That this House has considered Welsh food and protected status.
Môn Mam Cymru translates to “Anglesey, the mother of Wales”, and this name reflects the fact that our island once fed the entirety of Wales from its green pastures. We can still see some of the nearly 50 windmills on the island that once produced the wheat that fed Wales. My constituency has a long and proud history of producing the finest British food, and that tradition continues today.
The industry is visible all over our island, from the lush rolling fields filled with cattle, sheep and crops, to the beautiful oceans from which Halen Môn extracts all of its Anglesey sea salt and Holyhead Shellfish takes its catch. The hard work of our farmers is evident as my family and I tuck into roast lamb from Raymond the butcher in Holyhead on a Sunday: we can taste the extra effort that Anglesey farmers such as Gwilym Williams and Will Edwards put into their produce. It has been a pleasure to visit so many of the food producers on Ynys Môn, from The Marram Grass restaurant in Newborough, which uses produce directly from its own farm, to The Lobster Pot in Church Bay, which has been supplying top-quality, fresh, sustainably sourced seafood for 65 years, and is run by the third generation of the Wilson family.
Every year, the island’s talent is on display at the Anglesey county show at the Mona showground, an event that dates back more than 200 years. Many of my constituents have wonderful memories of the food on offer at the show, including one of my staff members, Bethan, who tried her very first pizza there at the age of 13. All types of food and drink are showcased, including Condessa Welsh Liqueurs, which are produced on the island but sold across the UK, and Hooton’s Homegrown, which grows its own fruit and vegetables and rears and butchers its own livestock. The show is also an educational opportunity, with NFU Cymru, the Farmers Union of Wales, the Country Land and Business Association and Ffermwyr Ifanc having stalls to discuss the work they do representing the farming community.
I have invited the Prime Minister to the Anglesey County Show next August and I am looking forward to showing him around. Anglesey’s agricultural food and drink industry is also part of a larger community of inspiring producers across Wales, which has a proud history of excellence in food. Last year, businesses in the Welsh food and drink supply chain had a turnover of more than £22 billion. We have nearly three times as many people working in hospitality and food on the island than the UK average.
I am thrilled that the quality of Welsh food is being recognised globally as well as nationally. In order to mark the enhanced quality of these goods, it is vital that we continue to give them the geographical indicators that inform customers nationally and internationally of their first-class standard. That is why I am pleased that the UK Government will establish the new UK geographical indication schemes at the end of the transition period. Existing UK GI products, including favourites such as Welsh lamb, Scotch whisky and Cornish pasties, will continue to receive protection under the UK GI schemes. The GI schemes offer a range of benefits to UK producers and both domestic and international customers.
The GI scheme includes Welsh beef and lamb, both of which are important to the farmers on my island constituency of Anglesey.
I congratulate my hon. Friend on securing this debate. Last year the Vale of Clwyd Denbigh plum was awarded protected designation of origin status. [Hon. Members: “Hear, hear!”] Indeed. Does my hon. Friend agree that protected status for food and drink can be a source of great community pride as well as an economic benefit?
I absolutely agree with my hon. Friend. I am looking forward to tasting those delicious plums he talks about.
I congratulate the hon. Member on securing the debate. I fully agree with her on the importance of protected indicators. A few applications for Welsh produce, such as Gower salt marsh lamb and Cambrian meat, have been going through the European certification process but have not been able to complete it. Does the hon. Lady agree that it is a good idea that these products and others that started the European journey are prioritised under the new UK scheme?
I absolutely agree that Wales does punch above its weight. Welsh lamb and beef have long been recognised for their quality. Our farmers practise high standards of animal husbandry and pastureland management, working primarily on family-run farms. That means that, when people see the prestigious GI mark on our meat, they will know that those lambs and cattle were born and reared in Wales, that they roamed freely and ate from our lush, naturally watered pastures. All of that means that customers are assured that the meat they are buying is of the very best quality.
Welsh products make up 10 of the 12 most recent GI applications for the UK, showing the position of Welsh farmers and producers at the forefront of this important scheme. The Welsh holders of GIs make best use of the opportunity made available to them, working collaboratively to support each other’s businesses. Producers often support and champion each other to grow together. That feeling was echoed by Fay Francis, the GI consultant, who recently spoke to members of the all-party parliamentary group on geographically protected foods, who said,
“Wales has an impressive ‘family’ of Welsh GI products which promote the heritage and culture of Wales. Hopefully, with the UK GI scheme, Wales will have more new GI applications from Welsh producers who recognise the potential value attaining GI status can have for their business.”
As we prepare for our departure from the European Union, we are investigating methods to ensure that the high standards of British goods enhance our trade opportunities overseas. To that end, the UK Government are working with their global trading partners to transition the EU free trade and other sectoral agreements. We are exploring the potential for new agreements with international trading partners, including commitments relevant to the recognition and protection of UK GIs, and GIs from the rest of the world. As GIs represent around 25% of UK food and drink exports by value, approaching £6 billion in export value, it is clear that they will play a central role in future trade.
The recently announced UK-Japan comprehensive economic partnership agreement is an example of how we will offer new protection for more iconic UK goods in future. That will clearly improve the awareness and recognition of key UK brands within the Japanese market, which includes protection for Anglesey sea salt from my constituency.
I know, having spoken with my hon. Friend the Member for Rutland and Melton (Alicia Kearns), who chairs the APPG on geographically protected foods, about the clearly huge significance that the status can have for businesses. My hon. Friend has many protected foods in her constituency: Rutland bitter, Stilton cheese and the delicious Melton Mowbray pork pie, whose GI was vital to stop external manufacturers counterfeiting the economically valuable Melton Mowbray moniker. My hon. Friend the Member for Copeland (Trudy Harrison) has the celebrated Lakeland Herdwick sheep in her constituency. The meat from those sheep is famous for its flavour, which is, of course, second only to Welsh lamb.
I also welcome the new research funded by the UK Government recently which will advise on how to better promote UK GI brands and underpin a new promotional strategy. Over the coming weeks and months, we will see an increased awareness of our GI brands, within the UK and overseas. GIs not only give a quality mark when a product is retailed, but they have a natural affinity to food tourism. The Welsh products with GI status epitomise our culture, heritage and tradition. Tourists and locals alike flock to events such as the Beaumaris food festival to sample local delicacies ranging from cheese to ice cream and sausages to cider, all made using high quality, locally sourced produce.
One of the first geographical indicators awarded in Wales was for Halen Môn, Anglesey sea salt, which has opened an award-winning saltcote and visitor centre, encouraging tourists to learn about the production process and purchase their products. On my recent visit, I appreciated the opportunity to learn more about its products and meet the wonderful staff, including Eifion Jones, the dispatch team leader. As the UK county most dependent on tourism, it is vital that Anglesey’s businesses take every opportunity to boost revenue and re-invest in our community.
I would like to end by asking the Minister to confirm that the UK Government will continue to invest in the new scheme to secure its future. Do the Government recognise the importance of supporting food producers, especially post-Brexit? Is her Department working closely with the Department for International Trade to bring meaningful benefits to food producers? I look forward to a future where Anglesey sea salt is found in the finest foreign cuisines all over the globe and Welsh lamb and beef are even more recognised delicacies internationally. I especially look forward to tasting more food that is awarded the special recognition of a geographical indicator.
We are soon approaching our departure from the European Union and across the country a year of unrest has led to concerns about the opportunities for businesses in the upcoming years. As the party of business, we must open doors for UK producers. One of these is the geographical indicator that elevates our products above their world-wide competitors and drives success for their owners.

Commons ChamberIt is a pleasure to follow my hon. Friend the Member for St Ives (Derek Thomas). The common fisheries policy has been disastrous for the environment, fishing communities and our future generations. Those responsible in the EU have stood by and allowed chronic overfishing in British waters. That harms the biodiversity of our oceans and the economic viability of our coastal communities. It is now time to right the wrongs, and the Bill is a crucial first step.
Fishing is increasingly important to my island constituency of Ynys Môn. Sea fishing forms a major part of our tourism industry, with many chartered fishing boats operating around the island, as well as bait shops supplying those fishing off the rocks in places such as Aberffraw and Holyhead breakwater.
During the lockdown, we also saw some islanders live out their dreams of a career in Anglesey water. Sion Riley, a Royal Navy veteran, did not let a global pandemic halt his ambition of joining the fishing community. His new company, Holyhead Shellfish, is a favourite with local restaurants and wholesalers. I visited him last week, and he said to me, “Fishing is an important industry in our small but mighty island, but in order to protect the waters for future generations, we need effective management of fish stocks and investment in small businesses like my own. That is why I support the action being taken to ensure future generations can make their livelihoods off the beautiful Anglesey coast.”
The charity Môn CF in Holyhead helped Sion access funds for his boat, the Pan Arctic. Alun Roberts from Môn CF said, “Small business owners go out in all weathers to bring fresh catches to local markets, and a large proportion of produce is exported to countries all over the world.”
This historic Fisheries Bill carries many benefits for Wales. Equal access will be granted for all UK vessels to fish throughout UK waters and new powers will be granted to the devolved Administrations. The fisheries administrations will publish a joint fisheries statement setting out how common objectives will be met.
Importantly, this Government have learned from the mistakes of the common fisheries policy. Effective management is so important if we want fishing to be a viable career choice for our future generations. I had the pleasure of visiting Gary Thomas and Chris Pritchard, two Amlwch constituents who fish lobster, crab and whelks from their boat, the Boy James. They work tirelessly to provide fresh produce while also encouraging and inspiring the next generation of fishers. However, we must ensure that there are sufficient fish stocks to provide income if we want to keep those communities alive; that is why I am grateful to see the end of the common fisheries policy.
In conclusion, when I look back on my time as Member of Parliament for Ynys Môn, I want to know that I helped Sion to grow and strengthen Holyhead Shellfish, I want to know that Menai mussels have reliable stock for decades to come, and I want to ensure that those who come to our island will experience the joy of their first mackerel catch in the beautiful waters of Trearddur Bay.

In 2018, a community-led group came together to produce a long-term strategy for the fishing industry in East Anglia. The REAF—that is, the Renaissance of East Anglian Fisheries—report was launched in Parliament on 17 October last year. The report concludes that there is an exciting future for the local industry, which has declined dramatically in the past 40 years, but that there is a great deal of work to do.
My interest is to ensure that this Bill provides the framework within which to deliver REAF. On the whole, it does. The Bill is by no means perfect, though it is an improvement on its predecessor from the last Parliament. It has been said by some that, at present, the Bill is a picture frame without a painting, and that there is a need for Government to articulate a compelling vision for a revitalised fishing industry, both leading the world in marine conservation and promoting the revitalisation of our coastal communities.
It may well be that that is what lies behind the amendments put forward by the Opposition. I can understand why the hon. Member for Plymouth, Sutton and Devonport (Luke Pollard) and his colleagues have tabled them; I have some concerns of my own, which hopefully the Minister will address. However, on the whole, I do not think these amendments are necessary, and we need to get on with delivering this once-in-a-lifetime opportunity to revitalise our fishing industry, which can bring so many benefits to coastal communities all around the UK.
Amendment 2 seeks to make the sustainability objective a prime fisheries objective. I can understand the rationale for this amendment, but of the eight objectives, six already relate to the environment, one provides for equal access for UK boats to any area within British fisheries limits, and the other seeks to ensure that fishing brings social and economic benefits to UK communities. There is thus already a clear emphasis in the Bill on the vital importance of sustainability.
There is an alternative view that we are in danger of having too many objectives and that there should be just one straightforward duty to prudently manage a public asset using sound science. However, as it stands, the Bill provides a very clear direction of travel, and it should be noted that the REAF report’s recommendations, based on the feedback from those working in the industry, have sustainability at their core.
I have much sympathy with the intention behind amendment 1, as one of the main purposes of having a fishing industry is to provide jobs and to bring benefits to local communities—to support the whole supply chain, from the net to the plate, and not just to support those fishermen who sell their fish directly abroad. To address that concern, the Government should put in place policies and funding streams that will enable us to deliver meaningful social and economic benefits for coastal communities. That requires a review of the economic link, and I therefore welcome the consultation on proposals to strengthen the condition and to increase the economic benefit.
There is also the need to invest in infrastructure, in ports and in processing plants, and it is good news that the Bill contains provisions that allow Ministers to set up new grants and funding streams. But time is marching on; the transition period ends in two and a half months, on 31 December, and the industry needs to start planning for what can be a new and exciting future. We need the detail of what will replace the European maritime and fisheries fund. What will be the role of local enterprise partnerships? In Suffolk and Norfolk, the New Anglia LEP is fully engaged in REAF, but its remit needs to be clarified.
Reference has been made to the coastal communities fund and the role that it can play, but its terms of reference need to be changed. The commitment to invest in port infrastructure is welcome, but that crosses the boundaries of other Departments, including the Ministry of Housing, Communities and Local Government and the Department for Transport. The latter is currently focusing on this issue, and I would be grateful if the Minister could advise us of what discussions her Department has had with those Departments.
Amendment 3 aims to prohibit fishing in English waters by boats longer than 100 metres—so-called supertrawlers. That is in line with the REAF recommendation, which actually went further: to ban beam trawling, including electric pulse fishing, which has caused so much devastation off the East Anglian coast. Again, I understand why the Opposition have tabled that amendment, but it should not be necessary, as with control of our own waters back in our own hands the Government are able to put a stop to that immediately.
It is good news that the Government have legislated that foreign pulse beam trawlers will not be permitted to operate in UK waters after 31 December, and that they have given notice to the four English-registered vessels that their authorisations will be withdrawn at the same time. I urge the Scottish Government to do likewise for their single pulse trawler. Studies have shown that pulse fishing has had a devastating impact on cod in the southern North sea, and thus I welcome Government amendment 55, which allows the UK to adopt its own measures with regard to the catching of cod in the North sea. That should help to restore stocks insofar as it is possible to do so, taking into account the impact of climate change.
The Bill is not perfect, in that it draws attention to loopholes that need to be plugged and provokes questions that need to be answered, but as a framework Bill it is more or less fit for purpose, and we now need to get on with putting in place the policies and initiatives that will arise out of it, which will revitalise the UK fishing industry, not just in Lowestoft or in East Anglia but all around the UK.

Commons ChamberLeaving the EU is an opportunity not just to rewrite the rulebook but to create a totally new one. This is the first time in British history that we will have full control of our waters. The Fisheries Bill is a new venture into a more sustainable future full of opportunity, and in my constituency of Ynys Môn fishing and our oceans are central to our unique island community. Local archaeological evidence shows that our history with fishing goes back to prehistoric times. In current times, fishing vessels sail from many ports on the island, including Holyhead, Amlwch, Beaumaris and Cemaes Bay. Alongside long-established operations, I am thrilled to see a new generation of fishermen making a living from small independent boats such as the Boy James, which runs out of Amlwch. Local aquacultural businesses such as Menai Mussels use the island’s clean coastal waters to breed top-quality shellfish for global exports, and businesses such as Holyhead Shellfish supply local crab and lobster.
Our maritime heritage is still very much a way of life on Ynys Môn, and it is a way of life that we love to share with others. Sea fishing forms a major part of our tourist industry, and we have many charter fishing boats operating around the island, as well as bait shops supplying those fishing off the rocks in places such as Trearddur Bay and the Holyhead breakwater. However, the smaller vessels that are typical of Welsh fishing have been held back by the common fisheries policy that allowed larger vessels to control the waters further out from shore. EU vessels spend six hours in UK waters for every one hour a UK vessel spends in EU waters. It is clear that now we are leaving we will be able to take advantage of the huge opportunities that lie just off our coastline.
The Fisheries Bill is about creating a legal structure to facilitate opportunities for generations to come. The Bill carries many benefits for Wales. Equal access will be granted for all UK vessels to fish throughout UK waters. New powers will be granted to the devolved Administrations, and the fisheries administrations will publish a joint fisheries statement setting out how common objectives will be met. Importantly, this Government have learnt from the mistakes of the common fisheries policy, the chronically overcentralised and strict guidelines of which have diminished the ability of local institutions to manage fisheries in the way that they know best. Our new Bill allows flexibility with guidance to ensure effective and localised management.
It is important to remember that sustainability is not just an environmental concern. Although the environment is an important part of the term, there are two additional pillars: economic and social considerations. We must make sure that the management of fisheries provides a future for the economy of coastal communities, so many of which rely on this industry. Fishing can also be an important part of the social and cultural livelihood of those communities, where generation after generation have taken to the oceans. By prioritising sustainability and ensuring that our agreements with the devolved Governments are protected, we ensure that in instances where a local economy could be significantly harmed, we and they are able to take that into consideration and act in a way that balances the different components of sustainability, maximising the opportunities that this Bill can provide for coastal communities. This flexibility is crucial.
In conclusion, Madam Deputy Speaker, we must make sure that we do not repeat the mistakes of the common fisheries policies. We must learn and develop a better future for our fishing community and the next generation of fishers to come.

David Goodwin: We are working closely with various county agricultural colleges at the moment. We have just run an event in the north—I have forgotten the name of the college—in association with DEFRA, through our DEFRA grant holder, to engage with our members about this Bill in particular and the ELMSs that are coming forward. That is a project that we were looking to roll out considerably further; unfortunately, our timescale was put back when Parliament was prorogued and we had to postpone a lot of events that we were planning to run. Agricultural colleges lend themselves well to setting up and running events with our members and our target audience of potential members and people who are looking to come into the industry. We are certainly doing as much work as we can with county colleges and the universities, which are all struggling a little bit for students at the moment.

David Goodwin: As we have touched on at various points in this session, the crux of the matter is this Bill’s enabling farmers to run effective, efficient and sustainable businesses, both environmentally and economically. From a young farmer’s point of view, the foundation of all this must be a strong, stable agricultural industry. The only way to attract young people into agriculture is to offer them opportunity; it is difficult to sell the idea of working 150 hours a week and being paid less than the minimum wage to people who are not necessarily in love with agriculture. There are no specifics that spring to mind, but anything we can do to support agriculture is a positive.

Graeme Willis: Yes, climate change being one of the objectives. It is very important, given we know the level of emissions from upland peat, that the intentions of the Bill should cover those areas and ELM should be able to deliver on that within that wider land restoration component, if that be. I think that will be very important, because where else will the resource come from to do that? The 25-year plan had a £10 million fund. Scotland has committed £250 million for restoration, so we need money to be identified that can go towards that restoration over the longer period. There is an issue about the viability of those peatlands in the long term in a warming climate if they are managed in a different way. That makes things even more contentious.
I am pleased that you mentioned county farms. I am not a specialist on entrants, but I think something on supporting new entrants should be in the Bill through an amendment to that effect. The Minister has spoken about investing in county farms on several occasions and to the EFRA Committee. He welcomed the idea as a very interesting development. The farms could be invested in so that they can produce more peri-urban horticulture, for example, which might be one way to make smaller units viable. As was referred to earlier, there is an economic question around those. An amendment to invest and fund—or to give the Secretary of State powers to invest and fund—county farms to be developed and improved for wider purposes, would be great.
We would also consider asking for a protective lock on county farm estates while they can develop new wider sets of purposes, so that they can be invested in for the future. Wider purposes in terms of mitigating and adapting to climate change, supporting connection to the countryside, access to land and landscapes and the realities of farming, would be very welcome.

Jim Egan: When you are on the receiving end of the inspection regime does not seem proportionate at all at the moment. It is heavy-handed. We all accept that there must be rules and that there has to be an inspection, but you are working on a farm, on a shop floor that has no straight edges. When somebody can come and deduct a payment for being four decimal places out in area, which is what it could go to, it does not feel right. It actually puts an awful lot of people off engaging with agri-environment schemes and measures because of the pure fear of the inspection. The inspectors are great people—they are doing a job—but they do not engage during their inspection process. There is a finality to the inspection process that says, “Mr Egan, you are wrong.” There is an appeals process, but there is no face to face. That is not a very nice place to be.
It would be better if it was done in a much more approachable way. We all accept that a lot of money goes into the industry, but we should be approachable. We should be able to say, “Oh, I didn’t quite get that right.” If it is a minor infringement, it is nothing. There will be something else on the farm that delivers above and beyond what it was intended to, but it is never taken into account.
When I worked at the Allerton project, we had three inspections in seven years. That is in a place where there is a board of trustees, a management team and we all get on. There is a lot of pressure on the people responsible for that. Imagine being on a farm on your own. It is not a good place. It needs to be more human and a better process.
As for success for me, do you mean in terms of the scheme or the inspection regime?
In terms of the scheme.
Jim Egan: In terms of the scheme, it would be everybody engaging, and engaging willingly and talking about it.

Martin Lines: If I am producing wheat, I can increase my yield by putting more products on, but that has a higher environmental risk, because a lot of those nitrates and products will leave the soil, because the crop has not used them in some years. If we hit the sweet spot with the productivity of our landscape, we can produce what the landscape can cope with, and push it some years, when needed, as well as ease off. It is about finding the balance point. We know from many livestock farmers that reducing livestock numbers actually makes them healthier, better animals, and they produce quicker because there are fewer there and the grass is better.
We have focused for so long just on yield and output, not profitability. Reducing my overall output gives me more profit at the end of the day. It is a funny way to look at how it works, but you end up spending more than you get in return. You chase the extra yield by spending more money. We need to find the place where we deliver as much as we can. Sometimes we can push that if we need to—if there are weather challenges, or other issues—but we should not be out there just to push it, doing environmental damage as a consequence of my farming operations.
ffinlo Costain: The most intensive food systems are environmentally damaging. They are damaging in terms of farm animal welfare, and often just in terms of the jobs that are provided for people, which are not pleasant. The death knell needs to be rung for those sorts of farms.
There is an assumption that with environmental excellence, because of our association with going from mainstream to organic, comes a reduction in yield. There does not need to be a reduction. There are so many examples, here and around the world—Martin being one—of regenerative agriculture, which is giving environmental excellence and social excellence. Farm animal welfare is not an issue on his farm, but elsewhere there are regenerative beef and cattle systems where yield is being maintained in terms of mainstream amounts, and even increased.
There is an assumption that high environmental standards mean a reduction in yield; that is not necessarily the case. It is not just about looking at volume; it is about looking at a whole range of different changes. We need a dietary shift in Britain. That does not mean no meat and dairy, but it probably does mean a bit less meat and dairy as we go forward, and a bit more fruit and vegetables. We can deliver that, with agroforestry approaches and regenerative approaches. We can more than sufficiently provide food for the people of this country—I have no doubt about that—but it will mean changes in diet, and a little bit of change in the way that we farm, at the same time as focusing on multiple outcomes, rather than simply the outcome of producing lots of food. It is food, climate and biodiversity.
Caroline Drummond: We have a tremendous amount of evidence and case studies to demonstrate the importance of integrated farm management practices and how farmers have increasingly adopted them, in terms of economic viability, good performance and optimising the capability of the land. That is a really strong driver. One of the big keys will be how we link the Agriculture Bill with the Environment Bill and the national food strategy—this is such an opportunity for really trying to work out what it is that we want to develop and to balance and to build in what we grow, how we grow it and how we improve the health of our nation as well.

ffinlo Costain: My hope is that we would see growth in all of those areas. In order to have farming excellence we need to have working farms. In the future, there may be fewer farmers spending their days on tractors, but there will be more farmers doing more high-value jobs and more marketing within the countryside. If we look at cattle and shortening supply chains, we ought to be supporting—we can through the Bill—new infrastructure, such as local abattoirs and co-operatively owned abattoirs. That creates new jobs and infrastructure within the countryside, which can then be sold with the marketing and branding jobs that go along with that. I want to see good-quality jobs, not just jobs, and there is the opportunity here, if we get it right, to create good-quality jobs, and more of them.
Caroline Drummond: Maybe I missed it, but I do not know whether the Bill itself would be the driver for more people to say, “Yay, I want to go into agriculture.” There is an opportunity to go into agriculture, with exciting innovations and technology, and the fact that we touch each of the five senses, which no other industry does. We do a lot of education programmes at LEAF. We run Open Farm Sunday. From that point of view, it is about getting more people more connected with their food. Some of the supporting information around things like the national food strategy and the 25-year environment plan have to help to support and drive enthusiasm—have to help to inspire a younger generation to recognise that the food sector, the farming sector and its associated industries are really fantastic. We have fewer young people coming through and we just have to compete a little bit harder than every other industry.
Jack Ward: There will be more competition for labour, and trying to attract people into the industry will be more difficult. Certainly, within our sector there will be a big drive towards automation to take labour out of the equation, because it will be harder to come by. As earlier speakers have alluded to, as a consequence we will see higher-value jobs. We will see more technologists and more people designing and managing systems, rather than doing some of the manual work that we have seen them do over the past 25 years.

Thomas Lancaster: I will pick up on Robert Goodwill’s question. There is a lot of debate about payment for actions and payment for results. On payment for results, we would see it as the logical thing to pay for the habitat condition, not the number of species or number of birds, because that is not something that is necessarily within the farmer’s control.
There is potentially a role for predator control in future schemes, but there are a lot of steps that need to be gone through before we get to that point, because often predation pressure is a proximate cause, not an ultimate one. The ultimate cause might be forestry providing a reservoir of foxes, crows and other predators on breeding waders on neighbouring moorlands, so removing a block of conifer might be the one thing that you need to do, not investing in very expensive predator control in perpetuity. Getting an understanding of those landscape dynamics is an important part of that question.
Christopher Price: In response to the question about selling farming, to a large extent that is up to the individual farmer. It is the farmer who creates their brand, and you would hope that their brand would focus on all the good things they are doing—high welfare standards, low environmental impact, sense of place, provenance and so on. Many of the new-style farmers that I was talking about are doing that; it is fundamental to them.
Having said that, there is a role for Government at the higher level in “Brand GB”, and one thing we might want to look at is greater use of geographical indicators. There are certain breeds that are associated with Wales that the Government—possibly the Welsh Government, I am not sure—have a role in promoting and helping businesses with.
David Bowles: Just before the clock ticks over, method of production labelling is an opportunity in the Bill to give the consumer that link in to the farmer.

Commons ChamberI very much join the hon. Gentleman in paying a warm tribute to the fire and rescue services for their efforts in this situation and in so many others around the rest of the year. I will certainly give consideration to the other matters he raises regarding the duties relating to flooding.
Many of our coastal communities, which are vital to our economy, will be particularly badly hit by Storm Ciara. Will the Secretary of State assure me that she will do everything in her power to ensure that those communities receive the support and assistance they need at this critical time?
We will be doing that. We appreciate the really difficult circumstances that our coastal communities have faced over recent days. We will be doing our best to support them in the days ahead.

The Second Reading of the Agriculture Bill is particularly important to my constituency. It will enable this Government to reward farmers for the work that they do to protect and improve our environment. I shall be working closely with the Welsh Government to ensure regulatory alignment, so that farmers in England and Wales can continue to work in partnership.
I am proud to say that the island of Ynys Môn is without doubt the best constituency in the UK. The island’s motto is Môn Mam Cymru: Anglesey the Mother of Wales. It was voted as one of the happiest places in which to live in Wales. Why? It is beautiful. The Anglesey coastal path consists of 125 miles of coastline, with beaches from Cemaes to Amlwch, Benllech, Beaumaris, Newborough Forest, Rhosneigr, Rhoscolyn and Trearddur. We have heritage, from the 13th-century Beaumaris mediaeval castle to Copper Kingdom Parys Mountain and Oriel Ynys Môn in Llangefni. Our lighthouse, South Stack, is surrounded by cliffs where puffins, guillemots and razorbills breed. The port town of Holyhead is the second busiest ferry port in the UK, and provides a key link to our Irish friends thanks to Stena Line and Irish Ferries. We are playing our part to keep the UK safe: RAF Valley trains fast jet pilots and helicopter crews, and Group Captain Chris Moon has promised me a tour.
We are home to Morgan Evans Auctioneers in Gaerwen and the legendary Anglesey agricultural show in Mona, which is held every year, and to which I extend a personal invitation to the Secretary of State. We have our own sea salt, Halen Môn, which, like the pork pies in the constituency of my hon. Friend the Member for Rutland and Melton (Alicia Kearns), has protected status, and which is the key ingredient in Barack Obama’s favourite caramels.
Orthios Eco Park is creating jobs and safeguarding our planet for future generations. My first job was with dolphins, so I am pleased to say that we even have our own zoo aquarium, Sea Zoo, and our own Butterfly Palace in Llanfairpwllgwyngyll. For those who like racing, we have Trac Môn and Cartio Môn. We even have our own science park, M-SParc.
How do you get there? You do not have to swim. You do not have to sail. We have two bridges, the Menai suspension bridge and the Britannia bridge, and if you fancy flying, we even have our own airport, Anglesey airport. But most importantly of all, Ynys Môn has its people, and these are people who have put their trust in me. It is an honour to have been elected to represent Ynys Môn, and I want to use my background, my experience and my determination for all my constituents, however they voted.
My grandfather was a miner in Wales for 47 years, and my mother worked in a jam factory. I am the first person in my family to have stayed on at school beyond the age of 16. I would like to pay tribute to my predecessor, Albert Owen. He leaves big shoes to fill. He was known for sticking up for his constituents and working cross-party. I hope to follow in his shoes, and I look forward to hosting Anglesey day here in Parliament. My focus will be on delivering the jobs, skilled employment and investment that Ynys Môn needs, and I am hoping that the Wylfa Newydd nuclear power station will transform the island. It will deliver jobs and help the Government to deliver their 2050 net zero carbon target.
Wales is a nation with a language that has been spoken for thousands of years, and I give my personal commitment to support this beautiful language by creating a robust economy. I took my parliamentary oath in Welsh, and I am learning Welsh. I know my pronunciation needs work, and I thank you for your patience. I am not a linguist; I am a scientist. My degree is in microbiology. I worked in pharmaceuticals and more recently I taught maths. It is a privilege to be an MP, and with privilege comes responsibility. I want to be a voice in this place for those who have no voice. This is not the hardest speech that I have ever done. The hardest speech I have done was at my brother’s funeral. That is why I understand how important our mental health services are. I also understand how fantastic our NHS is. I nearly died in a car crash when I was just 19, and this is an opportunity to publicly thank Mr Brian Sommerlad—who has changed so many children’s lives at Great Ormond Street—and his brilliant team for their surgical skills. He gave me the courage to face university.
I am proud that I am one of the 220 women MPs in this place. I am only the 551st woman MP to be elected. Before the 2019 general election, there had never been a Conservative woman MP in Wales. We now have three. I am looking forward to working with my hon. Friends the Members for Wrexham (Sarah Atherton) and for Brecon and Radnorshire (Fay Jones), and with the whole Welsh team. I would not be here without the Conservative Women’s Organisation, 50:50 Parliament, Women2Win and, in particular, Baroness Anne Jenkin. I am most grateful for their support and I promise to continue the campaign to get more women elected. I would also like to thank the police at Llangefni and the friends who have supported me on social media. You angels know who you are.
I would like to end by saying that I am a mother, a wife and a friend. I want to dedicate my life to public service, to work hard and to use my enthusiasm and ideas to make tomorrow a better day for my constituency, Ynys Môn—Anglesey, the Mother of Wales. I have an active dialogue with the National Farmers Union and the Farmers Union of Wales, and I know that they and the farming community are working hard to help us to tackle climate change and wildlife decline. I am looking forward to voting on the Agriculture Bill and the Environment Bill to ensure that they are rewarded. Môn Mam Cymru. Diolch am wrando.

Commons ChamberDoes my hon. Friend agree that the farmers of Ynys Môn are vital to our economy and to our communities and that they and their families—she mentioned much about families and the family farm—need certainty to plan for their children’s future and for their own future?
I thank my hon. Friend for her intervention. She is indeed right that we need certainty and a multi-year settlement. Farmers also need paying on time. There was a reference earlier to the RPA. As part of the Environment, Food and Rural Affairs Committee in the previous Parliament, I can say that we did an inquiry into how quickly those payments were made to farmers after they were applied for. I am pleased to say that, under the tenure of this Government, that has improved and the target of 90% was met. In fact, it was exceeded this year, but there have been huge difficulties with mapping. I look to Ministers to ensure that, as these new schemes are introduced, the Department is well resourced and has the right type of staff to be able to ensure that farmers receive payments promptly when they deliver these great public goods for our community.
Finally, I want to talk about one public good in particular. As a children’s doctor myself, I am very concerned about the health of our children. Some 22% of five-year-olds in the United Kingdom now are obese. Only 8% of children get their five a day, and that has not massively changed over the past 30 years. However, what has changed is that, 30 years ago, 83% of that fruit and veg was produced in the UK, and now only 54% is grown here. That means that we have a huge capacity to improve the amount of home-grown fruit and veg. In fact, we could grow the sector by 66% overnight if people were to consume their five a day immediately. I encourage the Minister to think of the public good of producing extra food as well as producing environmental access improvements. We should think of food production, particularly fruit and veg production, as a great public good for our society, as it would really help to improve the health of our nation.
