal proceedings of another country, which is surprising, since there are recent examples where they have done so—so why in those cases and not this one? Moreover, it is surprising that the Government have not made high-level diplomatic representations to halt the extradition process, given that Mr Taylor has worked with the SFO and other prosecutors around the world, exposing a corruption and bribery scandal at a Monaco-based company, leading to fines amounting to over $800 million. He is continuing to work with the SFO in corruption investigations. Can the Minister tell the House why the Government are refusing to take action to restore Mr Taylor’s human rights, so he can come home, and are thereby failing to support the work of whistleblowers in the global fight against corruption?
[Inaudible]—we will continue to support whistleblowers. On this specific case, we need to consider each case on an individual basis and, as set out in the Vienna convention on consular relations, we cannot interfere in the internal affairs of other countries, just as we would not expect similar interference here. However, we will continue to monitor this case closely. The Minister for the European Neighbourhood recently met the co-chairs of the APPG on Anti-Corruption and Responsible Tax. We will continue to stay in contact with Mr Taylor and his legal team, to ensure that we are doing everything we can to help in this case.

Lords ChamberMy Lords, 16 Days of Activism is more important than ever this year, as during the Covid-19 crisis we have seen a disturbing increase in gender-based violence. The Government have a broad range of activities and plans to participate in and promote 16 Days. Among other events, I shall be meeting girl-led and women’s rights organisations to discuss their priorities for tackling gender-based violence, and colleagues across the FCDO’s network are also planning activities to raise ambition and galvanise action.
My Lords, according to the UN, Covid-19 has unmasked a shadow pandemic of violence against women and girls. What are the Government doing to prioritise the rights of women and girls, in particular across the FCDO, by mainstreaming DfID’s valuable work, the Strategic Vision for Gender Equality, including through diplomatic missions and humanitarian work?
My Lords, there is indeed a shadow pandemic of violence caused by the health pandemic of Covid-19, and ensuring that we are tackling this is a key priority as part of our Covid-19 response. My noble friend highlights the Strategic Vision for Gender Equality, which was DfID’s former guiding document on gender equality. In the FCDO we continue to be committed to this vision, but we will refresh it and reflect the merger as we develop new approaches. The challenges of tackling gender-based violence and, indeed, promoting gender equality are more important now than when we published the strategy in 2018.
I note my interest, as declared in the register. Does the Minister agree with me that, in the same way that casual racism and microaggressions can lead to the denial of rights to black communities and, ultimately, become institutional, casual sexism, if left unaddressed, can lead to violence against women? Does she further agree with me that the work done by organisations such as UK Feminista and the National Education Union to ensure that sexism is challenged in our classrooms and staff rooms, should be recognised and promulgated across our education system?
I agree with the noble Baroness that it is important that we challenge sexism wherever we see it. We have invested heavily in understanding what works to prevent gender-based violence. One of those things is to ensure that we work with men and boys at all ages to ensure that we address the root causes of gender-based violence. I would absolutely encourage this discussion to be had in schools and with school-age children.
My Lords, there have been recent protests in Nigeria, Kenya, Namibia and South Africa against gender-based violence. As DfID cuts its spending, are we maintaining the same level of support for researchers and civil society organisations in Africa that seek to combat gender-based violence?
My Lords, this year, as the noble Baroness said, we have had to reduce our spending due to the contraction in the economy and the impact that that has had on the 0.7%. However, we are absolutely determined to continue to support the important work of civil society and women’s rights organisations to help to tackle the scourge of gender-based violence.
My Lords, one of the best ways for young women to avoid the “most vulnerable forms of informal work”—this year’s 16 Days focus—is through education. What are the Government doing through their education programmes to help safeguard young girls in places such as Afghanistan, Pakistan and Africa, where very small numbers of girls remain in school due to coronavirus, and harms such as FGM are increasing?
My Lords, I fully agree with my noble friend on the vital importance of education; it is one of the most transformational investments we can make, and educated girls are less at risk of violence. We have, as my noble friend says, seen schools close down around the world. We are pivoting our bilateral programmes and working to ensure that girls can return to school as soon as possible. My noble friend also mentioned FGM. The Government are proud to support the Africa-led movement to end FGM; sadly, we have seen a greater prevalence of that since the pandemic, but we will continue to support the communities that are working to end FGM.
My Lords, Resolution 1325 has just marked its 20th anniversary. If more women were involved in peacekeeping and post-conflict reconstruction, there might be an end to the disgraceful levels of impunity for those responsible for gender- based violence. What practical steps will Her Majesty’s Government take to promote more effective compliance with Resolution 1325 and bring an end to the culture of impunity?
My Lords, as the noble Baroness highlights, when women participate meaningfully in peace processes, we see agreements that are less likely to fail and more likely to last, and it is of course important that we continue to support women’s involvement here. We held many events to mark the anniversary of 1325. The noble Baroness asked about practical steps. In response to the global rise in reprisals against women peace builders, we have funded the International Civil Society Action Network to help develop a protection framework for women peace builders.
My Lords, earlier this year I asked a Written Question on how the Government were best utilising their role as co-lead of the Action Coalition on Gender-Based Violence to highlight older women’s experience of gender-based violence. Age International had previously called on the Government to better collect data about violence against older women in low and middle-income countries. What steps have the Government taken to improve such reporting?
I agree with the noble Lord that we must use the fact that we are chairing the Action Coalition on Gender-Based Violence to make progress on this issue. I also agree that, in order to ensure that we are properly reflecting the needs of older women, we must invest more in data, and that is what we are doing: we have invested £6 million to support the UN women-led flagship programme initiative on gendered data, Making Every Woman and Girl Count, and we must ensure that we understand what is happening so that we can properly address it.
My Lords, one of the tragic consequences of Covid-19 is the massively increased incidence of gender-based violence in developing countries—and indeed, everywhere in the world. Surveys by Plan International show that adolescent girls are particularly vulnerable to increased sexual exploitation and violence, for want of basic items such as food and sanitary products. Will the Minister put these particularly vulnerable girls at the heart of the FCDO’s action to tackle gender-based violence?
I agree that we must have a focus on adolescent girls who, sadly, are at risk of exploitation and other forms of violence. We will do so as part of our co-chairing of the Action Coalition on Gender-Based Violence and we are also working hard to ensure that we are putting them at the centre of our response to Covid-19. We are funding UNFPA in order to make sure that it is addressing the supply shortages we have seen and we are pivoting our existing programmes to make sure that women and girls can continue to access support during the lockdowns we are seeing.
As has already been noted, if we are serious about eliminating gender violence worldwide, we have to address the root causes. What plans do the Government have to follow Australia’s lead and develop a national primary prevention framework to change the attitudes, behaviours and structures that underpin violence against women and girls?
I am afraid that I will have to get back to the right reverend Prelate in writing on that issue, as I will need to follow it up with the relevant department, but I will ensure that I provide her with a full answer.
My Lords, I have been able to send the Minister details of a case involving a young girl called Arzoo Raja, 13 years of age, whose parents I spoke to at some length last week. She was abducted, forcibly converted and forcibly married in Pakistan, in a case similar to that of Leah Sharibu in Nigeria. What are the Government able to do to build up legal capacity in such countries, so that these cases can be challenged in the courts, and what are we doing to promote the Declaration of Humanity, in which the department has been involved?
My Lords, I am afraid that I have not seen the case the noble Lord refers to, but I will ensure that I look into the detail of it. Of course, it is important that we support freedom of religion and belief in all countries around the world, and we will ensure that we continue to do so.
My Lords, I refer to my interests as declared in the register. Recently, the mass graves of women who were too old to be taken to be sex slaves for Daesh—so-called Islamic State—in Iraq were dug up as part of the evidence gathering to ensure more prosecutions of former fighters and their allies in Iraq. The Yazidi women and girls deserve justice. Will the UK Government continue to press the Iraqi Government to ensure not just that those former fighters and their allies are prosecuted for their terrorism offences but that the victims of their sexual and gender-based violence have their day in court and they are also prosecuted for the violence they inflicted on these women and girls?
My Lords, I agree with the noble Lord that we must do all we can to ensure that these desperate victims see justice. We are firmly committed to protecting members of the religious minorities in Iraq and providing assistance to them, and also to galvanising international efforts to ensure that Daesh members are brought to justice. That included leadership in ensuring that the UNSC unanimously adopted Resolution 2379 on Daesh accountability. We have established an investigative team to help collect, preserve and store evidence of Daesh’s crimes, beginning in Iraq, so that we can do everything we can to ensure that these women see justice.

Lords ChamberTo ask Her Majesty’s Government what assessment they have made of the 2020 presidential election in the United States of America.
My Lords, the UK Government congratulate President-elect Biden on winning the presidential election with a projected record total turnout of more than 150 million American voters. The United States is our most important ally and we look forward to working with the new Administration on all our shared interests, from climate change to trade and security.
My Lords, from these Benches we also congratulate President-elect Joe Biden and Vice President-elect Kamala Harris, and the American people for the resilience of their democracy. Does the Minister note the new President’s commitment to global engagement and the rules-based order, which will be vital as we seek to address Covid, climate change, and regional and global threats? Does she agree that the first thing that the UK Government should do now is to abandon their plans to break international law and that they have the opportunity to do just that this afternoon?
My Lords, as I said, we look forward to working with the new Administration on a wide range of issues. We will be engaging with the new Administration on climate change and, as G7 chair in 2020-21, we look forward to working with the US to secure a strong international rules-based system.
My Lords, it is obvious that a combination of Brexit and the Prime Minister’s fawning over Donald Trump has left us with very diminished influence over United States politics. Will the Minister assure us that the Government will engage with the Biden Administration—always allowing that they return the calls—over a range of subjects that have been left in disarray by Donald Trump? These include not only climate change but the trade talks, the Iran nuclear deal, the new strategic arms talks, the World Health Organization, NATO and, generally, respect for international rules and order?
My Lords, regardless of who is in the White House, or indeed No. 10, the friendship between the UK and the US has always been a force for good in the world. As I said, with the UK’s presidency of the G7 and COP 26 next year, there is a real opportunity for the UK and the US to lead the way in building a stronger international consensus. There is a long list of topics, many of which the noble Lord highlighted, on which we will work side by side with the new Administration.
My Lords, will the Minister recognise that, when Joe Biden is formally elected as the new President of the United States, he will be the most fervent Irish nationalist President for many years? Will she make the Belfast agreement very clear to him, perhaps by making our ambassador in Washington give him a copy of it, asking him to read it, particularly the section on the consent of the people of Northern Ireland to any change in the constitution?
My Lords, as I said, we look forward to engaging with the new US Administration and President-elect Biden on a number of issues.
My Lords, President Trump started a process by which the United States would leave the New START and open skies treaties, briefly mentioned by the noble Lord, Lord Reid. Is my noble friend the Minister confident that the UK Government can persuade President Biden to reverse President Trump’s decision on this matter and thereby maintain the strategic security that these treaties bring to us all?
My Lords, we recognise the contribution that New START has made to international security and strategic stability, and we remain committed to the open skies agreement. We believe that it benefits transatlantic security by building understanding and confidence through military transparency. We have been in close touch with the current US Administration while they have reviewed their involvement in the treaty, and we will continue those discussions with the new Administration.
My Lords, if a trade agreement with the United States is still a priority of our Government, do they believe that they can achieve such an agreement so long as they insist on Part 5 of the internal markets Bill?
My Lords, a free trade agreement remains a priority of the Government. From the outset of these negotiations, we have engaged with US partners on a bipartisan basis and we are ready to continue strengthening economic partnership between our two countries. We look forward to engaging the President-elect and his team on this.
My Lords, there are obviously a number of important new areas for co-operation if, as assumed, Mr Biden becomes President. They include, for example, as has been mentioned, a positive restarting of arms control discussions, although there are also some negatives, such as the situation in Northern Ireland, where the Americans have never really grasped and understood the subtleties and difficulties of the situation. However, can we take great care to avoid hugging American leadership aspirations and strategic impulses too closely and never forget that, in the new international conditions now prevailing, we have partners in the Indo-Pacific region and Asia, who will be just as important to our future safety, security and prosperity?
My Lords, I reassure my noble friend that we are indeed committed to developing and deepening our relationship with our friends in the growing powers of Asia. We have submitted our application to become a dialogue partner in ASEAN. As we recover from the pandemic, it is more important than ever to work with ASEAN on a sustainable economic recovery.
My Lords, the election of President Biden creates a really historic opportunity to repair the damage done to international co-operation during the Trump years. The way for Britain to have influence is to come forward with practical ideas to tackle issues that concern both countries. Given that President Biden is known to be a strong supporter of NATO, can the noble Baroness reassure us that the Government have specific plans ready to put to his transition team on how to re-energise NATO and show that it is not brain dead?
My Lords, we will indeed be discussing NATO with the incoming Administration. NATO remains the cornerstone of our security and collective defence. The enduring commitment of the US to Euro-Atlantic security and the strength of our transatlantic bond have provided peace and prosperity for over 70 years.
My Lords, I cannot have been the only person who was shocked to hear the Foreign Secretary yesterday unable to answer the question on whether all votes should be counted in a democratic election. Nevertheless, the noble Baroness said that she was looking forward to engaging with the new team, and I add my congratulations to President-elect Biden and Vice-President-elect Harris. Can she tell us whether the Foreign Secretary has made, and will make, an attempt to speak to President-elect Biden’s transition team as soon as possible?
My Lords, as is standard practice, you can expect the PM to speak to the successful candidate in due course. The embassy has been in touch with the campaign and we will expect a call in due course, as is normal practice.
My Lords, we have seen in the United States a change in campaigning technique, with social media becoming very important. President Trump has 88.9 million followers on Twitter. I ask that we in the UK become aware of how necessary it will be to keep an eye on this new campaigning and how important it will be to keep our present broadcasting system going strongly, because it was so effective. I know that it kept us up for many hours, but can we thank the broadcasters—the BBC especially—for all the work they have done and make sure that nothing prevents that sort of coverage in the future?
My Lords, we have seen lots of social media activity during this election, as we do in every election, and indeed we see more in every election that comes along. We have also seen actions taken by social media companies. I agree with the noble Lord that it is incredibly important to make sure that we track this closely and do everything we can to make sure that a free and fair media report in every election. I add my thanks to those of the noble Lord. Like, I am sure, many noble Lords, I was glued to the election coverage at the weekend, and I thank the broadcasters for that coverage.
My Lords, the noble Baroness has mentioned security co-operation several times in this interlude. Does she agree that security co-operation with the United Nations Security Council is pre-eminent in terms of UK-US relations? Can she take this opportunity to deny allegations in the media that the United Kingdom vetoed a ceasefire put forward by the Minsk Group on the Azerbaijan-Armenian conflict in Nagorno-Karabakh last week?
My Lords, we continue to work with the US and all our partners in the Security Council, particularly on the issue of Nagorno-Karabakh.

Does my noble friend agree that the strong support given by President-elect Biden as a Senator and consistently ever since against genocide in Bosnia-Herzegovina is a very good basis for action by the UK, alongside the United States, against genocide and hatred across the world?
My Lords, of course I praise President-elect Joe Biden for standing up for what is right. The UK Government stand firmly against genocide. I mentioned Nagorno-Karabakh in my previous answer; of course, we face challenges in Europe, Nagorno-Karabakh and Belarus. We will continue to work with the US and the new Administration on the challenges that we face here in Europe and across the world.
