I pay tribute to my right hon. Friend for the great work that she did as children’s Minister in the Department for Education. She is right that the proportion of schools judged good or outstanding has increased. In 2010, it was 68%, and today that figure is 88%. We are not happy with that—our focus is on the remaining 12%. Every local school in our country should be a good or outstanding school.
My right hon. Friend makes an important point about education, health and care plans. She is right that the funding of the high needs budget has increased considerably over the past few years, and I will raise the issue of the backlog in EHCPs with my hon. Friend the children’s Minister. I should say that we are building significant numbers of new free special schools, so that there are more places available for children with severe special educational needs.
We know that a child growing up in an area of deprivation is on average likely to do less well through our school system. I take the point that the Minister made about extra funding for deprivation, but will he accept from me that we know that money makes a difference? When will this Government get a grip on the problem of deprivation?

Commons ChamberI was delighted to visit that excellent college in my hon. Friend’s constituency and to see the fantastic work being done there. She will be pleased to know that we are investing £450 million of capital funding in higher education providers over the next three years, and that £400 million of that will be targeted on strategic priorities such as high-cost science, technology, engineering and maths and degree apprenticeships, for which providers can submit their bids until 27 June.
As I said, we spend over £5 billion a year on supporting parents with childcare costs. This year alone, we are putting an extra £160 million into the sector. The important thing is to make sure that the existing entitlements are being taken up, and as the hon. Member for Dulwich and West Norwood (Helen Hayes) rightly pointed out, we need as a House to ensure that our constituents are aware of what they may be entitled to.

Commons ChamberWe are working with Ofqual and engaging widely with the education sector to identify risks to examinations at a national, local and individual level and to consider the measures needed to address any potential disruption. That could be a student unable to sit examinations or schools affected by a local outbreak. More details will be published shortly.
My hon. Friend will know that 99% of schools are open and that overall attendance is 83% in secondary schools. We are working with the exam boards and with Ofqual on the issue of grading, and we will have more to say on that shortly, but we are also working with the exam boards and Ofqual to ensure that the experience students have next summer is as fair as possible, given all that they have experienced over the last year.
I was recently in touch with schools across my constituency and, other than the money to meet the costs of covid, a common theme was the disproportionate amount of days lost by teaching staff and pupils in towns such as Rochdale and in Greater Manchester across the piece. The Minister says that he will make exams fair, but how can he do that when young people in Greater Manchester have lost more teaching hours than those in other parts of the country? Also, how can it be fair when young people who are at the end of the fourth term of their A-level syllabus still do not know what the regime will be as they approach their exams next summer?
We have been very clear that exams are the fairest and best way of assessing student attainment, but we are also conscious of the fact that a large number of pupils have suffered a different experience from other pupils up and down the country. We want to ensure that the exams are as fair as possible while also being valid qualifications. That is the work we have been doing with Ofqual and the exam boards for several weeks, and we have announced a delay of three weeks to holding those exams to try to free up as much teaching time as possible.

Commons ChamberHopwood Hall College in Rochdale has achieved some remarkable results. Towns such as Rochdale are more dependent on further education and less dependent on the university system. Will the Government recognise that the differential in funding in further education holds back young people from the most-deprived areas, who need skills training more than anybody else?
One reason why we are undertaking a post-18 review of education and funding is to make sure that all people, no matter where they come from or what part of the country they live in, have access to high-quality education, be that in HE or FE.

Commons ChamberMany Government interventions provide support and guidance that works within an authority’s existing structure. In serious cases, an independent commissioner can provide those recommendations, and of course the ultimate reprimand is to be put in a trust.
Clearly, we cannot afford to have failing children’s services, but how far do Ministers recognise the massively increased demand on children’s services in Britain, because of things such as sexual exploitation of our young people and the range of difficulties caused by poverty in the home? What does that mean for the commitment of funding?
I have been to see both Hackney and Doncaster. In Hackney’s case, there was a turnaround in 2006; in Doncaster, it was over the last two years. It is about leadership, and a better-quality outcome depends not just on the leaders at the top, but on the social workers on the frontline being able to feel confident in the service that they provide. Commons ChamberI agree with my hon. Friend that a serious programme of reform for children’s social care is needed. We set out our vision for delivering excellent children’s social care in “Putting children first”. It outlines our reform programme, which seeks to improve the quality of social work practice; create systems and environments where great social work can flourish; and promote learning and multi-agency working, where all involved in supporting children and families can work effectively together.
The hon. Member for Telford (Lucy Allan) is absolutely right on this, and there should be agreement across the House that early intervention is not only more cost-effective, but more effective in human terms. Does the Minister accept that there is a crisis in the funding of children’s care, and that unless we are prepared to make the money for early intervention available up front, we will simply force local authorities to chase the crisis and not do the early intervention work we need?
I absolutely agree that early intervention, and innovation to learn how it can be more successful, is vital to delivering good children’s social care. That is why we have our £200 million innovation programme, which aims to ensure that we can best deploy the resources we make available to local authorities.

Commons ChamberIt has indeed been a team effort to work out how we can best bring forward what is a very difficult thing: a national funding formula that broadly works for many, many different schools across our country, wherever they are, and one that is fair. We have more detail to set out in the autumn, but I hope I have given a clear signal to the House today that we are moving in the right direction and will indeed take this step forward to ensure fair funding.
The Secretary of State’s partial U-turn is bound to be welcome, but given the extraordinary cost pressures that many schools across the borough of Rochdale already face, can she give me a guarantee that none will be forced to cut teachers or teaching assistants over this two-year period?
There will be higher per-pupil funding in respect of every school in every local area. What we are saying is that we want to be able to give more money to headteachers to enable them to take the decisions that they think are in the best interests of their schools. I have spent many years as a school governor, and I know the work that goes on to make the most of the budgets. I also want to challenge my own Department to make some efficiencies so that we can put that money in the hands of headteachers to spend on the frontline in schools.

I absolutely sympathise with the points made by my hon. Friend and I recognise that there will be an economic cost as a result of the disruption caused by this strike. We will, of course, do everything we can to ensure that schools remain open so that the economic and social impact is lessened.
If the Secretary of State really is sincere about wanting to bring this to a resolution, will he go back to the teachers’ leaders and negotiate on the basis that the 3% Treasury tax on pensions will now be subject to review—will he get rid of that, because if he does not do so, he is not negotiating in good faith?
I am grateful to the hon. Gentleman for the point he makes. The truth is that the specific increase in contributions applies not only to teachers, but to public sector workers across the piece—it is one of the issues that affects all public sector unions. The public sector unions affected, apart from the teachers’ unions and the Public and Commercial Services Union, are not going on strike on Thursday. We can thus infer that there are other unions that, whatever their views on the requirement to increase contributions, believe it is important to conclude the conversation and dialogue about the state of public sector pensions overall before taking any decision about action.

Commons ChamberI am grateful to the hon. Lady for the points that she makes. She is a consistent champion of helping people from poorer backgrounds to do better in state education. I place on the record my thanks to her for the support that she has given the outstanding team of teachers at Durand academy. I hope that this new initiative ensures that the children at that school continue to have an education of the highest quality. I am sure that we can make common cause of our shared commitment to ensuring that children from poorer backgrounds enjoy the sort of education previously restricted to those from richer backgrounds.
13. What recent assessment he has made of the condition of maintained school buildings.
The Department for Education and Skills took the decision to no longer collect information on the condition of maintained school buildings in 2005 under the previous Government. The review of education capital undertaken by Sebastian James recommends the implementation of a rolling programme of condition data collection to provide a picture of investment needs. To help us consider our response to that recommendation, we have recently asked some local authorities to provide details of the condition information that they currently hold on their estates.
I think the House will recognise that that answer is only marginally helpful. Under the last Labour Government, a lot of secondary and primary schools in inner-city areas such as mine were rebuilt. At the moment, it is very unlikely that any primary schools, even those in great need, will see rebuilding or major refurbishment programmes. When will the money be available to those schools to ensure that children in inner cities get the education they deserve?
I will say two things. First, I recognise that many schools are in a desperately poor condition and need investment. Secondly, any question about investment can only elicit the reply that the Minister of State, Department for Education, my hon. Friend the Member for Bognor Regis and Littlehampton (Mr Gibb) gave earlier, which is that when Opposition Members ask for more investment, they should ask themselves one question: who is responsible for the desperate state of the economy that we inherited after 13 years of comprehensive mismanagement?
The hon. Gentleman has raised this issue on several occasions, and we share his concerns. In most instances, academies have taken over schools in deprived areas and in challenging circumstances, and mostly those schools have been badly underperforming. Academies are transforming the quality of education in those areas at twice the pace of mainstream schools across the system. We share his concerns, however, and the introduction of the English baccalaureate measure will go a long way to ensuring that schools in the most challenging parts of the country start to deliver academic education for children who have been denied those opportunities to date.
T1. If he will make a statement on his departmental responsibilities.
One of my Department’s aims is to ensure that the most talented people possible are teaching our children. Teachers from the European economic area can already teach in our schools. Today I want to extend that freedom to teachers from Commonwealth countries such as Canada, New Zealand and Australia, and I hope that other Commonwealth countries such as South Africa, Jamaica and Singapore can join in due course.
Would the Secretary of State like to compare the answer of the Minister for Further Education, Skills and Lifelong Learning, when he talked about the ecumenical nature of the Government in wanting to meet the needs and hopes of young people in education, to his own horribly brazen party political response, when I asked him about school building for children in inner-city areas? Will he come to Manchester and see some of these schools so that we can discuss how to improve the situation?
My hon. Friend the Minister for Further Education, Skills and Lifelong Learning is blessedly ecumenical, but I am afraid I am sometimes more narrowly Presbyterian in my approach. However, it would be a pleasure to visit Manchester again. I have enjoyed it in the past, and I know that when it comes to speaking up for his constituents, the hon. Gentleman does a great job. I would be happy to work with him.

Commons Chamber2. What steps he is taking to promote expenditure on the manufacture of low-carbon technologies in each region.
The Government are supporting a range of projects across the country including offshore wind, nuclear manufacturing, low-carbon vehicles and marine energy.
It is self-evident that if every part of this country is to take advantage of the strong future in low-carbon technologies, we need investment in skills and research and, of course, access to finance. We heard some platitudes in answer to the first set of questions from the Minister’s colleague, but will the Minister tell us in hard terms what will be done to ensure that young people get those skills, that we have the research and that we have access to a finance system that knows that technologies north of Watford are worth investing in?
I refer the hon. Gentleman to what the Budget set out very clearly last week, but let me give him the tangible example he requests. The technology innovation centre for advanced manufacturing is designed specifically to ensure that clusters where we have excellence can be enabled. It will help Rotherham, Coventry, Sedgefield, Bristol, Strathclyde and Redcar. I hope he welcomes that support.
