Commons ChamberOn a point of order, Madam Deputy Speaker. My apologies to the right hon. Member for Warley (John Spellar) and the hon. Member for Sheffield, Brightside and Hillsborough (Gill Furniss) for not being able to give them prior notice of my point of order because they were on telling duty. I was concerned, at the calling of that Division, that the advent of face masks in the Chamber may have disguised a member or two of the Opposition Whips Office shouting opposition to their own motion, thus rendering redundant the idea that the vote should follow the voice. Could you advise me further on that, Madam Deputy Speaker?
I thank the hon. Gentleman for that point of order. Nothing disorderly has happened. There was a shout of “Aye” and a shout of “No”, and Tellers were put in when I put the question again. I am sure that he is not questioning my judgment. Nothing disorderly has happened, and the vote took place in the proper manner.

Commons ChamberI shall not detain the House for too long with my remarks on this important statutory instrument that has considerable effects on our constituents. I cannot, for the life of me, think why these Benches are not heaving at the moment.
I wish to draw two specific matters to the attention of my hon. Friend the Minister. I do so on the basis of understanding the fairness that there should be within this system for both the paying and the receiving parent. The first concerns income calculations. The SI makes several changes. However, what can be done to address the issue of mid-year salary reviews for the paying parent, which can lead to a significant unfairness? As I understand it, a maintenance calculation is meant to last for a whole tax year, subject to a change in income of 25%, up or down, within that year.
A constituent of mine from Marple has been making payments for his son since 2011. In 2017, he lost his job and briefly claimed benefits. He was fortunately able to find new work quickly, albeit on a significantly lower salary of 20% less than his previous job. He informed the CMS of his change in circumstances. However, because he fails the 25% test, the CMS is refusing to review the calculation, meaning that he is now making CMS payments based on a salary of over £7,000 more than he currently earns. As he is not earning that money, he does not have the money to pay, and this is therefore putting him in financial difficulties. He also has two other young children to care for in his current relationship. The policy is currently meant to cover scenarios such as losing or gaining employment completely, but not a change in job, role or salary. Ironically, had my constituent remained unemployed, his maintenance calculation would have been reduced, but by finding new work quickly, taking a pay cut and keeping up with his payments, he is now worse off, and that seems deeply unfair. Would my hon. Friend the Minister consider reducing the 25% threshold for a recalculation review to about 10% to 15% to give a better deal in such cases?
Let me now give the other perspective, of the receiving parent. A constituent of mine from Offerton informs me that she has been divorced from her children’s father for seven years, and in all that time has only received approximately six months of maintenance payments from him towards the upbringing of their two sons. She received a letter in February this year informing her that the CMS plans to write off the £11,867.99 that is owed to her in unpaid child support. I find that course of action astonishing.
The issue is not the father and ex-husband’s ability to pay, but his refusal to do so, as he is a successful self-employed director with his own limited company. A deduction of earnings order seems rather powerless, as, being his own boss, he is unlikely to enforce such an order against himself. More than £11,000 is an astonishing amount of money in the context of raising a child. What can be done to enable the CMS to better recover significant maintenance payments and arrears from people outside the standard PAYE tax system?

Commons ChamberWith respect, this is not a matter for Government to respond on. The joint negotiating committee, which is made up of trustees, employers and unions, is responsible for approving an appropriate recovery plan to ensure the scheme is adequately funded. The universities are subject to regular assessment of their overall financial sustainability management and governance, and I am sure the Pensions Regulator will therefore be watching this situation.
Developing a theme from this side of the House, I had the pleasure of visiting my local jobcentre on Friday. Will my hon. Friend pay tribute to the hard-working staff who are delivering record levels of employment in my constituency?
Absolutely: I congratulate the staff in my hon. Friend’s jobcentre, and by the end of the process of rolling out UC, we will have 5,000 extra work coaches across the country.

What steps are the Government taking to ensure that all employees are fully informed of the new auto-enrolment pensions?
I can assure my hon. Friend that the Government are working closely with the pensions regulator to ensure that small employees in particular are informed of the new auto-enrolment changes. Online facilities are easy and simple to use for many people. Offline facilities such as leaflets and so on are also made as easy as possible.

Commons ChamberI thank my hon. Friend for raising that case, and I shall of course be happy to meet her. I think it right for the House to recognise the sacrifices made by all members of our armed forces who have been injured as a result of service to our nation.
19. What progress he has made on increasing the number of people with disabilities who are in work; and if he will make a statement.
In the last two years the number of disabled people in work has increased by 339,000, but we recognise that the gap between the employment rates of disabled and non-disabled people remains too large, which is why our ambition is to halve it.
May I invite the Minister to a Disability Confident event in my constituency, which will take place next spring? He will meet some brilliant charities, such as Independent Options and ARC, which provide work for, and teach life skills to, people with a range of disabilities.
I should be delighted to accept that kind invitation. Our reforms of the support that is given to people with disabilities who want to work will give local organisations great opportunities. On Friday I visited Foxes Academy, which has a success rate of more than 50% in providing work for people with learning disabilities; that contrasts with the national average of 6%. Local flexibility is vital.

Commons ChamberIt is a pleasure to follow the hon. Member for Berwickshire, Roxburgh and Selkirk (Calum Kerr). I wish him a long and distinguished career in the House. I hope that he and his colleagues will forgive me if I add that I hope to see his seat represented here for a long time. We are, of course, relieved to learn that the SNP is no longer agitating for independence from the House. As a Unionist, I am greatly reassured by that.
It is also a pleasure to follow the maiden speech of the hon. Member for St Helens South and Whiston (Marie Rimmer). Many people have asked what the boundaries of the northern powerhouse will be, but I can see that, in typical northern fashion, she will be boundless in pursuing the interests of her constituents. I pay tribute to her for making a characteristically warm speech. I also pay tribute to the hon. Member for Bradford South (Judith Cummins).
I warmly welcome the Budget as both a strong plan for the country’s finances and an important statement containing a considerable number of measures that will affect my constituency. As many Conservative Members have already noted, the continued strength of the recovery in the economy is impressive. Our growth is outstripping that of the rest of the G7, employment continues to rise, and unemployment continues to fall.
In my constituency, substantial progress has been made over the last five years under a Conservative-led coalition Government. Since 2010, there has been a fall in the number of people claiming jobseeker’s allowance, and an even more impressive fall of 58% in youth unemployment. Those may sound like the dry statistics that are pronounced all too regularly in the House, but they are much more than that. They reflect real people. The 49% fall in unemployment in my constituency represents 713 people: 713 people with greater prospects, greater financial security and greater peace of mind when it comes to providing for themselves and their families.
It is against that background that I want to speak briefly about two specific measures in yesterday’s Budget. My right hon. Friend the Chancellor’s announcement of a living wage of £9.00 an hour by 2020 is to be welcomed. Tackling low pay is part of our plan to move to a higher-wage, lower-tax, lower-welfare society, building a more productive Britain and giving families the security of well-paid work. This measure will benefit 6 million workers across the country, and will boost pay for those who are currently earning the minimum wage by £5,200 a year. To see just what that means to working families on low wages, one had only to look at the expression on the face of my right hon. Friend the Secretary of State for Work and Pensions, such was his obvious joy at the announcement.
Beyond the euphoria of that moment, however, it is worth considering the careful balance that has been struck between the new living wage for employees and what we must do to offset the resulting cost to employers. Small businesses can be reassured by the plans to extend the employment allowance to £3,000, cutting the jobs tax for firms, so that a business will be able to employ up to four people, full time, on the new national living wage and pay no national insurance at all. Larger companies will benefit from a reduction in corporation tax from 20% to 18% between now and 2020. As part of the Government’s plan to make work pay, the announcement of an increase in the personal allowance is also significant. A further 727 people in my constituency alone will pay no tax at all, and the total number of beneficiaries will be some 34,677. Again, those are seemingly dry statistics, but there is a real, positive story behind them.
While the Chancellor was able to pull the living wage rabbit out of the hat, the nettle that he had to grasp was that of tax credits. Members will, I hope, forgive me for reminding them that tax credit expenditure trebled in real terms between 1999 and 2010 to an estimated £30 billion—a far higher level than was expected by the “prudent” Labour Chancellor of the time. Some Chancellors can be accused of robbing Peter to pay Paul, or giving with one hand and taking with the other. However, the policy of tax credits itself, created by the last Labour Government, meant that the state would, in effect, tax with one hand and “give” benefits with the other, thus creating an inefficient cycle of tax and spend. The policy succeeded in greatly inflating the size of the welfare state and bloating the system that was required to administer it, but by taking money away from people in tax only to credit it back to them later, it did little to increase their net income and standards of living. My right hon. Friend the Chancellor is now faced with the unenviable task of unpicking that knotted system, built up under 13 years of Labour rule. It is no easy task, but the Budget makes some important headway.
As I have said, I welcome my right hon. Friend’s Budget. I believe that, by allowing people to earn more and, most importantly, to keep more of what they earn, it will raise the living standards, prosperity and wealth of the country as a whole and my constituents in Hazel Grove in particular, and I commend it to the House.
