Commons ChamberI very much support the ambitions of this Bill. As we have all seen, there have been a number of changes during its passage. I want to be assured by the ministerial team that, notwithstanding those changes, we are monitoring the outcomes of safeguarding for those in residential care and those in boarding schools—not just those sent because of the care system but those who attend. Some of my constituents have raised concerns about that. I would very much welcome the Minister’s comments.
I can offer my hon. Friend that reassurance. The care plan outcomes of every child who is in care have to be closely monitored to make sure that, whatever their setting, they are achieving what the plan sets out. Of course, I am happy to discuss that with her further and to provide her with more detail about how we can do that in the future and keep a close eye on the issues that she has rightly raised.

Commons ChamberI will make a little more progress because I know that many Members want to have their say on behalf of their local communities.
I want to move on to the broader cost pressures that schools are facing. Many of those pressures actually come from steps that we have taken, for example by introducing the apprenticeship levy. That levy will benefit millions of young people in the coming years, but it will also benefit schools through the training and development of existing staff. We have also introduced the national living wage, which benefits low-paid workers in schools and other organisations, and that was the right thing to do.
My Department has a role to play in supporting schools across the country to drive greater efficiencies. We have analysed the cost bases of different schools that operate in similar circumstances. As the National Audit Office report sets out, we believe that efficiencies can be made.
I am grateful to the Secretary of State for giving way; I appreciate that this is a very busy debate. I want to speak up briefly for London. I need an assurance from her—I am sure that she has touched on this—because of the negative effect that the reform of the funding formula may have on schools in London, some of which face intolerable pressures.
Under the proposed formula on which we are consulting, London schools, purely because of the underlying cost pressures of running schools in London and the deprivation levels in their areas—although they have reduced, they are still comparatively high—will still receive, on average, 30% more. My hon. Friend will of course want to speak up on behalf of her community. This is about ensuring that we fund the right amount by using current data on deprivation, rather than data that are five or 10 years old.
We believe that the Department can work with schools to help them to make the best use of their resources. I want every single pound that we put into our schools system to be used efficiently to improve standards and have the maximum impact for pupils. We know that we can work with schools to ensure that they can use this record funding to make the maximum impact. Indeed, I would point to the situation in York. It has been one of the lowest funded authorities in the country, yet 92% of its schools are good or outstanding. We therefore know that we can make progress in education while making efficiencies.

Commons ChamberThere is a small but increasing amount of evidence that backs the hon. Gentleman’s claim. That is why we want to look at this area more carefully, hence the national survey that is under way to enrich the evidence and knowledge to see what really works so that we can improve all the aspects of a child’s life to which he refers.
10. What plans she has to ensure that reform of the school funding formula does not have a negative effect on schools in London.
I thank my hon. Friend for raising this issue and for contributing to the recent debate on education funding in London. The second stage of our consultation will detail the impact of the formula on schools. I understand the importance of giving schools stability and budget security, but in advance of that consultation it would not be appropriate to speculate on the specific impact of the formula. That would be unfair to schools and parents.
As a long-term governor, and having visited the outstanding Bevington school in Kensington this morning, can I ask the Minister to talk about the area school cost adjustment in respect of meeting the higher costs and vulnerability of schools in London?

Commons ChamberI supported the introduction of the pupil premium, as did my hon. Friend. It is worth stressing that although turbulence occurs in other places, it is particularly acute in London owing to the size of its population and the churn of its population as a whole, with people moving in and out of London, and people moving within London, and therefore families and children moving and London authorities having to cope with far more cross-borough placements than other areas. That issue, together with the artificial distinction I mentioned, could be sensibly incorporated into the formula to reflect the position in London.
Many other hon. Members want to speak and I do not want to deny them the opportunity, but I just want to touch on a few other matters. We have discussed the two key issues, namely the churn and mobility and the inner-outer distinction, which is out of date. There is also pressure on how the question of deprivation is measured. It is currently done by postcode, but there can be massive extremes of wealth and poverty within some London borough postcodes. That is very apparent in some places in docklands.
I congratulate my hon. Friend on securing this debate and absolutely concur with what he has said about deprivation. Kensington still has two of the most deprived areas in all of Britain, so nobody should think that it is paved with gold. We also have some outstanding schools. We have run through the initial proposals and—I hope that the Minister will take cognisance of this—it is calculated that 28 of our 33 schools will face a significant funding reduction should the proposals be implemented in full, with some outstanding schools set to lose 10% of their budget. I thank my hon. Friend for drawing the issue to our attention.
There are pressures and they are only going to grow, given that the London pupil population is going to increase significantly: the year-on-year growth rate is 3%. That needs to be funded. London also faces particularly high pressures in relation to special educational needs provision. The Department does not provide the capital funding for special educational needs and disability provision, which is an issue for areas with higher land values than those elsewhere in the country.

Commons ChamberIt is a pleasure to speak in the debate. I would like first to express my concern over the redundancy payments. Other Members have already done so, and I know that the Minister has taken note of their comments. I have been contacted by constituents who are civil servants, and they are greatly concerned that the commitment they were given on the capping of mobile exit payments has now, as they see it, been reneged on. Some of the employees that this will target earn less than £30,000 a year.
I welcome the Government’s commitment on apprentices. It is excellent to see that, but the Bill reminds me of the curate’s egg, in that it is good in parts. Unfortunately, not all its parts are good and some of its proposals are quite unpalatable. However, we are pleased with the Government’s commitment on apprentices. I also want to see more young ladies and girls getting involved in the science, technology, engineering and maths—STEM—industries, and particularly in engineering, which has some fantastic opportunities in Northern Ireland. We want to encourage that participation as well.
I commend the Minister for the strong stance that she took in the debate in Westminster Hall last week on late payments by big stores to small businesses and their suppliers. She will know that a lot of those payments are delayed, and that there have also been delays in the invoicing of receipts. The groceries ombudsman took the decision to penalise Tesco stores in particular, although it was unfortunate that they were unable to enforce a fine because of the timescale involved. However, the Minister clearly stated that she was pleased to see that decision, and we as MPs are also pleased by it. I commend her for her strong stance on that issue.
It will come as no surprise to hon. Members that I am about to raise the matter of the impact of the Government’s changes to the rules on Sunday shop opening. I want to talk about the effect that the changes could have on the staff who work in those shops. The Minister will know my stance on this issue. Pressure to make the changes will be placed on shops, mostly smaller ones, across the whole of the United Kingdom. I understand that this measure is England and Wales-oriented, but there will be an impact on the way in which the regional devolved Assemblies view the matter. There will be pressure from the big stores to ensure that the changes in Sunday opening also happen in those regions where this is a devolved matter.
The claim that the changes will help small businesses is simply not correct. Many people feel that extending the hours will simply mean an influx of shoppers to the big chain stores, with the small shops suffering as a result. Earlier in the debate, the Secretary of State mentioned the pluses for small businesses, but I am not convinced by his argument. Indeed, many Members here today and many people outside this Chamber are unconvinced. Let us look at the evidence. I remember asking a question about this when the hours were relaxed during the London 2012 Olympics, and I was told that the smaller shops had felt little difference. In fact, many of them lost money. Let us look at the facts. They had to pay staff to work extra hours but they did not generate enough extra business.
In an earlier intervention on the Minister, I mentioned that polling conducted by Populus in September 2015 had found that more than two thirds of the general public supported leaving the existing Sunday trading hours alone. In other words, don’t change them! There is no need to change them, and people do not want them to be changed. They want them to stay as they are. The same poll revealed that 91% of shop workers were against extending Sunday trading hours. Allowing large shops to open for longer hours will lead to a displacement of trade from the smaller stores.
Is the hon. Gentleman aware that staff in many garden centres across the country are already working longer hours because they go in to feed the animals? So for some shops, more flexibility around opening on Sundays would be beneficial. I have been asked to make this representation on behalf of garden centres.
I am sure the hon. Lady knows we may have a different opinion on this matter, but I understand her point and accept that. She has put her point clearly to the Minister and I appreciate the intervention.
It has been stated that convenience stores lost some £26 million in trade during the Olympics, when Sunday trading rules were abandoned for eight weeks, although many Members in the House asked questions at that time to ensure that things would not go the wrong way. Only large traders would benefit from this move and no matter how the Government put it, the change to allow local authorities to do their own thing will lead to unfair competition, angst among some of the workers and a mishmash of Sunday trading laws. The Government have indicated that this will be introduced on Report, but let me make a final quick point on devolution to councils. Let us imagine that Manchester’s council changes the Sunday opening hours but Liverpool’s does not, that Burnley’s does but Blackburn’s decides not to, that Bournemouth’s changes but Portsmouth’s says, “No, we are not going to do it” and that Darlington changes but Newcastle does not—how ludicrous is that? What a mishmash, dog’s dinner of Sunday opening hours there would be across the United Kingdom. There would be no consistency—it would just be everyone for themselves.
