Commons ChamberI must say, having listened to the Minister I do not think I can take any more such excitement. It is almost too much.
We work across government to ensure that safeguarding practice is as safe as it can be in the taxi and private hire sector. The issue has been discussed at an inter-ministerial group chaired by the Home Secretary. The Government have committed to legislate for national minimum standards, which will include making it a legal requirement that licensees undertake safeguarding awareness training. However, I encourage all licensing authorities to act now and use their existing powers to protect passengers.
I am grateful to the Minister for that answer, and to build on it, may I ask what plans her Department currently has to produce a standardised national training programme for people who transport vulnerable children and adults?
My hon. Friend touches on an important piece of work that is being carried out across a number of Departments, including the Home Office and the Department for Education, and in local government. In the Department for Transport, we are looking to obtain the powers to create a national minimum standard, which will be quite high, and a national database, and to increase enforcement powers for traffic commissioners. Put together, all those things will ensure that the quality of service and safety for people when they enter a private hire vehicle is the same up and down the country.
First, I pay tribute to my hon. Friend and my hon. Friend the Member for Wellingborough (Mr Bone) for their campaigning on this issue. This is an important issue locally. Network Rail has made progress in finalising the design for the bridge and will start work as soon as possible. I will contact Network Rail to find the most up-to-date information, put pressure on it for the earliest possible completion of this project and keep my hon. Friend informed.

Commons ChamberWe had a very good debate on the Suggitt’s Lane level crossing only last week in Westminster Hall. Network Rail is accountable to the Secretary of State, but that does not mean that we can interfere or overrule its operational decisions. However, I have undertaken to meet Network Rail to ensure that it is aware of the views of the hon. Lady and my hon. Friend the Member for Cleethorpes (Martin Vickers). I met some of the people who had travelled down from the area to understand their views and will ensure that Network Rail is fully sighted on those views.
Network Rail made a mistake when it demolished the Leyland bridge, which links my constituency and that of my hon. Friend the Member for Wellingborough (Mr Bone). I am pleased to say that, with the Minister’s help, it is going to be rebuilt, but will he help us to keep the pressure up and ensure that those works are completed as soon as possible?
I will be happy to keep up the pressure. I recognise what a long-standing issue this is for my hon. Friend’s area and how hard he has campaigned on it, and I would be very happy to help.
I know the right hon. Lady will use every opportunity to campaign, even through petitioning, to ensure that the voices of her constituents are heard. HS2 is committed to ensuring that it mitigates any impact and to working with local communities, but I am of course more than happy to sit down with the right hon. Lady and those from her communities to discuss this.
I am delighted to see the excellent new Minister in his place. As a Northamptonshire MP, he will know the stretch of the A45 between Stanwick and Thrapston that the Government are committed to dualling. The environmental study to unlock that project was supposed to be carried out during the current roads period, but it has not yet been completed. Will he put his foot on the accelerator to make sure that that work is done to unlock this dualling?
I will very much look into this matter. It is interesting to note that Labour Front Benchers would not be supporting this environmental plan. They are the ones who are engaging in a war on the motorist. My hon. Friend is absolutely right to have a look at the A45, because I know that that road has issues. It is about time Labour accepted that this Government’s investment in roads is something it should be duplicating, not resiling from.

Commons ChamberThe responsibility for paying train operator pensions is the responsibility of the train operator. That is the case with the franchises that have just been awarded and are being considered, and it has always been the case since franchising came into form 25 years ago. There are no plans to change that. Train operators have the responsibility and we expect them to fulfil it.
Is the Minister confident that the new contract will deliver positive benefits for rail users in Corby and east Northamptonshire and that the transition from the old contract to the new will be seamless?
There will be significant benefits for the constituents whom my hon. Friend serves so well. Those benefits will be in the form of new trains and significantly increased capacity, particularly with the connectivity into London. There are significant benefits for those he represents. There is obviously operational risk with the handover from one franchise to the next, but many of the staff will TUPE over, as is standard when a franchise changes. I expect all sides to go through the process with good will to ensure that customers are at the centre of their thinking.

Commons ChamberI can categorically say that I did not intervene in any matters relating to the decisions to let these contracts, how they were let and what the recommendations were about letting them.
Does my right hon. Friend share my frustration with those in this House who, I think wrongly, rant that a no-deal Brexit would be catastrophic but then oppose every single step taken to try to mitigate any of the concerns that it might bring about?
The bit I do not understand is that Labour Members do not appear to understand insurance. When someone takes out a home insurance policy each year, they pay their money and they do not get it back. It costs them money, but they have the insurance to protect them against an unforeseen eventuality. We took out this insurance policy because of a change to the forecast that suggested that we might have a problem in dealing with the flow of drugs for the national health service. That was the responsible thing to do—to take out the insurance policy for the country. Labour Members might not want us to do that. They might not want to look after the interests of the national health service, but we will.

Commons ChamberYes, there was a little bit of a tangent in that question. I am not the HS2 Minister, but I can, having just checked with the person who is, say that she will be happy to meet the hon. Lady. We will set that meeting up soon.
I know that, like me, the Minister will welcome the electrification of the midland main line, a project currently being undertaken, and the new half-hourly service to and from Corby, which will be a real boost for our rail services in north Northamptonshire. But there is still a demand for more northbound services from Corby, so will he help me to explore that possibility, as I think we ought to be tapping the huge potential there?
My hon. Friend is a great champion for his constituency, and for the rail services to and from it. The new franchise will certainly bring a wide set of positive developments for the rail passengers of Corby. I am more than happy to agree with him on this and meet him to work together to see what we can do to make these services even better.
I can certainly confirm that the project originated in the coalition Government, and it would be quite disingenuous of any political party that was part of it to seek to distance itself from that decision. Of course, I can make no statement whatever about the direction, since that is the subject of a continued process of consultation and review.
I join my hon. Friend the Member for Wellingborough (Mr Bone) in thanking the excellent Secretary of State for getting the Leyland bridge issue sorted out. My constituents in Irthlingborough are delighted that the bridge will be rebuilt, but will he join us in keeping the pressure up, to ensure that it is done as quickly as possible? The inconvenience is unacceptable, and that would be very much appreciated.

Commons ChamberThis is nonsense; the investment going into our rail network in the next few years is at a record level, and the money coming to Scotland, thanks to the generosity of this Government, goes beyond what the Scottish Government would be entitled to under the Barnett formula. I suggest they use that money wisely, to provide the kind of additional facility the hon. Gentleman is asking for.
Network Rail has demolished the Leyland bridge, with no short-term plan to put a temporary structure in place so that we have not got the inconvenience and great disruption being caused to local residents and businesses. Will the Minister intervene to make sure that Network Rail urgently reviews this and finds a temporary solution to this pressing problem?
I am aware of the issue; my hon. Friend has raised it with me. I simply say to him that I have asked for this matter to be looked at carefully. I do not want improvement works to be done at the disadvantage of his constituents.

Commons ChamberIn the light of the decision to end Seaborne’s contract, what discussions has the Secretary of State had with other providers about their providing extra capacity?
We made provision in the contracts that we signed with Brittany Ferries and DFDS for additional capacity on other routes, that were not in our original mix. Those are options that we are free to take up and we will have cross-Government discussions in the next few days to assess current needs and forecasts and see whether that is required.

Commons ChamberI know that the hon. Gentleman is a passionate advocate for buses, and we have met to discuss this issue many times. I am keen to ensure that we are putting the right resources into this and that the people making decisions on bus services are given the right support. This is something that I am exploring and keen to do.
Will the Minister undertake to give Highways England a nudge to carry out the environmental study required for the A45 dualling works between Stanwick and Thrapston so that they can go ahead in the next road period?
I do not need to, because my hon. Friend has done a splendid job in the House himself.

Commons ChamberThe move across the country to repayment after a 15-minute delay is being phased in with new franchises that will start over the coming years. I say to passengers in East Anglia that every single train there is being replaced with a brand new one. That will improve performance, stop the blight of broken down old trains, and mean a much better travelling experience.
My hon. Friend has been a tireless campaigner on this issue, and I absolutely recognise his point. This is, in law, a matter for local government. We have provided them with some funding, and I would be delighted to have a further conversation with my hon. Friend about other ways in which we could consider the situation.

Commons ChamberI had a lot of sympathy with what the Select Committee was saying, but we did not accept that recommendation because the plant is not an asset categorised as strategically important for the UK. Clearly discussions are already taking place between the airport and the owners about what should happen to that plant. Had it been of strategic importance, we would absolutely have accepted the Committee’s recommendation, but the truth is that it is not, so this really is a matter for the different organisations involved.
It is always good to get through at last call, Mr Speaker.
What difference does my right hon. Friend think this decision will make to our international trading prospects and to UK steel supply chains? Let me also tell him that in Corby we certainly want one of these new construction hubs.
I suspect there will be quite a lot of competition for those hubs. I have no doubt that Corby will do a great job in attracting business as a result of this project. Its particular importance relates to the events of the past few years. We will shortly be entering the post-Brexit world. If this country is to demonstrate that we will remain an outward and internationally focused trading nation, such a project will be of vital strategic importance to us. Whatever anyone’s view might be about the Brexit process, I hope that all Members will accept that we are much better off demonstrating to the world that we want to be connected, involved and trading post Brexit. As a result, I hope that people across the House will get behind the proposal to make sure that it is carried, when it comes to a vote, and that we send a powerful message to the world that Britain is in business.
