It is a pleasure to serve under your chairmanship, Mr Hollobone. It has been said that confusion and muddle have been the hallmark of the Government’s approach towards naval shipbuilding in recent years. Nowhere is that lack of clarity more in evidence than when it comes to the construction of frigates.

The Navy has 13 Type 23 frigates. As we have heard, there was a strong suggestion in the 2010 strategic defence and security review that 13 Type 26 frigates should be constructed in place of those 13 Type 23 frigates. We were told that manufacturing of those new frigates would begin in 2015-16, but the 2015 SDSR cut the number from 13 to eight. At that time, the Government gave a weak commitment to building at least five new general purpose frigates, possibly more. They have yet to agree a manufacturing date with BAE Systems for the Type 26 frigates, and the demonstration phase on those frigates was extended in March 2016 by a further year. At the same time, BAE Systems has been building three offshore patrol vessels, and the Government plan to have two more of those. That general factual background leads to a number of key questions that have been touched on in the debate, and that I want to underline.

First, with regard to timescale, if the Government do not give the go-ahead and the date for the cutting of steel is not before summer next year, the production trades will have almost finished manufacturing work on those offshore patrol vessel programmes, and will have no work to carry on with. In other words, there will be a hiatus. The trade skills that are required for the construction of the offshore patrol vessels will be lost and will not be able to be deployed other than at significant cost, with more delays and more training. It is important that the Government come clean; they must have some idea of the start date, and I hope that the Minister will tell us when that will be.

The second question is again on the issue of skills and the dovetailing that will be necessary between the Type 26 programme and the programme for the general purpose frigates. The trade unions have pointed out that as the Type 26 programme design phase is decreasing, the ship designers will need another programme to work on, so we need specifics from the Government on the general purpose frigate programme as well. What is the Government’s intention in that regard?

Thirdly, we have already seen delay—hopefully there will not be more—but what does that mean for the existing Type 23 frigates? The Government have said that there is to be no extension of their lifespan. Is that still the case? I have been told that the Type 23 frigates have already exceeded their original design life. If they are kept in service, there are implications for the Navy, in terms of fulfilling the requirements that those frigates meet.

The final question is on cost, and clarity would be desirable here. As we have heard, there have been suggestions that because of the Government’s continuing austerity programme and the hardening of cuts, it is becoming increasingly expensive for them to make real their previous commitments. Admiral Sir Philip Jones, the First Sea Lord and head of the Navy, suggested that when he told MPs on the Select Committee that one problem is the cost of designing quiet ships; the technology is far more expensive than was originally envisaged. That may or may not be the case, but what is very important, on that and on the other issues raised this afternoon, is that we have clarity and certainty from the Government.

Does the hon. Gentleman agree that delays have an economic impact, and not just on Govan, Scotstoun or Scotland? There is a wider economic impact. If there is a delay, that will mean a more expensive programme in the long run.

Broadly speaking, that is correct. There will certainly be excessive costs if the Type 23 frigates are required to stay in service beyond their natural design life. Also, with most programmes, and certainly with defence procurement programmes, the longer the programmes, the more the delay and the greater the costs. There is also an impact on the workforce, with greater uncertainty and greater job insecurity. On all these issues, what is required is, at the very least, clarity from the Government. I thank the hon. Member for West Dunbartonshire (Martin Docherty-Hughes) very much for bringing forward this issue today.

Let me start by saying what a pleasure it is to serve under your chairmanship this afternoon, Mr Hollobone. I congratulate the hon. Member for West Dunbartonshire (Martin Docherty-Hughes) on securing this debate and for providing me with the opportunity to update the House on this important subject.

The 2015 strategic defence and security review restated this Government’s commitment to the Type 26 global combat ship programme. It was a positive strategic defence and security review for the Royal Navy, committing to an increase in the size of the service for the first time in a generation.

There has been a high level of interest in the programme since we announced our plans and I, along with ministerial colleagues, have consistently confirmed the Government’s continuing commitment to it. Let me once again reiterate that commitment. The Type 26 global combat ships remain critical for the Royal Navy and nothing has changed since last year’s strategic defence and security review. We are going ahead with eight anti-submarine warfare ships and all eight ships will be built at the BAE Systems shipyards on the Clyde.

We have backed up our commitment with significant investment as we continue to progress the Type 26 programme. We announced in March this year the award of a contract with BAE Systems, valued at £472 million, to extend the Type 26 demonstration phase to June 2017, enabling us to continue work with industry to develop an optimised schedule for the programme to reflect the outcome of the strategic defence and security review; to mature further the detailed ship design ahead of the start of manufacture; to invest in shore testing facilities; and to extend our investment in the wider supply chain to cover almost all the equipment for the first three ships.

I welcome what the Minister has said, but it is worth pointing out that so far there is nothing new in it. Will she tell us when the manufacturing start date will be?

I did not say that in updating the House there would necessarily be anything new, but I do want to reiterate the commitments that I have previously made.

The work will benefit suppliers across the country, injecting an estimated £200 million into the UK supply chain and sustaining 1,600 high-quality jobs, an estimated 600 of which—more than a third—are in Scotland. From Loanhead in Midlothian, where the helicopter handling equipment will be built, to Fleet in Hampshire, where communications equipment will be developed; from Dunfermline in Fife, where the steering gear will be built, to Huddersfield in West Yorkshire, as mentioned by my hon. Friend the Member for Colne Valley (Jason McCartney), where the gearboxes will be constructed—this investment is good news for UK industry. Furthermore, we announced in July the latest commitment of £183 million to buy the maritime indirect fires system—the five-inch gun—for the first three ships. That takes our total investment in the Type 26 programme so far to £1.8 billion, which is hard evidence not only of our commitment to the programme but of real progress in delivery.

We all want to make sure that Sunnis’ rights are protected. It is incumbent on the Iraqi Government, who have Sunni, Shi’a and Kurdish representation, to ensure that all parts of Iraq are fully protected. The aim of the Government in the reforms that they are driving through is to devolve more power to the governor of Nineveh province, in which Mosul sits, to ensure that he and the local administration can provide such reassurance. It is critical to the campaign that Sunnis in Iraq understand that the Iraqi forces are for them as much as for the Shi’as.

I am sure the Defence Secretary agrees that one of the positive developments is that the peshmerga and the Iraqi forces are working together against Daesh for the first time. Can he suggest ways in which that constructive co-operation might be continued in other operations?

That co-operation is essential not only for the liberation of Mosul, a city that sits very near to the Kurdish region, but for the future of Iraq. I am encouraged by the recent negotiations over the distribution of the oil revenue and some of the other accommodations that have been reached between Prime Minister Barzani and Prime Minister al-Abadi down in Baghdad. I hope that that will bode well for the integrity of Iraq as well as for the future of the Kurdish and Iraqi populations.

Does the Minister think it wise to declare mission accomplished concerning the operation in the Philippines—or, indeed, operations in any other part of the world?

I would not necessarily use precisely those words, but it is fair to say that our armed forces personnel have done good service for Her Majesty and for the people of the Philippines in providing a tremendous humanitarian response at short notice. At the risk of repeating myself, we are immensely proud of what they have achieved on Op Patwin.

I think that we all agree that the first world war was a truly terrible conflict. There can be no doubting the bravery of the millions who fought for their country, many of whom lost their lives—nearly 1 million soldiers from the British Army and over 700,000 from the British isles. But I believe that we should also acknowledge the conscientious objectors to the war. They, too, were people of courage who stood up for what they believed in and experienced enormous public opprobrium as a result. They also experienced huge personal hardship and discrimination after the war ended.

Caerphilly has a two-fold distinction in that respect. First, two of its MPs, Morgan Jones and Ness Edwards, were conscientious objectors. Ness was the Member of Parliament from 1939 until 1968 and served as Postmaster General in the 1951 Labour Government. He was preceded by Morgan Jones, who served as an Education Minister in the Labour Governments of 1924 and 1929. Secondly, Morgan Jones was the first conscientious objector to be elected to the House of Commons—he was elected in a by-election in August 1921—and it is about him that I would like to say a few words this afternoon.

Morgan Jones was born in May 1895 in Gelligaer in the Rhymney valley. He came from a modest background, his father being a coal miner. He left the valley to receive an education at Reading university but returned to become a local councillor. He was elected as a socialist and a member of the Independent Labour party. He was a man of principle, courage and conviction. He did what he thought was right and held firmly to his principles throughout his life.

From the moment Britain entered the great war in August 1914, Morgan Jones was a vocal opponent of the war. Like many in the ILP, he believed that the war was unjustified and unnecessary, a nationalist conflict that set worker against worker. He therefore opposed the war as a socialist and as an internationalist. But he also adopted a Christian pacifist position and declared his opposition to all forms of warfare, believing that the destruction of human life should not be a means of solving international disputes. His unequivocal views led him quickly to join the No Conscription Fellowship, and he was appointed to its national committee in 1914.

In the early part of the war, until 1916, the British Army consisted entirely of volunteers, and south Wales was a particularly important recruiting ground. However, it soon became clear that relying on volunteers was not enough, so the Government introduced the Military Service Act 1916 and conscription. Under the Act, local tribunals were established to determine cases of exemption for men who could best contribute to the war by continuing in their civil roles. One of the effects of the Act was to create two kinds of conscientious objector. The absolutists were those who adopted a maximalist position of being opposed to the war but also refusing to accept any kind of alternative work. The other type of conscientious objector was the alternativist. These individuals were wholly opposed to the war but prepared nevertheless to accept some form of alternative employment, mostly in transport or mining. Morgan Jones was one of those conscientious objectors, and he eventually came to accept membership of this voluntary scheme.

My hon. Friend is making a very good speech that shows how we are going to look at all aspects of the first world war in the coming years. Is he aware that some 7,000 conscientious objectors went to the front and some were killed as a result of doing stretcher-bearing and ambulance work?

Yes indeed. Those who became stretcher-bearers were probably at the greatest risk of all those in the armed forces, and the casualties among them were particularly high.

Morgan Jones was a member of Gelligaer urban district council. His own council, at a full meeting in February 1916, voted by 10 votes to eight to empower the chairman and the clerk to convene a special meeting wherever necessary to take appropriate action to consider the cases of those who were making conscientious objections. Such a meeting was convened in his case, but it was inquorate, and it seems very likely that the Labour members absented themselves to make it so. Nevertheless, the local tribunal was eventually convened and Morgan Jones appeared before it to put his case.

Interestingly enough—I have done some research on this matter—the minutes of Gelligaer urban district council have mysteriously disappeared from the Glamorgan record office, as have the minutes of the local tribunal, and nobody seems to know why. However, we know from the local press that when the tribunal was convened, Morgan Jones put a robust case, declaring himself a socialist and someone who was

“resolutely opposed to all warfare”.

He argued that the war was the result of wrongheaded diplomacy. Predictably, however, the local tribunal concluded that he would not be excluded from military service. He therefore appealed to the tribunal in Cardiff, but his appeal fell. At the same time, action was being taken against the No Conscription Fellowship, and he was found guilty in that regard as well.

In essence, after all was said and done, Morgan Jones went to trial and went to prison, and, as a consequence, suffered a great deal of physical and mental hardship. However, at the end of the war, when he was eventually released, an opportunity arose for him to stand for election to this Parliament in 1921. He was successfully elected and, as a result, made his true imprint on history by being the first conscientious objector to be elected to this House.

The fighting spirit of the Gurkhas has never been in doubt. They serve in the Territorial Army and all ex-Gurkhas who are living in the UK can apply to join the reserves. The recently launched TA Live campaign encourages all ex-regulars, including Gurkhas, to join. We hope that as many of them as possible will do so.

When he was Leader of the Opposition in 2009, the Prime Minister said of the Gurkhas:

“They are the bravest of the brave…they have fought and died for this country in some of its toughest battles. We owe them a huge debt. We need to treat them properly in return.”

In the light of those comments, can I take it that there will be no announcement tomorrow about redundancies for the Gurkhas?

If the hon. Gentleman allows me to develop my argument further, I will come to that point as I go through my speech. That is the point of this debate; I could answer him in 30 seconds, but I will go through the whole debate.

With the closure of Army recruitment offices, it is my sincere belief that this vital link between Wales and the armed forces could be broken. Like many right hon. and hon. Members from all parties, I value highly the role that the men and women of the armed forces play in our national life. I worked for my predecessor as the MP for Islwyn—Lord Touhig, who is himself a former Minister with responsibility for veterans—and I well remember how keen he was to press home the message right across the country that joining the forces is not like going to work in Asda, Tesco or Barclays. The brave men and women in the forces risk their lives every day, risking serious injury and death.

Does my hon. Friend agree with the hon. Member for Monmouth (David T. C. Davies)—a Conservative Member—who said, and I quote him exactly:

“Joining the Army is not a career you can just research on the internet. You really need to sit down and talk with someone about it”?

Basically, that is a very sound statement and sums up very well how important these recruitment offices are.

I agree entirely with my hon. Friend, who has, in a nutshell, summed up the debate—perhaps I should sit down now—and that is the reason why I have secured it. Put simply, the sacrifice is unique and special. In Wales, we value the contribution that the armed forces make to our freedom. Joining the forces is not a decision that we can take lightly, as my hon. Friend has just said. It is a way of life. It will affect family and friends. Therefore, it is vital for those who seek a career in the armed forces to have all the information and advice possible available to them.

It is a pleasure to serve under your chairmanship this afternoon, Mr Bayley, not least because you yourself come from a constituency with strong military connections. I am sure that you have some empathy with some of the points that we are debating this afternoon from both sides of the argument.

I want to congratulate the hon. Member for Islwyn (Chris Evans) on securing the debate. I assure him that the Government place a high value on the quality and dedication of Welsh recruits who join our armed forces. I want to pay tribute to members of the armed forces from Wales who have made the ultimate sacrifice in protecting the security of the United Kingdom—a sacrifice that we will never forget.

I am delighted to be joined in the Chamber by the Under-Secretary of State for Wales, my hon. Friend the Member for Preseli Pembrokeshire (Stephen Crabb). I know that he takes a keen interest in the matter, and he has discussed the issue with me before the debate.

The Whips Office, in which I, too, have had the privilege of serving, is a noble estate. Remember our corporate motto: “We are from the Whips Office, and we are here to help.”

Wales and the Welsh people play a large and important part in our armed forces. From a population that represents just under 5% of the total UK population, Wales has consistently provided between 6% and 7% of total recruits to the British Army each year, so it is fair to say that Wales punches above its weight. Additionally, 10 of the 22 local authorities in Wales have already shown their support for the armed forces and veterans by signing up to community covenants, and the remainder are expected to sign up this year. I am sure you would welcome that as much as the rest of the House, Mr Bayley.

We ask a great deal of the men and women who join our armed forces, and we need the right young men and women to join up. Although the regular armed forces are reducing, they are still very much open for business. The Army, for example, continues to require 7,500 new recruits a year, yet over the past decade the Army has missed the recruiting targets necessary to meet its operational requirements. To address that, the Army has entered a partnering arrangement, known as the recruiting partnering project, with Capita, which seeks to improve Army recruiting by exploiting the expertise of the private sector while retaining a strong military interface with potential recruits at key stages. The contract covers the entire recruiting and selection process for both the Regular Army and the Territorial Army and will transform the way the Army recruits officers and soldiers. In doing so—this is an important point to stress—the contract will release more than 1,000 military recruiters back to the front line, where they are needed, and deliver some £300 million in benefits over 10 years.

The recruiting partnering project will also provide a centralised recruiting operation delivered through a five-region structure using 73 Army careers centres, of which 38 are embedded within tri-service armed forces careers offices. The five current selection centres, including the Army Officer Selection Board, will be retained. To co-ordinate all recruiting activities, a national recruiting centre will be set up in the headquarters Army recruiting and training division, which is based in Upavon, Wiltshire. The centre will provide an initial point of telephone and on-line contact for early inquirers and will provide recruiting teams to co-ordinate and control recruiting activity and liaise with regional recruiters. Importantly, the centre will take on back-office administration tasks, such as reference and security checks and arranging medical screenings, thereby removing the burden of much of the administrative activity from front-line military recruiters in the regions, leaving them free to concentrate on face-to-face liaison with potential recruits.

Over the years, the Army has continually reviewed the location of its recruiting offices, and the number of offices has ebbed and flowed to meet the changing demands of the recruiting environment and the needs of the armed forces. However, the approach that is now being introduced marks a major change in our marketing methods. Following extensive consultation with the Army, the number of recruiting offices will reduce by about half to 73, which reflects that times have changed since the hon. Member for Islwyn and I left school and began looking for work. Experience tells us that today’s young people are much more likely to look online for careers guidance and advice using the many electronic devices available to them.

The UK Government have provided the Welsh Government with almost £57 million to help bring broadband to everyone and super-fast speeds to 90% of homes and businesses. The figure is more than double the amount Wales would have received had the measure been a Barnett consequential. Considerable resource has been invested to try to increase broadband capability in Wales.

That is an important point, but a tremendous number of people in Wales are still not connected to the internet. In the Caerphilly borough, for example, 37% of households have no access to the internet, which is a real problem in some of the most deprived communities, and it will not be solved overnight.

I listen to what the hon. Gentleman says, but the programme is due to accelerate in 2013, and we will continue to work closely with the Welsh Government through the Wales Office and Broadband Delivery UK so that sufficient and appropriate measures are in place to ensure the funding is ring-fenced and monitored in order to try to achieve the objective. Further progress is needed, and I hope by referencing those points I have demonstrated that we are determined to make progress where needed.

The alternative ways in which potential recruits may now gain information about joining the Army, coupled with the national recruiting centre, will to some degree reduce the reliance on a high street presence. Capita will introduce a wide selection of contact channels to Army careers centres, including access to digital communication through social media, to meet that need.

Of course, at times there is no substitute for a face-to-face discussion, particularly for a life event as significant as choosing a military career in the service of one’s country, which is why the 73 Army careers centres will be retained. The centres will be spread across the United Kingdom to ensure that more than 90% of the population is within reasonable travelling distance, which is assessed to be less than an hour by car.

The hon. Member for Islwyn asked how we will address particularly rural locations, which is a fair point, but each of the Army’s regional brigades will have its own mobile recruiting unit to provide additional cover for rural locations in situ if there is assessed to be a particular need. So we are not relying purely on modern IT and the fixed Army careers centres. As part of the package there will be mobile teams that can take advice out to potential recruits, rather than asking them to go online or physically go to a centre. I hope he accepts that we have thought about that in some detail.

Army careers centres will be used for walk-ins off the street, for nurturing and supporting personnel as they proceed through the recruiting process and for formal interviews for both Regular Army and Territorial Army candidates.

What I can say to my hon. Friend is that the chiefs of staff sitting on the armed forces committee have written to me to confirm that, with the budget we are making available, they can deliver the force construct set out in the SDSR for Future Force 2020. I agree with him on this, however: balancing the budget in itself does not solve the problem. Anybody can cut a budget. The challenge is to make sure the money that is spent is spent efficiently and effectively, getting through to the sharp end and delivering the military capability we need. That is why we need to change the behaviours and practices in the MOD, not just the budget.

Given the Government’s commitment to the renewal of the Trident programme, can the Secretary of State explain the point of the Liberal Democrats’ review of alternatives to Trident?

As part of the coalition agreement, we made a commitment to such a review, in parallel with committing to the long-lead items on Trident replacement, so it would not slow down the programme—to answer the question of the right hon. Member for East Renfrewshire (Mr Murphy), the shadow Secretary of State. That review of possible alternatives to a submarine-based nuclear deterrent will be completed by the end of this year and submitted to the Prime Minister and Deputy Prime Minister, and a decision will be made then.

Again, my hon. Friend is absolutely right. This is something that we do not need and cannot afford, and that would be damaging to our overall military capability.

The Anglo-French defence accord has been a success, but let us not forget that it was largely negotiated under the previous Government. May I ask this Government whether other agreements are being discussed with other member states of the European Union?

On Wednesday I am going to meet my Nordic and Baltic counterparts, and I have already had discussions with my Italian counterpart. It will be the Government’s policy to seek bilateral arrangements with other European allies where it is appropriate and in the interests of both parties to collaborate.

I agree with my hon. Friend. Wales received the second lowest military investment of any region in the UK. Surely that cannot be right. The decision in the summer to award Gwent-based General Dynamics a £500 million contract to help to equip the Army with a fleet of new Scout combat vehicles was very welcome, and that should have been followed with an annual £500 million boost from St Athan. Together, they would significantly have redressed that unfairness. Instead, the coalition dithered, and that has cost us dear.

On the defence technical college, does my hon. Friend agree that it is bizarre that, at a time when south Wales is likely to lose many thousands of jobs in the public sector, that private sector development will not go ahead?

I cannot agree with the Minister. I am saying—I thought I had done so clearly—that there is a disparity, which would have been reduced if the Government had decided to go forward with the defence technical college. It is not rocket science; a decision to build the college would have provided more equality and fairness. It would not have endangered front-line services, but would certainly have helped our forces, who serve so valiantly in Afghanistan.

On that important point, if the Government were concerned about the well-being of the armed forces, they would have ensured that the technical college went ahead. That point illustrates that the Government are not concerned about the long-term defence of this country.

I can tell my hon. Friend that the good news is that the Typhoon aircraft, a formidable piece of kit, is in demand across the world, and there are a number of countries that have expressed serious interest in the Typhoon. I can also tell him that my right hon. Friend the Secretary of State has already had a number of discussions with a number of interested parties, and that we shall arrange some cross-departmental ministerial visits to promote this very important aspect of our policy.

As I said in the earlier part of questions, it remains our intention to proceed as planned, but this, of course, like everything else, is part of the strategic defence review.
